arlem has long been considered the Black capital of America, a center for culture and activism. It seemed only fitting for a Black Lives Matter mural

7th Avenue became Adam Clayton Powell Jr. Blvd in August of 1974 during the opening of the first Harlem Day festival. It was the first street in New York City named after a person of African descent.

The South West side of the boulevard will be painted by 16 Harlem community organizations. Each organization will be responsible for paint-

ing one letter including Boys and Girls Club of Harlem, Mama Foundation for the Arts/Sing Harlem, New York Alumnae Chapter, Delta Sigma Theta Sorority, Inc – Delta GEMS, Jackie Robinson Foundation and the Rotary Club of Harlem.

The opening ceremony was held on Friday July 3rd.

The World Health Organization noted in early June, there were more than 120 candidates from around the world working to develop coronavirus vaccines. It has been reported that governments and philanthropic organizations have already given over $4.4 billion to pharmaceutical corporations for the research and development.

Even with a successful trial run in testing, there is no way to predict how long the vaccine will last, i.e., how many dosages will activate it and how often will it have to be administered. Examples of a vaccine’s

Coronavirus disease (COVID-19) cases have been spreading world and nationwide without any cure or vaccine available. However, many ongoing clinical trials are in speed mode evaluating potential treatments. There can be no

Espailiat Announced Federal Grants to Support Essential Operations for Cultural Institutions in District NY-13

R

epresentative Adriano Espaillat (NY-13) announced more than $400,000 in federal grant funding through the CARES Act economic stabilization efforts to help support several cultural institutions located in New York’s 13th congressional district.

The National Endowment for the Humanities (NEH) has allocated more than $40.3 million in new CARES Act economic stabilization grants for more than 300 cultural institutions across the country, including several within New York’s 13th congressional district. The following organizations received grant awards to help sustain humanities efforts as well as preserve jobs throughout the community: •Apollo Theater Foundation, awarded $40,000 • Jazz Museum in Harlem, awarded $43,500 •CUNY Research

Foundation, City College, awarded $298,518 • Museum of the City of New York, awarded $298,263 “Cultural institutions, museums, theaters and foundations have faced tremendous hardship during the COVID-19 pandemic forcing many establishments to close when unable to meet staffing, operations or administrative demands,” said Rep. Adriano Espaillat (NY-13). “I have received responses from my constituents who have faced challenges including unemployment when these organizations have been forced to close or furlough staff. When we passed the CARES Act, it was done with the hope and promise to support these institutions and the cultural sectors of our society to help these organizations survive, help individuals to keep their jobs, and to help our community rebuild.”

"The Apollo Theater is incredibly grateful for the support from Representative Espaillat and his colleagues for their vote authorizing the NEH grants to support the Theater as we navigate our physical closure during this global pandemic, which has caused significant financial loss," said Jonelle Procope, President and CEO of the Apollo Theater. producing social mobility among our graduates, we believe that support that helps assure continuity in our educational offerings, such as this NEH grant, directly addresses these deep inequalities. NEH support will help CCNY’s humanities departments continue their essential service to students who desperately need for their education to continue, and we’re deeply grateful to be receiving it,” said Dr. Vincent Boudreau, President of The City College of New York.

City of New York, we've had the honor of sharing New York's stories for almost 100 years," says Whitney Donhauser, Ronay Menschel Director of the Museum of the City of New York.

"We are grateful to the NEH for its support as we continue that work.

The funds received will be used to present New York Responds, a new project reflecting our efforts to document and present the diverse experiences of New Yorkers during the two major crises of early 2020: the COVID-19 pandemic and the uprising against systemic racism. The first component of the multi-pronged project --an outdoor exhibition-will open on July 23rd and include selections from the Museum’s open call for images documenting the pandemic and the protests, and invite visitors to share their perspectives."

t press time, TheCity.nyc’s COVID-19 tracker shows Manhattan has 26,809 confirmed cases and 3,088 deaths; New York City as a whole has 212,412 cases and 23,104 deaths.

The Fiscal Year 2021 budget was passed by the Council last week. In particular, the $115.8 million in funding restored for the Summer Youth Employment Program (SYEP) and the Work,

Learn, Grow; Compass; Beacons; Cornerstones; and SONYC summer

programs are not enough.

The restored funding will cover just over 100,000 youth – but that’s 70,000 fewer than last year (and even last year, thousands who applied to SYEP did not get slots). So I, along with others, will be reaching out to the private sector to help fill the gap in summer jobs for young people-- jobs that help keep them safe and engaged and prepare them for the future.

Mayor de Blasio and

Governor Cuomo confirmed that NYC will not resume indoor dining on Monday (7/6) as part of Phase Three reopening, and it is postponed indefinitely as a result of surging coronavirus cases in other states (which had reopened their indoor dining weeks ago). The City’s outdoor dining program will continue until at least Labor Day (9/7). A restaurant may self-certify to participate in outdoor dining on

sidewalks (without the approval of their landlord or local Community Board), so long as they register with the Dept. of Transportation and commit to safety protocols.

Restaurants can join together to apply to offer seating on current Open Streets (as well as recommend new Open Streets).

The City’s Test and Trace Corps will provide funding to community-based organizations to help with promoting testing and tracing for COVID-19, for use in outreach and education programs relating to testing, tracing, and safety measures like mask use and physical distancing. The request for proposals has a response deadline of Monday, July 13.

OP-ED: Past Due Time for American Healthcare System to Protect Black Americans

oday, Americans are facing unprecedented times. We are in the midst of a global pandemic, our country has fallen into an economic recession, and hundreds of thousands are protesting police brutality and racial injustice. But there is another epidemic in this country that must be addressed, and it must be addressed now.

CNN’s Don Lemon said it best – “there are two deadly viruses killing Americans: COVID-19 and racism.”

Because of the systematic racism that is rooted in our nation, racial disparities in American healthcare have caused illness, injury, and death in minority communities across the country. Black Americans suffer the most at the hands of the American healthcare system.

Now, we are seeing COVID-19 shine a much-needed light on the harsh reality that has been plaguing an entire race for centuries.

In my own home state of North Carolina, Black Americans make up 30 percent of COVID-19 cases and 34 percent of the COVID-19 deaths, even though they only make up 22 percent of the population. Really think about that math. How does it make sense?

That means, 162 Black North Carolinians will die due to COVID-19, which is 70 more than would be expected based on the demographic

makeup of the state. That is 70 more Americans who will die just because of the color of their skin.

Unfortunately, these healthcare disparities are nothing new. Black Americans have long suffered from a severe lack of access to quality, affordable care, which predisposes them to increased rates of underlying conditions and illnesses. Due to the lack of access, Black Americans are often forced to travel very far for care. This usually means, if they have insurance, they must go to out-of-network facilities and often find themselves hit with exorbitant surprise medical bills.

Surprise medical bills are unanticipated costs related to out-of-network or emergency care a patient received. These bills can range from a $50 prescription drug to $30,000 in emergency transport. Not surprisingly, Black Americans suffer from a higher rate of surprise medical bills, at higher costs compared to White Americans.

Congress holds the pen when it comes to reforming surprise medical billing in this country, but they are falling far short of what needs to be done. There are multiple bills in the House and the Senate that claim to rectify this injustice, but all of them still leave the cost to patients or providers without holding insurance

companies accountable.

While Congress is trying to figure it out, we are seeing the administration miss the mark as well. In a Twitter thread on June 22, CMS Administrator Seema Verma may have misdiagnosed the real root of the issue – insurers. Because of the blatant and intrinsic greed, these companies are starving patients of care and putting the financial burden on their shoulders.

In a recent Congressional hearing, Dr. Rhea Boyd, a practicing physician and healthcare scholar said, “ensuring that insurance is not a barrier to healthcare is really critical, particularly for African Americans…”

Insurance companies make billions of dollars every year by using sly tactics like skinny networks to lure consumers in and then slap them with a surprise medical bill when they go out-of-network. It is time to put a stop to insurance companies making billions off the backs of hardworking Americans.

It is clear that Senator Lamar Alexander and Representatives Frank Pallone and Greg Walden, three of the members committed to eradicating surprise medical billing, are in the pockets of Big Insurance. The bills they are sponsoring do not even bring insurance companies to the negotiating table, let alone hold them responsible.

We are halfway through 2020, and we still do not have proposed legislation that gets at the root of the surprise medical billing problem. We must get rid of skinny networks, improve access to care, and cover emergency services. It is time for insurance companies to pay, so we can save Black lives. Black Lives Matter.

Tips to Spend Less Money on Cooling Your Home This Summer (Statepoint)

eeping your home cool and comfortable on hot summer days doesn’t need to cost a fortune. These tips can ensure your heating and cooling equipment lasts a long time and operates at maximum efficiency: • Clean and change filters: Dirty air filters can cause a system to suffer from pressure drop, which can lead to reduced air flow or “blow-out,” which can result in no air infiltration at all. arlem knows the impactful life-long engagement offered to public service by the Hon. Inez Dickens, Assembly member for the 70th District of NYS Assembly. I met her to get the pulse of the current situation. Here is what she told me.

We know now that the African American community in the US has been the hardest hit by the pandemic, both health-wise and economically. How did this impact Harlemites and our micro & small businesses?

"You are absolutely right, COVID-19 impacted black and brown communities much more severely than any other communities. Our businesses were already in the midst of an epidemic and with the hit of this pandemic, many will struggle to reopen and some may not reopen.

Our death toll was higher, as reduced immune systems definitely affected the severity of this pandemic.

We must not just look at the effects of what happened in the last four months but also begin to evaluate the underlying reasons why our immune systems are weaker, causing us to suffer harder and longer.

First, the significantly harsher socio-economic and sanitary conditions that are upon us. The fact that black people have a higher rate of diabetes, hypertension, heart disease, strokes, cancer and asthma is additionally compromised by our cultural cooking and eating habits. Before we can effectively combat the ravages inflicted by coronavirus on

our communities, we must understand why and the root causes of our less resistant immune systems. Only then we could reduce the impact and prevent such severe suffering in case of a new wave of the pandemic."

Can you tell us what programs are available in communities of color to assist small businesses?

"In East Harlem, Council Member Diana Ayala has set up the proceeds from the Pathmark project to assist small and micro small businesses there.

Unfortunately, there was little originally set up for Harlem and West Harlem; and there is no need to further discuss what happened with the first stimulus money that the federal gov’t set up, as it went to the big boys.

But the second federal dollars, as fought for by Congresswoman Nydia Vasquez and the Congressional Black Caucus, was to target the smaller businesses, which it did. Good example of such assistance was Carver working with UMEZ to target small business. Unfortunatly this still didn’t reach the micro-small businesses, the mom and pop stores of which our community is still very rich.

Thankfully, the 10O Black Men, under the guidance of their dynamic President Michael Gar-

ner, stepped in and secured funding from Hennessy specifically for micro-small businesses.

West Harlem Group Assistance was able to secure funding for micro businesses mostly in Community Board 9 West Harlem.

Columbia University asked for my assistance in setting up a low interest loan program geared towards Harlem-West Harlem micro-small businesses which has also been successful.

SBS, as you are aware, had also set up funding for small businesses but they quickly ran out of money and only a portion got into the hands of the businesses that most needed it.

It has been easier to secure grants and low interest loans from CDFIs and smaller banks although in this last round many banks opened their policies to a few of our micros. Even American Express lent a few low interest loans to small MBE business.

Tell me about the distribution of food and ppe you have been involved in, all along this pandemic.

I’ve been blessed through several contributing entities to distribute groceries, hot food, masks and sanitizer. I’ve delivered to Grant, Manhattanville, both NYCHAs thanks to World Foods via Derek Perkinson, Field Director With NAN. Thanks to the 70th Assembly District State Committeewoman Yasmín Hurston, my staff and I were able to deliver bags of fresh groceries to our senior building on West 140th Street between ACP, Jr. Blvd and Malcolm X Blvd. Because of the dili-

gence of Larry Scott Blackmon at Fresh Direct, we were able to deliver fresh fruits and vegetables to NYCHA Lincoln Houses.

Thanks to District Leader Keith Lilly and his contacts, I was enabled to deliver fresh groceries to 3333 Broadway and NYCHA Drew Hamilton as well as over 300 cooked meals to Drew. NYCHA A. Philip Randolph because of the efforts working with me of Bklyn Borough President Eric Adams, the Bklyn based Muslim mosque came and cooked halal meals to order for hours and thanks to West Harlem Group Assistance I was able to deliver bags of groceries. I was also able to provide bags of groceries to the HCCI seniors on 5th Ave at 118 Street, because of Donald Notice CEO of WHGA, I was able to endure a MOU for NYCHAs Frederick Samuels to go to their pantry once a week solely to get fresh fruits and groceries. At the very onset I took groceries to Sydenham Senior Building, donor asks to remain anonymous.

With each building I included sanitizers and masks.

70th Assembly District State Committeeman Lonnie Davis and I, delivered sanitizers to Canaan Baptist Church, Memorial Baptist Church, Antioch Baptist Church, Metropolitan Baptist Church.

Thanks to Governor Cuomo and my Speaker Carl Heastie I have boxes of sanitizer for my beloved Harlem and thanks to Mayor DeBlasio for providing me with masks for Harlem.

Harlem has some very interesting youth pro-

grams – what is their impact?

"Iesha Sekou’s Street Corner Resources , Voza Rivers and Jamal Joseph Impact Kids, Vy Higgenson’s MaMa Foundation, PAL on 119 Street, Harlem Youth Marines, Northside Center, Boys and Girls Club of Harlem on 145 Street, and many others have all stepped up with providing safe havens, educational tutorials, safe entertainment sources, youth mental health services and much more during this horrific time. I was able to sponsor a blood donor drive at City College, through the NYS Assembly" .

Why do you think that while many assembly/ congressional seats were lost in June 23 primary, Harlem managed to retain its incumbents?

"Queens lost 3 assembly incumbents, Bronx lost 1 assembly incumbent and 1 congressional incumbent, but Bklyn held on as did Harlem, albeit Manhattan has a difficult Assembly run for an incumbent: if lost the seat will become a republican seat. There seems to be an anti- incumbent sentiment throughout the country, which is unfortunate at times, because with seniority come additional funding and aids in helping the community you represent. Harlem understood this".

Former VP Jo Biden will accept the Presidential nomination by a nearly all virtual National Democratic Convention in Milwaukee in August.

What do you think about this?

"Because of COVID-19, the 2020 Democratic Con-

vention will be very different and unusual. In lieu of personal attendance, the national party is attempting to structure remote voting. I’m unsure how that will work for 50 states. " Will Democrats succeed in defeating Trump?

I believe the Democrats will take back the Presidency and maybe pick up a few US Senate seats as well.

This administration has fueled hatred and RACISM and made it okay to resurrect its ugly head. Racism never went away, it was just underground but today the call is anti-immigration, anti-Black and Brown people, anti-small business which built this country, and more.

There were always blows to black people: we were shot either “legally” or illegally, hung as if we were ‘strange fruits’ hanging from both southern and northern trees.

Economically this country of all hues has suffered loss of employment and high cost of housing and although I believe Joe Biden will win, I think many more people will vote to go against what Trump has come to stand for."

What do you think would happen if Trump won? What when Biden wins?

If Trump won - OMG he would take it as a mandate for him to continue with his tirades and hate mongering.

When Biden wins, he will have gotten people to believe and trust that he certainly cannot do any worse than what we’ve had for the last four years.

Agreement of Truth

hat we understand and believe to be true is based upon an agreement.

When that agreement of what was true changes, what was believed to be true may also change. There was a time in Europe when there was an agreement that the Earth

was flat. The truth was based upon a collective agreement constructed into a belief. When proven that the Earth was round, the agreement eventually changed as well as the general understanding of the shape of the Earth.

The Government creates laws based upon agreement.

When the individuals that disagree with a current law override those that agree, the law will change due to majority rule.

This will also create a change in what many will understand and believe to be true. Attempting

to change an agreement of truth in organized religion was always a dangerous business though-out history.

During the time of Galileo, the leaders of the Catholic Church were in agreement that the sun revolved around the earth. This agreement was understood and believed to be true. Galileo tried to change the agreement about the earth and the sun.

Even after the agreement changed and the truth about the sun and the earth changed, it took the church 300 years to forgive Galileo

for trying to change their agreement of the truth.

History also tells us that the Catholic Church also sanctioned the colonization and enslavement of Africans created by an agreement of European superiority and African inferiority. This was driven by economic greed and selfishness. Like most agreements that become a collective truth, when the consensus changes the truth will change.

We are moving into a time of clarity: a change in agreement that people consider to be true. I

may seem overly optimistic by believing that people all over the world are beginning to embrace a spiritual oneness among themselves.

Their external environment has become of greater importance now more than ever before in modern history.

I believe the future will bring change in many agreements that have long been considered true about wellness, politics, religion, wealth, and race. Agreements are hard to change, but the truth about anything is based on an individual or group agreement.

Some will never change what they agree to

be true individually or as a group. There are some who still argue that the world is flat.

What does all this mean to you? What you understand to be true about yourself, your environment, and your abilities are agreed upon truths that can change if your agreement about yourself changes.

It is important to understand that you must have faith to change the agreement of truth about yourself and others. What many believe to be true about themselves and others is based on individual and or collective agreements; agreements that can be changed.

our last regular paycheck has come and gone.

That was awhile ago, back before you were downsized / laid off / reassigned right out of a job and you’re not sure what to do. Your savings are nearly gone, your retirement funds are next, and you’re too young to get Social Security. In “55, Underemployed, and Faking Normal” by Elizabeth White, you’ll see how to make this new life work.

At thirty-five years old, Elizabeth White had a solid job at the World Bank, she owned a house, and she was heading to Harvard to get a PhD. There, she “caught the entrepreneurial bug” and, in partnership with

her mother, she became a business owner; when the business failed, she was resilient and landed some consulting gigs that put her finances back to where they were before.

And then the Great Recession hit. Suddenly, White was exactly where the title of this book indicates: too young, too old, and suddenly “totally out of the loop.” Shortly afterward,

when an essay she penned went surprisingly viral, she learned that she wasn’t alone.

Experts say that, to retire successfully, Americans need “fifteen to twenty times their annual salaries” in some sort of savings or program but White points out the realism: very few new retirees have achieved that. The vast majority haven’t.

What’s more, rosy retirement pictures are painted of island getaways, long walks in Paris, and palatial homes, when the reality is that a very high percentage of Americans age 55+ don’t know where they’ll be living this fall. Some of America’s seniors are trying to get by on less than $500 per month.

If this is your new reality, there are things you can do.

First, know that “the cavalry ain’t coming” and you’re

more-or-less on your own.

Learn to “small up” in your housing and your possessions by knowing exactly what’s important to you. Re-think your priorities. Ignore your pride away and take the dang food stamps. Take care of your home. Take care of your relationships. Take care of yourself.

So, here’s what you need to know about “55, Underemployed, and Faking Normal”: what you get out of this book will depend on how old you are now.

Regardless of what the title indicates, this book is absolutely for new college grads or those entering the workforce this year and are serious about their futures.

your shelves; for you, this book is a cautionary, real-life, terror-filled memoir that doubles as a hardcover warning for your elderhood.

For anyone who’s facing a retirement that’s not necessarily on their terms, author Elizabeth White has frights for you, too, but they’re tamer. You’ve met those terrors already, and the advice she offers helps make them less scary, more attackable, more survivable.

“55, Underemployed, and Faking Normal” is useful, even enjoyable, but it’s serious stuff with no fluff. For readers who are facing a new reality for their Golden Years, reluctantly or otherwise, reading it might pay off.
