By Michael V. Cusenza Just two days after The World’s Borough solemnly marked Memorial Day 2021, heartless, still-at-large vandals scrawled hate-filled phrases and imagery all over the sacred Elmhurst Park site.

Borough pols and law-enforcement officials expressed sorrow and anger, and vowed to catch all involved and prosecute them to the fullest extent of the law.

trict Attorney Melinda Katz said. “This is the only Vietnam Veterans Memorial in Queens that pays homage to all the fallen service men and women from this borough.

It exists as a place where we can call reflect and pay tribute. I am proud to have worked in partnership with our Parks Department and the members of the Vietnam Veterans of America Chapter 32 to design and construct this wonderful jewel that honors the memories of those who gave their lives in service to their country. We will work in cooperation with NYPD to hold accountable

Councilman Bob Holden (D-Middle Village) has offered a $1,000 reward for information leading to the arrest and conviction of “the sick soul” who desecrated the monument.

“I am deeply disgusted by this cowardly act of vandalism,” Holden said, adding that he’s working with the 104th Precinct to make sure the offender is brought to justice.

“The act of vandalism at the Queens Vietnam Veterans Memorial in Elmhurst Park is a disgusting crime that attacks what we stand for as a community

and a country,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) said. “On the heels of Memorial Day, a time when we reflect on the sacrifices made by the men and women in the armed forces that gave their lives protecting the freedoms that we enjoy each day, we should be honoring these fallen soldiers, not wiping away hateful words and symbols from their memorial site. I will work with the police department to help in any way I can to ensure that the perpetrators of this heinous crime committed at this memorial are brought to justice.”

By Forum Staff An Elmhurst man has been charged with defacing several locations in his own neighborhood with swastikas and other graffiti last month, Queens District Attorney Melinda Katz announced Sunday.

Kristoffer Bahamonde, 41, was arraigned Saturday on a complaint charging him with criminal mischief in the fourth degree as a hate crime, aggravated harass-

ment in the first degree, making graffiti, and possession of graffiti instruments.

Katz said that between May 30 and May 31, Bahamonde is accused of using red spray paint to tag three locations with swastikas and other graffiti: A green temporary fence surrounding a construction site on 54th Avenue was defaced with two swastikas in red alongside the numbers “110.”

other green temporary fence at a work site was tagged in red with two swastikas and the numbers “110” – also in red.

The owner of a grocery store on Broadway, just off Queens Boulevard, in Elmhurst was also victimized with two swastikas and this time the numbers “110” was followed with the phrase “today I will never do time” painted in red on the side of the building.

According to the charges, Bahamonde was caught on surveillance video carrying

a can of spray paint at one of the locations and spray painting a swastika at another.

Katz said that Bahamonde “allegedly used symbols of hate to deface property and intimidate members of our shared community. In Queens County, we stand together against hatred directed toward any group. This defendant’s alleged actions do not reflect our values or who we are.”

If convicted, Bahamonde faces 1 1/3 to 4 years in prison.

Cusenza The State Senate and Assembly have approved bills that would allow residents of Breezy Point to continue rebuilding their Superstorm Sandy-ravaged homes without additional delays raised by the City application and review process, the bills’ sponsors, State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Assemblywoman Stacey Pheffer Amato (D-Howard Beach), announced Thursday.

The legislation would once again extend existing law, reinstating building permits for homes destroyed during Sandy and waives City Building Standards and Appeals requirements regarding construction issues that are specific and unique to the Breezy Point community.

According to past similar legislation, the “application and review process can typi-

cally take 6-12 months or more without a waiver. It is necessary to extend the waiver so Breezy Point residents can continue to the process of rebuilding their homes and putting their lives back together.”

“Our community was uprooted by Hurricane Sandy, and we are still feeling those effects and working to rebuild nine years later,” Pheffer Amato said. “I am thankful to Senator Addabbo and the residents of Breezy Point for their advocacy to help make government work for their community. We will not stop until all our residents can fully come home again.”

Addabbo added, “With the passage of this legislation, we are helping the people of Breezy Point continue to move forward and succeed in the aftermath of Hurricane Sandy, while sparing them additional frustration and expense in dealing with bureaucratic red tape.”

Locked up since 1997, Trio Released from Prison after Murder Charges Dismissed

Cusenza Queens District Attorney Melinda Katz on Friday asked the court to dismiss charges against George Bell, Gary Johnson, and Rohan Bolt, who were convicted of the Dec. 21, 1996, murders of Ira “Mike” Epstein and NYPD Police Officer Charles Davis during a robbery attempt of Epstein’s check-cashing business.

“The evidence at trial against these defendants rested heavily on the confession and testimony of an accomplice named John Mark Bigweh and the confessions made by two of the defendants in this case, George Bell and Gary Johnson,” according to the People’s Dismissal Motion, presented to the court by Executive Assistant District Attorney Pishoy Yacoub, who spearheaded the Conviction Integrity Unit’s three-month investigation into the 25-year-old case.

Yacoub said his probe “reaped the following results: Although the confessions asserted that the vehicle used during the course of this crime was a red/burgundy van, four independent eyewitnesses at the crime scene identified a blue van as the vehicle that was used to perpetrate this crime. One of those eyewitnesses went so far as to identify the perpetrators entering and fleeing in a blue

This information was never disclosed to the defendants.

A blue Ford Aerostar van was recovered less than an hour after the crime approximately 20 minutes away. This van was processed for latent fingerprints in connection with this case and compared to the defendants’ fingerprints. Their fingerprints did not match. This information was not disclosed to defendants Johnson and Bolt.

As it relates to the reliability of the evidence implicating defendants, Det. Bubel-

nik was the detective who obtained the confession from the accomplice John Mark Bigweh, which ultimately implicated the defendants Bell, Bolt and Johnson. During the course of her investigation, Det. Bubelnik also obtained a confession from an individual named Jason Ligon who confessed to be the getaway driver during this crime. After the defendant’s trials, however, an investigation ensued into the veracity of Ligon’s confession. It was ultimately determined that his confession was false and he was released from custody and his case was dismissed. This information was not available to the defendants at trial.

suit against her at the time of trial which stemmed from a previous case in which she was accused of coercing a false confession from the defendant in that case. That lawsuit was ultimately settled. That information was not available to the defendants at trial.”

“A fair and accurate trial depends on all parties knowing all of the evidence so that the jury can make an informed decision about the guilt or innocence of a defendant,” DA Katz said. “There can be no true justice, in Queens County or anywhere else, unless we hold ourselves to the highest standards facilitating the process by which justice is sought. My commitment to the effort continues.”

LaGuardia Outer Roadway Network Completed

Governor Cuomo said “the new roadway network puts LaGuardia Airport well on the way to becoming one of the most accessible airports in the nation.”

By Forum Staff Governor Andrew Cuomo on Thursday announced the opening of LaGuardia Airport’s new Terminal C outer roadway system, completed six months ahead of schedule.

Central to the vision for a new LaGuardia Airport is creating a unified airport with two new main terminals connected by a Central Hall and a new, simplified and highly efficient roadway system that will allow for speedier vehicular movements, Cuomo noted.

The Port Authority has allotted $625 million to new roadway/bridge construction as part of the overall $8 billion LaGuardia Airport modernization project.

This includes LaGuardia Gateway Partners work on the western half of the airport at the new Terminal B and Delta’s rebuilding of the entire eastern half of the airport to replace existing Terminals C and D with a single new Terminal C, which will be complete mid-2022.

Twenty-six new bridges/flyovers replace 15 existing bridges and significantly eliminate the need for on-airport traffic signals. Prior to the start of the modernization program, there were 19 traffic signals for drivers to navigate at Terminals B, C and D. Following completion of the modernization project, only three of those 19 traffic signals are expected to remain. Most of the on-airport road crossings will have been eliminated by raising traffic up onto bridges, sometimes three levels high. To further improve traffic flow, the 8.4 miles of new airport roadway will feature more and wider lanes than the previous 7.7 miles of airport roadway.

Roadway construction was accelerated during the pandemic as a result of reduced

traffic and travel volume at the airport.

The piece of the Outer Roadway network that is being activated was a section of roughly 1 mile in length on two new bridges, consisting of upper and lower level roads, in front of the new Terminal C, which is under construction by Delta Airlines.

Cuomo also announced on Thursday $1.5 million in additional funding to the Council for Airport Opportunity for the LaGuardia Career Center which, working with Elmcor Youth and Adult Activities and Neighborhood Housing Services of Queens CDC, will continue to provide opportunities for local residents to benefit from the airport’s redevelopment through 2025. The Council for Airport Opportunity is a nonprofit organization that provides airport-related recruitment and job placement services to Queens residents, including those who are minority and disadvantaged.

“A completely redesigned road network—with state-of-the-art traffic management systems and fewer signaled intersections—will make it far easier for travelers arriving by vehicle to get to terminals or parking garages, representing a significant step forward as we create a world-class travel experience at a new LaGuardia Airport,” Cuomo said. “Along with plans to build AirTrain LaGuardia, which will create the airport’s first reliable and fast mass transit rail link to Manhattan, the new roadway network puts LaGuardia Airport well on the way to becoming one of the most accessible airports in the nation.”

In 2015, Cuomo first unveiled his vision for the comprehensive redevelopment of LaGuardia. The $8 billion project, twothirds of which is funded through private financing and existing passenger fees, broke ground four years ago.

As a tick borne illness that is exceedingly hard to diagnose it can have debilitating and devastating effects on its victims.

Lyme has been left in the shadows of medical research for diagnosis, treatment and curative measures for more than 40 years.

Many current Lyme treatments are not covered by insurance and are so expensive most people simply can’t pay for them.

Because the symptoms vary so much from patient to patient , mainstream practitioners have an increasingly hard tome in establishing a firm diagnosis.

The summer months, when most cases are contracted, find us outside more and in tick infested areas.

Studies show that over 95% of all cases of Lyme come from just 14 states, of which New York is one. And June and July bring on the largest percentage of those cases.

Lyme is no different than many other illnesses in the sense that prevention is by far, the best cure.

To protect yourself, know where to expect ticks– grassy, brushy or wooded areas. Treat

your clothing with products containing 0.5% permethrin. Use EPA registered insect repellents containing DEET, picaridin, IR3535, and others but ask your pharmacist to help you choose. Always walk in the center of trails.

After coming indoors check clothing.

Wash and dry in very high temperatures.

Remember the ticks pets carry can attach to people later. Always shower right after you come in.

Conduct full body checks on you and your children. Focus on the following areas: under arms, in and around the ears, inside the belly button, behind knees, in and around the hair, between legs and around waist.

Look for early signs: fever, chills, headaches, fatigue, muscle and joint aches and swollen lymph nodes. About 80% of people will develop Erythema migrans (EM) rash which will begin 3 to 30 days after the bite.

The rash may feel warm but is rarely itchy or painful.

Days to months after the bite you may experience headaches and neck stiffness, heart palpitations, severe joint pain and swelling, dizziness, nerve pain, shooting pain, problems with short term memory.

Borough Pols Push for Federal Funding to Fight Maternal Mortality at Elmhurst Hospital

By Forum Staff Borough pols and City Health officials on Friday gathered at Elmhurst Hospital to advocate for the much-needed renovation of City Health + Hospitals Elmhurst Obstetrical Inpatient facilities, in order to provide a more modern, safe, and equitable maternal health care experience to surrounding working class and immigrant communities.

Congresswomen Alexandria OcasioCortez (D-Queens and Bronx) and Grace Meng (D-Flushing) recently submitted a joint community funding request for $3,000,000 for FY 2022 to House Appropriators. If the funding request is fulfilled, Elmhurst Hospital would be able to provide a more modern, safe, and comfortable familycentered environment that also meets current privacy standards. When giving birth, privacy leads to a quieter environment which promotes recovery, provides for better infection control, and is better for bonding between parents and their babies.

Healthy breastfeeding is also fostered in single rooms.

“It is imperative to provide equitable maternal care to the working class and immigrant communities surrounding Elmhurst Hospital,” they wrote.

The Senator will be submitting earmark requests shortly, and will also be prioritizing this request in order to combat maternal mortality in communities across New York.

“The pandemic made it painfully clear that the resources our hospitals get vary widely from community to community.

Every New Yorker should be able to access the care they need in their own neighborhood,” said Senator Gillibrand. “That is why I am proud to join Representatives OcasioCortez and Meng in requesting $3 million of funding to help this hospital combat another ongoing health crisis: maternal mortality. We must continue to make improving and creating equitable maternal care a

priority.”

Gillibrand also recently announced the Modernizing Obstetric Medicine Standards (MOMS) Act and Maternal CARE Act to help address the disproportionate rate of maternal deaths among Black and brown women.

“Elmhurst Hospital was in the heart of the epicenter when the coronavirus pandemic hit New York in March of 2020,” Meng said. “Our local healthcare system was overwhelmed, and we cannot afford to let a situation like that happen again. We must make needed investments that our hospitals require, whether it involves deadly infectious illnesses or routine treatment, and the renovation of Elmhurst’s obstetrical facilities would be a major boost in expanding access to care and ensuring healthier families. We will do all we can to secure these funds.”

Ocasio-Cortez added, “Elmhurst led the way in this pandemic. They were an example for the rest of the country. And it was in no small part because this is a public hospital.

Assemblywoman Introduces Legislation to Require that Abortions be Covered by Insurance

By Forum Staff Assemblywoman Jessica González-Rojas (D-East Elmhurst) recently introduced legislation that mandates every New York insurance provider and every medical facility with maternity services to cover abortion care.

According to González-Rojas, it is essential that abortion is not only legal but affordable and accessible to individuals who need the service the most, like young, low-income women. Without these services, individuals with unwanted pregnancies may resort to cheap and dangerous methods that could potentially lead to injury or death. Sadly, unsafe abortions, which are procedures done by untrained people, or done in an environment lacking medical necessities, account for 1 in 12 maternal deaths globally. The World Health Organization claims that “almost every abortion death and disability could be prevented through sexuality education, use of effective contraception, provision of safe, legal induced abortion, and timely care for complications.” The current lack of accessible abortion in New York aids these unsafe conditions and denies the health and safety of many New Yorkers, GonzálezRojas added.

The assemblywoman also noted that her bill is a direct response to “the hostility the federal government and a handful of states have towards abortion and ensures the ac-

tive efforts currently being taken to exclude reproductive health care from insurance coverage, do not take place within New York.” According to González-Rojas, in 44 states, over 500 abortion restrictions have been introduced through March 2021; and currently, a Mississippi abortion law trying to restrict abortions after a 15 weeks is being taken to the Supreme Court. GonzálezRojas said her legislation is essential for the continual health of the state, and will hopefully act as an example for other states fighting for abortion access.

“Legality has never been enough. The right to abortion is a hollow promise when care is inaccessible,” said Robin Chappelle Golston, president & CEO of Planned Parenthood Empire State Acts. “We know individuals here in New York and across the country face barriers every day that prevent them from exercising their right to abortion care. No one should be forced to continue a pregnancy because they cannot afford the care they need. Abortion is health care, and as such, should be covered by your health insurance.”

Andrea Miller, president, National Institute for Reproductive Health Action Fund, added, “With threats to abortion access from across the country and the Supreme Court, New York needs everything in its power to solidify gains in advancing abortion access.”

Youth Advocate Kicks off Effort to Raise Funds for Community Food Organization

By Forum Staff An 11-year-old community advocate from Ridgewood is teaming up with California Pizza Kitchen to raise money for The Hungry Monk Rescue Truck, a Queens-based organization that provides food for residents in need across the five boroughs.

When the pandemic began in the spring of 2020, Jacob began volunteering with The Hungry Monk Rescue Truck, bringing food and other supplies to community members

in need. His older sister Jamie also joined him, and started a fundraiser to supply local food pantries with menstrual products.

Last fall, both siblings were recognized by then-Acting Queens Borough President Sharon Lee, receiving awards for their community service throughout the pandemic.

Although Jacob had to take a break from volunteering with The Hungry Monk Rescue Truck to focus on school this past spring, he said he is excited to be fundraising again this summer.

The Hungry Monk Rescue Truck is a borough--based organization that provides food for residents in need across the city.

“When I volunteered with The Hungry Monk Rescue Truck and Father Mike, I learned that there are so many people who need food in our community,” Jacob said.

“Teamwork is important and the more people who help out, the more we can get done together.”

Jacob first partnered with California Pizza Kitchen back in 2019 to help raise money for his classmates’ graduation dues at PS 290. He spent 8-10 hours each week working as a host at the restaurant, and

asked guests if they would like to donate 20 percent of their check to the fund. In total, Jacob was able to raise $8,000 for his school.

This new fundraising effort will involve as many community members as possible. Jacob will be working as a host at California Pizza Kitchen to fundraise for The Hungry Monk Rescue Truck. According to Jacob’s mom, Connie Altamirano, his goal is to raise $10,000 to help pay for the food that the organization distributes.

Seasonal Farmstand Sprouts up Borough Hall

By Forum Staff Queens Borough President Donovan Richards Jr. and the Queens County Farm Museum have partnered to open the first farmstand at Borough Hall in Kew Gardens.

Running July 1 through Nov. 4, the weekly farmstand will be open from 10 a.m. to 3 p.m. each Thursday, weather permitting, according to Richards,.

The Borough Hall farmstand will also serve as a food scrap drop-off location. Food scraps collected will be brought back to Queens Farm for composting. Centrally located, the Borough Hall farmstand is accessible from the E/F train, LIRR, three highways — the Grand Central, Jackie Robinson and Van Wyck — and 16 MTA bus stops less than one mile from Borough Hall.

Queens Farm grows more than 200 varieties of fruits, vegetables, herbs and flowers.

The farm’s 2021 crop plan includes 30 new varieties of produce such as: artichokes, Mardi Gras (blend of bush beans), beet greens, Eastern Magic broccoli, Merlot Napa cabbage, celery, collard greens, cucamelons, ginger, Coastal Star lettuce, mini honeydew, mini watermelon, Carmine Splendor okra (red), Poblano peppers, Sugar Rush Cream

Last year, Queens Farm harvested 21,600 pounds, 10,400 units of food and produced 3,500 dozen eggs, 600 pounds of honey, 225 packages of herbal tea and 100 skeins of yarn, all from its own resources.

This year, Queens Farm is on track to increase food production by at least 30 percent, Richards noted.

Thanks to this effort with the Queens County Farm Museum, we are providing access in front of Queens Borough Hall to locally grown nutritious food,” the borough president added. “As we bounce back from

The farmstand at Borough Hall is Queens Farm’s third farmstand in Queens.

Senators Call for Caregiver Social Security Credit

By Forum Staff Senator Kirsten Gillibrand (D-N.Y.) noted that she joined Senate colleagues on Thursday to announce legislation that would help caregivers who left the workforce receive retirement compensation through Social Security credits.

According to Gillibrand, the Social Security Caregiver Credit Act is needed because today, more than one in five Americans are currently involved in family caregiving to loved ones who are ill, disabled, or elderly, and tens of millions of Americans leave the workforce entirely or reduce their hours significantly to care for loved ones at some point in their career. Studies indicate that, on average, income losses due to caregiving total more than $300,000, threatening retirement security. Women, who make up two-thirds of unpaid caregivers, are disproportionately impacted, and more than two million women have left the U.S. workforce since the pandemic began. The legislation would be a first step toward providing muchneeded financial relief for caregivers across New York, Gillibrand said. According to the National Academies of Science, Engineering, and Medicine, caregivers of an elderly loved one spent more than 250 hours a month providing care. In 2017, 2.5 million caregivers in New York provided approximately $31 billion and 2.1 billion hours in unpaid care, according to an AARP report.

• Those individuals who do not have an income could receive a maximum credit, equal to half the average national earnings.

• The credit would decrease in value until it is phased out for those who make the average national wage or more (in 2019, it was $54,099.99).

Eligibility: • This credit is available for anyone who spends at least 80 hours per month providing care to a dependent relative under the age of 12 or a chronically dependent individual.

• A dependent relative or chronically dependent individual qualifies as a child, grandchild, niece, nephew, parent, grandparent, sibling, aunt, uncle, spouse, or domestic partner of the caregiver.

• A chronically dependent individual is a person who cannot perform daily living activities such as eating, bathing, toileting, and dressing without the assistance of a caregiver.

• The caregiver credit could be claimed for up to five years, and is retroactive to allow for months prior to enactment.
