Whitestone Man Charged in Alleged Attack on Black Lives Matter Protesters

By Forum Staff A Whitestone man who was allegedly observed on viral videos attacking peaceful demonstrators last Tuesday afternoon in his neighborhood has turned himself in to authorities, Queens District Attorney Melinda Katz announced Thursday.

The nonviolent gathering of Black Lives Matter protesters on a Cross Island Parkway overpass turned into a frenzied scene when Frank Cavalluzzi, 54,allegedly hopped out of his vehicle and chaseddemonstrators while wearing a glove infused with four long, serrated blades. Cavalluzzi then allegedly got back behind the wheel of his SUV and mounted the sidewalk, nearly running down the marchers.

Cavalluzzi was arraigned on a complaint charging him with attempted murder in the second degree, attempted assault in the first and second degree, first-degree reckless endangerment, menacing in the second degree, endangering the welfare of a child, and fourth-

degree criminal possession of a weapon. Bail was set at $100,000; Cavalluzzi was ordered to return to court on July 2.

According to the charges, at approximately 3:45 p.m., on June 2, at the intersection of Clintonville Street and the Cross Island Parkway service road, a group of approximately a dozen peaceful demonstrators held up signs and posters calling for justice in the

death of George Floyd. The defendant was one of the many drivers to pass by the demonstration.

Cavalluzzi, however, began yelling at the protesters. Then, he pulled over, got out of the SUV while wearing a device harnessed at his wrist with four serrated blades protruding from a glove. Cavalluzzi allegedly began chasing a young man in a threatening manner with the knives and shouted in

anger at him.

Continuing, according to the complaint, Cavalluzzi allegedly rushed toward others on the overpass threatening them with the multi-bladed weapon. He allegedly yelled out to the demonstrators, “I will kill you” just prior to driving onto the sidewalk and accelerating toward them.

According to the complaint, Cavalluzziallegedly revved the

engine and maneuvered to go between a fence and street light pole, apparently aiming to run down the protesters. The crowd of demonstrators quickly disbursed,fleeing in all directions to get away from the wild driver.

After videos of the incident clearly showing Cavalluzzi’s license plate were shared on social media, police began to conduct an investigation. Cavalluzzi surrendered himself to police Thursday morning at the NYPD’s 109th Precinct in Flushing, Katz said.

“In a burst of anger and rage, this defendant allegedly sought to kill protesters who were peacefully assembled and exercising their right to free speech. No one at any time should infringe upon another’s constitutionallyprotected freedoms and doing so with the intent to injure and maim is criminal. It is amazing that no one was injured in the melee,” Katz added.“The defendant is in custody and will be prosecuted to the fullest extent of the law.”

If convicted, Cavalluzzi faces up to 25 years in prison.

Far Rockaway Man Charged in Shooting of Occupied, Marked NYPD Vehicle

By Forum Staff An Arverne man has been charged for allegedly firing at two uniformed police officersas they sat in a marked patrol car in Far Rockaway last month, Queens District Attorney Melinda Katz recently announced.

The NYPD cops stated that they heard the shots just before the radio motor patrol vehicle was jolted by bullets that ripped into the side and rear panel.

Kane Motta, 21, who is known to reside on Elizabeth Avenue in Arverne, as well as on Ayers Road in Sandyston, N.J., was arraigned last Tuesday night on a complaint charging him with multiple counts of first-degree attempted murder, attempted assault in the first degree, criminal possession of a weapon in the second degree and second-degree assault. Motta was remanded into custody and ordered to return to court on July 2.

Upon exiting the car, both officers observed several bullet holes on the driver’s side at the rear of the car’s storage area

According to the charges, video surveillance of the area showed Motta—who lives an eight-minute walk from where the police car was parked—in the vicinity at 11:27 p.m. Motta is allegedly observed on the recording climbing over a fence on Beach 66th Street

to get into a backyard where he allegedly hid a gun in the wheel well of a parked car at the rear of the driveway.

Moments later, according to the charges, said District Attorney Katz, Motta is observed on the same recording wandering in the area, then allegedly retrieving

the firearm from the parked car’s wheel well, walking down the driveway, then back toward a lot next door where there is a clear sightline to the parked NYPD car.

Gunfire suddenly erupts and the defendant runs from away from the scene immediately afterwards.

Police later recovered spent shell cases from the lot.

Both Khan and Beneducci sustained ringing in their ears and some hearing loss as a result of the shooting, Katz noted.

“Thankfully, neither of these officers was struck by the bullets that were fired at them,” Katz added. “While we are living through very tumultuous times with demonstrators clashing with police in the streets, this incident was not a protest. This was a targeted attack on our law enforcement as they watched over a neighborhood on a quiet night in Queens. This vile act of gun violence is unacceptable and will not be tolerated. The defendant has been apprehended and will be prosecuted.”

If convicted, Motta faces 20 years to life, and a maximum of 40 years to life, in prison.

By Forum Staff Five women have been appointed to Community Boards 9 and 14, City Councilman Eric Ulrich (R-Ozone Park) announced Tuesday.

Community Board 9 represents the Queens communities of Kew Gardens, Richmond Hill, Woodhaven, and Ozone Park. Community Board 14 represents the Rockaways and Broad Channel.

Community Board 9’s newest members include Marilyn Custodio, principal at PS 97 The Forest Park School; Sr. Catherine Feeney, executive director of the School Sisters of Notre Dame Educational Center in Woodhaven; Raquel Olivares, executive director of the Woodhaven Business Improvement District; and Alexandria Sumpter-Delves,director of Youth Workforce Division, Queens Community House.

Joanne Fogarty, former president of the Rockaway Point Association, has been appointed to Community Board 14.

According to Ulrich, all community board members are appointed by the borough president, with half of the appointments recommended by the councilmembers. Custodio, Sr. Feeney, Olivares, Sumpter-Delves, and Fogarty were all recommended to their respective boards by Ulrich.

The family relocated to Chicago but returned to Rockaway Point often, she said. Fogarty purchased the family home more than 25 years ago when she returned to Rockaway Point as a full-time resident.

Alexandria Sumpter-Delves is director of Youth Workforce Division of Queens Community House in Forest Hills, which provides young adults 18-24 years of age with the essential skills needed to succeed in the workforce. She holds a BA in communications and psychology from CUNY. Marilyn Custodio was born in Puerto Rico and raised in Brooklyn. Custodio has worked in Queens District 27 for her entire 42-year career in education. She began as a Bilingual/ESL teacher, and years later, she was selected to work at the district level to train Bilingual/ESL teachers. She was appointed in 1995 as assistant principal at PS 60 in Woodhaven, where she spent 14 years. She has been the principal of PS 97, The Forest Park School, for the past nine years.

EDITORIAL Equality in the Time of COVID-19 Every week it remains a struggle to try and offer some type of optimism and keep hope alive during what looks like an evolving apocalypse.

We’ve somehow managed, despite a laughable regression of mayoral input to get our city at the doorstep of dulling the sting of Covid-19.

We have entered Phase One and it looks like, in the foreseeable future, we will be able to set aside our Amazon accounts and go retailing. Hey we’re being told we can even get haircuts, manicures and pedicures. Could it be we will also be allowed to get into church to thank God for still being alive? Eat on the sidewalk outside our favorite restaurants?

Promises of a vaccine are on the horizon while whispers remind us of the possibility of a vengeful return by the novel coronavirus that has all but erased life as we knew it.

And as strange as it may seem, there is yet another issue crowding our horizon with complications equal to or worse yet, than any virus could possibly be. The racial tension in this country is as palatable as the air on a day that posts 100% humidity. It is overwhelming, suffocating and inescapable.

Here in Howard Beach, we have lived through many events that have given rise to the myth that we have always been a racist community. What we are, rather, is a community like so many others, with a mixed population, living

harmoniously and constantly striving to maintain the quality of life for us and our families and friends.

We certainly understand the difficulty and the associated perception when people are falsely labeled. And we also understand what happens when truth and action are distorted by the media and in the political arena.

While we are saddened by the fact that any human being would display the disregard for life that Derek Chauvin did when he murdered George Floyd, we feel that Mr. Floyd’s death has been morphed into a fuse, igniting chaos and destruction across the country. Make no mistake about it, our opinion is most clearly stated sim-

ply—it was wrong and it was murder. In fact we have not heard one opinion that differs.

But the actions that have followed it are wrong as well. For us, the most pronounced message that comes from George Floyd’s death is that in order to fix the inequalities that exist, we must recognize them and correct them. We must remain cognizant of the fact that even though the actions of uneducated, violent individuals and paid mercenaries threaten us, they are not the actions of the majority of the black community.

There is no denying that there has been inequality for black Americans for over 500 years.

There is also no denying that members of their own race who exploit those facts as the wrong

means to an end should not determine how we treat black people or any other race of people who deserve our respect and whom we should address as peers. The fanning of flames and rehashing things that have taken place since history first reported slavery will never serve to eliminate them and forever clog efforts to move past them.

Period.

We have to recognize the privilege that we have lived under and recognize that comes with power and with responsibility. The situation in this country is not going to go away just because we wish it would. The dirt swept under the rug is no too weighty for the floor to handle. We have to change things for the next generation and those to follow.

It is our obligation, to all races, to hold the feet of inequality to the fire. It is imperative to make sure that individuals like Derek Chauvin and all others, know that their actions are not acceptable to us and that they will be held accountable and punished. We must hold our peers responsible for the very actions that reflect dangerously on all of us and diminish the rights and the ability to live our lives under the best and safest set of circumstances.

If nothing else could come out of the pandemic, which thus far has claimed over 400,000 innocent lives, perhaps it is that when looking in the face of death, we are all, in fact equal.

By Michael V. Cusenza After nearly an entire spring spent sheltering-in-place and monitoring morose virus models, Queens and the rest of Gotham reopened this week.

Industries permitted to restart in Phase 1 of the City’s reopening were able to do so beginning Monday, June 8.

During Phase 1, the City estimates 200,000 to 400,000 employees may return to work. To ensure this is done safely and without causing a resurgence of this virus, all businesses must adhere to specific hygiene, distancing, and health protocols, City officials warned.

Basic rules for all sectors include: Hygiene: Ensure frequent cleaning and disinfecting of any shared surfaces.

Health Screenings: Implement mandatory health screenings for employees, such as questionnaires and temperature checks.

Communication: Create distance markers and post signage throughout the workplace reminding personnel to adhere to phase one guidance and rules; employers must conspicuously post completed business safety plans on site.

Social Distancing: Require 6 feet of distance between people unless safety or core function of the work activity requires less; tightly confined spaces must reduce occupancy to under 50 percent of maximum capacity with all employees wearing face coverings; limit occurrence of all inperson gatherings and meetings, and only hold them in large, well-ventilated areas with social distancing and a maximum of 10 people.

Personal Protective Equipment: Provide employees with free clean face cover-

ings and, if the nature of the work requires, stricter personal protective equipment like face shields; encourage the use of face coverings at all times and require them if employees cannot keep 6 feet of distance due to safety or core work function.

The Department of Buildings, Department of Consumer and Worker Protection and Small Business Services will educate and conduct outreach to businesses as they reopen for Phase 1. To support businesses and workers through this transition, the City said it will: launch a business re-start hotline that will be available for any business that needs additional support or clarification about regulations or resources; release simplified industry guides to help educate businesses about proper protocols; train teams of City officials that will to go out to businesses and provide on the ground assistance; continue to meet with the Sector Advisory Councils to gather feedback on reopening progress and address industry wide concerns and issues.

To ensure businesses are complying, enforcement agencies will conduct random visits to sites that are reopening. They will review reopening safety plans and provide guidance regarding best practices and applicable regulations. Summons or fines will be issued in the case of egregious or repeat violations. New Yorkers can call 311 to report a business that is violating the guidelines, City officials reminded.

“New Yorkers have worked so hard for this progress, but we must remain vigilant in this fight. I know we are all eager to return to normal, and the guidelines for Phase 1 are the first step on that path,” Mayor Bill de Blasio said. “We will support business so they can reopen while staying safe.”

MTA Announces Action Plan as NYC Begins Phase 1 Reopening

in Manhattan on Monday, June 8. Express bus service will be restored.

NYC Transit employees, NYPD, MTA Police and contract security will be stationed on platforms to assist with crowd control, but we need help from our riders. That includes waiting for the next train or bus if one is too crowded, or walking to a different car.

MTA will continue rear-door boarding on buses until further notice, and has eliminated cash transactions at railroads to prevent person-to-person contact to ensure the safety of operating employees.

Customers will continue to be limited to no more than one hour in a station, must leave the train and station at the end of the line. Shopping carts are not permitted in stations or on trains.

Customer service personnel will continue to monitor crowding and respond promptly.

The LIRR will conduct platform and terminal oversight to control crowding, and increased personnel at key locations on

southbound direction that have resulted in a 23-percent increase in bus speeds between 2017 and 2018. The enhancement will run along Main Street and Kissena Boulevard as it connects to Main Street and will continue to Northern Boulevard. Bus routes that travel along Main Street carry about 150,000 rides per day, according to the City.

City DOT has planned a busway to a 0.9-mile stretch of Jamaica Avenue between Sutphin Boulevard and 168th Street; this accounts for 225,000 daily rides.

Additionally, the City will install a bus lane on a 6.4-mile stretch of Merrick Boulevard from Hillside Avenue to Springfield Boulevard.

“As our communities continue to recover from their battle with COVID-19, I am pleased to know improvements are coming to Southeast Queens,” said Assemblywoman Alicia Hyndman (D-Springfield Gardens).

By Michael V. Cusenza The Metropolitan Transportation Authority on Friday unveiled its 13-Point Action Plan for a Safe Return as the five boroughs begin Phase 1 reopening this week.

Since dropping more than 90 percent systemwide, ridership has started to return in advance of Phase 1, with subways and buses seeing 213,548 more riders on Monday, June 8 compared to the prior week. June 8 marked the first time that subway ridership reached 800,000 since before the pandemic began. Ridership was at 800,664, compared to 686,869 on Monday, June 1. Subways saw 15 percent of regular ridership compared to one year ago. Ridership was at its highest during afternoon peak hours, specifically from 3 p.m. to 6 p.m. Manhattan, which had seen the largest decline, saw a 20-percent increase in ridership compared to the week before.

On Monday, June 8, buses hit 40-percent of normal ridership compared to one year ago. Local and express buses increased by nearly 100,000 riders to 855,459, compared to the 755,706 the week before. During the morning rush, the number of riders was at its highest between 7 a.m. and 8 a.m. at 51,710. Between 3 p.m. and 4 p.m., buses saw 71,245 riders.

“Day one of Phase 1 was a good day for New York City Transit with more customers safely returning to the system and widespread mask compliance,” said Sarah Feinberg, interim president of New York City Transit.

platforms and in terminals will monitor ridership, assist with loading, and provide customer information.

Metro-North will continue its no-in-person-cash sales policy, with cash sales available only at ticket vending machines.

In other public transportation news, Mayor Bill de Blasio on Monday announced nine major bus lane projects. The new busways and dedicated bus lanes will increase bus speeds and reliability along major corridors in all five boroughs and address concerns over the growth in vehicular traffic, according to Hizzoner.

Of the nine major projects, which will benefit nearly 750,000 daily riders, three are in Queens. Beginning this month, the City Department of Transportation will add a busway to a 0.3-mile northbound stretch of Main Street, where it meets the terminus of the 7 train. The street currently features bus and truck priority treatments in the

home. I look forward to working together to increase the reliable service in the area.”

Nick Sifuentes, executive director of Tri-State Transportation Campaign, added, “This is an incredibly important step forward to improving bus service for hundreds of thousands of riders. During the height of the coronavirus pandemic, even as most New Yorkers sheltered in place, we saw buses crowded with essential workers traveling to and from hospitals, warehouses, grocery stores, and other critical services that allowed us all to stay home and stay safe. We owe it to them to keep buses moving quickly, and bus lanes are the most important part of improving bus service and reducing crowding. And as millions of New Yorkers start returning to work, we cannot cram more cars onto our already congested streets. Making bus service more efficient will make buses safer, reducing crowding and allowing us all to better physically distance on transit.”

City Comptroller to Mayor: Cut $1.1Bfrom NYPD, Reinvest in Vulnerable Communities and Vital Services

Cusenza City Comptroller Scott Stringer on Thursday fired off a letter to Mayor Bill de Blasio calling on the City to cut $1.1 billion from the City Police Department over the next four fiscal years, shifting both responsibilities and dollars away from the NYPD and toward vulnerable communities most impacted by police violence and structural racism.

Stringer unveiled a specific proposal to implement a 5-percent cut to the NYPD’s Fiscal Year 2021 Executive Budget by reducing uniformed headcount through attrition, cutting overtime, and trimming Other Than Personnel Services—saving approximately $265 million annually. By doing so, the City could free up that funding to support critical frontline services, rebuild communities ravaged by COVID-19 and systemic community disinvestment, and dramatically reduce police interactions that too often end in unnecessary criminal legal system involvement.

Stringer proposed achieving a more-than $1 billion NYPD budget reduction in the following ways: • The City should suspend hiring of new police classes in FY 2021. Assuming a 3-percent attrition rate, that would bring expected uniformed headcount down to approximately 35,000 by end of FY 2021, or roughly the same average headcount that prevailed between 2011 and 2016, when crime continued its steady decline to historically low levels.

Savings would also accrue from associated fringe benefits savings.

• Overtime spending for FY 2021 is budgeted at $519.6 million. A 5-percent reduction in budgeted overtime for uniformed officers would yield a $26 million annual savings.

• The City-funded OTPS budget for FY 2021 is $429 million. A 4-percent reduction in OTPS savings would yield $17 million in savings. This could be achieved through reductions in the NYPD’s spending on computer services and other service contracts, as well as a lengthening of the replacement cycle for NYPD vehicles, among other possible actions.

Stringer’s proposed cuts would save roughly $265 million annually, representing a reduction (or PEG) of 5 percent in FY 2021.

Over four years, the plan would net the City nearly $1.1 billion in accrued savings that could be redirected to other priorities, including helping the city to stave off cuts to other essential services.

On Sunday, Hizzoner answered. De Blasio announced a series of new reforms to the City Police Department to strengthen trust between New Yorkers and officers. The City will shift funding from the NYPD to youth and social services for communities of color, move vendor enforcement out of the NYPD, and establish a community ambassadors program within the NYPD. By Michael V. Cusenza Members of the City Council Committee on Public Safety on Tuesday held a hearing on a package of legislation to address police misconduct.

Introduction 536 would make use of chokeholds a misdemeanor. This bill will be amended to include other deadly techniques, like placing a knee on a person’s neck.

“Hundreds of thousands of New Yorkers have taken to the streets to protest racist law enforcement and police brutality, and to demand action from their government—action that we are finally taking to criminalize police officer chokeholds, in the memory of Eric Garner, George Floyd, and every victim of police violence,” said Councilman Rory Lancman (D-Hillcrest), the bill’s sponsor.

Intro. 1309 was first heard in 2019, but will be amended to call for the NYPD to create clear guidelines for police discipline.

These guidelines, known as a disciplinary matrix, would be made public, giving all New Yorkers a better understanding of potential penalties for police misconduct.

These systems are used in major police departments across the country to increase confidence in officers.

“Today, we are sending a clear message that courtesy, professionalism and respect should not just be a slogan,” said Councilman Donovan Richards (D-Laurelton), chairman of the Committee on Public Safety, and sponsor of the measure. “During a time when we are rightfully outraged about the wrongful deaths of George Floyd and other Black Americans, we need to ensure that the police officers charged to protect us aren’t encroaching on our civil liberties to protest that. We also need to ensure that

officers aren’t violating their own directives to preserve peace, protect the people, and reduce fear. This isn’t a moment. It’s a movement and we cannot lose sight of that.

I commend Speaker [Corey] Johnson and my colleagues for enacting tangible pieces of legislation that protect Black lives.”

The committee also considered three resolutions: Res. 750, by Public Advocate Jumaane Williams, supports State legislation that would repeal the law that currently shields police officers’ disciplinary records from being released to the public, commonly known as 50-a.

And the committee considered Res. 27, sponsored by Councilman Fernando Cabrera (D-Bronx), which would call on the State to ban chokeholds and create the crime of strangulation in the first degree, would criminalize the use of a chokehold when a person disregards a ban on the practice by their employer.

“We can’t let this moment pass, the same way we’ve done over and over and over,” Council Speaker Corey Johnson said Tuesday. “We need to confront why nothing has really changed. After Trayvon Martin, after Eric Garner, after Freddie Gray, after Philando Castile, after Tamir Rice, after Sandra Bland, after Layleen Polanco, after Breonna Taylor. It shouldn’t have taken the video of another murder of a black man at the hands of police or a pandemic where racist and segregationist policies are directly responsible for the high death toll in black and brown communities.”

By Forum Staff Two members of the State Legislature recently joined in authoring a letter calling for the State Department of Corrections and Community Supervision and State Commission on Correction to provide data about thedeaths of incarcerated individuals from COVID-19.

Assemblyman David Weprin (D-Richmond Hill) and State Sen. Luis Sepúlveda (D-Bronx) demanded the data about coronavirus-related deaths for all people in NYS DOCCS’s custody, regardless of the location of death of each individual, including: • Statistical data for each person found to have died of COVID-19 or where the virus is suspected of having contributed to the death, including a breakdown of this information by race, ethnicity, age at the time of death, location of death (hospital, correctional facility, RHMU, local jail, etc.), the correctional facility housed prior to transfer to a medical unit or regional hospital, and county of commitment.

• Data on the deaths of all individuals in DOCCS’s custody classified by month from January 2015 to May 2020, including data on deaths by race, ethnicity, age at the time of death, location of death (hospital, correctional facility, RHMU, local jail, etc.), the correctional facility housed prior to transfer to a medical unit or regional hospital, and county of commitment.

• The methodology used in gathering data related the deaths of individuals in DOCCS’s custody, specifically: how the Department counts an inmate death when an individual in DOCCS’s custody dies in: (a) a correctional facility; (b) in transport to another facility, hospital or other location; (c) an area hospital; and (d) a DOCCS Regional Medical Unit.

Weprin and Sepúlveda also requested that all death reports for people in prison, as compiled by the State Commission on Correction, be delivered to the Executive and Legislature, without significant delay.

This request comes after the enactment of legislation signed into law in April requiring that death reports not be redacted except as otherwise required to protect the confidential medical and behavioral health records in accordance with state and federal laws; which effectively expanded the Legislature’s ability to obtain and review pertinent information regarding the deaths of inmates held in or sentenced to New York’s prisons and jails.

Receiving critical information and data related to the deaths of prisoners, including statistical information on deaths by race, ethnicity, and age, will allow the State of New York to better understand the effects, spread and efforts to contain COVID-19 in correctional facilities, and provide both the Executive and Legislature insight into as to any racial, ethnic, or age disparities in relation to individual deaths in DOCCS custody, the elected officials said.

“We know that New York State correctional facilities were hit hard by the COVID-19 pandemic. It is vital for us as legislators and community members to have complete and accurate data, including demographics, on all deaths of people incarcerated in NY's facilities, to fully understand the impact of COVID-19 in the correctional system. At a time of national reckoning on the systemic racial inequalities in our society and public protection agencies, this data is all the more important,” said Sepúlveda, chairman of the Senate Committee on Crime Victims, Crime and Corrections.

1. Mower Injuries We all love the look of our beautiful lawns but some of us forget to take precautions. The whirling blades on lawnmowers cause complex lacerations and fractures, and they can bury contaminants like grass and dirt in the wound. To be safe follow these simple suggestions: • Wear closed-toed shoes when you mow, along with goggles or sunglasses, gloves, and long pants that will protect you from flying debris.

• Keep kids away from the push mower and off the riding mower.

• Get a professional to service your mower 2. Boating Accidents One of the biggest mistakes people make is drinking while boating. Drinking all day in the sunis a dangerous practice. Falling out of the boat, getting hit by propellers and drowning are all potential results of careless drinking while boating.

It's also easy to get lax about life jackets. Kids need to have them on all the time.

Keeping them under the seats may not allow enough time to get them if there is an accident.

3. Dehydration Disasters Suddenly you feel dizzy and lightheaded, and your mouth tastes like cotton. You're dehydrated — meaning you haven't taken in

enough fluids to replace those you've been sweating out.

This can happen any time of year, but it's much more common in the summer months.

Heatstroke is the most severe form of dehydrationour skin gets hot, but you stopsweating. You may pass out, have hallucinations, or suffer seizures.

Preventing this is the easiest fix in the world. Drink water constantly. For more serious dehydration cases, get the person inside, lie them down get them cool with cloths and icepacks. The most serious cases may require IV fluids at the ER. 4. Picnic Poisoning Food poisoning puts about 300,000 people in the hospital every year, hitting its peak in the summer months. You don't want diarrhea to be the souvenir of your family's annual summer picnic.

Anything with mayonnaise, dairy or meat can produce nasty bacteria after a few hours away from refrigeration.

Wash your hands as well as surfaces where you will be preparing. Wrap and separate raw meat from other foods you will be cooking and preparing.

When cooking meat, use a meat thermometer. It can brown quickly on the outside but still be raw on the inside. Finally, keep everything refrigerated until the last possible moment, then packing everything in an insulated cooler.

Rally for Repeal of 50-a Law

Dozens of Queens elected officials and their constituents convened on the steps of Borough Hall Thursday to demand the repeal of a contentious State law.

The rally, which was organized by the New York State Black, Latino, Hispanic and Asian Legislative Caucus, and featured Queens District Attorney Melinda Katz, State Sen. John Liu (D-Bayside), and U.S. Rep. Grace Meng (D-Flushing), among many other pols, sought to bring attention to

the so-called 50-a law, which precludes residents from accessing the disciplinary records of police officers.

“As DA, I am committed to the many reforms we have already initiated to increase transparency, address racism head-on, and build stronger police-community relations,” Katz said.“I will continue to use my office to reform our criminal justice system and ensure the safety of all Queens residents.”

By Forum Staff A Jamaica man has been charged with allegedly following a vehicle that was driving in his neighborhood, then pulling out a gun and firing on the occupants of the car, Queens District Attorney Melinda Katz announced Monday.

Yosef Aranbayev, 41, was arraigned Sunday night on a complaint charging him with attempted assault in the first-degree as a hate crime, attempted murder in the second-degree as a hate crime, reckless endangerment in the first-degree as a hate crime, criminal possession of a weapon in the second degree, reckless driving and avoiding intersection or traffic control device.

Aranbayev was ordered held on $50,000 bond/$25,000 cash bail and to return to court on Sept. 15.

According to the charges, on Saturday, June 6, around 7:25 p.m. at the intersection of 73rd Avenue and Parsons Boulevard in Kew Gardens Hills, a police vehicle that was stopped by a traffic light observed a black Chevy Tahoe speeding toward it on the wrong side of the road. The car nearly struck the police vehicle. The driver of the Tahoe pulled along the side of the police car and told the officers that someone was following them and pointed at the on-coming black Dodge Durango and said they had shot at them.

The defendant in the Durango was alleg-

edly observed by police cutting through a gas station to avoid a traffic light. Moments later the police pulled the car over and at that time Aranbayev allegedly stated to the officers “those guys were in my neighborhood. I’m sorry officer, I didn't do anything wrong. They were scouting my whole neighborhood the whole day.” Aranbayev, who said others were helping him, continued stating to the police that, “I was chasing those guys. We’re chasing them out of our neighborhood.”

According to the charges, police allegedly recovered a loaded gun and one spent shell casing inside the .357 revolver. Aranbayev, seeing the police retrieve the weapon, allegedly admitted that he had fired the gun.

“I wasn’t shooting to kill them—just shooting to scare them,” Aranbayev allegedly said as he was taken into custody.

“Public streets belong to everyone and it offends the public conscience to think that someone believes they have the right to chase down and shoot at anyone because they’re not from the neighborhood,” Katz said.“This could have ended with someone being killed. The defendant is accused of being a vigilante hell-bent on clearing his neighborhood of the two black men who drove through. The defendant is being charged with numerous hate crimes and will be held accountable for his alleged actions.”

If convicted, Aranbayev faces between eight and 25 years in prison.
