State Expands Access to COVID-19 Testing to Hardest-Hit Communities

By Michael V. Cusenza Responding to surveys showing that lowincome and minority communities are suffering the most from COVID-19, the State has launched a new initiative to expand access to testing in those communities, Gov. Andrew Cuomo announced Saturday.

The State is partnering with Northwell Health to establish an initial 24 temporary testing sites at churches in predominately minority communities in downstate New York.

According to the administration, the largest statewide antibody testing survey of 15,000 New Yorkers found a greater infection rate in communities of color. Additionally, the State’s comprehensive survey of all newly admitted patients hospitalized for COVID-19 found communities of color are most impacted and of the 21 ZIP codes with the most new COVID-19 hospitalizations, 20 have greater than average black and/or Hispanic populations. A deeper look into two of the most impacted communities in the survey, in Brooklyn and the Bronx, found communities of color are also lower-income and have a greater percentage of COVID-19 hospitalizations and infections than New York

Cuomo also announced the preliminary results of the State’s antibody testing survey of more than 1,300 transit workers in the New York City region show 14.2 percent have COVID-19 antibodies, compared to 19.9 percent of the general population in New York City.

“It’s a cruel fact that when you look at disasters and emergencies the poorest and most disadvantaged people often pay the highest price, and the COVID-19 pandemic is no different,” the governor added. “The fact is

that low-income and minority communities are suffering the most—it is not right and we have to address it. In New York we are working to break this cycle and actually resolve these disparities. We have already taken aggressive actions to help these communities, and we are going to partner with Northwell Health to set up additional testing sites at churches in predominately minority communities. And I want to thank our congressional partners and the church groups who have been working with us on this issue.”

Congressman Hakeem Jeffries (DQueens and Brooklyn) cited the Bible in thanking Cuomo for increasing access to testing via churches.

“The scripture says, ‘weeping may endure during the long night, but joy will come in the morning.’ I’m thankful for your leadership, Gov. Cuomo, thankful for the partnership with our houses of worship. We’re all going to be there with the community until its morning time in the United States of America once again,” Jeffries said. “We know that the houses of worship, the spiritual community, have always been there to help the community get through the storm. So, now at this moment, thanks to their continued engagement and the governor’s leadership and willingness to partner, we can address this COVID-19 pandemic with these houses of worship and religious leaders who have the credibility, the authenticity, and the capacity to reach those in the community who need to be tested.”

In Queens, the following churches will host COVID-19 testing sites by appointment: Greater Allen A.M.E. (Jamaica), New Jerusalem Worship Center (Jamaica), Greater Springfield Community Church (Jamaica), and First Baptist Church of Corona.

And so begins the caustic correspondence of three councilmen who recently called on Mayor Bill de Blasio to fire Department of Homeless Services Commissioner Steven Banks.

“The abysmal shelters and street homelessness have come to the forefront during the COVID-19 pandemic. The large congregate shelters have no ability to practice social distancing and are now scrambling to move sick residents into isolated hotel rooms.

Yet other homeless residents say there has been no effort from DHS to isolate anyone who may have come in contact with the virus,” Councilmen Eric Ulrich (ROzone Park), Bob Holden (DMiddle Village), and Joe Borelli (R-Staten Island) wrote in their missive to Hizzoner. “The street homeless are now cramming into subway cars at unprecedented levels due to MTA service cuts, leaving transit workers and commuters fearful for their own

health. In fact for several weeks now, many hospitals and businesses were forced to hire private bus companies to transport their essential workers for fear that riding the subways will expose these frontline workers to the coronavirus. Meanwhile, other frontline and essential workers who do not have this luxury and have no choice but to use public transit continue to be exposed to the virus.”

that Ulrich has publicly called for Banks’ head. In March 2019, Ulrich led a rally in front of Banks’ Brooklyn residence urging the de Blasio administration official to resign.

“Steven Banks is the worst DHS commissioner in New York City history,” Ulrich said last year.

Holden, Borelli, and Ulrich echoed that sentiment in their new message to the mayor.

“It is abundantly clear that Commissioner Banks was unprepared to handle the current crisis our city’s homeless population is facing,” they wrote. “We suggest replacing Steven Banks with someone who actually has the vision to tackle the root causes of homelessness.”

By Michael V. Cusenza The same first responders who saved the boy’s life on April 29 were there on Tuesday to applaud his triumphant return home.

Jayden Hardowar, 8, was released from Cohen’s Children’s Hospital following a two-week battle with the mysterious pediatric inflammatory multisystem syndrome, the Kawasaki disease-like illness that has stumped medical pros. Cops, firefighters, and EMS personnel clapped as his grateful mom helped walk a weary Jayden inside his Richmond Hill home.

Firefighter Tony Gonzalez, a member of Engine Co. 294, was part of the team of Bravest and Finest who helped bring Jayden back from the brink of certain death after responding to a call of pediatric cardiac arrest two weeks prior to Tuesday’s celebration.

“When we arrived, the 102nd Precinct was on scene. We started rescue breaths and took over CPR [from the cops],” the Woodhaven smoke-eater recounted.“We hooked him up to the automated external defibrillator and a shock was advised. So we yelled ‘clear!’ and gave the shock. That’s when we got some activity. We continued rescue breathing until paramedics from Jamaica Hospital arrived on scene. Everything worked out. It’s a good thing to see after all the death we have seen the past few months. We’re all in this together and taking care of each other. It’s teamwork, we’re all building off each other.”

Gonzalez characterized Tuesday’s moment as “a bit emotional.”

“I have an 8-year-old daughter,” he said.

“To see this young patient and knowing they’ll be OK is a happy story. It’s very moving. This is our job. We’re here to help and we’re here to make a difference.”

Cops Thwart Borough Bridge Jump

Cops assigned to an elite City Police Department division on Saturday talked a suicidal man down from a borough bridge.

According to NYPD Special Operations, a despondent man was threatening to leap from the Kosciuszko Bridge Satur-

day morning when members of the Emergency Service Unit stepped in and eventually convinced the man to climb back over to safety. He was placed into custody and transported to a nearby hospital for evaluation.

EDITORIAL What We Know About Pediatric Multisystem Inflammatory Syndrome As though it were not enough that parents across the world have to deal with taking care of their children in the throes of a pandemic, now they have a serious and potentially deadly threat added to that burden. The appearance of Pediatric Multisystem Inflammatory Syndrome has clouded an already bleak situation further. New York has the ominous distinction of being home to the most cases, further shoring up its role as the epicenter of the pandemic. On Tuesday this week, we had a reported 52 cases with that number climbing to 82 on Wednesday.

While information about the disease is still coming in from medical professionals, its relation to Covid-19, although yet to be positively confirmed, is likely in the opinion of most experts weighing in. We have chosen to supply our readers with a fact sheet from the NYC Department of Health containing a basic primer of information available thus far. Please keep in mind that the NYC Health Department may change recommendations as the situation evolves.

Fact Sheet: Pediatric Multisystem Inflammatory Syndrome What is pediatric multisystem inflammatory syndrome?

Pediatric multisystem inflammatory syndrome (PMIS) is a new health condition ap-

pearing in children in New York City (NYC) and elsewhere. Some doctors think the condition is related to having coronavirus disease 2019 (COVID-19), but the connection is still not clear.

PMIS is like other serious inflammatory conditions such as Kawasaki disease and toxic shock syndrome. Children with PMIS can have problems with their heart and other organs and need to stay in a hospital to receive support in an intensive care unit.

PMIS is a rare condition. However, because it is life threatening, it is important that parents know the signs and symptoms, so they can get help right away.

What are the signs or symptoms of PMIS? Most children have fever (temperature of 100.4 degrees F or 38.0 degrees C or greater) lasting several days, along with other symptoms.

Common symptoms include: • Irritability or sluggishness • Abdominal pain without another explanation • Diarrhea • Vomiting • Rash • Conjunctivitis, or red or pink eyes • Enlarged lymph node (“gland”) on one side of the neck • Red, cracked lips or red tongue that looks like a strawberry • Swollen hands and feet, which might also be red When should I call my child’s doctor or get emergency care?

You should call your doctor immediately if your child becomes ill and has had continued fe-

ver. Your doctor will ask about any signs or symptoms your child has and use that information to recommend next steps. If your child is severely ill, you should go to the nearest emergency room or call 911 immediately.

Is PMIS contagious?

PMIS is not contagious. However, it is possible your child has COVID-19 or another underlying infection that may be contagious. Until we know more, hospitals in NYC that are treating children with PMIS are taking the same precautions they take for patients with COVID-19.

Is there a treatment for PMIS? Currently, children with PMIS are being treated with different therapies, including intravenous immunoglobulin and steroids. These drugs help reduce the body’s immune response that causes the inflammatory syndrome.

Children are also being given other medications to protect their heart, kidneys and other organs.

How can I prevent my child from getting PMIS? Although we do not know yet if PMIS is related to COVID-19, taking steps to prevent your child from being exposed to COVID-19 is important. Face coverings, hand hygiene, and physical distancing are the best way to prevent COVID-19.

By Forum Staff Two Empire State elected officials this week announced a $67 billion proposal to provide direct relief to New York state, county, and local governments to help them recover from lost revenue and unexpected costs as a result of the COVID-19 pandemic.

According to Senate Minority Leader Chuck Schumer (D-N.Y.), the measure is part of major coronavirus relief legislation, the Heroes Act, which U.S. House Appropriations Committee Chairwoman Nita Lowey (D-Westchester and Rockland) introduced Tuesday to support the continued coronavirus response and recovery. If enacted, the Democrats’ spending package would provide an estimated $34.4 billion in relief funds for New York State, $17.2 billion for New York City, and $15.1 billion for other municipalities and counties in New York.

According to Schumer and Lowey, in addition to $67 billion in new funding for governments in New York, the relief package would allow the use of new and prior COVID-19 relief funds to replace lost revenue. Combined with $5.2 billion in relief funds for New York in the Coronavirus Aid, Relief, and Economic SecurityAct, this bill would provide the state nearly $40 billion to help cover lost revenues and expenses due to the pandemic.

“Our state, county and local governments have ratcheted up their spending to confront the COVID challenge, even while the virus has ripped a hole in their budgets due to collapsing revenue. Providing urgent relief to state, county and local governments is not an abstract concept—it

is keeping cops, firefighters, bus drivers and more on the job; it is preserving vital services during a pandemic; and it is staving off tax hikes at the worst possible time for the economy,” Schumer said.

“As the epicenter of the COVID-19 pandemic, New York has acted aggressively and responsibly to protect the entire nation at a very high cost to our state and our communities. Expenses to protect families have skyrocketed while revenues have dried up due to job loss and stay home orders,” Lowey added. “This vital aid is absolutely necessary to protect essential health, public safety, education, and other jobs and services in state and local governments and to mitigate an unimaginable economic impact from this pandemic.”

According to the most recent jobs report, released earlier this month, the nation has already shed a million public sector jobs. “Failure to respond now to the crisis faced by state, county, and local governments “will certainly worsen the job loss and hurtle us toward a full-blown depression. Failure to take the corrective action now, when we have the resources to and time to do so, would be catastrophically damaging and profoundly irresponsible,” Schumer and Lowey said.

“This is critical funding to states, counties and cities, villages, and towns of every size throughout America to preserve jobs and essential services for their citizens this year and years to come,” they added. “Massive cuts will continue and deepen until Congress steps up. This fund is essential to keeping local economies afloat as the nation grapples with the pandemic and its economic fallout for years to come.”

Add to this the over 20,000 New Yorkers who have died from the virus and our complaints begin to sound petty.

One way to prevent discouragement in our own lives is to diligently consider the sufferings of our comrades in this battle.

Let us not cave in to despair under our lesser troubles. And let us continually be thankful to the Lord. Whatever happens to us short of death is only by His mercy.

Ozone Park resident and South Queens community leader Scott Jordan has died, according to long-time friend Councilman Eric Ulrich (R-Ozone Park).

He was 52.

“Scott Jordan was an amazing person.

He was a close friend and confidant of mine for many years. He was also my daughter’s godfather. Unfortunately, he passed away this weekend. I will never forget him and feel blessed to have known such a great man,” Ulrich said.

Jordan was a member of Community Board 9 who is being remembered as a leader who also worked with area groups to improve the lives of his neighbors and his community.

“Scott was one of a kind; beloved by all and a truly loyal, faithful man,” Joann Ariola-Shanks, president of the Howard Beach Lindenwood Civic Association, told The Forum Wednesday. “Nothing meant more to him than his wife, son, family, faith, and friendship. We will find comfort in our many happy memories. Rest easy, Scott.”

Jordan in March 2015 and February 2016 editions of the newspaper, the proud papa talking up his polo star son.

“As his parents, we can’t express what a pleasure Chris has been to bring up and watch grow into a man before our eyes,” Jordan said. “He’s grown to be a respectful, responsible, caring, loving, gentle human being. Christopher has been an absolute delight and an inspiration to us.We couldn’t have asked for a better child.”

Stringer Expresses ‘Deep Concern’ over Contact Tracing Responsibilities

By Michael V. Cusenza The City comptroller on Friday sent a letter to Mayor Bill de Blasio demanding answers regarding Hizzoner’s recent decision to transfer critical contact tracing responsibilities from the Department of Health and Mental Hygiene to the Health and Hospitals system.

“Tasking H+H with leading the City’s ‘Test and Trace Corps’ is both contrary to historical precedent and to the established expertise already housed within DOHMH,” Comptroller Scott Stringer wrote. “Contact tracing is a crucial component of the City’s recovery strategy and I fear that instead of being led by DOHMH, a recognized national leader in public health for which contact tracing has been a core function for over a century, you have tasked H+H with initiating an entirely new program that goes beyond its core mission of providing medical care.

DOHMH to H+H. Is H+H able to hire contact tracing personnel more quickly and efficiently than the Fund for Public Health, which has been performing the hiring function on behalf of DOHMH? If yes, please explain why.

ing to your plan? If yes, please explain why.

Procurement procedures and regulations at H+H that would allow it to procure necessary equipment and supplies more expeditiously than DOHMH could do under the current suspension of City Charter Chapter 13, per the Mayor’s Emergency Executive Order #100.

“I question whether effecting

such a significant change to established health care practices is wise in the middle of a deadly pandemic. Answers to the above questions might justify such a change, and provide confidence to the City that elected officials are taking the necessary actions to ensure public health,” Stringer wrote.

The comptroller’s questions arrived a month after two borough legislators challenged the mayor to fire City Health Commissioner Oxiris Barbot, M.D., for failing “to keep New York City ahead of the [COVID-19] curve.”

“Despite numerous warning signs from around the globe, Commissioner Barbot failed to keep New York City ahead of the curve. Significant research on pandemics and the spread of viruses should have been conducted early, and our city should have led the nation by taking drastic measures before any other city,” Councilmen Eric Ulrich (R-Ozone Park) and Bob Holden (D-Middle Village) fumed in a letter to de Blasio.

City Hall spokeswoman Freddi Goldstein characterized the councilmen’s letter as “despicable and reeks of opportunism.”

Mayor Launches Citywide Antibody Survey

By Forum Staff The City will conduct its own antibody survey at community testing sites in the five boroughs to better understand the spread of COVID-19, Mayor Bill de Blasio announced Thursday.

The survey will test approximately 70,000 New Yorkers over an initial twoweek period, with the capacity to administer up to 5,000 tests per day, according to the administration.

This week, through a partnership with BioReference labs, the City began to offer antibody testing on an appointment-only basis for approximately two weeks in Long Island City, Morrisania, East New York, Upper Manhattan, and Concord. Scheduling opened last Friday by dedicated hotline, and individual test results will be available in 24-48 hours.

“For New York, a city that has been seriously impacted by the COVID-19 pandemic, this type of information will be of great value in helping healthcare professionals to analyze the presence and progression of the disease in order to identify at risk populations for possible early intervention,” said Jon Cohen, M.D., executive chairman of BioReference Laboratories.

“While antibody tests are not a fix-all solution,” Mayor de Blasio said,“they will give our communities the knowledge they need to help us defeat this virus together.”

Services and Centers for Disease Control and Prevention, the City will also administer 140,000 antibody tests for healthcare workers and first responders across the Fire Department, Department of Correction, Police Department, and hospitals citywide.

Through a separate initiative, de Blasio noted, NYC Health+ Hospitals has now tested over 8,000 healthcare workers for antibodies across its 11 hospitals.

“So many New Yorkers are wondering whether they’ve had the virus, or if they’ve exposed their own families,”the mayor added. “While antibody tests are not a fix-all solution, they will give our communities the knowledge they need to help us defeat this virus together.”

Also, to expand access to care for New Yorkers who have symptoms or questions about COVID-19, NYC Health + Hospitals

will continue to grow the capacity of its free Phone-a-Clinician Hotline at 844-NYC4NYC to be able to handle 120,000 calls a month. With this expansion, Health + Hospitals will aim to provide 16,000 tele-visits to New Yorkers per week via the hotline, accounting for roughly 80 percent of the City’s ambulatory visits. NYC Health + Hospitals has also now completed 60,000 billable H+H tele-health visits at more than 300 clinics citywide since the beginning of the crisis.

De Blasio also announced Thursday that the Mayor’s Office to End Domestic and Gender-Based Violence will convene a COVID-19 response work group to prevent acts of domestic gender-based violence and support survivors during the pandemic.The work group will engage a diverse group of 20 providers representing multi-disciplinary services for survivors across the City including shelter, legal services, counseling and mental health services. Providers from both small and large community-based organizations will have representation in the working group, with an emphasis on those serving diverse communities citywide.

Queens District Attorney Melinda Katz recently noted that the number of reported domestic violence incidents has increased since the City became the worldwide epicenter of the outbreak last month.

Cuomo Directs Hospitals to Prioritize COVID-19 Testing for Children

By Forum Staff Governor Andrew Cuomo on Tuesday directed hospitals statewide to prioritize COVID-19 testing for children displaying symptoms similar to an atypical Kawasaki disease and toxic shock-like syndrome.

The State is currently investigating approximately 100 reported cases in New York where children—predominantly schoolaged—are experiencing these symptoms possibly due to COVID-19. The illness has taken the lives of three young New Yorkers, including a 5-year-old in New York City, a 7-year-old in Westchester County, and a teenager in Suffolk County.

According to the administration, New Yorkers should seek immediate care if a child has: • Prolonged fever (more than five days) • Difficulty feeding (infants) or is too sick to drink fluids • Severe abdominal pain, diarrhea or vomiting • Change in skin color—becoming pale, patchy and/or blue • Trouble breathing or is breathing very quickly • Racing heart or chest pain • Decreased amount of frequency in urine • Lethargy, irritability or confusion The State Department of Health has issued an advisory about this serious inflammatory disease, called “Pediatric

“Initially we thought COVID-19 didn’t affect children, and now we’re dealing with a disturbing issue where we have about 100 cases of an inflammatory disease in children that seems to be created by the virus,” Gov. Cuomo noted.

Though most children who get COVID-19 experience only mild symptoms,

in the United Kingdom, a possible link has also been reported between pediatric COVID-19 and serious inflammatory disease.

The inflammatory syndrome has features which overlap with Kawasaki disease and toxic-shock syndrome and may occur days to weeks after acute COVID-19 illness. It can include persistent fever, abdominal symptoms, rash, and even cardiovascular symptoms requiring intensive care.

“We have been behind this virus every step of the way and even as we are now be-

ginning to see the numbers on the decline, the virus is still surprising us,” the governor said. “Initially we thought COVID-19 didn’t affect children, and now we’re dealing with a disturbing issue where we have about 100 cases of an inflammatory disease in children that seems to be created by the virus. New York is leading the investigation of this situation and we are advising all hospitals and medical providers to prioritize diagnostic testing for any children that are displaying symptoms of this illness.”

At the request of the Centers for Disease Control and Prevention, New York is helping to develop the national criteria for identifying and responding to COVIDrelated illness, according to the administration. The State DOH is also partnering with the NY Genome Center and Rockefeller University to conduct a genome and RNA sequencing study to better understand COVID-related illnesses in children and the possible genetic basis of this syndrome. The State is also notifying 49 other states across the country of emerging cases of COVID-related illness in children.

Early recognition by pediatricians and referral to a specialist including to critical care is essential, Cuomo noted. Molecular and serological testing for COVID-19 in children exhibiting the above symptoms is recommended. The majority of patients have tested positive for COVID-19, some on molecular testing for SARS-COV-2, others on serological testing.

Nine out of 10 people arrested for social distancing-related incidents across the five boroughs were people of color, according to a report in Tuesday’s New York Post. Citing data released this week by the City Police Department, the Post noted that out of the 125 “COVID-19 related” arrests made, 83 suspects were black and 30 were Hispanic.

By Forum Staff A new bipartisan bill would ensure that families of first responders lost to COVID-19 are able to quickly access survivor benefits, U.S. Sens. Chuck Schumer and Kirsten Gillibrand (both D-N.Y.), two of the measure’s sponsors recently announced.

The Safeguarding America’s First Responders Act clarifies the certification re-

quirements for survivor benefits under the Public Safety Officers Benefits Program to account for the unique challenges presented by the pandemic.

The PSOB program, administered by the Justice Department, provides public safety officers who are killed in the line of duty with a one-time lump sum payment of $359,316 and/or education assistance of $1,224.00 per month to their children or spouse. Infectious diseases are covered under a line-of-duty death as long as evidence indicates that the infectious disease was contracted while on duty. Providing evidence that a deadly disease was contracted on duty can be straightforward in instances where an officer comes into contact with a dirty needle however, in the case of COVID-19, it can be very difficult to provide evidence that the virus was contracted on duty, according to the elected officials.

The SAFR works to overcome current challenges by establishing a temporary presumption that COVID-19 infections will be considered to be contracted while on duty if diagnosed within 45 days of an officer’s last shift. The legislation ensures that families of officers and first responders lost while fighting the pandemic don’t face unnecessary barriers to benefits they’ve already been promised.

By Michael V. Cusenza Federal elected officials in both chambers on Friday called to increase grant funding for neighborhood and micro-businesses burdened by the economic crisis caused by the COVID-19 pandemic.

The Saving Our Street Act would support local economies and businesses by establishing a Microbusiness Assistance Fund to provide the resources and direct money needed to offset lost revenues and increased costs. The bulk of the funding would be dedicated to historically underrepresented businesses, including minority-owned businesses, according to U.S. Sen. Kirsten Gillibrand (D-N.Y.) The SOS Act: Establishes a Microbusiness Assistance Fund of $124.5 billion to provide up to $250,000 directly to small “micro” businesses: Targeted to “micro” businesses with fewer than 10 employees; businesses with at least half of their employees from the community and within a low-income community may have up to 20 employees.

Will help neighborhood businesses put people back to work: Can be used for essentials like payroll, rent, utilities, insurance, and personal protective equipment; employers must maintain prior levels of health benefits for employees; essential businesses may use funding to provide hazard pay for employees.

Reserved for those who truly need help: Businesses earning more than $1 million in revenue are prohibited from receiving grants; nonprofits with less than $500,000 in gross receipts and fewer than 10 employees; excludes publicly traded and hedge fund-owned businesses; recipient businesses must provide financial statements to demonstrate true need; funds cannot be used to pay salaries over $100,000.

75 percent of the funding goes to historically underrepresented businesses, including minority-owned businesses: $300

million to nonprofit and community organizations assisting small business owners; $50 million for minority business centers to provide technical assistance and online training; $50 million for centers supporting small and women owned businesses.

The SOS Act requires a report detailing the ethnicity, race, industry, geographical demographics, and sex of applicants for grants, Gillibrand noted.

“America’s smallest businesses are the heart of local economies, and they urgently need assistance to survive the economic crisis caused by this pandemic,” the senator added. “The outbreak of COVID-19 has decreased revenue for many neighborhood businesses, but their bills are piling up. This critical grant funding will help keep their doors open.”

The new proposal comes about a week after U.S. Rep. Grace Meng’s (D-Flushing) call for the next COVID-19 relief bill to provide critical and needed assistance for the approximately 13,000 bodegas, ethnic grocery stores, and small independent supermarkets, many of which are located throughout the five boroughs.

In a letter to House leaders, Meng sought direct help for these local establishments by requesting grants for refrigeration units, connections with farms, hazard pay for frontline employees, and exempting wages from federal income taxes. Her correspondence also seeks assistance for members of the public who shop at these retailers which would in-turn help those businesses. These requests include increased funding for food assistance, providing stimulus checks to individuals with Individual Taxpayer Identification Numbers, and allowing unemployment insurance regardless of citizenship status.

“Small grocers provide a unique access point to ensure that those who are food insecure can purchase healthy foods and fresh produce,” Meng wrote in her missive.

The anticipation of summer will perhaps reach its greatest heights this year. For those of us who have been cooped up at home for over two months, the thought of escaping on a daily basis to our backyard to soak up the warmth of the sun seems comparable to two weeks on a lavish island getaway.

It's crucial for all to remember however that, the sun and all of its glory does have harmful effects.

Most experts seem to agree that pretty much everyone, including those who stay in doors for all but a few minutes (walking to car, etc), should use a daily sunscreen minimum 15 SPF. It's important that even those with minimal exposure protect their skin in order to avoid the harmful, sometimes deadly effects of the sun.

It takes a mere 20 minutes for skin to turn red with no protection. While application of sunscreen is advised for almost everyone, it is generally agreed that babies under 6 months should be protected with clothing as opposed to sunscreen.

The huge amount of product available on the open market can be confusing to the consumer, and a good place to start finding out what the right protection level is for your use is with your local pharmacist.

There are some common myths about sunscreen floating around out there and this week we'd like to point them out to you. #1. I'm not in the sun that much and I

don't need it--WRONG--IT'S NOT JUST FOR SUN WORSHIPPERS-it's for anyone with even minimal exposure. #2. The small amount in foundation make-up will likely not be enough to offer adequate protection. #3. All sunscreens are created equal...

NOT. You should look for a sunscreen that has an SPF of 30 or higher that provides broad-spectrum coverage against both UVA and UVB light. #4. A little sunscreen will get me through the day. The general principle is to reapply every two to four hours. #5. If I put it on my face, arms, leg, back, and neck -- I'm set. Nope--you'd have missed some key areas like your ears and the back of your neck. #6. Lotions, sprays, or stick sunscreens work differently. Truth is there are no real major differences; it's just a matter of personal choice.

And finally... #7. Last year's bottle is still OK--this is not the place to economize, butif you still have it leftover, odds are you're not applying it correctly. Measure to be pretty safely within protective guidelines and be sure to check the expiration date on your sunscreen bottle!

Taste-less

The popular borough gastronomy event Queens Taste has been cancelled due to the COVID-19 crisis, the Queens Economic Development Corporation recently announced.

The organizers, QEDC and the Queens Tourism Council, indicated that they had hoped to reschedule the 18th annual May event for October, but last Wednesday afternoon they announced the cancellation.

According to the QEDC, last year, an estimated 500 people attended Queens Taste to sample cuisine from such countries

as China, Colombia, Guyana, Haiti, India, Italy, Malaysia, Mexico, Thailand, Trinidad, and the Philippines. The food and networking celebration was at the New York Hall of Science in Flushing Meadows Corona Park, where it’s been for the past five years.

“We’re saddened by this decision, but there’s so much uncertainty that even holding it in the fall is not feasible,” QEDC Executive Director Seth Bornstein said. “We hope for a healthier 2021 and we’ll hold another Queens Taste then.”

Whitestone Grocers Charged with Price Gouging

By Forum Staff Two borough residents have been charged with allegedly selling medical face masks from a Whitestone grocery store at an inflated price, Queens District Attorney Melinda Katz and the NYPD announced Friday.

Tae Kyong Kim, 49, of College Point, and Jung Soo Lee, 61, of Bayside were both issued desk appearance tickets andordered to appear in court on Sept. 4. At that time, Kim and Lee will be formally charged with a New York City AdministrativeCode violation under the Department of Consumer and WorkerProtections Emergency Price Gouging Rule declaring it an “unconscionable trade practice” to increase the price of essential goodsand services during an imminent threat to public safety more than 10percent above the price at which the same good could have previouslybeen purchased by consumers 30 to 60 days prior to the March 15, 2020 rule, Katz said, while noting that face masks—mandated to be worn by anyone outside whocannot socially distance from others—cost about $1 each.

The price tag for a box of 2 KF94 masks was $10.The “buyer” picked up a box and the merchant allegedly charged him$10.

According to the charges, a seconddetective visited the store shortly after noon the same day and saw12 boxes of 10 KN95 masks listed for $45 each. This

“buyer”allegedly purchased a single box for $45 from the cashier. Policeallegedly recovered 24 boxes containing 10 KN95 masks, 35 boxes containing 50 disposable face masks, 31 boxes containing 4 disposablemasks, 153 single packs of KF94 face masks, and 67 dust-proof facemasks.

According to the charges, law enforce-

ment executed a court-authorized search warrant Thursday at the grocery store. Police allegedly recovered invoices showing themanagers paid $30 for the KN95 masks they were reselling for $45. Andthey allegedly charged $39 for a box of 50 disposable masks, which theyallegedly purchased for $24.

Kim and Lee allegedly told police that they had increased the prices of everything in theirstore by 50 percent.

“Sadly, the outbreak ofthe coronavirus has inspired greed and manipulation. We are still in themidst of a crisis and people are still dying every day from COVID-19.

Weare actively seeking out individuals and businesses that would takeadvantage of people’s real fears during this pandemic to line their own pockets.”

Katz urged Queens residents that are aware of a business or individual inflating the price of needed personal protection equipment to call her office at (718) 286-6673.

“The individuals charged in this case put profits over the health of their fellow New Yorkers by charging exorbitant fees for face masks that could save people’s lives,” Police Commissioner Dermot Shea added.“These arrests should serve as a warning: The NYPD is vigilant ininvestigating those who prey on New Yorkers and attempt to financiallybenefit during the pandemic.”
