mall businesses are critical to powering the national economy. They are also responsible for creating two out of every three new jobs in the country each year, according to the U.S. Small Business Administration.

Insights Three out of four small businesses expect to increase their range of products and services in the next year, according to a recent survey commissioned by CIT Group and conducted by The Harris Poll.

According to the survey, top priorities include expanding within current geographies (72 percent) and adjacent markets 58 percent). OP-ED: Protecting Our Community National Foster Care Month

n the late 1980s and early 1990s, our community was under a full-fledged attack.

Crack was in our streets, it was in our schools, it was in our parks, it was in our playgrounds, and for some, it was in our homes. The epidemic wasn’t just affecting one part of the community; this impacted the entire community, leaving sons without fathers, daughters without mothers, and parents, ultimately, alone.

But the carnage didn’t stop there. Policies enacted during the crack epidemic exacerbated the destruction. Children in South Los Angeles were ripped away from their parents and shipped off into the child welfare system, some to never see their parents, or their families, again. It was at the height of the crack epidemic when the number of kids in foster care exploded and the percentage of Black youth in the system skyrocketed.

Now, the country, not just our community, faces a new epidemic. Our child welfare system is already becoming increasingly populated due

to the consequences of the opioid epidemic. The current crisis is starting to devastate families and our already over-worked and under-resourced child welfare system. This time, we must apply the lessons learned from the crack epidemic: if you want successful policy, you must include the affected communities in the formulation of new policy.

We cannot afford to turn our backs on those impacted again.

At the end of this month, the Congressional Caucus on Foster Youth will host its 7th annual Foster Youth Shadow Day, a program that brings foster youth from all over the country to meet and shadow the very Members of Congress who represent them in Washington, D.C. No one knows more about the pitfalls of our nation’s child welfare system than those who grew up in it. These young people are travelling thousands of miles to come to D.C. to share their stories—both their challenges with abuse, trafficking, overmedication, or homelessness—as well as

their successes with mentorship, adoption, family reunification, community activism and independent living.

The result of these visits is a better understanding of how to improve the child welfare system and fight against this epidemic. The FY 2018 omnibus bill that was passed earlier this year had the single biggest increase in investment in child welfare funding history along with a large investment in funds to combat the opioid crisis. Despite this progress, there will always be more work to be done and this month, I look forward to continuing this fight. National Foster Care Month is a month to honor the successes and challenges of the more than 400,000 foster youth across the country and to acknowledge the tireless efforts of those

who work to improve outcomes for children in the child welfare system.

Making sure that all children have a permanent and loving home is not a Democrat or Republican issue – it should be an American priority. Our society is judged on how we treat the most vulnerable amongst us. We must invest in life improving foster care services, praise foster families, caregivers, and relatives for their selflessness to others, and continue to provide a hand up so that foster youth can realize their full potential.

t is now obvious that home values for properties in Harlem are outrageous! When selecting your home buying team, a question often arises as to who should assist you with negotiating the sales price for the property? Should you use a buyer’s agent or a seller’s agent? What is the difference between them? Most prospective first-time home buyers are not even aware that there are different types of real estate agents.

Basically, there are three types of real estate agents: the buyer’s agent, the seller’s agent, and a dual agent. The buyer’s agent will work directly for you. You will pay them for their services. As the buyer, you will give this agent your housing speci-

fications or requirements i.e. desired location, number of bedrooms and your price range. They will look for several properties most suited to your specifications.

The buyer’s agent will also assist you in negotiating a purchase price. This can be a huge benefit especially if you are not very confident with your negotiating skills.

Prospective first-time home buyers most often will use the seller’s agent. These agents will work exclusively for the seller. But they need prospective buyers to purchase the property. Since they are paid a commission based on a percentage of the purchase price, the seller’s agent will usually try to sell the property for the maximum amount. You must be

mindful that any information you share with the seller’s agent could be shared with the seller and that could hamper your negotiation opportunity.

The Dual agent will work for both the buyer and the seller. Each party will split the commission fees for the purchase of the property. It is not often recommended to use a dual agent because there can be a possible conflict of interest as the agent tries to represent both parties in the home buying process.

Miss Rasheeda who is in a wheelchair due to arthritis was waiting for the water temperature to reach at least 81 degrees before she entered the water; she had to skip team practice and would take the water aerobics class to follow. “I feel better in than out of the water. The lift chair puts me in the water. Once I’m in I can walk in the water like I used to do on dry land; the water has healing powers and I feel like my old self. When I get out after working out that good feeling that I have last for the rest of the day,” Miss Rasheeda proudly states.

Swimming skills encompass four levels: beginner, intermediate, advance or synchronized and competitive.

No matter their age, disability or challenge, coach Oliver Foote work with the team making sure their formations, spacing and steps are tight.

I’m told that he creates different segments for members with disabilities to showcase their strengths.

he Harlem Honeys & Bears Senior Swim Team, Inc. is the only synchronized swimmer team made up of senior citizens in the United States! That’s right, they are black senior citizens and are synchronized swimmers that operate out of the Hansborough Recreation Center located at 35 West 134th Street. The team is a non-profit organization formed in 1979 and is affiliated with the NYC Parks and Recreation Department and the Central Harlem Senior Citizens Center.

On Wednesday, June 6th, 2018 here I was sitting along poolside just before practice began talking to four of the team members; Gerterlyn Dozier, Jeannie Nedd, Mary E. Williams and Barbara EisonWhite. The women started coming to the pool after they retired to keep fit and stay active. Miss Barbara told me the water helped healed a torn rotator cuff in her right shoulder.

Team coach and choreographer Oliver Foote had team members in the water to come together to begin practice for their exhibition swim this week at the start of the 2018 Empire State Senior Games in Cortland, NY from June 9th to June 16th; the team will be performing as the opening act to the state games before the Senior Olympics. He was honestly critiquing their formation for the wheel and the pyramid, particularly the accordion routine which is the last part of the pyramid. “Don’t embarrass us in Cortland folks,” coach stated. They also perform during Harlem Week as well.

The NCNW’s 31st Annual Black and White Awards

This year’s honorees, Rev. Rasheed Baird, Miko Branch, Indira Goodwine, Dr. Lisa T. Kirkland, Lynette Shelborne-Barfield, Nora Blackman-Richards, Dr. Sophine Charles, Kristel A. Johnson, Wanda R. Griffis Manley and Rev. Kevin T. Taylor are women and men who’ve made significant contributions to the community through the arts, the ministry, education and advocacy work. When awarded, each honoree took time to recognize that faith played a significant, if not primary role in their work.

Speaking on the importance of the NCNW, New York State Senator Leroy Comrie said “The Nation Council of Negro Women is an organization that gives back to the community in many ways.

My office has been proud to work with them… They’re truly taking off from their own time and their own resources to make sure that the next generation of people are informed and have the information and the resources so that they can have a better quality of life.”

The Queens Section of the NCNW was started in 1987, and there are currently 80 active members. Their ongoing work includes increasing voter registration, STEM training to assist specific schools with education, a monthly clothing giveaway, and a weekly tutoring program.

Speaking on increased growth and the remarkable new members who’ve joined the organization, Queens Section President, Pamela Davis said: “The past two years, we have recruited some phenomenal women into

our section who have come in and hit the ground running.”

New York Congressman Gregory Meeks, who recently returned from Africa, took time to address those in attendance, saying “Thank you, Black women, because you are the ones who have stood up more than anyone else, to make this country a better place. You are the ones, despite all of the odds, when people say it can’t be done, You say ‘Yes it can be done!’ … I want to say thank you as a member of Congress and as a Black man in America.

I want to say, ‘Thank you, Black women!’ because you’ve never given up on us, Black men.

Thank you for what you do, National Council of Negro Women, Queens County Chapter for all that you do, because of you, tomorrow is going to be better than today, and yesterday.”

The banquet was a celebration of the NCNW, and honorees who continue to exemplify Mary McCloud’s Bethune’s legacy of serving the community.

Top Saving-for-College Trends (Statepoint)

arents are socking away more money for their children’s higher education, and they are doing so in smarter ways, suggests a new report from Sallie Mae. One-third of parents saved more for college this year than last, and the average amount saved -- $18,135 -- is the highest amount reported in the last five years of “How America Saves for College,” a national study by Sallie Mae and Ipsos.

After saving for general needs and emergencies, parents earmark funds for college more than for any other specific purpose, alongside retirement. So, how are they doing it?

savings on track, 61 percent of parents contribute a set amount to their college fund on a regular basis. To find

hold the largest share of college savings, at 30 percent.

“Most parents aspire to give their children the opportunity to attend college, and it is encouraging to see them saving more, employing smart habits and taking deliberate actions to make college a reality,” says Raymond J. Quinlan, chairman and CEO, Sallie Mae. “Our research shows most parents are proactively preparing financially to give their children the advantages of higher education, and having a plan pays off.”

Parents who have planned how they’ll pay for college have saved more than twice as much as those without a plan ($22,169 vs. $9,208).

They are also three times more likely to be confident they’ll be able to meet the cost

of college (73 percent vs. 27 percent).

t’s your turn to rally the troops. In case you have somehow forgotten, Father’s Day is just around the corner. Most men feel that Father’s Day doesn’t have quite the same emotional impact that Mother’s Day has and so this is your opportunity to prove them wrong. First of all remember your own father, then help your children (young or old) them to express their love

and appreciation to their dad in very thoughtful ways. It’s easy to run out and buy him his favorite cologne and after shave, socks, a tie, shirts, cufflinks or a sweater; but take on the challenge of finding that really special something that will surprise him.

Here are a few ideas . . .

Think about starting his day with a time honored tradition: Breakfast in bed!

That’s right, Dad would love it if instead of wondering what’s for breakfast, it’s served to him before his feet even touch the floor in the morning. Be sure to enlist the children in creating the menu, preparing the meal and setting the tray; and don’t forget a single flower in a small bud vase for a touch of mushiness . . . he’ll like it too.

Is he a weekend athlete?

If he plays tennis, is a biker or golfer, how about a few classes with a pro to help him improve his technique? Is there a special piece of equipment that he has his sight set on buying? Would he enjoy tickets to a sporting event?

Private sessions with a personal trainer to improve his physical condition are a good idea, that way maybe he will avoid injuries that affect most “weekend warriors.”

What are his hobbies? Is he an artist, musician? Think about giving him the gift of a class to help him expand his creative side. Is there a gallery that he would like to visit or a concert he wants to go to? Have one of his favorite paintings, collages or sculptures framed or mounted for display or encourage him to have a small exhibit of his art at home or a jazz

session; and invite family, friends and neighbors to attend. Everyone could pitch in to create the invitations and cater his debut!

Commemorate a special moment with the children. It is just as simple as it sounds, frame a picture! Search through family photographs to find one that brings back poignant memories; maybe it was the birth of a child and Dad holding the baby in his arms for the first time.

Was he frolicking with the children on the playground, at the beach, in the living room floor? Did you attend an event as a family and someone took a picture that was really nice? Maybe he caught a big fish or scored the winning point while playing baseball, football, basketball; any moment of glory is good.

Does he collect anything?

I have a friend who collects elephants! Another collects baseball caps, still another finds old fishing lures interesting. If he is a collector, then do a little research on the subject and look for an unusual addition to add to his assortment of items. If you have difficulty finding an item, consider a book that is the definitive guide to help him identify his treasures.

If all else fails, give him complete control of the television remote for an entire week! You can call that gift one of offer and compromise. He might not be your father, but you owe it to your children to set a good example. Don’t forget, it is the thought that counts and he’s worth it to you and your children. Think about it. Black Klansman: A Memoir REVIEW by Terri Schlichenmeyer, Harlem News contributor

ou want no part of that.

In fact, the farther away you are from whatever-it-is, the happier you’ll be. Nope, some things are not your friend.

Some things are not good for you at all. And as you’ll see in the new book “Black Klansman: A Memoir” by Ron Stallworth, some people can’t resist some things like that.

He saw the ad during an idle scan of the local Colorado Springs newspapers: “Ku Klux Klan, For Information Contact….”

As the department’s first black detective, Ron Stallworth thought it might be interesting to see what would come from answering that ad. Figuring

on a few pamphlets, maybe a brochure or leaflet, he wrote a note to the P.O. Box, using his real name and asking for promised information. To this day, he’s still not sure why he used his name, and not one of his undercover aliases.

On November 1, 1978, he received a call on the department’s undercover line.

The caller identified himself as a “local organizer” of the Ku Klux Klan who was trying to raise membership there in Colorado Springs . He asked Stallworth several questions, then invited him to meet in person; they agreed upon a time and, once they hung up, Stallworth swung into action.

He asked for permission to proceed and for a colleague’s help, but was denied; sure that this could be a major matter, he went to higher authorities.

He already had in mind a sharp colleague who was white and could “be” Stallworth when Stallworth needed to attend Klan events… because

Klansman”: a little danger, a lot of audacity, and plenty of intended-unintended laughs.

Even so, this book isn’t a comedy. The seriousness of what author Ron Stallworth did becomes apparent as he writes about hate groups in 1978 Colorado which, presumably, could be Any State: the tentacles of those organizations reached far and were verging on joining forces when his investigation was shut down. There were obviously different methods of word-spreading forty years ago, but in today’s world of internet and cell phone, readers can easily conclude chilling parallels.

This is in the forefront of the story, but there’s no denying the humor here,

too. It’s going to make for a great movie this August.

Before you head for theatres, be sure you’ve read “Black Klansman” first. You’ll want the back-story. You’ll want the nuances. You’ll want every part of this book.

For the next ten weeks or so, Stallworth and his co-detective, Chuck, worked their way into and through the Klan.

They attended rallies and meetings, thwarted cross-burnings, and Stallworth spoke many times with Grand Wizard David Duke. There was certainly danger in what he’d done but mostly, because of the amateurishness of the organization he’d infiltrated and the mistaken tenants its leaders held, it was a lesson in absurdity.

Shining light on Cloak and Dagger

ee Bynum: Marvel’s Cloak and Dagger premieres on June 7 on Disney’s Freeform network.

Two years ago, a program about an interracial, teenaged superhero couple that fights against drug lords and crooked cops might have struck audiences as quizzical, but in our current environment of racist tweets, unprovoked police shootings, and opioid pandemics, the show conjures the exactitude of a documentary.

L.A. Williams: Here’s some comic backstory (which won’t always jibe with the show.)

Lee: The eponymous characters debuted in 1982’s Peter Parker, the Spectacular Spider-Man before spinning off into their own mini-series.

Created by Ed Hannigan and Bill Mantlo, Tyrone Johnson is a seventeen-year-old African American from a work-

ing-class South Boston neighborhood and sixteen-year-old socialite Tandy Bowen is from a tony Midwestern community.

LAW: They run away from home and meet each other in Times Square.

Lee: On the mean streets of pre-Giuliani Manhattan, the duo encounters every sort of undesirable, including crime boss-cum-chemist, whose tests of a synthetic heroin variant on Tyrone and Tandy cause them to develop superpowers.

Tyrone morphs into Cloak, an intangible teleport, and Tandy becomes Dagger, who can harm or heal with her projectile shards of solid light.

LAW: And most people enveloped by Ty’s cloak are driven mad unless accompanied by Dagger.

Lee: Cloak is concerned with cleaning up and protecting his new community, motivated more by personal

powers to keep her from self combustion as much as Cloak needs Dagger’s light to feed him.

Lee: Though Cloak and Dagger always has been dogged by an overreliance on facile dark-and-light imagery, it deserves credit for subverting some of the expected comic book gender norms. It is Tandy who possesses the adventurous spirit and physically threatening superpowers, while Tyrone is preoccupied with their relationship and finds himself in need of rescuing more than once. Dissimilar to other Black Marvel heroes we have seen—including Valkyrie, Okoye, and War Machine —who rely on physical might to defeat enemies, Cloak’s abilities are more passive. He usually claims victory by absorbing his enemies into his shroud and depositing them in a demonic other dimension...

LAW: ...or off a rooftop.

Lee: Those who are not fans of the comic—or any comics, for that matter—likely will appreciate the more serious tone of Marvel’s Cloak and Dagger, with less wisecracking than the Avengers franchise, as well as a more direct engage-

ment with social issues.

LAW: When done well, Cloak and Dagger is about how two people from different worlds need each other more, and have far more in common, than meets the eye. Here’s hoping the TV show will message as Mantlo intended.

Now violent vigilantes, they wage a two-person war on drugs. Perhaps not coincidentally, they debuted the same year as Nancy Reagan’s “Just Say No” campaign.

Cloak and Dagger eventually develop close ties to several groups of Marvel adolescent heroes, including the Runaways, whose well-received television adaptation aired last year on Hulu. Like Runaways, Cloak and Dagger features characters unburdened by audience familiarity, a cast of promising newcomers, an aesthetically pleasing New Orleans re-setting that allow for a fresh perspective on the Marvel Universe and easy access for the uninitiated. Still, references in the trailer to the Roxxon Oil Corporation—which was featured prominently in the Iron Man films and Marvel’s Agents of S.H.I.E.L.D.— suggest there will be plenty of “Easter eggs” for diehard comics fans.

LAW: Cloak and Dagger are constructed from a variety of stereotypes. Poor black basketball player from the ‘hood.

Rich white ballerina from the ‘burbs. The black dude’s got dark powers. The white girl’s got light powers. The black dude broods. The white girl shines. In the wrong writer’s hands (which happened often), those stereotypes are grating at best and detrimental at worst, with too many stories focused on someone needing to rescue the angelic Tandy from Cloak’s demonic, parasitic clutches.

The saving grace, as UNC Associate Professor of Linguistics J. Michael Terry explains, is that the consistent central theme in most of co-creator Bill Mantlo’s writing is balance. In Mantlo’s hands, Dagger needs Cloak’s
