Harlem Councilwoman Inez Dickens Outlines Her Agenda in State Assembly Run

ouncilwoman Inez Dickens has watched Harlem morph from what many considered a blighted inner city into Manhattan’s hottest neighborhood.

And the three-term member of the New York City Council believes that unifying Harlem’s old guard with its new residents, as well as promoting economic growth, small business and fair housing were the cornerstones of her tenure in the city’s governing body as well as the keys to moving forward.

It’s a message that Dickens wants to bring to Albany when she faces off against Republican Heather Tarrant Nov. 8 to replace Assemblyman Keith Wright’s seat in District 70 of the state assembly.

Dickens said she’ll do all she can to keep fighting for uptown’s more than half a million residents.

“I love Harlem,” Dickens told the Harlem News.

“I grew up here. I was raised here. And so I don’t know what it is to live anyplace else. I don’t want to live anyplace else. I loved Harlem when it did have the vacant abandoned buildings, because I knew the potential.”

For Dickens, politics run in her blood: Dickens’ uncle was elected to the state assembly in the 1940s, and her father Lloyd Dickens, was a democratic district leader and also represent-

ed the neighborhood in the state assembly.

“I don’t remember not being involved in politics,” Dickens said.

The democrat, who was also the City Council’s Assistant Deputy Majority Leader, beat out 16 other candidates to succeed Bill Perkins as Harlem’s council representative in 2005.

Her move into elected office came after volunteering for more than two decades in the Democratic sphere. She served on the local county committee, district leadership, state committee and as a judicial delegate. She said it was a natural progression for her to run for City Council. And Dickens said she’s proud of her record in office: she said she helped deliver more funding for education, AIDS prevention, housing and cultural institutions that had ever been brought into the community.

Dickens said she fought for funding to build Harlem Hospital Center’s new mural pavilion. With the help of Assemblyman Wright and Rep. Charles Rangel, Dickens helped bring in money to gut and renovate the A. Phillip Randolph Houses - a portion of which had been vacant for 20 years - and keep the development affordable.

“The NYCHA residents are were transferred from the north side to the south side,” she said. “They are in a beautiful, brand new development with a state of

the art security system.”

Working with the now Manhattan Borough President Gale Brewer, Dickens convinced the City Council to open a music studio at the Harlem Renaissance School For The Arts on E. 128th Street, to teach students about all the facets of the music industry.

Dickens also secured money for a technology center for community kids at P.S. 197 on Fifth Avenue and 136th Street. The center now boasts 50 new Apple computers, 25 computer notebooks, printers and a library, “so that our kids would have the best of the best,” Dickens said.

During Hurricane Sandy

in 2012, Dickens, working with Rep. Charlie Rangel, brought in officials from the Federal Emergency Management Association, who opened three satellite offices to deal with residents’ losses: business owners whose entire stock was destroyed when their basements flooded, residents who watched their cars literally float away.

“I did it because my community needed it,” she explained. “These things aren’t sexy topics, but they are just as important to the community.”

Dickens said as a child of the 1960s, she’s old enough to remember Harlem was plagued by urban

blight: burned out buildings, empty lots - even on the main thoroughfares - a rampant drug epidemic and a shrinking number of small business services.

But the tide has changed, especially during Dickens’ tenure in elected office, when several hundred new businesses opened, new housing developments sprouted up and an influx of people from other areas moved in.

“This is a community in transition,” she said. “A lot of people are recognizing it as the crown jewel that it is. It was a diamond in the rough.”

The key in going forward, Dickens said, would be to unite both the old guard - who remained during the so-called “bad old days,” and the newcomers, who may not know the cultural mores and traditions of the area. She said she wants both longstanding and new residents to come together, and work within Harlem’s long-established cultural and social framework. And Dickens said she’s troubled by reports of new residents choosing to go their own way, starting separate block associations after clashing with the longtime ones.

“Sometimes, what has occurred here, although we’ve extended our open arms, they’ve come in with an idea to take over,” Dickens said. “That works to destroy the community that they want to create…That’s divisive, and that causes an ‘us’ and ‘them’ mentality

and that’s generally the basis of de facto segregation.

That doesn’t create an atmosphere for a ‘we’ and for the community to be raised up.”

If elected to the state assembly, the councilwoman said she’d like to join the assembly’s Ways and Means committee, which would oversee the state’s budget.

Dickens also pledged to devote herself to land use policies, a hot button issue even before Gov. Andrew Cuomo announced plans to revitalize the state’s infrastructure, expand LaGuardia Airport and renovate portions of Kennedy Airport.

She would also like to ensure that more minority and women-owned businesses get a bigger share of the state government contracts, and she has a vision of transforming the transit hub at E. 125th Street and Park Avenue to include railways, and be surrounded by services like eateries and hotels.

“That is something I have dreamt about for Harlem,” she said. “To create jobs and opportunities for small businesses.”

If elected, Dickens said she will continue to advocate for Harlem, something she said is her life’s work.

“All I can do is be the best I can be in my community,” Dickens said. “What I can promise them is that I will fight the best I can for this community. I am not going anywhere.”

ifty-three years ago, on September 15, 1963, a bomb detonated at 10:19 a.m. inside the hallowed and sanctified halls of the 16th Street Baptist Church in Birmingham, Alabama instantly killing fourteenyear-old girls: Cynthia Wesley, Carole Robertson and Addie Mae Collins and eleven-year-old Denise McNair as they were preparing for Sunday school. This was the third bombing to occur in the eleven day period since the State of Alabama had been mandated by federal order to integrate the Public School system; and just weeks after Dr. Martin Luther King, Jr. had delivered his famous “I Have A Dream” speech at the conclusion of the March on Washington.

The church burning was intended to dampen the spirits of the young girls whose lives were senselessly taken and to extinguish the hope of the generation that followed, but out of the burning ashes of the 16th Street Baptist Church the resilience and determination that those four little

girls represent continues to Rise! They rise in the grace and athletic triumph of Gabby Douglas and Simone Biles, the only two American all-around champions to win multiple gold medals in a single Olympics; and in the phenomenal prowess of Simone Manuel, the first African-American woman to win an individual Olympic gold medal in swimming. They rise in the victory of the four African-American women who led the U.S. 4 x 400 meter relay team to America’s sixth consecutive Olympic gold medal win.

The flames of discrimination that ignited the church burning, were

intended to scorch our hearts with terror and deter us from registering to vote and going to the ballot box.

However, out of the ashes and the memory of those four little girls, rises shot-putter Michelle Denee Carter, the first American since 1960 and the first African-American woman ever, to win an Olympic gold medal in the shotput. I watched with great pride as “Shot-Diva” Carter wrapped the American Flag around her shoulders.

In that moment, she ignited the world, not with a Molotov cocktail thrown across a lawn in an act of intimidation and hate, but as she flashed a joyful smile and hurled the shot put a record-breaking 67 plus feet in the air, she showcased the greatness of America.

As these victories spark tears of joy, they also remind us of the blood, sweat and tears sacrificed by our ancestors for us to attain the right to vote. Sacrifices made which make it possible for us to be able to compete on every level and in every field, and to

be deemed qualified on the merits of our inherent achievements. For these reasons, we must continue to fan the flames of justice that shall propel us all to the polls to vote on November 8th!

here are many obstacles facing prospective first time home buyers. The successful homeowner has established a strategy to overcome them. One of the main obstacles is having an adequate amount of money for the down payment and closing costs.

The problem is having the ability to save an adequate amount of money for the purchase of your home, while taking care of your monthly living obligations. The first step in the home buying process is creating a realistic savings plan. This can be accomplished with a monthly household budget.

The monthly household budget is your primary tool in this process. The budget will help you determine how much mon-

ey you can save each month.

It will help you calculate how soon you will be ready to buy and how much you can afford to spend on a home. The budget will also help you identify wasteful spending. By eliminating wasteful spending, you will be able to increase you monthly savings goal.

Another reason for creating a monthly household budget is to accelerate your savings.

Home values are still rapidly increasing and by all accounts, interest rates will very soon be on the rise again. As a prospective first time buyer, you do not have the luxury of allowing more time to slip away. You must become ‘mortgage ready’ quickly.

n Wednesday, October 19th, the “most famous reindeer of all,” Rudolph, his good friend Hermey the Elf and 95.5 PLJ on-air host John Foxx joined a group of children from WHEDCo, a partner organization of the Garden of Dreams Foundation, at Madison Square Garden in Chase Square, as they work together to complete each of the four different carnival styled reindeer-themed games including: Tip the Reindeer –toss the bean bags to tip over the lineup of Santa’s Reindeer Antler Ring Toss – catch as many rings as you can onto the Reindeer’s antlers Pin the Nose on the

Reindeer – stick Rudolph’s “very shiny nose” closest on the board, all while blindfolded Snowball Alley – guide the snowball through a handheld maze to the finish line, but careful of the Bumble the Abominable Snow Monster

After the final game was completed, the children ran through a candy cane finish line to receive a donation presented by Rudolph of 500 tickets to the Foundation for the upcoming holiday production. The Garden of Dreams Foundation is a non-profit charity that

works with The Madison Square Garden Company and MSG Networks, Inc. to positively impact the lives of children facing obstacles.

he 48th season of Harlem’s National Black Theatre will focus on the theme “In Pursuit of Black Joy” And the world premiere of “Sweet” written by Harrison David Rivers and directed

HARLEM COMMUNITY NEWSPAPERS at NBT allows the audience to feel that they are part of the story. And Sweet is a wonderful story about the joy and sorrow of two sisters in a small Kansas town during the late 60’s.

Retha Baker (Maechi Aharanwa) and Nina Baker (Renika Williams) just lost their mother unexpectedly and now the Baker sisters are on their own. While, the sisters were always close under the guiding eye of their mother each had secrets that only started to surface when their childhood neighbor, George (Tre’ Davis)

returns home after four years of college in New York City.

The long-held desires that the two sisters have for George becomes a threat to the relationship between the sisters. It is not often you find wonderful artist who can bring a well written story to life showing the many sacrifices necessary to keep a family together. I believe that I can speak for most of the packed audience on opening night when I say for a little over an hour we were

all back in Kansas experiencing the joys and heartbreaks of love brought to life by three wonderful actors.

The Late Dr. Barbara Ann Teer NBT’s founder was very focused on creating a space where Black artist could have the creative freedom and where their ancestral heritage could flow. I was blessed to have Dr. Teer as a friend. We have birthdays one day a part in June. We talked about her vision for NBT’s future often .

Sade Lythcott HBT’s CEO and Jonathan Mccrory have done a wonderful job of continuing the vision that Barbara often talked about. I am always pleased to see Nabll Faison still making sure NBT stays on course. I have no doubt that Barbara’s spirit is pleased with this current production. Sweet is a wonderful way to lose yourself into the love and hope of two sisters; it truly is a great escape from the trials and tribulations of to-

day’s world if only for a short period of time.

The Arthur Ashe Institute For Urban Health honored people improving quality of life in underserved communities at its annual gala.

Several hundred people attended the 22nd annual Sports Ball Black Tie Gala Oct. 19 at the Hyatt in midtown, where veteran sportscaster and journalist Robin Roberts, NBC sports analyst Howard Cross and disability rights advocate Loreen Arbus all received awards for their work, which organizers said embodied the spirit of Ashe and his legacy. Also honored were Dr. James E. Cottrell, of SUNY’s Downstate Medical Center, Patrick J. McGovern, a noted HIV/AIDS activist and Richard

Levychin, the managing partner of KBL, LLP, an accounting firm.

Although Roberts, who co-hosts ABC’s Good Morning America, was unable to attend because she was covering the presidential debate that night, she thanked the institute for the nod and said she was astounded by the work it does.

“Thank you for the work that you do to make a true difference in countless lives,” Roberts said.

the institute just three months before he passed away from complications from HIV/AIDS, after he learned that more than 100,000 kids and adults died each year from preventable diseases.

Today, the Arthur Ashe Institute advocates for urban and underserved communities to receive quality healthcare, and works to solve glaring health inequities.

The institute hosts health education programs, finds research initiatives and has an initiative that puts New York students on a pipeline from high school to medical school.

“The work that we do as an institute is unfounded,” Uptown Magazine CEO Brett Wright, who chairs

the board, told guests. “It’s amazing, the work that we’re able to do.”

Arthur Ashe Institute CEO Dr. Marilyn Fraser agreed, and said the organization’s initiatives were crucial in communities where some don’t have regular access to medical care.

“We are in a time when we are called to be game changers,” the leader said, “and take action in our community.

We can choose to make a difference…to shift the paradigm.”

Dozens of people packed Carver’s headquarters on West 125th Street and Lenox Avenue Oct. 13 to salute the outgoing congressman and entrepreneurial stalwarts “Make My Cake” and “Settepani.”

“We wanted the opportunity to spotlight and celebrate small business entrepreneurs,” Carver’s chief executive officer Michael Pugh said. “They’ve been here before the markets were fully revitalized. They had a vision about the community.”

As a band played jazz standards, guests enjoyed hot appetizers and an open bar before the program kicked off.

But the night also paid tribute to outgoing Rep. Rangel, who has been doing

Rangel later lamented that for the first time in more than 70 years, there wouldn’t be a representative in Congress that was from Harlem. His successor, Andriano Espillat of Washington Heights, will take over his seat in 2017.

But nevertheless, Rangel said he planned to remain active in the community, and thanked his wife, Alma, for supporting his work in public life.

“We’ve still got a lot of work to do, and I’ll be here with you,” the Congressman said. “Just because I’m leaving Washington doesn’t mean I’m going anywhere.”

ullying is still prevalent in American schools and communities. Indeed, 91 percent of students and educators in a recent study agree it’s a problem. And these days, bullying takes place both in the schoolyard and online, making harassment a roundthe-clock problem.

New research, commissioned by Cartoon Network as

universities (HBCUs), his signature My Brother’s Keeper initiative and social activism at the event hosted by “The Undefeated,” an ESPN website dedicated to the exploration of sports, race and culture.

As the nation grows more diverse and educational opportunities that were once off-limits to Blacks are now more available, some have questioned the relevancy of HBCUs. In 2011, the Obama Administration received sharp criticism after changes in the Federal Direct PLUS loan program, disproportionately affected Black students attending HBCUs, forcing many to either delay their dreams of earning

a college degree or abandon them altogether. Three years later, the Department of Education issued updated guidelines that were praised by higher education advocates and included less restrictive credit requirements for the loan program.

Obama said that the challenge with the Parent PLUS program was that some of the loans offered were “particularly expensive” and left too many students deeply in debt without graduating.

“The notion was to try to improve the way in which young people were financing their educations,” said Obama. “Part of the challenge here is to make sure, not just that [students] enroll in college, but that [they] graduate from college.”

Obama said that HBCUs receive $4 billion a year from the federal government and noted that Pell grant funding to HBCUs increased by 150 percent, while he’s been in office.

The president also expressed concerns over state-level budget cuts to higher education that have had a significant impact on the financial stability of HBCUs. “Unless state legislatures pick up some of this slack, there’s only so much the federal government is going to be able to do to fill the void through loans, because ultimately loans mean debt and it adds up and people can get into trouble,” said Obama. “If you’re really concerned

about more resources for HBCUs then you better vote. If you don’t vote, you won’t have any say in the decisions that are made in state capitals or in Congress about the support that you receive.”

Obama also talked about the future of the My Brother’s Keeper initiative (MBK), a program that was launched to address the unique challenges facing young men and boys of color.

Obama said that the central principle of (MBK) is to have some adult who is taking interest in the young men, “to have somebody that is showing them here’s an alternative here’s a pathway here’s an opportunity that you can seize and you are worth something and you are important and you are a leader.”

Obama added: “It doesn’t take a lot to transform the lives of young men.”

MBK has partnered with organizations like the National Basketball Association and major corporations like Sprint have committed to make sure that one million young people have broadband Internet access to start closing that digital gap. Obama said that 250 communities and cities have launched local MBK programs.

“Some cities are doing better than others, some corporate citizens are investing more than others and we want everybody to get involved,” said Obama.

When asked about what it takes to manage

the challenges of raising a family and a successful career, Obama admitted that balancing professional achievement and family is something that he and the First Lady of the United States Michelle Obama have had to wrestle with.

Managing those responsibilities is particularly burdensome on the mom, said Obama.

“There’s no doubt that Michelle carried a greater burden than I did, particularly, because the nature of my work required a lot of travel,” said Obama, adding that soon-to-be dads must understand the level of commitment required to balance work and family responsibilities successfully.

He said that it was important to understand, that if you’re going to have a real partnership, you have to give and not just take and you have to be there and present at home.

“On my deathbed I will not remember any bills I passed, I will not remember any speeches I gave, I will not remember getting the Nobel Prize,” said Obama.

“What I will remember is holding hands with my daughters and taking them down to a park. That’s one thing I know, that on my deathbed, that is what I will remember and if you approach life with that attitude then you’re going to appropriately invest in what is most important.”

Unconditional Love

e often hear the term unconditional love and, like the word love, we often have different interpretations of the meaning. We have all been socially programed to view ourselves, others and the world in a certain way. Many are not aware that much of what they believe to be good or bad, right or wrong, beautiful or ugly about themselves and others has been socially programed into their subconscious minds from a very young age.

This is why the concept of love can be confusing to many and the concept of unconditional love is even

more difficult for many to understand and appreciate.

Conscious and unconscious conditions are often placed on our feeling of love for another. The right man or the right women has to be, act or look a certain way. Many lost opportunities for a meaningful relationship have been a result of this socially programed misinterpretation of the right person to embrace as a partner or sometimes even a friend.

That is why loving someone unconditionally is not easy. It is first necessary to admit that you have been socially programed to see things in a certain way, then with an open mind you have to allow your conscience and unconscious mind to accept a per-

son for who they are and for who they are not. There are no “Ifs” in a relationship based on unconditional love. It is what it is and that’s it; this of course takes courage.

In a socially programed society we are often motivated by what we believe others think of who and what we are; “one man’s heaven is another man’s hell” as the saying goes. There are many lonely people who are not in relationships because they can’t find that right person. One must also use common sense.

Loving someone unconditionally does not mean you should subject yourself to abuse, physical or psychological.

In the society that we live in there will always be cer-

tain conditions in most relationships. It is rare to have a relationship that is based on a foundation of unconditional love. It is usually a process that takes time, and a large degree of self-awareness. The motivational energy to have an unconditional love for another must be internal not external. In Taoism healing, we learn that unconditional love is the greatest healing energy humans possess. Clara Hale, founder of Hale House, proved that the unconditional loving touch of any human can heal.

A

h, life is funny.

Every once in a while it gives you a wake-up call, and when it does the alarm seems to go off even louder than usual.

Maybe it has happened to you lately or maybe it has been a while, but regardless; whenever it happens life manages to get your attention immediately. How do you react? There are,

of course, many ways to respond. Some of us ignore it and continue along our merry way.

There are those of us who hear it and pull the covers back over our head and sleep through it. Or maybe you’re the type to swat at it hoping to stop the ring. Could it be that you always decide instead to hitting the snooze button?

How about those noble few who jump up immediately and rush to make changes? No matter where you fall in the mix, one thing is for sure . . . you have to make a decision to do one thing or another!

Now this is a bit abstract, so humor me . . . doing nothing requires

the tenacity to ignore the call completely, because if you heard it once, surely you will be destined to hear it again. Making a decision to respond later means that you have but a short while before you hear it again. If you respond immediately before thinking about what life is trying to tell you, then you risk making a mistake. The truth is that whatever you decide to do there is risk involved.

You have no way of knowing until you do something. Confusing huh? Based on your own perspective there are reasons to hesitate or not. So what to do?

We have a tendency to think that we have plenty of time to do

what we want with our lives. As each day passes, there are things like work and family that tend to consume all of our time and it’s easy to put things off. Tomorrow’s another day, right? Wrong. You never know what tomorrow will bring, but wouldn’t it be nice to “get a jump on” what you might want it to bring? I think that life’s wake-up calls are subliminal messages to encourage us to shake things up a bit. It is a signal to expand our possibilities in order to live a fuller life. There are obviously drawbacks and benefits to any response whether it is good, bad or indifferent; the choice is yours alone.
