South Richmond Hill Woman Charged with Attempted Murder of Newborn Boy

By Michael V. Cusenza A South Richmond Hill woman has been charged with tossing her newborn son out of a bathroom window shortly after she gave birth, Queens District Attorney Melinda Katz announced Thursday.

Sabita Dookram, 23, was arraigned Tuesday on charges of attempted murder in the second degree, assault in the first degree, reckless assault of a child, two counts of assault in the second degree and endangering the welfare of a child.

According to court records, bail has been set at $50,000 bond/$50,000 cash. As of Wednesday afternoon, Dookram remained in custody on Rikers Island. She was ordered to return to court on Nov. 5.

According to the charges, at approximately 10 a.m. on Sunday, Oct. 11, a neighbor heard whimpering noises coming from outside.

When the neighbor went out to see what was making the noise she observed a newborn baby boy lying naked on the ground, next to the building’s garbage.

Officers responding to the location saw blood on the ground and on the side wall leading up to the 1st floor bathroom window and on the window sill of Dookram’s bathroom.

According to the complaint, when questioned by police officers, Dookram allegedly said, “I gave birth yesterday afternoon. I cut the [umbilical] cord with a scissor from the bathroom. I panicked and threw it out of the bathroom window. I did not check on the baby, I put my

clothes in the laundry hamper in the bathroom, I showered and went to sleep.”

Dookram and the baby were rushed to Jamaica Hospital Medical Center. Upon admission to the hospital, the baby was placed on a ventilator and then transferred to Cohen Children’s Medical Center.

“This is a heartbreaking situation,” the DA added.

Sunday’s incident rocked the normally quiet South Queens

block, according to a neighbor who did not want their name published.

“Very, very nice family,” the neighbor said, referring to Dookram’s relatives.

If convicted, Dookram faces up to 25 years in prison.

Diocese of Brooklyn Files Lawsuit against Cuomo for Violations of Religious Freedom

By Forum Staff The Diocese of Brooklyn, which leads Roman Catholics in Queens and Brooklyn, has filed a lawsuit in federal court against the State of New York, on the basis of the violation of their fundamental First Amendment right, the free exercise of religion, Rev. Nicholas DiMarzio, Bishop of Brooklyn, announced Thursday.

According to DiMarzio, the lawsuit is in response to the New York State executive order issued this week that arbitrarily reduces capacity at Catholic Churches throughout Brooklyn and Queens, locations of which have played an inconsequential role in the hot spot zone COVID-19 spikes. Prior to the churches reopening on July 5 for weekend Masses, after being closed for Mass for 16 weeks, the Diocese worked with former New York City Office of Emergency Management Commissioner Joseph Esposito to develop a safe reopening plan for all churches to keep the faithful safe from the effects of the virus.

“The executive orders this week have left us with no other option than to go to court. Our churches have the capacity to accommodate many worshippers and to reset our attendance capacity to 10 people maximum in the red zone, and 25 people in the orange zone, when we have had no significant cases, impedes our right to worship and cannot stand,” DiMarzio said.

“The State has completely disregarded the fact that our safety protocols have worked and it is an insult to once again penalize all those who have made the safe return to Church work.”

those they serve, but this is simply wrong and wrongheaded,” added Randy Mastro, the attorney representing the Diocese. “If this latest executive order stands, parishioners won’t be able to go to Mass this Sunday, even though the Diocese has done everything right to ensure safe conditions in its churches. Thus, this religious community will be denied its most fundamental right — the free exercise of religion –for no legitimate reason whatsoever. That’s why we’ve gone to court — to prevent this injustice from occurring — so we’re asking the court to block this executive order from going into effect as applied to the Diocese’s churches.”

DiMarzio also said that since returning to Mass, the faithful of the Diocese of Brooklyn have fully abided by the rules, including wearing masks during Mass and sitting six feet part, with a row roped off in between and standing six feet apart on the Communion line. The pastors have installed hand sanitizers at the entrances and have ensured Churches are cleaned and sanitized after Masses. A tremendous amount of time has been devoted, as well as resources and expense, to enforce these strict requirements to help ensure the safety of all.

A long-term investigation, which included court-authorized search warrants, wiretaps, grand jury subpoenas and other investigative tools, exposed the multi-state conspiracy with the culprits smuggling cigarettes purchased in Virginia into NY, then resold with bogus State tax stamps.

By Forum Staff A Little Neck man has agreed to forfeit more than $1.3 million in cash that was recovered during a long-term investigation into a cigarette-smuggling ring spearheaded by the defendant, Queens District Attorney Melinda Katz recently announced.

Nicholas Galafano, 58, pleaded guilty in February to grand larceny in the third degree and violating a New York State tax law.

He was sentenced last week to five years’ probation. Galafano must also forfeit the $1.3 million that was seized at the time of his arrest.

Galafano’s main co-defendant Beatriz Villafane pleaded guilty to grand larceny in the fourth degree and to violating a State law tax. Villafane, 48, of Long Island, was sentenced to a three-year conditional discharge and forfeited cash recovered in her home following her arrest.

The other co-defendant, Ahmed Abualrub, pleaded guilty to lesser charges. Abualrub signed a confession of judgment for $250,000.

A long-term investigation, which included court-authorized search warrants, wiretaps, grand jury subpoenas and other investigative tools, exposed the multi-state conspiracy with the culprits smuggling cigarettes purchased in Virginia into NY, then resold with bogus State tax stamps.

Court-authorized search warrants executed in September 2018 recovered approximately 6,267 cartons of untaxed cigarette and more than $200,000 in cash.

Following a search of Galafano’s home, police recovered multiple documents, ledgers and receipts for cigarette orders and documents regarding prices, deliveries and proceeds. Approximately 49 cartons of cigarettes with either counterfeit New York tax stamps or Virginia tax stamps or no stamps

at all were also recovered.

According to the charges, during a search of Villafane’s home police found more than 3,500 cartons of untaxed cigarettes, nearly 100,000 counterfeit New York State tax stamps and paraphernalia used to remove and affix stamps, counting machines and more than $200,000 cash.

All cigarette packs sold in New York City are required to bear a joint New York City/New York State tax stamp and only a licensed stamping agent can possess untaxed cigarettes and affix the tax stamp on the packages. The tax on each pack of cigarettes in NYC is currently $5.85 and those monies go to the City and State’s general fund, Katz noted.

“This defendant and others made a concerted effort to enrich themselves at the expense of the public. Every pack of cigarettes Galafano sold, diverted tax dollars from the public making every tax-payer a victim,” the DA added. “Today, our City and State budgets are running on empty thanks to a deadly health crisis. The forfeited funds from this defendant and others will help fund public programs going forward. Those who scheme and scam to fill their pockets with money dedicated to the greater good will find themselves facing serious charges.”

According to Katz, sizeable restitution has been made this year in separate illegal cigarette cases, including: Mohammed Khan, who supplied multiple bodegas in Queens, Manhattan and Brooklyn with untaxed cigarettes, forfeited more than $115,000 payable to the City Department of Finance, and is slated to pay penalties totaling $450,000. Khan has been ordered to pay just over $400,000 to the State Department of Taxation and Finance for penalties and fines. Khan’s co-defendant, Mohammed Ahmed, has forfeited $32,000 to the City Department of Finance.

Frances Vigliarolo Passes at 90 Howard Beach will say goodbye this week to the matriarch of one of the largest and most prominent families ever to settle in the original community. In 1957, Frances Bonura Vigliarolo and her husband Frank put down roots in Howard Beach on 158th Avenue and 81st street.

It was in that house that they lived, with Fran’s parents, Angelina and Carlo Bonura, and where they raised their 7 children.

The Vigliarolo's were instrumental in the building of St. Helen’s church– their basement was used to hold services in 1960, before the church was built. Fran and Frank were involved in many projects instrumental to the developing community. In 1985, the New York Times heralded the Vigliarolo's for opening their home and providing the community with a Christmas display that included several dioramas and 50,000 lights. Hundreds waitied on long lines to see Santa and Fran beamed through it all.

Frances Vigliarolo joined her husband Frank of 65 years and their son Carl in eternal rest with Jesus on October 11.

Born in New Orleans, Louisiana, December 17, 1929, she and Frank raised seven children and were blessed with nine grandchildren, in whom they delighted.

A fiercely devoted mother, Fran loved

dancing, a trip to the casino and a good meal. Known for her impeccable style, she enjoyed dressing for every occasion and lit up the room with her smile.

She and Frank, the love of her life, traveled extensively throughout the world and spent their winters in Florida.

Regardless of where she was, Fran was always centered on her family. Every gathering would turn into a party elicited by Fran and was very likely to include a card game.

Frances Vigliarolo is survived by her six children, Angela, Frank, Anne, Susan, Annette and Catherine, Frank’s wife Angela, Annette’s husband Raymond, and her grandchildren, Danielle, Francesca, Carlo, Alexandra and husband John, Stephanie, Jaclyn and husband Chris, Francesco, Deandra, and Joseph, her brother Nick Bonura and her sister-inlaw Dolly Bonura, as well as many nieces and nephews.

She had a profound love for her family and cherished the great joy with which they filled her life.

Make CUNY Community Colleges Free for All: Stringer

By Forum Staff City Comptroller Scott Stringer on Wednesday unveiled a comprehensive overhaul of workforce development in New York City, including making CUNY community colleges free for all to build a more competitive and inclusive post-pandemic economy and to better align training with the jobs of tomorrow.

With COVID-19 displacing hundreds of thousands of workers and rapidly accelerating long-standing trends in e-commerce, telework, digitization, and automation, Stringer’s plan calls for the City and State to dramatically expand the scale, quality, accessibility, and affordability of education and job training programs.

Stringer also outlined a series of proposals to upskill millions of New Yorkers, diversify high-wage industries, and generate career opportunities during the current economic crisis and beyond to spur recovery across the five boroughs.

According to the comptroller, the State should make CUNY community colleges tuition-free and the City should guarantee universal access to CUNY ASAP for all community college students. CUNY ASAP, which provides financial assistance for books and transportation as well as structured academic supports like tutoring and personalized academic advisory, should be expanded to all full-time community college students, Stringer added. His plan notes that CUNY should hire 50 “college navigators” to help advise adult learners who have been away from higher education for several years. These navigators will provide specialized supports, helping adult learners overcome the logistical, financial, and academic barriers to earn their desired credential or degree, Stringer said.

And CUNY must invest in experienced, full-time faculty. For years, CUNY has increasingly relied on part-time staffers to fill a broad range of positions—from classroom professors and librarians, to lab technicians and administrative support staff.

Indeed, part-time adjuncts now comprise more than 50 percent of CUNY’s teaching staff. The combination of low salary and the time spent traveling from one campus to another means that part-time faculty are frequently less able than full-time faculty to invest the time necessary to fully develop the academic and workplace potential of students, the comptroller reasoned.

“CUNY is essential to any workforce development strategy in New York City— which means it is vital to our City’s economic recovery. The pandemic exposed inequities in our economy and worsened the longstanding gaps in our social safety net.

While some sectors of our workforce have the tools, resources and career flexibility to work remotely, many New York City jobs and careers have been derailed and debilitated by the economic shutdown. As we work to recover and rebuild, we must address these gaps and ensure that New York City’s workforce is strong and ready to take on the opportunities and challenges of the post-COVID, 21st century global economy,” Stringer said. “My plan overhauls and modernizes our approach to job training, job placement, and education to reflect the evolution of work and aims to break down systemic barriers that have historically excluded women, people of color, immigrants and young people from higher-wage industries. As we emerge from this economic crisis, we need to work with CUNY and other engines of economic mobility to build a pipeline of opportunity for the next generation and live up to a promise that anyone can make it in New York City.”

MTA Faces Worst Financial Crisis in History: State Comptroller

By Forum Staff The Metropolitan Transportation Authority is facing the greatest crisis in its long history, with few viable options without federal funding to avoid cuts in service and staff, additional fare hikes and longlasting damage that could impair regional transit for decades, according to New York State Comptroller Tom DiNapoli’s annual report on the MTA’s finances.

The COVID-19 pandemic struck when the MTA was already in difficult financial straits, with budget gaps it had projected in February to what are now at historic levels, as reported in its July Financial Plan: $3.4 billion in 2020, $6.3 billion in 2021, $3.8 billion in 2022, $2.8 billion in 2023 and $3.1 billion in 2024. The 2021 budget gap is more than half (53 percent) of the MTA’s annual projected revenue. The gaps in the following years rival those of the Great Recession.

Even after implementation of the MTA’s gap-closing program, which includes significant staffing reductions through attrition in its transformation plan, the gaps total more than $12 billion over the next four years.

Although ridership has begun to recover as parts of the economy reopen, fare and toll revenues for 2020 through 2023 are projected to be $10.3 billion lower than expected in the February Plan. While the MTA projects ridership -- and the revenue it brings -- will return to pre-pandemic levels by 2023, this is premised on some risky assumptions. It is modeled on patterns from the Great Recession, when the drop in ridership was significantly less and did not carry the same concerns about viral contagion in close quarters.

As revenues plummeted in the early months of the pandemic, the MTA received $4 billion in federal assistance. And it has budgeted for $3.9 billion in additional support this year, but has not assumed more afterward.

The MTA has an outstanding request for $12 billion from the federal government to balance its budget through 2021, but it remains uncertain what, if anything, will be forthcoming. The U.S. House of Representatives passed the revised HEROES Act on Oct. 1, which would provide transit agencies with another $32 billion in operating assistance. As Congress negotiates another stimulus package, DiNapoli urged that additional transit assistance be included.

The MTA provides 38 percent of all

public transit trips in the country and more than 50 percent of city workers use MTA during their commutes. Without additional federal support, MTA Chairman and CEO Pat Foye has warned it may have to reduce costs by cutting subway and bus service by 40 percent and commuter railroad service by 50 percent. Fares and toll increases may rise beyond the 4 percent hikes already planned for March 2021 and March 2023.

If there is no additional federal support, the MTA may have to turn to even more borrowing, which DiNapoli said should be a desperate choice of last resort. The state has given permission for the agency to issue $10 billion in debt to cover revenue shortfalls and pay for costs due to the pandemic, but doing so would come at a tremendous price to current and future system users.

ing up dwindling revenue. The current burden, which has averaged 16.1 percent of total revenue for the past decade, is projected to reach 25.7 percent in 2021 before declining to around 23 percent in 2022 through 2024. The portion of fare and toll revenue funding debt service would reach 78.9 percent in 2020 and 64.6 percent in 2021 before declining to 47.2 percent in 2022.

Outstanding long-term debt issued by the MTA more than tripled between 2000 and 2019, rising from $11.4 billion to $35.4 billion. The MTA expects debt outstanding to reach $50.4 billion by 2024, without any potential additional borrowing.

If the MTA borrowed $10 billion as allowed by the state, debt service could rise by $675 million annually starting in 2023, bringing it to more than a quarter of every dollar of revenue.

Borrowing may also continue to be more expensive for the MTA as rating agencies have downgraded its revenue bonds since the pandemic started and interest rates on its bonds rise. The drastic increase in debt service leaves significantly less revenue for other needs and could set the transit system back decades as dwindling capital investment in the system leads to a long-term decline.

Among its other findings, DiNapoli’s report noted that: The MTA’s transformation plan should be reported on at least quarterly through its gap-closing monitoring report. Delayed until 2021 due to the pandemic, it is now expected to save $430 million in 2021, growing to $475 million by 2023.

The MTA’s gap-closing program planned to reduce overtime by more than $200 million annually starting in 2021, but the July Plan does not reflect this. It has not detailed how it will achieve this reduction.

Also not reflected in the MTA’s July Plan are details on how it will achieve the $2.2 billion in cost reductions it has identified for 2020-2024.

Debt service is projected to reach $4 billion by 2024, an increase of 55 percent since 2019.

The MTA’s $54.8 billion capital plan for 2020-2024 – along with the revenue it would generate for suppliers and the construction industry – remain at risk with the plan halted and capital funding being reallocated to cover operations.

“The MTA’s financial condition is dire,” DiNapoli added. “With ridership down, debt burden rising and no additional help likely from New York State or New York City, the MTA desperately needs an influx of federal funds or unheard of service cuts and workforce reductions will happen.

Failure to fund the MTA now could disrupt maintenance and repairs and increase the MTA’s debt to suffocating levels that could take multiple generations to recover from.

More than a reliable subway or commuter train ride is at stake. Washington needs to step up to help the MTA if our regional economy is going to fully recover.”

Finally: Mother Cabrini Memorial Unveiled in Battery Park City

Cusenza Governor Andrew Cuomo on Monday—Columbus Day—vigorously applauded after unveiling the State’s Mother Cabrini Memorial located in Battery Park City, just south of South Cove along the Battery Park City Esplanade. With a direct view of both the Statue of Liberty and Ellis Island, this area provides a fitting location to pay tribute to the patroness of immigrants.

The memorial was unveiled one year after the Governor first announced plans for its creation on Columbus Day of last year.

The memorial includes interpretive panels highlighting Mother Cabrini’s service to Italian-American immigrants and the poor in New York including building dozens of orphanages, hospitals, and schools. The plaza is surrounded by seating and a mosaic created from stones from Mother Cabrini’s birthplace of Sant’Angelo Lodigiano, Italy.

Gov. Cuomo on Monday unveiled the State’s Mother Cabrini Memorial located in Battery Park City, just south of South Cove along the Battery Park City Esplanade.

“I believe that on a day in which we acknowledge the positive contributions of Italians, it is only fitting to honor Mother Frances Xavier Cabrini with a statue within the five boroughs,” Sen. Addabbo said on Monday, Columbus Day.`

New York-based sculptors Jill and Giancarlo Biagi designed and built the memorial to Mother Cabrini. According to the administration, Jill Biagi studied at the University of Washington and she received a fellowship to work and study art in Pietrasanta, Italy with stone carving artisans. Giancarlo Biagi studied at the Istituto d’Arte Stagio Stagi of Pietrasanta before moving to the United States to attend the Art Students League of New York.

Together, Jill and Giancarlo have created sculptures for several public commissions

with the goal of capturing the life story and preserving the legacy of revered individuals. Additional works by these artists are found in major museums around the world.

Jill and Giancarlo maintain studios in New York and Pietrasanta.

The creative team also included architect Martin Sendlewski and lighting designer Ken Farley.

According to the administration, the bronze memorial which sits on a marble base depicts Mother Cabrini on a paper boat with two children, a representation of the paper boats which, as a child, Mother Cabrini would fold and fill with violets. Placing them in the currents outside of her home, these boats would send her “missionaries” around the world. The paper boat serves as a symbol of hope and courage: Although fragile and delicate, it can hold against the water’s currents and stay afloat—symbolizing Mother Cabrini’s determination in the face of adversity and struggle, Cuomo noted.

The three figures are all facing the Statue of Liberty, a beacon of hope for immigrants as they entered New York Harbor to begin their new lives in America, and where Mother Cabrini arrived on a mission to help Italian migrants in 1889. The young girl, a reflection of Mother Cabrini’s youth, is holding a book, a symbol of Mother Cabrini’s commitment to educating children. As music has been important to the heritage of immigrants, the young boy is holding luggage and an ocarina, an instrument invented near Mother Cabrini’s birthplace, representing the music and culture immigrants have brought to America.

“This Columbus Day, the celebration

of Mother Cabrini is even more appropriate than when we announced it last year because of the difficulties that we are facing. State Sen. Joe Addabbo, Jr. (D-Howard Beach), who has pushed for a Cabrini memorial in the city, added, “As president of the Italian-American Legislators Conference, I believe that on a day in which we acknowledge the positive contributions of Italians, it is only fitting to honor Mother Frances Xavier Cabrini with a statue within the five boroughs. As the first U.S. citizen to be canonized as a saint, Mother Cabrini is rightfully recognized for all her New York efforts towards immigration, children, orphanages and hospitals.”

On Oct. 24, 2019, Cuomo established the Mother Cabrini Memorial Commission to oversee the creation of a statue honoring Mother Cabrini. Consisting of 19 members appointed by the governor, the commission was charged with providing recommendations to the governor pertaining to the design, location and installation of the new memorial. Mother Cabrini Commission member Philip Foglia, long-time prosecutor and counsel to Italian Ameri-

can Legal Defense and Higher Education Fund, sadly passed away due to COVID-19 in April.

The commission opened the competition for proposals on Dec. 13, 2019, and solicited designs through robust outreach to the artistic community. The commission received submissions from artists from around the world, each movingly telling the story of her life and her many contributions to immigrants in New York and worldwide.

Cuomo noted that Mother Frances Xavier Cabrini was an Italian-American who founded many organizations to help the needy. She was the youngest of 13 children, born in Lombardy in 1850, and before migrating to the United States, she took vows and founded the Missionary Sisters of the Sacred Heart, an order that served and schooled orphans.

While in New York, she taught at St. Joachim’s parish, the Church of Our Lady of Pompeii, and the Transfiguration Catholic Church—all in Manhattan—as well as St. Rita of Cascia in The Bronx and the Church of St. Stephen in Brooklyn. She also founded the Columbus Hospital, which was eventually renamed the Cabrini Medical Center and was housed in Manhattan for many years.

Mother Cabrini was originally buried in West Park and is now interred at the St. Frances Cabrini Shrine in Manhattan, which she founded. In 1946, nearly 30 years after her death, Mother Cabrini became the first naturalized U.S. citizen to be canonized. She is recognized as the patron saint of immigrants. Several academic institutions, religious buildings and hospitals across New York are named in her honor.

By Forum Staff Congresswoman Grace Meng (DFlushing) and Kate MacKenzie of the Mayor’s Office for Food Policy visited Flushing food pantry La Jornada on Tuesday to deliver emergency assistance.

Through the City’s GetFood Pandemic Food Reserve Emergency Distribution Program (P-FRED), Meng said she was able to secure 55 pallets of fresh produce to deliver to the food assistance organization.

The items on the pallets included apples, potatoes, oranges, yams, kale, peppers, grapes, carrots, cucumbers, and celery.

The delivery comes in response to the U.S. Department of Agriculture’s decision in September to change the Coronavirus Food Assistance Program’s (CFAP) Farmers to Families Food Boxes initiative that impacted which boroughs can be served by specific vendors. As a result of USDA’s sudden change, Meng said, many food pantries in Queens were suddenly without vendors or guidance on who they could contract with to purchase food supplies. This problem was further complicated because the USDA provided no overlap in service, or general assistance to those suddenly without a vendor, she added.

“USDA’s sudden changes to the CFAP initiative created confusion as food pantries suddenly found themselves with vendors who no longer could provide relief even though they have the capacity to do so. This left families in limbo and exacerbated existing hardship many face exposed to food insecurity,” Meng said. “Because of COVID-19, people have lost their jobs and the Trump administration’s inability to lead this nation has meant additional challenges for my constituents. I hope today’s deliv-

ery will ensure La Jornada can continue its critical work to ensure that no family goes hungry.”

Through the P-FRED program, City officials have said NYC is ensuring pantries are well-stocked with healthy food options, with a focus on fresh produce distribution in high-need neighborhoods identified by the Task Force on Racial Equity and Inclusion. This initiative is leveraging the federal Community Development Block Grant funds that were included in the City’s “Feeding New York” plan - an innovative way to use available resources to meet the deepest of needs.

So far, more than 300 pantries have received notification of the program and order forms, with plans to deliver over 31,000 more cases of fresh produce to emergency providers, totaling approximately 1.2 million pounds of fruits and vegetables.

“I am incredibly grateful to Congresswoman Meng, Assemblywoman Catalina Cruz, Mayor de Blasio, and Director MacKenzie for delivering 55 pallets of fresh produce today, which will help combat food insecurity in Queens,” said Pedro Rodriguez, executive director of La Jornada.

“My organization has been at the forefront of ensuring our neediest families have the healthy food they need and deserve. No one should ever go hungry, especially during a national health crisis. Today’s delivery is in part due to Congresswoman Meng and Assemblywoman Cruz who are invaluable allies and friends. Because of their leadership, many families will have fresh fruit, vegetables, and other staples to eat.”

Many airlines have eliminated rebooking fees, making it much more convenient to ensure you can travel when you are healthy. TSA will accept expired driver’s licenses or state-issued ID one year after expiration, although some additional ID may be required along with additional screening. When getting your license renewed, please consider getting a REAL IDcompliant driver’s license. The new deadline for enforcement of REAL ID is Oct. 1, 2021.

Eight Transportation Security Administration federal security directors on Tuesday shared some tips for travelers as they arrive at airport security checkpoints to help them stay healthy and stay secure as they travel during the pandemic.

Here are some of the 12 submitted tips: Wash your hands: Wash your hands often and bring your hand sanitizer and wipes with you. TSA is currently allowing one liquid hand sanitizer container, up to 12 ounces per passenger, in carry-on bags until further notice. Since these containers exceed the standard 3.4-ounce allowance typically permitted through a checkpoint, they will need to be screened separately. This will add some time to the checkpoint screening experience.

Please keep in mind that all other liquids, gels and aerosols brought to a checkpoint continue to be limited to 3.4 ounces or 100 milliliters carried in a one quart-size bag. Bring your wipes along with you too. Travelers are permitted to bring individually-packaged alcohol or anti-bacterial wipes in carry-on or checked luggage. Jumbo containers of hand wipes are also allowed in carry-on or checked luggage.

It’s 2 a.m. -the cough and stuffy nose you have been battling is still keeping you up. You reach for the nighttime cold relief medicine only to find it expired a few months ago. If you take a dose to ease your symptoms, will you be putting yourself at risk? This situation is a relatively common occurrence. Many medicine cabinets are stocked with over-the-counter drugs as well as prescription medications that may be past their expiration dates. It’s a good idea to routinely discard expired medicines, but if you happen to take a drug that has passed its expiration date, you will most likely suffer no ill effects. According to the Harvard Medical School Family Health Guide, the expiration date on a medicine is not the dates when a drug becomes hazardous. Rather, it marks the period of time after which a drug company can no longer guarantee the efficacy of the medication. Since 1979, drug manufacturers selling medications in the United States have been required by the Food and Drug Administration to stamp an expiration date on their products. This is the date until which the manufacturer can still guarantee full potency of the drug. Expiration dates also may be a marketing ploy. Some experts say drug manufacturers put expiration dates on products for marketing purposes rather than scientific reasons. It

doesn’t make financial sense to a company to have products on the shelves for years. Therefore, most drug manufacturers will not do long-term testing on products to confirm if they will be effective 10 to 15 years after manufacture. The U.S. military has conducted studies with the help of the FDA. FDA researchers tested more than 100 overthe-counter and prescription drugs.

Around 90 percent were proven to still be effective long past the expiration date -- some for more than 10 years.

Drugs that are stored in cool, dark places have a better chance of lasting because the fillers used in the product will not separate or start to break down as they might in a warm, humid environment. Storing medicines in the refrigerator can prolong their shelf life.

Although a pharmacist cannot legally advise consumers to use medication past an expiration date, most over-thecounter pain relievers and drugs in pill form should still be fine. Certain liquid antibiotics and drugs made up of organic materials can expire faster than others. For those who still want to err on the safe side, routinely clean out medications from cabinets once they expire. However, if an expired medication is taken by mistake, there’s little need to worry about potentially adverse effects.

State Cluster Plan Working: Cuomo

City Releases COVID-19 Cluster Zone Map

By Forum Staff Mayor Bill de Blasio recently launched the Find Your Zone map: a joint City Department of Information Technology & Telecommunications, Office of Emergency Management, and Department of Health and Mental Hygiene creation to make the State cluster initiative maps searchable, allows New Yorkers to enter their address and find in what zone they live, work, shop, and go to school.

Building on the City’s initial proposal to enforce a closure of non-essential businesses and schools, restrictions in all zones went into effect for a minimum of 14 days starting Oct. 8.

“New Yorkers have been through so much together, and these next few weeks are critical in our fight against the pandemic,” de Blasio said. “We are committed to giving New Yorkers the resources they need to stay safe and healthy in their communities.”
