By Michael V. Cusenza Historic Neir’s Tavern in Woodhaven was burglarized early Friday morning, with hooded crooks swiping cash, an expensive register, and several bottles of liquor, according to police and published reports.

The movements of the two perps were captured by the 190-year-old watering hole’s security cameras. According to Neir’s staff, the cash register alone will cost “thousands” to replace.

The register contained roughly $300 in cash at the time of the burglary.

However, all is not lost. As with nearly everything involving the beloved 78th Street bar, more than a glint of a silver lining seems on the horizon. The community has come together to support their treasured trove of booze, music, and pub fare. Glenn Vile recently organized a Go Fund Me page that, as of Wednesday afternoon, has garnered more than $4,300 in donations.

Virus Rules Force Casino Job Fair to go Virtual

By Forum Staff Due to the COVID-19 pandemic, the annual fall job fair hosted by State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Resorts World Casino NYC will be a three-day virtual event, Addabbo announced Thursday.

By Forum Staff As in-person learning at City Schools resumes, the Metropolitan Transportation Authority has added nearly 1,000 trips to its bus routes.

As part of a “Weekday/School Open” schedule starting Thursday, Oct. 1, the MTA is adding more than 990 bus trips across the five boroughs to accommodate students who need to get to school in the morning and back home after dismissal. A total of 105 buses are being added to the routes.

Service is being added to the following Queens routes to accommodate students: Q2, Q3, Q4, Q5, Q7, Q8, Q11, Q15, Q17, Q20, Q21, Q22, Q27, Q28, Q30, Q31, Q34, Q36, Q37, Q38, Q41, Q43, Q44SBS Q46, Q50, Q54, Q55, Q58, Q65, Q66, Q76, Q77, Q83, Q85, Q88, Q111, and Q112.

“Our subways are running at nearly 100 percent of capacity and we’ve made sure to increase the amount of bus trips throughout the boroughs to ensure students have a convenient and safe way to get to class,” NYC Transit Interim President Sarah Feinberg said. “Students are a part of the fabric of this city and we welcome them back to a system that is cleaner than it has ever been.”

According to the MTA, Student MetroCards issued by New York City schools allow students Kindergarten to 12th grade to travel to and from school on subways and MTA NYC Transit buses. Students may only use the MetroCards on school days and during the hours specified on the card.

Most eligible students are issued Student MetroCards that are valid for a total of

three trips per day plus free transfers. Busto-subway, subway-to-bus, or bus-to-bus transfers are considered one trip.

And students riding Select Bus Service must remember to pay their fare before boarding the bus. Fares are paid at the bus stop where students obtain a receipt to validate their payment.

“We know how important our bus system is for students and how heavily they rely upon it to get to school,” said Craig Cipriano, president of MTA Bus Company and senior vice president of NYC Transit’s Department of Buses. “We will be paying close attention to student ridership and making any adjustments necessary moving forward.”

MTA officials also noted that students or their parents can use the MTA’s new capacity tracking feature on the MYmta app to track in real-time how many passengers are on each bus. The tool, available on 40 percent of buses, helps customers to plan their trips and maximize social distancing.

“We look forward to welcoming back students to our system and can’t wait for them to see all of the measures we have put in place to keep them safe, from mandating masks to the largest disinfecting program in agency history to adding hundreds of bus trips in every part of the city,” said Patrick Foye, chairman and CEO of the MTA. “However, the absence of necessary emergency federal funding means measures like these will be at risk in the future, as we continue to ask Washington for $12 billion through the end of 2021 to avert devastating service cuts, fare and toll hikes and layoffs.”

Pols Look to Aid Food Groups

By Forum Staff Two borough elected officials are working to assist Queens food-assistance organizations that are experiencing sudden impacts in their funding, the pols announced Thursday.

According to U.S. Reps. Grace Meng (D-Flushing) and Alexandria Ocasio-Cortez (Queens and Bronx), the organizations include La Jornada, which for 12 years has worked to distribute food to borough residents. Meng and Ocasio-Cortez were informed that federal grant funding it receives from the Coronavirus Food Assistance Program’s Farmers to Families Food Box initiative has been stopped, and the pols have subsequently heard the same from other local food-assistance groups in the borough, as well as in the Bronx.

“I have worked closely with La Jornada and many other local food assistance organizations and food pantries, and I’ve seen firsthand the critical assistance that they provide to Queens residents,” said Meng.

“I am deeply concerned about impacts on their funding and we are looking into whether their contracts with vendors are ending, and whether they have been provided with information on how to renew them. Not having access to these funds would have a devastating impact on so many in our borough who depend on the services that La Jornada and others provide, particularly during the COVID-19 crisis. As part of coronavirus response legislation, I fought to ensure that the Farmers to Families program supported those who are food insecure as a result of COVID-19, and that it was fully funded. As the pan-

demic continues to force families to endure financial hardships, we must make sure that nobody goes hungry, and that all New Yorkers have access to food.”

The Coronavirus Food Assistance Program’s Farmers to Families Food Box initiative is administered by the United States Department of Agriculture. Meng and Ocasio-Cortez said that they are in contact with the agency about the problem with area pantries and food-assistance organizations.

“Congresswoman Meng and I have been in touch with the USDA and La Jornada and we are committed to doing all we can to remedy the situation,” OcasioCortez. “La Jornada and other area food pantries have been invaluable resources to our districts during this time—but of course we should not be in a situation that so heavily relies on non-profits to provide a lifeline for so many in our community. The House has passed a bill that would provide financial and nutritional relief to so many in our district facing hunger and economic challenges due to COVID-19. The Republican Senate’s refusal to allow a vote on these measures is appalling. We encourage constituents who need food assistance now to call 311 and ask for ‘emergency food assistance’ to access a list of alternative food banks and resources. Language assistance is available.”

Acting Queens Borough President Sharon Lee added, “Any interruption in food supply for Queens pantries in the middle of this pandemic would be a substantial blow to the growing lines of elders and families with children who rely on these pantries for food. Time is of the essence.”

Far Rockaway Motorist Charged in Alleged Drunk-Driving Crash that Killed Passenger

By Forum Staff A Far Rockaway man has been charged in a Saturday night car crash in Jamaica that killed his passenger, Queens District Attorney Melinda Katz announced Sunday.

Nick Thompson, 35, has been arraigned on a complaint charging him with aggravated vehicular homicide, vehicular manslaughter in the first degree, manslaughter in the second degree, vehicular manslaughter in the second degree, driving while intoxicated with two prior convictions within 10 years, criminally negligent homicide, aggravated unlicensed operation of a motor vehicle in the first and third degrees, reckless driving, speed restrictions, and driving by unlicensed operator.

Thompson was remanded and ordered to return court this Friday, Oct. 2.

According to the charges, at approximately 6:40 p.m. Saturday, Thompson was illegally operating a 2015 gray BMW traveling eastbound on Rockaway Boulevard

at a high rate of speed. City cops were also driving eastbound in an unmarked police vehicle when the defendant nearly struck their vehicle, causing the officers to swerve out the way. After passing the police officers’ vehicle, Thompson allegedly veered off the road and crashed into a metal fence and trees. The officers approached the wreckage and observed the defendant exiting the vehicle.

After a search warrant was issued by the court and executed by the police, the vehicle’s crash data recorder indicated that Thompson was traveling at 97 mph five seconds prior to impact. DA Katz said police responding to the scene observed a female, Jolenna Favor, 32, of Far Rockaway sitting in the front passenger seat with severe head and body trauma. She was pronounced dead at the scene

by an EMT officer.

According to the charges, Thompson, who was immediately transported to Jamaica Hospital Medical Center by NYPD officers, admitted that he was driving the vehicle when he lost control and crashed, and that his friend “Lena” was in the passenger seat.

Thompson allegedly had bloodshot and watery eyes, and police detected a heavy odor of

alcohol on his breath. He refused to submit to a Breathalyzer test, according to the criminal charges.

Furthermore, records obtained from the State Division of Criminal Justice Services indicate that the defendant was previously convicted of operating a motor vehicle while under the influence of alcohol or drugs in Nassau County on Sept. 26, 2011, and in Chester County, Penn. on March 9, 2015; and that Thompson’s license was revoked on Nov. 10, 2011 for a driving while intoxicated conviction.

“As a result of this defendant’s alleged criminal behavior, a woman’s life has been tragically cut short. From the moment the defendant allegedly got behind the wheel of the car, intoxicated and with a revoked license, he was breaking the law and endangering the lives of everyone on the road.

He will be held accountable for his alleged actions to the fullest extent of the law.”

If convicted, Thompson faces up to 25 years in prison.

Foursome Indicted for Pimping Teen Girls out of South Conduit Hotel

By Forum Staff A borough grand jury has handed up two separate indictments charging a total of four Queens residents with running a prostitution business out of the JFK Inn Hotel in Jamaica in June, Queens District Attorney Melinda Katz announced Thursday.

Tyrone “Angel “Miles, 30, Bryant “Dollaz” Lowery, 22, both of Springfield Gardens; Luvasia Rodriguez, 21, of Jamaica; and Khalil ‘Lil’ Fryer, 21, of Far Rockaway have been arraigned on two indictments charging them with sex trafficking, kidnapping and other offenses for allegedly forcing one or more female victims to have sex with strangers for cash.

Miles and Lowery are charged with a law specifically targeting those who exploit children through the sex industry, Katz noted. According to the charges, the victims in this case were 16 and 17 years old when the defendants allegedly held them against their will at the JFK Inn and threatened them with physical harm unless they prostituted themselves.

At one point, when the youngest victim refused to continue having sex with strangers, Miles allegedly told her, “I will kill you,” and ordered her to tell customers that she was of legal age to consent to sex. Both Miles and Lowery have also been charged with allegedly raping her.

The defendants allegedly contacted customers to come to the JFK Inn, where the teenagers had sex with them in exchange for money, which the defendants kept.

According to the indictments, the two girls were kept separated from one another in the hotel.

Receipts from the establishment, obtained during the investigation, indicate that defendants

Video surveillance of the area depicts Miles and a third underage female walking into the location with the teenage girls on June 5. Additional video surveillance shows Miles, Rodriguez, and Lowery walking, collectively and individually, with the 16-year-old victim to and from different rooms within the JFK Inn.

The 16-year-old was able to escape when Miles left briefly, at which point she fled to a commercial establishment and contacted her family.

According to the charges, on June 19, Fryer, Rodriguez and Lowery abducted a 19-year-old female and held her at the JFK Inn. While at that location, the defendants allegedly ordered the victim to have sex with men for money. When she refused, Fryer allegedly told her that he would kill her if she did not comply. The defendants then set her up with a customer, and at that time the victim told the customer what was happening.

Although the client attempted to help her escape, the defendants allegedly tracked down the victim, forced her into their vehicle and then drove her back to the hotel. On the way back, Fryer allegedly punched and kicked the woman and struck her in the head with a hard bottle, while repeatedly stating that he would kill her if she ever tried to escape again. The victim was made to have sex with multiple customers, while defendant Rodriguez collected all of the proceeds.

The victim finally managed to escape when, after being left alone with one of the customers, she ran outside and flagged down a passing police vehicle. Fryer was apprehended outside of the location that morning, while Rodriguez and Lowery managed to flee the scene. The two were apprehended at a later date.

De Blasio Touts City Recovery Agenda

The announcement will kick off a series of policy proposals, which are focused on four principles to make New York City stronger, healthier, and fairer: • Continue the City’s momentum in fighting back COVID-19: Hizzoner pledged to continue the momentum in fighting COVID-19 by working with the private sector to expand lab capacity and deploy rapid, safe, and inexpensive testing, allowing our businesses to stay open and our economy to move forward. Last month, the City and its partners announced the opening of the Pandemic Response lab. On Thursday the City launched a competition to design rapid, reliable and inexpensive testing for COVID-19.

The City will be prepared to lead in the distribution of vaccines and treatments as medical advances become available.

• Make the City a hub for public health research: “We will make New York Center a center of innovation for public health research, design, and practice,” de Blasio said.

tion launched the Pandemic Response Lab, a facility dedicated to processing COVID-19 tests within 24-48 hours for NYC Health + Hospitals. The lab is scaling up to process 20,000 tests per day by November, guaranteeing dedicated capacity to meet New York City’s most pressing needs.

As COVID vaccinations remain under development, the City is reviewing proposed vaccine prioritization frameworks and tailoring them to meet the City’s needs.

When a vaccine is ready, New York City will have storage and distribution protocols in place—and will ensure vulnerable residents know where and how to get it, de Blasio promised.

By Michael V. Cusenza A key appropriations bill provision that seeks to combat “mail fishing” has passed the House, U.S. Rep. Grace Meng (DFlushing) announced Friday.

Mail fishing is a federal crime in which envelopes containing checks and sensitive documents with information such as bank, credit card, and Social Security numbers are “fished out” of curbside mailboxes by crafty crooks using makeshift rods: many times it is an adhesive slathered all over a

weighted, 16- or 20-ounce bottle attached to the end of a string or rope. The perpetrators then cash in at banks or check-cashing establishments through various deceitful methods.

The provision, which Meng authored, would direct the U.S. Postal Service to report on the status of all collection boxes that have been retrofitted with narrow mail slots. Retrofitting collection boxes with narrower slots makes it more difficult for thieves to steal the mail that is inside.

According to the measure, the Postal Service’s report must detail where, how, and why such retrofits have been made, and include a strategic plan for retrofitting additional collection boxes. The report must also include an estimate of the resources necessary for such a plan to be carried out throughout the entire country, and it must be completed no later than 180 days after the enactment of the Meng’s provision.

“Mail fishing continues to impact too many Americans and action is needed to stop this mail theft crime from occurring,” said Meng. “In 2018, the Postal Service agreed to retrofit all blue mail collection boxes in Queens after I urged the agency to do so, and borough residents are benefiting from this improved security. The agency must now take this initiative a step further and retrofit collection boxes throughout the nation in order to fully combat the problem. As we continue to fight against the unconscionable and reckless assault that Postmaster General Louis DeJoy has made on the Postal Service—and I continue to call for his firing—we cannot lose sight of the need to address mail fishing. It’s time to stop these lawbreakers from taking people’s mail and stealing their personal and financial information.”

By Forum Staff Senate Minority Leader Chuck Schumer and Sen. Kirsten Gillibrand (both DN.Y.) on Friday called on the Federal Communications Commission to immediately fund the E-Rate program to provide improved internet connectivity for students at home.

Studies show the coronavirus pandemic has exacerbated the “homework gap” experienced by an estimated 16 million students, who lack reliable internet access at home, Schumer and Gillibrand noted.

These students are disproportionately from low-income households, rural areas and communities of color.

According to Schumer and Gillibrand, the FCC has authority and available funding under the E-Rate program to help these students access reliable internet at home— especially at a time when most students continue with online learning due to coronavirus. However, the FCC has so far failed to provide adequate and necessary relief, leaving millions of children at risk of falling behind in their studies, the senators said.

In a letter to FCC Chairman Ajit Pai, Schumer, Gillibrand, and their colleagues called on the FCC to mitigate the impact of the coronavirus on New York’s most vulnerable families and provide internet connectivity and devices for children in need.

“Providing more funding through the E-Rate, as opposed to setting up a new program, is the best way to help students continue their education at home,” the senators wrote. “The E-Rate program is, and has been for over 20 years, an important source of funding to connect the nation’s schools and libraries to the internet. As a result, community institutions across the United

States already trust and are involved with the program, which should ensure that any distribution of new resources through E-Rate will proceed without bureaucratic delay. Additionally, the E-Rate program is deliberately designed to require an equitable distribution of resources according to students’ needs, making sure that those families most affected by the homework gap will receive the support they require during this emergency.”

Schumer and Gillibrand previously cosponsored the Senate’s Emergency Educational Connections Act of 2020, which would provide $4 billion in funding to ensure that all K-12 students have adequate home internet connectivity in order to continue their education during the coronavirus pandemic. The senators are calling for the legislation in the next coronavirus relief package.

“The coronavirus public health crisis has compelled countless students and families to do remote learning and has exposed a yawning digital gap in communities across New York. The bottom line is that too many of our students and families are suffering from poor Internet connectivity at just the time when they need it to be fast and reliable. The FCC has the funding available, via the E-Rate Program, to attack this problem and improve connectivity for students and parents and they must do so ASAP,” Schumer said.

“We must fight to close the pervasive digital gap in our country so that every student—no matter their socioeconomic status or zip code—can receive a quality education,” Gillibrand added. “This crisis has exacerbated the need for reliable internet access and I will continue to work with my colleagues to deliver funding to keep New Yorkers connected.”

STAYING WARM A CHALLENGE FOR THYROID PATIENTS Grumbling about the cold won’t make it go away, and for some people, especially those dealing with thyroid conditions, the winter can be especially taxing.

We’ve put together some tips for those of you with thyroid conditions on how to better survive the winter.

The thyroid gland is like a thermostat for our bodies. People with a sluggish thyroid are prone to having low body temperature and are prone to cold intolerance.

If your thyroid function is low, you need to take some precautions to protect your health.

Strategies for warming up and giving your thyroid a break: Get plenty of rest.

Keep your home temperature warm.

If you happen to have a landlord that is stingy with the heat, getting a note from your doctor may provide some prodding. If you do need to go out into the cold, dress in layers.

Hot baths are a nice way to get yourself warm without making your thyroid do all the work!

If you can’t make it to your local pharmacy to buy a heating pad, try filling an old sturdy sock with rice. Make sure you tie the end securely and then heat it in the

microwave for two minutes—just be careful that it’s not too hot when applying it to your body!

Soaking your feet in hot water for 5-10 minutes will warm up the rest of your body.

Cuddling and holding hands with your significant other or your pets can help you get through the cold. Spouses and pets are will share their heat with you for back and belly rubs. Did you know that the saying “Three Dog Night” is thought to originate from Eskimos who would keep dogs in their igloos to help them warm up on particularly cold nights!

Balancing your blood sugar will help you stay warm. Be sure to eat high quality fats and proteins every few hours and limit sugary and starchy foods.

Foods known as thermogenic can increase the metabolism. Some common spices in this category are: chili, mustard, red pepper, black pepper and red hot chili peppers.

Don’t leave friends and family “out in the cold,” let them know you need a little more heat than the average bear.

Remember, people with thyroid conditions are more likely to experience the “Winter Blues”.

Stringer, Ramos Call for Year-Round Open Streets Program that Includes Retail Businesses

Jessica Ramos (D-East Elmhurst) on Thursday called on the City to extend the Open Streets program year-round for pedestrians, cyclists, and restaurants and expand OS to allow the small-business and retail community to offer more goods and services outside. Stringer and Ramos spotlighted the success of the program, which is offering a crucial mechanism for exercise, recreation, revenue-generation and safe outdoor dining amid the COVID-19 pandemic. The joint letter to Mayor Bill de Blasio emphasized the need to continue the program at least through the duration of the pandemic and to repurpose street space for community and business use, not just automobiles.

“The Open Streets program helped revive our City after the darkest days of the pandemic, and this is exactly the kind of creativity and smart urban planning we need now to jumpstart our economic recovery,” Stringer said. “Why end an initiative that generates critical income for restaurants, keeps workers employed and allows New Yorkers to spend time safely outdoors? Instead, we should extend the Open Streets Program year-round, provide guidance around heat lamps and other ways

The joint missive also pointed to the fact

that closing the successful program at the end of October will not only deprive New Yorkers of safe, outdoor spaces to dine and enjoy the outdoors, but also directly hurt small businesses and marginalized communities of color that rely on this program to survive. New York has lost more than 2,800 small businesses to the pandemic and could risk losing tens of thousands more with the cessation of the program. Additionally, 62 percent of small businesses are immigrant-owned, and 73 percent of small business employees are Black, indigenous, and people of color.

The program “is already being scaled back without warning in some areas and is scheduled to be closed down entirely by the end of October. It makes no sense to forfeit these vital public spaces, especially as the pandemic and the need for social distancing continues,” the elected officials wrote.

“Streets are for people, not cars,” Ramos added. “The Open Streets program has been a lifeline during the pandemic, creating safe havens for our neighbors to enjoy fresh air and support restaurants. As we work to help small businesses recover and strengthen our economy the right way, we’ll need more Open Streets, not fewer.

The City should extend and expand the program to spur growth for our small businesses and help our communities thrive.”
