Richmond Hill Man Charged for Allegedly Attacking Three Females in Forest Park in Three Hours

By Michael V. Cusenza A Richmond Hill man has been charged for allegedly grabbing and pulling on the clothing of two women and a teenager in a three-hour span Thursday in Forest Park, Queens District Attorney Melinda Katz announced Saturday.

Makijah Lino, 22, was arraigned Saturday afternoon on a complaint charging him with two counts of attempted sexual abuse in the first degree, forcible touching, and endangering the welfare of a child. He was ordered to return to court on Nov. 18.

According to the charges, at approxi-

mately 10:40 a.m., a 20-year-old woman was walking near 104th Street and Jamaica Avenue in Richmond Hill when the defendant, wearing a medical mask, allegedly grabbed her buttocks and picked her up. The victim struggled and was released from his grip, but not before video surveillance captured the mask slip to reveal his face.

Continuing, according to the charges, around 12:35 p.m., a 14-year-old girl was standing in the vicinity of 118th Street and 84th Avenue in Kew Gardens, when the defendant suddenly grabbed her, knocking her off the sidewalk into a hedge. He alleg-

edly began to pull at her clothes, trying to unfasten her waistband button. The youngster fought back and the defendant fled.

Just a half hour later, said DA Katz, the defendant was in Forest Park on Forest Park Drive at the same time as a 24-year-old jogger. The defendant allegedly pounced on the woman – picking her up and throwing her to the ground. The defendant pulled down her pants, but she struggled and Lino ran from the scene.

The defendant was arrested early Friday after the New York City Police Department released stills from surveillance video of the defendant and Lino’s stepfather recog-

nized his stepson’s image on TV and contacted the authorities.

“We are all entitled to expect our city parks and their surroundings to be safe places for our families and ourselves,” Katz said. “The three females allegedly preyed upon by this defendant - one of them a teenager, all of whom we believe were randomly chosen - certainly had the right to such expectations. This defendant is now in custody and will be prosecuted for his alleged actions.”

If convicted, Lino faces up to four years in prison.

FBI Releases Hate Crime Statistics victimless crimes in which property is not the object.

By Forum Staff The Federal Bureau of Investigation on Monday released Hate Crime Statistics, 2019, the Uniform Crime Reporting Program’s latest compilation about bias-motivated incidents throughout the nation. The 2019 data, submitted by 15,588 law enforcement agencies, provide information about the offenses, victims, offenders, and locations of hate crimes, FBI officials said.

Law enforcement agencies submitted incident reports involving 7,314 criminal incidents and 8,559 related offenses as being motivated by bias toward race, ethnicity, ancestry, religion, sexual orientation, disability, gender, and gender identity. Please note the UCR Program does not estimate offenses for the jurisdictions of agencies that do not submit reports. Highlights of Hate Crime Statistics, 2019 follow. (Due to rounding, percentage breakdowns may not add to 100 percent.)

Victims of Hate Crime Incidents There were 7,103 single-bias incidents involving 8,552 victims. A percent distribution of victims by bias type shows that 57.6 percent of victims were targeted because of the offenders’ race/ethnicity/ancestry bias; 20.1 percent were targeted because of the offenders’ religious bias; 16.7 percent were victimized because of the offenders’ sexualorientation bias; 2.7 percent were targeted because of the offenders’ gender identity

bias; 2 percent were victimized because of the offenders’ disability bias; and 0.9% were victimized because of the offenders’ gender bias.

There were 211 multiple-bias hate crime incidents, which involved 260 victims.

Offenses by Crime Category Of the 5,512 hate crime offenses classified as crimes against persons in 2019, 40 percent were for intimidation, 36.7 percent were for simple assault, and 21 percent were for aggravated assault. Fifty-one (51) murders; 30 rapes; and three offenses of human trafficking (commercial sex acts) were reported as hate crimes. The remaining 41 hate

crime offenses were reported in the category of other.

There were 2,811 hate crime offenses classified as crimes against property. The majority of these (76.6 percent) were acts of destruction/damage/vandalism. Robbery, burglary, larceny-theft, motor vehicle theft, arson, and other offenses accounted for the remaining 23.4 peercent of crimes against property.

Two hundred thirty-six (236) additional offenses were classified as crimes against society. This crime category represents society’s prohibition against engaging in certain types of activity such as gambling, prostitution, and drug violations. These are typically

Known Offenders In the UCR Program, the term known offender does not imply that the suspect’s identity is known; rather, the term indicates that some aspect of the suspect was identified, thus distinguishing the suspect from an unknown offender. Law enforcement agencies specify the number of offenders and, when possible, the race of the offender or offenders as a group. Beginning in 2013, law enforcement began reporting whether suspects were juveniles or adults, as well as the suspect’s ethnicity when possible.

Of the 6,406 known offenders, 52.5 percent were white, and 23.9 percent were Black or African American. Other races accounted for the remaining known offenders: 1.1 percent were American Indian or Alaska Native, 0.9 percent were Asian, 0.3% were Native Hawaiian or Other Pacific Islander, and 6.6 percent were of a group of multiple races.

The race was unknown for 14.6 percent.

Of the 5,443 known offenders for whom ethnicity was reported, 33.1 percent were Not Hispanic or Latino, 10 percent were Hispanic or Latino, and 1.9 percent were in a group of multiple ethnicities. Ethnicity was unknown for 55 percent of these offenders.

Of the 5,599 known offenders for whom ages were known, 84.6 percent were 18 years of age or older.

Schumer said this weekend’s tweet by President Trump is really a push on Leader McConnell to stop blocking relief that the nation—and New York—need right now. “Instead of sending out this tweet, President Trump might have more success simply picking up the phone and calling the person who has been blocking COVID relief for months: Leader McConnell,� said U.S. Senator Charles Schumer. “The House passed the HEROES Act months ago, while democrats in the Senate have urged action.

The only one who has refused to lift a finger on COVID relief, even refusing to take part in negotiations, has been Senator McConnell.� “Unfortunately, President Trump, his administration, and Republicans in the Senate have not shown any kind of leadership during this crisis and have been unwilling to take real action to stem the spread of COVID-19,� said Senator Gillibrand. “Congress needs to get back to the negotiating table and start from where the HEROES Act left off – with a plan that helps our communities and families weather this storm and recover.

The next COVID relief package must contain tools to tackle food insecurity, rental

assistance, universal paid leave, and the fair and equitable distribution of a vaccine, once it’s safe and ready to go. Anything less than that is unacceptable.�

Schumer said that when the American people voted for a new President they were sending a message to the highest levels of government to take this pandemic more seriously and that needless inaction in the Senate by Leader McConnell must end.

Schumer and Gillibrand made the case for a robust relief bill amid rising cases of the coronavirus both nationally and here in New York. They said New Yorkers need action now, especially if a second wave of the virus hits hard in the months ahead.

More than five months ago, the House passed the Heroes Act, which provided help to the unemployed, renters, small businesses, state and local governments and more, but it was blocked in the Senate by Leader McConnell. In October, the House passed another version of the Heroes Act, a smaller $2.2 trillion dollar bill.

This was also blocked in the Senate, despite fervent efforts by Senators Schumer and Gillibrand.

Schumer said the Heroes Act is also laser-focused on health care issues that are at the heart of this pandemic and that it does something that’s vital: it strengthens Medicaid and improves access to health care coverage, support for hospitals. At a time when COVID is raging, health care money and Medicaid expansion should be at the very top of the list, Schumer said. He said the $2.2T Heroes Act should be the starting point for Congress, not an emaciated Senate bill that prioritizes protections for corporations and considers the needs of American families as an afterthought.

Man Indicted in Road-Rage Shooting

By Forum Staff A Jamaica man has been arraigned on two indictments charging him with attempted murder, weapons charges and other crimes for allegedly shooting and seriously injuring a UPS driver in January, Queens District Attorney Melinda Katz announced Thursday.

The victim was working and delivering packages in Woodhaven when Jahsheen Osbourne allegedly became enraged about the UPS truck blocking traffic and fired a single shot at the victim.

Osbourne, 19, was arraigned Thursday morning on the first indictment charging him with attempted murder in the second degree, assault in the first degree and two counts of criminal possession of a weapon in the second degree for the January shooting. Osbourne was ordered to return to court on Jan. 5.

According to the charges in the indictment related to the Jan. 14, 2020, shooting, the victim was in the process of dropping off packages around 3:30 in the afternoon.

The worker was attempting to reverse and park the UPS truck when a driver in a white Mercedes began honking the car horn objecting to the truck preventing traffic from going forward.

The defendant, a passenger in the Mercedes, began to yell at him and a verbal dispute ensued. As the Mercedes maneuvered past the UPS truck, the defendant allegedly pulled out a black gun and fired a single shot.

Continuing, the DA said, the victim began to bleed from his stomach and lost consciousness. The man was taken to an

area hospital and needed surgery to repair extensive internal damage.

If convicted, Osbourne faces up to 25 years in prison.

Osbourne is also charged in a second indictment related to an arrest early last month when police allegedly spotted the defendant with a gun. In this separate case, Osbourne is charged in a four-count indictment with criminal possession of a weapon in the second and third degree and unlawful possession of marijuana.

According to the charges, around 5:40 p.m. on October 6, 2020, police saw the defendant park on a street near his residence and exit the vehicle. Earlier in the day, the officer saw the defendant post a video on social media waiving what appeared to be two separated firearms in the air. The officer spotted a bulge under the defendantâ&#x20AC;&#x2122;s pant leg. Police recovered a 9mm handgun allegedly from the defendant, who was then placed under arrest.

If convicted in this case, Osbourne faces up to 15 years in prison. â&#x20AC;&#x153;Thankfully the victim in this case â&#x20AC;&#x201C; a man who was simply doing his job - survived this senseless shooting. The defendant is accused of striking out with potentially deadly violence because a truck temporarily blocked traffic,â&#x20AC;? Katz said. â&#x20AC;&#x153;This is another example of how important it is to get illegal guns off our streets and away from those who would shoot without regard for human life. The defendant was apprehended last month when police spotted him allegedly armed with a gun. He now faces very serious charges for both the shooting and carrying an illegal firearm.â&#x20AC;?

Never Forget: Borough Reflects on Doomed Flight 587

By Michael V. Cusenza A surging second wave of a global pandemic could not keep families of the 265 victims of the Nov. 12, 2001 American Airlines Flight 587 tragedy away from Flight 587 Memorial Park on Beach 116th Street in Rockaway Park on Thursday.

“Today marks another tragic anniversary for our city when 19 years ago, American Airlines Flight 587 crashed in Belle Harbor,” said State Sen. Joe Addabbo, Jr. (DHoward Beach). “Our city was still reeling from the attacks of September 11th, and having another plane crash was devastating. On this 19th anniversary, we continue to pray for the souls of the 260 people on the flight, as well as the five Rockaway residents on the ground who died that day, and remember those that they left behind.”

Mayor Bill de Blasio added, “We remembered today, 265 good people we lost.

We remember the pain, but also we remember the heroism of all those who in that

moment rushed to the scene to save lives, to try their best, the first responders, the neighbors from the community, everyone who tried to see if there was any way to save the lives of those on that flight and those on the ground. And then we think about how the community came together, the whole Dominican community and the community of New York City to love and support all the good families, all those present today, and all those who couldn’t be here today. Scripture says, “Blessed are those who mourn for they will be comforted.” And we know the pain never goes away, but we do feel the comfort of each other. We do feel the support of each other. And we do know that memory is powerful and all our loved ones, they’re watching right now, they’re feeling our love and we will never forget them. We will never forget the passengers of Flight 587. I say, God blessed them and God bless all of you.”

Butch Puccio, 99, Inducted into State Senate Veterans Hall of Fame

“It was an honor and a privilege to be able to present Butch with this plaque and to thank him for his years of service to our country,” Sen. Addabbo said.

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) last Wednesday—Veterans Day— honored the life and sacrifices of an area veteran by inducting him into the New York State Senate Veterans Hall of Fame.

Addabbo presented Ermondo “Butch” Puccio — a 99-year-old Queens native — with the honor for serving in World War II. “It was an honor and a privilege to be

able to present Butch with this plaque and to thank him for his years of service to our country,” said Addabbo, a member of the Senate Veterans, Homeland Security and Military Affairs Committee. “There are not too many of our World War II veterans left, so it meant a lot to recognize Ermondo for his service time during the world’s greatest conflict.”

Puccio was born on April 15, 1921, in Queens, and at the age of 21 he enlisted as a private in the United States Army and

completed his basic training at Camp Davis in North Carolina. Before being deployed to California in 1943, Puccio married his wife Jennie, and on August 28, 2020, they celebrated their 77th wedding anniversary.

During his years in service, Puccio spent time in New Guinea and the Philippine Islands. While in combat, a .50 caliber machine gun fell on Puccio, injuring him. In January 1946, Puccio returned to the United States, and on February 2, 1946,

he was honorably discharged from the Army, reaching the rank of Staff Sergeant.

“Our veterans give up so much, including time at home with their families, while some make the ultimate sacrifice and lay down their lives for our country,” Addabbo concluded. “It is a great feeling to be able to give back to our veterans, and this induction into the NYS Veterans Hall of Fame for Butch is one small way that I can help honor a great soldier, especially on Veterans Day.”

“These bills will chart a path forward for a fair and sustainable recovery,” Mayor de Blasio said.

By Forum Staff Mayor Bill de Blasio on Tuesday signed into law a package of bills that will expand the City’s Green New Deal, increase access to online rental assistance, and strengthen income discrimination laws.

The measures include: Intro. 1947-A: Increases the threshold for rent-regulated buildings to be exempted from Green New Deal emissions reduction requirements. Under the original law, buildings with one or more rent-regulated units were exempted. Under this law, buildings that are up to 35 percent rent-regulated will be required to meet the Green New Deal standards. The bill provides this newly added universe of buildings an extra two years to comply with the initial requirements.

Intro. 2072-A: Requires the City to report on its outreach and education efforts and methods buildings use to comply with greenhouse gas emissions limits pursuant to Local Law 97 of 2019, including information about non-compliant buildings, types of retrofits different building types are using, and funding available for these energy investments.

Intro. 2080-A: Requires the Department of Social Services provide clients online access to their CityFHEPS rental assistance application. This will help clients track their application status and serve as a way for New Yorkers to get help if they have questions about the application process.

Intro. 1339-A: Requires the Department of Social Services to provide information to CityFHEPS rental assistance applicants about income discrimination at the time an applicant receives a “shopping letter” from DSS. The notice would provide

information about protections under the New York City Human Rights Law related to discrimination on the basis of a person’s lawful source of income and use of rental vouchers.

Examples of actions that may indicate discrimination include: Refusing to accept lawful source of income for rent payment (unemployment benefits, child support, alimony, foster care subsidies, Social Security, or any other form of federal, state, or local public assistance or housing assistance) Publishing any type of advertisement that indicates a refusal to accept any lawful source of income Refusing or delaying repairs because a person uses any lawful source of income for rent payment Refusing to accept a CityFHEPS subsidy for payment of rent or a security deposit voucher Intro. 2082-A: Expands prohibition of income discrimination by landlords of small buildings (1-5 units). The bill also amends the definition of “lawful source of income” to clarify that the term encompasses other types of lawful income that low-income New Yorkers may have access to, including, but not limited to, “child support, alimony, foster care subsidies, income derived from social security, or any form of federal, state, or local public assistance or housing assistance including, but not limited to, Section 8 vouchers.”

By Forum Staff Last Wednesday—Veterans Day—U.S. Sen. Kirsten Gillibrand (D-N.Y.) urged House and Senate Armed Services Committee leadership to include expanded health care and benefits for veterans suffering from Agent Orange-linked illnesses in the final Fiscal Year 2021 National Defense Authorization Act. With the NDAA headed for consideration by the Senate and House in coming weeks, Gillibrand is pushing committee leadership to maintain the bipartisan amendment — which passed the Senate 94-6 — to establish a presumption of service-connection for Bladder Cancer, Hypothyroidism, and Parkinsonism for veterans exposed to Agent Orange while serving in Vietnam.

“More than thirty thousand service members are suffering from conditions associated with Agent Orange exposure, yet the VA continues to deny care by placing the burden of proof on veterans,” said Gillibrand. “No veteran should have to fight the VA for care that is linked to their service while they are fighting for their life. That’s why I introduced legislation to guarantee care and benefits for those exposed to burn pits and that is why I will continue fighting with my colleagues on both sides of the aisle for those exposed to Agent Orange.

It’s time for Congress to pass this important provision and ensure veterans can access the medical care they need.”

“Justice is long overdue for our aging veterans currently dying from conditions resulting from their exposure to Agent Orange chemicals in Vietnam,” said Senator Jon Tester, Ranking Member of the Senate Veterans’ Affairs Committee. “Congress must acknowledge the overwhelming scientific evidence put forth by veterans, scientists and medical experts, and end the wait for more than 34,000 frustrated veter-

ans living with and dying from these debilitating health conditions. Inclusion of my amendment in the Senate’s must-pass annual defense bill will send a clear message that we’re living up to the promises made to those who served by ensuring they get the care and benefits they’ve earned.”

New York State is home to more than 240,000 Vietnam-era veterans. Thousands of these veterans have been diagnosed with Bladder Cancer, Hypothyroidism, and Parkinsonism. While the National Academy of Medicine (NAM) has established a link between these conditions and exposure to Agent Orange, the U.S. Department of Veterans Affairs (VA) has denied veterans desperately needed care and benefits for these conditions. Instead, veterans who become ill from Agent Orange-related conditions that aren’t specifically listed on the presumptive conditions list are forced to prove their claim in a lengthy, bureaucratic appeals process that can last years.

Often claims are denied and some veterans die before the process is even concluded.

Diseases resulting from exposure to toxic chemicals and other toxins are a deadly cost of war. However, the VA has a history of denying many veteran’s access to benefits with the excuse that there isn’t enough science to prove their ailments are serviceconnected. Earlier this year, Senator Gillibrand, alongside Congressman Raul Ruiz, introduced the Presumptive Benefits for War Fighters Exposed to Burn Pits and Other Toxins Act of 2020 to remove the “burden of proof ” from the veteran to provide enough evidence to establish a direct service connection between their health condition and exposure. The legislation would streamline the process for obtaining VA benefits for burn pit and other toxic exposures so that veterans can easily access the health care they need.

Is it just me, or do the holidays seems like they are coming faster and faster every year?

We can all get stressed around this time and tend to avoid the focus on health, especially eating.

We overeat at parties or forget to stop the cookie flow wrapping gifts late into the night.

Here are some tips to help avoid weight gain, dull skin and elevated blood sugar levels that can result from overeating. Following them will keep you healthier and still allow for a fun season.

Start each meal with a soup or salad. Rich holiday foods are heavy and our calorie intake rises. Start with a broth-based soup or a salad and your desire for huge portions will go down naturally.

Stay hydrated.

When you’re running around like a nut, it’s easy to forget to keep the water flowing. Drinking water maintains balance of body fluids. It also helps control calories by aiding with digestion, transportation and absorption of nutrients. Foods with a high water content absorb slower and make you feel full.

Don’t go to a party hungry.

It’s very hard to resist a plateful of hors d’oeuvres if you go out on an empty stomach.

Pack snacks to avoid fast food.

You’re in a rush and you spot a drive through. Avoid this by taking some healthy grab and go things with you when you leave the house. Apples, carrots, hummus, air popped popcorn, string cheese. You know the drill.

Get adequate sleep.

Late nights are hard to avoid but the Mayo Clinic has proven that less than 5 hours a night makes you famished.

Drink smarter.

We know we are not cutting out alcohol so limiting it with a little trick really helps. Have a glass of water in between drinks. And if you love those sweet concoctions try subbing in a spritzer or have your potion switched to neat or on the rocks.

Wear fitted clothes.

Leave the elastic waists behind. Wear things that will remind you where you’re headed while the fork is on its way into your mouth.

Don’t eat mindlessly.

Think about what’s going in before it parks on your waist permanently.

Indulge a little.

Don’t deprive yourself a little goes a long way. Savor each bite. Making it last will give you the taste you crave and a waistline to accommodate it.

Home Invaders Take Hostages

All residents of a South Richmond Hill house were safe and sound Wednesday, hours after a home invasion Tuesday night quickly turned into a hostage situation.

According to the police and published reports, two men surrendered to cops around 2 a.m. Wednesday. The suspects had entered the residence on 125th Street (NYPD Special Ops image pictured)

around 9 p.m. Tuesday.

“Shortly after midnight, the NYPD’s 106th Precinct said that all hostages had been removed from the home, and all were safe with no injuries reported,” according to an NBC 4 New York report. “A total of five people, all women, were held hostage, police later confirmed.”

TSA Dishes on how to Travel with Thanksgiving Foods

By Forum Staff Most Thanksgiving food items can be carried through a Transportation Security Administration airport checkpoint, but there are some items that will need to be transported in checked baggage, according to TSA officials.

Here’s some food for thought.

If it’s a solid item, then it can go through a checkpoint. However, if you can spill it, spread it, spray it, pump it or pour it, and it’s larger than 3.4 ounces, then it should go in a checked bag.

Food items often need some additional security screening, so TSA recommends placing those items in a clear plastic bag or other container when packing them at home and then removing those items from your carry-on bag and placing them in a bin for screening at the checkpoint.

Travelers who are unsure if an item should be packed in a carryon or checked bag can check the TSA homepage, which has a helpful “What can I bring?” feature.
