ESSA LAW MUST PROVIDE NECESSARY INVESTMENTS FOR SUCCESS, EDUCATORS SAY

cross the nation, educators say that federal dollars must follow former President Barack Obama’s Every Student Succeeds Act (ESSA), in order for the law to be effective.

“Sufficient federal Title I and Title II funding is critical in targeting resources to students and schools with the highest need, developing and supporting our educators working in these schools, and enabling states to meet their ESSA commitments,” said Liam Goldrick, the director of policy at New Teacher Center, a Santa Cruz, Calif., based non-profit that’s dedicated to improving student learning by accelerating the effectiveness of new teachers, experienced educators and school leaders.

“Without these federal commitments and investments, students in under-resourced schools will continue to face an inequitable educational system and the work of educators will be made even more challenging.”

President Barack Obama signed the ESSA legislation on December 10, 2015. The bipartisan measure reauthorized the Elementary and Secondary Education Act (ESEA), the 1965 federal education law and longstanding commitment to equal opportunity for all students, according to the Obama Administration. ESSA was drafted to build on key areas of progress in recent years, made possible by the

efforts of educators, communities, parents, and students across the country, officials with the Obama Administrations said.

When it comes to progress that was made during the Obama years, today, high school graduation rates are at all-time highs, dropout rates are at historic lows, and more students are going to college than ever before.

ESSA states that the new law will, “Advance equity by upholding critical protections for America’s disadvantaged and high-need students.”

Kim L. Defibaugh, the president of the National Art Education Association (NAEA) in Williamsburg, Va., said that the newest incarnation of federal legislation guiding K-12 education maintains the basic components of state plans and district report cards as accountability measures.

“Mentioned throughout ESSA, it lists the arts as a subject essential to providing students a comprehensive and enriched educational experience,” Defibaugh said. “The National Art Education Association defines visual arts as a core academic subject and supports inclusion of a rigorous, high quality, comprehensive, sequential, and authentic visual arts program in every school for every child.”

Defibaugh said that individual states are still required to submit a plan to notify the U.S. Department

of Education and local stakeholders about accountability systems, standards and assessments. The NAEA believes that a variety of authentic assessments, which are developmentally appropriate for all learners, are vital to best practices in art education, she said.

Defibaugh continued: “Under ESSA, states now have the flexibility to develop expectations for learning in the arts that meet the needs of the diverse population of students in their schools.”

Under sections describing the Assistance for Arts Education program (Section 4642) and a federal grant program (Section 4103), each state that receives an allotment for a fiscal year shall offer well-rounded educational experiences to all students, including female students, minority students, English learners, children with disabilities, and low-income students who are often underrepresented in critical and enriching subjects, which may include activities and programs in music and the arts.

“A broader focus on moving away from a simple reliance on test scores is wise and is a partial victory,” said Michael W. Apple, a professor of Curriculum and Instruction and Educational Policy Studies at the University of Wis-

consin, Madison. “This is important to recognize since ‘No Child Left Behind’ and its process of blaming and shaming was disastrous in many ways, especially to many poor and minority communities.”

Apple cautioned against adding “rhetorical reforms” that, when put into practice, either give lip service to struggling schools or create more bureaucratic rules that take attention away from other extremely necessary and more robust reforms.

“For example, while I support a bill that puts more of a focus on a larger range of subjects and school experiences and evidence, will this prevent the current cycle of massive school closings in urban areas,” Apple said. “Will it deal realistically with the very real disproportionate funding that exists? Will the funding for the ESSA be sufficient? What will happen with a much more conservative Congress and [White House] that want to put much more money and support behind privatized education and who have continued to exhibit a lack of understanding of the realities of minority communities?”

Neighborhood Restored Homes is another very popular program where first time home buyers can find bargains. This program obtains foreclosed homes, renovate them, and resell them at a reduced price. The homes are usually located in the Bronx, Brooklyn, and Queens.

Now until April 30, 2017 Exhibit: BEATRIZ SANTIAGO MUÑOZ: A Universe of Fragile Mirrors El Museo del Barrio announces the exhibition A Universe of Fragile Mirrors, a solo exhibition on the work of Beatriz Santiago Muñoz(b. 1972, San Juan, Puerto Rico; lives in San Juan). The exhibition is organized by the Pérez Art Museum Miami (PAMM) and curated by María Elena Ortiz. Through a series of films and videos, A Universe of Fragile Mirrors captures the ironies of post-colonial conditions in the Caribbe-

an—specifically in Haiti and Puerto Rico. Focusing on indigenous cosmologies, post-military spaces, and syncretic religions from the Caribbean, Santiago Muñoz borrows techniques from performance, film, visual ethnography, and anthropology, to document specific communities and public sites in order to generate her own bricolage -an alternative story about a popular Haitian market, or a newly discovered archeological site in Puerto Rico.

The exhibit will consist of films on continuous play, portraying Santiago Muñoz’s own interpretation of the realities in Haiti and Puerto Rico. Influenced by experimental cinema, she relies on observational research to generate non-linear narratives that challenge the boundaries between documentary and fiction.

Santiago Muñoz’s characters are not professional actors, but instead everyday people who have direct experiences with the sites portrayed in her works. “The process is more experiential,”Santiago Muñoz explains.

The result is a captivating piece representing daily events and life on the islands through an audiovisual language.Each video carries its own story and speaks to daily life and the traditional myths engrained in Caribbean culture.“Beatriz produces compelling images that

provoke new interpretations on the realities of the Caribbean experience,” explains PAMM Curator María Elena Ortiz.

In addition, El Museo has invited Santiago Muñoz to explore El Museo’s collection of over 8,000 objects and select a group of works that connect to her ideas,her films, her approach to making art and other real or symbolic affinities. Acting as curator, Santiago Muñoz has selected works from the permanent collection that include Hector Mendez-Caratini’s photographs of Taino petroglyphs, Ana Mendieta’s polaroids of her performance Body Tracks, a selection of destroyed film works by El Museo’s founder Raphael Montañez Ortiz, and works by Nuyorican artists including Marcos Dimas.

the poignant memories of key figures in Malcolm’s life, each testimony sheds new light on one of America’s most complex and compelling historical moments and on the teachings of this controversial and influential Black Nationalist leader.

Like the compassionate and life changing letter he wrote to his wife in April 1964 from Cairo, during his pilgrimage to the Mecca: “Dear Betty, for the past week, I have been utterly speechless and spellbound by the graciousness I see displayed all around me by people of all colors. I have been blessed to visit the Holy City of Mecca where there are tens

of thousands of pilgrims, from all over the world. Blue-eyed blondes to black-skinned Africans. We are all participating in the same ritual, displaying a spirit of unity and brotherhood that I never believed could exist between the white and nonwhite. I have met, talked to, and even eaten with people who in America would have been considered white – but notions of race were removed from their minds by Islam. Betty, you may be shocked by these words coming from me. But on this pilgrimage, what I have seen,

and experienced, has forced me to rearrange much of my thoughts previously held, and toss aside many of my previous conclusions about color. I do believe, from the experiences that I have had, that the whites of the younger generation will see the handwriting on the walls and turn to the spiritual path of truth’.

How to Handle the Manifestations of Loss

L

oss is part of life.

We all suffer from it at some point and in some way.

Death and divorce are among the most obvious, but we also can experience loss of hope, approval, aspirations, friendship, social standing and trust, among many other examples.

Like the ensuing grief it brings, loss is unique to the person who is experiencing it, and is handled differently by everyone.

There is no right or wrong to the method or timing involved. Since loss is inevitable and part of the fabric of life, the key is coping and eventual acceptance.

To accomplish that, first and foremost you must acknowledge and recognize that you have a true loss. Some losses are obvious and heartbreaking; others are not as clear. Glossing over a situation will eventually bring deeper pain than necessary. Avoidance is equally as destructive.

You’ve undoubtedly heard people tell you to work through it. Wonderful words, but just how do you accomplish that, especially when the pain is raw and intense?

The first thing to do is talk about it; share your feelings. Talk to the people who love you, who care about

you. You don’t need advice from them, even if they have the best of intentions. Tell them you just need to talk and let them listen. People generally find it awkward in that situation and want to be there for you.

Talking also can include specialized therapists, religious leaders, and groups. The avenues are out there for you. Just make certain to avoid toxic people and toxic situations.

Also, as well meaning as people are, words such as “you’ll get over it” or “just move on with your life” or “I understand how you feel” are empty. The pain is yours and it’s real.

Grieve in whatever way you need.

Honor your emotions. If you want to have a tear storm, do so. If you want to hit a pillow, it’s available. If you feel anger, you’re justified. If the ocean is calling you, take a walk on the beach. The caveat here, however, is unless your doctor prescribes medication for you, do not take drugs to numb yourself. Excessive alcohol won’t solve the problem either. You can’t prolong the process. In fact, grief is very patient.

If you don’t address it now, head on, I assure you it will come back when you least expect it or want it.

When experiencing loss you can feel that there will never be life for you again, but just look around. The universe continues, and so will you, only differently. As hard as it is to comprehend, you will survive and probably flourish. This is the time when you have to trust that you’ll be okay, but maybe not right now. Be patient, even though it sounds impossible.

When you’re ready you will move on. It’s important that you spend time with your loss and it’s equally important that you don’t reside there. Don’t settle for a life without joy.

You deserve happiness

again and you have to take the initiative to make it happen.

Your attitude is the key here. It’s not possible to turn on the happiness button and instantly change, but at your own pace try to walk on the positive side.

When you wake up in the morning and before you got to bed at night, remind yourself of the good things in your life and expect a better day than yesterday.

Finally, don’t beat yourself up if you slide back into sadness or even depression. That’s natural. Be patient, but get back on the right road.

A wonderful life is waiting for you now.

Disney Dreamers Academy celebrates 10 years of success By Derrel Johnson

he 10th Annual Disney Dreamers Academy (DDA) with Steve Harvey and Essence Magazine took place in Lake Buena Vista, Florida from March 9 - March 12 with 100 kids from across the United States, DDA alumni, and star-studded guests. Legendary singer Patti LaBelle, former NFL MVP and Carolina Panthers Quarterback Cam Newton, Gospel music great Yolanda Adams, and many more joined the stacked roster of speakers and guests for the 100 chosen, who received an all-expenses paid trip to Disney World for themselves and a guest.

Harlem News spoke to all of the New York area Disney Dreamers to learn how they found out about the program, what they thought of the experience and most importantly, to hear all about their dreams.

Emmanuel Jones from Brooklyn learned about DDA from his grandmother. “She sat me in front of the computer screen and she said I’m not leaving until I finish.” His grandmother was the one who also shared the good news of his DDA acceptance. “She said I got accepted. I started jumping around and running back and forth in the house

and I was jumping on the bed a little bit but I was really excited. I didn’t really think I was going to be accepted.” Emmanuel is a future architect and shared with us how he wants to help his community.

Keon Hanley from the Bronx has a cousin who attended DDA in 2015 so he applied in 2016 and wasn’t accepted.

His resilience paid off this year.

“Keon discussed his dreams.

“I want to go into game design and development. I want to be the person who creates the character, or the environment

for which you are playing in.”

Keon has a short-term goal for college. “I want to major in computer science. Technology is the way of the future!”

“This was an interesting and cool sounding opportunity,” Demiana Rizkalla from Staten Island responded when asked why she applied to DDA. She was surprised but overjoyed when she got in.

“Complete disbelief because I was actually on the train when I found out so I couldn’t do what I wanted to do...I felt that there was no way I was going

to get in and I did.” What DDA does was a dream to her. “Who takes 100 kids and brings them to the most popular parks in the world and fills them with this sense of power?”

Rouwaida Nitiema from Newark was at a loss for words when she discovered she would have the opportunity to attend DDA. “It was surreal. I didn’t really think that I would get in because of the fact that over 10,000 people applied but me getting into this program was amazing,” adding “I was screaming couldn’t really get my words out.” Inspired by the opportunity to have her dreams heard, the future neurosurgeon discussed her dreams. “Own hospitals in third world countries. Born in Nigeria, what she saw inspired her. “I saw people that I deeply care for suffer at the hands of their environment.

As a nine-year old it really struck me because seeing people go through things like that was really difficult.” She continued, adding that it “sparked my desire to go into the medical field. To want to make a difference in the world someday, especially in third-world countries.”

Naki Nanor from Buffalo learned of DDA listening to Steve Harvey, and though she was reluctant at first, finally applied after encouragement from her Mother. Naki shared that hearing the speakers and Dreamer Alumni discuss their dreams sparked her own. “It has encouraged me to start my own non-profit...to get books to Ghana because I love to read.”

Cosette Veeder-Shave from Hyde Park also learned about DDA from a family member.

“My grandmother listens to the Steve Harvey show and she heard about it on his show one day and said I think you’d be really great for this.” She applied, and was selected as 1 of the 100 Dreamer. “I was basically in shock. I was so excited when I came home and found the envelope. I was dancing around the house excited.”Cosette described her DDA experience. “It’s been a really positive experience. I’ve met a lot of really amazing kids who have some amazing dreams and I know they are going to go really far.” She also discussed the inspiring guest. “The speakers just blow my mind with just how much they have to offer us

and how much they are encouraging us and helping us so that we can become great too.”

Finally, Cosette shared her dreams. “I will be a music therapist someday. I play a lot of music. I’ve been playing violin for 10 years,” adding “I love the idea of using music to help people in recovery and get through the rough parts of their lives.”

As great of a time that I had at Disney Dreamers Academy, I hope I am unable to go next year. Why? I only went as a substitute for our Publisher, Pat Stevenson, who is battling cancer and I am praying she will be healthy enough to attend next year. Wait, I learned at DDA to speak things into existence. Pat and I will both attend the 11th Annual Disney Dreamers Academy. Make sure the young person in your life is there too. Three Tips for Staying On the Same Financial Page with Your Spouse

P

lenty of things can kill the romance in a relationship.

But traditionally, money and all the complications that come with it sit near the top of the list.

“I’ve worked with hundreds of married clients and have seen a lot of spending habits over the years, both good and bad,” says Dan Carter, an Investment Advisor Representative for Safeguard Investment Advisory Group (www.safeguardinvestment.com).

“There’s no doubt that when the numbers in the bank account start dropping, the tempers can start flaring.”

Carter recalls that when he and his wife were planning their wedding, the minister declined to perform the ceremony unless they met with him three times beforehand.

“Guess what he talked about – money,” Carter says.

“He said money can cause a lot of problems in a marriage. When the wolves are at the door, couples stress, argue, and often break up.”

In fact, 20 percent of couples say that financial decisions cause tension in their relationships every day, and 31 percent say money issues lead to stress weekly, according to a survey by the American Institute of CPAs and the Ad Council.

The key is for couples to get on the same page about money, Carter says. Tensions can’t help but grow if one spouse is extraordinarily frugal while the other is a spendthrift. He suggests: • Sit down and talk about what is important. If a husband’s financial goals and a wife’s financial goals are at odds, trouble is inevitable. He might want to stash more away for retirement.

Her chief concern might be saving enough to help the kids through college. The important thing is that each understands the other’s priorities and concerns, and then they can work from there, Carter says.

• Understand that there must be a balance. Some couples spend recklessly, racking up massive credit-card debt, while others go to the opposite extreme, fearful of parting with money for anything other than basic necessities. Be disciplined, but treat yourselves once in a while, Carter says.

An occasional splurge isn’t a bad thing. Couples can benefit from a dinner at a nice restaurant or a weekend trip to the beach. “The problem is when splurging becomes the norm,” Carter says. “But life shouldn’t just be one dreary chore after another. You do need to live a little.”

• Ignore the Joneses. Let your neighbors, relatives and co-workers do what they do, buying unnecessarily expensive cars, living in houses they can’t afford and traveling to exotic destinations that are really outside their budgets. Enjoy life, but live within your means.

“There are plenty of sayings about money, like ‘money can’t buy you love’ and ‘the love of money is the root of all evil,’ ” Carter says. “Those sayings may contain a little truth, but I’d say money also can be a useful tool, a very positive thing. If you use it wisely, it can enhance your life and your loved ones’ lives, too.”

before my eyes – budding tree blossoms, tiny green delicate blades of grass, and even the energized “spring” in people’s steps as they walk along the concrete next to squirrels that seem to glide up and down the trees excited for the newness in the air.

As a fitness trainer, I enjoy witnessing the transformation of my fitness clients in body, mind and spirit. Whether I’ve asked him to do just one more push up when it appears as though he’s just about to drop or whether I’ve asked her to do one more overhead press just when she felt her arms were so weak and wobbly that she couldn’t

get the weight past her shoulders, the funny part is, more often than not, they do accomplish the task.

As a motivational tactic, I tell my clients that they are ALWAYS right. “If you think you CAN’T do it, then you’re always right.

But if you think you CAN, well then you’re right again!” The basic point I’m making is that transformation (the process of changing in mind, form or appearance) involves a system of beliefs. For instance, if you believe without a shadow of a doubt that being fit, healthy and energetic will help you transcend into a happier, more enriching, and
