Jamaica Man Charged with Pimping Teenage Girls at South Conduit Hotel

By Forum Staff A Jamaica man has been charged with allegedly holding two teenage girls against their will at a South Conduit Avenue hotel near John F. Kennedy International Airport last month, forcing them to have sex with strangers for money and then pocketing the cash, Queens District Attorney Melinda Katz announced Thursday.

Tyrone Miles, 29, has been arraigned on a criminal complaint charging him with two counts each of compelling prostitution, sex trafficking, sex trafficking of a child, promoting prostitution in the second degree and rape in the third degree. Bail was set at $500,000 bond/$250,000 cash; Miles has been ordered to return to court on Aug. 8.

According to the charges, on June 5, Miles and the girls, 16 and 17, entered the JFK Hotel on South Conduit Avenue along with an unapprehended female and stayed there through at least June 12. While at the hotel, Miles alleg-

edly engaged in sexual intercourse with the 16-year-old girl. He later told the teenager that she would be having sex with other men for cash. When the girl refused, Miles allegedly told her “I will kill you.”

He further instructed her to tell the strangers she had sex with that she was born in June 2000—making her legally old enough to consent to sex.

According to the complaint, while at the hotel, the 16-year-old girl had sex with several men in exchange for cash that Miles alleg-

edly pocketed. He refused to give the teenager any of the money.

When the victim attempted to leave the location, she was allegedly struck in the face and body

by Miles, causing substantial pain and bruising to her body. As a result of the assault, the teenage girl feared that if she didn’t comply with Miles’s demands he would hurt her—or perhaps even worse.

tel. During her time at the hotel, the 17-year-old had repeated sex dates with strangers. The money was allegedly collected the unapprehended female, who would later give the cash to Miles. The 17-year-old, just like the other victim, was never given any money nor was she fed by Miles or the unapprehended female. This victim also feared that if she didn’t comply with Miles’s demands he would beat her or worse.

According to the charges, the two victims were kept separated

from each other. Receipts obtained during the investigation from the JFK Inn indicate that Miles, who provided identification to the hotel, rented room #333 between June 5 and June 12. In addition, video surveillance obtained from the JFK Inn depicts Miles and an unapprehended female walking into the location with the two teenage girls on June 5; additional video surveillance depicts Miles and the 16-year-old girl walking in and out of Room #333 on June 12 and at least one unidentified male entering the room.

“The defendant is accused of having sex with one teenager and forcing both girls into having sex with strangers for cash—money that he pocketed for himself,” Katz added. “The youngsters are now safe and away from the clutches of this alleged sex trafficker, who is accused of using brute force and threats to control and exploit the teenagers. The defendant will be held accountable for his alleged actions.”

If convicted, Miles faces 10 to 50 years in prison.

Jackson Heights Man Charged in Brutal Stab Slay of Girlfriend

By Forum Staff A Jackson Heights man has been charged with fatally stabbing his girlfriend inside their apartment after an early morning argument on Friday, July 3, Queens District Attorney Melinda Katz announced last Wednesday.

Carmelo Mendoza, 41, was arraigned on Thursday on a criminal complaint charging him with seconddegree murder, assault in the second degree and criminal possession of a weapon in the fourth degree. He was remanded into custody and ordered to return to court on Aug. 7.

According to the charges, in the early morning hours of Friday, July 3, Mendoza, who is the boyfriend of the victim, Yaqueline Collado, was inside their 34th Road apartment when they began to argue. During the dispute, the 45-year-old woman told her 19-year-old daughter, who also lives in the apartment, to leave so she would not hear them argue.

woman immediately exited her room and rushed toward the couple. She allegedly saw Mendoza stab her mother repeatedly in the chest, neck, and torso. The daughter attempted to stop Men-

doza by throwing items at him and she tried to push him off of her mother. Mendoza then fell to the floor, but got back up and allegedly continued to stab Collado. The daughter then heard her

mother say to her in Spanish, “I’m dying, leave.” The daughter, whose leg was slashed when she tried to intervene, then ran out of the apartment and began banging on her neighbors’ doors, screaming

for help. The young woman then called her boyfriend and 911.

According to the charges, when police arrived at the apartment building they were informed by the victim’s daughter that Mendoza was still inside the residence.

Upon entering the unit, police officers found Mendoza lying on top of the victim and observed Collado lying in a pool of blood with a kitchen knife nearby.

Collado and Mendoza were both rushed to Elmhurst Hospital where, as a result of the approximately 14 knife wounds, Collado was pronounced dead. Mendoza is being treated for self-inflicted stab wounds to his abdomen.

“The defendant in this case is accused of committing a despicable act of violence against a woman he supposedly loved. In the heat of an argument, the defendant allegedly stabbed the victim to death in front of the woman’s daughter. The defendant is hospitalized, but in custody and will be held accountable for his alleged brutal actions,” Katz said.

If convicted, Mendoza faces up to 25 years to life in prison.

Queens Together, which was established in March as part of the Feed the Frontlines initiative to help nourish underserved communities and healthcare workers who were treating coronavirus patients around the clock in area hospitals, has just become a nonprofit membership organization for food-related businesses, the Queens Economic Development Corporation announced Thursday.

Based in Astoria but serving the entire borough, Queens Together will operate like a trade association, providing advocacy, education, savings, marketing, and income opportunities to members.

Queens Together membership fees are $329 a year. Chef and business leader Jonathan Forgash will head the new organization. He said that he

anticipates that Queens Together will grow into a large and diverse group, consisting especially of restaurant and café owners, specialty product makers, beverage vendors, and wholesalers.

According to Forgash, QT is organizing webinars on such topics as compliance with COVID-19 guidelines and good business practices. Soon, QT leaders plan to set up meetings with elected officials, government agency representatives, and civic groups. In the near future, Forgash pledged that QT will organize flash sales, bulk-purchasing deals, gift-card discounts, and event-planning offers, while also negotiating low-cost, high-quality contracts with providers of such services as hood cleaning, inspections, and wholesale products.

“The Queens Together Association is creating one strong voice to represent, empower, and support the diverse food industry of our amazing borough,” Forgash added. “We’re going to deliver real dollars, real savings, and real promotions.”

Swim Ed a Must in Schools: Pol

An area elected official has sponsored legislation that would make swimming education mandatory in all New York public schools.

Assemblywoman Stacey Pheffer Amato (DHoward Beach) noted that she introduced the measure following numerous drownings and aquatic fatalities throughout the state, including on the Rockaway Beach coastline.

The bill, which is sponsored by State Sen. Joe Addabbo, Jr. (D-Howard Beach) in the Senate, would expose all New York State students to water safety—regardless of where they live.

According to Pheffer Amato, last summer there were seven confirmed deaths along the Rockaway Beach coastline, in addition to a drowning that occurred before Memorial Day weekend this year.

“Swim safety and education has never been more crucial,” the assemblywoman added. “The vast majority of drownings and deaths on our beaches could be prevented by instilling swimming safety and aquatic education lessons in our students from a young age.

This bill would provide water education for all students at multiple points in their lives, ensuring that they are prepared to swim and understand the real consequences of going into the ocean unprepared.”

EDITORIAL “AINT THE TOWN RED” It’s tough to concentrate on the tens of thousands of new COVID-19 cases and the death tolls when we are facing so any more pressing issues, isn’t it Aunt Jemima is Gone With the Wind, and not only has Uncle Ben has lost his place on a rice box but there’s talk that Uncle Ben isn’t really even Uncle Ben. And then there’s one of the National Football League’s oldest and most-storied franchises, now the team formerly known as the Washington Redskins, who have surrendered their franchise name and logo and are, at present, nameless for the first time since 1933.

The reality television show “Cops” was cancelled after 32 years, Grammy organizers renamed awards to include the word “progressive” in place of “urban,” terms like “blacklist,” “whitelist” have been struck from the technology glossary, and financial support from corporate America is in the billions with tech giants leading the way. Now, when you ask Alexa or Siri or you Google do “black lives matter,” you’ll get a unanimous yes. “Black lives matter. I believe in racial equality,” says Amazon’s Alexa. “I stand in solidarity with the black community in the fight against systemic racism and injustice.”

But those changes seem cosmetic, ancillary even, while across America we are seeing and feeling the effects of a wave of gun violence that during the third week in June resulted in 40 deaths in major US cities. Chicago alone saw 104 people shot with 14 dead in less than a week-the worst stat in its modern history. One

of the fatalities in the Windy City was a threeyear-old boy.

Can we say that this violence is solely attributable to the rise in BLM protests? Absolutely not. What we can say is that during the first wave of the movement back in 2014-2015, a similar patterning of escalation in gun violence and shootings/homicides occurred.

Consider what is currently going on in our beloved city’s streets. For decades we have held

pride in being touted “safest big city” in America. NYPD COMP Stats show shootings are up from 394 in 2019 to 634 in the same period this year. There were 53 shootings from Friday to Monday, slightly down from the July Fourth weekend when 64 shootings were reported.

On Monday alone, at least 17 people were shot across Gotham. SEVENTEEN. Included in the casualties were one yearold boy was killed in Bedford Stuyvesant when gunmen opened fire at a cookout, a 17-yearold struck by a bullet in Harlem outside a housing project and a 15-year-old boy and 34-yearold man who got into an argument on Tuesday afternoon and shot and killed each other.

On a national level there are many things to worry about but the biggest worry for us right here at home? ––we need to worry about that certain someone who is apparently very confused over what to be worried about.

Instead of focusing on contributions for a mural in front of Trump Tower, how about we concentrate on protecting the lives and property of our fair metropolis.

“2021 can’t come soon enough. @NYCMayor is completely incompetent,” City Councilman Eric Ulrich (R-Ozone Park) recently wrote on Twitter.

NY Hospitals Need Relief: Gillibrand

By Forum Staff Congress must provide financial relief to hospitals struggling to stay afloat due to the COVID-19 pandemic, U.S. Sen. Kirsten Gillibrand (D-N.Y.) said Friday.

In a letter to Senate leaders, Gillibrand called for Medicare accelerated/advanced payment program loan forgiveness for hospitals across New York. To date, the state has experienced nearly 400,000 confirmed coronavirus cases, nearly 100,000 hospitalizations, and approximately 25,000 deaths.

New York’s hospitals have had to make significant investments to prepare for and respond to the surge of COVID-19 patients at significant cost, while losing billions of dollars in revenue. Hospitals in New York reported an average revenue loss of over 40 percent in March alone, and were losing at least $750 million per week at the beginning of the pandemic.

While the CARES Act authorized the Medicare accelerated/advanced payments, a lifeline for many hospitals, the steep interest that accompanied the loans coupled with ongoing financial devastation, has left many hospitals unable to repay. Without additional federal support, New York hospitals will be forced to make disastrous cuts like reducing health care services and laying off workers, Gillibrand said.

“New York’s hospitals have been on the frontlines of the coronavirus response and the financial strain is staggering,” the senator added. “Our hospitals are in dire need of resources to continue to care for New Yorkers and I will continue to prioritize funding for our health care system. Congress must ensure that our local hospitals receive fed-

eral support in the form of loan forgiveness in order to continue keeping New Yorkers healthy and safe.”

“Every New York hospital has made significant financial investments to prepare for and respond to the surge of coronavirus patients,” Gillibrand wrote in her missive to Senate Majority Leader Mitch McConnell.

“Since the start of the pandemic, our hospitals have rapidly added beds in intensive care units, built new isolation units to treat COVID-19 patients, and bought personal protective equipment at record prices. In addition, many New York hospitals are providing other services such as housing and childcare to support the brave physicians, nurses, and frontline health care workers who are making tremendous sacrifices every day to care for their fellow New Yorkers. Furthermore, New York hospitals were not permitted to do non-emergency procedures over the last several months. These actions were appropriate to adequately care for COVID-19 patients and to bend the curve of the pandemic, but the curtailment of non-emergency procedures was extremely costly.”

Gillibrand noted that leaders of one NY hospital said, “The advance payment loans from Medicare were a welcome and necessary emergency bridge to help hospitals like ours through the crisis. While we proudly met the call to serve both our patients and greater public health interests, the demands of this pandemic had a near-crippling effect on hospital finances. The terms that accompany these advance payment loans only exacerbate the problem. Repayment on those terms is virtually impossible. Forgiveness is the only viable solution.”

De Blasio, Carranza Tout School Reopening Plans for Fall 2020

Cusenza City school reopening plans will cover four main areas: health and safety, building programming and scheduling, blended learning, and family engagement, and all students will have an option to be all-remote in the fall, Mayor Bill de Blasio and Schools Chancellor Richard Carranza recently announced.

According to the administration, schools will be provided with specific models to develop schedules for students that include inperson and remote instruction every week. Personalized schedules will be shared with families in August, and the Department of Education will continue to update families so they can plan for a successful return to school buildings.

According to de Blasio and Carranza, school buildings will promote healthy behaviors and environments by requiring physical distancing, face coverings, and increasing access to hand washing and sanitizer. Physical spaces will be configured to ensure appropriate distances, lunch will be held in classrooms or require assigned seating, and each campus will have an identified Isolation Room in the event someone becomes ill.

Each building will be deep cleaned on a nightly basis with electrostatic sprayers which dispense disinfectant so that it adheres to surfaces without the need to physically touch them, and will have improved HVACs for ventilation. Every classroom will have hand sanitizer and disinfectant.

Using guidelines from the Center for Disease Control and Prevention, New York State Department of Health, and New York City Department of Health and Mental Hygiene; data from the Principal Annual Space Survey; enrollment data; and capacity and utilization data, schools are calculating their maximum capacity taking social distancing into account. These calculations account for at least six feet of space around each person in a classroom while ensuring that there remains room for teachers and students to circulate.

The DOE has developed three baseline scheduling models for all schools to use. The models have been created in close collaboration with principals and developed by analyzing system-wide constraints, researching national and international best practices, and surveying families and stu-

dents. They are meant to support schools in determining how to serve the needs of their students and families in maximizing inperson attendance in line with health and safety guidance, while also providing as much consistency as possible for families. Separately, the DOE is also providing two additional models for schools serving students with disabilities, known as District 75 schools, that meet their unique programming and student needs.

All families will also have an option to pursue an all-remote schedule next fall. The DOE will be sending additional information in the coming weeks on how families can voluntarily select this option.

Students will not need a medical reason to register for this option.

Families who opt for fully-remote learning will be able to review this decision at specified intervals during the school year, and may opt back into in-person learning if they would like to do so. Additional details on these processes will be announced in the coming weeks.

Model One: Taking into account student population and the space available in the building, for schools able to accommodate at least 50 percent of their student population with physical distancing, students will receive in-person instruction for the same two days every week, as well as every other Monday. This amounts to a total of five days of in-person instruction every two weeks. In this model, there are two in-person student groups and one fully re-

mote student group. Students will participate in remote learning for non-in-person days. This model is available to elementary, middle, and high schools.

Model Two: Taking into account student population and the space available in the building, for schools able to accommodate roughly one-third of their student population, students will receive in-person instruction 1-2 days per week. This amounts to a total of five days in-person every three weeks.

To maximize consistency, one day will be the same each week. Students will participate in remote learning for non-in-person days.

For schools able to accommodate roughly one-third of their student population with physical distancing, this model is the Chancellor’s

preference because it provides one consistent day each week. This model is available to elementary, middle, and high schools.

Model Three: This model serves the same number of students as Model Two, also providing five days in-person every three weeks but with a different cadence and schedule. Model Three offers an option for a six-day rotation, allowing students to be in-person two days and remote four days in a six-day cycle. This model is available to middle and high schools.

De Blasio and Carranza noted that, with all models, students will be learning five days a week.

Blended learning is designed to create seamless transitions in and out of a remote setting, and all curriculum will be adaptable in both learning environments. Schools will emphasize academic continuity for students, and provide additional support on the days students are learning remotely.

The administration noted that as the DOE has adapted practices, the agency has invested in the technology required to provide a quality online academic experience— distributing over 300,000 iPads to students who need them—and the agency has indicated that it is working with teachers to be more effective online instructors. At the same time, DOE is working on policies and guidelines to update curriculum to reflect the blended learning online and in-person model, as well as the appropriate social-emotional learning and mental health supports.

Teachers, staff, and students will have the time and support they need to adapt to these necessary changes. Social-emotional learning and trauma-informed care will be integrated throughout the year, and all schools will offer mental health support. The City will also continue to offer in-person services to students with disabilities to the greatest extent possible, and provide instruction for multilingual learners in-person and remote in a student’s home language where needed.

“Getting our kids back to school successfully and safely is the single biggest part of restarting our city,” Hizzoner added. “Parents have spoken clearly—they want their children back in school buildings to the greatest extent possible. Our approach for the fall maximizes in person instruction while protecting health and safety of our students and educators.”

By Michael V. Cusenza While Gotham small businesses have garnered the lion’s share of the focus of New York’s economic recovery, it’s the schools and the very public tugo-war over their reopening that have captivated communities.

As elected officials play politics with City-run schools, it’s the Catholic academies that have languished.

So much so that six located in Queens and Brooklyn—including Our Lady of Grace in Howard Beach—will never reopen.

The Diocese of Brooklyn Office of the Superintendent—Catholic School Support Services on Thursday announced that OLG; Our Lady’s Catholic Academy in South Ozone Park; Holy Trinity Catholic Academy in Whitestone; St. Mel’s Catholic Academy in Flushing; Queen of Ro-

sary in Williamsburg, Brooklyn; and St. Gregory the Great in Crown Heights/ Flatbush, Brooklyn, will permanently close, effective Aug. 31, 2020. The devastating effects of the COVID-19 crisis on enrollment and finances, an issue faced by many Catholic schools in the region and across the country, made it impossible for them to reopen for the coming school year, the DOB noted.

“This is an incredibly sad day for our Catholic community to have to close these schools, but the devastation caused by the coronavirus pandemic is insurmountable. The difficult decisions come after the intense analysis of the financial picture of each academy,” said Thomas Chadzutko, Ed.D., Superintendent of Schools.

According to the diocese, collectively, the six schools have seen a decline of enrollment over the last five years, but the registration totals for

the upcoming school year are down significantly, largely due to the massive unemployment and loss of business that has resulted from the COVID-19 pandemic. More than $630,000 in tuition bills for the past school year (2019-2020) remains outstanding at these schools.

“Today I was saddened to learn of the diocese decision to close Our Lady of Grace Catholic Academy in Howard Beach,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) said Thursday.

“For 95 years, Our Lady of Grace has been an important part of the Howard Beach community. My prayers go out to the students, parents, teachers and administration of the school. If I can be of any assistance, please let me know. I intend to be in contact with the diocese, as to the future fate of the school building.”

To help the transition, the DOB, through the St. Elizabeth Ann Seton Trust, will provide a one-time $500 financial grant for each child from a closed school enrolling and attending in a new Catholic elementary academy or school in Brooklyn or Queens this fall, as long as they have met all of their financial obligations. For those who meet the financial eligibility, tuition assistance is available through Futures in Education (futuresineducation.org).

The six Catholic academies in Queens and Brooklyn aren’t the only parochial schools in the city set to be permanently shuttered. The Archdiocese of New York, which serves the Bronx, Manhattan, Staten Island, Putnam, Dutchess, Orange, Sullivan, Westchester, Ulster, and Rockland,

announced Thursday that 20 schools will be unable to reopen in the wake of the COVID-19 pandemic. Three schools will merge. The moves will impact approximately 2,500 students and 350 staff.

“Children are always the most innocent victims of any crisis, and this COVID-19 pandemic is no exception,” said Timothy Cardinal Dolan, Archbishop of New York. “Too many have lost parents and grandparents to this insidious virus, and now thousands will not see their beloved school again.

I’ve kept a hopeful eye on our schools throughout this saga and my prayers are with all of the children and their families who will be affected by this sad news. Given the devastation of this pandemic, I’m grateful more schools didn’t meet this fate, and that Catholic schools nearby are ready to welcome all the kids.”

By Forum Staff The former leader of a borough clique of MS13 has been charged in the July 2012 murder of a rival gang member in Jamaica, federal prosecutors announced Friday.

An indictment was unsealed Friday in Brooklyn federal court charging Marcelo Esquivel, 31, with murder in-aid-of racketeering and causing

death through the use of a firearm in connection with the fatal shooting of Daniel Licona-Gonzalez. According to authorities, at the time of the murder, Esquivel was the leader of the Centrales Locos Salvatruchas set of MS-13.

According to court documents, on July 2, 2012, Esquivel directed two MS-13 members to murder a member of the rival Latin Kings gang and provided them with a gun. Coconspirator-1 was a new member of the gang and hoped to earn respect within the gang by carrying out an act of violence. Coconspirator-1 and Coconspirator-2 then set out on a bicycle to find a Latin King to murder. Coconspirator-2 rode the bicycle and Coconspirator-1 stood on the bicycle’s back pegs.

They went to a location that they understood was Latin Kings’ territory to find their target. In the vicinity of Lowe Court and 149th Street in Jamaica, they saw a group of men that they believed were Latin Kings. One of the Coconspirators yelled, “La Mara!”—a reference to MS-13—and shot Licona-Gonzalez in the head. He died the following day.

“A man standing in the street was shot in the head, and later died because two members of MS13 sought out a twisted type of gravitas in their violent gang,” said FBI NY Assistant Director-inCharge Bill Sweeney, Jr.

Last October, Olivo sexually abused a 3-year-old boy in a Laundromat on Jamaica Avenue and 78th Street.

By Forum Staff A homeless man has been sentenced to five years in prison for molesting two children, Queens District Attorney Melinda Katz announced Tuesday.

Luis Olivo, 64, whose last known address was a homeless shelter on 101st Avenue in Jamaica, pleaded guilty on March 12 to two counts of firstdegree sexual abuse. Olivo was sentenced to five years in prison, to be followed by five years’ postrelease supervision. Olivo is also required to register as a sex offender upon his release from prison.

According to the charges, on Oct. 19, 2019, Olivo was inside a laundry facility on Jamaica Avenue and 78 th Street between 2 and 3 p.m. He was not there doing his laundry, but instead had

candy laid out on a table and passed a balloon back and forth to a 3-year-old boy who was also in the laundromat. Olivo was observed on video surveillance tugging on the child’s sweatshirt. He was also seen leaning very close to the little boy’s face.

Moments later, Olivo put his hands on the back of the little boy’s head and pulled the child’s face into his crotch.

Olivo was arrested and charged. A judge at that time held Luis on $2,000 bail, which was paid by the Bronx Defenders.

Two months later, on Dec. 2, according to a separate indictment, Olivo was seen in a mall on Jamaica Avenue with an 8-year-old girl. A witness observed Olivo put his hand under her dress. He touched the girl’s genitals and also put her hands on his groin area, according to the charges.

MTA May Face Subway ‘Sophie’s Choice’: Analysis

By Michael V. Cusenza Leadership at the Metropolitan Transportation Authority may soon face dire decisions and consequences if the agency doesn’t get more federal aid—and fast, according to a new analysis by the commuteradvocacy group Riders Alliance.

“Doomsday on the MTA” features graphic depictions of the wholesale destruction of public transit service that could hit the region next month if Congress doesn’t act.

According to the Alliance, because of pandemic-related losses and costs, the MTA needs $3.9 billion, roughly half its operating budget, to maintain operations through the end of 2020. Without a new federal cash infusion in the next month, devastating service cuts could isolate entire communities and threaten horrific overcrowding that would endanger commuters during COVID-19.

Here are the three scenarios that the MTA might have to choose from if the agency doesn’t receive federal aid soon: • Agency Leaders Could Face A “Sophie’s Choice,” Eliminating Every Other Subway Line from New York’s System Map: In this scenario, half of the system’s trunk lines would be eliminated. The recent precedent of the much smaller 2010 cuts shows that eliminating lines entirely is a very real possibility. While it is impossible to know exactly which lines would be eliminated, this is one logical scenario. The result would be brutal, especially for end-of-theline neighborhoods in the Bronx, Queens, and Brooklyn.

• Local Only Service: Essentially the MTA’s current overnight service plan, but

with an across the board 50-percent frequency cut: Most rush hour subway trains would come every ten or 15 minutes and most off-peak trains two to three times per hour. Buses and commuter rail frequency would be cut proportionately so that lines would keep running but service would be dangerously crowded and delayed and also far less useful and dependable.

• Subway Only Service (plus Accessa-Ride): The subway is the MTA’s most popular and efficient service, moving more than half of all riders each day. In this scenario the MTA could shut down its commuter rail and bus lines, while leaving subway operations largely intact. Due to federal requirements, it would also need to operate Access-a-Ride paratransit for those unable to use the subway system, which is largely inaccessible and still requires climbing stairs to access most stations.

On Thursday, U.S. Sen. Kirsten Gillibrand (D-N.Y.) joined 24 colleagues in urging Senate leadership to provide an additional $32 billion in emergency supplemental funding for public transit agencies in the next COVID-19 stimulus package.

“This is an unprecedented time in our history and it requires strong, demonstrated leadership from this body, as well.

We support an additional $32 billion in emergency aid to transit systems through the end of 2021 not only to keep these systems operational, but also to signal to our constituents that we will be ready for the economic recovery we are all working towards,” Gillibrand and her colleagues wrote to Senate Majority Leader Mitch McConnell and Senate Minority Leader Chuck Schumer.

THE ACHES AND PAINS OF WEATHER: WHAT TO DO FOR RELIEF We’ve all heard it before, most likely from grandparents or even our own parents, “This weather is killing me.” As children we may have been left scratching our heads, but now, especially in weather like we’ve been experiencing, we now know exactly what they meant.

It might surprise you to learn how much havoc the weather can wreak on our bodies.

But our joints have sensory nerves, called baroreceptors, that respond to changes in the weather. When the weather changes, so does the air pressure and so does our body.

Rainy and damp conditions cause the barometric pressure to drop. When that happens our tendons, ligaments, and muscles expand. Baroreceptors come to our aid and help the central nervous system to regulate the resistance of blood vessels and the heart’s contractions. But people who suffer from muscle or joint pain, expansion in the muscles, tendons, and ligaments can really bring misery.

The kind of weather we’ve been having lately comes with high humidity which can thicken the blood, and increase pressure in blood vessels. Then our hearts have to work harder to pump blood through the body. Hot, humid days can also cause excessive sweating, which can be problematic because our bodies produce sweat to keep

us cool, but sweat has to evaporate for us to cool down. When it’s very humid there is already a lot of moisture in the air and it does not readily absorb moisture from our skin. This can lead to a loss of body fluid and dehydration.

Becuase joint cartilage and the discs in our spine have high water content, and dehydration can decrease the concentration of fluid, arthristis is subject to becoming very agitated and painful. Dehydration in the heat can also cause more serious conditions like heat exhaustion and heatstroke.

Your pharmacist can certainly lead you to a number of OTC preparations, often topical rubs that can help ease the discomfort from the painful and stiffening conditions brought on by weather changes.

To combat the effects of humidity drink lots of water. Drink 1-2 glasses of water for every hour you are outside. This will help you to restore your fluid levels and reduce water loss.

Dehydration can also cause stiffened tissues in the back, because circulation is off.

You should also take advantage of any opportunity you have to swim as it is great therapy for joint or back pain. If you have back or spinal pain, biking is also a great low-impact form of exercise that is easy on the back.

NYC Area Gets $178M in Anti-Terror Funding

By Forum Staff The New York City metropolitan area has been awarded $178,750,000 in federal funding through the Urban Area Security Initiative, the highest total in the nation, Senate Minority Leader Chuck Schumer and Sen. Kirsten Gillibrand (D-N.Y.) announced Friday.

The funding is administered by the U.S. Department of Homeland Security’s Federal Emergency Management Agency.

The UASI program provides funding to address the unique needs of high-threat, highdensity urban areas by helping to prevent, protect against, mitigate, respond to, and recover from acts of terrorism. Schumer and Gillibrand also announced a nationhighest $73,968,000 in State Homeland Security Program funding for all of New York, which will help state government implement anti-terrorism strategies outside of the five boroughs.

According to Schumer, FEMA will deliver $12,690,198 in vital grants to 138 highrisk nonprofit organizations in the New York City area through their Nonprofit Security Grant Program, which helps religious schools, Jewish community centers, synagogues, churches, and other places of worship enhance their security. This is the largest NSGP–UA allocation in the nation and the highest number of applications funded in the New York City area in program history. According to Schumer and Gillibrand,

No one should ever have to live in fear and I promise to continue fighting for the funding our state, cities, and communities need to make sure every New Yorker is safe.”

Schumer added, “We began this year resolved to act after a series of reprehensible anti-Semitic attacks in and around New York City.
