The Forum has characterized Richards’s lead as “early” because, as so many outlets have noted, this race will likely come down to a count of the mail-in ballots—

which, by most accounts, has been an unmitigated disaster as many potential voters are still waiting for said ballots to arrive in the mail.

The absentee/mail-in ballots that were sent in won’t be tallied until the calendar flips to July.

In other primary news, all of the borough incumbents cruised to victory Tuesday night—except for long-time Western Queens lawmaker Rep. Carolyn Maloney (Queens, Brooklyn, Manhattan).

The 14-term incumbent has a fight on her hands with Suraj Patel—she leads the NYU professor by a single percentage point (40 to 39).

City Enters Phase 2 of Reopening Plan

“I am so incredibly proud of what we all did together and as a community. We reopened the economy and saved lives, because it was never a choice between one or the other, it was always right to do both. We showed that works in New York,” Gov. Andrew Cuomo said.

Pursuant to the governor’s executive orders, the following businesses remain closed: • Malls: specifically, any indoor common portions of retail shopping malls with 100,000 or more square feet of retail space available for lease must remain closed to the public; however, any stores without their own external entrance(s) may operate via curbside pickup in Phase 1 and 2 providing purchased items to customers at or near the general mall entrance and any stores with their own external entrance(s) separate from the general mall entrance (e.g. strip malls, anchor tenants), may open for curbside and in-store pickup in Phase 1 and all in-store retail activities in Phase 2; • Indoor on-premise restaurant and bar service, excluding take-out or delivery for off-premise consumption in Phase 1 and outdoor on-premise restaurant and bar service in Phase 2;

Thursday announced guidance for the City’s Open Restaurants program, which allows qualifying restaurants and bars to expand outdoor seating on sidewalks, curb lanes, backyards, patios, plazas, and Open Streets as New York City begins Phase 2 of reopening.

Rules for compliance include: • Outdoor seating on sidewalks may not exceed the business’ frontage width.

• Seating cannot extend past the eight feet depth of the curb lane, and it cannot block: bus stops; No Standing/No Stopping Anytime zones; doorways; FDNY access (e.g. within 15 feet of a fire hydrant) • There must be an eight-foot clear path free of obstructions between the seating and the curb.

• Social distancing, hygiene and other health guidance must be followed.

• Restaurants must provide their own tables, chairs and traffic barriers.

• Restaurants must adhere to all local, state and federal requirements relating to accessibility for people with disabilities, including path of travel, minimum table heights, and clearance requirements.

Hizzoner noted that customers are not permitted to gather outside of establishments. Businesses that repeatedly fail to comply will have their Open Restaurant authorization revoked by the Department of Transportation, and will be referred to the State Liquor Authority.

The City this week announced major changes to Alternate Side Parking regulations.

By Michael V. Cusenza After decades of tussling with tow truck drivers, and mindlessly searching for spots for hours before settling for a space that might not even be in the same zip code as their residence, so-called “outer-borough” New Yorkers: Your prayers have been (somewhat) answered.

Beginning Monday, June 29, the City will resume Alternate Side Parking regulations for one week. However, going forward, residential streets will be cleaned no more than once per week as Mayor Bill de Blasio and Sanitation Commissioner Kathryn Garcia on Tuesday announced the end of twice-weekly street cleanings, the most dramatic reform to ASP in decades.

According to the administration, amended rules pertain to residential “side streets” and not to commercial areas. Streets with multiple

ASP days would be cleaned on the last day of the week, as posted on each street’s currently posted sign. For example, a street with ASP regulations posted on Tuesday and Friday will now be cleaned on Friday only. Daily sweeping regulations in metered areas will not change, and DSNY will continue cleaning streets with posted No Standing, No Stopping and No Parking regulations as needed.

The City will enforce these amended regulations on a week-by-week basis and will assess conditions throughout the summer. The City will determine whether to extend, or modify the new regulations over the course of the summer.

Alternate Side Parking has been in place in the five boroughs since the mid-1950s, and regulations are currently in place on nearly 2,300 miles of Gotham streets.

Retired Cop Opens Fire at Area Eatery

An apparent long-standing dispute between two men at a Howard Beach restaurant ended Tuesday night when one of them pulled out a gun and open fire, striking an innocent bystander, according to eyewitness accounts and published reports.

One shocked witness told The Forum that the two men—one white and one African-American—have had words in the past at Frenasia, located on Cross Bay Boulevard and 163rd Avenue. However, on Tuesday, the white man allegedly swung a chair in his enemy’s direction while refer-

ring to him by using the N-word. That’s when the black man, reportedly a retired NYPD cop, allegedly pulled out his legal, registered weapon and fired several shots in the Asian bistro’s outdoor dining area, striking an innocent bystander—waiting for his takeout order—in the lower back.

The victim was rushed to Jamaica Hospital Medical Center in stable condition, according to authorities.

Both men were taken into custody at the scene.

EDITORIAL LEADERSHIP NOT RHETORIC There is much conversation and controversy concerning the current state of law enforcement in this country. Many people are extremely distressed over what many feel is an overdose of political rhetoric and a lack of leadership. This week we would like to share with you the view of top law enforcement officials in an open letter they sent to Governor Cuomo.

Dear Governor Cuomo: During times of chaos and division, uncertainty and unrest, tension and suffering, we look to our leaders to help guide the ship. We look to our leaders to bring clarity, solutions, resolve, action, and healing. At the same time, we trust that our leaders will stoically stand for what’s right, for truth and for the good of all.

Governor Cuomo, we call upon you today to stick to the facts. We call upon you to stop fanning the flames of division. We call upon you to stop exploiting anti-police hysteria and unwarranted political rhetoric to ram through legislation that is ill conceived, hastily crafted, and anti-police. We call upon you to involve all stakeholders in this process, and we call upon you to do what’s right.

The noble police officers of this State are suffering from your actions and your rhetoric, and ultimately all New Yorkers will suffer when, by your actions, our police agencies have been rendered unable to effectively pursue the guilty and protect the innocent.

For more than 40 years, anti-police activists have pushed for the repeal of Civil Rights Law 50-a which protects the police and other emergency responders from undue harassment, and safeguards the Peoples’ criminal cases from sabotage by unscrupulous defense attorneys.

Each year, when repeal has been considered in

the light of day, reason and logic have prevailed and the Legislature has rejected repeal. Now we find ourselves in a time when reason and logic are seemingly lost. As a result, you appear ready to “seize the moment” and stampede into law repeal of 50-a and a whole package of other anti-police legislation, without an opportunity for meaningful input and dialogue from all of the stakeholders.

Not even the rank and file members of the Legislature have been afforded the opportunity to give these bills due consideration as they have been rushed through to a vote. A democratic legislative process requires transparency, due deliberation and leadership that can withstand the inflamed passions of the moment.

Governor Cuomo, your rhetoric and your refusal to speak up for the selfless police officers who, every day, put their lives at risk to defend those who are otherwise defenseless, is contributing to the irrational calls by a very vocal few to “Defund the Police.” This ideology is dangerous and, if accepted and acted upon, only serves to put our communities, our families, our neighbors and our public servants at greater risk.

Make no mistake; the potential for very dangerous and unsettling days ahead is real. In recent days there have been more than 80 burglaries of firearms dealers, with more than a thousand firearms stolen.

Explosives are finding their way into the hands of anarchists. The violent agitators who have been hijacking peaceful demonstrations are being empowered by demagogues who refuse to acknowledge that their criminal acts are wrong. Their violent activities will not soon subside. If police departments are defunded, who will protect the majority of our citizens from the marauding few? This situation screams for leadership. We implore you to call for

reason in this time of mindless rage. Your silence on this issue is contributing to the dismantling of society’s bulwark against anarchy.

Governor, before rushing to sign into law poorly vetted legislation that will put our police officers in grave danger, we implore you to consider the consequences of doing so. The overwhelming majority of police officers, firefighters, correctional workers, EMS providers and other public safety first responders are good and faithful servants. They do not condone the wrongdoing of any rogue cop. They serve ALL of the people of New York, without regard to race. They do so with concern and compassion for those they serve, even those who do not appreciate it, and do so despite the obvious risk to their own safety.

Law enforcement officers across the country have been engaged for the past two weeks in protecting the peaceful protestors who have been protesting against them, in the course of which three police officers have been killed and 800 have been wounded. What other profession would expose themselves to such risks, and for such little gratitude? Governor, these good men and women deserve your active support, not harmful rhetoric nor punitive legislation.

Each year, a ceremony is held at the Police Memorial Wall in Albany where the names of New York’s 1,622 hero police officers killed in the line of duty are inscribed. There is a long tradition, spanning several decades, of every sitting Governor attending this annual, somber event; but you never have. Each year your own criminal justice agency coordinates the selection of the winner of the Governor’s Police Officer of the Year Award, recognizing an officer’s sacrifices above and beyond the call of duty. Here again, there is a long tradition of the

Governor attending every such annual ceremony to pay respect to the honoree, but you have chosen not to follow that tradition. Governor Cuomo, your absence from these events is palpable and strongly felt by the law enforcement community each time they gather. There is a broad sense among law enforcement that you simply do not support police officers in this state. That lack of support is made evident once again by your failure to insist that law enforcement have a seat at the table when momentous changes in policing are being considered. This is the time we should be working together. Law enforcement officers could provide important insight that would insure that any desired changes in the system would actually be workable. We have seen too many examples in the last few years of criminal justice legislation being pushed through in the dark of night without the opportunity for scrutiny or input from law enforcement, resulting in disastrous, unworkable laws.

The time has come to hear each other, to support each other, and to work collaboratively to bring clear, transparent and fact-based information, ideas, and reforms forward. Let us work together to effect the positive change that we all wish to see, and let’s do so in a way that accomplishes our goals without endangering the police officers who already risk so much, or the communities that they serve.

Governor Cuomo, we need more leadership and less rhetoric.

Innocent Man Freed after Serving 25 Years

By Forum Staff Queens District Attorney Melinda Katz on Tuesday announced the filing of a joint motion to vacate the murder conviction of Samuel Brownridge, who was incarcerated for more than 25 years for a crime that he did not commit.

Brownridge was convicted based on two eyewitness identifications. The motion filed Tuesday details new evidence that both undermines the reliability of those eyewitness identifications and implicates a violent felon, Garfield Brown, as the actual shooter in the 1994 execution-style murder Darryle Adams.

Adams, 32, was shot and killed in his St. Albans neighborhood on the night of March 7, 1994. Adams was confronted by a group of four men, one of whom was in a wheelchair. The man in the wheelchair struck the victim in the head with a bottle and another member of the group then shot him in the head. There was no apparent motive for the crime.

Several days later, Brownridge was identified as the shooter by a witness who had been threatened by the group only moments earlier and then witnessed the shooting. Another man who claimed to have seen the shooting from a distance also identified Brownridge. No physical evidence linked Brownridge to the crime. Brownridge consistently asserted his innocence of the murder and has claimed that he was at home with his girlfriend and child at the time of the shooting.

Brownridge, represented by Donna Aldea of the law firm Barkett, Epstein, Kearon, Aldea, & Loturco, LLP, presented substantial new evidence of innocence to

the Conviction Integrity Unit. The CIU then conducted its own investigation and reached the conclusion that Brownridge is actually innocent. According to the motion filed Tuesday, the jury that convicted Brownridge did not hear the following evidence that would have changed the outcome of the trial: • Three men—Darren Lee, Dean Hoskins and Mark Taylor—have admitted that they were present when Adams was murdered and that Garfield Brown was the shooter.

• Garfield Brown was seen by a witness together with Lee, Hoskins, and Taylor on the night of the murder near where Adams was shot.

• Mark Taylor made a statement to 2 other men, on the night of the murder that Garfield Brown had shot someone.

• Garfield Brown confessed to a friend in March 1994 that he committed a murder on a back street in St. Albans and gave details consistent with the crime.

• Garfield Brown was a violent felon who was later killed by police after he appeared on “America’s Most Wanted” in connection with other murders in New York and Connecticut.

• Garfield Brown more closely resembled an eyewitness description of a man in his mid-twenties with a short fade haircut. By contrast, Brownridge was only 18 and did not have his hair short on the sides.

“This is a profoundly poignant day for Mr. Brownridge. After decades of voicing his innocence, this man who served 25 years for a crime he did not commit will finally be unencumbered by this miscarriage of justice,” Katz said.

Council Approves Historic Package of Bills Aimed at Addressing Cop Misconduct

By Michael V. Cusenza The City Council on Thursday voted in favor of a package of legislation aimed at addressing police misconduct and enacting substantial NYPD reforms.

Highlights of Thursday’s Council Stated Meeting include: Introduction No. 721-B would affirm the right to film police activities generally, and establish a cause of action enabling individuals to sue in state court for any violation of this right.

This right would extend to any incident in which officers are preventing or attempting to prevent the recording of police activities, threatening or making any effort to intimidate a person recording police activities, stopping, seizing, searching, using any summons, or arresting any individual because such individual recorded police activities or seizing property or instruments used by any individual to record police activities.

Introduction No. 536-B would criminalize the use of restraints that restrict the flow of air or blood by compressing another individual’s windpipe or arteries on the neck, or by putting pressure on the back or chest, by police officer making an arrest. This would cover chokeholds, as well as maneuvers like placing a knee on a person’s neck. Any officer found guilty of using such a restraint could be found guilty of a class A misdemeanor. As promised, Councilman Ulrich on Thursday introducing a resolution calling for a vote of no confidence in Mayor de Blasio.

This bill would also create a defense where recording physically interfered with an official and lawful police function. Finally, the bill would require quarterly reporting on related incidents.

“From George Floyd, to Ahmaud Arbery, to Eric Garner, we have seen a near constant stream of video of police misconduct for several years,” said Public Advocate Jumaane Williams, the bill’s sponsor. “While these videos are often painful, they are also crucial. Again and again, we see that video evidence is one of the only

The City Police commissioner would retain the ultimate discretion to override the recommendation of the matrix, but the department would be required to report on how often the commissioner deviated from the matrix.

The bill would also require public reporting on the development of the matrix, including the factors that were considered.

“Today’s package of bills sends a clear message to New Yorkers as well as every NYPD officer that no one is above the law, even if you’re enforcing it. For far too long, communities of color have endured injustice and fought in the battle for equal protection and civil liberties under the law,” said Councilman Donovan Richards (D-Laurelton), who sponsored Intro. 1309-B. A preconsidered bill sponsored by Councilwoman Alicka Ampry-Samuel (D-Brooklyn) would require officers to display their shield number or rank designation at all times when the officer is performing their duties.

This bill would also create a private right of action for individuals who are subject to refusal of officers to display a shield number or rank designation.

“I am honored to sponsor this bill which will redress the rights of New Yorkers to identify police officers and empower them to take action when these rights are violated. Comprehensive police reform is only possible through a multi-pronged and joint effort in all layers of government.

The legislative process is often so lengthy that advocates and members aren’t present to see the fruits of their labor. Today we have the opportunity to respond to the efforts and demands of the people in real time. I am proud to be part of a council that understands the importance of this moment and is prioritizing timely and muchneeded legislation. The time is now,” Ampry-Samuel said.

Introduction No. 487-A would require the reporting and evaluation of surveillance technologies used by the NYPD. The department would be required to issue a surveillance impact and use policy about these technologies, including a description and capabilities, rules, processes and guidelines, and any safeguards and security measures designed to protect information

collected. The Department of Investigation’s Inspector General for the NYPD would audit the surveillance impact and use policy to ensure compliance with its terms.

“Today’s package of police reform bills is a call to action in response to the deaths of Ahmaud Arbery, George Floyd, Breonna Taylor, and Tony McDade that ignited the start of a global movement,” said Councilwoman Vanessa Gibson (D-Bronx), the bill’s sponsor. “These bills are the floor and not the ceiling in ensuring transparency and oversight over the NYPD and that protections are in place for communities of color. This is an unprecedented time and we are all tired, but there is more work to be done.”

And, as he promised, Councilman Eric Ulrich (R-Ozone Park) introduced Resolution 1344-2020 during Thursday’s eventful Stated Meeting. According to council records, it is a measure “expressing a loss of confidence in Mayor Bill de Blasio and calling upon the Governor of the State of New York to bring charges to effectuate the removal of the Mayor for failing to maintain public order and safety during this period of persistent social unrest, in accordance with section 33 of the Public Officers Law and section 9 of the Charter.”

You, me, or nobody is gonna hit as hard as life. But it ain’t how hard you hit; it’s about how hard you can get hit, and keep moving forward. How much you can take, and keep moving forward.”

If I didn’t know any better, I would have sworn that “Johnny Boy” DiLorenzo—Howard Beach’s very own phoenix who recently rose from the ashes after conquering COVID-19 to be welcomed home Thursday by his beloved South Queens neighborhood—penned those opening words. Not Sylvester Stallone in “Rocky Balboa.”

The past three months of DiLorenzo’s life may sound like the machinations of a schmaltzy Hollywood script.

But it’s true. Every word.

“It was quite comforting,” DiLorenzo, 35, told The Forum of the people and pageantry at Thursday’s reception.

DiLorenzo is still getting used to being back on the block. He spent no less than 59 harrowing days in the hospital, only to be transferred to an inpatient rehab facility that he was forced to call home for another 21 days.

His fight from the brink, however, certainly did not come at a small cost. Johnny Boy lost a staggering 60 pounds over the last 80 days.

But that’s in his rearview mirror now. He’s making it a point to thank all of the friends and family who always kept him at the forefront of their minds and donated food to the hospital staff tasked with taking care of him.

“That meant the world to me,” DiLorenzo said Wednesday after-

noon. “I was very honored that all these people would come together at a time of need. I would love to thank everybody from the bottom of my heart.”

That heart. Still beating, louder than ever—for Howard Beach, for his loved ones.

“I want to thank my family for sticking by my side,” DiLorenzo said. “I want to thank my wife, Carla, for being my rock through all of this.”

What’s next for Johnny Boy? More rehab. But he sees the finishing line.

“It’s been a little challenging,” he related. “I’m getting stronger each day. I have a strong mindset.”

“The latest data on the city’s unemployment situation are alarming and further underscores the urgent need for swift, robust federal support,” Comptroller Stringer said.

By Forum Staff The City unemployment rate rose to 18.3 percent in May from 15.8 percent in April, bucking indicators of a potential national economic rebound, according to an analysis of the city’s employment situation released Friday by City Comptroller Scott Stringer.

The comptroller’s report found that New York City’s economy may have a long road ahead as over 900,000 fewer New Yorkers were working in May than in February, with 534,000 newly unemployed since then and more than 381,000 workers dropping out of the labor force altogether.

The data also revealed that communities of color and young people under the age of 24 have been particularly hit hard by job losses.

Stringer noted that data released by the Census Bureau’s Current Population Survey, which unlike the Bureau of Labor Statistics data is not seasonally adjusted, shows a citywide unemployment rate of 19.9 percent. CPS data also indicated that the unemployment rate among men rose from 3.5 percent in February to 21.5 percent in May, while the rate for women rose slightly less sharply to 18.1 percent. Among Asian-American New Yorkers, the rate increased from 3.4 percent in February to 25.6 percent in May. The rates for Latinos rose to 25.1 percent and for African-American New Yorkers to 23.5 percent.

Stringer outlined the following recommendations: At the federal level: Extend the $600 weekly unemployment benefit under the Pandemic Unemployment Compensation program beyond its current expiration next month; provide desperately-needed general fiscal relief to state and local governments, who continue to face the urgent service needs of their residents without adequate resources.

At the local level:

Restore the Summer Youth Employment Program, which was cut by the de Blasio administration in April. This would provide income and job opportunities to 75,000 City youth and mitigate the extremely high unemployment rate among youth; restart the stalled capital program as a means of generating good-paying jobs, expanding the workforce, and meeting our growing infrastructure demands; and increase and streamline opportunities for minority and women-owned businesses who have suffered the most during the city’s slowdown.

“The latest data on the city’s unemployment situation are alarming and further underscores the urgent need for swift, robust federal support,” Stringer added. “Communities of color and young people are bearing the brunt of our unemployment crisis; we need Washington to recognize the enormous scale of the losses we’ve suffered and get New York City the financial aid it needs. The federal government should extend the pandemic unemployment compensation benefit of $600 weekly while the COVID-19 continues to threaten lives and livelihoods. Here at home, there are a number of actions we can take to provide immediate relief. First, the City should restart our stalled capital program as a means of generating good-paying jobs, expanding the workforce, and meeting our growing infrastructure demands. We need to increase and streamline opportunities for minority and women-owned businesses that have suffered the most during the city’s slowdown, and restore the Summer Youth Employment Program so our children have viable pathways toward success. As our country and our city look toward reopening, we cannot leave behind the small businesses and workers that keep our economy running. We are the nation’s economic engine, and I urge Congress and City Hall to marshal our resources and stand up for New York City.”

By Michael V. Cusenza The Supreme Court of the United States on Thursday vacated the Department of Homeland Security’s termination of the Deferred Action for Childhood Arrivals program.

As the Women's Bar Association of the State of New York noted, Chief Justice John Roberts joined Justices Ruth Bader Ginsburg, Stephen Breyer, Elena Kagan, and Sonia Sotomayor in ruling that DHS did not give adequate or reasonable justification for terminating the program, and that its total rescission was arbitrary and capricious.

According to U.S. Citizenship and Immigration Services, DACA is a policy developed during the Obama administration that allows certain people who came to the United States as children, and meet several guidelines, to request consideration of deferred action from deportation for two years, subject to renewal. They are also eligible for work authorization. Deferred action is a use of prosecutorial discretion to defer deportation for a certain period of time. Deferred action does not provide lawful status, USCIS noted.

In September 2017, the Trump administration initiated the orderly phase out of the program.

New York elected officials expressed relief and excitement in the wake of Thursday’s historic development.

“Today’s ruling keeps young immigrants out of the shadows, and is one victory in the fight against this Administration’s perpetual attempts to peddle state-sanctioned discrimination and xenophobia,” said Acting Queens Borough President Sharon Lee. “Queens stands with Dreamers. The tens of thousands of DACA-eligible individuals in our county grew up no less American than anyone else who calls Queens home.”

–Discuss possible side effects and symptoms, especially those that require an immediate call to the vet.

–Tell your veterinarian if the pet has a history of gastrointestinal problems, such as stomach ulcers, or surgery on the stomach or intestines.

–Tell your veterinarian if your pet is on any other medications or supplements.

If your pet is on medication, make sure you ask your vet these questions: -Why is my pet on this medication and how long do I need to give it?

-How do I give the medication to my pet? Should it be given with food?

-How often should the medication be given and how much should I give each time? If it is a liquid, should I shake it first?

-How do I store the medication?

-What should I do if my pet vomits or spits out the medication?

-If I forget to give the medication, should I give it as soon as I remember?

-What if I accidently give too much?

-Should I finish all of the medication?

-Could this medication interact with others?

-What reactions should I watch for?

-When do we comeback?

-Will you be calling me to check on my pet’s progress, or should I call you?

Investigators are still searching for the person who was behind the wheel of a car early Thursday that slammed into a pedestrian at an intersection near Victory Field in Forest Park and immediately sped away.

According to police, the man was struck around 3 a.m. where major thoroughfares Woodhaven Boulevard and Myrtle Avenue meet.

The victim, 26, was rushed to an area hospital with severe injuries. His current

condition is unknown.

Long Term Care Ombudsman Program Massively Underfunded: Report

By Forum Staff The City’s Long Term Care Ombudsman Program—which employs those who serve as essential eyes and ears to protect older adults and people with disabilities within long-term care facilities; and identify cases of abuse and neglect, advocate for resident needs and raise quality of life concerns—is massively underfunded, according the findings of an alarming new investigation recently released by City Comptroller Scott Stringer.

According to the comptroller, New York State ranks fourth in the nation in the number of people institutionalized in long-term care facilities; yet in 2017, the City did not contribute any funding to the program and the State spends less than $600,000 annually on the City’s LTCOP. The COVID-19 crisis highlights the need for the City and State to sufficiently fund the City’s LTCOP. The comptroller’s analysis, supported by federal and state reporting, suggests that in addition to the disproportionate impact of the virus, residents of nursing homes are plagued by improper administration of drugs, pressure ulcers, inappropriate discharge to homeless shelters, and mistreatment by other residents.

• The City has one-third of the State’s long-term care residents, yet the LTCOP managed by the Center for the Independence of the Disabled New York received less than

one-seventh of the State’s funding and no funding from the City.

• The last annual report detailing the work of the Office of the State Long Term Care Ombudsman was released in 2017, and the last State or City public hearings held on the program were also in 2017, limiting insight into the most recent data from the program.

• In 2017, the State spent less than $7.34 per resident bed on its LTCOP, while the remaining 49 states, on average, spent more than twice that amount: $14.70. The State spends less than $600,000 annually on the City’s LTCOP. “The disproportionately high number of COVID-19 deaths among our long-term care facility residents must be a wake-up call.

We must step up, implement stronger oversight and accountability measures, and provide adequate funding for the ombudsmen program to guarantee that beloved friends and family are appropriately protected and that long-term care facilities are safe and secure environments for older adults and New Yorkers with disabilities,” Stringer said. “It is unacceptable that any of our most vulnerable residents experience neglect, abuse or misconduct in the City’s long-term care facilities.

The City should not shirk its responsibility to the New Yorkers who built up our neighborhoods, stayed through the tough times, and remain the bedrock of our communities.”
