Officials Launch Rockaway-Atlantic Shorefront Resiliency Project

By Forum Staff Mayor Bill de Blasio and, Gov. Andrew Cuomo joined the U.S. Army Corps of Engineers on Thursday to announce the start of construction on the Rockaways-Atlantic Shorefront Project, the $336 million initiative to strengthen the shoreline along six miles of the Rockaway Peninsula.

The corps-led project consists of a reinforced dune system designed to block storm surge and new and extended tapered groins. These stone groins are jetty-like structures extending out into the ocean intended to trap sand and reduce beach erosion and help maintain a critical natural buffer between the Atlantic Ocean and area communities.

According to officials, the first phase of the project will include the construction of 14 new stone groin structures and the rehabilitation of five existing groins on the Atlantic Ocean side of the Rockaway Peninsula. These new stone groins will provide stabilization for a re-nourished sand beach and dune and maintain the protective beach profile.

These improvements will also help restore local ecosystems and ensure the longterm viability of endangered species like the piping plover and sea amaranth. The high winds and fast-moving inundation

caused by Superstorm Sandy disrupted the barrier island landscape that provides a home to local flora and fauna.

The second phase of construction will include the construction of a reinforced dune system that will strengthen the shoreline against coastal storms, which are growing more frequent and more destructive due to climate change. The dunes will be constructed with armor stone and steel sheet pile walls at their core, which will reduce wave breaking pressure and limit storm surge inundation and cross-peninsula flooding. All public access points across the dunes will be rebuilt using resilient ma-

terials.

The design of this project resulted from extensive analysis to determine best practices for a more resilient beach and shoreline as part of the U.S. Army Corps of Engineers’ East Rockaway Inlet to Rockaway Inlet, and Jamaica Bay Study, which was completed and released in 2018.

The corps awarded the construction contract to initiate this first major project phase to H&L Contracting LLC of Bay Shore, Suffolk County, for approximately $114 million. Work has begun on the contract with the construction of new groins in the Beach 30s.

The full Rockaways-Atlantic Shorefront Project is expected to reach completion within four years.

The Atlantic Shoreline component is the first of two U.S. Army Corps of Engineers major coastal infrastructure projects undertaken to strengthen Rockaway Peninsula. In close coordination with New York City and the State Department of Environmental Conservation, the corps is also advancing the Jamaica Bay component, which will involve constructing a system of berms, floodwalls, and nature-based features along the coastline in flood-prone communities bordering the bay. This project is currently in the preliminary design phase and has an estimated cost of $237 million.

All of the aspects of this project will go a long way in safeguarding the beaches and coastal areas to the effects of climate change.”

Borough President’s Initiative to Bring More Sex Assault Nurse Examiners to Queens Hospitals

By Forum Staff Acting Queens Borough President Sharon Lee on Thursday announced an initiative to expand the number, language proficiencies and breadth of Sexual Assault Nurse Examiners nurses across Queens hospitals. With this initiative to enhance the accessibility of the care and expertise sexual assault survivors need, there will be at least 54 SANE nurses covering 14 languages across seven of the borough’s nine hospitals by September 2021, Lee promised.

By Forum Staff A complaint and arrest warrants were unsealed last week in federal court in Brooklyn charging eight individuals—including three Queens residents—with conspiring to act in the United States as illegal agents of the People’s Republic of China, federal prosecutors announced last Wednesday.

Six defendants also face related charges of conspiring to commit interstate and international stalking. The defendants, allegedly acting at the direction and under the control of PRC government officials, conducted surveillance of and engaged in a campaign to harass, stalk and coerce certain residents of the United States to return to the PRC as part of a global, concerted and extralegal repatriation effort known as “Operation Fox Hunt,” officials noted.

Zhu Yong, 64, of Connecticut and Flushing; Hongru Jin, 30, of Queens; and Michael McMahon, 53, of N.J. were arrested last Wednesday. Rong Jing, 38, of California, and Zheng Congying, 24, of Brooklyn, were arrested in the Central District of California. Zhu Feng, 33, of Queens; and Hu Ji, 45, and Li Minjun, 64, both of China, remain at large.

According to the complaint, the defendants participated in an international campaign to threaten, harass, surveil and intimidate John Doe-1, a resident of New Jersey, and his family in order to force them to return to the PRC as part of an international effort by the PRC government known within the PRC as “Operation Fox Hunt” and “Operation Skynet.” In furtherance of the operation, the PRC government targets

Chinese individuals living in foreign countries that the PRC government alleges have committed crimes under PRC law and seeks to repatriate them to the PRC to face charges. Rather than rely upon proper forms of international law enforcement cooperation, such as Interpol “red notices” and requests for information through appropriate governmental channels, the defendants allegedly engaged in clandestine, unsanctioned and illegal conduct within the United States and facilitated the travel of PRC government officials (“PRC Officials”) to U.S. soil in order to further carry out these illegal acts. Between 2016 and 2019, multiple PRC Officials directed the defendants, and several others, to engage in efforts to coerce the victims to return to the PRC. “As alleged, the defendants assisted PRC officials in a scheme to coerce targeted individuals to return to the PRC against their will,” said Acting Brooklyn U.S. Attorney Seth DuCharme. “The United States will not tolerate the conduct of PRC carrying out state-authorized actions on U.S. soil without notice to, and coordination with, the appropriate U.S. authorities. Nor will we tolerate the unlawful harassment and stalking of U.S. residents to further PRC objectives.”

If convicted of the charged conspiracy to act as an agent of the PRC, each of the eight defendants charged today faces a maximum sentence of five years in prison.

Defendants Zhu Feng, Hu Ji, Li Minjun, Michael McMahon, Rong Jing and Zheng Congying also face an additional charge of conspiracy to commit interstate and international stalking, which carries a maximum sentence of five years in prison.

Queens Man Files False Damage Claims, Charged With Arson, Insurance Fraud A 30-year-old Queens man, Egor Spiridonov has been charged with arson, criminal mischief and other crimes for allegedly setting a fire to his own tractor truck in a tow company’s lot after the vehicle had been impounded.

The defendant’s vehicle and multiple other automobiles, were destroyed in a blaze in July 2020, as well as a building on the lot.

The fire was responsible for over $100,000 in damages “The defendant allegedly set a fire that not only destroyed his property but others’ belongings as well and then he tried to profit from his own alleged criminal actions,” said DA Katz. “An FDNY investigation foiled the defendant’s plans. I want to thank Commissioner Nigro’s team for their hard work. We will be prosecuting the defendant to the fullest extent of the law.”

FDNY Commissioner Daniel A. Nigro termed the fire as “a senseless act that escalated to a second alarm, damaging property and endangering the lives of more than 100 Firefighters who responded to bring it under control.”

Spiridonov, who resides on Shore Front Street in Broad Channel, was arraigned this week before Queens Criminal Court Judge Scott Dunn on a complaint charging him with criminal mischief in the second de-

gree, arson in the third degree, insurance fraud in the third degree, falsifying business records in the first degree, trespass and reckless endangerment in the second degree. Judge Dunn ordered the defendant to return to Court on February 10, 2021.

Spiridonov allegedly targeted B&M Towing, according to the DA’s office, after a worker towed the Volvo tractor truck that the defendant owns with his girlfriend. The vehicle was impounded for alleged having several overdue parking violations. An investigation ensued, revealing Spiridonov’s

girlfriend - who also jointly co-owns a business with the defendant - made multiple calls to retrieve the vehicle from the tow lot, without success.

On July 20, 2020, between 5 and 5:30 a.m. video surveillance allegedly shows the defendant enter B&M Towing’s lot on Almeda Avenue in Arverne and set fire to the 2008 Volvo Tractor and a flatbed tow truck, according to the complaint. The fire quickly spread to a building and other vehicles on the lot.

According to the surveillance video,

Spiridonov and another unidentified individual allegedly entered the tow yard from atop a shipping container in the rear of the property. The defendant pulled two bottles from inside his clothing, approached a tow truck and doused it with liquid, believed to have been an accelerant. The defendant then allegedly poured liquid onto the flatbed tow truck. Moments later, using a lighter, he reached through the window of the flatbed tow truck and started a fire. In an instant, there was a vapor explosion that blew flames directly into his face. Spiridonov reeled back and clutched his face. Undeterred, the defendant allegedly continued on to his vehicle and set it on fire as well.

Continuing, the District Attorney said, several days later on July 24, 2020, the defendant and his girlfriend contacted the insurance company and allegedly reported their tractor, valued at approximately $30,000, was completely destroyed. The defendant reportedly told an insurance agent he had been on a fishing trip when the truck was damaged. Investigators reported that when Spiridonov was interviewed, he had injuries to his face that were not present before the alleged arson incident, including visible signs of burn injuries and trauma to his left eye and face.

If convicted, Spirindonov faces up to 15 years in prison.

By Forum Staff Revealing that the cancellation of a U.S. Department of Health and Human Services plan to prioritize the COVID-19 vaccination of “Santa Claus� performers possibly ahead of doctors, nurses and other essential workers just freed up a portion of a $250 million federal public service announcement fund, Senate Minority Leader Chuck Schumer called on the Trump administration to reallocate the freed-up funds and launch a national “Wear a Mask� effort across the nation and to start it ASAP as coronavirus cases climb across the country. “By halting the plan to seemingly put Santa performers at the front of any coronavirus vaccine line, possibly even ahead of doctors, nurses and other essential workers, HHS has just freed-up millions of public service announcement funds that should be used to encourage and educate people to wear masks, not costumes,� Schumer said. “That is why I am making it public that HHS still has the funds and calling on them to use them to launch a national ‘Wear a Mask’ effort as coronavirus cases climb across the country, and even here in New York. According to CNBC, the average number of patients hospitalized with COVID-19 over the past several days rose by at least 5 percent in 36 states, the news network said, citing an analysis of data from the COVID Tracking Project. CNBC also reported that over the past seven days, the country reported an average of 69,967 new cases every day, the highest seven-day average recorded yet.

According to the Wall Street Journal, a team of researchers at Florida Atlantic University found in a study published in June in the journal Physics of Fluids that a well-fitted, multi-layer mask worked best at preventing droplet spread. They found that, of the readily accessible facial coverings they studied, a well-fitted homemade stitched mask comprising two layers of cotton quilting fabric was most effective for reducing the forward spread of droplets.

The research was conducted using a mannequin’s head, an air compressor and a smoke generator that mechanically simulated a cough. Schumer says this kind of study— one that features even simple masks and shows them as effective COVID mitigation measures—reinforces the case to spend existing federal funds on an effort to better educate the public in a clear, non-partisan way.

Crew Accused of Stealing Millions in Designer Goods from JFK

By Forum Staff Six individuals have been indicted for their alleged roles in complex cargo heists at John F. Kennedy International Airport earlier this year, Queens District Attorney Melinda Katz announced Thursday.

Using insider information, the defendants allegedly hauled tractor trailers loaded with more than $6 million worth of designer merchandise, including Chanel handbags and jewelry, Gucci purses, sunglasses, sneakers and clothing, along with Prada bags, ready-towear and accessories, Katz noted.

The main defendants are David Lacarriere, 33, and Springfield Gardens resident Gary McArthur, 43, both truckers who formerly worked at JFK Airport. Lacarriere, McArthur, and four other defendants are variously charged in a 22-count indictment with grand larceny, conspiracy, criminal possession of stolen property and other crimes.

According to the indictment, on the night of Jan. 31, 2020, Lacarriere, using his knowledge of how shipments are picked up at the airport, went to the receiving office for an air cargo importer.

He allegedly showed a forged document listing the correct airway bill and flight details for a shipment of Prada products. He and McArthur, who enlisted the assistance of two others, allegedly used a tractor trailer to load four pallets of Prada merchandise into the truck and drove away.

first heist netted the defendants approximately $804,000 in Prada bags, clothes and accessories.

A few days later on February 4, 2020, police located the trailer used in the robbery. The inside was empty, except for the interior being doused in bleach.

Continuing, according to the indictment, on May 17, 2020, the same routine was repeated in a second JFK heist. One of the defendants posed as a truck driver and presented another forged document authorizing the release of merchandise from the same air cargo import company. Defendants Lacarriere, McArthur and Davon Davis and others allegedly hauled away 5 air freight pallets containing thousands of pieces of Chanel and Gucci merchandise valued in excess of $4.4 million.

Again, as detailed in the

charges, the defendants allegedly abandoned the trailers used in the heist. One trailer was found on May 29, 2020 on 56th Road in Maspeth. Inside, police found shipping pallets, wrapping material, shipping tags and display cases.

The interior of this trailer was also drenched in bleach.

Katz said, in June 2020, police traced McArthur, Lacarriere, Davis and an unapprehended coconspirator to a non-operational beauty salon allegedly used as a stash house for the stolen goods.

ty shop. It appeared the establishment was allegedly used by the defendants to store their stolen merchandise.

When police arrived to search the beauty shop on June 3, they allegedly interrupted a sale of stolen designer goods. According to the charges, another unapprehended co-conspirator allegedly was the middle man and arranged for Lacarriere and McArthur to sell Alan Vu 117 items – mostly Chanel handbags. Law enforcement observed Vu loading more than $300,000 worth of merchandise into the back of his white Mercedes SUV. Once inside Candi World, police executed a Court-authorized search warrant and discovered mountains of boxes stuffed with stolen merchandise still in the manufacturers’ packaging. In all,

police recovered more than 3,000 Gucci items—clothes and bags and other accoutrements; and just over 1,000 Chanel products— purses, jewelry, sunglasses and other accessories.

The estimated value of the recovered merchandise totals more than $2.5 million.

“The safety and security of this county’s airports are a top priority. Teaming up with our law enforcement partners, we relentlessly pursued the suspects, who allegedly used forged documents and their insider knowledge as former airport workers to steal air cargo. Of course our airports must be safe and secure for travelers, but they also must be trusted by international companies transporting cargo to our region—especially during a pandemic when our city needs PPE, test kits, medical supplies and equipment,” Katz said. “I would like to thank both the PAPD and the FBI’s JFK Task Force for their diligence in taking down this crew.”

Port Authority Chief Security Officer John Bilich added, “This multi-agency effort was a success for the security of the region and the rule of law. Detectives from the Port Authority Police Department along with FBI agents, and the Queens DA’s Office displayed unrelenting dedication and commitment to solving this case and making sure that the perpetrators will be prosecuted to the fullest extent of the law.”

Katz noted that two other unapprehended co-conspirators still are being sought.

As expected, State Sen. Joe Addabbo, Jr. (D-Howard Beach) defeated his opponent, Tom Sullivan, by a margin of 49,382 votes to 38,205, according to the City Board of Elections.

Incumbent Assemblywoman Stacey Pheffer Amato (D-Howard Beach) earned 22,727 votes, while her opponent, Peter Hatzipetros notched 14,530.

Southeast Queens Councilman Donovan Richards (D-Laurelton) defeated civic leader Joann Ariola 380,449-153,987.

And U.S. Rep. Grace Meng (D-Flushing) crushed opponent Tom Zmich, 95,351 to 57,591.

Since March, the CARES Act has provided forbearance, waived interest, and halted collections for borrowers whose student loans were directly held by the DOE, according to U.S. Sen. Kirsten Gillibrand (D-N.Y.). However, more than 8 million borrowers have been unable to access relief because some or all of their loans are held by commercial or school-based lenders. More than half of those borrowers have not received any relief and continue to be burdened by their student loans in the face of the economic downturn caused by the pandemic, Gillibrand said before noting that the DOE has the ability to provide assistance to some of these borrowers by waiving penalties and restrictions to loan consolidations that will provide necessary relief during the economic crisis.

In a letter, Senate Dems urged DeVos to take immediate action to help federal student loan borrowers qualify for relief. The senators pressed DeVos to immediately reach out to borrowers currently missing out on relief by helping them consolidate their loans held by commercial or school-based lenders that do not qualify for CARES Act relief into qualifying loans.

rowers by waiving restrictions and penalties during the national emergency.

The DOE “can easily take administrative action to suspend consolidation restrictions and penalties during the national emergency, such as the limitation on consolidating once, the reset of the forgiveness clock, and interest-rate roundup, using the same authority that was utilized to implement the president’s Aug. 8 Executive Order. Under Section 2(a)(1) of the Higher Education Relief Opportunities for Students (HEROES) Act of 2003, the secretary may ‘waive or modify any statutory or regulatory provision applicable to the student financial assistance programs under title IV.’ The department should use this authority to waive all barriers to consolidation,” the elected officials wrote to DeVos. “Additionally, the department should encourage the commercial FFEL entities, institutions holding Perkins Loans, and the secretary of Health and Human Services, which collectively hold the 4.4 million loans completely un-covered by current relief, to initiate a similar outreach campaign to their borrowers. As secretary, you retain significant authority and leadership over these entities, including the ongoing payment of taxpayer subsidies. You should quickly ask loan holders requesting to inform borrowers of their option to consolidate as a means to expediently receive the relief afforded by the CARES Act.” Last week, Gillibrand said, “Without this relief, students and graduates across the country will continue facing additional and unnecessary financial strain during the economic crisis. Secretary DeVos must act immediately to ensure that millions of student loan borrowers get the relief they need.”

Advocates Call Attention to COVID in NY Prisons

“The State cannot simply forget about its incarcerated population. This is not right and must change,” Assemblyman Weprin said.

By Forum Staff A broad coalition of elected officials, family members of the incarcerated, and criminal justice advocates on Friday called for increased attention to the state’s incarcerated population during the COVID- 19 crisis.

With a recently reported rise in individuals testing positive for COVID-19 in a number of correctional facilities across NY, the State Department of Corrections and Community Supervision must take critical actions and any and all necessary steps to safeguard the incarcerated, correctional staff, and the communities surrounding prisons from the novel coronavirus prior to the anticipated second wave of the pandemic, according to Assemblyman David Weprin (D-Richmond Hill) and State Sen. Luis Sepúlveda (D-Bronx).

Weprin, Sepúlveda, and advocates demanded Centers for Disease Control and Prevention-recommended testing and mitigation efforts be implemented in lieu of the practice of isolating incarcerated individuals suspected of being exposed to COVID-19, flu vaccinations be made available for individuals requesting one, and preparations be made to preserve visitation across all of the state’s 52 facilities.

Due to a lack of testing in March, April, May, and June, DOCCS does not have an accurate representation of the infection rate in State correctional facilities, Weprin and Sepúlveda noted; DOCCS failed to provide a comprehensive plan to address the real health threat to incarcerated people from the beginning of the pandemic.

DOCCS needs to make clear, transparent, and public plans for testing, health, and safety of those incarcerated and for open

and safe family visitation protocols, the pols added.

“We are here today in support of the family members and loved ones of incarcerated individuals, who, through no fault of their own, are facing the brunt of the effect of the spread of COVID-19 in the State’s prisons while attempting to maintain contact with their loved ones through the pandemic. Reports of visitors facing punitive treatment during visits, incarcerated individuals facing punishment and/or isolation as a result of a visit from a family member, and finally suspensions of visiting due to large outbreaks in upstate facilities, are incredibly troubling to hear about, absolutely inhumane, and frankly preventable with a solid plan and effort to contain COVID-19,” said Weprin, chairman of the Correction Committee. “We need testing and tracing, availability of flu vaccinations, and a lack of a suspension of visiting in these facilities. The State cannot simply forget about its incarcerated population.

This is not right and must change.”

Sepúlveda, chairman of the Committee on Crime Victims, Crime, and Corrections, added, “DOCCS must develop a comprehensive plan to provide for widespread COVID-19 testing, contact tracing, and flu vaccinations within correctional facilities.

Mass testing and contact tracing will keep both the incarcerated population as well as Correction staff safe and healthy. It will also allow facilities without active COVID-19 cases to continue family visitations safely, a practice that is so valuable to both the incarcerated population and their families.

As this pandemic has left so many families in complete disarray, open communication with loved ones will help decrease recidivism and boost morale.”

Parties can expose you to an abundance of foods and drinks you’re not used to, and that can lead to a lot of mindless eating. Weight gained now is difficult to shed come January, with colder temperatures challenging many peoples’ motivation to exercise.

Also, social settings put you in close contact with a greater number of people, potentially increasing your exposure to germs.

You can still feel your best during the

holidays. Follow these tips for maintaining a healthy mind and body.

• Get the flu vaccine. The flu vaccine can protect you against various strains of the flu. Get a flu shot so you are ready for cold and flu season.

• Carry disinfecting wipes. Germs can linger on surfaces long after an infected person has come and gone. Wipe down surfaces with disinfecting wipes.

This can help you avoid coming into contact with germs.

• Balance your activities. Don’t over book. Leave days open to relax and do things you want to do.

• Keep up an exercise routine. Early morning is a good time to exercise because you may have to free up other time later in the day for shopping or parties.

Exercise also can improve energy levels and relieve stress.

• Don’t focus on food. Focus more on enjoyable activities. Save indulgences for holiday treats and eat sensibly otherwise.

• Talk to someone. If the holidays have you feeling blue, talk to a friend or family member. If you need more professional support, find a social worker or psychologist that can help you work through stress and other feelings.

Lost and Found Cops are still searching for the callous crooks that recently cut down a new “Welcome to Ozone Park” sign—only to discard it near a field not far from its home.

The sign was swiped last Monday, Oct. 26, a few hours after elected officials and community leaders gathered at the intersection of 149th Avenue and Cross Bay Boulevard to unveil it.

The MLB clubs have approved the new ownership group of the Mets led by incoming control person, hedge fund billionaire Steve Cohen. The 26-4 vote in favor of the $2.4 billion sale was conducted Friday during a conference call of all MLB franchises.

The Mets call Citi Field in Flushing home.

Cohen, 64, purchased the Flushingbased franchise from Fred Wilpon, Saul Katz, and Fred’s son, Jeff Wilpon, who collectively have owned at least 1 percent of the Mets since 1980.

“It has been a privilege and honor for our families to have been a part of this great franchise for the past 40 years,” Fred Wilpon said. “We would like to express our deep appreciation for our loyal and passionate fans who have consistently sup-
