Beach) indicated that he has reached out to the City Department of Transportation for solutions to the seemingly never-ending issue, vowing not to stop “until there are regular clean-ups above and below the bridge by the appropriate agencies.”

Another persistent quality of life problem in parts of Howard Beach is noise— specifically music blaring at all hours of the night from Chisholm State Park in neighboring East New York, Brooklyn.

“The conundrum that I’m in—and it’s very frustrating—is I don’t cover Brooklyn,” said Capt. John Costello, commanding officer of the 106th Precinct. “I can’t send personnel into Brooklyn to address conditions.”

Civic NYPD Community Partner Maria Asaro fears that the current aural assault is a harbinger of a sleepless summer for Lindenwood residents.

“It’s going to get torturous,” she said.

Library Opening More Branches for in-Person Services

As of Monday, May 24, the following additional locations began to offer browsing, public computer usage, and in-person reference:

• South Ozone Park; • Rego Park; • Briarwood; • Fresh Meadows; • Jackson Heights; • Laurelton; • Lefrak City; • Maspeth; • Mitchel-Linden; • St. Albans; • Sunnyside; and • Whitestone.

Face masks are required when entering and inside the library, and you must stay at least 6 feet apart from other people.

City Releases Flood Preparedness Plan

“The City has made major capital improvements in drainage infrastructure during the past seven years and the Stormwater Resiliency Plan will support those ongoing investments to protect residents across all five boroughs,” DEP Commissioner Sapienza said.

By Forum Staff Mayor Bill de Blasio recently released the City’s Stormwater Resiliency Plan, which includes the City’s first-ever citywide analysis of flooding caused by extreme rainfall events.

Unlike coastal storms, such as hurricanes and Nor’easters, extreme rainfall can cause flooding in any part of the city, including inland neighborhoods that are miles from the shoreline, Hizzoner noted, characterizing the new plan as “critical to keeping our residents safe and creating a more resilient city.”

The New York City Panel on Climate Change has projected that NYC will become significantly wetter as global warming continues to worsen, with rainfall expected to increase by as much as 25 percent by the end of the century. This will place a growing strain on the city’s drainage infrastructure, which includes a mix of traditional sewer systems, nature-based Bluebelts, and over 10,000 distributed green infrastructure assets that capture and absorb stormwater runoff and have the added benefit of reducing localized flooding.

The Stormwater Resiliency Plan outlines goals and initiatives for the City to implement over a period of 10 years, including new policies for resilient stormwater management, the integration of future-looking climate change projections into DEP’s long-term drainage planning, changes to the City’s flash flood emergency response procedure, and an increased focus on public communications related to rainfall-based flooding. These efforts will help New Yorkers prepare for flooding events, and help the City plan for emergency response and longterm management.

The data from this effort will inform future infrastructure design to optimize drainage in a wetter and more volatile century.

This analysis also resulted in NYC’s first ever maps showing flood vulnerability from rainfall events under future climate conditions. These maps visualize the impacts of a moderate rainfall event with future sea level rise and an extreme rainfall event with future sea level rise.

These new maps build on the City’s existing NYC Flood Hazard Mapper tool, which has been available to the public since 2017. This tool depicts coastal flood hazards, including storm surge from coastal storms and regular, “sunny day” flooding that occurs at high tide. In the coming years, the City will work to integrate these mapping tools and conduct additional modeling to understand the threat of compound events that involve the complex, simultaneous interactions of storm surge, sea level rise, and intense rainfall.

Neither the new stormwater maps nor the existing coastal flood maps will have an impact on flood insurance rates. National Flood Insurance Program premiums are set by the Federal government using FEMA’s 2007 Flood Insurance Rate Maps.

“Centuries of environmental neglect have caused our climate to change and in order to continue to adapt to this new reality we must first understand our vulnerabilities,” said City Department of Environmental Protection Commissioner Vincent Sapienza, a Howard Beach resident. “The City has made major capital improvements in drainage infrastructure during the past seven years and the Stormwater Resiliency Plan will support those ongoing investments to protect residents across all five boroughs.”

Ozone Park Man Pleads Guilty to Fatal 2019 Woodhaven Hit and Run

By Michael V. Cusenza An Ozone Park man has pleaded guilty in the July 2019 hit-and-run death of a man in Woodhaven, Queens District Attorney Melinda Katz announced Friday.

David Garcia, 28, pleaded guilty to manslaughter in the second degree on Thursday.

Garcia’s sentencing date has been set for Aug.

3, at which time he faces 3 1/3 to 10 years in prison.

According to the charges, Garcia was driving a 2019 black BMW southbound on Woodhaven Boulevard in Woodhaven just before 5 a.m. on July 25, 2019. Garcia hit speeds as high as 92 mph and drove through the intersection at 91st Avenue as the light turned red.

Perumal was pronounced dead at the scene.

Garcia was apprehended two weeks later.

City Encourages NYers to ‘Shop Small’

By Forum Staff Mayor Bill de Blasio and City Department of Small Business Services Commissioner Jonnel Doris on Tuesday announced a new campaign to encourage New Yorkers to take a break from big-box retailers and shop at local small businesses.

The “Shop Your City” Challenge is a 30-day multi-channel marketing campaign featuring a contest and chance to win a $50 gift card to spend at neighborhood businesses.

According to the administration, the Shop Your City Challenge will encourage New Yorkers to support their small businesses while helping NYC’s economy recover through: Advertising and Marketing: The City will launch a Shop Your City advertising campaign including significant investment in community and ethnic media, posters distributed to community partners and small businesses, and a social media toolkit.

Shop Your City Photo Contest: New Yorkers will be encouraged to support small businesses through themed week categories by going to nyc.gov/ShopYourCity to upload a photo or video depicting how you are supporting a local small business.

Participants will be entered to the photo contest for a chance to win a $50 gift card.

Community Partnership: The City will engage with celebrities, local leaders, and business leaders to sign up for the 30-day challenge and support small businesses.

Celebrities will be supporting this effort through a promotional video campaign, including actress and comedienne Sherri Shepherd, radio personality and business owner Angela Yee, and President of the New York City Hospitality Alliance and

business owner Melba Wilson.

Consumer Incentives: The City will offer New Yorkers “I Shopped Local” stickers and Shop Your City Tote Bags when shopping small.

Five-borough Business Tour: The City will participate in days of action according to the themed weeks throughout the next 30 days to engage with small businesses and encourage New Yorkers to shop locally.

“Now more than ever, shopping locally can make or break a business,” Doris said.

“The Shop Your City Challenge will bring New Yorkers together on a single mission, to shop small!”

PEDIATRIC MIGRAINES: HELPING YOUR KIDS In this final part of our series on migraines, we will talk about a very special sector of the migraine population.

It is estimated by medical experts that 10% of pediatric patients suffer from these headaches.

Two studies released earlier this year focused on treatment as well as preventative strategies for children suffering with the condition.

Both ibuprofen and acetaminophen are the first-line for acute treatment in pediatric patients, and of the two, ibuprofen has proven to be more effective.

As in adults with chronic migraines, pediatricians recommend keeping headache diaries for your children so that you can identify triggers, which can include stress, various foods and the constriction of blood vessels in the head and neck.

Experts say that parents have to look for the following manifestations in their children, which vary according to age groups: Infants may present with only episodic “head banging” Preschool children often have episodes involving an ill appearance, abdominal pain, vomiting, and the need to go to sleep; they may exhibit pain by irritability, crying, rocking, or seeking a dark room in which to sleep Children aged 5-10 years typically have bifrontal, bitemporal, or retro-orbital headache; nausea; abdominal cramping; vomiting; photophobia; phonophobia; a need to sleep; tearing, swollen nasal passages; thirst; edema; excessive sweating; increased urination; or diarrhea Older children may experience increasing headache intensity and duration; a pulsating

or throbbing character to the headache; and a shift to a unilateral, temporal location If your child presents with any of these, a thorough general physical exam in addition to a neurological exam should be performed immediately.

Of course the main goal of parents is to find ways to relieve children of any and all symptomology and we have comprised the following outline of suggestions to help your child deal with the situation.

Measures that may be helpful for managing acute attacks include the following: Have your child to lie down in a cool, dark, quiet room during the attack and go to sleep Initially you may administer age appropriate dosages of simple analgesics (eg, acetaminophen or ibuprofen); if they do not work you must consult with your child’s physician as to whether they need what are known as pharmacologic abortive therapies for acute attacks (ie, triptans) Applying ice or pressure to the affected artery Help your child with other modes of treatment like self-relaxation, biofeedback, and selfhypnosis Again we hope this series has shed some important light on migraines and the serious life altering effect they have not only on patients who suffer with them, but on their loved ones, co-workers and everyone involved in their day to day lives. Heroes Save Howard Beach Family from Fire

Two brave neighbors early Sunday morning saved a slumbering Howard Beach family from a fast-moving house fire.

Joe Behrens and his mother’s boyfriend, Andrew Besser, alerted the sixmember 165th Avenue household to the danger as flames danced between floors.

Besser caught the mother after she leaped

out of a second-floor window, while Behrens implored others to quickly flee the burning edifice (pictured).

All made it out safe.

“I feel like I did what I was supposed to do. You know, it’s how I was raised,” Behrens told CBS New York.

Feds Need to Bust Five COVID Vaccine Myths: Schumer

By Forum Staff Senate Majority Leader Chuck Schumer on Sunday called on federal officials to immediately hatch a broader plan to use trusted social media and technology influencers to help bust at least five COVID vaccine myths that are standing in the way of herd immunity and a larger and quicker pandemic recovery.

“Right now, both data and social media influencers are sounding an alarm to say: misinformation is spreading across the various social media platforms and it’s keeping too many young people from getting the very effective and safe COVID vaccine,” Schumer said. “We see these myths on postings, news feeds, and then it manifests to spur vaccine hesitation.

That is why we are here to urge the feds to hatch a plan to use trusted social media and tech influencers, like those here today, to help bust the most vexing myths standing between young people and their vaccine.”

The senator also detailed a May Kaiser Family Foundation poll that showed only half of young adults (18-29) have gotten at least one dose of the vaccine. Schumer also said it was concerning that a quarter of this group wants to “wait and see” how the vaccine is working. Schumer said this troubling percentage, higher than any other peer group,

demands the feds more ways to speak more directly to young people via the sandbox of social media. He said numbers for vaccinations in teens is also low, and that a larger scale federal effort to reach this critical demographic, who talks to school-age peers and parents is also required.

In addition, “…three in ten parents of children ages 12-15 say they will get their child vaccinated as soon as a vaccine is available, one quarter say they will wait a while to see how the vaccine is working.”

By Forum Staff City Comptroller Scott Stringer on Tuesday launched a new one-stop COVID-19 Recovery Center to connect New Yorkers with City, State, and federal relief and services as the city emerges from the pandemic. This comprehensive multilingual guide offers information, resources, and opportunities for tenants, homeowners, parents, small business owners, excluded workers, and more. Through the online hub, New Yorkers can access critical information about public programs including the COVID-19 Rental Assistance Program, expanded Child Tax Credit, COVID-19 funeral assistance, Excluded Workers Fund, stimulus checks, affordable broadband access, and the Homeownership Relief and Protection Program.

Stringer first launched an online COVID-19 resource center in April 2020. This updated site offers sign-up information to receive text updates in English and Spanish, and contact information for additional questions and individual assistance.

City Touts FRESH Perspective

By Forum Staff The City Planning Commission recently announced the start of public review for an update and expansion of the Food Retail Expansion to Support Health (FRESH) program, to bring convenient, accessible grocery stores to underserved New York neighborhoods.

According to CPC Chairwoman Marisa Lago, the proposal is an investment in the health of New York’s communities. The lack of quality food options has a long-term impact on the health of New Yorkers, such as underlying health conditions and shorter life expectancy. As the city recovers from the COVID-19 pandemic, the FRESH update will create more opportunities for healthy, accessible food for New Yorkers than ever before and lessen health disparities, especially in underserved neighborhoods. In addition, each new grocery store that opens is expected to generate between 30 and 100 jobs.

Created in 2009, this FRESH zoning incentive gives property owners the right to construct slightly larger buildings in mixed residential and commercial districts if they include a FRESH supermarket. It also allows grocery stores as-of-right in light manufacturing districts, increasing the locations where they can be built. In partnership with the City Council, the Department of City Planning will expand the FRESH zoning incentive to 11 additional lower-income Community Districts throughout the City, including Staten Island for the first time, on top of the 19 dis-

isting location. Some communities have seen clustering of FRESH supermarkets, making it difficult for them to prosper. These new criteria would limit the potential for oversaturation.

• For renovations to an existing building to construct a FRESH supermarket, building owners will no longer have to replace existing walls with windows – removing a potentially expensive step in the process.

• Provide a waiver from parking requirements for sites using up to 10,000 square feet of retail area in lower density residential districts Since the program launched, 27 projects have been approved for FRESH zoning incentives, out of which eight are occupied as of February 2021.

Lago noted that the FRESH update grew out of a 2018 DCP analysis, which showed that many neighborhoods remain underserved by high-quality grocery stores, emphasizing the need to expand and bolster the program. DCP also recently launched the Supermarket Needs Index, an interactive map that informs communities of nearby grocery stores and supermarkets—and shows what neighborhoods remain underserved.

The launch of the seven-month public review process starts the clock for FRESH update. The proposal will go to all impacted community boards for the districts listed above for review, followed by the five borough presidents and borough boards. The FRESH update will then go to the City Planning Commission for a public hearing and vote, followed by the City Council.

Responding to and Recovering from the Pandemic • Stringer’s analysis found that more than half of the federal stimulus funding will go to initiatives aimed at responding to the pandemic and reopening the economy.

• This funding includes investments in expanding disease control and lab capacity, reopening schools, vaccinations and immunization efforts, and testing and tracing.

• Other proposed initiatives include expanded rental assistance for the homeless or those at risk of homelessness; a citywide cleanup initiative; small business loans, grants, and other support; emergency food assistance and youth programs.

• The largest funding allocation — $3.6 billion — will go to DOE programs including academic recovery and student support services, special education services, and IT services.

• The budget does not provide details, however, on how a substantial portion of these funds would be used beyond very broad categories.

“This year’s budget can lay the foundation for our immediate and longer-term recovery— if we get it right,” Stringer said.

Advisory Panel Releases Report Detailing State of Waste in Queens

By Forum Staff A year-long effort by the Queens Solid Waste Advisory Board has produced the “State of Waste in Queens,” a recently released analysis of the borough’s resource recovery landscape, including COVID-19’s impact and steps Queens must take to help reach the City’s stated goal of sending zero waste to landfills by 2030.

Among the 56-page report’s key findings: • While no Queens Community Districts reached DSNY’s 7/1/2020 Annual Goal of diverting 33 percent of DSNY-managed solid waste and 25 percent of curbside and containerized waste from landfills, some CDs (11, 5, 6) came close, with diversion rates from 21.2-24.9 percent, while other CDs (14, 12, 3) diverted significantly less than half of their potentially recoverable materials (Paper, Metal/Glass/Plastic/Containers), at rates of 12.714.5 percent in the last calendar year.

• A fraction of Queens’ 422,970 buildings with 10 units take advantage of free DSNY textile and electronic diversion programs, with only 638 enrolled in refashionNYC and 3,497 participating in ecycleNYC. • Big Reuse, a host site for the New York City Compost Project (NYCCP) and U.S. Composting Council’s 2020 Small Scale Composter of the Year, is currently in danger of losing its space under the Queensboro Bridge that it has leased from NYC Parks for the past 10 years. all NYCCP sites Citywide in 2019, more than half of that at their Queensboro site. In FY20 in Queens alone, Big Reuse collected over 405,000 lbs. of organics; processed over 1,760,000 lbs. of material (including partner drop-off and wood chips), and served over 26,000 households.

• Nearly half (148) of Queens’ 377 DOE schools are enrolled in DSNY’s Organics Collection, but only 18 have taken the “Zero Waste Pledge,” which requires that schools create a recycling culture across all stakeholders; 13 are involved with S.E.E.D., a program that integrates sustainability into school culture and operations, and 12 participate in Race Against

Waste (RAW), in which students complete a service-learning project focused on waste reduction. Queens public school students also lack access to potential green job training programs like Right to Repair clinics, where they could learn how to repair electronics.

• Despite passage of Waste Equity Local Law 152 and Commercial Waste Zone Local Law 199, overburdened environmental justice communities like Queens CD12 still contend with unenclosed waste transfer stations next to where people live with more waste potentially headed their way if a proposal by Royal Waste to expand its capacity of putrescible waste at their facility on Douglas Avenue is approved.

• In Queens CD5 -- a community negatively impacted by waste-by-rail dust, blowoff, and leachate from uncovered waste rail cars -- MTA-LIRR has still not issued a Request for Proposals to repower MP-15 locomotives to U.S. EPA Tier 4 Switch Duty Cycle emissions standards. Despite funds already being apportioned in the State Comptroller’s Contract, the Queens’ nonprofit Civics United for Environmental Railroad Solutions has been fighting to have these funds released for over 10 years.

“The State of Waste in Queens report provides a detailed overview of how waste is currently managed in Queens and shows the borough can do much better in terms of diverting recyclable and compostable waste,” said Queens Borough President Donovan Richards, Jr.

Prolific Perp Charged in Eight Commercial Robberies

• Grocery store on Hampton Street in Elmhurst on April 19.

• Laundromat on 81st Street in Jackson Heights on April 25.

• Laundromat on Elmhurst Avenue in Elmhurst on April 26.

• Clothing store on 37th Avenue in Jackson Heights on April 27.

According to the complaint, between April 7 and April 27, Guzman Breton, wearing a hooded sweatshirt, committed a spree of robberies in which he entered each store, threatened employees with a knife or box-

cutter, and stole thousands of dollars from his victims. An employee of a laundromat suffered cuts on the hand trying to wrest a knife away from Guzman Breton during one of the robberies.

Acting Brooklyn U.S. Attorney Mark Lesko called Guzman Breton “a one-man crime spree… This Office and our partners at the ATF and the NYPD relentlessly pursued this serial armed robber and, by bringing him to justice, stopped him from inflicting further harm on businesses in our communities.”

If convicted, Guzman Breton faces up to 20 years in prison.
