By Michael V. Cusenza A Bronx man may be injured today but he’s lucky to be alive after he desperately tried to evade a traffic stop in Howard Beach Sunday—only to end up jumping the curb and smashing his car into the storefront of a Cross Bay Boulevard bank.

According to police and published reports, a New York State trooper on Sunday around 7 a.m. pulled over Theodore Simpson, 30, who was driving an Acura on the Howard Beach thoroughfare. However, Simpson decided to make a break for it before the cop could even climb out of his own vehicle. He sped down road, but his getaway was decidedly short-lived. Simpson quickly lost control of the sedan, slamming it

into the glass front of the TD Bank on Cross Bay Boulevard and 162nd Avenue.

Simpson was transported by EMS to Jamaica Hospital Medical Center with a leg injury, police said.

State Police investigators examined Simpson’s Acura with a fine-toothed comb—and uncovered the likely reason for his decision to flee the traffic stop: Cops found a loaded handgun and an unknown amount of heroin.

Simpson has been hit with several misdemeanors and a felony (for the gun). Other charges include reckless driving, fleeing a police officer, and possession of a controlled substance.

Feds Propose Parking Fee Hikes at Riis Park, Jamaica Bay

By Forum Staff Gateway National Recreation Area is proposing to increase parking fees beginning in 2021 at Jacob Riis Park and Sandy Hook in order to maintain and improve visitor services. Eighty percent of the money raised from parking fees stays within the park, according to National Park Service officials, and the additional revenues will be used to improve the condition of visitor facilities and help cover the increase in cost for services such as lifeguards. The parking fee is only charged at Sandy Hook and Riis Park from the Saturday before Memorial Day through Labor Day. Biking, walking or using public transportation into these beach areas

will remain free.

This would be Gateway's first parking fee increase in several years. Fees last increased at Sandy Hook and Jacob Riis Park in 2012. Visitors with Senior or Access Passes would be charged half price for parking fees, as they are now.

The proposed parking fee at both Riis Beach and Sandy Hook is $20 per vehicle and $50 per oversize vehicle and is proposed to take place in summer 2021.

The proposed season pass for both Riis Beach and Sandy Hook will be $100 and $200 for oversize vehicle.

Delaguna allegedly attacked the jogger near the intersection of 53rd Place and Broadway in Woodside.

By Forum Staff A Woodside woman has been charged with a hate crime after she allegedly attacked a passing jogger while using a racial epithet last month, Queens District Attorney Melinda Katz announced Tuesday.

Lorena Delaguna, 53, was arraigned Tuesday morning on a complaint charging her with second-degree attempted assault as a hate crime and aggravated harassment in the second degree. She was ordered to return to court on Friday, Sept. 25.

According to the charges, on Aug. 17, an African-American woman out for a jog in Woodside was suddenly surprised near the intersection of 53rd Place and Broadway when Delaguna allegedly threw a glass

bottle at her. The bottle shattered near the jogger, splashing liquid on her. Delaguna is also accused of yelling and cursing at the victim, telling her to get out of here and go back to Africa and calling her the N-word.

According to the complaint, the jogger kept moving in an attempt to get away from the defendant. Delaguna allegedly followed her for at least a block while yelling and threatening the victim.

“Crimes like this, which are fueled by hate, are in a special category for a reason.

No one should have to endure being called a vile slur or being attacked simply because of the color of their skin, their religion or who they love,” Katz said.

If convicted, Delaguna faces up to seven years in prison.

Park Staffer Dies after Tussle with Vandals

A Forest Park Golf Course caretaker recently died days after he was physically accosted by vandals running wild on the links, according to police and published reports.

William Hinchey, 79, on Tuesday, Sept. 8 observed a number of teens riding bikes on the greens and trying to steal hole flags. After asking the group to disperse one of them allegedly pushed Hinchey to the ground. The teens then scattered, leaving an unresponsive Hinchey on the grass.

Hinchey, who suffered a broken pelvis, was rushed to Jamaica Hospital Medical Center and later transferred to North Shore University Medical Center on Long Island where he died Friday, Sept. 11, according to authorities.

Hinchey’s funeral was held last Wednesday at St. Thomas the Apostle church in Woodhaven. He lived in Whitestone.

As of Wednesday morning no arrests had been made and the investigation is ongoing.

POLS PRESSURE POSTMASTER GENERAL — STOP DELAYING MEDICATION Following alarming reports that delivery time for critical prescription medications have increased, U.S. Senators Charles E. Schumer and Kirsten Gillibrand sent a letter to Postmaster General Louis DeJoy calling for the immediate reversal of harmful operational changes. During the pandemic, even more New Yorkers, especially seniors, are relying on the U.S. Postal Service (USPS) for their prescription medications. However, increased demand, coupled with changes made

by DeJoy, have slowed operations and caused delivery times to increase, according to a report in The Washington Post. Schumer and Gillibrand have repeatedly urged DeJoy to reverse operational changes to the U.S. Postal Service, which have severely limited the agency’s ability to deliver mail in a timely manner.

“Postmaster DeJoy’s backwards policies and blatant undermining of the Post Office isn’t just playing politics, it’s playing with New Yorkers’ health and medications in the midst of a pandemic,” said Senator Schumer.

“It is unfathomable that during this pandemic, Mr. DeJoy is creating yet another crisis by refusing to reverse the operational changes that have resulted in days, and in some cases even weeks, of missed doses, threatening the health and potentially the lives of vulnerable New Yorkers. This cannot continue.

Mr. DeJoy must immediately fix the changes that impacted the timely delivery of medications.”

“It is unacceptable that Postmaster General DeJoy refuses to reverse changes that have interfered with the delivery of vital medications to seniors and families across New York State. Seniors and those with preexisting medical conditions are especially vulnerable to this pandemic, and it is dangerous to prevent them from receiving their medications safely by mail,” said Senator Gillibrand. “Congress must act to protect the integrity of USPS. These disruptions have placed a great burden on those at greatest risk of the pandemic and I demandDeJoy reverse course on his disastrous operational changes.”

Numerous reports have indicated that seniors are experiencing delays in receiving

medications through the mail. Some have been left without life-sustaining medication while others have been forced to obtain emergency prescriptions from their doctors and pay out-of-pocket for medication because their insurance covered prescriptions never arrived. Schumer and Gillibrand joined Senate Democrats in calling for DeJoy to immediately reverse all operational and organizational changes that have resulted in life-threatening delays of critical medications and adhere to the Postal Service’s mission of “prompt, reliable, and efficient services to patrons in all areas.”

The key requests presented in the letter follow: What considerations did you give to

City Sets New School Schedule

By Michael V. Cusenza City education officials on Thursday issued a new phased school schedule and additional staffing plan as the 2020-2021 academic year gets off to a shaky start across the five boroughs.

According to Mayor Bill de Blasio, Schools Chancellor Richard Carranza, United Federation of Teachers President Michael Mulgrew, and Council of School Supervisors & Administrators President Mark Cannizzaro, teachers and students this week have been remotely engaging in preparations and orientations for the school year. As remote learning continues, inperson learning for blended learning students will be phased-in across the next two weeks, beginning with: • Monday, Sept. 21: Blended learning students in grades 3-K and Pre-K, as well as all grades in District 75 • Tuesday, Sept. 29: Blended learning students enrolled in K-5 and K-8 schools • Thursday, Oct. 1: Blended learning students enrolled in middle schools, high schools, secondary schools (schools spanning grades 6-12), and transfer schools/adult education According to officials, all students in full remote programs started as planned with fullday instruction on Monday, Sept. 21. As students begin in-person learning according to the above timeline, they will do so according to the blended learning schedules their schools have provided them (e.g., coming in person on Tuesday and Wednesday).

Adding to the 2,000 additional teaching staff to be deployed to schools that de Blasio announced on Monday, Sept. 13, the City will also bring on 2,500 additional educators to

fulfill staffing needs at 3-K, Pre-K, District 75, K-5 and K-8 schools. These educators will help fill key gaps for in-person learning in schools to make sure that all students have a rigorous learning experience in a safe, healthy environment, according to City education leaders.

Additionally, the officials said that the Department of Education is continuing to engage middle and high schools as well to establish their needs for additional staffing, and will announce additional staff capacity for those schools in the coming weeks.

“Our students, staff, and families have demonstrated tremendous resilience over the last six months, and we’re going to continue to build on all the work we’ve done as we move forward,” Carranza said. “We are giving our schools more staff, more time, and more support to have the strongest possible start to the most unprecedented school year.”

Plenty of critics blasted de Blasio and Carranza for the latest reopening delay.

“COVID-19 and disastrous State-level budget cuts have put our education system in crisis, and the mayor’s lack of a clear vision and a clear plan are only deepening that crisis,” said Public Advocate Jumaane Williams. “There are ways to address childcare concerns, ways to better serve students most in need, but ignoring these methods in favor of a broad reopening by an ever-shifting date has only created more chaos, including for parents whose own plans rely on a City that doesn’t have one.”

De Blasio has said that the City will not reopen schools if the citywide infection rate exceeds 3 percent. As of Wednesday afternoon, the citywide infection rate was under 1 percent.

Bronx Man Indicted in Savage Beating of South Ozone Park Woman

By Michael V. Cusenza A borough grand jury has indicted a Bronx man for allegedly beating his ex-girlfriend with a wooden beam studded with nails on a Jamaica street, Queens District Attorney Melinda Katz announced Thursday.

The victim barely survived the May 16 assault, Katz noted.

James Fitzgerald, 53, was arraigned Thursday morning on a six-count indictment charging him with attempted murder in the second degree, two counts of assault in the first and third degree, criminal possession of a weapon in the third degree, and harassment in the second degree. In addition to the May 2020 incident, Fitzgerald is also charged in this indictment with an alleged assault on April 17, 2020. At that time, Fitzgerald allegedly punched the same victim in the head and face causing her to sustain a laceration and bleeding to her lip and near her eye.

Fitzgerald was remanded to custody and ordered to return to court on Nov. 12.

According to the indictment for the May incident, just before 6 p.m. on May 16, Fitzgerald stood over his 35-year-old estranged girlfriend, who was sprawled on the ground in front of a fish market on

150th Street in Jamaica and attacked her.

Fitzgerald allegedly pummeled the woman’s body with blows.

Witnesses nearby yelled for the man to stop, and for a moment Fitzgerald walked away. But he would return with a wooden plank and repeatedly slam it in the woman’s face.

Witnesses called 911 and police arrived on the scene just as the defendant was walking away from the bloodied and bruised woman. When officers ordered Fitzgerald to stop, he broke into a run and was apprehended after a short foot chase.

As outlined in the charges, the victim was unconscious when she was rushed to

a nearby hospital. The woman, who lives in South Ozone Park, needed at least three surgeries, but lost vision in her right eye.

Her orbital bone was crushed and her face is permanently disfigured.

At the scene, DA Katz said, police recovered the bloody wooden plank with several nails protruding from it. Officers also recovered the victim’s teeth that broke off and scattered on the sidewalk during the horrific attack.

“This was a brutal crime. The victim was defenseless on the ground when witnesses saw the defendant allegedly repeatedly strike her with his feet and fists. But that wasn’t enough. This man is alleged to have continued the attack using a nail-riddled wooden plank. It is remarkable that she survived,” Katz added. “Domestic violence is a horrible scourge in our society and we must do everything possible to stop it.”

If convicted, the Fitzgerald faces up to 25 years in prison.

“It may seem overwhelming to try and leave a dangerous situation at home, especially during a pandemic, but there are still resources available to you and your loved ones,” Katz said.

College Point Man Charged with Attempted Murder for Shooting at Cops Responding to 911 Call

By Forum Staff A College Point man has been charged with attacking the mother of his child and then firing multiple shots at police officers when they responded to the scene earlier this month, according to Queens District Attorney Melinda Katz.

Rodolfo Montero, 25, was arraigned last week on a complaint charging him with attempted murder in the first degree, attempted assault in the first degree, criminal possession of a weapon in the second and third degree, aggravated criminal possession of a weapon, reckless endangerment in the first degree, assault in the third degree, menacing in the second degree, criminal obstruction of breathing or circulation, criminal mischief in the fourth degree, endangering the welfare of a child, and harassment in the second degree. Montero was ordered held without bail.

According to the charges, sometime in the morning on Sunday, Sept. 13, a woman argued with Montero in her 125th Street home. During the disagreement, Montero allegedly choked the 20-year-old victim, cutting off her oxygen. The defendant’s mother, who was present in the apartment, intervened and tried to prevent Montero from hurting the victim. At that time Montero allegedly slapped his mother in the face. Later that afternoon, Montero and the younger woman argued again, and this time Montero is accused of punching her in the face with his fist in the presence of their 1-year-old child.

As the dispute continued, the defendant allegedly unwrapped a black firearm from a sock-like covering and stated, “I am going to kill you.” The victim took her daughter and ran from the apartment along with Montero’s mother. At approximately

Police executed a court-authorized search warrant and a loaded AK 47 assault rifle was recovered from the residence.

If convicted, Montero faces up to life in prison.

Audit Reveals Breakdowns at City Animal Care Centers: Comptroller

By Forum Staff An audit of Animal Care Centers of NYC, recently released by City Comptroller Scott Stringer, uncovered multiple deficiencies in shelter conditions—including unacceptable humidity levels, instances of dirty kennels, expired medication, and food past its “best by” date. In addition, a sample of animal medical records revealed areas of concern regarding the administration of vaccinations, screening examinations and weighing of animals, as well as a high rate of respiratory infections.

ACC is the City-contracted organization charged with rescuing, caring, and finding homes for homeless or abandoned animals in the five boroughs. It provides shelter to more than 20,000 animals a year. Based on the deficiencies uncovered in the audit, Stringer recommended that ACC and DOHMH take 21 measures to ensure that staff consistently adheres to animal care protocols and that animals are sheltered in optimal conditions with appropriate medical care.

Stringer’s review of ACC’s and the City Department of Health and Mental Hygiene’s care of shelter animals uncovered the following findings: • 17 of the 30 animals whose medical records were sampled developed either canine infectious respiratory disease complex (CIRDC) or an upper respiratory infection (URI) at some point during their stay at an Animal Care Center.

• Auditors observed humidity levels outside acceptable levels in multiple rooms. Of the 40 rooms tested during a first round of visits, 9 lacked working humidity-temperature monitors. All 31 rooms with working monitors registered low humidity levels (below 30 percent). During a second round of unannounced visits in June of 2019, 7 of 41 rooms tested lacked working monitors.

For the remaining 34 rooms that had monitors, auditors found high humidity levels in 13 (38 percent) of the rooms where animals were located.

According to an ACC veterinary official, high humidity levels could potentially lead to conditions that pose risks to animals’ health, specifically: • The increased longevity of certain viruses, bacteria, and fungi.

• Delayed drying of surfaces.

The resulting moist environments, especially those laden with chemicals from cleaning, can induce respiratory tract irritation, pre-dispose animals to mechanical irritation, and lead to greater susceptibility to the colonization of pathogens.

In addition, low humidity levels could potentially lead to defective self-cleaning ability of the airway of the animal and can facilitate the transmission of certain airborne viral particles.

• Sound of predator species heard in prey rooms, such as the sound of dogs barking heard in a cat adoption room, a cat holding room, and a combined rabbit

and guinea pig adoption room.

ACC Guidelines state that prey species (e.g., birds, guinea-pigs, hamsters, gerbils, rabbits) should be housed away from predatory species (e.g., ferrets, cats, dogs) at all times, since it is extremely stressful for them to be housed in an area where they are subjected to scent, sound, and visual contact with predatory species.

• Although ACC generally provided the animals in its care with access to clean water and a sanitary environment, auditors found 63 exceptions among the 798 animals they observed, specifically: 15 animals did not have access to clean water; and 48 animals were in dirty kennels.

• Food and treats past their “best by” dates were found during two unannounced visits, including 63 food items that were past the “best by” date, and at the time of the visits, some of those food items were being given to the animals as treats.

• It appeared that shelter operations staff were not consistently adhering to the organization’s unwritten policy to check expiration dates of food and treats every two weeks while ordering supplies.

• Peeling paint and exposed surfaces and similar defects were found at 16 out of 40 rooms used for animals that the auditors inspected at 3 shelters, with conditions such as peeling paint, cracks, and/or spots on the ceilings in need of repair.

• During one shelter visit, auditors found two bottles of expired medication and a bottle of medication that did not have an identifiable expiration date. They

Specifically: 3 animals (10 percent) were not administered their vaccinations within 24 hours upon arrival; 3 animals (10 percent) did not receive their screening examinations within 24 hours of arrival; and 3 animals (10 percent) were not weighed during their screening examination. Fourteen (46.7 percent) of the 30 sampled animals were not reweighed timely; 10 animals were not reweighed at all, and 4 of the 14 animals were reweighed late, after the 14th day in ACC’s care.

• The planned renovation of the Manhattan Animal Care Center’s garage space into an adoption center remained incomplete, and the Center lacked a backup generator.

• DOHMH did not conduct comprehensive assessments of ACC’s adherence to the contract’s scope of services in a timely manner.

also found a bottle of medication that did not have an identifiable expiration date at a different shelter.

• ACC’s computerized inventory records were inaccurate in relation to the quantity of controlled substances on hand. In eight instances, auditors found a discrepancy between the quantity of a controlled substance on hand and the quantity reflected in ACC’s reconciled EPMX balances. That result equated to an error rate of approximately 23 percent (8 out of 35).

• A sample of 30 animals housed at ACC for at least 14 days did not always receive the care stipulated in ACC’s policies and

By Forum Staff A City police officer and Army reservist has been arrested for allegedly acting as a spy for China, federal prosecutors announced Monday.

Baimadajie Angwang, 33, who worked out of the 111th Precinct in Bayside, has been charged with acting as an illegal agent of the People’s Republic of China as well as committing wire fraud, making false statements, and obstructing an official proceeding.

According to the publicly filed complaint and the government’s detention memorandum, Angwang, an ethnic Tibetan native of the PRC and naturalized U.S. citizen, is assigned to the NYPD Community Affairs Unit.

Since at least 2014, Angwang allegedly acted at the direction and control of officials at the PRC Consulate in Manhattan. Specifically, Angwang reported on the activities of Chinese citizens in the New York area, spotted and assessed potential intelligence sources within the Tibetan community in New York and elsewhere, and provided PRC officials with access to senior NYPD brass through invitations to official events. One of the PRC Consular officials at whose direction Angwang acted worked for the China Association for Preservation and Development of Tibetan Culture, a division of the PRC’s United Front Work Department. This department is responsible for, among other things, neutralizing potential opponents of the PRC and co-opting ethnic Chinese individuals living outside the PRC. Angwang is also charged with committing wire fraud, making material false statements and obstructing an official proceeding. As part of his employment with the

U.S. Army Reserve, Angwang maintained a “SECRET”-level security clearance. According to court documents, in 2019, Angwang completed and electronically submitted an SF-86C form for a background investigation. On the form, Angwang lied by denying that he had contacts with a foreign government or its consulate and by denying that he had close and continuing contacts with foreign nationals, including his family members who live in the PRC, some of whom are affiliated with the People’s Liberation Army.

“The defendant allegedly violated his sworn oath to serve the New York City community and defend the Constitution against all enemies by reporting to PRC government officials about the activities of Chinese citizens in the New York area and developing intelligence sources within the Tibetan community in the United States,” said Acting Brooklyn U.S. Attorney Seth DuCharme.

If convicted, Angwang faces a maximum sentence of 55 years’ imprisonment.

“This is the definition of an insider threat—as alleged, Mr. Angwang operated on behalf of a foreign government; lied to gain his clearance, and used his position as an NYPD police officer to aid the Chinese government’s subversive and illegal attempts to recruit intelligence sources,” said FBI NY Assistant Director-in-Charge Bill Sweeney, Jr. “The FBI is committed to stopping hostile foreign governments from infiltrating our institutions, and we will we not tolerate the behavior of those who willingly violate their oath to the United States, and covertly work against their fellow citizens. We want to thank the NYPD for its extraordinary partnership on this investigation.”

Middle Village Man Named DSNY Commissioner

Outgoing DSNY Commissioner Kathryn Garcia’s last day was Friday.

By Michael V. Cusenza Mayor Bill de Blasio on Friday appointed Middle Village native Edward Grayson as the acting commissioner of the Department of Sanitation.

Grayson, a 21-year DSNY veteran with deep family ties to the agency, succeeds Kathryn Garcia, whose official last day as head of the department was Friday.

Grayson was most recently appointed four-star chief and director of the Bureau of Cleaning and Collection in September 2017. He has held a range of positions throughout the department. He was Operations chief overseeing snow removal during the 2016 Jonas Blizzard, the largest snow storm in New York City history.

As director of the Bureau of Cleaning and Collection, Grayson oversees day-today operations for DSNY, including the collection, recycling and disposal of more than 12,000 tons of waste per day and efforts to keep the city’s communities healthy, safe and clean. He has implemented new technologies to improve snow removal and reform front-line operations, and he has been a leader in the department’s implementation of the City’s aggressive zero-waste goals, the mayor noted.

“Edward Grayson is the kind of experienced, steady hand New York’s Strongest needs to lead the department through this transitional period,” de Blasio added. “I’m grateful for his service, and I look forward to working with him to give New Yorkers the safe, livable communities they deserve.”

Grayson’s father was a life-long Sanitation worker and supervisor and his mother was recycling outreach coordinator during the rollout of the City’s groundbreaking citywide recycling program in the 1990s.

“When I was a kid, I always wanted to be a Sanitation worker, because my dad was one,” Grayson said. “Every single member of this department is someone’s family, but during these unprecedented times, we are

FOOD ALLERGIES UNDERSTANDING THEM Food allergies or food intolerances affect nearly all of us at some time. People having unpleasant reactions to food often wonder if it had something to do with what they had to eat.

One out of three people believe food allergies have something to do with another family member having the same allergy. In reality though, numbers show only about 5% of children and 4% of teens and adults have family related allergies.

The difference between clinically supported food allergies and what people think is causing the problem is maily because of reactions brought on by what we call a food intolerance.

Lactose intolerance is something we’ve all heard about and seen many products that deal with the condition.

It’s important to know the difference between intolerance and a true allergic reaction.

A food allergy is an abnormal response to food triggered by the immune system.

The immune system is not responsible for symptoms of a food intolerance, even though these symptoms can resemble one another. Being allergic to milk is very different from not being able to digest it due to lactose intolerance.

Th relatively small percentage of people with true alergies to certain foods, have to identiy the allergies beacuse it could save their lives. People who have true food allergies must prevent these allergic reactions because they can cause devastating illness and, in some cases, be fatal.

An allergic reaction to food can affect the skin, the gastrointestinal tract, the respiratory tract, and, in the most serious cases, the cardiovascular system. Reactions can range from mild to severe, including the potentially life-threatening condition known as anaphylaxis. In the U.S., food allergy symptoms send someone to the emergency room every three minutes.

Mild symptoms may include one or more of the following: hives, Eczema,redness of the skin or around the eyes,i tchy mouth or ear canal,nausea or vomiting, diarrhea, stomach pain, nasal congestion or a runny nose, sneezing, slight dry cough, odd taste in mouth and uterine contractions.

If you experience any of these symptoms you should discuss them with your pharmacist or physician right away.

Remember, being prepared for an allergic reaction can often mean the difference between an unpleasant experience and a life threatening situation.

Transportation Security Administration officers at John F. Kennedy International Airport earlier this month discovered an unusual, suspicious item inside a traveler’s carry-on bag that agency officials said could have resulted in a tragic outcome had it been carried onto an aircraft. The bag was pulled for a search and determined to be two large electronics wired to what appeared to be a tampered power source, according to TSA. An agency explosives expert was called to examine the item (pictured). It was deemed that the power component was hazardous because the passenger had tampered

with and exposed multiple lithium batteries, which created a possible explosive device.

TSA officials then tracked down the passenger who explained that he had constructed a solar panel wired to the batteries to power his device because of the difficulties he experiences in finding batteries in the country to which he was ticketed to travel.

He was not permitted to fly with the batteries as he had altered them and he agreed to voluntarily abandon the batteries with TSA for proper safe disposal, federal officials noted.

Public Advocate Aims to Re-define Public Safety

By Forum Staff Public Advocate Jumaane Williams recently announced a campaign to re-define public safety, a public education campaign to work alongside the ongoing public policy effort aimed at envisioning and expanding nonpolice alternatives to ensuring safety in what he called 10 key areas in NYC (all quotes attributed to Public Advocate Williams): Gun Violence: “On the federal and State levels, actions need to be taken to reduce the flow of guns into New York. On the City level, we must further the success of credible messengers in preventing and interrupting violence. We must prioritize the experiences of Black Trans, Black and Brown, and lowincome communities who are most impacted by this crisis to implement targeted solutions that address the root causes of gun violence.”

Schools: “Increasing the quality of public education and equitable learning opportunities is key to providing thriving environments for young people. We must maximize the number of social workers and psychologists who work from a restorative justice and trauma-informed approach. This will empower students, prevent violence, and resolve conflicts before they cause harm.”

Housing and Homelessness: “Access to housing is a human right. Our approach to homelessness must center permanent housing solutions, including supportive housing and expanded affordability measures. Homelessness should never be criminalized. We

must develop a citywide non-police system that responds and engages with homeless individuals, especially Black and Latinx LGBTQIA+ youth abandoned without shelter.”

Mental Health: “In 2018, there were 179,569 emergency calls involving individuals in mental health crisis. The City must do more to prevent these crises from occurring by strengthening local community based mental health infrastructure, especially in communities of color. For when crises occur, we must implement a citywide non-police response system in order to improve services

and minimize hospitalization and justice involvement.”

Transportation: “We must envision transportation as a widely accessible tool for NYC, especially low-income and Black, Indigenous, and People of Color (BIPOC) communities.

We must question unlawful traffic stops and the over-reliance of law enforcement in the subways, while simultaneously strengthening the infrastructure and affordability of public transportation.”

Technology: “Law enforcement’s recent broad deployment of technology has raised

legitimate questions on how under-regulated mass surveillance can negatively impact New Yorkers. We need a community-regulation process around the usage and deployment of surveillance technology to ensure that it is fully transparent, non-discriminatory, respectful of privacy rights, and limited to necessary use.”

Domestic Violence Responses: “We must utilize a survivor-centered approach to responding to domestic violence calls. We must also expand the use of community-based response to intimate partner violence and increase funding for survivor services outside of the scope of police calls and orders of protection.”

Immigration: “We must strengthen our rejection of federal law enforcement against immigrants and proactively work to further immigrants’ rights through civic engagement, employment, and educational opportunities.”

Protecting Vulnerable Families: “We must cease separating families in crisis and instead dedicate resources towards a restorative approach that includes family care and traumainformed support services for poverty-driven issues that disproportionately impact Black, Brown, and immigrant families.”

Prioritizing Public Health: “We have an opportunity to change our approach from applying punitive measures to developing transformative models of leadership that empower community members and restore justice when harm is committed. We must imagine new systems that discourage prohibited methods of survival and help communities secure access to the resources they need.”
