s the City Council Member of Harlem, I have always been a strong and staunch advocate for our small businesses because that is where my family started to achieve their dream of financial independence.

But as small business owners know, thriving in New York City can be extremely difficult.

Between the volumes of regulations you need to comply with, the taxes, and the violations, it becomes harder to see the light of prosperity.

In an attempt to bring relief to our small businesses, the City of New York is exercising a short time frame for owners to enter the NYC Amnesty Program in order to clear violations issued by city agencies.

If you have a violation IN JUDGEMENT issued by the Department of Sanitation, Buildings, Transportation, Fire Department, Landmarks, Parks, or other city agencies, you have from September 12th to December 12th to apply for forgiveness.

To qualify, any business or individual who is named on a violation must pay and admit to the infraction. Violations issued by the Environmental Control Board (ECB) are also eligible for the program. How-

ever, parking tickets, and ECB violations in installment or resolution agreements with Department of Finance, City Marshall, Sheriff, Law Department or collection agency are NOT eligible.

If you applied for relief under the 2009 Amnesty program and did not fulfill your payment agreement, you do not qualify.

The most common violations issued include, but are not limited to, are illegal posting of handbills or notices, failure to remove snow, ice or dirt, improperly storing receptacles, failing to conduct required inspections, and working without a permit.

NYC Amnesty works by reducing certain penalties and waives interest added to the base penalty amount under certain conditions. It allows for business owners who have not appeared or failed to appear at a hearing to pay

the base penalty amount of the violation without any additional penalties.

The program covers two types of violations; Schedule A violations only require payments when issued. Schedule B violations requires the business or individual to make a payment and correct certain conditions in order to maintain compliance. For Schedule B violations, you must pay at least 25% of the amnesty amount due for each violation by the end of the program. You will then have six months from the initial payment to make any necessary corrections and complete the remaining balance. If you did not attend a hearing, this is your opportunity to pay 75% of the base penalty amount without interest.

The total amount of eligible judgments must be paid by the December 12, 2016.

Manhattan BP Gale Brewer Pre Parade Event

M

anhattan President Gale Brewer hosted a special pre-reception in celebration of the 47th Annual African-American Day Parade at the Adam Clayton Powell Harlem State Office on Friday, September 20, 2016, from 6:00-8:00pm. Borough President Brewer was joined

by NYC Councilmember Inez Dickens, Yusef Hasan, President of the African American Day Parade Committee, Inc., Athena Moore, Director of the Borough President’s Northern Manhattan Office (located at 431 W. 125th Street), and nearly 300 attendees. The occasion honored African-American Manhattanites who are phenomenal leaders and visionaries in education—teachers

and administrators, community leaders, education advocates and theorists. According to Gale Brewer, in short: “People who have great ideas and the courage and conviction to get things done.”

Last year the Borough President, staff and volunteers started a tradition of honoring the historical legacy and contributions of our borough’s most notable African Americans. The administration was excited to build on this celebration by focusing on leaders and thinkers in a particular field—current residents whose names they carried proudly as the Borough President’s delegation marched in the parade with red, black and green posters with the names of each honoree held high.

A Letter of Appreciation to All Who Decided to Open Accounts in Black Banks: This Might Prove to Be a Game-Changer By Michael Grant

s president of the National Bankers Association, whose members include many of the Blackowned banks that received and are still receiving an unprecedented level of support from all over America, I would like to extend heartfelt gratitude by simply saying: Thank you!

While efforts to get the Black community to utilize Blackowned banks is not new (Black banks have served the community since Reconstruction), what has been happening over the last two months is nothing less than phenomenal. The outpouring of support, triggered by the clarion call of rapper Killer Mike and answered by such superstars as Usher, TI, Solange and others, caught the banks by surprise - a very pleasant surprise.

Black people moving millions of dollars into Black-owned banks within such a short period of time might ultimately prove to be a game-changer! The catalyst for this mobilization of people and purses was born of frustration but the timing of this effort at self-empowerment could not have been more perfect.

After decades of celebrating the colossal achievements of the Civil Rights Movement, the thought leaders in Black com-

But what should follow?

Since statistics show that a qualified Black borrower has a higher probability of getting his or her loan approved at a Black bank, doing business with these banks - as a first choice - is a no brainer. The more we circulate our dollars within our own community, the more opportunities we create and the more wealth we can accumulate that can be transferred to future generations.

Contrary to the anticipated push back of the naysayers, the “bank Black” movement is not a boycott of other banks; it is simply an intelligent strategy at diversifying one’s dollars and investing in oneself.

The black banks are genuinely grateful for the trust that you, the consumers, have placed in them. Now, in order to sustain these new banking relationships, bankers and consumers must begin forging a new bond, born of mutual respect and a genuine desire to build what Dr. Martin Luther King, Jr. would call “The beloved community.”

REP. CHARLES RANGEL REFLECTS ON STELLAR POLITICAL CAREER

C

harles B. Rangel, the celebrated dean of New York’s congressional delegation currently serving as a member of the U.S. House of Representatives, has always been one who stepped to the front of the line on behalf of his fellow Americans.

Now, the 86-year-old attorney, a founding member of the Congressional Black Caucus, the first Black chair of the highly-influential House Ways and Means Committee, the recipient of both a Purple Heart and Bronze Star for service in the U.S. Army, and the former New York State Assembly member who successfully defeated long-time incumbent Rep. Adam Clayton Powell, Jr. in his 1971 quest for election to the House, will retire from

office at the end of the congressional year.

But, have no fear – the Harlem-born stalwart for “the least of these” says he plans to continue to serve his community, his Democratic Party and his fellow Americans.

However, his primary focus will be enjoying life with his wife, Alma, and spending more time with their children and grandchildren.

“After 46 years in political office, it’s going to be strange when the new Congress takes over in January and I’m not among the members,” Rangel said.

“The emotional impact hasn’t hit me yet. I’m just grateful for enjoying a career that has given me the opportunity to improve the lives of working people, defend vet-

erans, contribute to President Obama’s historic health care legislation, and rehabilitate our nation’s public schools,” he said.

Looking at the upcoming presidential election, Rangel said he hopes his fellow Democrats will follow the example of former President Franklin Delano Roosevelt and make a significant investment in education and America’s infrastructure while tackling ongoing social problems and issues related to world trade.

“We’ll have to wait and see what happens to the Republican Party, but I think the party of Lincoln has become a coalition of very sick people – Ku Klux Klan members, Dixiecrats and those who hate immigrants and are opposed to gay rights. And, they’re able

to hide behind Donald Trump whose rhetoric resonates with a large number of uneducated whites,” Rangel said.

As for family matters and his retirement plans, the wily New Yorker said he and his wife are excited about the future.

“We have a very long list of things we want to do, and we’ll need to cut it down. It will definitely include traveling, speaking engagements from time to time, and raising

funds for City College,” said Rangel. He earned high praise for his leadership in persuading U.S. investors to pull out of apartheid-based South Africa in 1986, and for his founding of an international affairs program in the State Department in cooperation with Howard University. As of 2015, the program has trained over 200 “Rangel Fellows” for positions as Foreign Service officers in U.S. embassies around the world.

And, while he admits that saying “goodbye” won’t be easy, he welcomes the change.

“Just talking about retirement has helped me remove the political cataracts from my eyes,” he said. “I now see my wife and family in a much clearer light. Fortunately, my wife and I are both in good health, and so we’ll be able to enjoy this new phase in our lives.”

“A career in politics tends to blind you from so much because you have to be so committed, maintain so much energy, and are constantly working to succeed on behalf of your constituents. It takes a lot out of you. Soon that will be behind me.”

Rangel continued: “I can’t wait to simply wake up every day and spend more time with my wife.”

PONDER THIS! Thank You is Not an Option

t is not naïve, foolish or egotistical to desire a “thank you” for services rendered. Having been raised by parents who were steadfast in their belief in being thankful and showing gratitude, I was taught from day one that saying “thank you” is not an option.

I’m not sure if it is the norm or the unusual in some households, but I remember hearing both of my parents saying thank you to each other and their children every day in numerous ways.

Every time my mother placed a plate of food before my father, I would hear him say thank you. As she ironed his shirts and kept a comfortable, clean home for him and his children he showered her with his verbal thanks and that continued throughout forty nine years of marriage.

My mother thanked her

four children for completing assigned chores around the house and often added a little yeast to it, such as “you did a good job.” And, she thanked God whenever she got a good report from others about her children.

I wonder now where all the thanks have gone in this present time. It seems as though people are losing their incentives to say those two simple words.

Instead, they dip their head in acknowledgement after you have done something for them and do not part

their lips to confirm, which would be such a loving response. There are certainly deserving folk who haven’t heard “thank you” in quite some time. You can tell when it comes as a surprise.

You may hear them reply, “You don’t have to thank me.” If I don’t thank you, how will you know I appreciated what you did? You deserve it and it is perfectly okay for you to expect it.

Receive it graciously!

If someone opens a door for you to enter, don’t you think that deserves a thank you? If someone goes out of their way to support you, doesn’t that deserve a spoken or written thank you? If someone gets up and offers you their seat in the bus and you refuse to accept their effort, can it be that you would rather stand than have to say thank you?

This lack of gratitude is not only prevalent in

some of the people, it is often lacking greatly in people in high-level positions. People you work for are often the guiltiest slackers of verbal thanks.

Their high expectations are what clamps their lips shut when it comes to showing appreciation. If you are so busy or so distracted that you continuously pass over a chance to say thank you, which should be so effortless, you may need to check

your priorities and your manners. You may think it usurps your authority or reflects a needy disposition, instead of seeing how a little sincere honey will sweeten the pot. Or worse, you think a thank you is not necessary or should be understood. No one should ever be taken for granted.

Often pulpit preachers will reinforce the need to thank God, but they don’t often enough, thank their

parishioners who sit before their eyes. Everybody needs a “Thank You”.

Don’t get too complacent or so pompous that you forget how good you feel when someone says it to you.

Thousands Salute Black Excellence At African American Day Parade

arlem came together to honor its community and African American culture at its annual parade uptown.

A crowd estimated several hundred thousand lined Adam Clayton Powell Jr. Blvd. Sept.

18 for the 47th annual African American Day Parade, which celebrated the black experience and honored the best and brightest in education.

This year’s theme was “Honoring Educators,” and school chiefs like Anne Williams-Isam, CEO of Harlem Children’s Zone, Sabrina Lamb, head of World Money

Institute and Dr. Steve Perry, the CEO of Capital Prep Schools, were the parade’s grand marshals. Rounding out the list of honorees was Dr. Wayne A.I. Frederick, the president of Howard University and Virginia State University president Dr. Adbullah Makola, and, joined by NYC First Lady Chirlane McCray, they all walked the parade route from West 111th Street to West 136th Street.

“It’s very vey humbling,” Dr. Frederick, the Howard University president told the Harlem News. “And when I look at the history of the pa-

rade, the types of people who have been grand marshal, it was an honor to accept on behalf of Howard University, really. Howard University has had a strong legacy in the African diaspora, and that’s one that I’m happy to support.”

Honoree Dr. Perry told the Harlem News that he was

“humbled beyond belief” to be recognized as a grand marshal beside so many of his accomplished peers.

“We stand united as a community, regardless of what our political challenges may be, between us,” Dr. Perry said.

“Today, we are one community celebrating each other.

We brought my kids here from Capital Prep and we’re very very excited.”

The parade kicked off with a special breakfast at Harlem Tavern in honor of the education chiefs. And across town, Fresh Direct sponsored a brunch at Angel of Harlem to benefit the Boys & Girls Club.

he next time I hear another dismal news report, I think I’ll scream. It sure would be great to focus on something other than terrorism, politics, financial uncertainty, unemployment, global warming and general all around overwhelming skepticism. If the stress factor is wearing on you here are a few suggestions that might tide you over: Focus on what is

really important to you. Think about buying a notebook or journal to record your thoughts.

Aside from venting you can also make a note of all the reasons you have to be thankful for the many blessings in your life. When the going gets tough it forces you to find joy in the things that you may have considered “too ordinary” or taken for granted when times were better.

Amuse yourself. How long has it been since you had a good laugh? Watch cartoons with your children, paint each toenail a different color, put on a CD and dance or live dangerously and go skateboarding! Just do

something silly for the fun of it.

Despair not. Create a list of things to do if you start to feel sad. Call it a back-up plan. The list could include things like: clean the bathroom, write thank you notes, shred paper, take a walk, pluck eyebrows . . . anything that occupies your mind and allows you to get through those tough moments.

Make it a long list so that you do not have an excuse to brood. If “an idle mind is the devil’s workshop” then get busy! And, always have the list handy.

our business is doing well. It could do better.

Just like every other business in America, you have good weeks and bad. Sales go up and they flatten. You have financial feast-or-famine and you’d like more of the former than the latter. Author Lauren Leader-Chivée says she knows how you can achieve that and in “Crossing the Thinnest Line,” she explains.

Open the door to your office and look around.

What does your staff look like? Many managers, as Leader-Chivée learned at a conference, tend to surround themselves with people who look like them. That might feel most comfortable, she

indicates, but to do so is to miss out.

While some may find it awkward to actively, purposefully seek diversity, Leader-Chivée says it’s important to remember that most of us have ancestors who were outsiders once. It’s also rare in today’s world for anyone to live in a bubble: you probably already know, are related to, or come in regular contact with someone who is different than you, and you think nothing of it which is to say that while humans generally resist change, you may already have “acquired diversity.”

Many folks find acquired diversity through family relationships and personal discoveries. Others simply jump

in and get to know people who don’t look like them.

Insisting on diversity in the workplace not only “sparks creativity,” but it’s also forward-thinking: within the next 25-to-30 years, the U.S. will “become a majority-minority.” Diversity makes it easier to tap into new markets with impressive buying power, it allows your company to gain a foothold on other continents, and it will help to avoid the embarrassment of miscommunication. By utilizing new experiences from divergent people, you and your employees will benefit from a fresh pointof-view, taking “full advantage of… talents, insights, and creative energies” and a much larger scope of knowl-

“It’s a mistake we can’t afford to make.”

I cannot deny that what’s inside “Crossing the Thinnest Line” could be helpful. It’s filled with statistics, surprising solutions, and illustrative stories that show what world leaders and Big Business are doing. But that richness of info can also be a downfall: there’s just too much to take in here.

I really found myself wishing that author Lauren Leader-Chivée had made this into two books, or even three; that might have eased the overwhelmed feeling.

As it is, the needs for large corporations are covered well, but not so much those

of small-business owners or Mom-and-Pops who are miles from the Fortune 500. Leaders looking to hire more women will need to trek through information on diversity in race, sexuality, and religion. Non-business-minded readers get a little of everything, and may lose interest long before finding what they really need.

This isn’t a bad book –

it’s just too much of a book and reading it for its full benefit will take considerable time. If you’ve got that time, though, dive into “Crossing the Thinnest Line.” It may do your business well.

atholic Charities and the New York Immigration Court have launched the “Immigration Court Helpdesk,” a key program designed to fill an important gap in services and information for immigrants in deportation proceedings. Immigrants now appearing before an immigration judge will have the opportunity to meet with Catholic Charities legal staff on site and elsewhere for orientations on the legal process, on potential forms of relief and on possible legal resources in the community.

“The stress and anxiety experienced by those in immigration court can

be overwhelming,” says Mario Russell, Director of Immigrant and Refugee Services for Catholic Charities, “For many individuals, deportation means separation from children, parents, and community—or it means returning to a home country where they lived in fear and danger.”

The principal purpose of the Court Helpdesk is to give immigrants support, information and guidance through the complex and disorienting deportation process and to help begin marshalling resources for their case, a need that has been recognized as both critical and lacking by the

U.S. Department of Justice. This includes in-person information sessions about the process and possible relief from deportation, group presentations and information about pro bono resources available to individuals with no legal representation.

According to data published by Syracuse University’s Transitional Records Access Clearinghouse, there are currently 66,760 cases pending in the New York immigration court, with immigrants from nearly every country in the world appearing before judges. Most, however, are Spanish-speakers from the Americas. More

than 15,000 of these cases are new, having been given notices to appear in immigration court by Immigration and Customs Enforcement just in the last year. According to the Department of Justice Fiscal Year 2015 Statistics Yearbook, approximately 42% of respondents in US immigration courts appear without counsel.

Unlike in criminal court, immigrants facing removal from the United States are not appointed free or low-cost lawyers.

As a result, most of them navigate the removal process without counsel, while others become vulnerable to exploitation and fraud. The NY Court Helpdesk program will provide New Yorkers facing removal with basic information about

the court process, how to access and utilize available resources, and tips on finding competent representation.

Jodi Ziesemer, the Supervising Attorney who oversees the program in New York said, “We are enthusiastic about working with our partner agencies throughout New York to maximize the reach of the Court Helpdesk program and facilitate referrals.”
