By Michael V. Cusenza United States post offices could be forced to shut their doors unless they get an immediate infusion of funds and the personal protective equipment and supplies needed to keep workers and the mail-receiving public safe, Senate Minority Leader Chuck Schumer revealed Sunday.

“Whether it is New York City, the suburbs of Long Island, Staten Island or beyond, the USPS performs a lifeline service for countless Americans and the people of New York that must continue amid and beyond this pandemic,” Schumer said, noting that the agency needs $25 billion. “The fact is the coronavirus has severely crippled USPS operations and their funds. Despite that, they have kept the doors open, the mail—and really the economy— moving, and now they need the help to sustain their pace. The fight to keep our post offices open by injecting the dollars needed to do the job and purchase the personal protective equipment and

cleaning supplies required to keep everyone safe will begin tomorrow, and I am here to say: I vow to lead it.”

According to the Associated Press, mail volume is down by more than 30 percent from last year because of the coronavirus, and the Postal Service says losses will increase by more than $22 billion over the next 18 months.

Schumer added that the monumental costs of PPE are also driving huge costs for the USPS. Schumer said the USPS will need dollars to purchase the PPE it needs, in addition to funding to offset the aforementioned operational shortfalls delivered by the coronavirus.

“We are unable to predict the duration of COVID-19 business

closures and the duration of the recession we are currently experiencing: however, this situation will materially damage our financial condition,” said USPS Chief Financial Officer Joseph Corbett.

“While we continue to conserve capital and reduce expenses in areas where volumes are declining, our ability to continue to serve the nation will require substantial

finding from the federal government or other sources.”

The Howard Beach post office on Cross Bay Boulevard and 160th Avenue was rescued from the gallows in the fall of 2017.

Though it had been rumored for several months to be on the chopping block, the USPS signed a 10-year lease in 2017 to keep the station up and running.

“I know this post office is an integral part of the community and plays an important role in the quality of life for my constituents,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) noted at the time. “The service that the Howard Beach post office provides is important to so many aspects in the lives of our people.”

Schumer pointed out that the USPS is the only delivery service that reaches every address in the nation: 160 million residences, businesses and Post Office Boxes.

The Postal Service receives no tax dollars for operating expenses and relies on the sale of postage, products and services to fund its operations, according to the agency.

Community-based Groups Awarded with NYC Civic Impact Funding Grow COVID-19 Volunteer Efforts

Cusenza A cohort of 20 community-based organizations awarded with NYC Civic Impact Funding—including several borough groups—have grown volunteer efforts to deliver more than 75,000 meals and groceries to New Yorkers in areas impacted by COVID-19, the de Blasio administration announced Thursday.

In response to the pandemic crisis, NYC Service designed the NYC Civic Impact Funding capacity building model to award nonprofit and community-based organizations up to $10,000 for volunteer engagement efforts that deliver essential services to residents. NYC Service launched the opportunity for the first time in early May to fund nonprofit service providers through the end of June with a focus on organizations in high-need neighborhoods.

After receiving more than 500 applications, 20 funding recipients supporting NYC-based volunteer and civic engagement efforts in response to COVID-19 were selected. Funding recipients applied for up to $10,000 covering expenses such as permanent or temporary employees directly supporting or leading volunteer engagement efforts to deliver critical services, volunteer travel costs, volunteer personal protective equipment, volunteer back-

ground checks, and other volunteer management needs.

In partnership with the Food Czar team and Volunteer Coordination Task Force led

by NYC Service, community-based organizations providing emergency food services, such as food pantries and kitchens, were identified as priority candidates since these providers have faced an unprecedented volume of New Yorkers in need, as well as other challenges in adapting food access

services, and rely heavily on volunteers to prepare and deliver food to those in need.

According to NYC Service, preliminary metrics reported by the 20 NYC Civic Impact Funding Awardees have demonstrated the ability for community-based organizations to expand capacity through volunteer engagement and meet the growing needs in areas affected by COVID-19. Three weeks into the funding period, the recipients have collectively engaged 777 volunteers that

have delivered 75,564 meals or boxes of groceries to 19,096 households or individuals.

CBOs across the city have been critical in expanding food access to New Yorkers in need. The Bangladeshi American Community Development and Youth Services Corps located in Southeast Queens focuses on hard to reach populations including older adults, those affected by job loss, and New Yorkers with cultural accommodation needs. The organization generally operates with a total of 16 full-time and temporary staff, and used the funding to support volunteer engagement, staff expenses, volunteer PPE, and travel costs.

“The NYC Civic Impact Fund helped us mobilize five volunteers to support BACDYS ongoing weekly Halal Food Distribution program funded through New York Community Trust and additional support from Brooklyn Community Foundation. The ten-week-long weekly program focused on the most vulnerable Muslim households, which lost income due to COVID-19, and were in dire need for culturally appropriate food support as most of the food support the community in the area is not Halal. The support of five volunteers helped us greatly to improve the quality of service,” said Rajju Malla Dhakal, executive director of Bangladeshi American Community Development and Youth Services.

By Michael V. Cusenza Eighty-six New York hospitals—including four Queens medical centers—will receive more than $680 million of a new $10 billion allocation designated for “hot spot” health facilities, Senate Minority Leader Chuck Schumer and Sen. Kirsten Gillibrand (D-N.Y.) announced Saturday.

Schumer said he pushed the Trump administration for the targeted funds because “across the state of New York, hospitals and health systems report that they are losing hundreds of millions of dollars per month because of cancelled elective procedures, increased staffing and overtime costs, expanded bed capacity, and increased spending on supplies and equipment to meet the surge in COVID-19 patients. The strain on hospitals and health systems is felt even more acutely in

regions like the New York metropolitan area where the bulk of COVID-19 patients are being treated at this time. These costs obviously do not exist evenly across the country, and it is therefore crucial that subsequent rounds of funding provide an adjustment for hot spots like New York.”

Jamaica Hospital Medical Center in Richmond Hill will receive $1,128,335; St. John’s Episcopal Hospital at South Shore in Far Rockaway is set to get $8,700,257; Flushing Hospital Medical Center will receive $11,265,905; and NYC Health + Hospitals—Queens in Jamaica will get $760,265 in emergency funds.

“Health care workers have risked their lives and fought tirelessly to keep New Yorkers safe during this outbreak,” Gillibrand added. “This critical federal funding will help provide health centers with the resources needed to treat patients and save lives.”

Phony Pro Sports Rings Seized at JFK Customs and Border Protection agents confiscated two separate shipments of the fake gaudy jewelry. EDITORIAL TEN LEGISLATIVE PROPOSALS FOR THE PROTECTION OF THE PUBLIC AND THE POLICE

Unfortunately, many politicians and community activists, and some in the media, have fostered an attitude toward the police which excuses, or even glamorizes, resistance to lawful authority. It should be readily apparent to everyone that, with some notable exceptions, most of the recent tragic incidents which resulted in the injury or death of an individual at the hands of the police have begun with refusal by that individual to comply with a lawful order. When an individual refuses to comply with a lawful order, the police officer is faced with a choice between walking away from the wrongdoer or

taking some action. Action often leads to reaction, and escalation begins. Officers are trained in de-escalation, but that requires some cooperation on both sides. When escalation begets escalation, tragedy can result. An officer’s split-second reaction to a perceived threat may perhaps later be thought to be all wrong by those sitting in their arm chairs, under no pressure or stress, but police officers do not often have the luxury of cool reflection before taking action. We call upon the Legislature and the Governor to enact the following two proposals in order to reemphasize the importance of citizen compliance with directives of law enforcement officers. There is a time and place to question an officer’s actions but not in the middle of the street when the officer is under the pressure of trying to bring a situation under control for the safety of the public.

1. Resisting Arrest. Make Resisting Arrest a Class E felony which cannot be reduced by plea bargaining, and make it an offense for which a judge could require the posting of bail.

2. Failure to Retreat. Make it a Class D Felony for any person to approach or remain within 25 feet of a police officer

engaged in the performance of his or her duties when such person is ordered by a police officer to halt or retreat and such person fails to immediately do so.

Unfortunately, in the current climate of disrespect for the police, again fostered by the words and actions of some politicians and community activists, some bad actors think they have been given license to harass and assault police officers with impunity. We call upon the Legislature and the Governor to enact the following six proposals for the protection of police officers, who must be kept safe so they can keep our citizens safe. They are the thin blue line between the citizens and anarchy.

3. Assault on a Police Officer. Increase the level of seriousness by one degree for the current crimes pertaining to assault upon a police officer.

4. Aggravated Harassment of a Police or Peace Officer. Make it a Class D Felony, for a person to cause, or attempt to cause, any police officer or peace officer engaged in the performance of his or her duties to be struck by any substance or object including, but not limited to, bottles, rocks, bodily fluids, spittle, urine, seminal fluid, feces, flammable liquids or other noxious, hazard-

ous or dangerous substances or objects.

5. Hate Crime Against a Police Officer. Make any crime committed against a police officer because of his or her status as a police officer a hate crime, with a concomitant increase in penalty, as is currently provided with respect to hate crimes against members of other protected groups.

6. Aggravated Offering a False Accusation Against a Police Officer. Make it a Class D Felony to falsely accuse a police officer or peace officer of wrongdoing in the performance of his or her duties, and create a private right of civil action for the officer against the false accuser.

7. Criminal Doxing of a Police Officer or Peace Officer. Make it a Class D Felony to dox a police officer or peace officer because of the officer’s status as a police or peace officer, or to dox any other person because of that person’s relationship to, or affiliation with, a police or peace officer.

8. Stalking a Police or Peace Officer. Make it a Class E Felony to follow or surveille a police or peace officer for no legitimate purpose, whether such officer is on or off duty, or to approach within one hundred yards of the private

residence or place of lodging of a police officer, without the consent of said officer, for reasons related to the officer’s status or service as a police or peace officer, or for the purpose of intimidating the officer or the officer’s family.

9. Disability and Death Benefit.

Provide a $500,000 benefit for police officers who are seriously disabled or die from injuries incurred in the line of duty, in recognition of the high-risk occupation of a police officer, in order to provide some measure of security for the future for the officer and his or her family should the officer be disabled or killed in protecting the public.

10. Police Memorial Day. Make May 15 a State holiday in honor of the more than 1,567 police officers who have died in the line of duty in New York, and require the State Division of Criminal Justice Services to annually organize a fitting memorial ceremony at the Police Memorial Wall at the Empire State Plaza in Albany on the Monday falling closest to May 15, and require the Governor to appear in person at such ceremony to say aloud, in tribute, the names of the police officers who died during the previous year from injuries incurred in the line of duty.

By Michael V. Cusenza The cold, uniform, gray roll-down gates of shuttered stores on the Lefferts Boulevard Bridge have given way to an impromptu outdoor art gallery.

The brainchild of coordinators Carol Lacks and Anthony Mavilia, “Here, There and Everywhere: Art in Kew Gardens” showcases the work of some 57 area artists as their art—reproduced on weatherproof vinyl banners—is displayed on top of the security gates of businesses that have been closed since the COVID-19 outbreak crisis.

The initiative is funded by City Council grants awarded to the Kew Gardens Council for Recreation and the Arts, Inc. by Councilwoman Karen Koslowitz (D-Forest Hills) and Citizens Committee for NYC Neighborhood Grants awarded to the Kew Gardens Improvement Association, Inc. “Kew Gardens is an urban village with a BIG HEART. Kew Gardens is an innovative, creative, artsy place where residents enjoy getting together at the local flea market or at a community event,” Lacks said. “This year because of the COVID-19 health crisis all of our upcoming art events were, of course, cancelled. We were generously given an opportunity by our funders to create new programs with social distancing. Cognizant of how the arts can help communities to heal, we grabbed the opportunity and decided to launch an outdoor banner project. Thirty-five adult artists and 22 young artists (4-14 years old) responded to the Call for Artists and sent in their designs. These were printed on large banners and in mid July hung on gates and fences in the village area of Kew Gardens. Kew Gardens residents will not have Kew Gardens Community Arts Day to enjoy this year, but they will be able to safely walk around the streets of Kew Gardens to experience ‘Here, There and Everywhere: Art in Kew Gardens’ during summer 2020.”

Cuomo Updates New Yorkers on COVID-19 Pandemic as NYC Enters Phase 4 of Reopening

Cusenza Governor Andrew Cuomo on Wednesday updated New Yorkers on the state’s positive progress during the ongoing COVID-19 pandemic: • Patient Hospitalization: 714 • Patients Newly Admitted: 81 • Hospital Counties: 31 • Number ICU: 179 • Number ICU with Intubation: 96 • Total Discharges: 72,386 • Deaths: 9 • Total Deaths: 25,068 Of the 67,659 tests conducted in New York on Tuesday, 705, or 1.04 percent, were positive.

“Every day, we see the hard work of New Yorkers reflected in our numbers, which continue to steadily decline even as every part of the state has entered Phase 4 of our phased, data-driven reopening,” Cuomo said. “New Yorkers accomplished that—19 million people working together because they cared about each other. If we are not careful, we could end up back right where we started, and all that hard work will have been for nothing. We cannot go back to the hell we experienced three months ago, so we must protect the progress we’ve made and continue to be New York Tough.”

The news has been good for NY for several weeks in a row. Last week, a new study by The Truth About Insurance has named New York the most responsible state in fighting COVID-19.

“The last 137 days have been hell for New York as we were the epicenter of this pandemic. However, New Yorkers stood as one, acted responsibly and—as many other states in this nation are now grappling with new spikes of this insidious virus—the beast, for now, has been brought to bay in this state. We’ve used data and science to drive this fight and fuel our reopening strategy, but make no mistake, this distinction is shared by every single New Yorker who did the right thing these last months, ignored the politics, socially distanced and wore a mask,” Cuomo said. “Together, we climbed this terrible mountain and came down on the other side, but we can’t stop now. We must remain disciplined and we must remain New York Tough. We’ve come too far to go back to where we were.”

“Now that we have entered Phase 4 of New York City’s reopening plan, I am pleased to see more establishments are opening up, but it is imperative that we remain vigilant in our efforts to combat the COVID-19 pandemic,” Addabbo said on Monday.

“Although many indoor activities remain closed—like dining, malls and museums—we have come so far from being the epicenter of cases and deaths in the United States. That is because of the strength and understanding of New Yorkers. I encourage people

to safely enjoy the summer with many of the amazing outdoor activities they can take part in like visiting the Rockaway beaches or the Queens Zoo. By working together, we can move forward safely to resuming a normal lifestyle.”

On Thursday, Cuomo announced new regulations for bars and restaurants in the five boroughs to ensure they are complying with State social-distancing and face-covering orders. As part of the “Three Strikes and You’re Closed” initiative, any establishment that receives three viola-

tions will be closed for business.

Egregious violations can result in immediate loss of liquor license or closure before a third strike.

Additionally, Cuomo noted, any establishment facing disciplinary charges by the State Liquor Authority will have its name and location posted publicly and updated on a weekly basis. If the State is alerted to similar noncompliance in other regions of the state, these restrictions will be extended to those areas immediately.

The governor also announced that all restaurants and bars state-

wide will be subject to new requirements that they must only serve alcohol to people who are ordering and eating food and that all service at bar tops must only be for seated patrons who are socially distanced by six feet or separated by physical barriers. Under current law, only establishments that serve food are permitted to serve alcoholic beverages. Citizens who see violations or are concerned can report complaints, including photos, to the State Liquor Authority at sla.ny.gov.

“But again, New York Smart, look ahead and be prepared. We still have an issue with compliance.

I once again call on the local government officials to make sure they are doing compliance enforcement. New York City—we have compliance issues and we’re going to announce a couple of actions today. We have additional regulations on the bars and restaurants.

That is a primary area where we’re seeing problems with compliance and we’re taking additional actions.

As you know we’ve been stepping up enforcement on bars and restaurants. Bars and restaurants are licensed by the State Liquor Authority. New York City, we let bars and restaurants open for outdoor service on June 22. There is significant evidence of failure to comply.

The State itself has looked at over 5,000 establishments in downstate New York and found many cases of a failure to comply,” Cuomo said.

“It’s wrong. It’s dangerous. It’s selfish. It’s unacceptable. We’re getting thousands of complains, pictures, videos, et cetera. This is a question of public health and New Yorkers paid a dear price for COVID and they are equally upset with these violations.

“So local governments need to be diligent and I ask them to do that once again,” the governor continued. “I am asking them to do it publicly. I am asking them to do it privately. I understand enforcement is not politically popular. I’ll tell you what's less politically popular: if we have to close down a region because compliance wasn’t done. That would be less politically popular.”

At least three Queens businesses recently learned the hard way that Cuomo apparently means what he says. Two Astoria bars—Brik and M.I.A.—and Maspeth Pizza on Grand Avenue lost their liquor licenses Tuesday for flouting new restaurant/bar COVID-19 regulations.

Ulrich Beautification Initiative Targets Areas around Addabbo Bridge

Through the transitional work program Wildcat Service Corporation, the initiative, which wrapped up last week, targeted trash-ridden areas along, underneath and adjacent to the Joseph P. Addabbo Memorial Bridge.

“Our office has received several complaints about trash and debris along and adjacent to the Addabbo Bridge. I am pleased to share that we have enlisted the help of the Wildcat Service Corporation for a much-needed clean-up effort of the area.

The Addabbo Bridge serves as the gateway to both Howard Beach and Broad Channel, so it is important this area remains clean,”

Ulrich said.

“The Broad Channel Civic Association and the Jamaica Bay Ecowatchers commend Councilman Ulrich for addressing this environmental disaster. The debris along the Addabbo Bridge walkway, as well as in the area underneath the bridge, has been the largest single source point for pollution entering Jamaica Bay,” added Dan Mundy, president of the BCCA and vice president of the Ecowatchers. “Once in the bay, this trash would have a very harmful effect on the animals and marine life, in addition this area had become so overcome with debris that pedestrians and bicyclists could barely navigate past it. A big thank you to the Wildcat team and their workers who did an outstanding job; and to Councilman Ulrich for his efforts to bring this great organization in to clean-up this area.”

“The pandemic quickly placed extreme stress on New York City’s healthcare systems—including, but not exclusively, H+H,” Comptroller Stringer said.

By Forum Staff Several deficiencies in preparedness and execution at all levels, from the federal government down to individual hospitals, including inadequate access to needed supplies and equipment, confusing and medically inappropriate guidance, a lack of systems and procedures for managing patient loads across hospitals, and insufficient protocols for deploying staff hindered NYC Health + Hospitals’ response to the COVID-19 pandemic, according to City Comptroller Scott Stringer’s review of the agency’s response to the crisis.

In a letter to Gov. Andrew Cuomo detailing the review’s findings, Stringer noted that the probe also showed that H+H’s challenges arose due in part to insufficient support, assistance, and guidance from the City, State, and federal governments.

Stringer stressed that H+H’s ability to deliver proper health care to communities that need it the most requires the assistance of all levels of government, including sufficient funding, established coordination policies and procedures, and the support of its governmental and private partners.

As a result of the review, Stringer outlined recommendations to better prepare for and manage a potential resurgence of COVID-19 patients, as well as future public health emergencies, including establishing formal coordination and guidance mechanisms among all parts of the healthcare system; improved protocols for staff training and deployment of resources; and identifying and remedying supply chain weaknesses.

“COVID-19 has devastated New York City, claiming more than 22,000 lives as of mid-June. The pandemic quickly placed extreme stress on New York City’s healthcare systems—including, but not exclusively, H+H. Years of planning for the next pandemic and early action to obtain necessary resources could not meet the challenge of

this health crisis. This review found that H+H, and the larger system within which it has operated during the pandemic, faced an unprecedented situation for which no one was fully prepared. The lack of preparedness forced all players to improvise responses, sometimes successfully, sometimes not – but inevitably at a cost in human lives. Several deficiencies were noted, including inadequate access to needed supplies and equipment, a lack of systems and procedures for managing patient loads across hospitals, and insufficient protocols for deploying staff,” Stringer wrote. “The COVID-19 pandemic has demonstrated that while planning is important, even the best plans inevitably will not and cannot foresee or anticipate every eventuality, because each emergency and crisis is unique.

COVID-19 presented an unprecedented challenge and placed strains on every part of the City’s healthcare system, both private and public. Planning and preparedness must provide for a clear chain of command and responsibility to ensure a coordinated, timely, and effective response and allow for the flexibility that our preliminary inquiry identified. It is clear that H+H—or any individual healthcare system—cannot manage the need created by a health crisis of the magnitude experienced with COVID-19 in isolation and without support and assistance from state and local governments acting in concert with the entire healthcare delivery sector. H+H’s challenges arose at least in part from insufficient and conflicting guidance, originating at the federal level, and an initial lack of coordination among participants in the local healthcare system. Many of these challenges were addressed ‘on the fly’ by both the State and City governments and by the hospital sector, including the Greater New York Hospital Association, H+H, and private independent facilities. The cooperation exhibited by all parties is to be commended.”

NYC Biz Getting Shorted

By Forum Staff New York City lags far behind in its share of eligible businesses that received a Paycheck Protection Program loan, according to a recently released analysis by City Comptroller Scott Stringer. Barely 12 percent of the more than 1.1 million employee-based and non-employer businesses in the city received a PPP loan compared to more sparsely populated and less economically impacted states such as North Dakota, South Dakota, Nebraska, and Iowa, where more than 20 percent of businesses received a loan. The findings also showed notable disparities between boroughs and industries receiving PPP loans, with nonprofits getting minimal support through the program.

Stringer’s analysis also found that of the 120,863 loans distributed to New York City employers as of June 30, the Bronx fared the worst: with a meager 40 percent of Bronx employee-based businesses being PPP recipients compared to 48 percent in Queens; 53 percent in Brooklyn, 52 percent in Manhattan, and 50 percent on Staten Island.

Leading the way were North Dakota (24 percent), South Dakota (24 percent), Nebraska (22 percent), Iowa (20 percent), Kansas (19 percent), Wyoming (18 percent), and Montana (17 percent).

Only 21 percent of non-profits received PPP loans in the Bronx, 30 percent in Staten Island, 33 percent in Queens, 34 percent in Brooklyn, and 36 percent in Manhattan.

According to Stringer’s analysis, 89 percent of hotels, 88 percent of manufacturing, 66 percent of consulting firms, 60 percent of newspaper, book, & directory publishers,

and 59 percent of architecture, engineering and design small businesses received PPP loans. By contrast, only 24 percent of civic, professional and advocacy organizations and grantmakers, 23 percent of nursing home and mental health facilities, 21 percent of social services, and 19 percent of finance small businesses were PPP recipients.

In total, there are approximately 239,725 PPP-eligible employers (e.g. those with fewer than 500 employees) and 946,373 non-employer businesses in New York City. According to the comptroller’s analysis, PPP loans were received by 120,863 employee-based business and 25,073 “non-employer” businesses. Independent contractors, sole proprietorships, and self-employed individuals accounted for 23 percent of all PPP loans in the Bronx, compared to just 17 percent in Staten Island and 14 percent in Manhattan.

“New York is contributing more to the federal government than nearly any other state, but Washington continues to return the favor at pennies on the dollar. In our time of need, Congress is failing to step up,” Stringer said. “New York City is the economic engine of the nation and PPP loans should be a lifeline to our businesses that have been ravaged by the COVID-19 pandemic. But Washington has made it too hard for small businesses to access these PPP dollars, which means the small businesses that need help the most are getting shut out. Our analysis proves New York City’s workers and entrepreneurs have been shortchanged—especially nonprofits and outer-borough businesses that were hardest hit. The federal government must to step up to the plate and help New Yorkers get back on their feet—enough is enough.”

In addition to these provisions, medications must be focused on. They are among the most common causes of increased fall risk in older people and are usually among the easiest risk factors to change. These risks are often missed by busy doctors. Older adults and family caregivers can make a big difference by being proactive in this area.

Medications that affect the brain, blood pressure and those that lower blood

Con Ed Asks West Queens to Conserve Energy

Con Edison on Monday, in the middle of the first oppressive heat wave of the summer, asked Western Queens customers to conserve energy while company crews repair equipment. The utility also reduced voltage by 8 percent in the area bounded by the Brooklyn-Queens Expressway and 51st Avenue on the north, the Jackie Robinson Parkway on the south, Queens Boulevard on the east, and the Brooklyn borough line on the west as a precaution to protect equipment and maintain service as crews make repairs.

The area includes 116,300 customers in the neighborhoods of Glendale, Forest Hills, Forest Hills Gardens, and Middle Village. Con Edison asked customers in the area not to use

energy-intensive appliances such as washers, dryers, microwaves and, if not needed for health or medical reasons, air conditioners, until the equipment problems are resolved.

According to the utility, customers can report outages and check service restoration status at conEd.com/reportoutage, or with our mobile app for iOS or Android devices, or by calling (800) 75-CONED (1-800-752-6633).

When calling, customers should report whether their neighbors also have lost power. Customers who report outages will receive updates with their estimated restoration times as they become available, Con Ed officials noted.

Meng Touts Amendment to Combat ‘Deeply Destructive’ Trump Immigration Policies

Cusenza An amendment to rollover unused family-sponsored visas, employment-based visas, and diversity visas has passed the House Appropriations Committee as part of the panel’s Homeland Security spending bill for Fiscal Year 2021, the measure’s author, U.S. Rep. Grace Meng (D-Flushing), announced Thursday.

According to Meng, the Immigration and Nationality Act allocates 480,000 visas annually for family-sponsored categories; 140,000 visas annually for employmentsponsored categories; and 55,000 for diversity visas. Due to COVID-19 and the curtailing of immigration operations both abroad at U.S. embassies and consulates, and at U.S. Citizenship and Immigration Services, only a fraction of these visa allocations are being or will be used by the end of the current fiscal year, Meng noted.

The congresswoman’s amendment would allow unused FY 2020 family-based, employment-based, and diversity visas to remain available in FY 2021, and to allow unused FY 2021 visas to remain available in FY 2022.

cannot accept work promotions or accept any job offers. I have other constituents with children who are going to age out because they have been waiting for their family-sponsored visas to be available.

Consequently, these children may have to start a new immigration application, and then go through another lengthy process while being separated from their families. The vibrant, multicultural nation that

we see today is in part due to our current family-based and employment-sponsored immigration system, and diversity visa program. Our country prides itself as a ‘nation of immigrants,’ its diversity, and its policies to preserve family reunification. This coronavirus pandemic has uprooted every facet of our nation and everyone’s lives. It has complicated an already lengthy immigration process.”

Additionally, on Tuesday, Meng ripped President Donald Trump for what she characterized as attempting to ban undocumented immigrants from being counted in reapportionment for Congress. Meng also announced that she will introduce legislation to block the effort.

“President Trump’s unconstitutional attempt to count some people instead of ALL people for reapportionment will fail just like his unsuccessful attempt to add a citizenship question to the 2020 Census,” the congresswoman added. “I helped defeat that effort and I will do the same with his latest move to undermine the constitution and do further harm to immigrant communities. From the Muslim travel ban to separating families at the U.S.-Mexico border, this president will do anything he can to advance his anti-immigrant agenda, and now he is using reapportionment to expand that cruel and un-American effort.”
