Unprecedented Dismissal of Nearly 700,000 Open Summons Warrants

ronx District Attorney Darcel D. Clark, Acting Brooklyn District Attorney Eric Gonzalez, New York County District Attorney Cyrus R. Vance Jr., and Queens District Attorney Richard A. Brown recently announced that nearly 700,000 summons warrants that are 10 years or older will be vacated in the next few weeks. The warrants in question were issued for failure to pay a ticket for a minor infraction, subjecting individuals to arrest as well as carrying other negative consequences.

Bronx District Attorney Darcel D. Clark said, “By asking the Court to purge these old warrants, we are removing a hindrance

to many people’s lives.

Those who committed minor offenses a decade ago or longer and have not been in trouble with the law pose no threat to public safety today.

These warrants bog down the court system.

As a judge, I handled these summonses and I dismissed many of them because they were legally insufficient. The Bronx was ground zero for summonses emanating from questionable stop-and-frisks, so purging the old warrants is a way to not only improve the lives of tens of thousands of Bronx residents but to restore the community’s trust in the criminal justice system.”

Acting Brooklyn District Attorney Gonzalez said, “We have been

working in Brooklyn to build trust between law enforcement and the community, and to focus our resources on violent crime. Dismissing these old warrants is an important step in advancing both of these goals. The bulk of these summonses have been issued to mostly poor, Black and Latino individuals, many of whom may not even be aware that they have become open warrants that could trigger an arrest for minor infractions dating back many years.

Vacating these warrants enhances public safety and promotes fairness.”

New York County District Attorney Cyrus R. Vance Jr., said, “We continually seek to strike the right balance between fairness and

public safety and are confident we will be doing that when we collectively dismiss open summons warrants older than ten years en masse. In Manhattan alone, we estimate that approximately 240,000 summons warrants will be expunged through this effort, giving those New Yorkers a fresh start and a new chance to engage more fully in their communities. I applaud my colleagues in the Queens, Bronx, and Kings County DA’s Offices, as well as OCA, the NYPD, and the City Council, for their work on this issue.”

Queens District Attorney Richard A. Brown said, “The prosecution of thousands of ten year old and older summons

We believe the people of Queens County will be better served by focusing our resources on more serious offenses.”

The dismissal of the warrants poses no risk to public safety as those individuals whose warrants are being dismissed have not been arrested in the past 10 years or their warrants would have been triggered.

beer in public, disorderly conduct, and being in a park after dark.

There are approximately 1.5 million open summons warrants citywide. These summons warrants, when left unresolved, subject those who have them to an automatic arrest when questioned by police on the street or during a traffic stop. They may also carry a number of negative consequences, including impeding one’s ability to apply for citizenship, to secure employment or obtain public housing, and subject undocumented immigrants to deportation.

Approximately 143,000 warrants will be dismissed in Brooklyn; 166,000 in the Bronx; 240,000 in Manhattan; and approximately 100,000 in Queens.

The warrants will be dismissed in court proceedings in each county next month. The large-scale dismissal of the warrant backlog comes following multiple warrant forgiveness events in Brooklyn (Begin Again); Manhattan (Clean Slate) and the Bronx (Another Chance).

The dismissals follow months of work with the Office of Court Administration, the New York City Police Department and the Mayor’s Office of Criminal Justice.

Annual Loiza Festival Celebrated 50 years and Aida Perez Street Naming

had here, recognizing the Puerto Rican culture for Afro-Latinos and Afro-Puerto Ricans here in East Harlem and then also increasing our awareness about traffic safety and how to make East Harlem a safer place.

So it’s a commemorative opportunity for both of those reasons but also a celebration of what she meant to this community.”

The festival was started in 1967 by Aida Pérez and other members of Los Hermanos Fraternos de Loiza, including Carmelo Acosta Lacen, Rafael Sanjurgo, Pablo and Macho Lacen.

The goal was to replicate the celebration in Loiza, Puerto Rico.

Another highlight of the three-day festival was the Procession of Saints on Sunday, which began in front of St Cecilia Church on 106th Street and Park Avenue and continued to the Loiza Festival on 109th and

they do it in Puerto Rico,” she told Harlem News.

This annual event allows the community to join the procession and this year, it made a special stop to celebrate the life of Aida Perez on the newly named corner in her honor.

Harlem News spoke with the daughter of Aida Perez, Iris Robles, about the street naming and what the festival has meant to her and her family. She said “we grew to love and understand where we came

from and the importance of being Loizeño from Puerto Rico. My mother made sure that we respected ourselves and our roots. We learned to dance Bomba and Plena, we learned to cook and eat fabulous traditional dishes.

We grew up in a rich tradition-filled environment, and that’s why we want to continue with this festival that she co-founded.”

Robles continued to discuss the weekend. “This weekend was so special to all of us. Not only was it

the 50th year of the festival, 105th street was named Miss Aida Perez-Loiza Aldea Lane. Now, that’s really special to me at a personal level but also to our community. Her legacy will forever be remembered.”

In 2018, the Annual Festival Santiago Apóstol de Loíza will begin its second half century of celebrating the spirit of Puerto Rico in East Harlem. Hope to see you there next summer!

he Annual Festival Santiago Apóstol de Loíza in El Barrio took place over the weekend and featured plenty of food, music and entertainment for people of all ages. Also known as the Loiza Festival, the event celebrated its 50th year in El Barrio in East Harlem. The festival began Friday morning with a street renaming to honor one of the festival’s founders, Aida Perez, on the northwest corner of 105th and Lexington Avenue. Dozens of people celebrated the honor, including a spirited group of singers and drummers, as well as the family of Perez and Assemblyman Robert Rodriguez of East Harlem, El Barrio.

Harlem News spoke with Assemblyman Rodriguez about the meaning and importance of the event. He said “it gives us the opportunity to commemorate those leaders and those people who have made transformational differences in our community. And Aida was one of those people.

Really a community person, a community activist, but really tied to culture and roots of Puerto Rico, of the area of Loiza in Puerto Rico and really created an entire festival, the Santiago Apostol here in East Harlem for many, many years. And it’s tragic that a number of years ago, we lost her to a hit and run incident, really on this block, so this is kind of a celebration of her work, of her life, of the cultural creation that she

Regarding the street renaming, Capote said “with all that is happening in our communities, particularly places like with East Harlem, dispossession, gentrification, it’s coming right, we can’t stop it from coming, but at least with the naming of the street, we know that we have done our landmarking that says “we’re here” not Puerto Ricans used to be here, but that we’re still here.”

Capote also discussed one of Sunday’s highlight.

“The Blessing of the Saints happens there. The Saint is called Santiago Apostol, he is one of the 12 apostles, but there is a saint for the children, a saint for the woman and a saint for the men.

And all year long, that saint is put away safely just like

To Fight the HIV Epidemic, We Need the Black Church

lack Churches are more than places of worship. They are the vibrant hearts of the African-American community that bring the Gospel into our lives, inspire faith, grace, love and mercy and foster a deep commitment to service. For centuries, Black Churches and faith leaders have been at the forefront of the struggle for civil rights, including voting rights and the right to a quality education. And we need the Black Church’s leadership for another adversary: HIV. Make no mistake: Our nation is facing an epidemic that is ravaging our community from coast to coast. Today, HIV affects African Americans more than any other racial or ethnic group in the country.

While we represent just 12 percent of the population, we account for 41 percent of people living with HIV in the United States. This is truly unacceptable.

As part of The Black Church & HIV: The Social Justice Imperative initiative, the NAACP asked churches across the nation to observe a Day of Unity on Sunday, July 23 and preach from the pulpit about HIV as a social justice issue. African Americans must

fully acknowledge the scope of this epidemic and recognize the hundreds of thousands of brothers and sisters it has taken from us. In fact, we account for more than half of deaths attributed to HIV/AIDS according to the Centers for Disease Control and Prevention (CDC).

Like many who grew up in the Black Church, I look to my pastor for guidance in my faith and all paths of life. It is vital that faith leaders take the lead in this fight, committing to educate, engage and motivate their congregations to take positive action to end the HIV epidemic, especially in our communities.

Overall, about one in 20 African-American men and one in 48 African-American women will be diagnosed with HIV during their lifetimes; and 44 percent of all new HIV infections are among African Americans. This crisis is not just about public and community health: It’s about social justice and institutionalized racism.

The numbers are deeply disturbing but not surprising.

Such is the scale of the epidemic that nearly all African Americans have a friend, family member, colleague or acquaintance that is impacted by

HIV. I am no exception.

That’s why in 2011 the NAACP partnered with Gilead Sciences to create The Black Church & HIV initiative to develop a national network of African-American faith leaders who will address the disproportionate impact of HIV on Black Americans. The NAACP is committed to helping enlist faith leaders from around the country to break the stigma surrounding this disease, engage in meaningful conversation and education with their congregants, provide compassionate support and spiritual guidance to those living with HIV, and encourage Black Churches to take action through a social justice lens.

In 2013, we took an additional step to further the impact and reach of our efforts by making a Clinton Global Initiative (CGI) “Commitment to Action.” By 2018, our goal is to conduct 45 faith leader trainings in the 30 cities most highly-impacted by HIV, obtain proactive resolutions from historically Black mainline denominations and integrate HIV as a social justice issue into required curricula in predominantly African-American theological seminaries.

Thus far, we’ve reached more than 1,500 pastors. But

we need hundreds more before we can have the kind of transformative impact necessary to save us from continued, but avoidable, devastation and advance us closer to better health and true justice for our community.

As someone whose faith is central to her life, I ask our shepherds-our faith leaders-in the African-American community to grasp this unique opportunity to have a significant, positive impact in the fight against HIV. We must break the silence about the dangers of HIV and the scope of the epidemic, educate our communities about prevention and advocacy and stop the growth of this disease once and for all.

With the commitment of our faith leaders, I believe this is a fight we can win.

or first-time buyers not having enough money to pay off the closing costs, a seller’s concession might be the solution. A seller’s concession is an agreement that the seller will give back to the buyer a portion of the money spent at closing to cover some of the closing expenses.

Why would a seller be willing to enter into this type of agreement? The seller’s concession could be the difference in closing the deal when: (1) the seller is so anxious to sell the property that he/she is willing to pay a portion or all the closing costs; or (2) the buyer does not have enough money to pay all the closing cost expenses and needs some financial assis-

tance.

There must be specific language in your sales contract highlighting the terms of the seller’s concession, including the percentage the seller is giving back to the buyer. The amount is negotiable but it is usually about 3-6% of the purchase price, however, in some instances it can be higher. With a SONYMA mortgage the maximum amount is 6%.

The property must appraise at a higher value to cover this additional amount and the buyer must be approved for the higher amount. For example, a house being sold for $200,000 and the seller is giving a 6 percent concession. This 6 percent would be added to the sales price, making the purchase

price $212,000 and at the closing the seller would give the buyer $12,000 to assist with the closing costs. The buyer’s mortgage is $212,000.

The problem with the agreement is the buyer is now paying off that additional amount over the entire life of the mortgage, plus additional interest, making this an expensive option. When you consider what your total amount of interest will be for receiving this seller’s concession you need to determine if it is worthwhile.

Sylvia Olden Lee Tribute Concert at Carnegie Hall

n Thursday, June 29, the Foundation for the Revival of Classical Culture put on “Tribute to Sylvia Olden Lee” at Carnegie Hall. Sylvia was an accomplished pianist and voice coach who was the first African American employed as a professional at the Metropolitan Opera. This threehour concert had the hall full with 2,000 people, including many high school students.

The program included musicians from the Harlem Opera Theater.

Acapella spirituals sung by Elvira Green and Sheila Harris Jackson opened the show. Then the Schiller Institute chorus followed with soloist Gregory Hopkins in “Lord, I Don’t Feel Noways Tired,” followed by “Go Down Moses” and “Soon I Will Be Done.”

More spirituals followed with Osceola Davis singing “Guide My Feet,” and Everett Suttle and Frank Mathis singing from the Roland Hayes spiritual song cycle “The Life of Christ.” The dramatic, anthem finale had the chorus and audience joining in, conducted by Roland Carter, in his arrangement of “Lift Every Voice and Sing.”

Notables in attendance included Minister Louis Farrakhan, whom Sylvia supported in returning to his classical violin studies and performance. Written tributes in the program ranged from Jessye Norman to Bobby McFerrin. A proclamation from the office of Mayor Bill de Blasio and First Lady Chirlane McCray declared it Sylvia Olden Lee Day. This was a fitting touch for a beautiful musical evening.

ot only was it “A Great Day in Harlem,” but it was a bright and sunny

day on July 30, 2017 for the Greater Harlem Chamber of Commerce’s (“GHCC) 2017 HARLEM WEEK kick-off all day event at Grant’s Tomb. This year’s theme is Harlem: Home of Immigrants “Honoring New York’s International Diversity,” and diversity and the importance of immigrants were on display all day long. From noon to 8:30 pm the crowds flocked to U.S. Grant National Memorial Park from West 120th Street to 124th Street on Riverside Drive to celebrate through dance, gospel music, fashion and through a concert under the stars.

The International Vendors Village had vendors lining Riverside Drive selling food, clothing, music, and arts and crafts galore. Princess Jenkins, the owner of The Brownstone women’s boutique was out there displaying her one-of-a-kind fashions and proudly representing 125th Street merchants.

Williams: To paraphrase a few folks in hip hop, “Do my ladies run this mother…summer?”

Judging by box office receipts, the answer’s a resounding “Heck yeah!”

Masses have journeyed to theaters to see “Girls Trip.” People are still going to see “Wonder Woman” 2 months after it opened.

Maybe it’s because her fans had been waiting for her movie for 76 years.

Simmons: One of the biggest indications that a man played a huge role in her creation is that in “Wonder Woman” comics, she fought crime in star-spangled panties and kitten heels! Anyway, in the comics, she was created from clay by Queen Hippolyta, who prayed for her statue to come to life and the film sticks pretty close to this origin story.

Williams: Hippolyta’s prayers are answered by the Greek gods, and the small statue becomes her daughter, Princess Diana.

Simmons: As an Amazon from Themyscira, AKA Paradise Island, Diana’s strong, fast and a master of multiple fight-

ing styles and weapons.

She’s gifted by the gods with wisdom, speed, and strength.

Simmons: Her gadgets include bullet-de-

The Classical Theater of Harlem Staged “The Three Musketeers” P

ublic Theater’s “Shakespeare in the Park” is not the only theater dishing out classics this summer. From July 7-30, The Classical Theater of Harlem staged “The Three Musketeers.”

Adapted from the novel by Alexandre Dumas, this classic play was written by Catherine Bush. Artistic Director, Ty Jones should be very proud of this production. He has put together a team that has been nothing but professional. I cannot mention everyone, but I must commend Scenic Designers Christopher and Justin Swader. When you lay eyes on this beautiful set, it transforms you into the early 1600s.

In theater, everyone knows

how important it is to “SET” the mood. Costume Designer, Rachel Dozier-Ezell colorful costumes were beautiful and timely. With the combination of the elaborate set and the award-worthy costumes, this production will have great photos for their archives.

Director Jenny Bennett made sure that this transformation continued throughout the production. Mrs. Bennett’s directions kept the play interesting and upbeat. Of course, “The Three Musketeers” would be nothing without large battles and small fights.

Fight Director Emmanuel Brown did an incredible job staging these fights. Each fight out did the next. Well until “The Matrix fight.” Even if

Keanu Reeves was on stage, that fight could not be any better. Thanks to the choreographer Tiffany Rea-Fisher, the play’s movements were just right. All of the dancers looked great on stage, but more importantly, they helped to tell the story.

Although, the play added some modern elements, it made it more entertaining. There is nothing like seeing a character from the 1600s “dabbing.”

This play exemplifies true professionalism all because of visionary, Ty Jones. Jones has kept “The Classical Theater of Harlem,” on the map. Ty, once a lead actor for the company, found a way to get the Classical Theater of Harlem out of an over $300,000 debt. He did this at a time when he didn’t receive any

salary from CTH. He supported his family by booking acting gigs.

With his business savvy and love for Harlem and Black Theater, Ty has strengthened Harlem

and Harlem theater. He should be honored for that. Even now, Ty is a working actor. You may recognize him from his recurring role on the Starz hit show “Power” in which Ty plays Special

Agent Jerry Donovan. Whether it’s stage or film, Ty gives his all.

And now, Harlem is looking forward to “The Classical Theater of Harlem’s” 2018 summer in the park production.

The Power of Suggestion

W

e often read about the power of attraction. It is no longer a secret. What we think can manifest into a reality. What we do not read about often is the power of suggestion. Our subconscious mind is our link to the mind of the universe. Our subconscious mind is our second mind. It is the power given to humans at birth to acquire health, wealth, success and happiness. Our conscious mind controls the actions of our subconscious

mind. We are what we think, and our world is what we believe it to be.

Our subconscious mind can also function independently from our conscious mind. It works nonstop. All of our internal body functions work without our conscious thought. What is not commonly known is the influence that external suggestion can have on our subconscious mind. A hypnotic suggestion to a person can harm or heal that person.

“Almost any disease can be induced in hypnotic subjects by suggestion” writes Dr. Joseph Murphy in his wonderful book “The Power of Your Subconscious Mind”.

Many have experienced the miraculous phenomenon of faith healing. The reason

why one should be careful about their thoughts is due to the power of suggestion.

There is an old Taoist tale about a healer with two patients: one with a terminal illness and one with a simple virus. The healer’s helper mixed up the notes for each patient, so the healer told the patient with the simple virus that he could not help him but he would give him a few herbs to make his last few days less painful. The patient who was terminally ill was given a few herbs and was told that they would cure the illness in a few days.

A month late the patient who was terminally ill came to visit the healer to thank him for making him well. The healer asked his helper about the patient with the simple

I

’m guilty! I have done the unforgivable, but I really didn’t mean to do it. It all started so innocently.

I was looking for a shirt of mine and when I couldn’t find it, I decided to look in my daughter’s room.

So, you see, one thing just led to another. My daughter and are about the same size, and she will borrow things of mine quite frequently. At age 16, she was already “borrowing” belts that no longer fit around my mature waistline. Quite frankly, I have a habit of holding onto things that I like, even though I have outgrown them.

So I have a wardrobe

of what I consider really chic clothing and accessories that no longer fit me!

Back to my transgression . . . I didn’t find the shirt amongst the stacks of clothes that I laundered and folded neatly and placed in my daughter’s room to be put away. The only other thought I had

was that perhaps it was hanging in her closet.

Yes, I went through her closet . . . but only to look for the shirt. And guess what I found?

My black and white twin-set, my jersey pants, two of my favorite skirts and on the shelf, my handbags!

There I was feeling really guilty, but she had, unbeknownst to me, raided my closet too! Now I’m possessive (yeah right), but she had hit the Mother Lode so to speak and was wearing my current stuff. She was not playing fair.

So like any self-respecting woman with a roommate who borrows things without asking—I took them

back. As I was leaving her room, with my stuff, guess who catches me in the act?

“Mom!” she says, “what are you doing in my closet?” Startled, I jumped, and turned around to face my accuser . . . and she was wearing the shirt I was looking for in the first place! Nuff said. Think about it. See you next week.

One of the lines that caught this writer’s attention was, “When the years have turned our hair to silver, and the days of our youth have left us so very far behind; Golden memories we’ll keep in our hearts.” The transition of Rev. Henry V. Harrison just reminds us of our remaining days here on Earth. The number of home-going services we attend or are notified about are increasing. Be nice to one another. Paul reminds us about ”forgetting those things in the past.” Do what you can to develop the young men and women who are coming after

our home-going services have been held. They need us badly now. If not your home perhaps there are young people you can mentor in your church or your building.

The Tabernacle of Deliverance is presenting their annual Women’s Fundraiser Dinner and Raffle on Saturday, August 5 at noon.

Missionary JaCynthia Williams is the Chairperson and Sis. Lynn Williams is the Co-Chair. Rev. Joseph T. Bright, Jr. is the Pastor.

On Saturday, August 12, from noon to 5pm, New Tabernacle Baptist Church will present a street festival titled “Taking it to the Streets.” The event will offer fun for children of all ages. Free

school supplies, clothes, along with free food and bibles will be given away.

Rev. Hiram Ratliff is the Pastor. The church is located at 990 East 181street in the Bronx.

Dr. Rev. Ouida Harding’s prophetic vision in 1979 came to reality last weekend at the historic Williams Institutional in Harlem. The ordination service of those trained in the Music Ministry was a beautiful and greatly needed service.

The ordination message was delivered by Bishop James Bryant, Pastor of the Universal Church of Spiritual Truth, currently located in the Bronx. His message was drawn from Mark 4 – quite appropriate. These candidates have earned the

title “Minister of Music for Worship.” These are the first fruits of my sisters’ vision. The plan is to develop true Ministers of Music to serve in partnership with Pastors’ – not in competition. Congratulations Dr. Harding on a dream come true!

Three High School graduates are college bound after the New Ebenezer Baptist Church held a College Bound Assistance Service last Sunday. The guest preacher was Rev. Idus Nunn, Jr., Pastor of Franklin Avenue Baptist Church in the Bronx. Rev. Christopher Lett is the Pastor of New Ebenezer.

“This is How We Do It” REVIEW by Terri Schlichenmeyer, Harlem News contributor

T

his morning, you woke up to a big day.

Like most days, you’ll eat breakfast and get ready to leave the house. Every hour is then packed with fun and excitement before you go to sleep in a comfortable bed tonight. Do kids like you live like that in other countries? In “This is How We Do It” by Matt Lamothe, you’ll see.

Meet Romeo from Italy.

He’s eight years old and lives with his parents and siblings in a house with a vineyard out back.

There, he has rock-throwing contests with his friends after school. Romeo loves to eat lasagna for dinner, he likes working on model cars with his father, and he goes to bed covered with a warm down blanket.

Meet Daphine, whose nickname is “Abwooli.”

Daphine is seven years old and lives in Uganda “in a house made of wood and mud.” At private school, she wears a red t-shirt and green shorts, just like every other student there.

Because her school is very far from home, Daphine lives with her grandmother during the week; even so, she walks a halfhour to get to class.

Meet Ananya, who is called “Anu.” Eight years old, Anu lives in India and helps her mother after school by hanging laundry outside on a line to dry. Dinnertime for her family is at nine o’clock; afterward, Anu likes to play with her sister before bedtime; then, the entire family sleeps together in one huge bed.

Meet Kian, who is seven years old.

Living in Iran in an apart-

ment near the Caspian Sea, Kian wears a uniform to his all-boys school, where he studies Farsi and the Quran. One of the things Kian likes to do after school is to go horseback riding, and he enjoys helping take care of his baby brother.

He also loves to watch cartoons on TV before going to sleep beneath his favorite blanket.

Now meet you. What is your life like?

Based on seven real families living in countries around the world, “This is How We Do It” is a nice introduction to other cultures and a “typical day” that the worlds’ children might experience.

“The world is a huge place…” says author Matt Lamothe, and though he indicates that his book doesn’t necessarily represent how each

Simply-hued pictures allow young readers to see where and how other kids live, what their teachers are like, and what can traditionally be found at the table – and though some of

those things may be markedly dissimilar to what your child is used to, variations are noted matter-of-factly. The book ends on a note that ties up its whole meaning nicely.

Great for upper-elementary school kids, this book is also a smart reference and a nice startoff point for a school report. Or, if your child merely wonders how the other half of the world lives, “This is How We Do It” gives them a big story.

It seems “health justice” for the people has won the battle for sure but there is still the war to fight. Our President who vowed at one time during the campaign

to not let people “die in the streets”, now seems to be intent on sabotaging whatever weaknesses exist in the current system. For instance the threat to withhold cost subsidies, which are essentially discounts that lowers the amount one has to pay for out of pocket expenses --deductibles, copayments and coinsurance, particularly if your income is low.

CNN Money reports that 58% of those who signed up for Obamacare coverage in 2017 or 7 million people would benefit from these discounts – translation about $7 billion in subsidies paid out to insurers. However if the subsidies stop, insurers might follow the lead of Humana, Aetna, Anthem and others that have pulled out of the Obamacare exchanges which could leave millions of people in a lurch.
