City Names First Streets to be Used for Social Distancing among Pedestrians, Cyclists

By Michael V. Cusenza As the City braces for the gradual reopening process, Mayor Bill de Blasio and City Council Speaker Corey Johnson on Friday announced the first group of streets that would be opened to pedestrians and cyclists every day starting this week.

The streets, spanning over seven miles and reaching all five boroughs, are part of the Open Streets initiative designed to provide greater social distancing among New Yorkers, de Blasio and Johnson said.

In Queens, beginning this week, the following streets within Forest Park opened up to cyclists and pedestrians: Freedom Drive between Park Lane South and Myrtle Avenue; East Main Drive between Metropolitan Avenue and the Overlook parking lot; and West Main Drive between the Bandshell parking lot and the Golf Course parking lot, for a grand total of 1.10 miles of car-less roads.

“I believe it will have a minimal impact on the community while providing some more space for safe recreation during the pandemic,” Councilman Bob Holden (DMiddle Village) said.

Meadow Lake Drive between Model Airplane Field and the Meadow Lake Bridge parking lot; a total of 1.5 miles for socially distancing cyclists and pedestrians.

The following street adjacent to Court Square Park in Long Island City also opened this week: Court Square West from Jackson Avenue to the dead end.

“New Yorkers deserve safe ways to enjoy the warm weather while we fight

through this crisis, and I’m proud of my team for jumping into action with this first group of open streets,” de Blasio said. “Our parks have played a critical role in maintaining public health during this crisis. But we cannot afford to have a high demand for open space create unhealthy situations— so opening up streets near or within these parks is one of the ways New Yorkers can get outside safely.”

Last Monday, de Blasio and the City Council announced that 40 miles of streets citywide would be opened during May to allow greater social distancing, with a plan to expand to 100 total miles to be identified in the weeks ahead.

“Todayis a great first step and an exciting day for an entire city starved of adequate open space,” Johnson added. “The council is glad our efforts on this initiative have brought us this far, and we are eager to work with our colleagues in government, community groups, and our neighbors to keep expanding this program in a safe, effective, and enjoyable way. While we continue our fight against this awful virus, we need to give people the space they need to maintain proper social distancing, and I’m glad we’re making progress towards that goal.”

According to City officials, pedestrians and cyclists can use the roadbed of each open street. No through traffic will be permitted, with remaining vehicle traffic limited to local deliveries, pick-ups/dropoffs, necessary city service vehicles, and emergency vehicles only. These drivers are alerted to be hyper-vigilant and to drive at 5 mph along these routes.

Crime, Suicides on Rise in Queens

By Michael V. Cusenza Suicides and many felony crimes are on the rise in Queens since the borough became the epicenter of the COVID-19 crisis.

Since March 15, there have been 16 suicides in The World’s Borough, according to a New York Daily News story which also pointed out that there were 17 total suicides in Queens from Jan. 1 through April 29, 2019, just one more than reported in the past six weeks.

“Unfortunately, our community has seen an increase in domestic violence incidents, suicides, and commercial burglaries,” Queens District Attorney Melinda Katz said on Friday. “Now, more than ever, it is important for Car thefts and burglaries are up in the 106th Precinct.

In the 106th Precinct, over the past four weeks there has been a 12-percent dip in overall crime, compared to the same four-week period last year, according to the latest available City Police Department statistics. However, in those four weeks, car thefts are up 300 percent (16 in 2020; four in 2019) and burglaries are up 150 percent (15 in 2020; six in 2019).

In the 102nd Precinct, overall crime has skyrocketed by 62 percent over the last four weeks. Car thefts are up 267 percent (11 in 2020; three in 2019), burglaries are up 180 percent (14 in 2020; five in 2019), and grand larcenies are up 82 percent (20 in 2020; 11 in 2019).

Man Charged with Murdering Mom

By Forum Staff A Woodside man has been charged with slashing his elderly mother to death last month, Queens District Attorney Melinda Katz announced Thursday.

David Galicia, 48, was arraigned while hospitalized on a complaint charging him with second-degree murder and criminal possession of a weapon in the fourth degree. He was remanded and ordered to return to court on May 28.

According to the charges, shortly after 7 a.m. on Friday, April 24, police responded to a 911 call from an apartment building on 41st Avenue. There, they allegedly spotted a trail of blood from the building’s entrance to the apartment in which Carmelita Cabansag lived with her son, David Galicia. Inside the

Cross Bay Bridge Toll Rebate Postponed

By Forum Staff Due to the economic strain produced by a staggering decline in ridership during the COVID-19 pandemic, the Metropolitan Transportation Authority has decided that the planned toll rebate program on the Cross Bay Veterans Memorial Bridge will be suspended until further notice.

State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Assemblywoman Stacey Pheffer Amato (D-Howard Beach) recently worked with the MTA to get the agency to provide a refund for all borough residents on the toll on the bridge thatconnects mainland Queens to the Rockaway Peninsula. Through EZ-Pass, drivers of vehicles registered in Queens will receive the money for the toll back as a credit on their bill.

The program was supposed to go into effect this summer.

“I am disappointed that the MTA will be postponing the toll rebate program on the Cross Bay Bridge until further notice,” Addabbo said.“Assemblywoman Stacey Pheffer Amato and I worked diligently to get the rebate, but we understand how the virus has adversely affected financial need facing the MTA during this pandemic. We remain optimistic that once we have the coronavirus under control, the Cross Bay Bridge will be free for Queens residents, and encourage more people to visit the Rockaways and support the local businesses.”

EDITORIAL Lead by Example Taking daily drives has truly been one of the failsafe mechanisms of coping these days. During the drives we can truly appreciate some of the positive outcomes of this cursed pandemic—the virtual vanishing of heavy traffic conditions, the sky is bluer, the water looks cleaner, even the litter situation is better.

On a recent sunny day, a drive down the Belt Parkway to the Veranzzano Bridge gave birth to a fabulous idea— at least it seemed so at the time. “We are awfully close to Coney Island. How about a curbside pickup at Nathan’s.”

Obviously such a suggestion would never lead to protestation and so off the parkway we went, winding through the vacant streets approaching the famed hot dog haven.

The first clue that this might not be such a great idea was the traffic building on the side street nearest the intended stop. But still persistent and inching up to the turn, there remained a glimmer of hope. But the line of double and triple parked cars provided some more sense of the wet blanket effect and as we took to the outside lane to do the drive by, it became painfully evident. There would be no Nathan’s hot dogs today, none of the famed French fries. Not today and perhaps not for a very long time.

Slowing the car down to really try to capture the unbelievable image before us showed a very frightening and painful truth about why this pandemic has “more legs” than we’d like to admit or worse recognize.

Hundreds of Nathan-goers were there online, some with less than six inches of distance between them; many without masks, acting as though if you were to ask them if they had heard of Covid-19, all you

would get in return would be a blank stare.

Children, unprotected, were atop the shoulders of their parents anxiously pointing at things on the picture menu, people exchanging words, looks and saliva droplets freely amongst each other. Yes there were people who were protected by PPE of some sorts, but as we have learned by the astronomical death toll and the hospitalization rates cause by this virus, one bad apple

can totally screw the whole bunch.

Looking away from the crowd, there parked at the corner of the street was a beacon of hope. In all its blue and white finery there it was: an NYPD sector car. “They’ll take care of this, that’s for sure”. And in almost the same breath, I noticed a patrol officer standing away from the car. I was so paralyzed by the shock of what I saw that I failed my profession by not snapping a picture.

The officer, whom I would have counted on to speak to the unmasked Nathan eaters to step away from each other and the restaurant, was himself unmasked, ungloved.

One might ask what exactly he might have in mind—was he looking to become another tragic statistic of loss in the NYPD. The good thing about this instance was it was the first and only time I have seen an member of the NYPD acting with such blatant disregard for rules to protect lives since the onset of the pandemic. But it suddenly became evident as to why the people in and around Nathan’s thought their behavior was acceptable.

Maybe it’s time we all gave serious consideration and made the effort to lead by example.

Unless of course we’d like to stay home forever.

MTA Shuts Subway Overnight for Cleaning

Cusenza The Metropolitan Transportation Authority on Thursday announced the closure of the subway system overnight from 1 – 5 a.m. for daily deep cleaning and a new “Essential Connector” service to continue moving the heroes on the frontlines of the COVID-19 pandemic beginning Wednesday, May 6.

On average, approximately 11,000 customers currently use the subway during this time.

During the overnight period, the MTA indicated that it will intensify disinfecting operations, cleaning its fleet of thousands of cars and buses every night, and further testing new and innovative cleaning solutions, including UV, antimicrobials and electrostatic disinfectants. Essential workers traveling to and from work during the overnight will be connected with for-hire vehicles through the “Essential Connector” program at no cost to customers. New York City Transit and MTA bus service will continue to run under the MTA Essential Service Plan with enhancements along high ridership routes, agency officials noted.

“Essential Connector” customers will be limited to two trips per night on forhire-vehicles and must show proof of essential travel with appropriate credentials.

Customers who do not have a smart phone will also be able to request a ride through a dedicated number. Rides will also be available to customers requiring wheelchair accessible vehicles.

The closure of the system during the overnight period of 1-5 a.m. will require significant and sustained City Police Department resources, MTA leaders added.

All customers will be required to leave the

trains and the stations during this time. The MTA said the City has agreed to bolster its presence systemwide and deploy additional NYPD resources.

“We need to do everything we can to ensure our system is a clean, disinfected and as safe as possible—and we have to get it right,” said Sarah Feinberg, interim president of New York City Transit.“Closing our system for a limited time overnight will enable us to clean and disinfect every car, every night. We also want to make sure we find a way to do this as efficiently and in as innovative a way as possible to ensure we are maximizing safety of our riders. We need to do this while we continue moving the heroes on the frontlines of this crisis— the doctors, nurses, grocery workers, utility employees and childcare workers. Our new ‘Essential Connector’ service will do just that—providing dedicated service along subway routes overnight and getting our heroes to and from work to save lives.”

Last month, four city councilmen sent a letter to Gov. Andrew Cuomo recommending a temporary closure of the city subway and bus systems for at least a week for the deep cleaning of trains, buses, and stations.

Councilmen Bob Holden (D-Middle Village), Eric Ulrich (R-Ozone Park), Peter Koo (D-Flushing), and Mark Gjonaj (D-Bronx) signed the missive expressing “grave concern” over the MTA and its workers, and the belief that “drastic measures must be taken to stop the spread of COVID-19 in our transit system.”

MTA Chairman and CEO Patrick Foye called the shutdown suggestion a “well intentioned” but “bad idea.”

According to the MTA, during the COVID-19 crisis, ridership on the New York City subway has fallen more than 90 percent.

#Recovery4All Calls for Cancellation of Rent, Mortgage Payments during Crisis

Cusenza Community groups across the Center for Popular Democracy network Friday honored May Day, a day of action historically led by workers and immigrants to demonstrate strength and solidarity, with dozens of socially-distant in-person and online activations in 19 states, including New York, demanding #Recovery4All from the COVID-19 crisis.

The May Day demands include: #CancelRent —“We must cancel rent and mortgage payments, freeze evictions, foreclosures, and utility shut-offs on all housing. Elected officials need to establish a housing emergency fund and provide $100 billion in rent assistance. We must declare a moratorium on all work requirements for housing and care for people experiencing homelessness.” #ReleaseThemAll —“We must release particularly vulnerable populations from prisons and jails to relieve concentration of risk to coronavirus. We must release everyone currently in immigration detention and close immigration courts. We must hold telephonic bond hearings, divest resources from wall construction and border enforcement to provide medical care, and

create cash-based disaster relief to out-ofwork households regardless of status. Every person regardless of status needs to be supported with safe and accessible health care.” #EssentialWorker —“We need universal basic income, unemployment insurance, Green New Deal, Medicare For All, Childcare for All, Paid Sick, Hazard Pay, PPE, and a paycheck guarantee.” #AmazonStrikes —“We must ensure paid leave, hazard pay, and care subsidies.

We must shut down and clean facilities with workers. And we must provide personal protective equipment, eliminate discipline for raising safety concerns, and end work practices such as production quotas.”

“This is a once in a 100 year crisis, which will have a long term impact on our communities. In the last couple of months frontline communities across the country have been hit the hardest with no end in sight. This pandemic has made the country realize that the systems we have now are not working. Our fight to secure the most basic human rights is not new. We know all too well that the economic and political fallout could leave many more of our people jobless, homeless, hungry or, even worse, dead,” said Tracey Corder, director of Federal Action and Racial Justice at Center for Popular Democracy.

Grace Meng (D-Flushing) and Alexandria Ocasio-Cortez (D-Queens and Bronx) led members of the New York congressional delegation in calling on House and Senate leadership to include rent and mortgage forgiveness in the next COVID-19 relief package.

In their letter, Meng and Ocasio-Cortez also called for the creation of a Housing and Urban Development fund that would reimburse landlords for the cost of cancelling rent for the duration of the crisis, and for an additional six months after the pandemic ends. This fund would be extended to small privatelandlords, public housing authorities, nonprofit organizations or housing cooperatives.

“Not only does HUD have the capacity to administer a program of this scale, but it would serve as a direct stimulus for the countless families that are facing unprecedented economic hardship,” Meng and Ocasio-Cortez wrote in the correspondence with congressional leadership. “We need a universal program that will cover all renters without introducing costly bureaucratic measures that will slow the receipt of aid and preserve the already limited stock of affordable housing.”

NY Elected Officials Call on Trump for More Funding for Safety Net Programs

By Forum Staff Congresswoman Grace Meng (DFlushing), Assemblyman Andrew Hevesi (D-Forest Hills) and Councilwoman Karen Koslowitz (D-Forest Hills) led 94 New York elected officials from all levels of government in a letter urging President Donald Trump to support the expansion of critical safety net programs for New Yorkers, as the Empire State continues its fight against COVID-19.

These programs include food assistance for children and seniors, hazard pay for essential workers, paid sick leave, additional funding for unemployment benefits and other essential initiatives.

According to the electeds, NYC is the epicenter of the coronavirus health crisis, and the experiences of its hospitals and frontline health care workers, social service providers, municipal employees, educators, and other unsung heroes have served as both examples and warnings for regions facing later COVID-19 peak timelines. These lessons should serve as a critical guide in the next stimulus package, the officials said.

verification; the expansion of USDA pilot programs that allow online SNAP purchases; issuance of waivers to permit SNAP benefits to be used for prepared and hot foods; and the removal of citizenship requirements. Pandemic-EBT: “We request that you approve Pandemic-EBT for New York State, support increased funding for this

important program, and expand it to include all children.”

Senior Nutrition Programs: “We request your support for increased funding for SNPs to provide home-delivered and pre-packaged meals to low-income seniors in New York, including meal delivery services to those homebound due to COVID-19 public health emergencies.”

Women, Infants and Children: “We request your support to raise the age of eligibility for child participants in WIC; increase the Cash Value Benefit for WIC participants to allow for a higher benefit level for fruit and vegetable purchases; and for Agriculture Secretary Sonny Perdue to use the flexibility provided in the Families First Act to provide a waiver for WIC’s cashier signature requirements.”

The Emergency Food Assistance Program: “We request that TEFAP be able to permit food pantries to utilize funds for salaries or volunteer stipends and waive all State and local match requirements for these expenses.”

Unemployment Insurance Benefits: “We urge the federal government to release additional funding for Unemployment Insurance Benefits, as directed by the CARES Act, to the states without delay.”

City to Collaborate with DOD to Help Health Care Workers Cope with Stress

Cusenza A collaboration between the U.S. Department of Defense, NYC Health + Hospitals, and Greater New York Hospital Association will provide mental health programs to support health care workers and first responders on the front lines of the COVID-19 pandemic, Mayor Bill de Blasio and First Lady Chirlane McCray recently announced.

According to de Blasio, the new program will tailor elements of the DOD’s combat stress management and resilience program for military personnel into needs assessments and a webinar training series to be used in civilian healthcare and first responder settings across the five boroughs. Trainings are expected to be available by the end of May. “Our frontline heroes are fighting a war on two fronts,” de Blasio said. “They have been through so much to protect their fellow New Yorkers, and we will not allow them to shoulder the mental toll of this pandemic alone. To those who are struggling: your city hears you, we see you, and help is on the way.”

To better support health care workers, inperson and virtual training sessions can be customized based on targeted needs assessments.

The DOD-led webinar trainings will begin late May for health care systems. NYC Health + Hospitals will begin to deploy trainers for facility-based trainings in early June.

Stop ‘Greedy Coronavirus Crisis Loan Sharks’: Schumer

By Forum Staff Amid the coronavirus crisis, “loan sharks” are closing in and targeting desperate, out-of-cash consumers and small businesses with predatory lender online solicitations deceptively veiled as “COVID-19: Financial Relief ” and “Emergency Relief Funding,” Senate Minority Leader Chuck Schumer announced Sunday.

Schumer demanded federal agencies stop these lenders and defend people who need emergency funds. He said that a variety of state rules across the country which aim to control this problem might not be enough to combat unscrupulous lenders skirting the laws and exploiting the desperate cash need being felt by so many people and businesses right now.

The senator detailed the unprecedented challenges this new crisis has created within the lending industry, while demanding the nation’s top financial regulators heed his word and put an end to the practices of this predatory industry and its lenders before they strike next. “The coronavirus crisis is creating a desperate situation for countless Americans and New Yorkers, but it is also creating nefarious opportunity for greedy loan sharks who smell proverbial blood in the consumer waters,”

New York’s senior senator said.

“And what is really egregious here is that these sharks will stop at nothing to drown everyday consumers, and even small businesses, in a cascade of debt that could far outlast the coronavirus crisis itself. That is why we need the nation’s top financial regulators to immediately act, stop rolling back critical regulations and cage these

sharks before they strike next.”

Schumer noted that the kinds of loans being offered during these desperate times can come with a hefty price: interest rates that could be as high as 800 percent.

“Interest-rate loans that can hover around 800 percent aren’t just eye-popping—they’re downright shameful,” the senator added.

Schumer detailed a representative example of a U.S. company now working to link out-of-cash consumers and businesses with predatory lenders. For example, say a consumer borrows $200 for groceries for the week with a twoweek repayment plan. The loan, which would include a lender fee, would carry an annual percentage rate between 391 percent and 782 percent. The calculation on that is as follows: (lender fee / loan amount) x (amount of days in a year / duration of the loan) x 100 Low End of Range: ($30 / $200) * (365 days / 14 days) x 100 = 391.07 percent; High End of Range: ($60 / $200) * (365 days / 14 days) x 100 = 782.14 percent.

Schumer also showcased new email offers from lenders like “LendAPal,” “TargetCashNow,” and “EvergreenLend,” that prove the problem is escalating.

“History has shown that sharks like these will stop at nothing to entrap people, and so the federal government must meet this new challenge to protect consumers and small businesses with the same vigor, and they better to do it fast,” Schumer demanded.

Cusenza Assemblywoman Stacey Pheffer Amato (D-Howard Beach) on Friday joined officials from the City Department of Housing Preservation and Development, officers from the 100th Precinct, and 40 area volunteers to distribute food to seniors at Mitchell-Lama Dayton Beach Park Co-Op in Rockaway Beach.

Last week, a furious Pheffer Amato lashed out at the DBP Board of Directors for its decision to withhold city-sponsoredfood deliveries from senior residents in its buildings.

“At a time where we need to be protecting and looking out for our most vulnerable citizens, our seniors, the DBP decision to withhold food deliveries from senior citizens is unthinkable and appalling,” she said.

The food ended up at neighboring Dayton Towers for storage. More than 400 boxes of packaged groceries were eventually delivered to seniors in all five buildings that make up the DBP complex.

“At a time like this, our community always steps up for those who are the most vulnerable, and today was no exception,” Pheffer Amato said on Friday. “I am proud of my community, which came from all parts of my district, and our neighbors throughout the borough of Queens, to make sure our senior citizens were able to get the food they need.”

HPD Commissioner Louise Carroll added, “In times of crisis, we must band together to help the most vulnerable among us, which is why we partnered with the Assembly member and the broader community to do the right thing by making sure hundreds of our seniors get the fresh food they need.”

By Forum Staff The next coronavirus relief bill must provide critical and needed assistance for bodegas, ethnic grocery stores, and small independent supermarkets, many of which are located throughout the five boroughs, U.S. Rep. Grace Meng (D-Flushing) wrote Thursday in a letter to leaders of the House of Representatives.

“Small grocers provide a unique access point to ensure that those who are food in-

secure can purchase healthy foods and fresh produce,” Meng wrote in her missive, which was signed by 12 other New York members of Congress. “While major grocery chains are struggling to keep up with panic buying of toilet paper, paper towels, and other staples, New Yorkers are turning to their community stores for these critical supplies.”

Meng seeks direct help for these establishments by requesting grants for refrigeration units, connections with farms, hazard pay for frontline employees, and exempting wages from federal income taxes.

Her correspondence also seeks assistance for members of the public who shop at these retailers which would in-turn help those businesses. These requests include increased funding for food assistance, providing stimulus checks to individuals with Individual Taxpayer Identification Numbers, and allowing unemployment insurance regardless of citizenship status.

“New York City has approximately 13,000 bodegas, ethnic grocery stores, and other small independent supermarkets,” Meng said.

“They serve a critical need for many communities in Queens and across New York City and cater to specific cultural food preferences for the neighborhoods they serve. They too are feeling the financial impact of the COVID-19 crisis and deserve relief. We must not forget about them as Congress prepares to work on its next stimulus package.”

NY Needs More Fed Help: Stringer

By Forum Staff The federal government must step up and deliver relief to New York, City Comptroller Scott Stringer said Tuesday as he released his analysis of the City’s Fiscal Year 2021 Executive Budget.

The new analysis of the $89.3 billion budget spotlights the City’s overreliance on reserves and one-time savings, Stringer noted as he renewed his call for the federal government to pass need-based budget relief for New York and other hard-pressed state and local governments. The comptroller also continued his push for City agencies to identify more recurring savings and efficiencies to close the budget gap, protect the social safety net, and support city workers.

The comptroller’s office projects that more than 900,000 New Yorkers will lose their jobs by the end of the second quarter in June—one in five working New Yorkers; the unemployment rate is expected to reach 12 percent this year, higher than the Great Recession; job losses will be steepest in sectors with the greatest interaction with the public, such as hotels and restaurants, and the workers in those sectors are primarily low-wage earners and already among the most vulnerable and economically insecure New Yorkers.

Stringer’s analysis also shows that City tax revenues are projected to fall by $7.4 billion, leaving a budget gap totaling $8.7 billion over the remainder of this year and FY 2021.

And the federal Coronavirus Relief Fund, part of the CARES Act, was not allocated fairly, Stringer said. New York City, with over 170,000 confirmed cases,

got just $8,500 per COVID-19patient in the initial federal relief package, while Montana, with 457 cases, got $2.7 million per case.

New York residents and businesses contribute more to the federal budget than they get back than any other state—$35.6 billion dollars more in 2019, according to the SUNY Rockefeller Institute of Government, Stringer added.

“This pandemic has laid bare the deep disparities that permeate our society. We’re learning the value of a dollar, and why our taxpayer money must be accounted for and directed toward fighting the systemic inequality that is contributing to worse health and economic outcomes for vulnerable communities,” the comptroller said.

“Our analysis pulls back the curtain on our City’s budget and presents the reality of our economic outlook. We’re facing the deepest recession since the Great Depression, marked by historic and rapid job losses. In a crisis this severe, the federal government must step up and deliver relief to New York—the economic engine for the nation.

Every year New York taxpayers put more into the federal coffers than New York receives in federal dollars, and it is unacceptable for Congress to be passing the buck— instead of passing robust local aid. And as a City, we need to comb through our budget for savings, because every penny counts, and every effort must be made to protect our most vulnerable. When we look back at this time, it must be said that government stood up for our city, marshaled all our resources, and did everything we could to save lives and get our economy back on track.”

For the past two months, we have been trying to inform you about as many relevant Covid-19 topics as we can and how they relate to our everyday lives and how you can get much needed medical advice and supplies from your community pharmacist.

This week we’d like to touch on a topic that might not be such an obvious consequence of the virus. Our daily schedules have all been drastically altered and while many things have been removed from the

course of a normal day, some things activities have been greatly increased. Social media usage, TV watching and time spent behind the computer screen have undoubtedly seen a great rise in most of our lives. But with this addition of media frenzy, comes a consequence that is wreaking havoc on necks and upper body muscles and nerves.

Many customers and patients are struggling with extreme discomfort as a result of assuming somewhat unnatural and sedentary positions for extended periods of time.

The best thing for immediate relief of these painful symptoms is to try and be conscious of your posture. Continually positioning your neck and head downward—typically while looking at your phone screen to text, play games etc—can cause major strain. Prolonged sitting behind the computer can also bring on upper body aches and pains.

There are a wide variety of muscle remedies that we have available to help you get through these situations, but obviously it is best to try and limit your time on electronic devices that force you into potentially harmful positioning while using them.

Two Crews of Drug Dealers, Gun Traffickers Dismantled after Long-Term Investigations

By Forum Staff Two interconnected illegal enterprises selling drugs and firearms throughout Jamaica have been dismantled with the recent arrests of eight defendants, Queens District Attorney Melinda Katz and City Police Commissioner Dermot Shea announced Saturday.

The DA’s Office identified the main culprits as Jamaica residents Steven Campbell, 37, Charles Gillespie, 19, an unnamed defendant, 17, and Javial Davis, 28. The defendants are variously charged with conspiracy, criminal sale of a controlled substance, criminal sale of a firearm and other crimes, Katz said.

According to the DA’s Office and NYPD, utilizing court-authorized warrants, surveillance, undercover buys and other investigative tools, the District Attorney’s newly formed Violent Criminal Enterprise Bureau—formerly the Narcotics Investigations Bureau—along with the Gun Recidivist Investigations Program— part of the NYPD’s Gun Violence Suppression Division—conducted two separate on-going investigations dubbed “Operation Blast Off ” and “Operation Ace in the Hole.” Undercover detectives investigated dealers distributing both guns and drugs in Queens and allegedly discovered a com-

mon thread—a single drug supplier that provided narcotics to both crews.

According to the charges, the Operation Blast Off investigation began in November 2018 and focused on the alleged criminal activity of Campbell, who on several occasions allegedly sold drugs to a buyer who was actually an undercover detective. Meets were set up with this “buyer” at a Queens gym used as cover, with the drug-for-cash exchange occurring inside a vehicle right outside the business.

In November 2019, Operation Ace in the Hole commenced and infiltrated a

second network of alleged drug traffickers that included gun runners. Gillespie, an unnamed cohort, and another co-defendant allegedly sold cocaine, heroin, and fentanyl. The crew also allegedly sold illegal guns—transported into Jamaica via weekly deliveries by another co-defendant who allegedly supplied them with narcotics as well. The separate investigations connected when it became apparent that a suspect of the Operation Blast Off investigation was also the alleged drug supplier to the crew being pursued by Operation Ace in the Hole law enforcement agents.

According to the complaints, Gillespie is charged with selling six firearms, multiple high-capacity magazines, and several rounds of ammunition in other instances to a “buyer” who was an undercover detective. Purchase prices for guns ranged from $500 to $1,100 each. Gillespie also allegedly reached out to his customer base weekly with offerings of new merchandise from the weekly deliveries.

Law enforcement executed a court-authorized search warrant at the residents of Gillespie and allegedly recovered more than 45 grams of cocaine, cash and a single 9mm bullet. Police also allegedly found Gillespie to have in his possession a scale containing cocaine residue, additional cash, 2 cell phones and a twist containing a quantity of cocaine.

Additional court-authorized searches were executed at the homes of Campbell, Chad Taylor, 40, Samuel Wilson, 40, and Carlton Powell, 22. Police allegedly recovered two grams of cocaine at an apartment on Jamaica Avenue and 36 grams of cocaine from inside a speaker at an apartment on Guy R. Brewer Boulevard.

“Even during this global pandemic, our on-going investigations continued with 11 guns seized and several ounces of cocaine and quantities of fentanyl and heroin taken off our streets,” Katz added.
