By Michael V. Cusenza A retired City police officer has been charged with allegedly firing a gun inside a Howard Beach restaurant last Tuesday evening during a verbal dispute with another patron, seriously injuring an innocent bystander, Queens District Attorney Melinda Katz announced Thursday.

Dwayne Chandler, 52, of Staten Island, was arraigned Thursday morning on a complaint charging him with assault in the first degree, criminal possession of a weapon in the second

degree, and reckless endangerment in the first and second degree.

Bail was set at $20,000 bond/$10,000 cash.

Chandler posted bail and was released from Rikers Island Thursday night. His next court date is July 24.

According to the charges, shortly after 7:20 p.m. on Tuesday, June 23, Chandler became embroiled in a verbal dispute with another patron inside Frenasia on Cross Bay Boulevard and 163rd Avenue. One shocked eyewitness told The Forum that the two men have had

words in the past at Frenasia. However, last Tuesday, the white man allegedly swung a chair in Chandler’s direction while referring to him by using the N-word. According to another witness, Chandler, who is African-American, pulled out a firearm and suddenly a gunshot erupted.

According to the charges, another man inside the restaurant heard the gunfire and immediately felt a sharp pain in his back. He was rushed to an area hospital and currently has no sensation in his legs and is unable to move

his toes as a result of the bullet that pierced his back.

“A verbal dispute could have turned deadly when this defendant allegedly lost control and fired his weapon—hitting an innocent bystander instead of his intended target,” Katz said. “This kind of gun violence is unacceptable, particularly when the shooter is alleged to be a retired member of service. The defendant will now be held accountable for his alleged actions.”

If convicted, Chandler faces up to 25 years in prison.

City’s Eight Public Beaches now Open for Swimming

By Michael V. Cusenza The City’s eight public beaches opened this week for swimming, Mayor Bill de Blasio announced.

Starting Wednesday, July 1, lifeguards will be on duty daily from 10 a.m. to 6 p.m.

Swimming is unsafe and strictly prohibited at all other times, de Blasio noted.

To encourage social distancing, NYC Parks Ambassadors will continue to staff the beaches, handing out masks and educating patrons about maintaining safe dis-

tancing. According to the administration, if certain sections of the beach become too crowded, visitors will be directed to different, less-crowded areas. All New Yorkers should continue to wash and sanitize their hands, wear a face covering, and maintain distance between individuals and small groups, Hizzoner added.

“New Yorkers have worked hard to fight back this virus and to put us back on the path to a safe reopening,” de Blasio said.

Kevin Crawford has been indicted on bank robbery charges.

By Michael V. Cusenza Investigators have nabbed the man allegedly responsible for robbing an Ozone Park bank at knifepoint in May, federal prosecutors announced this week.

Kevin Crawford, 27, has been indicted on bank robbery charges. He is currently homeless, authorities noted.

According to the criminal complaint, on May 18, between 3:45 and 4 p.m., Crawford entered the Valley National Bank branch on Liberty Avenue and 107th Street, and handed a teller a manila envelope upon which was handwritten “Fill it up” and “20’s 50’s and 10’s.”

The teller did not immediately comply.

Crawford then allegedly brandished a large knife and verbally demanded that the

teller “put the money in the envelope,” and placed the knife against the neck of one of the bank’s employees. The employees surrendered $2,330 cash and Crawford allegedly fled northbound on 107th Street.

According to the complaint, a surveillance camera on a residence on 107th Street only a short distance north of the bank allegedly captured video of Crawford running, holding the envelope in his left hand and throwing an object—which appears to be the knife—with his right hand. The NYPD recovered a knife from the front of the property where, in the video, it appears to have been thrown. A latent fingerprint on the knife handle, which was compared to fingerprints stored in a law enforcement database, was identified as a match for a fingerprint taken from the right ring finger of Kevin Crawford.

Sailor Rescues Hikers in Guam

By Michael V. Cusenza A Navy helicopter pilot who hails from Queens recently helped save three stranded hikers in Guam, according to Navy officials.

The three men were reported missing late on Sunday, June 14, in the Pagat Caves area on Guam’s eastern shore. Guam Fire and Rescue launched a ground search party the following day and located the three survivors at 12 p.m. but due to severe dehydra-

tion and heat stroke, the survivors were unable to hike out of the area.

The U.S. Coast Guard contacted Guambased “Island Knights” of Helicopter Sea Combat Squadron 25 and requested air support at 4:50 p.m. The rescue helicopter, piloted by borough native Lt. Pierre Ramos and Lt. Frank Conenna, was on scene in less than two hours. Once overhead, Naval Aircrewmen (Helicopter) 2nd Class Tyler Alani lowered Naval Aircrewmen (Helicopter) 2nd Class Alexander Taylor to the survivors 70 feet below through the trees.

The hikers were cared for by Hospitalman Nolan Turner en route to Naval Hospital Guam, where the rescue helicopter landed at approximately 7:20 p.m.

“The crew came in ready to [go]. Everyone had their responsibilities, played their part, and we executed the mission like we’re trained to do,” Astoria’s Ramos said. “Our maintenance department had that bird ready to go with no delays. We arrived overhead quickly, found the survivors, and hoisted them up. The smooth execution of this overland [search and rescue] is a true testament to the training conducted here in HSC-25.”

EDITORIAL Cure for the Common Nightmare Where can we possibly begin?

We’re in the middle of a s**t storm unlike… well just unlike.

We never saw it coming; we’re sick of it; what the hell am I going to cook tonight?; we hate it; does anyone really know what they’re talking about?; how am I going to buy food?; I can’t believe how much weight I’ve gained; my wife died alone in the hospital; is there a major political conspiracy?; is God teaching us a lesson—will we learn anything from it?; are the schools opening?; can I get a mani-pedi at the same time with two technicians?; I missed my mammogram;I had to cancel my wedding, but it’s happening in 2021;I don’t have enough money for groceries; I can’t see my grandmother in the nursing home; my kid was a week away from his black belt in March; I love being home—I just wish my husband and my kids had their own home; my son was 35—I thought young people weren’t supposed to get it; don’t forget to use the sanitizer—wait isn’t soapy water better?;what’s a furlough?;I haven’t seen my newborn baby yet.

That’s just a miniscule list of attempting to define a portion of the spectrum of the last seven months;a dishing out of physical,

emotional, financial, psychological burdens—and other burdens that have yet to be named.

I’m not addressing any specific issues in this editorial; I guess I am just writing down some of the source of my own apprehension and fright. Remembering back to when the mass panic set in over needing 40,000 ventilators, when we were told to wear masks, and then that it wasn’t neces-

sary, and that now, of course, it is;when we needed naval hospitals to dock in harbors to accommodate the crushing flow of patients;when it was yet still undecided as to whether we needed to sanitize the boxes that were being dropped off by FedEx, UPS, Amazon, Pea Pod, and any other carrier in the field. And how about those groceries?

It’s understandable that we would all be confused and frustrated.

Changing the course of direction so frequently does not inspire confidence. “Experts” that jump on and off the bandwagon on matters ranging from medicine and science to the stock market, the education system—you name it.Every aspect of our lives has been altered and many times by those best likened to an unqualified seamstress at the sewing machine. Straight answers seem to be missing from the protocol.

I would prefer not to risk my life by getting the virus, going into the hospital, laying there like the proverbial dog, all alone in the bed with my tubes, desperately hoping a FaceTime call will go through on an already dying battery—when I left for the hospital by myself, I forgot the charger— needing a vent and having it hooked up by someone who is holding a manual trying to figure how it works, praying fervently that I will return home.

If that sounds gloomy and paranoid to you, then I hit my mark. Thankfully, through the grace of God, I have figured out a remedy for the recurring nightmare described above.

I’m going to wash my hands, socially distance myself, and wear my mask.

You should too.

Rockaway Cop Charged in Choke Arrest

By Forum Staff A Far Rockaway police officer has been charged with allegedly using a chokehold during an arrest on the Rockaway Beach boardwalk last month, Queens District Attorney Melinda Katz announced Thursday.

David Afanador, 39, a 14-year veteran of the NYPD who hails from Long Beach, L.I., was arraigned Thursday afternoon on a complaint charging him with first-degree attempted aggravated strangulation and second-degree strangulation; both are felonies.

Afanador pleaded not guilty and was ordered released on his own recognizance.

His next court date is scheduled for Aug. 3.

According to the charges, Afanador responded to a call shortly after 8 a.m., Sunday, June 21, of someone screaming and yelling at people on the boardwalk.

Afanador and several other police officers encountered three men who proceeded to taunt and heckle the cops as a couple of them simultaneously video-recorded the officers on their cell phones. At one point, Ricky Bellevue, 35, allegedly asked the officers if they were scared and appeared to retrieve a can from a trash receptacle. That’s when the four cops—including Afanador—grabbed Bellevue. Afanador allegedly wrapped his arm around the man’s neck as he was being pinned to the ground.

According to the charges, Afanador allegedly continued the chokehold as other officers handcuffed Bellevue. Within seconds, the man’s body appears on recordings to go limp and he loses consciousness.

Only after another police officer pulls on Afanador’s back does he remove his arm from around Bellevue’s neck.

Body-worn camera footage shows these police officers were cursed at and badgered, Katz noted. Every day, however, cops find themselves in circumstances that require them to exercise restraint and are tasked with de-escalating potentially volatile conflicts, Katz continued.

According to the complaint, Officer Afanador’s alleged actions showed his intent to impede the normal breathing or circulation of Bellevue when he placed his arm around the man’s neck and only relented when his fellow officer intervened.

According to Katz, even under the most difficult of circumstances, this maneuver, this kind of action, is exactly the kind of police conduct that the NYPD has banned and the State Legislature recently criminalized.

The anti-chokehold measure was named after Eric Garner, who died on Staten Island in July 2014 while being arrested.

A NYPD officer used a chokehold on the 43-year-old Garner, who repeatedly said “I can’t breathe.” Garner died as a result of combined neck and chest compressions that led to a fatal asthma attack.

“The ink from the pen Gov. [Andrew] Cuomo used to sign this legislation was barely dry before this officer allegedly employed the very tactic the new law was designed to prohibit,” Katz added. “Police officers are entrusted to serve and protect and the conduct alleged here cannot be tolerated. This police officer is now a defendant and is accused of using a chokehold— a maneuver we know has been lethal. This Office has zero tolerance for police misconduct.”

If convicted, Afanador faces seven years in prison.

House Passes George Floyd Justice in Policing Act

By Michael V. Cusenza In a vote of 236-181, the U.S. House of Representatives on Thursday passed the George Floyd Justice in Policing Act. According to Rep. Grace Meng (D-Flushing), the measure would implement significant policing reforms and address racial injustice.

Specifically, it: bans chokeholds; stops no-knock warrants; ends the qualified immunity doctrine that is a barrier to holding police officers accountable for wrongful conduct; combats racial profiling; mandates data collection, including body cameras and dashboard cameras; and establishes new standards for policing.

“In response to the watershed moment of witnessing the brutal video of George Floyd being slowly murdered under the knee of a police officer, Americans across the country rose up with tears in our eyes demanding equal justice, and an end to structural racism and police brutality,” said Meng. “Our nation is crying out against a system that has caused

We’re tired of police violence in a country where the Constitution promises equal protection under the law.

Members and Associates of Bully Gang Charged with Smuggling Drugs into Rikers Island

By Forum Staff Two criminal complaints have been unsealed in Brooklyn federal court charging 11 members and associates of the Bully street gang with crimes related to conspiracies to distribute drugs throughout Maine and in New York, smuggling drugs into Rikers Island, illegal weapons possession and money laundering, federal prosecutors announced Thursday.

The initial appearances of six defendants arrested in Brooklyn and New Jersey—alleged Bully gang member Derrick Ayers and gang associates Bermon Clarke, Amy Sonnenblick, Nia Govan, Paul Harris and Queens resident Anthony Kennedy—were Thursday afternoon. Defendant Amanda Walton was arrested in Maine. Defendant Amanda Huard is currently not in custody.

The remaining defendants were previously incarcerated.

According to the complaints, Ayers, 33, Clarke, 28, Govan, 29, Huard, 38, Jessica Pelkey, 26, Walton, 31, and Demettrius Wright, 22, are members of a drug ring operating in New York, Maine and elsewhere.

The organization trafficked crack, heroin, and other controlled substances using vehicles with hidden compartments and “trap” houses in Maine to store and sell narcotics.

In addition to laundering proceeds through bank deposits and wire transfers, drug proceeds were also laundered through the acquisition of vehicles, including a Range Rover purchased by

As charged in the related complaint, Moeleek Harrell, 30, the founder of the Bully gang and currently an inmate at Rikers Island, coordinated with associates Kennedy, 34, and Harris, 31, to smuggle 5-Fluoro MDMB-Pica, a Schedule I controlled substance commonly referred to as “K2,” into the jail. Law enforcement officers recovered multiple pages of a court

transcript that had been soaked in K2 and earmarked for delivery to Harrell. A subsequent search of Harrell’s cell revealed additional pages of paper from comic books that field tested positive for synthetic cannabinoid and for fentanyl and/or heroin.

During searches of premises Thursday in Maine, Massachusetts, New Jersey and New York, law enforcement officials found multiple firearms; a substantial amount of U.S. currency; drug manufacturing and packaging supplies; law enforcement paperwork pertaining to criminal investigations and narcotics believed to include marijuana, crack cocaine, heroin and fentanyl.

Ayers, Clarke, Govan, Huard, Pelkey, Walton, and Wright are charged with conspiracy to possess with intent to distribute heroin and at least 280 grams of crack cocaine; Ayers and Clarke are charged with possessing one or more firearms in relation to the drug conspiracy; Ayers, Clarke, Govan, Sonnenblick and Walton are charged with money laundering conspiracy; and Harrell, Harris and Kennedy are charged with conspiracy to distribute and possess with intent to distribute K2.

“Drug dealers, and those who launder their drug proceeds, destroy lives and communities and, in this case, jeopardized the safety and security of a prison,” said Brooklyn U.S. Attorney Richard Donoghue.

Mayor, City Council Reach Controversial Budget Agreement

By Michael V. Cusenza Mayor Bill de Blasio and the City Council on Tuesday announced an agreement on a balanced, $89.1 billion Fiscal Year 2021 budget—complete with very vocal detractors.

The FY2021 Adopted Budget includes $837 million in cuts and transfers to the City Police Department expense budget. When combined with associated costs, these cuts remove $1 billion from the NYPD’s spending.

According to the council, the new adopted budget highlights include: Reduce and Reform the NYPD: The budget reduces police spending and shrinks NYPD’s footprint.

The reduction includes nearly $484 million in cuts, $354 million in shifts to other agencies best positioned to carry out the duties that have previously been assigned to the NYPD, such as the Departmen of Education, Department of Health and Mental Hygiene, and Department of Homeless Services, and $162 million shifts in associated costs, as well as a movement of $500 million in capital costs from the NYPD capital budget which allows investment in other infrastructure. The council also indicated that it will be moving forward with hearings and legislation in July to ensure a just transition away from law enforcement in schools, homelessness and mental health, “so that we can make certain that this is not just a budget shift”: • Eliminating two of the four NYPD classes this year, reducing headcount by 1,163 uniform offi-

cers and creating ongoing savings without laying off the newest officers under the City’s last in, first out rule.

• Returning control of School Safety to the Department of Education. The new agreement includes a commitment to working with stakeholders, school administrators, advocates and school safety officers to move toward a community model and away from a punitive, enforcement-focused model.

• Removing NYPD from homeless outreach. Police often merely moved these individuals from one unsafe spot to another, continuing the cycle of injustice. The new model will focus on meaningful outreach by individuals trained to deal with this vulnerable population.

• Reducing overtime spending by $352 million and instituting strict oversight on overtime limits.

• Removing crossing guards from NYPD. Save Summer: The council has secured $115.8 million to bring back the Summer Youth Employment Program and the COMPASS, Beacon, and Cornerstone summer camp programs. Thanks to this restoration more than 35,000 youth will participate in a job training programs and at least 70,000 children will enjoy a summer camp experience. The Work, Learn, Grow program that offers students paid work experiences during the school year will provide up to 2,000 jobs next school year.

Beating Back COVID-19: According to the de Blasio administration, the City has spent approximately $2.7 billion so far

Spending includes $800 million on Personal Protective equipment and $800 million on H+H staffing and support. The City is also spending over $450 on food efforts to ensure no New Yorker goes hungry, moved thousands of homeless New Yorkers into hotels and built a Test & Trace program from the ground up to ensure New Yorkers can stop the spread of the virus and recover. The administration is also expanding NYC Care to Manhattan and Queens this year ($37.5 million) to ensure New Yorkers in every borough have access to guaranteed health care and creating three new specialized Community Clinics in Jackson Heights, Bushwick, and Tremont to treat the lasting effects of COVID-19 ($113 million).

“From reinvesting funds from the NYPD in youth programming and social services, to building new community centers, this budget prioritizes our communities most in need while keeping New Yorkers safe,” de Blasio said. “As we emerge from the epicenter of COVID-19, it’s now more important than ever to create a fairer city for all.”

However, this week’s deal has its share of opponents.

“I could not, in good faith, vote ‘yes’ on the budget adoption,” Councilman Eric Ulrich (R-Ozone Park) said on Wednesday. “These deep cuts to the NYPD budget are just insane. While gun violence and murder skyrocketed, the Mayor and council are catering to the demands of left-wing extremists who aim to completely dismantle

Scott Roberts, senior director of Criminal Justice Campaigns at Color Of Change, said, “Mayor De Blasio and the New York City Council’s ‘cuts’ to the NYPD’s budget are a publicity stunt masquerading as reform. The budget, which officials are touting as divestment from police, simply shuffles funding for aggressive policing and heavy-handed enforcement out of one departmental budget and into another. Despite the mayor and Council Speaker Corey Johnson’s rhetoric, last night’s vote does not defund the police; it protects them with convoluted budget tricks. The move serves as a bad example to the rest of the nation and a warning to activists across the country who are demanding systemic change in response to systemic racism within policing that is killing black people. Right now, with countless black and brown lives at stake and a chorus of protesters on the steps of City Hall, New York leaders have turned advocates’ demands for fairness, safety, and transparency into a game.

“With this shameful budget agreement, the mayor and the City Council have reminded New Yorkers that their allegiance to a racist, violent police force comes before the safety and well-being of their constituents. Elections are coming and we are committed to holding these elected officials accountable to the actual communities they purport to represent.

“Defunding the police means dismantling the police department—not lavishing public funds on officers under a different budget line. Our leaders must be willing to divest from dysfunctional policing and invest in communitybased public safety solutions, and we must hold them accountable when they fail to do so. Mayor De Blasio and Speaker Johnson may have taken us for fools, but with the council’s approval of this budget, they must remember that we’re watching.”

Acting Queens Borough President Sharon Lee blasted the mayor and City Council for the adopted budget’s cuts to senior services.

The Council Senior Services Initiatives are slated to be cut by over 12 percent from FY 2020, including the decimation of $1.13 million of the Borough President’s Discretionary Department for the Aging funding, of which $324,904 serves senior programs in Queens.

“Queens elders are yet again shafted and disproportionately shortchanged by the City’s budget,” Lee said. “Nearly a third of the city’s elders reside here in Queens, yet the City has persistently spent the lowest per-capita for Queens seniors out of all five boroughs— a sharp, historical disparity only worsened by this to-be-adopted budget. Pledging to redirect funding into our communities, only to cut millions of dollars from precious senior services and to slash the borough presidents’ discretionary funds for seniors in wholesale form, is disingenuous at best.

On the backs of our elders is more than our fair share of pain.”

The Wyndham Hotel in Fresh Meadows currently houses “just over 100 people” who have been recently released from City and State correctional facilities.

By Forum Staff City Councilmen Barry Grodenchik (D-Oakland Gardens) and Rory Lancman (D-Hillcrest) last Wednesday received an onsite briefing from representatives of the Mayor’s Office regarding the use of the Wyndham Hotel on 186th Street in Fresh Meadows to house individuals who have been recently released from correctional facilities.

According to the Mayor’s Office, the Wyndham Hotel is part of an emergency program established by the mayor whose aim is to avoid the spread of the coronavirus by reducing homelessness and reliance on City shelters by those released from City and State correctional facilities who do not have COVID-19 symptoms. Under the auspices of the City’s Office of Emergency Management, the Mayor’s Office of Criminal Justice has entered into a contract to temporarily house individuals at the hotel.

Just over 100 people currently reside there, each in her or his own room. The hotel’s capacity is about 140 rooms, so the population will not exceed that number. The facility is run by a nonprofit organization called Exodus Transitional Community, which is under City contract to provide wraparound services, including case management, job placement, meals, and assistance finding permanent housing. Residents stay in the hotel only temporarily until they have permanent housing available. A private security firm has been hired and is onsite to monitor the building and its perimeter as well as the surrounding area, City officials told Grodenchik and Lancman.

“Unfortunately, though the facility has been open for about two months, the City did not provide any notification of this use to elected officials, the local commu-

nity board, or civic leaders. The failure to inform the community was a serious mistake,” the councilmen said in a joint statement. “We are disappointed by the lack of communication and expressed that sentiment directly to the Mayor’s Office.”

According to the elected officials, normally, those who are released from City and State correctional facilities return to their families and communities; those who lack housing options sometimes enter the City’s shelter system. The Mayor’s Office said that providing temporary housing to these individuals during the pandemic avoids crowding in the shelters, where the virus can spread quickly, and avoids increasing street homelessness. Before the City set up temporary hotel housing, some people remained in jail even after their release dates because they had nowhere safe to go, so this program also aims, according to the Mayor’s Office, to avoid overcrowding in correctional facilities and to help stop the spread of COVID-19. The individuals in the Wyndham do not have coronavirus; those who do are isolated in other hotels as part of the city’s pandemic response, officials noted.

The councilmen said that the facility must prevent negative security incidents both in the hotel and in the surrounding area, demonstrate success in placing residents in permanent housing, and establish a functioning community dialogue group.

“In response to our request, Exodus agreed to set up a community advisory board, to include local elected officials, community board representatives, and civic and tenant leaders who represent the adjacent communities,” Grodenchik and Lancman reported. “The board will meet regularly to address any issues that may arise.”

Gillibrand Pushes to End Job Outsourcing

By Forum Staff Senator Kirsten Gillibrand on Friday called on the Trump administration to support the inclusion of her bicameral legislation, the End Outsourcing Act, which would utilize the tax code and federal grants, loans and contracts to end the outsourcing of jobs overseas.

The measure would create a new tax benefit to help companies bring jobs back to America, and would require companies that have outsourced jobs within a five-year period to pay back federal tax incentives and grants from facilitates closed due to outsourcing, according to Gillibrand.

“For far too long, companies have been allowed to use tax incentives to move facilities overseas for cheap labor, leaving thousands of New Yorkers—and millions of Americans—struggling without jobs, most commonly in manufacturing,” the senator said. “The COVID-19 pandemic has now put millions more out of work. During this critical time, it’s important that we rebuild a strong economy by returning outsourced jobs and preventing them in the future. I’m proud that my End Outsourcing Act would do both of these things. It’s time to bring good paying jobs back to the United States to employ American workers and help our economy recover.”

In a letter to White House Trade Advisor Peter Navarro, Gillibrand and Sens.

Tammy Baldwin (D-WI) and Gary Peters (D-MI) expressed the importance of including the End Outsourcing Act in the next coronavirus response legislation to facilitate the return of American jobs.

Recently, Navarro noted that President Donald Trump desired the next stimulus

package to contain at least $2 trillion dollars and to bring outsourced jobs back to the U.S. “Big corporations got huge tax breaks from President Trump, and far too often, the result has been outsourced jobs and pink slips for Wisconsin workers,” Baldwin added. “In order to stop the outsourcing of manufacturing jobs, our workers need tax reform that rewards their hard work and doesn’t encourage corporations to send their jobs to other countries. This legislation will help keep jobs here at home instead of encouraging outsourcing.”

According to Gillibrand, too many businesses in the U.S. have sent domestic manufacturing jobs overseas to low-cost, lowwage countries as companies aim to cut costs and increase profit. Meanwhile, families and communities in states across the country are feeling the loss. Between 2001 and 2015, the United States lost more than three million jobs to China alone--nearly three quarters in manufacturing.

The End Outsourcing Act is designed to reverse this trend and ensure that federal contracts, loans, and grants funded by taxpayers support companies that employ American workers. The legislation would prohibit companies who outsource from using federal tax incentives like tax breaks and federal contracts. In addition, the bill will offer a 20 percent tax credit for companies to bring jobs back to the United States; the tax credit will help pay for permits fees, leases, and general moving costs of relocating a new facility or new jobs into the country. Finally, federal agencies will require companies to make mandatory disclosures—on applications for grants, loans, or loan guarantees—if they have outsourced jobs within the last three years.

We have all faced a few months of challenges that many would have never believed possible. And when the challenges got harder, we found a way to meet them and remain standing. But I think it’s very important to recognize that even though we‘re standing, we are far from steady ground.

This is a very unique time for everybody. We are encouraged by the thought of more things opening up, going back to work, to school, business getting stronger, seeing friends and family, dining out—the list is a long one. On the flip side, when you ease restrictions, there are risks and consequences.

It’s those risks and consequences that I would like to address with you, and offer you, the best advice to come out of my professional experience thus far, on the course of Covid-19.

We all want to move forward on socio and economic levels. To get back to the stuff we love and miss and I believe we can do that. But we are not going to do it if we disregard hygiene, social distancing and wearing facemasks.

I cannot say it any clearer or simpler.

Of all the information that has come down the pipeline about the virus, both good information and bad, two things have remained consistent during the “flat-

tening of the curve,” sanitizing and washing, especially hands, face coverings and social distancing minimize your risk and contribute heavily to the prevention of spreading Covid-19.

Yes things are easing up but that does not mean we can plunge back into life the way it was back in December. It means there are reasonable expectations that people will understand that we are not finished with Covid-19 we must continue to be vigilant in safety and hygiene practices.

But we are so much better prepared than when we were first introduced to it.

We have done a fantastic job of shutting down countless cases, but in other states further along in their reopening phases, there is a huge uptick in cases and it is not because more people are getting tested. It’s because people are congregating more closely, not practicing social distancing, resuming less stringent hygiene, and leaving their masks home.

Before we were sitting home praying for some answers as to what we could do to keep our families and friends and ourselves safe. We now have some of those answers. Please use them.

Man Charged in Kidnap Try

By Forum Staff A Brentwood, L.I., man has been charged with trying to kidnap a 7-year-old girl from her Flushing home last week, Queens District Attorney Melinda Katz recently announced.

Pete Haughton, 32, was arraigned last Tuesday afternoon on a complaint charging him

with burglary in the first degree, attempted kidnapping in the second degree, assault in the second degree and endangering the welfare of a child. Haughton was ordered held without bail; the judge also ordered that he undergo a psychiatric examination. Haughton’s next court date is scheduled for July 23.

According to the charges, at around 7 a.m. last Monday Haughton allegedly entered a Lawrence Street home in Flushing. He did not have permission to enter, but ventured into the bedroom of the sleeping 7-year-old girl and allegedly grabbed her. Haughton is accused of dragging the victim out of the room and toward the front door. As the girl screamed, the defendant pushed her down a short flight of stairs just outside the home’s entrance.

Several family members, who were awakened by her screams, quickly ran outside and called the police. Haughton fled the scene, but was subsequently apprehended a few blocks away.

“This is a parent’s worst nightmare,” Katz said. “If not for her loved ones hearing her screams and acting to save her, this could have had a truly tragic outcome.”

If convicted, Haughton faces up to 25 years in prison.

Comptroller Calls on City to Provide Data on Remote Learning and Roadmap to Reopen Schools

By Forum Staff City Comptroller Scott Stringer on Friday sent a letter to Mayor Bill de Blasio and Schools Chancellor Richard Carranza calling for concrete answers on the successes and failures of remote learning, the future of remote instruction, and a comprehensive reopening plan for schools ahead of the start of the next school year.

With just 76 days until the first day of school, Stringer outlined a range of unanswered questions that spotlight the urgency of communicating with parents about what school will look like in the fall, and how the City will ensure that every child receives a quality education. Stringer noted that the Department of Education has yet to provide parents, students, and teachers with information on class structures for next year nor release a transparent assessment of remote learning during the last school year.

Additionally, Stringer’s letter highlighted “the deep disparities” in the quality and quantity of remote instruction across schools since March and the need for the City to provide concrete data and a comprehensive strategy to improve remote learning across the entire public system going forward.

“[I]t is so important that every avenue be pursued to create school communities that are as robust and close to ‘normal’ as possible, without sacrificing public health,” Comptroller Stringer wrote.

In his missive, Stringer requested details from the City on any plans to: • Create staggered schedules, which would allow for social distancing by limiting the number of students who attend school each day while keeping others at home learning remotely. The DOE is actively exploring different scenarios but has made no final decisions on how schedules

will be structured.

• Offer support and professional development to teachers, especially to help strengthen remote learning strategies.

• Address the digital divide through partnerships with internet service providers, which have provided free internet service through this school year to families in need but have yet to commit to extending

such service through the summer and fall.

• Provide principals with information about their school-based budgets, so that they can plan appropriately for the coming year. That information is normally provided to principals in May but to date has not been released by the DOE. “Make no mistake: if the City does not create a viable path forward for schools, those who suffer the most will be our most vulnerable children—lower-income students of color whose trajectories are most closely tied to the success or failure of the DOE’s promise to deliver a high-quality education to every child. While well-off families may be able to supplement learning gaps with private resources, many communities will not have access to that kind of safety net. That’s why it is so important that every avenue be pursued to create school communities that are as robust and close to ‘normal’ as possible, without sacrificing public health,” Stringer wrote to de Blasio and Carranza. “And yet to date there has been little official information as to what the city’s plans may be. All that has been acknowledged so far is that—to maintain social distancing—some kind of ‘blended’ model of learning will be necessary in the fall, requiring students to split their time between hands-on learning in school, and remote learning from home.”
