By Michael V. Cusenza A Bronx man has been charged with causinga deadly collision on Metropolitan Avenue at the Metro Mall exit in Middle Village last week, Queens District Attorney Melinda Katz announced Thursday.

Ramon Pena, 37, was arraigned last Wednesday night on a complaint charging him with murder in the second degree, manslaughter in the second degree, assault in the first degree, and felony assault in the second degree, grand larceny in the third degree, leaving the scene without reporting death, and various traf-

fic violations. Pena was ordered held without bail and to return to court on July 10.

According to the charges, on Tuesday, June 30, Pena allegedly stole a box truck that was parked with keys in the ignition from 101st Avenue in Jamaica. The truck driver was making deliveries at approximately noon when the box truck was stolen. The commercial vehicle was then observed going eastbound on 101st Avenue through Richmond Hill. A delivery truck matching the stolen vehicle’s description was later seen striking in excess of 20 parked and moving cars—some of them occupied and causing injuries—along Humboldt and Metro-

Additionally, according to the charges, the driver of one of the cars struck by the box truck began to follow Pena as he proceeded eastbound on Metropolitan Avenue. The box truck, allegedly travelling up to 50 miles per hour, went through multiple red lights and drove on the wrong side of the street. Pena allegedly struck a Honda CRV on Rentar Plaza as Hamlet Cruz-Gomez exited the Metro Mall parking lot. The box truck T-boned the Honda, smashing in the driver’s side of the vehicle.

Cruz-Gomez, 25, of the Bronx, was transported to Elmhurst General Hospital, where he

went into cardiac arrest and died.

According to the charges, Pena allegedly jumped out of the box truck after the crash and ran on foot away from the area and into the nearby Metropolitan Subway Station. Responding cops pursued Pena into the station and apprehended him.

Pena allegedly does not have a valid driver’s license and does not have a driving history at all within the state of New York, Katz noted, before characterizing Pena’s death ride a “depraved driving spree.”

If convicted, Pena faces up to 25 years to life in prison.

Borough Elected Officials Join Red Cross for Virtual Preparedness Webinar

By Forum Staff In a vote of 233-188, the U.S. House of Representatives recently passed a transportation and infrastructure bill that includes legislation which would require covers on all rail cars that transport materials, such as those hauling waste and construction debris through neighborhoods in Queens, according to the legislation’s sponsor, Rep. Grace Meng (D-Flushing).

Under the proposed law, which is part of the Moving Forward Act, the Secretary of Transportation would be directed to propose regulations that require materials transported by rail to be completely covered while in transit, including while being held, delayed or transferred.

“For too long, our borough has been negatively impacted by freight trains that pass through local neighborhoods filled with trash and debris,” Meng said. “Residents in these communities, which include several areas in my congressional district, have complained about the smell of garbage, and expressed concern about materials flying out of traveling rail cars and trash-filled trains sitting idle on the tracks.

Subjecting local residents to these conditions is unacceptable. Action is needed to combat the effects of these problems. Placing covers on train cars—so that waste is completely containerized—would provide affected constituents with the relief they need and deserve.”

The Moving Forward Act would spend $1.5 trillion over five years to build and maintain infrastructure and related initiatives.

Mailbox Returns to Woodhaven The U.S. Postal Service has restored a mail collection box (similar to the one pictured) that the agency removed from the corner of 98th Street and the northbound service road of Woodhaven Boulevard in Woodhaven, U.S. Rep. Grace Meng (D-Flushing) announced Monday.

After residents of the area complained that the collection box was suddenly removed from the corner last month, Meng contacted the USPS and learned it had been taken away for repairs. Those who live nearby objected to the removal since it forced them to walk several blocks to the nearest collection box. Many seniors residing in the area noted that they were unable to walk the additional distance.

Meng said she urged Postal officials to quickly replace the collection box; and within days it was reinstalled at the site.

This week, we visited several local businesses and were distressed to see that some patrons were not wearing masks, despite posted warnings that customers get No Service with No Mask. They should not have walked in and they should not be allowed to stay.

Of course it’s great to be enjoying what we haven’t done in months but if that is to keep on and the privileges of our past life are to be somewhat restored we’d better adjust to a seemingly foreign concept—give and take.

If you’re of the thought that we’re obsessed with this topic unnecessarily, it’s OK, we’ll just keeping marching to the beat of this drum, until you figure it out.

Surprisingly, we had a couple of inquiries last week about why we seem to be beating the facemask issue like a drum.

Sticking with the drum analogy, some people simply need things “beaten” into their head.

While we realize there has been much controversy and confusion on the issue, the consensus is we need them.

While man does not live by mask alone, adding social distancing and hand washing certainly rounds out a nice trio.

Fed Funds to Help Religious Facilities’ Security

By Forum Staff More than $1.6 million in federal funding for security improvements has been awarded to 16 Jewish facilities throughout Queens, along with funds for two Christian facilities, U.S. Rep. Grace Meng (D-Flushing) announced Thursday.

According to Meng, the funds are allocated through the U.S. Department of Homeland Security’s Nonprofit Security Grant Program, the initiative that provides houses of worship and nonprofit entities with funding to protect their properties against threats and attacks. The grants, which are administered by the Federal Emergency Management Agency, cover target-hardening and other physical security enhancements such as barriers, gates, safety gear, surveillance equipment, and other safety measures.

“Following the increase in hate crimes and anti-Semitic incidents, it is vital that Jewish facilities have the resources they need to protect themselves, and these critical funds will be a huge help in guarding against attacks here in Queens,” said Meng, a member of the House Appropriations Subcommittee on Homeland Security. “For years, I have worked to expand funding and awareness of these grants, and after last December’s horrifying attack in Monsey, I urged more local facilities to apply. Many did so and I’m pleased to have worked with several of them to help secure this money. We cannot let our guard down for a moment. Safety and security must continue to be the number one priority, and I remain committed to doing everything possible to ensure that Jewish facilities are protected from those who seek to do harm.”

The grant awards come after Meng held a workshop in Queens this past January that helped houses of worship and nonprofits in the borough learn about the Nonprofit Security Grant Program, and how they could successfully

apply for funding. The Congresswoman hosted the event in Kew Gardens prior to this year’s application deadline which was in March.

Each borough facility receiving funds, which consist of synagogues and educational institutions, was awarded the maximum grant amount of $100,000. I am a child of God, and I accept what God sends. If it means prosperity, I am a child of God and that is all. If it means poverty, I am a child of God and that is all.

The Bible promise, “I can do all things through Him who strengthens me,” teaches me to be content whatever my circumstances. It does not mean that I have given up all my desires, but that I have surrendered them to my Lord. Being united to Him has made both want and plenty of little significance. Whatever happens in my life, victory or defeat, wealth or poverty, are all indicative of His love, His interest in the design for my life.

It serves to make my life richer.

American Airlines Mechanic Indicted on Cocaine Importation Conspiracy

By Forum Staff An American Airlines mechanic at John F. Kennedy International Airport on Monday was arraigned via teleconference on an indictment charging him for his alleged role in importing more than 25 pounds of cocaine from Jamaica, federal prosecutors announced.

Paul Belloisi, 52, has been charged with conspiracy to possess cocaine with intent to distribute, conspiracy to import cocaine, and importation of cocaine. Belloisi, of Hicksville, L.I., was arrested on Feb. 5, released on a $300,000 bond, and indicted by a grand jury in Central Islip, L.I., on June 18.

to depart, Belloisi was observed approaching the aircraft and entering the compartment where the cocaine had been hidden. The officers confronted Belloisi after

he exited the compartment and observed evidence that Belloisi had handled the area where the cocaine bricks were discovered. Belloisi also had carried an empty tool bag to the aircraft and had cutouts in the lining of his jacket, which together were sufficiently large to hold the bricks of cocaine that had been in the compartment.

“As alleged, this airline mechanic abused his position as a trusted employee and his access to sensitive areas of JFK Airport to participate in the clandestine importation of cocaine,” said Brooklyn U.S. Attorney Richard Donoghue. “These charges will serve as a warning that federal law enforcement authorities remain vigilant in protecting the security of our borders and fighting the scourge of international narcotics trafficking. Those who attempt to poison our communities by smuggling drugs through our ports of entry will be held accountable.”

If convicted, Belloisi faces a maximum sentence of life in prison.

City Announces $160K Sick Leave Settlement for Airline Service Workers

By Forum Staff The de Blasio administration Tuesday announced a settlement agreement with Eulen America, a contractor for American Airlines at John F. Kennedy International Airport, to resolve violations of the NYC Paid Safe and Sick Leave Law. The settlement requires the company to pay $103,800 in restitution to over 400 workers—including wheelchair attendants, customer service representatives, baggage handlers, and cargo agents—credit workers with additional sick leave worth $46,383 that they can use through mid-2021 and pay $9,555 in civil penalties.

The City Department of Consumer and Worker Protection’s investigation, which was conducted before the COVID-19 pandemic with complaints brought by SEIU 32BJ, found that Eulen violated the NYC Paid Safe and Sick Leave Law workplace-wide in several ways. First, the company accrued sick leave for new employees at a rate of one hour for every 43 hours worked, instead of the required one hour for every 30 hours

Lastly, Eulen’s written sick leave policy contained illegal provisions about medical documentation, penalizing employees for using sick leave, requiring advance notice for unforeseeable uses of sick leave, and

on sick leave eligibility.

“Paid safe and sick leave is critical for the safety and wellbeing of employees, especially as we recover from this pandemic,” said Mayor Bill de Blasio. “No corporation is above the law, and thanks to the brave airline service workers who came forward, Eulen America will have to pay up for disregarding the rights of their employees.”

The settlement requires the company to: pay $103,800 in restitution to more than 400 current and former workers; credit sick leave to employees who were denied sick leave, which is valued at approximately $46,383; pay $9,555 in civil penalties; implement a safe and sick leave policy that is compliant with the law and corrects the violations in the company’s prior policy; train manag-

ers and supervisors on the City’s Paid Safe and Sick Leave Law; and appoint a compliance officer who monitors and reports on compliance with the law.

“Workers should not be going to work if they are sick, especially in transportation hubs where thousands of people are passing daily. Paid sick leave is more important than ever right now during this public health crisis—workers must be able to use their sick leave without illegal restrictions or retaliation,” said DCWP Commissioner Lorelei Salas. “We thank the workers for bravely coming forward to report violations that affect hundreds of working people. We are pleased to put money back in the pockets of airline service workers during these difficult times and ensure they can use their sick leave going forward.”

The settlement against the airline contractor follows a separate lawsuit filed against American Airlines in 2019 for violating the NYC Paid Safe and Sick Leave Law. The case is pending at the Office of Administrative Trials and Hearings.

Comptroller Releases Recommendations to Safely Reopen City Schools

Cusenza Mayor Bill de Blasio and Schools Chancellor Richard Carranza may have announced their own “Blended Learning” program Wednesday morning, but it was City Comptroller Scott Stringer who beat them to the proverbial punch Tuesday morning with “Strong Schools: A Plan Forward for New York City.”

Stringer outlined the following recommendations for reopening schools safely in the fall: Require consistent use of masks or face coverings for students and staff Students in second grade and older should be required to wear a mask or face covering for their nose and mouth. In New York State, all children over the age of two are subject to the Governor’s mandate concerning covering the nose and mouth with a mask when in public and unable to maintain social distance. In a school setting, children in early elementary school – kindergarten and first grades – may be too young to wear masks properly, so face shields could be considered as an appropriate alternate face covering for this age group, as well as for children with medical or other needs that would make wearing a face mask while in the classroom challenging.

All adults in the building should also be required to wear masks.

Mandate physical distancing To maintain proper distance between students requires many schools, particularly overcrowded ones, to stagger schedules and further limit in-classroom instruction for the coming year.

Establish consistent, small cohorts of students to limit the potential spread of COVID-19 When students are grouped in small, consistent cohorts each day, the number of students potentially exposed to someone infected with COVID-19 is lessened. These groups of students remain together throughout the day in the same classroom or other designated area of the building as much as feasible, with teachers, rather than the students, changing locations. The size of cohorts would likely be dependent on the individual capacities in each school building to maintain adequate physical distancing, although given the space constraints of most New York City classrooms it is expected that smaller cohorts of 10-12 students will be the “new normal” for city classrooms.

“As we approach the next academic year, New York City should be leading the nation in figuring out how to safely reopen our schools with a high standard of instruction that maintains academic excellence,” Comptroller Stringer said.

dents attend a school that lacks a school nurse. At a time of acute concern over the health of every child, this is not acceptable, and the DOE must move aggressively to ensure that every school building has a fulltime nurse on staff.

Invest in enhanced cleanings and the latest technologies The CDC has already advised that students remain six feet apart while in school, which will be a serious challenge in many of the city’s most crowded schools. The City should have transparent and stepped-up cleaning protocols for every school building.

Repurpose available spaces and identify outdoor spaces for learning activities As the City conducts a thorough

inventory of classroom, cafeteria and gymnasium space in every school building, there should also be consideration given to repurposing other available spaces outside of school facilities to support classroom needs, including vacated office buildings and underused shared work spaces.

Prioritize social-emotional learning and ensure every school has a full-time social worker and guidance counselor Many students whose lives and families have been impacted by COVID-19 have experienced serious emotional trauma, particularly those who had significant mental health needs prior to the pandemic disruption.

When schools reopen, it will be critical to ensure that robust mental health services are in place across

all schools, and that there is a rich continuum of supports available specifically for students with significant mental health needs.

Such supports should be distinct from mental health consultations or trainings for school staff; rather, schools need access to boots-on-the ground mental health professionals who can provide direct, integrated, trauma-sensitive support to students experiencing emotional or behavioral crises. Specifically, at a minimum every school must have a full-time social worker and guidance counselor on staff.

Make accommodations for highrisk teachers, administrators, and other school staff Given the proper tools and training, teaching staff working remotely could be assigned to facilitate remote instruction for groups of students or help provide curricular support for families and caregivers. They also could provide remote one-on-one tutoring for students who need additional academic support.

Given the cramped office spaces within most schools, many administrative staffers will need their workspaces configured to ensure proper social distancing can be accomplished. By Michael V. Cusenza The highly anticipated new borough precinct—the 116th—will instead become a community center, thanks to the recent adopted City budget that slashed nearly $1 billion from the City Police Department.

Back in May 2018, Southeast Queens civic leaders and elected officials on Thursday celebrated the City Council’s vote to approve a zoning amendment to secure the site of the stationhouse for the new 116th Precinct.

“It’s a big day for Southeast Queens,” City Councilman Donovan Richards (DLaurelton), chairman of the Public Safety Committee, said in 2018.

According to Richards, the amendment established a C1-3 district within the existing R3-2 district, allowing the new precinct’s stationhouse to be located at 24220 North Conduit Ave. in Rosedale. The 105th Precinct Satellite currently operates out of that address.

In 2016, the City secured a $70 million capital plan allocation to create a new precinct in order to reduce 105th Precinct response times and expand coverage for the growing neighborhoods of Southeast Queens. The new command would have been crafted out of the southern portions of the 105, and would have served the communities of Laurelton, Rosedale, Brookville and Springfield Gardens. According to the administration, the precinct would have addressed an increase in the area’s population and requests for law enforcement services.

According to the NYPD, of the 77 precincts that cover the five boroughs, the 105 ranks fifth in both square-mileage and population. It boasts more than 350 miles of roadway.

“People in this community worked for a long, long time for this change—30 to

40 years, in fact. And it is a credit to them,” Mayor Bill de Blasio said in 2018. “I always say that real change comes from the grassroots. It is a credit to them that they believed this could and should happen and this day has come.”

Richards was singing a different tune last week.

“I think we should be doing much more preventative work and think of ideas to make sure you don’t need to build a precinct,” he told Spectrum News NY 1.

Queens District Attorney Melinda Katz, who submitted an expense and capital budget recommendation to create the 116th Precinct back in 2015, was dismayed by news of the cancellation.

“The recently adopted New York City Fiscal Year 2021 budget contained significant reductions to the NYPD. My office understands and acknowledges these changes as we remain hopeful about the City’s promise to immediately curtain inequities, invest in low-resource neighborhoods, and improve police-community relations throughout New York City,” Katz said in a statement. “However, the cancellation of the previously approved 116th NYPD Precinct goes against generations of local community advocacy for improvements in response times and public safety resource allocation in Southeast Queens. The approval of the new stationhouse several years ago came on the heels of staunch support from the people off Rosedale, Laurelton, Brookville, and Springfield Gardens, who have long advocated for an additional proactive presence to address community concerns.

“Based on the facts,” Katz concluded, “I urge the City to reconsider and keep that funding in the capital budget, so that the precinct that is greatly desired by the surrounding communities can be made reality.”

City Touts Summer Bridge Program for Teens

“SYEP Summer Bridge is exactly that—a pathway this summer between tens of thousands of New York City young people and opportunities to learn, grow, and stay safe and engaged,” DYCD Commissioner Bill Chong said.

By Forum Staff A $51 million public-private partnership will provide constructive engagement and enrichment activities to keep 35,000 New York City youth active and productive this summer, Mayor Bill de Blasio recently announced.

According to the administration, beginning in late July, the SYEP Summer Bridge 2020 program will engage teens in a series of career exploration and project-based learning activities that will help them build their skills and prepare them for their next steps in the fall.

The City noted that the COVID-19 pandemic has presented an acute challenge for young adults from low-income households, which has been compounded by the shift to remote learning for the last three months of the school year and the cancellation of the Summer Youth Employment Program. De Blasio and City Council announced funding for a total of 115,000 slots in youth and community programs, including SYEP Summer Bridge, to provide young people with enrichment opportunities and safe, engaging activities this summer.

Although SYEP Summer Bridge is distinct from the traditional SYEP, it will leverage the program’s partners and program infrastructure to quickly deliver a valuable experience for participating youth through career exploration, project-based learning and management, and civic engagement skill building. City officials—in partnership with the Mayor’s Fund to Advance New York City and with $6M in philanthropic support from the Ford Foundation, Donald A. Pels Foundation, JPB Foundation, Cities for Financial Empowerment Fund, Jennifer & Jonathan Allan Soros Foundation, Laurie M. Tisch Illumination Fund, The JPMorgan Chase Foundation, Gray Foundation, The

Neuberger Berman Foundation, the NYC COVID-19 Response & Impact Fund in The New York Community Trust, and CIT Group—aim to serve approximately 35,000 participants through the program.

According to the administration, Summer Bridge 2020 will offer approximately 60-90 hours of activities over a five-week period. The program will prioritize low-income, justiceinvolved, foster care, runaway and homeless, NYCHA residents and young adults from communities hit hardest by the pandemic.

All participants will engage in online career exploration through an application developed

by Hats & Ladders, a nationally recognized education software provider. This will incorporate online interaction with professionals, including well-known personalities and industry leaders from public service, business, technology, the arts, and more, aligned to participants’ interests.

SYEP Summer Bridge will also feature project-based learning related to community service, COVID-19 recovery, and careers in STEAM, which will be delivered by nonprofit organizations. Some youth will also participate in a “Workplace Challenge,” in which participants work in teams to solve real-world business problems presented to them by private employers, community-based organizations, and government agencies.

WHEN THE SWELLING GETS ROUGH… Many people suffer from swelling of the feet and ankles, and most report their conditions often worsen in the summer. While there are many reasons for such swelling, some of them can be treated through the use of compression socks and/or medications and supplements, while others could signal serious medical problems involving the heart, lungs, kidneys or thyroid.

Make sure you investigate the source of the edema you are facing and work with your doctor and your pharmacist to relive the swelling and prevent it from recurring.

Swollen feet can be caused by excessive accumulation of fluid in the tissues, generally painless, usually found in older people, overweight persons, pregnant women or a consequence of long periods in standing or sitting position.

Here are some of the actions that you can take to reduce the swelling: —Put a pillow under your legs when resting to keep the feet in a higher position than the rest of the body —Wear elastic stockings that your pharmacist can help you choose according to measurements and degree of compression —Do not spend too much time seated or staying in the same position

—Exercise can reduce swelling of the legs.

Blood flows naturally from the legs to the heart.

Exercises stimulates normal blood circulation.

—Raising the legs above the heart—promotes blood circulation to the brain —Weight loss-obesity slows blood circulation in the entire body. Losing weight helps blood to circulate better and can reduce inflammation in the extremities.

—Reduce salt intake and adopt a balanced diet Finally you can try these two fairly successful home remedies: Applications with vinegar – alternation, one hot, another cold is an alternative treatment for leg swelling. Mix two equal parts of water and vinegar soak a towel, and apply for 7-10 minutes. Repeat 2-3 times.

—Boil 250 ml water, 1 / 2 tablespoon molasses 1 tablespoon anise. Keep it boiling until only a half of the mixture will remain. Drink this mixture in three or four rounds during the day as it can reduce swelling of the feet, provided it is not triggered by a chronic disease.

Remember if the swelling persists or is accompanied by other symptoms like shortness of breath or any discomfort in the chest, seek medical help immediately.

Area Pols Launch Reading Programs

Assemblywoman Stacey Pheffer Amato (DHoward Beach) and State Sen. Joe Addabbo, Jr. (D-Howard Beach) recently launched their annual summer reading programs.

Pheffer Amato’s 3K-12th grade program starts in July but continues throughout the summer. Students must commit to reading for 15 minutes a day for 40 days in order to receive a certificate from the assemblywoman’s office.

Last year the, Pheffer Amato (pictured) gave out thousands of calendars and bookmarks to every student in the 23rd Assembly District—spanning more than 40 schools.

To request a summer reading calendar and bookmark, individuals can email amatos@nyassembly.gov or call Pheffer Amato’s district office at (718) 945-9550, and her office will either

email or mail a copy to any student.

Addabbo noted that the deadline for submissions for the Senate’s 2020 Summer Reading Programis Sept. 1. Parents and guardians can register their child for the program on Addabbo’s website at nysenate.gov/senators/joseph-p-addabbo-jr.

Participating students can track their summer reading progress on nyread.com. Every student who submits a completed form will receive a Summer Reading Program certificate from Addabbo at the close of the program.
