The 2016 MWBE Forum in Albany

T

he Fifth Annual New York State Minority, Women, Business Enterprise (MWBE) Forum was held in Albany on October 1st and 2nd. It was the most successful to date with over 2,000 minority and women owned enterprises (MWBE’s) participants in the two-day business expo and forum. It was an excellent opportunity for state-certified MWBE’s to network with government agencies and authorities along with private sector firms to discuss mutually beneficial business opportunities.

At last year’s MWBE Forum Governor Andrew Cuomo announced that New York State agencies would

provide 30% of their contract and procurement allocations to certified MWBE’s. When David Paterson was governor he had a disparity study done, which gave factual evidence that there was a tremendous disparity between state contracts awarded to minority and women owned enterprises and non-minority or women owned enterprises.

Governor Cuomo gave his word during his campaign that if elected he would address this issue. True to his word during his first year as governor he not only raised the State’s MWBE contract award mandate to 25% he also authorized the development of a MWBE team to assure state agency

conformity. Now that the state agencies have been mandated to award 30% of their contracts to MWBE’s there is again a need to provide data to show why the current state MWBE mandate is necessary and why future actions may also become necessary.

It is for this reason I believe one of the most important workshops during the October MWBE Forum was the 2016 New York State MWBE disparity study workshop. Eleanor Manson Ramsey, President of Mason Tillman Associates was the presenter. Dr. Ramsey’s firm will conduct the disparity study. She explained the data collection process and how businesses can participate. Assemblywoman

Rodneyse Bichotte (42nd Assembly District) gave powerful and moving remarks as to why this next disparity study is so important. Assembly member Bichotte is the chair of the State Oversite Sub-committee for MWBE’s. “The results of the 2016 MWBE disparity will have an impact on future legislature supporting MWBE opportunities” stated Assem

blywomen Bichotte.

Alphonso David, Counsel to the Governor and a key factor in the success of the Governor’s historic MWBE initiative also stated the importance of having a successful 2016 MWBE disparity study. State Senator Ruth Hassell-Thompson(District 36) made it clear to me how important the role of the Black media will be in bringing awareness and encouraging participation in next year’s disparity study.

I assured her that I would do my part in getting the Black media involved as well as giving bi-weekly updates on this important state initiative because MWBEs create career and employment opportunities for minorities and women across New York State.

f you are like most small businesses owners, you came back from the MWBE Forum inspired, you met tons of people and you got a lot of leads. You are inspired about the 30% subcontracting goals, and you have every intention of following up. In fact, you may have already started making a few calls, scheduling appointments and sending out your capability statement. All of these are steps in the right direction, but I can tell you from experience unless you have a plan, you are going to get busy, things are going to come up and you are going to get further and further away from doing what you set out to do. How do I know this? Because I have been there – attending endless functions, coming back with piles of information, doing some follow-up, and then getting caught up with the trappings of small business entrepreneurship. Things started to change for me when I took a different approach and made a commitment to marketing and strategic planning. Here is step-by-step what I did (and what I do now for clients):

Set a Goal: research shows that when results are tied to specific, realistic and measurable goals, results are easier achieved.

So, it may make sense for you to think about what is a realistic goal that you could achieve as result of your participation at the MWBE forum. I would also suggest tying this goal to a dollar figure. After all, what is the point of attending these functions if not to increase sales?

Be Realistic: once you set a goal, the next big question should be – is my goal realistic?

Does my goal align with my experience and capacity? I often compare marketing MWBE programs to running a marathon, it takes time. You are not going to complete 26 miles if you never ran before. So, set a small goal, one that is realistic, one that makes sense, and then after you reach that goal, you can always increase it or adjust it.

Research: many people never take the time to do research, they start marketing right away, which in my opinion is a waste of time.

Take the time to carefully select government agencies that are

buying what you are selling. This is a great place to start if you are newly certified, or don’t have the required experience or past performance to perform on larger contracts. https://ny.newnycontracts.com/ FrontEnd/General/BidOpportunities5.asp?TN=ny&XID=8353 Create an Action Plan: once you determine your goal, ask yourself what actionable steps you need to take to reach that goal and when. Assume that you already sent out your Capability Statement and made a few calls – what is next? This is where a lot of people get stuck. I recommend putting action items on a calendar for at least six months and considering multiple activities. Where can you interact with buyers again?

What functions do you need to attend? Can you send a letter, an

email or post card? Who can refer you? Can you subcontract?

Follow-Up: create a system for follow-up. Unfortunately, many of us drop the ball when it comes to follow-up. We’ll put all this effort out there and then drop the ball when it comes to responding to emails in a timely manner, returning phone calls and scheduling necessary activities. Think about where you are dropping the ball and fix it.

Accountability: if you were to hire a coach, more than likely the first thing they would do for you is set up a system of accountability. Studies show that results improve 80% when we have a system of accountability.

If you are in a position to do so, you may want to consider hiring an experienced coach to assist you. Otherwise, you may want to partner with another business owner, a member of your staff or another group and create weekly accountability sessions. Essentially the way accountability sessions work is that you share your weekly action items with someone and measure outcomes and results.

Educate Yourself: there is no shortage of things you’ll need to learn as you expand in the government market place. It is absolutely critical that you master certain skills like cost estimating, wage and hour, bidding, and proposal writing if you are going to be a successful government contractor.

Take advantage of the abundance of free information available through the Small Business Administration (SBA), Procurement Technical Assistance Centers (PTAC) and Women Business Centers and learn as much as you can, then invest in developing the appropriate skills.

Know Your Environment: marketing will open doors, you need to be prepared when you get there. For my friends in the Construction and Related industries – what about bonding?? All the marketing in the world is not going to help you if all the work you are going after requires a bond, and you don’t have one.

Same with union. Are you union, or non-union? What makes sense?

Do your homework now before spending all this time and money on marketing.

Add Resources: when thinking about taking your business to the next level, you may also want to consider what resources that you will need to add to get there. Do you need more people? More money? Equipment? Think about these things and don’t wait until the last minute to start exploring them.

Consider what would happen if you reached your goal and start preparing for it.

It’s not unreasonable to expect to add one new client in 2015 as a result of attending the MWBE Forum earlier this month. There truly is an abundance of opportunities out there for MWBEs, and I am personally aware of several companies that are having trouble meeting their 30% goals.

Economic woes for Abyssinian Development Corporation

hen it rains, it pours—at least that’s the deluge Abyssinian Development Corporation is experiencing nowadays. It was troubling enough to learn that the corporation, the real estate arm of the prestigious Abyssinian Baptist Church, had been denied more than $3 million in city contracts, but now there are reports that the corporation failed to pay out $2 million to East Harlem Triangle.

On the first matter, the corporation, according to a story in the New York Daily News last week, failed to submit

three years of overdue tax filings and independent audits to the Mayor’s Office of Contract Services. The Rev. Calvin Butts, III, the church’s eminent pastor, did not shirk from the charges, but he cited several problems for the delinquency. “We had some bad leadership,” he told the Daily News.

“We spent money on some things we didn’t need to spend money on, and we made some bad decisions.”

Apparently the corporation had helped to organize and facilitate the sale of the Pathmark supermarket they coowned on 125th Street to Extell Development for $39 million last year but did not pay the East Harlem Triangle its share of the nonprofit proceeds.

“We want to know where our money went,” Derrick Taitt, board chairman of the East

Harlem Triangle, told the Daily News.

Repeated calls to Butts’ office at the church were not returned by the pastor, and as we go to press he has said nothing about the East Harlem Triangle situation.

“Obviously, we are very concerned about the gravity of these situations because Abyssinian Baptist Church and the Abyssinian Development Corporation are valuable and critical institutions in our community,” said Lloyd Williams, president and CEO of the Greater Harlem Chamber of Commerce, in a telephone interview Wednesday. “I am hoping that the city and Mayor [Bill] de Blasio can meet with the Rev. Butts and resolve this situation. I think it’s doable, so let’s make it happen.”

State Sen. Bill Perkins, who had commented earlier on the situation, elaborated

Wednesday afternoon in his office. “Unfortunately since the initial article came out, there are additional charges, and this aggravates the situation,” he said.

“There appears to be no adequate balancing explanation for us to understand what’s going on. I’ve been told there is going to be a convening of the congregation, and maybe from that the facts of the situation will be disclosed.

“When you are blessed as a community to have such an iconic institution of the global stature of Abyssinian Baptist Church, with the blessings comes enormous responsibility and accountability.”

In the coming weeks, we promise to delve into these allegations to determine the source of the problems and the future implications for the church, its pastor and its real estate arm.

Home Buying In Harlem Be Prepared to Buy Now

C

an anyone afford to buy a home in Harlem? That question still has not been answered to anyone’s satisfaction. But the handwriting regarding affordable housing in Harlem is most certainly on the wall.

There simply is very little housing stock available for low to moderate income first time home buyers. In addition, the properties that are available are out of the price range for most community residents.

Unfortunately, there is no immediate answer to this situation.

Prospective first time home buyers must come to the harsh realization that they are going to have to spend a great deal of money to purchase a home in Harlem. In most cases this will mean spending more money than they can

afford and will adversely impact their debt to income ratio (DTI).

The other consequences they will be facing is being forced to purchase either a smaller, less expensive type of home or move to another more affordable neighborhood.

Neither of these propositions is being embraced by most community residents who had their hearts set on acquiring property in Harlem. So with only a few options available, what are prospective first time home buyers left to do? Is the answer to continue paying the high rents and forget about your dream of becoming a homeowner? Absolutely not!

If your goal is to become a homeowner in Harlem, do not let anything or anyone deny you

from achieving your goal. You can still buy in Harlem but you are going to have to make some major changes to your spending habits. Cut out all wasteful spending in order to increase your savings. Consider buying a home with other family members. Explore the possibility of taking on a second job to increase your monthly income.

Another option may be to purchase an affordable house now, build up some equity and then purchase your dream home.

T

he Mary and James G. Wallach Artist-in-Residence “Eric Owens” at the NY Philharmonic was the Host, Curator, and Performer in Tribute to four groundbreaking African-American Vocalists; William Warfield, Betty Allen, George Shirley and Marion Anderson, on Wednesday October 14, at the David Geffen Hall at Lincoln Center. “In Their Footsteps,” a tribute to these trailblazers featured music by Joplin, Mahler, Verdi, Gershwin, J.S. Bach, Kern, and Copland.

Eric Owens began his tenure as the Artist-in-Residence with “In Their Footsteps: Great African American Singers and Their Legacy” conducted by Thomas Wilkins in his Philharmonic debut. The program included works linked to vocalists William Warfield, Betty Allen, George Shirley, and Marian Anderson, focusing on the history these monumental artists had with the Philharmonic and their influence on the generations of African American vocalists that followed. In addition to Mr. Owens, sopranos Janai Brugger and Laquita Mitchell (in their Philharmonic debuts), mezzo-soprano Marietta Simpson who was replaced by Deborah Nansteel, tenor Russell Thomas, and the Dorothy Maynor Singers of the Harlem School of the Arts, for which Betty Allen served as president

“I wanted to look back at some of the African American singers who had, paved the way for me, and also wonderful relationships with the New York Philharmonic,” said Eric Owens.

“Marian Anderson, Betty Allen, George Shirley, and William Warfield were, and are, amazing artists and pioneers of powerful character. They brought a lot of heart, soul, and intellect to their music-making and in how they let their light shine”, continued Owens. The program featured works that the honorees performed with the New York Philharmonic, selections from Mahler’s Songs of a Wayfarer, traditional spirituals “Ev’ry Time I Feel the Spirit” and “Ride On, King Jesus”, “Ingemisco” from the Verdi Requiem, selections from Gershwin’s Porgy and Bess, “Ave Maria” and “Ol’ Man River” from Show Boat to name a few. This celebration at Geffen Hall drew attention to the Philharmonic’s long history of collaborations with black artists. The program opened with the Orchestra performing selections from Joplin’s Treemonisha and concluded with all of the honorees masterly performing Copland’s Simple Gifts.

Mayor de Blasio praised Dinkins for signing the most lucrative sports contract ever in the history of NYC, the U.S. Open Tennis arena and for the increase in affordable housing units during his tenure.

Honorable Melissa Mark-Viverito, Speaker of the New York City Council congratulated Dinkins on behalf of the City Council saying, the former mayor always connected with people and was one of the first to marry a same-sex couple.

The audience was entertained by melodies from the New York City Police Band and the energetic dancers from the El Puente Beacon Junior Dance Ensemble.

David N. Dinkins rose to thank fellow New Yorkers for gathering to celebrate him. The former mayor did not disappoint the crowd when he humbly accepted the honor bestowed upon him saying, “I have

Together Mayor de Blasio and David Dinkins unveiled the plaque that will be placed forever on the Municipal Building. The crowd rejoiced. Earlier Dinkins had asked his fellow New Yorkers, when someone points to the David N. Dinkins Municipal Building plaque, I’m counting on you to explain our shared history.

n Thursday, October 15, 2015, a ceremony to rename the New York City Municipal Building in honor of David N. Dinkins was held near the arch of the municipal building at One Centre Street, New York City.

Dinkins’ family, former workers, politicians and hordes of friends filled the outdoor area confirming, this was a glorious day.

Carl Weisbrod, Chairman of the New York City Planning Commission, welcomed the audience saying he had worked in the Dinkins administration as well as, presently in the de Blasio’s administration. First Lady Chirlane McCray followed by expressing her emotional tribute, as she wiped away tears, sharing how she wrote speeches for Mayor Dinkins non-stop.

“I want to set the record straight…history must reflect the accomplishments of Mayor Dinkins”, stated Mayor deBlasio. It was David Dinkins that along with NYC Council Speaker Vallone who went to Albany and demanded money for “Safe Cities, Safe Streets,” which

Harlem Resident Receives Maimonides Award from Touro College

H

arlem resident April Kirby was selected to receive the coveted Maimonides Award from the Touro College School of Health Sciences. The Award was presented at the School’s recent commencement ceremony held at the Tilles Performing Arts Center on Long Island.

Kirby, who completed the Occupational Therapy (OT) Assistant Program, was one of nine graduates who received the Award for demonstrating the highest professional ideals of a health sciences practitioner.

“Helping people do what’s important to them is what attracted me to this career from the beginning,” she said.

A dance major and graduate of the Professional Performing Arts School in Manhattan, Kirby enrolled at Touro after receiving a BS in Health Fitness from the University of North Carolina. She chose Touro because its flexible evening program enabled

her to work full-time while attending classes. “The design of the curriculum made transitioning back to being a student easier,” she said.

As class representative, Kirby liaised between students and faculty and consulted with potential applicants to the OT Assistant Program. And just six months prior to graduation, Kirby launched the OT Assistant program’s first Student Occupational Therapy Association (SOTA). Her advisor, Julie Kardachi− Chair and Program Director of the Occupational Therapy Assistant Department− admires Kirby’s qualities as a student and professional.

“April is a true leader. She organized the first SOTA event, working closely with her counterpart in

the first year class as well as SOTA representatives from the OT program. She encouraged her classmates to attend evening meetings after their fieldwork. It was April’s drive, passion and commitment that really made the event happen, and it was a very bright start to our SOTA,” said Kardachi.

Ultimately, Kirby aspires to be a traveling therapist working with the disabled, but is open to other environments that can best utilize her skills, such as skilled nursing facilities or outpatient treatment centers for adults, children, or veterans.

“I hope to bring innovative treatment interventions and quality healthcare to my patients,” said Kirby. “I hope that this occupation will provide mentorship, op-

portunities for me to grow professionally, and enhance my therapeutic skills,” she said, adding, “I am grateful to those who helped advance my education at Touro and those who thought enough to nominate me for such a prestigious award.”

ecently there was a lot of media coverage about water on Mars. It did not get the coverage that it should have and it was really old news. The first report of the discovery of water on Mars was on June 20, 2009 at 8:03 PM ET, when Space.com reported that NASA had found evidence of water on Mars. I remember it well and I thought that it was a big thing at the time. If there is water on Mars, there’s a strong possibility that NASA could discover life on Mars as well.

I wondered why the discovery was not headline news. I called a scientist friend that I helped get to NASA many years ago when I was a career placement counselor at the City College of New York; I ask her why this remarkable discovery had been so low key.

Her off-the-record response was that as long as the religious right had a controlling influence on government funding, especially funding for scientific projects that might raise questions about human development on earth, research that could raise questions about what some religions believed to be

true, had very little support, if any.

Eckhart Tolle addressed the issue of the politics of religion in his book “A New Earth” when he wrote that, “beyond the realm of simple and verifiable facts the certainty that ‘I am right, and you are wrong’ is a very dangerous thing in personal relationships as well as relationships between nations, tribes and religions”.

I believe it was Hip Hop artist Nelly who said, “More people have been killed in the name of God than in any natural disaster, disease or war” in his song “N Dey Say”. Water on Mars may open the door to a new

spiritual consciousness for mankind and perhaps new interpretations of the concept of God. Much of the conflict that the world is faced with today is due to the religious beliefs of many that “I am right and you are wrong” and “My God is better than yours”.

Where does this argument stand when we start to deal with the possibility of life forms from other worlds? I agree with Tolle when he writes that, “If you believe only your religion is the truth, you are using it in the service of the ego. Used in such a way, religion becomes ideology and creates an illusory sense of superiority as well as

division and conflict between people” Water on Mars may signal the beginning of an evolution in the collective conscience of humans on earth. There may be a time where we may be forced to accept that there is only one race on earth-the human race-when we face the reality of life on other worlds.

My Brother’s Non-Breakup Breakup

Dear Alma, My brother and his fiancée broke off their engagement, which was a surprise to my whole family. Nobody totally knows the story, but she moved out of his house, unfriended him on Facebook, the whole shebang. Over the holidays, we all got together, and everyone started trashing the girl. My brother got really awkward and left, saying he didn’t feel up for hanging out.

Fine, right? Except I just found out he and his

girlfriend have still been talking, and they haven’t told the rest of my family yet. The problem is, my family’s still badmouthing this girl at every opportunity, but it’s starting to look like they might get back together. My brother doesn’t want me to say anything, so how can I tell my family to cool it without spilling the beans?

Name withheld Dear Name Withheld, Your brother asked you not to say anything because this is his issue, not yours. He knows the hardest part of this debacle is going back to family members, face-to-face, asking for grace. Not for himself, because as a

family member, he understands he gets a pass. It’s the outsider, his unrelated other half he’s pleading a case for. Yep, the one that hurt him. The one that everybody knows, or at least think they know, hurt him.

Indulge me for a minute. This takes me back to a time when I was bad-mouthing my first husband. My Mama was like, ahhh, no, rule #1: What happens in your house, stays in your house, I don’t wanna hear it. I was like whaaat? Really?? You gotta be kidding me. Then she said to me, keep it to yourself until it’s over. You’ll be back on his pillow in the

morning and I’ll still be sipping on a glass of wanna kick a** – well, you know what I’m sayin, LOL. I was ticked at first, but over time, I totally understood where she was coming from. I stand firm to that same rule with my family members to this day. Some relationships are like beach water, back and forth. One minute they’re breaking up, no making up – throw your hands up – who really knows for sure?

Nonetheless, it happens, this isn’t that unusual at all. So here’s my suggestion of what you can do to help. Like an All-Pro left tackle, safeguard your brother. When the family’s on the sideline having a field day,

rooting against his fiancé, you say, “She’s not all bad” (bob ‘n weave, here come the side-eye, LOL).

Follow up with “I like her and I hope they get back together.” Whaaaat, you just scored a touchdown!

I betcha over time, this, my friend, will set your brother up for win-win.

Remind him to take it slow, your Mama’s still sipping on her glass of – you know. Just make sure your bro knows you’ve got his back. That’s the best way you can help him right now. If he and his fi’ decide to weather this storm and get married, Mr. & Mrs. must, under any and all situations, stick to, adhere, follow and abide by rule #1.

“Prince of Darkness: The Untold Story of Jeremiah Hamilton, Wall Street’s First Black Millionaire” by Shane White REVIEW by Terri Schlichenmeyer, Harlem News contributor

our numbers weren’t picked last night.

Ah, another worthless lottery ticket. No shopping spree or mortgage payoff for you. You’ll have to go to work and get your incredible wealth just like everybody else. Or, as you’ll read in “Prince of Darkness” by Shane White, you could become rich the old-fashioned way: through grift.

Though he showed up in New York City in the wake of scandal, nobody knew for sure where Jeremiah G. Hamilton had come from.

Some sources said he was born in the Caribbean - which he admitted to, but he also claimed Richmond, Virginia, as his first home.

Nobody knew, though, because Hamilton, an African American man, spent most of his adult life

hiding facts and creating fiction.

Wherever he got his start, Hamilton launched himself early: in 1828, and “barely into his twenties,” he was involved in a counterfeit scam in Haiti that would’ve meant death, had he been caught. With the help of locals, however, he escaped and arrived in “Gotham,” but not without notice: newspapers of the day splashed the story, but Hamilton managed to keep mum on who’d helped him.

Almost immediately, he started borrowing money in a “frenetic, almost desperate” way, money he had no intention of paying back, which ultimately landed Hamilton in court: there were at least 10 lawsuits against him between 1830 and 1835, and there may’ve been

more. Then came The Great Fire of 1835 in which “dozens of acres” of Manhattan were burned to the ground, along with the records of several businessmen who’d been convinced to invest with him.

Hamilton denied the transactions, kept their $25,000, and gained the moniker of “Prince of Darkness.”

For the rest of his life – even after being forced to declare bankruptcy - Hamilton always landed on his feet, “shunned” other African Americans, and even invested in companies that overtly practiced racism. He died in 1875 in a “comfortable and elegant” residence he shared with his white wife and family.

So why are history books silent on Hamilton’s story? That’s a question author Shane White had, after he discovered Hamilton’s name and began digging. Could

it have been due to the color of Hamilton’s skin?

It’s possible, White says, but in “Prince of Darkness,” he also indicates that the lack of documentation may’ve been because Hamilton rankled white financiers and investors, and didn’t appear to care that he’d done so. That insouciance, in light of the racism that Hamilton surely endured, would be an interesting story itself but White embellishes the tale with an abundance of history and extensive biographies of other influential people of Hamilton’s time.

That’s good – to a point – but it occasionally can also make this book deadly dull. I found my mind wandering much more than I might’ve liked.

So is this book worth reading?

I think so, but you may want to give it a rest now and then to re-

generate yourself. Start it, take a break, repeat as necessary and you might find “Prince of Darkness” to be just the ticket.

A cross between a department store and an outlet, Macy’s Backstage elevates the neighborhood offprice experience with its creative take on shopping, delivering an all-access, VIP pass to fashion and savings. Staffed by the Backstage Crew, a stellar cast of sales associates and store management team, Macy’s new discount destination will entertain, surprise and delight.

With retail booming in the Bronx, the new 24,000 squarefoot store is a perfect offering to

add into the mix and customers agree. “Many of the customers said that having a Macy’s in Fordham is great because they no longer have to travel outside of the borough to get the quality products that they have come to love from Macy’s,” Fordham Store Manager Keith Hanson said. “They are really excited that they will now be able to get top brands at an affordable price right in their own backyard.”

The Fordham Place store hired 67 employees with the vast majority of the Backstage Crew residing from the surrounding area. About a dozen seasonal employees are expected to be hired so it can be fully staffed for the holiday season.

In addition to a wide range of men’s; women’s and children’s apparel; shoes and accessories; housewares and home textiles, Macy’s Backstage will feature an expanded assortment of home decor, bath and beauty products, in-

cluding nail and hair care, as well as toys, tech, gadgets, and more.

The Backstage beauty shopper will be able to sample, experiment, and play with cosmetics and fragrances in the open sell Beauty section featuring premium beauty brands.

Whatever shoppers are on the hunt

for, they are sure to find it and more, for less.

Convenient mobile check-out stations will be positioned outside the dressing suites for the customer on the go. Customers will be inspired to “Pin, Snap and Share” their looks on #macysbackstage.

Borough President Katz Allocated $14 Million for Queens Library Capital Improvements

orough President Melinda Katz has allocated $14 Million in discretionary capital funds for important expansions renovations and technology across 12 library branches throughout the borough.

“The millions of families who rely on the Queens Library services deserve nothing less than a world-class library system,” said Katz. “This capital allocation will help ensure the Queens Library branches remain up-to-date and better able to serve its educational purpose as a community hub of learning, literacy and culture.”

“On behalf of the Board of Trustees, I want to thank Borough President Katz for her significant support in allocating $14 million in capital funding to Queens Library,” said Queens Library Board of Trustees Chair Carl. S. Koerner. “It will allow the library to substantially upgrade its infrastructure .”
