Show of compassion for MHS teachers School Committee crafts a level-funded budget

C

lass sizes will stay at current levels, all classroom teachers will remain and there are no plans to cut the Early Learning Center. Those were some of the big takeaways from School Business Manager Toni Mertz’s overview of the 2021 school budget proposal presented to the School Committee’s Budget Subcommittee this week.

“The mayor has sent us a level-funded budget,” said School Committee Chair Jen Spadafora. And that means the committee is currently looking at a

$74,200,150 budget, the same as last year.

Mertz pointed out that a level-funded budget is the same dollar amount as this year without any additional money to cover next year’s negotiated raises and other contractual obligations. Cuts are needed to cover those costs, and there are other unknowns and uncertainties at play. “We don’t know what the budget situation will look like coming down from the state in the next few months,” said Spadafora.

t is said in “Malden: today, tomorrow and yesterday...”

Thank the deity of your choice for YouTube TV! After an exhaustive morning sprucing up the yard on Seaview last week I (first) took two Motrins, made a mental note to myself that I am not 42 anymore, then sat down on the recliner to view some comfort (YouTube) TV. Western classic “Cimarron City” starring George Montgomery was good for what ailed me (as my whole body screamed“hire a landscaper!”). I hit pay dirt (as they used to say out west – I think they said that) when I chose Episode 9, “A Respectable Girl,” first airing December 6, 1958. Who pops up on my screen at about the 16-minute mark but Malden boy (Hollywood movie star and comedian) Wally Brown! Wally’s character is the owner of the “Oklahoma Saloon” in Cimarron City, part of Oklahoma Territory, not yet a full-fledged card-carrying state yet. At a Town Hall meeting he gets into a heated discussion with another townie about who should and should not be allowed to enjoy all that the city offers. Wally says everybody should be allowed especially the saddle tramps and sod busters that accompany the cattle drives (good for business he surmises). Wally’s character holds a lot of sway in Cimarron – sorta the Albert Spadafora, Jack Urbaczewski, Neal Sullivan and Douglas Tran of the old west. Saddle tramps, drifters, dead enders, saints, sinners, losers and winners – everyone you have ever seen and all the rest in between are eventually

Mertz explained that the budget proposal calls for adding five classroom teachers to keep class sizes reasonable with increasing enrollment. The district is planning to hire a Grade 2 teacher for Beebe and Grade 1 and Grade 8 teachers for Ferryway. A Grade 8 teacher will be added to Forestdale, and a new Grade 1 teacher joins the staff at Linden STEAM Academy.

allowed to travel through the peaceful city of Cimarron. Good for business! Worth catching the episode. Mr. Brown was born in 1904 and died in 1961. He would have been 54 years old when he made this appearance. He is buried at Forest Lawn Cemetery in California. Wally once worked at Liggett’s Drug Store on Pleasant Street in Malden Square. Liggett’s did business at just about where Store 33 is now located, which is where Moe’s Smoke Shop was just about located.

Anthony’s Shoe Repair would have been at the corner of Middlesex and Pleasant, at the place where they carry action movies from Africa. Liggett’s was a classic old-school drugstore from what I can remember. Its glory days were long gone when I was a customer. But you could tell that at one time they were the go-to place in the Square (and of course, the Palace of Sweets).

high school, which would have been the early 1920s or so. Here is to you, Mr. Brown. For you wise guys out there, I did not know Wally personally.

On a side note, the protagonist in the story is named Sam Jethroe. In real life Samuel Jethroe (nicknamed “The Jet”) was a center fielder in the Negro Leagues also playing with the Boston Braves in the majors when they integrated. With the Cincinnati ball club and the Cleveland Buckeyes of the Negro Leagues, he won a pair of batting titles – hitting .340 over seven seasons from 1942 to 1948. He helped secure two pennants and the 1945 Negro World Series with his immense talent, all the while battling the insidious disease called “Jim Crow.” He was named the National League’s Rookie of the

“I want to make sure there is absolute clarity and reassurance that a level-funded budget includes the Early Learning Center all the way through to the high school,” said Mertz. “Every school that we have now in play

is included in the $74,200,150 budget.”

Committee members thanked Mertz for helping to put to rest an unfounded fear among Malden families that the district was planning to balance the budget by eliminating the Early Learning Center.

“No cut is a good cut and level-funded still means cuts,” said School Committee Member Adam Weldai. “One small thing to celebrate is that we are in a position where level funding cuts don’t decimate the district.”

The budget committee will meet again on June 8 to review the positions being cut in greater detail. A public hearing on the budget is planned for June 22.

Legislature passes bill to provide relief and improve access to unemployment benefits O

n May 21 State Representative Paul Donato joined his colleagues in the Massachusetts Legislature to pass a bill that will provide additional Unemployment Insurance (UI) relief to low-income families, nonprofit institutions and employers; An Act providing additional support to those affected by the novel coronavirus through the unemployment insurance system builds on UI legislation already signed into law waiving the one-week waiting period to receive benefits.This legislation was signed by the Governor on May 26 and is now Chapter 81 of the Acts of 2020.

“This bill protects employers, including nonprofits, and workers as we deal with the economic crisis in the wake of COVID-19,”said House Speaker Robert DeLeo (D-Winthrop). “I thank Chair Michlewitz, Chair Ferrante, Vice Chair Hay, Senate President Spilka, and my colleagues in the House and Senate for their work on this important UI Bill.”

“The Massachusetts State Legislature continues to develop legislation to address the many areas of concern created by the COVID-19 crisis”, said Donato. “This legislation will help businesses as well as workers have a more simplified relationship with the unemployment system.”

MPS Re-Entry Task Force working on back-to-school plan

hile school buildings have been closed since midMarch, the operations of the Malden Public Schools (MPS) have not been paused or slowed by the COVID-19 pandemic, nor has the learning of its nearly 6,700 students.

If anything, MPS staff have increased their pace, answer-

ing the myriad challenges of putting a Remote Learning Program into effect, seemingly overnight, in addition to addressing many other needs of students and their families. trauma. Financial loss has hit many families hard, as well as literal loss of loved ones who may have passed away following sickness.

In addition, as the official school year draws to a close, with the last day of school being June 19, planning has already begun in earnest as to preparations for the start of the 202021 school year in September.

The traditional “Back to School� this time around has been supplanted by the term “Re-Entry Planning.�

Oteri told the School Committee at its June 1 meeting that he has appointed an MPS Re-Entry Task Force consisting of a variety of school department and city leaders, as well as some students and school parents. The Superintendent said a May meeting involved introductions of the task force members as well as the presentation of an overview of the current situation involving the COVID-19 pandemic. “We also projected how [the pandemic] would impact the reentry of our students and staff in September,�

Oteri said, saying he and his central staff presented information regarding the latest guidance on school reentry from the Governor’s Office and the state Department of Secondary and Elementary Education (DESE).

due to be appointed at that meeting. “It is still hard to know what reopening our schools in September looks like,� Oteri said, “and we know it is frustrating to our students, their families and our staff members. But we are still waiting for some guidelines that are still being drafted by DESE Commissioner [Jeffrey] Riley. Those guidelines will determine how we proceed in a number of areas.�

The Superintendent said he hopes to be receiving some of that pertinent DESE guideline information by mid-June. “We know what part of the fall will look like. We are going to need to have a lot of PPE [Personal Protective Equipment] on hand,�

Oteri said, adding that school districts have already been informed

to have a three-month supply of PPE on hand, ahead of opening the schools in September. “We have been advised to have thermometers, gowns, disposal gloves, N95 masks for our nurses and a large supply of disposal masks,�the Superintendent said. “On a daily basis, students will be responsible for bringing their own mask, but if not, we have to have a supply in the schools to provide one for them.�

Oteri said he will be distributing a survey to MPS staff members to confirm if they are coming back to work in the school system, and also to have an outlet to express and concerns they might have, presumably on health and safety issues.

Over the weekend, Molis released a statement to the community that made it clear where he stands on the events in Minneapolis, Minn. “We have all witnessed the painful images of a police officer kneeling on the neck of George Floyd while he continually said that ‘he could not breathe’ and called for his mother,” wrote Molis. “On a personal and professional level, I am admittedly repulsed in saying that it was a police officer because in my opinion, the one presently accused of murder and those who were present and wearing badges failed not only as police officers, they failed to act as human beings.”

Molis went on to say there cannot be a United States where there are two different worlds, where some have everything, others have nothing and where equal justice and treatment are influenced by who you are and which police officers you encounter.

School Committee votes to end Extended Learning Time program at Ferryway School

he Malden Public Schools ended its 13-year participation in the state’s Extended Learning Time (ELT) Program Monday night when the School Committee voted unanimously not to pursue grant funding for the 2020-21 school year. Citing the state budget crisis and an al-

ready announced drop of over 80 percent in state grant funding for the program, school officials Monday estimated it would cost about $1.5 million to continue the ELT Program at the Ferryway K-8.

revised budget comes out in late summer,” Superintendent of Schools John Oteri said in a letter to Ferryway families on Tuesday. “In order to be fiscally prudent and give ample notice to families to plan, the School Committee voted unanimously to not participate in the program as it would potentially leave the district to fund the $1.25 million it costs to run the ELT Program at the Ferryway.”

The Ferryway School was the only Malden school participating in the ELT program this school year. Since the launch of the program in Malden in 2006-07, both the Ferryway and Salemwood Schools took part in the program, but the program did not continue this year at Salemwood. The ELT program consists of added

learning time and later dismissal, at 3:30 p.m. It adds approximately 300 hours of learning time per year. Now, all schools in Malden will run on similar schedules for the first time in 13 school years.

“At the inception of the program in 2006-07, the Malden faculty was compensated at a rate of 18 percent above their base salary. However, due to level funding of this grant over the years by the State, a deficit was created which the School Department has had to fund,”Oteri said in his letter. “The School Committee has always held the position that the ELT Grant had to be self-sustaining and not come out of the operating budget which would ultimately affect other schools.”

“This year, with the looming state deficit, it is highly likely that

there will be little or no funding for the ELT program from the state,” said Oteri.

State officials announced recently that a maximum of $1.5 million will be available for grants for the entire 13 districts now participating in Extended Learning Time. Previously, some $13.5 million was allocated annually for the program to the respective districts. Malden Public Schools would be projected to receive approximately $227,000 if this was the case, School Committee members said Monday, which would be far less than required to fund the salary bump for Ferryway teachers.

Mike later, reluctantly, went on to work for the Red Sox at Fenway as an usher on the first base dugout side, retiring in the early to mid-1980s. His work life at Fenway was chronicled in the Bill Nowlin tribute to Fenway workers through the years“Fenway Lives: The Team Behind the Team,” which was published in 2004. Mike is interviewed on (I believe) page 111.

For clarification purposes, I mentioned that Mike “reluctantly” left the Braves for the Sox. He had no choice. The Braves left town breaking many hearts upon departure, including Mike’s. Those Braves fans were some serious diehards.

Sorta like the New York Football Giants fan base.

My oh my, the tributes to the late great boogie-woogie maniac Preacher Jack keep pouring in! “What can a poor boy do” (Stones?) but to shine sunlight on some, hoping you will enjoy them just as much as Jack would have loved reading them.

For the uninitiated, Jack had an ego that could have filled the old Boston Garden (twice over).

A guy I got a kick out of reading these many years ago (1990s?) was somebody named Don Squires. I believe he drove for Lester at Malden Trans, all along lovingly writing a column called “Curbside” in these very same pages in his spare time. His columns were a glorious mess featuring run-on sentences, misspelled words and a lack of punctuation that would have driven your high school English teacher stark raving mad. Regardless, his column was a must read. It was a must read because it was written from his huge heart. It was written from his full life’s experience. It was written with a love and a knowledge of Malden which rendered all that trivial stuff that would drive educators to tears, meaningless. Don was a heavy-set guy from what I remember. He traveled in the same circles as fellow literary contemporary Bill Mini did.

Louise Mae Stokes Fraser, Malden’s one and only U.S. Olympian, remembered Honored by the Malden community – some claim racist views denied her a chance to compete, twice (Editor’s Note: Following is Part Two of a two-part series on one of Malden's most renowned athletes, Louise May Stokes Fraser.

t has been nearly 90 years since history was made just before the 1932 Olympic Games, when a fledgling young runner put her hometown on the international map. Malden’s own Louise May Stokes, just a year after her local high school graduation and still quite new to the world of organized athletics, was thrust into the national spotlight with her selection to the U.S. Olympics women’s track and field contingent.

Stokes, then just 18, and fellow selectee, Tidye Pickett of Illinois, were groundbreakers and history makers. The two teens were the first-ever African-American women to be selected for a U.S. Olympic Team, in this, the VIII Olympiad. It was only the second Olympics in which women were even permitted to compete in track and field events.

It was also only the second time the Olympics were to have been hosted in the United States, this time in Los Angeles, Calif. It would be another 52 years before the Olympics would return again to the United States, in 1984, again in LA. Selected for two Olympic Games, never chosen to compete in an event Sadly, Stokes never got the opportunity to formally compete in an event in the Olympic Games, despite her selection to the women’s team not once, but

twice. After the 1932 Games, she continued a regimen of training and competition, which earned her another spot on the women’s team for the 1936 Olympics held in Berlin, Germany. For the second time, Stokes was not afforded an opportunity to compete in an event.

A number of sports historians and researchers have claimed Stokes was denied the opportunity to compete because of her race. Some said she was replaced at the last minute, both in 1932 and 1936, by white athletes in her event, the 4 X 100 women’s relay. Though both relay teams would go on to win Gold Medals as first-place finishers in each year, setting a new world record in 1932, some researchers insist Stokes and Pickett both deserved to have run in those races.

In 1936, Pickett did achieve some notoriety when she became the first black woman to compete in the Olympics, in

the hurdles event. However, fate was not with her as she broke her foot in the semifinals of her event and was forced to withdraw. Once again, she joined her black teammate, Stokes, in the stands to watch the American team win a second Gold Medal in the 4 X 100 relay and tie the world record of 46.9 seconds the 1932 women’s team had set four years earlier.

Malden rejoiced at Stokes’s great news When the news hit in 1932, residents of Malden rejoiced at the selection of Stokes to the Olympics team. She was the first-ever Malden resident to achieve such national fame, an achievement that still reigns as unique. To this day, she is the only Malden athlete ever to be so honored.

Malden was a growing community in the early 1930s, close to 50,000 in population in total, after beginning with just over

33,000 residents at the turn of the century. Even as a teenager, Stokes was well-known around the community for her athletic exploits in both track and field and in girls’ basketball for Malden High School as a member of the Class of 1931.

Stokes had brought fame to Malden on an international scale a year before her Olympic selection, having set a new world record for women in the standing broad jump event at a Boston-based, regional competition.

In late spring, Stokes joined other Olympic hopefuls, including Pickett, in track trials being held at Northwestern University in Evanston, Ill. For the wideeyed Stokes, it was furthest she had ever travelled from her Malden home. What an adventure!

Dominating those trials were none other than someone regarded as one of the greatest female athletes of all time, “Babe” Didrickson, who went on to be a multiple Gold Medalist in the 1932 Olympics and then one of the most successful professional women golfers in history.

Stokes and Pickett, the two 18 year olds, despite their age and experience, did extremely well against national competi-

tion. Pickett hailed from Illinois, so she was not so much out of her element. Not so for Stokes, as due to the limited travel of Americans overall in those days she probably would have been hard-pressed to find that state on a map.

Who knew she would be making even longer and more distant travels that were looming in her immediate future?

Many of the women who competed in the various Olympic trial events had the advantage of formalized training teams sponsored by companies of the day. For instance, Didrickson – regarded as the best athlete of all those competing – was trained and supported by the Employers Casualty Company of Dallas.

Stokes had only been training specifically for track and field on a semi-regular basis for just over a year at the time, with Malden Park Commissioner Bill Quaine, who had formed the Onteora Track Club in the Malden-North Shore area. Pickett had just a bit more formal training than Stokes.

History made: first two black women as Olympians Still, both persevered, performed at a high level and prevailed, as each etched their names in the history books as the first black women to become Olympians.

Stokes finished fourth in the 100-meter finals while Pickett was in sixth place. According to Smithsonian Magazine writer Matt Osgood, in a 2016 article, the method of selection for the four women who would

Malden man charged with drug trafficking

O

n the evening of May 27, Kemoni Boone, 21, of Malden and Shondel Holloway, 21, of Lynn, were taken into custody by State Police after they were allegedly found with illegal narcotics and a semiautomatic pistol equipped with a high capacity magazine.

The suspects were initially stopped for traveling 60 mph in a 35 mph zone on Route 107 in Lynn. According to police, the men appeared “nervous and were moving in an exaggerated manner.” As troopers searched the Dodge Durango, they allegedly recovered $2,500 in cash, a digital scale and a number of plastic bags containing heroin or

fentanyl; additional bags containing Percocet were also recovered.

Boone and Holloway were both charged with the Unlawful Possession of a Firearm; the Unlawful Possession of Ammunition; Possession of a Large Capacity Feeding Device; Being Felons in Possession of a Firearm and Conspiracy to Violate Narcotics Laws. Boone was also charged with Trafficking a Class B Narcotic while Holloway was additionally charged with Trafficking Heroin and Possession of a Class B Narcotic with the Intent to Distribute.

Boone and Holloway were scheduled for arraignment through Lynn District Court on May 28.

The Coronavirus Count Malden has the 29th highest rating in state for COVID-19 O ve r t h e p a s t we e k , the number of confirmed COVID-19 cases in Malden increased from 1,110 to 1,151 cases – a 3.7 percent increase, according to the latest weekly city/town cases available Wednesday. The city’s rate of 1,698.80 confirmed cases of the Coronavirus per 100,000 is the 29th highest in the state. Of the 5,922 people tested for COVID-19, 19.44 percent tested positive for the virus.

People are able to compare the number of COVID-19 cases confirmed in Malden to those in neighboring cities and towns as well as communities of similar size by going to the Massachusetts Department of Public Health (DPH) website at https:// www.mass.gov/info-details/ covid-19-response-reporting. Click on COVID-19 cases by city/town.

Chelsea (7,378.28 per 100,000), Brockton (4,136.46 per 100,000) and Lawrence (3,587.15 per 100,000) have the highest rates in the state for people testing positive for COVID-19. Here’s how nine area communities compare to Malden: Lynn: 3,430 cases, 3,399.30 per 100,000 (4th highest in state).

Revere: 1,667 cases, 2,736.54 per 100,000 (6th highest in state).

Everett: 1,647 cases, 3,393.33 per 100,000 (5th highest in state).

Malden: 1,151 cases, 1,698.80 per 100,000 (29th highest in state).

Peabody: 947 cases, 1,698.18 per 100,000.

Saugus: 526 cases, 1,850.46 per 100,000 (24th highest in state).

Wakefield: 299 cases, 1,107.21 per 100,000.

Melrose: 239 cases, 826.36 per 100,000.

Reading: 291 cases, 1,058.80 per 100,000.

Lynnfield: 90 cases, 772.60 per 100,000.

On its website, the DPH noted that the rate specifying the number of cases per 100,000 “provides a standardized way to compare the burden of disease in cities and towns regardless of the size of their population.” The DPH stressed “these are reported cases only.”

Legislature passes bill to collect COVID-19 data S

tate Representative Kate Lipper-Garabedian recently joined Speaker Robert DeLeo and their colleagues in the Massachusetts Legislature to pass a bill to make more information about COVID-19 cases publicly available, including cases at elder care facilities, soldiers’ homes, and houses of correction; it also creates a task force to provide recommendations on how to mitigate health disparities for underrepresented and underserved communities in the wake of the pandemic.

Taken together, the provisions of An Act addressing COVID-19 data collection and disparities in treatment will provide the public with a greater understanding on how the virus is affecting those in locations hardest hit by the pandemic, including elder care facilities and urban areas. The task force, in turn, will make recommendations to alleviate disparities in infection and treatment among populations disproportionally impacted by the outbreak.

“Whether it’s our elderly, our veterans, residing in soldiers’ homes, who have served our country bravely, persons of color, or residents in those communities experiencing a particularly large share of the impact from COVID-19, the burden of this virus has fallen disproportionately on key demographics. We need to make sure we have the best information on the toll the virus is taking in Massachusetts. I look forward to the findings of the task force to determine how we can address the impact of this virus in underserved and underrepresented communities,” said DeLeo. “I thank Chairs Michlewitz and Balser, Vice Chair Gon-

zalez and my colleagues in the House for their work on this important bill.”

“A more robust, comprehensive dataset will enable our health care system and state and local policymakers to understand more accurately and respond more effectively to the virus and its aftermath,”said Lipper-Garabedian. “The efforts required of our state agencies and the work of the newly created task force will be meaningful both for our efforts to address COVID-19 in the months to come and for future public health challenges.”

"This vitally important piece of legislation will help the public have a better understanding of the wide ranging affects that the COVID-19 pandemic has had on our Commonwealth,” said State Representative Aaron Michlewitz, Co-Chair of the Joint Committee on Ways & Means. “With this new in-depth data reporting we can respond in a timely fashion to the disparities in care to our most vulnerable populations.”

"COVID-19 is a cruel virus targeting aging adults, especially those with underlying health conditions and who live in congregate settings. The residents, their family members, those who take care of them and the community have the right to know precisely the numbers of cases and deaths at each elder care facility,” said State Representative Ruth Balser, House Chair of the Joint Committee on Elder Affairs.

“Only with that knowledge, can we provide the resources needed to fight this battle."

“Data is essential, and the diversity task force will be a vehicle for real impactful change to address the immediate short term

and long term health disparities in communities ravaged by COVID,” said State Representative Carlos Gonzalez, Vice Chair of the Joint Committee on Community Development and Small Business, and Chair of the Black and Latino Legislative Caucus.

The components of the bill are as follows: • Requires the Department of Public Health to collect daily data on the number of individuals tested positive, hospitalized, deaths, and key demographic information, including cases and mortalities at elder care facilities; • Specifies details on the format of reporting data from local boards of health and elder care facilities; • Mandates that elder care facilities notify residents and their healthcare proxies if there is a new confirmed case or mortality due to COVID-19 or 3 or more residents or staff have symptoms; • Includes the Department of Corrections and each House of Correction among those facilities which must comply with the data collection and reporting provisions of the bill; • Creates a task force to study and make recommendations on addressing health disparities for underserved or underrepresented populations based on a variety of demographic factors; • Asks that the task force provide recommendations to improve safety for at-risk populations for COVID-19, remove barriers to quality and equitable health care services, increase access to medical supplies and testing, among other items.

The bill now moves to the governor for consideration.

s the summer of 2020 rapidly approaches, there are some important home fire safety considerations to be mindful of for the safety and protection of your family and neighbors as well as your property. During the summer months, the use of outdoor cooking equipment becomes more common. It is important for Malden residents to remember these important fire safety regulations and practices: • Charcoal, wood, electric and propane grills are prohibited on porches, balconies, fire escapes

or roofs.

• Propane tanks are not allowed to be stored in or on any residential building at any time.

• Grills should be kept clean to prevent grease fires.

• Grilling should be done on ground level, 10 feet away from any combustible walls or structures.

• Grills should not be used under any overhangs.

• Never leave a grill unattended.

Malden is a densely populated city, with older housing stock predominantly constructed of wood frame dwellings that are close together. In addition, please observe the following:

• Outside burning or open burning is strictly prohibited in Malden in order to prevent fires from starting and spreading to multiple houses.

• Outdoor fireplaces, fire pits and chiminea fireplaces (whether purchased from a retailer or fabricated) are prohibited in Malden.

Any outside burning or open burning is a violation of 310 CMR 7.07(3) (e) and is subject to fines.

Your Profile – Your profile on LinkedIn should include these things: 1) A professional headshot 2) Your industry and location 3) Your most recent and past positions 4) Your educational level 5) A list of your skills, at least three, that uses "impactful verbs" (i.e., implemented, redesigned) 6) Have a really good headline 7) You should personalize your public profile URL (i.e., linkedin.com/in/YourName) Join Groups – There are hundreds of groups you can join on LinkedIn. Select the groups that are relevant to the industry you are interested in. After joining, make sure

Parking meter enforcement to resume June 8

B

eginning Monday, June 8 the City of Malden will resume parking meter enforcement across the city, as well as enforcement of resident parking regulations and the street sweeping program. The nearly three-month hiatus on parking enforcement across the city was put into place for the convenience of Malden residents who were forced to remain home during the governor’s “Stay at Home Advisory.”

With the recent launch of the governor’s four-phase plan to reopen Massachusetts, Malden residents are beginning to return to their jobs and Malden businesses are reopen-

ing. As both instances require parking turnover to be successful, the city will return to normal parking enforcement citywide on Monday, June 8.

Lastly, in order to be effective, Malden’s street sweeping program requires vehicles to comply with the official sweeping schedule that normally goes into effect on April 1 of each year. The City of Malden delayed enforcement of these regulations to assist residents with the Stay at Home Advisory but will resume it to allow better cleaning of the streets and keeping leaves and debris out of catch basins.

METEOR | FROM PAGE 7 run in the 4 X 100 Relay team for the Olympics women’s team would be the top four finishers in the 100-meter event at the trials, and the fifth (Pickett) and sixth-place finisher would be alternates. However, the four top finishers were Ethel Harrington, Wilhelmina “Billie” von Bremen, Elizabeth Wilde, Stokes, a fifth runner, Evelyn Pearl Furtsch, and Pickett.

Judging from what ultimately transpired, when women’s track coach George Vreeland announced the members of the 4 X 100 team who would compete the next day in Los Angeles, this all changed. It would appear there were two glaring omissions: Stokes and Pickett.

Of the top three eventual selectees for the event, only one of the top five Olympic trial finishers was picked – von Bremen – who was to go on to be regarded as the third fastest woman in the world at the time, when she won Bronze at the 1932 Olympics at 100 meters.

Harrington, who finished first at the trials, and Wilde, who finished third at the trials, competed only in the 100 meter individual event. They did not compete in the relay and apparently that was decided early.

According to researchers, the women had been told at the Olympic trials at Northwestern that the top six finishers in the 100-meter at the trial would all be in the relay “pool,” and the four who would compete would be selected from the pool. It would appear that Stokes, primarily, and Pickett, most likely, would have a chance to join von Bremen and a fourth runner, Annette Rogers, on the 4 X 100 Relay team. Rogers has been the national Amateur Athletic Union (AAU) 100-meter titlist in 1931 and 1932 and ended up finishing fifth in the 100 meter sprint in the 1932 Olympics.

On an interesting local note, Rogers was born in Chelsea, Mass., and lived there in her early years before moving on to become a longtime Chicagoan in Illinois.

Looked like Stokes would break color barrier It really looked like an 18-yearold black woman from Malden was going to break the color barrier in an international event: the first woman of color to compete in a U.S. Olympic track and field competition. But it was not to be for Stokes and Pickett. The quartet for the 4 X 100 Relay was announced, and the roll call did not include either one of them.

Instead, joining von Bremen and Rogers on the 4 X 100 Relay Team would be Evelyn Pearl Furtsch of San Diego, Calif., and Mary Carew from – who would

have ever guessed it – Medford, Mass.

Furtsch, also 18 at the time, had a somewhat similar story as Stokes in her early years. Facing little competition from her own gender in her home region, she ran against boys for a couple of years before competing with the Los Angeles Athletic Track Club. She did not have a wealth of national competition experience, though considered a fine, up-and-coming runner. But she had finished behind three other American sprinters, Wilde, Stokes and Pickett, at the supposedly decisive time trials two weeks earlier. Her only claim to fame had been a second-place finish in a regional AAU competition. Furtsch was a bit of a local hero, however, as she ran with the highly-regarded Los Angeles Track Club at the time, a direct affiliation to that 1932 venue.

The fourth selectee raises even more eyebrows, as Mary Carew, who had graduated from the school known as Malden High’s fiercest athletic rival – Medford High – just a few months earlier. At age 17, she was seemingly not in the mix in the 100-meter field, individually or in the relay.

Medford woman selected to relay team over Stokes They called Stokes “The Malden Meteor” during her Olympic run. Carew also garnered a catchy nickname, “The Little Medford Miss.”

Like Stokes, Carew had garnered acclaim for her sprinting exploits, but in a shorter distance, the 60-meter sprint. She was a National Champion in the AAU 60-meter dash, four years running! She was tops in the United States each year from 1929-32. Her best time was 7.32 seconds.

Still, a spot on the 4 X 100 Relay Team was Carew’s, much to the dismay of Stokes, Pickett and all of Stokes’s many friends, fellow citizens and supporters back in Malden.

Were she and Pickett denied the privilege of competing for their country because they were black? Was the color of their skin more of a factor in Coach Vreeland’s decision than the pure ability of these young women?

When asked in later years, Stokes, who added Fraser to her name when she married a local cricket enthusiast, Wilfred Fraser, in 1941, was most often reticent on the matter. “I felt bad but I tried not to show it,” she was quoted in a few biographical pieces – “I just tried to keep it out of my mind.”

Osgood of Smithsonian Magazine titled his article “Sports History Forgot About Tidye Pickett and Louise Stokes, Two Black Olympians Who Never Got Their

Pickett was more vocal about the 1932 Olympics decision. According to Osgood, Pickett took her bitterness to her grave, believing that“prejudice, not slowness” kept her out of that competition, according to her Chicago Tribune obituary. In another recollection of African-American Olympic history, Pickett is quoted as saying;“They did not allow the better runners to compete,” referring to herself and Stokes.

“It was unjust.”

The Chicago Defender, the leading newspaper nationally of what was referred to as “The Black Press” in the 1920s up until the 1950s, made its opinion of the matter quite clear.

“Lily-whiteism,” wrote editor Rus Cowan in The Defender, “a thing more pronounced than anything else around here on the eve of the Olympic Games, threatened and ousted Tidye Pickett and Louise Stokes from participation and put in their stead two girls who did not qualify.”

Of course, at the time in the 1930s, much of America was still very much in the status of segregation, including in hotels, travel by train and bus and in restaurants. This was clearly in place and stated as such in Southern states, and it stretched as far of California at the time. America of the 1930s had widespread segregation.

Recollections of the events leading up to the last-minute omission from the Olympic competition include stories of segregated travel to the Los Angeles venue as well as separate, segregated lodging for Stokes, Pickett and the black men who were competing for the men’s 1932 U.S. Olympic Team. Sadly, all of that was status quo for America at the time, and it appears, judging from a lot of research and some facts that could be construed as evidence, that race ultimately could have caused Stokes and Pickett to be left out in Los Angeles.

Of course, judging that while Stokes and Pickett were relegated to the stands as spectators, the foursome comprising the 4 X 100 Relay Team raced to a convincing victory, the Gold Medal and a new world record, 46.9 seconds, some could debate that Vreeland chose the right four women anyway, regardless of racial considerations.

In a quirk of the times, the Olympics did not recognize tenths of seconds at that point – believe it or not! – so the record was rounded off to 47 seconds for the 4 X 100 relay, but the facts also point to the extremely high probability that had Stokes and Pickett been placed on that relay team – as the protocols that had

Show of compassion MHS administrators’ home delivery of diplomas thrills 2020 grads and parents

T

hey got their missions, they fanned out and by the time they finished, a band of about 75 Malden High School educators and staff members brightened the day of over 400 members of the MHS Class of 2020.

Sunday afternoon at 2:00 p.m. was supposed to have been the time when all of the 417 members of the Senior Class of 2020 were to have been the guests of honor at Graduation Exercises at Macdonald Stadium in Malden.

Instead, 2:00 p.m. Sunday was the time an event to make the MHS seniors guests of honor at their own front steps kicked off.

The coronavirus pandemic has wreaked havoc on the calendar of high school seniors all across the nation. Many events associated with the senior year, such as Senior Prom, awards nights and Senior Nights for sports teams, have all been cancelled. At the top of the list, Graduation Day has also been a sad casualty of the times, due to health and safety protocols to try and keep everyone out of reach of COVID-19.

That is how the Senior Graduation Parade began, and on Sunday it came to fruition as eight teams of MHS administrators, educators and staff split up and took one Malden ward and went out and drove past seniors’ homes, beeping their horns, their vehicles festooned with Blue and Gold balloons and streamers.

Malden Superintendent John Oteri was on hand to greet the Malden Public Schools educators and thank them for their participation. The Superintendent also participated by driving through several of Malden’s wards.

“This is Malden High School pride at its best,” Supt. Oteri told the group before the parade fanned out. “We appreciate the compassion and love you show for our students and their families, and we know they are grateful as well.”

The seniors were all dressed in their caps and gowns, which were distributed safely and efficiently with appropriate physical distancing last Thursday on Holden Street, adjacent to Malden High School.“It was the best way to do it, to stay in compliance with CDC, state and local protocols,” Mastrangelo said.

“Each team of eight was assigned a route and each of the seniors’ homes was marked on each route.

Mastrangelo said it was great to see the families of the students out there as well. “I don’t know who was more excited, the student or their parents.

They were very happy to see all their teachers and House Principals driving by.”

The MHS Principal said that due to some of the celebration teams’ unfamiliarity with the routes, some homes were missed. Also, some seniors forgot to come out and others did not stay out in front of their homes the whole parade time slot. “We went back out again on Monday and drove past homes and honored any seniors that wanted us back,” he said.“We even went past a couple more homes on Tuesday.”

Not only would they have been the first two black women to compete in the Olympic Games, they would have been the first black women to have been Gold Medalists as well.

All these women could do was compete as best they could.

Through decisions out of their control, they were denied an opportunity to shine, create a once-in-a-lifetime achievement and represent their country on the biggest stage.

As somewhat of a postscript, neither woman was thwarted by this glaring omission. Louise May Stokes was received warmly and with great honor when she arrived back in Malden, as was Pickett in her hometown. Stokes continued to train at a world-class pace and, amazingly, she earned another try as a U.S. Olympian at the 1936 Games, this time being held in Berlin. Pickett had a second try as well.

athlete, and two Gold Medals

by Johnny Weissmuller, who gained great fame as the star of the Tarzan movies after the Olympics.

This time the stakes went up, as the Olympic athletes not backed by a company team had to come up with their own resources to purchase a trip by ocean liner across the Atlantic to Germany. Generous Malden residents helped Stokes get to the 1936 Olympics in Germany.

Stokes was beloved in Malden for earning another Olympic Team bid, and Malden residents responded by raising $680 to pay for her transportation to the games. To gauge the generosity of locals at the time, that sum is worth $11,172 in today’s dollars! For one roundtrip ticket! Stokes was humbled and thrilled by the gesture and vowed to do her best.

Unfortunately, “The Malden Meteor,” for the second time in four years missed out on competing. Once again, she and Pickett were in the 4 X 100 Relay pool, but neither was selected for the competition event.

There were two small bits of consolation. Pickett did go on to become the first black woman to compete in the Olympics, in the hurdles event, but she broke her foot in the semifinals and had to bow out. Apparent-

ly, she had always trained with loose hurdles and the ones at the Berlin 1936 Olympic Games were rigid and stationary, which probably played a factor in her injury.

Also, this time around, Stokes finished fifth in the pre-Olympics trials, while Pickett had concentrated on the hurdles. The four participants who were selected for the women’s 4 X 100 Relay Team in 1936 were all highly experienced and previously successful sprinters, unlike the field in 1932.

This time around Stokes, again a spectator, saw the women’s team grab a Gold Medal finish and, ironically, tie the still standing world record at 46.9 seconds.

Heroine’s welcome for Stokes in Malden By all accounts, Stokes got another heroine’s welcome when she came back to Malden after a second Olympics and was honored and revered in her hometown.

Stokes fully intended on trying for a third time, at age 26, to compete in the 1940 Olympics, but the games were never played because of the onset of World War II. As the years went on, she stayed in Malden

As with other forms of insurance, employers that are more likely to have workers use unemployment compensation are asked to pay more in the system. The system does not anticipate a situation where employers across several sectors have been forced to significantly reduce their workforces due to situations outside of their control. This bill prevents layoffs related to COVID-19 from negatively impacting an employer’s future UI contributions.

Extending unemployment benefit period: The number of weeks of unemployment compensation available in Massachusetts is tied to unemployment rates around the state; however, this trigger did not anticipate a situation in which unemployment grows rapidly in a such a short period of time. This bill ensures that the 30-week benefit period is triggered by a significant uptick in weekly unemployment claims.

Lifting the cap on dependency allotment: This bill eliminates the 50 percent cap for the dependency allotment providing additional benefits to low-income families. This in-

Page 11 crease will be in addition to the $600 per week benefit add-on provided for in the CARES Act for all workers eligible for state or federal benefits. This provision is effective for 18 months after the end of the COVID-19 emergency and the end of enhanced federal benefits.

Currently, UI recipients are entitled to an additional $25 per week for each child in the family, capped at 50 percent of a recipient’s base allotment. The result is that workers with particularly low allotments, such as low wage workers, can easily be capped out of receiving these additional amounts.

Nonprofit contribution grace period: Presently, many nonprofits self-insure for unemployment claims. This means that when layoffs in the sector occur, nonprofits pay the cost of those benefits dollar for dollar at the next billing period. This bill provides a 120-day grace period for nonprofits to make these contributions. This delay will allow the state to review additional changes that are warranted to mitigate the impact on nonprofits. The CARES Act provides 50 percent reimbursement for self-insured benefit payments during the COVID-19 crisis.

Back to Vernon Newman. Back to the Ames Brothers. Back to Dick “Sonny” Collier. Back to a time when Malden had more movie theaters than you could shake a stick at. (I am not quite sure what that means, but I am using it nonetheless.) Movie theaters in those days in Malden were like take away pizza shops and nail salons today: one on every corner. I digress.

This is why we really need (and yearn – well, I yearn) for local journalism and local coverage. Here he is at his best, a piece from a column written on July 29, 2005, about the Elmwood Pharmacy and its matriarch, the late Betty Heitin: “The Elmwood Pharmacy is not

Mystic Valley Elder Services awarded more than $82K to support senior volunteer service

M

ystic Valley Elder Services (MVES) recently received a Senior Corps RSVP grant of $82,397.00 from the Corporation for National and Community Service (CNCS), the federal agency for volunteering and service. The funds were awarded as part of a Senior Corps RSVP grant competition to increase the impact of national service in the Mystic Valley region. Established in 1971, RSVP programs engage older Americans in volunteer opportunities across the country. These volunteers have been a critical resource for nationwide response efforts – in everything from hunger prevention to natural disasters.

“This funding provides much-needed support to our RSVP program, in which our volunteers share their time and expertise with a

wide variety of community members, from elementary school children to those enrolling in Medicare,” said MVES RSVP Director/Volunteer Program Manager Leah Mulrenan. She oversees and supports over 400 volunteers in the Mystic Valley region; many of them are serving critical community functions, such as serving food at senior dining sites, assisting elders with bill-paying tasks, or distributing goods at food pantries.

Established in 1971, RSVP programs engage Americans age 55 and older in citizen service that addresses the nation’s most pressing challenges, including fighting the opioid epidemic, reducing crime and reviving cities, connecting veterans to jobs and benefits, preparing today’s students for to-

morrow’s jobs and ensuring seniors age independently and with dignity.

While ser ving, Senior Corps volunteers also improve their own lives, staying active and healthy through service. A growing body of research points to mental and physical health benefits associated with volunteering, including lower mortality rates, increased strength and energy, decreased rates of depression and fewer physical limitations. “No justice, no peace,”was the call to action after Trayvon Martin was murdered by George Zimmerman in 2012. Now, as we fast-forward almost a decade later, not much has changed.

When is enough, enough?

As we sit here with heavy hearts for Ahmaud Arbery, Breonna Taylor, George Floyd and countless other brothers and sisters, we also cry out for imperative changes to justice that have been needed since the birth of our nation. When the calls for justice have not been answered, chaos erupts, just like we are seeing in Minneapolis and other cities. The human rights violations of violence and discrimination

against Black people are the outrage and anguish to which protestors are now responding. As Martin Luther King, Jr. said,“a riot is the language of the unheard.”

We do not condone rioting, but at the same time, we understand the pain people are feeling and how they are reacting.

We cannot wait an additional 10 years for justice. The color of one’s skin should not be an automatic death sentence. Whether it is “stand your ground laws,” vigilante justice, or the police comradery, America should not work by allowing certain participants to play judge, jury and executioner to execute Black people in cold blood. The arrest of the former Minneapolis Police Department officer who is being charged with third-degree

long with the extended due date for tax returns until July 15, 2020, the deadline for making IRA contributions for calendar year 2019 is also July 15, 2020. This includes Traditional IRA’s, Roth IRA’s as well as other retirement vehicles such as SEP/ IRA’s, Solo 401(k)’s, etc.

If you plan on making a 2019 IRA contribution between now and July 15, 2020, make sure that your contribution is not classified as a 2020 contribution.

The CARES Act also eliminated the requirement of Required Minimum Distributions (RMD’s) for calendar year 2020. This will avoid having to pay income taxes on an RMD when filing a 2020 tax return in 2021.

However, many taxpayers need to take the RMD in order to pay for necessary expenses throughout the year.

In these situations, the income taxes cannot be avoided.

For those taxpayers that turned 70½ in calendar year 2019, an RMD would have been normally required to be taken by April 1, 2020. The CARES Act eliminated this requirement. They can now wait until 2021 to take their RMD. The CARES Act also increased the Required Beginning Date (RBD) for RMD’s to age 72 for those taxpayers who turn 70 ½ in calendar year 2020.

The CARES Act also waives the 10% penalty on early IRA distributions and early pension plan distributions on up to $100,000 of distributions. An early distribution occurs when the funds are withdrawn prior to having reached age 59 ½. Furthermore, the income taxes owed can be spread out over a three-year period while maintaining the right to reinvest the withdrawn funds also over the same threeyear period. Such a distribution should only be made as a last resort.

Employer retirement plan loans are also doubled under the new law. An employee can borrow up to the lesser of $100,000 or 100% of his or her retirement plan balance.

The law does not allow you to borrow against your Traditional IRA or Roth IRA..

Normally, enrollment in an ACA Marketplace is limited to the short window for Open Enrollment, which is between Nov. 1 and Dec. 15 each year. But there’s an exception for people who’ve lost their jobs, known as the Special Enrollment Period, which allows you to apply because your layoff meant a loss of health insurance. To do so, you must enroll within 60 days of when your coverage stopped and prove that you lost your health insurance.

There is no limited enrollment period for Medicaid.

Eleven of the states with their own health-insurance marketplaces (California, Colorado, Connecticut, Maryland, Massachusetts, Minnesota, Nevada, New York, Rhode Island, Vermont and Washington), plus the District of Columbia, are also offering special enrollment periods, allowing anyone who is eligible under the ACA rules to sign up.

ACA health insurance is major medical insurance that covers essential health benefits with no annual or lifetime coverage maximums. And they can’t charge you more or deny you coverage because of a pre-existing health condition.

You also need to know that if your annual income will fall below the 400 percent poverty level, the ACA provides premium subsidies, which will reduce the amount you’ll have to pay for a policy.

To qualify for subsidies your household’s estimated income for 2020 must be under $49,960 for an individual, $67,640 for a couple, or $103,000 for a family of four. The lower your income is under these limits the higher your subsidy will be.

Unemployment benefits count toward income.

Or, if your income is very low – below the 138 percent poverty level – you may qualify for free, or low-cost health coverage through expanded Medicaid services, which is available in many states.

COBRA If you need health insurance coverage for less than 18 months, another option you may want to consider is COBRA, which allows you to remain on your former employer’s group health plan, but not every employer plan is COBRA-eligible.

Contact your employer benefits administrator to find out if yours is.

In most cases COBRA is expensive, requiring you to pay the full monthly premium yourself. But, if you’ve already met or nearly met your employer plan’s deductible and/or out-ofpocket maximum for the year, and don’t want to start over with a new plan; or if you find your employer’s health plan to be better or more affordable than the marketplace options, it makes sense to keep your current coverage under COBRA. He was an instrumental part of another family, the Conti family, where he worked at Everett Aluminum for 48 years. His passion was taking care of customers and meeting the needs of so many that walked through the door. He enjoyed coaching Immaculate CYO basketball in Everett and attending many sporting events of his children.

A friend to all who crossed his path. A true gentle spirit.

James was an avid camper and loved the outdoors. He enjoyed the simple things in life and looked forward being with friends and family which were most important to him.

Several councillors asked about training and Molis said police academy curriculum has shifted and focused more on de-escalation and bias investigations. He also said there are state resources available to communities that help local police keep large assemblies and demonstrations safe. “You have to be able to speak and confront things you don’t agree with,” he said. “But if it crosses into an area of public safety concern, we have to be ready for that.”

Molis assured councillors that all civilian complaints about po-

lice are investigated and there have been no instances of retaliation against anyone who has filed a complaint. “That would be a sanctionable action of intimidating someone,” he said.

Molis said repeatedly that policing in Malden comes down to caring, listening and embracing the city’s diversity.

Earlier in the meeting Ward 2 Councillor Paul Condon said he, like other councillors, was sickened and saddened by what he described as the “out and out murder” of George Floyd.

Condon echoed Molis, who said Malden’s crime rate is low because of the city’s diversity, and he praised peaceful protesters who tried to stop the violence that played out during demonstrations across the country.“We just have to move forward, we have to get better,”said Condon.

“I think we will – we have to.”

Whether she brought home medals or not, the memory, character, passion and legacy of Louise Mae Stokes Fraser will forever shine brightly in Malden history.
