Cusenza Neighbors who reside on Lahn Street between 155th and 156th avenues quietly cheered this week after learning that all six inhabitants of an infamous home on their beloved block had been hauled off to jail Monday morning following a court-authorized raid of the house that turned up at least one firearm and illicit narcotics, according to police and published reports.

An informant allegedly tipped off cops to a large cache of weapons stashed inside the home that sits on the corner of Lahn Street and 155th Avenue, according to a

CBS 2 New York report that could not be confirmed by police. However, investigators emerged from the building early Monday with six collars, a single revolver, and a small amount of drugs.

Police officials this week praised the special NYPD Emergency Services Unit cop who sniffed out the illegal, loaded .38-caliber revolver.

State Denies Williams Pipeline Project

By Michael V. Cusenza The State Department of Environmental Conservation on Friday announced its denial of the required Clean Water Act Section 401 Water Quality Certification for the proposed Northeast Supply Enhancement pipeline project, better known as the Williams Pipeline.

In an 18-page letter to the Transcontinental Gas Pipe Line Company, LLC, DEC Division of Environmental Permits Director Daniel Whitehead outlined the agency’s decision. According to Whitehead, the DEC has determined construction of the NESE pipeline project would not meet New York State’s rigorous water quality standards. Construction of the proposed project would result in significant water quality impacts resulting from the re-suspension of sediments and other contaminants, including mercury and copper, and would disturb sensitive habitats, including shellfish beds and other bottom-dwelling marine life, clearly demonstrating that a default mixing zone is not appropriate for this project. New York is not prepared to sacrifice the State’s water quality for a project that is not only environmentally harmful but also

According to the DEC, the agency conducted a comprehensive review of the NESE application and supporting materials, as well as the more than 16,000 public comments received on the application, before reaching its decision.

By Michael V. Cusenza Area firefighters on Monday morning rescued a kayaker whose craft had overturned in the waters of Jamaica Bay near the North Channel Bridge.

According to the Fire Department, members of Engine Co. 331, were flagged down by a civilian “who saw someone in a kayak struggling in the water.”

“When we arrived on scene, we were trying to scan the water with binoculars to see if we could see anyone in the water. It’s an open area of the bay with a lot of kayakers and fishermen that go out, so it’s a fairly large area where we were trying to find if someone was in trouble,” said Lt. JohnPaul McCloskey, assigned to Ladder Co.

He swam out to the kayaker. He was able to secure the person and the kayak in one motion. He gave the signal and he was pulled in. Once the kayaker was back on shore, Engine331 did a patient assessment. The individual was very grateful and uninjured.”

Cops Hunt Ozone Park Bank Bandit

A man armed with a machete robbed an Ozone Park bank Monday.

The assailant walked into Valley National branch on Liberty Avenue and 107th Street, demanded cash, then fled the bank on foot northbound on 107th Street.

The suspect is described as wearing a bandanna, red knit cap with snowflakes and ear flaps, and a black sweatsuit jacket with white piping down the sleeves.

EDITORIAL Power in Numbers As we approach the two-month benchmark of having been basically restricted to the confines of our homes, many are starting to waiver under the current conditions, be they ordered or suggested.

We can suppose the root cause of such questioning is positioned in the shadow of the fact that we have never had to deal with a situation quite likes this. Over almost 15 weeks, nearly 90,000 Americans have died from COVID-19. The truth behind the number of deaths in the U.S. can best be summed up by two ominous adjectives: horrific and heartbreaking.

Often considered a mundane mechanism of describing things, the statistics in this case are anything but. Here they represent a death toll almost 30 times more than the terrorist massacre of Sept. 11, 2001, and reflect a total that approaches double the combat casualties suffered in the Vietnam War—in just two months’ time. Another disturbing distinction is that 25 percent of worldwide coronavirus deaths have happened here on American soil. Focusing the same microscope on New York will provide further devastating truths about the city we love and live in. This is one epicenter distinction we certainly would have opted out of.

Carrying the mental, financial and emotional burdens and frustrations of this pandemic may just leave even a mythical Atlas feeling he had an easier time holding the heavens on his shoulders.

Still, a harder reality to face is that we are standing on sort of an imaginary cliff right now, postulating about

which will weigh heavier on life as we know it: Potentially risking lives to boost the economy or risking the salvation of business to save lives. One thing is for certain; one or the other is at risk when we take steps to return to “normalcy.”

We are watching around the world to see what is happening in far-away lands that have reinstated their econ-

omies and relaxed restrictions. While we can learn from some of that, we must remember that here there is no national plan for reopening. Instead America has 50 governors steering their own ships.

One bright light that shines through the dark clouds surrounding reopening states is that recent research shows that nearly 75 percent of Americans think the best plan of action would be to continue to focus efforts on slowing the spread of the virus. Hopefully, that is a strong indication that most citizens will not go rushing back to life like lemmings to the sea.

We must fight off the urge to rush. We must appreciate the benefits of the stay at home period we are going through and start looking at the number of lives we saved instead of only focusing on those we lost. Numbers are dropping daily, and deaths are declining. But plunging into life as we knew it before is surely the main ingredient in a recipe for disaster.

We urge you to try and focus on that and the fact that we will win this battle over time. And speaking of time, we also urge you not to spend too much of it trying to figure why on earth the leader of the free world would tell his people that he is using a drug as a precaution against COVID-19 that the team of scientists he chose to lead us through this crisis recommend against using it. One thing is for sure:We have greater understanding of why SMH is such a popular text-message shorthand. In this case though, we feel it needs to be spelled out—shaking my head…

Charged with Abandoning Girl

By Forum Staff A Patchogue woman and her boyfriend have beencharged with leaving her 6-yearold daughter alone on a busy Laurelton street, Queens District Attorney Melinda Katz announced Wednesday.

Patrice Chambers, 29, and Mark Pamphile, 28, were arraigned Tuesday nighton a complaintcharging them with abandonment of a child, second-degree reckless endangerment, and endangering the welfare of a child. The pair wasreleased on their own recognizance, and ordered Chambers and Pamphile to return to court on Aug. 21.

According to the charges, justbefore 11:30 a.m. on Monday, May 18, Chambers, withPamphile in the passenger seat, stopped her white vehicle near theintersection of 140th Avenue and Springfield Boulevard and ordered herlittle girl out of the car. The child’s belongings in plastic bagswere thrown out of the car and the mother allegedly left the youngsterthere. Chambers’ white vehicle was observed on video surveillancestopped at that intersection and the girl can be seen exiting the carand the bags tossed out. The video images allegedly show the womandriving away and the little girl running in the street picking up

herclothes.

According to the complaint, the girl was foundnot too far from where her biological father lives. Pamphileallegedly had previously left voicemail messages on the victim’sdad’s phone threatening to abandon the girl if he didn’t pay Chambers and Pamphile. He also allegedly stated in a previous message that thegirl now had no place to sleep and that “she was crying like a littleb*tch.”

According to the charges, the child was found by aneyewitness shortly after the car left the neighborhood. The strangertook the girl to School Safety agents in a nearby park, who notified police. The child is now in the custody of child protective services, Katz noted.

“This mother is alleged to haveabandoned her terrified youngster on a street corner with her clothes in a plastic bag and no regard for the child’s safety or well-being. Thedefendant’s boyfriend allegedly participated in the crime and hadcomplained about her ‘crying like a little b*tch.’ Thankfully, a good Samaritan found the youngster and took her to two School Safety agents,” Katz added.

If convicted, Chambers and Pamphile face up to 1 1/3 to 4 years in prison.

Ten Reputed Members and Associates of MS-13 Charged with Three Borough Murders

By Forum Staff Four complaints have been unsealed in Brooklyn federal court variously charging 10 members and associates of the Indios Locos Salvatruchas clique of La Mara Salvatrucha, also known as MS-13, for their roles in three Queens murders, federal prosecutors announced Thursday.

One defendant was arrested last Wednesday in Maryland. Five defendants were arrested today in New York and California. On Friday, four defendants were arrested and transferred to federal custody from detention facilities where they were being held.

The ten defendants have been charged with murder inaid-of racketeering, attempted murder, murder conspiracy, related firearms offenses, and marijuana distribution conspiracy.

As detailed in the complaints and the government’s detention letter, alleged MS-13 associate Juan AmayaRamirez is charged with the murder of 17-year-old Andy Peralta. On the night of April 23, 2018, Amaya-Ramirez and two others lured Peralta to Kissena Park in Flushing where they confronted him. Peralta had a tattoo of a crown on his chest which Amaya-Ramirez and the others mistakenly believed to be a symbol of the rival Latin Kings gang.

The assailants fatally beat, stabbed and strangled Peralta.

The victim’s tattoo was also slashed. Peralta’s assailants used Amaya-Ramirez’s iPhone to photograph Peralta’s corpse, while they displayed MS-13 gang signs with their hands. The photograph was found in Amaya-Ramirez’s iCloud during a court-authorized

Alleged MS-13 associates Douglas Melgar-Suriano and Jairo Martinez-Garcia are charged with the murder of Victor Alvarenga, who was shot and killed near his home in Flushing. In the early morning of Nov. 4, 2018, the two defendants and a third individual laid in wait for Alvarenga.

The men approached Alvarenga, who was walking down the street. After walking with him briefly, Melgar-Suriano allegedly shot Alvarenga multiple times in the head and body. As Alvarenga writhed on the pavement, MartinezGarcia also shot him.

Alleged MS-13 member Ramiro Gutierrez and alleged gang associates Tito Martinez-Alvarenga and Victor Lopez are charged with the murder of Abel Mosso on a subway platform in Queens. In the early afternoon of February 3, 2019, Lopez and Martinez-Alvarenga followed Mosso, who they believed to be a member of the rival 18th Street Gang, onto the No. 7 Train at the Main Street station in Flushing, trailed by Gutierrez. Lopez and Martinez-Alvarenga assaulted Mosso inside the subway car and then dragged him out onto the platform at the 90th Street Street station in Jackson Heights. The defendants produced a gun, but Mosso wrestled it away. Gutierrez shouted in Spanish, “Nobody get involved, we’re MS-13, we’re going to kill him.” Gutierrez then grabbed the gun from Mosso and shot him multiple times, killing him. Law enforcement recovered a video posted on Facebook depicting the murder.

“The murders and crimes of violence allegedly committed by these defendants are trademark MS-13 offenses—cold-blooded, senseless and brutally violent—and pose a grave danger to the residents of our communities,” said Brooklyn U.S. Attorney Richard Donoghue. “Thanks to the hard work of federal and local law enforcement officers, the defendants will now face prosecution for the charged crimes.”

Bayside Men Arrested after Allegedly Buying Illegally Defaced Firearms

By Forum Staff Two Bayside men have been arrested after allegedly buying three illegally defaced guns and two assault rifles, federal prosecutors recently announced.

Daniel Jou, 40, and Joseph Miner, 29, were arraigned last Wednesday on a criminal complaint charging them with receiving and possessing multiple firearms with obliterated serial numbers. Jou and Miner were ordered detained pending trial.

As alleged in public filings, law enforcement authorities began investigating Miner in late 2019 when he posted on social media accounts his interest in obtaining assault weapons and other firearms for a racial civil war or racial holy war. For example, Miner posted on his Instagram account the following content in December 2019 and January 2020: • A photograph of himself giving a Nazi salute and writing, “God I hate women jews and n-----rs.” In another post, Miner is depicted giving a Nazi salute as he displays a large knife and adds, “overthrowing [ Jews] is our Christian duty;” • In response to a bloody crime scene photograph from the December 2019 machete attack at a synagogue in Monsey, New York, Miner commented, “ngl [not gonna lie] this is pretty f-----g exciting;” • A photograph of a Planned Parent-

• On or about January 22, 2020, Miner posted a photograph of the entrance to a Jewish community center in Queens.

Miner also posted Instagram messages displaying suicidal ideations and fantasizes about “martyring” himself and “go[ing] out in a blaze of glory” in a mass shooting.

In April 2020, Miner initiated contact with an undercover law enforcement

agent posing as a firearms dealer and reviewed with the agent a list of handguns and a shotgun that he wanted to purchase for himself and Jou. Thereafter, Miner and Jou purchased numerous firearms from the undercover agent knowing that the serial numbers that would allow the weapons to be traced had been removed. On April 26, 2020, the defendants met the undercover agent at a hotel in Queens and indicated they were willing to spend thousands of

dollars to purchase firearms and ammunition, including AR-15 assault rifles.

In the days following the April 26 meeting, the defendants used an encrypted messaging service to request additional firearms from the undercover agent. For example, Jou offered to spend up to $5,000 to purchase eight firearms, including a Colt M4 assault style rifle and multiple handguns. Similarly, Minor offered $2,000 to purchase two handguns, a shotgun and a “Ghost AR”—an assault-style firearm made from different gun parts and without serial numbers or other identifying markings— and a “suppressor,” or silencer.

On the evening of May 12, Jou and Miner met the undercover agent at a hotel in Queens. During the meeting, the undercover agent showed Jou and Miner several firearms, many with the serial numbers obliterated. Jou purchased a Glock 19 handgun with an obliterated serial number and a fully automatic assault rifle with a silencer attachment and high capacity magazine. Jou also expressed his interest in buying additional firearms from the undercover agent at a later date. Miner purchased a handgun and shotgun, both with obliterated serial numbers, and an AR-15 style assault rifle “ghost” gun with a silencer attachment and high capacity magazine. Miner also bought more than 200 rounds of ammunition, which he planned to share with Jou.

Comptroller Launches Probe into City’s Preparedness and Response to the Pandemic

By Forum Staff City Comptroller Scott Stringer on Thursday launched an investigation into the City’s preparedness and response to the COVID-19 pandemic with a request for documents received, created, or issued

by City government officials and agencies related to the public emergency, and its potential impact on residents and businesses, in advance of the March 22 statewide stayat-home order.

Stringer has indicated that his investigation will examine the period between Nov. 1, 2019 and March 22, 2020 to determine how the City became aware of the looming threat of COVID-19 and the information it was processing in the lead up to consequential public health decisions, including the shutdown of public schools and the cancellation of major events.

The comptroller said his investigation aims to learn how strategies were developed to protect public health in an effort to improve any weaknesses in future emergency response efforts.

By Michael V. Cusenza Any person with COVID-19 symptoms is now eligible to receive a test in New York City, Mayor Bill de Blasio announced Thursday.

Those who have been exposed to a positive case or work in a congregate residential setting (nursing home, shelter, or adult care facility)are also eligible for testing regardless of symptoms, Hizzoner noted.

The administration has established the goal to test 20,000 New Yorkers per day by the week of May 25. To that end, 10 additional sites across the five boroughs will be open by next week, including 51-30 Northern Blvd. in Woodside.

“Lack of widespread testing was our Achilles heel from day one, but we’re rewrit-

ing that story every day,” de Blasio said. “Our effort to test and trace very New Yorker in need of a test is coming together at lightning speed, giving us the tools we need to defeat the virus once and for all.”

On Tuesday, during a media availability, the mayor confirmed that there are now more than 150 testing sites across the five boroughs.

“The goal is to keep spreading the testing farther and farther around the city, keep adding more and more sites. So this will be a constant growth effort from now on,” he said.

However, when asked about the apparent lack of testing sites close to the Rockaways, de Blasio noted that one will be established in the Rockaways on June 1.

“So that's going to be corrected quickly and as I said, there's going to be many additional sites around the city,” he added.

By Forum Staff Legislation has been introduced in both the Senate and House of Representatives that seeks to help those in nursing homes electronically connect with family members and doctors during the COVID-19 crisis, one of the measure’s sponsors, U.S. Rep. Grace Meng (D-Flushing), recently announced.

The bipartisan Advancing Connectivity during the Coronavirus to Ensure Support for Seniors (ACCESS) Act would protect these vulnerable populations from risking

exposure to COVID-19 by increasing their access to remote health care, and their ability to connect with loved ones and caregivers online.

According to Meng, the ACCESS Act would: Authorize an emergency supplemental appropriation of $50 million for the Department of Health and Human Services’ Telehealth Resource Center to assist nursing facilities receiving funding through Medicare or Medicaid in expanding their use of telehealth services; require the secretary of HHS to share recommendations on additional ways to improve access to telehealth services in nursing facilities and temporarily designated nursing facilities during the pandemic; and establish a grant program authorizing HHS to award nursing facilities grants to enable residents to participate in “virtual visits” with loved ones while the health risk of in-person visits remains high during the pandemic.

Council Approves COVID-19 Relief Bills

“COVID-19 exposed many weaknesses and inequities in our society and at this critical time the New York City Council must think about those on whom this pandemic will fall most heavily,” Councilwoman Adams said.

By Michael V. Cusenza The City Council on Wednesday voted to approve several COVID-19 relief bills at its virtual Stated Meeting.

According to Council Speaker Corey Johnson, the package is designed to help small businesses survive the fiscal impacts of the loss of business and limited food service due to efforts to stop the spread of the virus.

Highlights include: Introduction No. 1916-A requires that the City waive and/or refund all revocable consent fees for unenclosed sidewalk cafes due between March 1, 2020 and Feb. 28, 2021. Enclosed sidewalk café consent fees would be waived for the duration of the Mayor’s Emergency Executive Order No. 105 published on April 4, 2020.

“With so many restaurants, bars, and other establishments in the hospitality industry ordered to close, New York’s small businesses are in urgent need of the City’s help. These businesses have always been the lifeblood of our City and they will play a central role in the City’s recovery. This legislation is an important first step towards a safe reopening of NYC’s restaurants with sidewalk cafes prominently figuring into a recovery strategy to support socially distanced dining and expanded seating capacity. Eliminating burdensome sidewalk cafe fees will provide emergency relief to restaurants confronting huge revenue losses and unprecedented financial challenges so that they'll have the opportunity to reopen and thrive in the future,” said Councilman Andrew Cohen (D-Bronx), the measure’s sponsor.

Introduction No. 1914-A makes threatening a commercial tenant based on their status as a COVID-19 impacted business or person a form of harassment punishable by a civil penalty of $10,000 to $50,000. This

bill would not impact a tenant's obligation to pay rent or a landlord's ability to enforce the terms of the lease, including lawful termination.

These small businesses are struggling right now, and we must strengthen protections against commercial tenant harassment so that they will have the opportunity to thrive in the future.”

And Introduction No. 1932-A suspends personal liability provisions for certain businesses. These provisions, which are common in small-business leases, allow a landlord to hold a business owner personally liable if they are unable to pay rent. To avoid the seizure of an owner’s personal assets or property, they must turn in the keys to the property, effectively ending their lease.

The bill would suspend these provisions for businesses that were impacted by mandated closures or service limitations, including: (1) businesses that were required to stop serving food or beverages on-premises (restaurants and bars); (2) businesses that were required to cease operations altogether (gyms, fitness centers, movie theaters); (3) retail businesses that were required to close and/or subject to in-person restrictions; and (4) businesses that were required to close to the public (barbershops, hair salons, tattoo or piercing parlors, and related personal care services).

WORKING FROM HOME CAN BE PAINFUL With the increasing influx of customers that come through our doors everyday, also comes a heightened degree of questions about an escalation in somewhat common conditions that have been exacerbated as a result of the restrictions imposed by the Covid-19 pandemic.

The most prevalent complaint comes from people that are experiencing severe neck pain and stiffness and other ailments affecting their backs.

Obviously, creating the perfect work at home scenario can be difficult for a number of reasons including availability of space, equipment, seating and a host of others. Even those not having to create a “work-at-home” environment are faced with additional time on their hands that is being taken up by excessive periods on computers and smart phones.

The most important advice we can offer on this front is trying to be aware of posture. If you do not have an ergonomic workspace, you are likely slouching over a dining table, bed, couch or the beloved coffee table. Used as very temporary solutions, these factors might not have such adverse effects but considering we really have no idea when this situation will be resolved, now is a good time to take some steps to stop the conditions from wreaking havoc especially for those with pre-existing back and neck problems.

Stop slouching Sitting on a couch or a bed doesn’t exactly suit you spine too well. In fact the posture encouraged in any seating of those types to hunch over your laptop or a phone is a recipe for disaster to your spinal column. You round your shoulders, put your head down and introduce much stress and pressure to your neck and back.

No slouching!

There is no perfect posture for sitting all day.

Even if you sat perfectly erect you could have pain in your back and neck. The key here is to get up regularly, change your positioning and walk around and stretch a little.

Hunching over puts a tremendous strain on your neck and back. Try rolling up a pillow and placing it in the hollow arch of your back to give support to the lumbar and prevent pain.

Change your posture throughout the day Switch chairs and sitting surfaces regularly keep switching between different chairs and sitting surfaces because when you shift things around, you’re not putting a lot of pressure on just one area and the strain on your body will migrate to different parts instead of settling on concentrated areas.

Fluff up your seat Get up every 40 minutes The most impotent change you can make to your routine right now is to get up at least every 40 minutes. You take breaks at home for coffee or to go to the bathroom so treat this equally. Take 5 minutes every 40 minutes and you’ll be doing your back a big favor.

Prepare a workstation Remember that the screen of your laptop should be just below your eye level, so you should elevate the height of the screen to avoid the strain your neck. You can prop up the laptop with books to reach the optimum height. Secondly, you may also try to increase the font size to avoid putting a strain on your eyes and even put a blue light filter on the screen. To raise the laptop, you may use a box.

Bill Would Further Protect Bay

After Gov. Andrew Cuomo last year vetoed their bills aimed at increasing the protection of Jamaica Bay waters,State Sen. Joe Addabbo, Jr. and Assemblywoman Stacey Pheffer Amato (both D-Howard Beach) indicated this week that they plan to work with the Cuomo administration in a continuing effort to make the bay even cleaner and healthier.

The bills would permanently extend the

current law that was put into place in 2014, which corrected the longstanding problem of using sub-quality dredging material to fill in the borrow pits of Jamaica Bay.That law is set to expire on June 30, 2022.

“We cannot dial down the efforts, or compromise our standards, and relinquish all the hard work that’s put in to get us here,” Pheffer Amato said Wednesday.

Wkorasky Voltaire, 29, was arraigned late Friday night on a complaint charging him withmurder in the second degree, tampering with physical evidence, and fourthdegree criminal possession of a weapon.

Voltaire wasremanded without bail and ordered to return tocourt on June 15.

According to the charges, justbefore 5 a.m. on Thursday, May 14, Voltaire and his

half-brother, McKenzie Placide, 22, were arguing at an uninhabitable house where the two menpreviously lived with their now deceased mother on 208th Street. Voltaire, who brought two kitchen knives with him from an aunt’s house,argued with his half-brother and allegedly stabbed Placide with one of the knives while inside the residence. After weeks of warning individuals not to call the Internal Revenue Service regarding economic impact payments, the agency has established a special telephone line for anyone who has questions about their stimulus funds, U.S. Rep. Grace Meng (D-Flushing) announced Tuesday.

The number is (800) 919-9835.

The IRS began sending out relief payments in mid-April. The payments are

being made under the Coronavirus Aid, Relief, and Economic Security (CARES) Act, the third COVID-19 relief package passed by Congress and enacted into law.

They consist of up to $1,200 per adult and $500 per child. The funds are intended to help many taxpayers with the financial burden that they are experiencing due to the COVID-19 pandemic.
