NYPD Promises to Put the Brakes on Area Drag Racers

By Michael V. Cusenza After being peppered with questions Tuesday evening regarding the recent dragracing craze in Howard Beach, Capt. John Costello, commanding officer of the 106th Precinct, pledged to put a dent in the dangerous trend.

“You have my word,” Costello said during the Howard Beach Lindenwood Civic meeting, “this week, action will be done.”

Howard Beach resident John Spagnuolo dubbed the events “drag racing parades” that see incredibly loud, souped-up autos shooting down 151st Avenue at blistering speeds.

“We’re going to do a dragnet and hopefully impound some cars,” Costello said before noting that he has been informed that drag racing has been a citywide problem.

“You will see NYPD personnel out there addressing this,” the captain added.

Aside from the rumble and roar of hotrods, Howard Beach has been exceptionally quiet lately. Costello noted that as of Tuesday evening, the NYPD has not recorded a single violent crime in Sector Adam (Howard Beach and Lindenwood) since Jan. 1.

By Forum Staff Richmond Hill has two vibrant, diverse shopping centers: Liberty Avenue and 101st Avenue between the Van Wyck Expressway and Woodhaven Boulevard—but there are sanitation and marketing challenges, according to a new Commercial District Needs Assessment that the Queens Economic Development Corporation created with NYC Small Business Services.

A local merchant group looks like the solution, organization officials said.

QEDC Program Manager Sam Smouha facilitated stakeholder meetings and gathered more than 620 surveys from storeowners, shoppers, workers, property owners, and residents between August 2019 and March 2020.

The data was then compiled into this report,

which provides insight on the local retail landscape and consumer characteristics.

Demographically, Richmond Hill is home to tight-knit immigrant communities, such as the Punjabi Sikh and Indo-Caribbean populations. A stretch of Liberty Avenue is known as “Little Guyana” and 101st Avenue between 111th and 123rd streets is co-named “Punjab Way.” Thus, multiple Hindu, Muslim, Sikh, and Christian houses of worship are within blocks of each other.

The commercial corridors have plenty of culturally relevant vendors (tropical bakeries, roti shops, and open-air markets) along with a mix of new and long-standing occupants with few long-time vacancies. The streets are pedestrian-friendly with public transporta-

tion options (i.e. the A Train) and proximity to major roadways such as the Van Wyck Expressway and Cross Bay Boulevard. Plus, nonprofit cultural organizations and religious institutions organize high profile public events that attract tourists from around the world.

However, Smouha found what he characterized as unacceptable levels of garbage on the sidewalk and overflowing litter baskets. In addition, the dark and shadowy street conditions below the elevated A line make the environment less welcoming to pedestrians, he said. Other challenges include online retail, proximity to Queens Center mall, and the lack of a formal merchant organization to address issues.

Some of the report’s recommended interventions include: • Collaborate and share resources to ad-

dress problems; • Market Richmond Hill as a unique cultural and culinary destination; • Clean and beautify the sidewalks and public spaces; • Increase street furniture; • Implement holiday lights to welcome shoppers and generate neighborhood pride; • Leverage the proximity to economic anchors, especially John F. Kennedy International Airport and Resorts World Casino New York City; and • Develop a storefront improvement program to finance exterior renovations and promote annual events.

COVID-19 vaccine allocations for the states are set to increase by about 16 percent starting next week.

By Michael V. Cusenza President Joe Biden on Tuesday announced that COVID-19 vaccine allocations for the states would increase by about 16 percent starting next week— music to Gov. Andrew Cuomo’s ears.

“It’s great, great news. From a governor’s point of view, I say amen, Wolf.

We’ve been dealing with COVID for, it seems, like a lifetime. The federal government never really accepted responsibility. President Trump’s whole point was leave it to the states, it’s up to the states,” Cuomo told CNN’s Wolf Blitzer on Tuesday.

“Now you have a new federal government and a totally different approach,” Cuomo continued. “They came in after 6 days they said we want to partner and you have a competent, professional federal government that tells the truth. Look at what President Biden said. Literally he said to solve this problem we need the vaccine, that’s the weapon that wins the war, we understand that. And he’s going to order it.

“In other words, they hadn’t even ordered enough vaccine, Wolf. You have 300 million people, it require two dosages, you needed 600 million and President Biden said ‘I’m going to order the 600 million because there was only 400 million ordered and the end will be toward the end of the summer when we can do the 300 million vaccinations or as close as we can get with herd immunity.’

“That’s the truth and that’s competence and that’s taking responsibil-

ity. Short term, because you have this week-to-week chaos that’s been going on with the federal government, where they said everybody was eligible but there’s no supply. You have this almost public panic. Now, the states will know what they’re getting every week for the next three weeks and we’re getting about 16-17 percent more.

At least now, we can do a schedule for three weeks and we can schedule appointments and start to run on an efficient basis rather than what’s been going on.”

Earlier on Tuesday, Cuomo noted that New York’s health care distribution sites have received 1,304,050 first doses and already administered 93 percent or 1,210,339 first dose vaccinations and 74 percent of first and second doses.

Delivery of the Week 7 allocation from the federal government will not begin arriving until the middle of this week, the governor said.

“We know the vaccine is the weapon that ends the war. That’s why New York has built a vast infrastructure of providers and pop-up sites to get shots in arms quickly and fairly on a massive scale.

The only problem - we don’t have nearly enough supply,” Cuomo said. “This isn’t just a New York problem, it’s happening across the country. The previous administration opened up the floodgates of eligibility and instead of increasing supply, they actually decreased it. We have the demand and the infrastructure in place to easily administer over 100,000 vaccinations per day, but our hands are tied - we need more supply!”

Church Deacon Charged with Attempting to have Oral Sex with Teen Boy

By Forum Staff A Maspeth church deacon has been charged for allegedly meeting a “teen” with the intent to engage in a sex act, Queens District Attorney Melinda Katz announced Friday.

Rogelio Vega, 50, was arraigned last week on a four-count complaint charging him with attempted use of a child in a sexual performance, attempted criminal sexual act in the second degree, attempted disseminating indecent material to a minor in the first degree, and attempted endangering the welfare of a child.

According to the charges, on July 22, 2020, Vega began using the app Grindr to communicate online with a detective acting in an undercover capacity as a teen boy. The undercover investigator identified himself to Vega as being just 14.

Vega allegedly continued to chat online with the teen and used sexually explicit language. For several months, the chats on the app continued with Vega asking the boy to send him nude pictures. On three separate occasions, Vega is accused

of sharing photos of his genitals with the “boy” and made several requests to meet the “teen” in person for oral sex. On one occasion when Vega requested to meet, the detective responded that his mother was not at home and he could get in trouble for going out.

When Vega arrived at the location, he flashed his car’s headlights and the undercover officer got in the car. Vega confirmed his name when asked, and after asking the person he believed to be a

teenager about sexual acts he enjoyed, Vega was arrested.

“This defendant by all outward appearances is a church-going family man. Sadly, the real person under the sheep’s clothing is an alleged sexual predator who sought out a teenage boy to fulfill his needs,” Katz added. “The arrest of this in-

dividual should serve as a warning to all those who think they can prey on youngsters online without being caught. And parents, please, be mindful of whom your children interact with on their computers and especially their mobile phones.”

If convicted, Vega faces up to seven years in prison.

YOU CAN SEE CLEARLY NOW: THE ABC’S OF GLAUCOMA All of us are familiar with the various health awareness campaigns that occur each month. January has several and one we’d like to talk with you about is National Glaucoma Awareness.

Glaucoma is an eye disease that can damage the optic nerve. It is the optic nerve that supplies visual information from your brain directly to your eyes.

The most common form of this disease is primary open-angle glaucoma, which is especially dangerous because it has no symptoms except gradual vision loss. For this reason it is imperative that you do yearly comprehensive eye exams so that vision changes can be detected and monitored.

Acute-angle closure glaucoma, is a medical emergency. If you experience any of the following symptoms, you should see your doctor immediately: Severe eye pain accompanied by nausea, vomiting, redness in the eye, sudden vision disturbances including blurred vision, and or seeing colored rings around lights.

Glaucoma can be caused by fluid build-up in the channels of your iris or cornea. Nor-

mally, a clear fluid, known as aqueous humor, passes through these channels and fills the front part of the eye. If however, there is a blockage or partial obstruction, the pressure in your eye may increase. This can lead to damage of the optic nerve and loss of sight.

While glaucoma is the second leading cause of blindness in the world, no one knows what causes the increase of pressure (IOP) in the eyes. IOP can be caused by dilating eye drops, medications like corticosteroids, high blood pressure or reduced blood flow to the optic nerve. People 60 and over are at increased risk and for African-Americans the risk grows after 40. Patients with diabetes and high blood pressure and heart disease also have an increased risk of developing glaucoma.

State officials noted that drugs are sometimes the difference between life and death, and an extreme price spike can be a real barrier to lifesaving treatment, particularly during this global health emergency.

By Forum Staff The State Department of Financial Services’ newly formed Office of Pharmacy Benefits on Thursday announced it has initiated investigations into significant price spikes for six drugs that were connected to the COVID-19 pandemic by sending a demand pursuant to New York Insurance Law Section 111 requiring a statement from the manufacturer explaining the facts and circumstances surrounding the spikes.

The drugs are: Ascor (ascorbic acid) 25,000 mg/50 mL bulk vial - Ascor is a formulation of Vitamin C for IV injection manufactured by McGuff Pharmaceuticals. McGuff raised the price of this drug by 110 percent about a week after clinical trials were announced for use of the drug to treat COVID-19 patients suffering acute symptoms.

Budesonide 0.5 mg/2 mL inhalation (60 mL) - One of two corticosteroids to be investigated, a generic formulation produced by Cipla USA Inc. increased in price by over 1350 percent in the midst of the first wave of COVID-19 cases in the U.S. and on the heels of an announcement of international clinical trials for its use to treat COVID-19 patients.

Dexonto (dexamethasone) 5 mL vial of a 0.4 percent solution - Dexonto is the other corticosteroid under investigation and is a branded generic drug manufactured by Nubratori, Inc. This manufacturer announced a price increase of over 65 percent at the beginning of the pandemic, just 11 days before clinical trials for treating COVID-19 patients with the drug were announced in China.

Mytesi (crofelemer) 125 mg delayed

release tablet, 60s - Manufactured by Jaguar Health, Mytesi is a drug used to treat gastrointestinal side effects of antiretroviral therapies used by HIV patients. Jaguar increased the price of the drug by 230 percent just days after it applied for an emergency use authorization for use to treat COVID-19 patients.

Duramorph (morphine sulfate) 1 mg/1 ml (10 mL 10s) - While most morphine formulations experienced modest increases in price during the early months of the pandemic, this branded product manufactured

by Hikma Pharmaceuticals experienced an anomalous increase of nearly 60 percent.

Chloroquine phosphate 250 mg tablets - The chloroquine family of drugs has made many headlines during the pandemic, but Rising Pharmaceuticals appears to have attempted to capitalize on unsubstantiated reports of its effectiveness in treating COVID-19 patients early in the pandemic when it raised its price by 97.8 percent.

Each of these manufacturers will now be required to provide information about and a justification for each spike the OPB has identified. Pursuant to the demands sent Thursday, the manufacturers will provide DFS with written responses to questions such as the dates pricing decisions were made, the officers or employees involved in the decisions, any analyses conducted prior to the price spike, and the reasons for the price spike given internally. The OPB is authorized to collect additional information, including by examining witnesses or issuing subpoenas.

“It requires extreme greed and cynicism to see a global pandemic costing millions of lives as an opportunity for profit,” said Dr. Howard Zucker, commissioner of the State Department of Health.

Civic ‘Superhero’ is PS 207 Mom

On #SuperheroSaturday, the Howard Beach Lindenwood Civic took to Facebook to spotlight the efforts of Alison Jasiak of the PS 207 community: “Alison Jasiak (c.) has been a member of the PTA of PS 207 for the past 10 years.

Once her son Gregory became a student at the school she immediately became involved in all fundraising activities. She brought a very successful book sale to the school and worked tirelessly coming up with new and fun ideas for the students and staff. For the past five years she has served as the PTA co-president and president and as a member of the school

Leadership Team, volunteering countless hours both in the school and at home to make the PTA fundraising campaigns a success and most importantly making the school feel like a family. Alison had continued on as PTA president even though her son Gregory had graduated last June during the COVID pandemic. She continued to push fun, virtual activities through the PTA Facebook page. Cuomo Looks to Jumpstart Economy with $192.9B Executive Budget

By Forum Staff Governor Andrew M. Cuomo today outlined the FY 2022 Executive Budget to reimagine, rebuild and renew New York in the wake of the ongoing COVID-19 pandemic.

The governor presented two budget options, depending on the level of funding the federal government provides to New York following the devastating economic impact of Washington’s failed COVID-19 response. The first option would support New York State’s ongoing war against the pandemic and aggressive post-COVID reconstruction plan. The second option - absent $15 billion in federal funding - would cause pain for New Yorkers by forcing the state to raise revenue, cut expenses and borrow.

The governor also reiterated his call on federal partners to repeal the harmful State and Local Tax policy - or SALT cap- that cost New Yorkers over $30 billion over the last three years and amounted to the first double taxation in history. The average cost of SALT cap to New York households is $2,600 per home.

If the federal government provides New York with the $15 billion fair share, the State will be able to: Advance a $306 billion infrastructure plan - the largest in the nation - and $29 billion in green economy investments.

Enact a $1.3 billion rent relief program, fund $20 billion program to create or preserve 100,000 affordable homes, and provide $128 million for homeless housing and assistance.

Institute a $15 cap on broadband for low-income families, provide $150 million to address food insecurity, and continue the $10 million investment in the Liberty Defense Fund to provide free legal consultations and screenings to help undocumented New Yorkers.

Create a $130 million Pandemic Recovery and Restoration Program to support small businesses as well as restaurant, arts and entertainment industries that were hurt by COVID. Establish a $40 million Infectious Disease Resiliency Commercialization Fund to fast-track innovations and address emerging health threats.

Create a public health corps that will assist in supporting COVID-19 vaccination operations, establishing a best-in-thenation emergency response public health capacity.

“The story of COVID has many chapters - we launched the battle last year and now we must not only finish it, but begin an aggressive post-COVID reconstruction,” Cuomo said. “We are in a different time and a different world than just one year ago and we shouldn’t be surprised that this budget will look different. We have a plan in place, a strength that we have not had before and I believe our future is bright, but Washington must act fairly if we are

to emerge on the other side of this crisis.

Despite the federal irresponsibility, which allowed COVID to ambush our state, New Yorkers are ready to begin rebuilding, but for that to happen, we need SALT repealed and $15 billion in rightfully deserved federal aid - and we need it now. After years of federal hostility, I believe the stars are lined up for that to change - we just need to do it.

Fiscal Highlights of the FY 2022 Executive Budget, assuming $15 billion in federal aid: • State Operating Funds spending is $103.4 billion • All Funds spending $192.9 billion for FY 2022 • Provides $31.7 billion in School Aid • Provides $7.5 billion in State support for higher education in New York State Budget highlights include: Enact the Pandemic Recovery and Restart Program: In order to help jumpstart New York’s economy, New York will establish three new tax credits and expand another totaling $130 million to help smaller businesses in the accommodation, arts and entertainment, restaurant and musical and theatrical production industries to recover from the pandemic and bring back jobs to New York.

Small Business Return-To-Work Tax Credit: This provides up to $50 million in tax credits to support small businesses in highly impacted sectors in the hiring of additional workers through 2021.

Restaurant Return-To-Work Tax Credit: This tax credit provides up to $50 million in tax credits to support restaurants hard hit by the pandemic through 2021.

Extend and Enhance the Musical and Theatrical Production Credit for Four Years: This tax credit provides up to $25 million in tax credits for the jump start of the industry and the support of tourism activity in the City. In order to support musical and theatrical productions that occur in the State but outside of New York City, the Budget extends this credit for four years through 2025 and doubles it to $8 million.

Educate and Train Workers for InDemand Jobs: Workforce development must be flexible and respond nimbly to a

rapidly changing environment and the COVID-related recession has magnified the need for flexibility.

Along with an unprecedented increase in unemployment, the pandemic has caused a massive shift in the type of jobs available and in who is looking for work.

The Executive Budget includes several initiatives under which New York’s colleges and universities will help rebuild New York’s economy by educating and training workers for in-demand jobs: Pathways Pledge: In partnership with Cuomo’s Reimagine New York Commission, New York is launching a Pathways Pledge among New York’s leading employers, both public and private, to create more inclusive workforces and provide more workforce development opportunities.

SUNY’s Free Online Training Center: Cuomo will expand SUNY’s free Online Training Center so New Yorkers can enroll in additional employment certification programs for quality jobs in high-demand growing industries like health care and advanced manufacturing. The Training Center will give more New Yorkers in every region of the state — from rural communities to urban centers — another opportunity to receive free job training certifications and then automatically be admitted to any one of SUNY’s 30 community colleges for future career advancements.

SUNY Stony Brook Offshore Wind Institute: New York’s accelerated renewable energy development program is creating thousands of well-paying jobs. In order to make sure New Yorkers benefit from these opportunities, the State is investing $20 million in a new Offshore Wind Training Institute based at SUNY Stony Brook and Farmingdale State College. In 2021, NYSERDA and SUNY will issue the first solicitations for advanced technology training partners, leveraging our SUNY and CUNY system to train the first phase of an estimated 2,500 workers beginning in summer of 2021.

Priority Access for Nurses in SUNY and CUNY Programs: In 2017, Cuomo signed into law “BSN in 10” to enhance the quality of patient care and elevate the nursing profession. It requires all nurses who complete an Associate Degree in New

York State to complete a Baccalaureate of Science Degree in Nursing within 10 years to maintain licensure by the State. Beginning in Fall 2021, SUNY and CUNY will implement priority admission to nursing programs so the 40,000 nurses and nursing candidates in need of completing their baccalaureate credentials can receive a quality and affordable education within the state.

Advance the Economic Recovery through Workforce Development: The Executive Budget enacts a COVID-19 Recovery Workforce Initiative, which invests $50 million for training in high-growth industries, employer-driven training for low-income workers, and funding for small businesses to re-train and hire furloughed, laid-off, or new employees. The investments will provide durable skills that lead to high-quality jobs and support the growth of small businesses recovering from COVID-19 impacts.

Mobile Sports Betting: The Executive Budget will authorize a mobile sports wagering market. Legalization will provide more than $500 million in much needed revenue for the State to help rebuild from COVID-19 in the short-term and grow what could be the largest sports wagering market in the U.S. into a profitable industry long-term.

Legalization of Adult-Use Cannabis: The Executive Budget legalizes cannabis for adult use. Legalization will not only ensure public health and safety, but provide an opportunity for the State to generate more than $300 million in tax revenue. Beginning in FY 2023 revenues shall be first distributed to the Cannabis Social Equity Fund in the amount of $100 million over four years and $50 million annually thereafter. These monies will be used to support individuals and communities that have been the most harmed by decades of cannabis prohibition.

Support the Unemployed and Protect Workers: Since the beginning of the pandemic, the Department of Labor has paid out more than $61 billion in benefits to over 4 million New Yorkers - nearly 29 typical years’ worth of benefits. The Executive Budget and administrative actions advance a package of reforms to the unemployment system, including upgrades to modernize technology, allowing work search activities to be performed via video conference and online, and creating a centralized virtual portal for workers to file wage, discrimination, retaliation, and other workplace violation claims. In addition, DOL will implement immediate regulatory changes to allow for partial unemployment benefits, based on the number of hours actually worked over the course of a week to incentivize unemployed New Yorkers to assume a part-time job as they search for full-time work. Legislation submitted with the Budget will make permanent new benefit calculations for partial unemployment insurance made possible by technological improvements.

By Forum Staff A New Jersey man has been arrested for setting multiple fires in his own Astoria eatery last summer, Fire Commissioner Daniel Nigro announced Sunday.

Asif Raja, 54, is charged with one count of arson that carries a mandatory minimum sentence of five years in federal prison, with a maximum sentence of 20 years if convicted.

According to the City Fire Department, on Aug. 4, at approximately 10:15 p.m., firefighters were called to Ignited Restaurant & Lounge on Steinway Street near 30th Avenue for reports of a gas odor where they discovered a water condition from the sprinkler activation as well as small separate fires throughout the structure that were extinguished prior to their

arrival. The incident was brought under control without any injuries to civilians or FDNY members.

Fire marshals responded to the scene and determined the fire to be suspicious in nature. An extensive investigation in cooperation with the Strategic Explosive and Arson Response Task Force of the Bureau of Alcohol, Tobacco, Firearms and Explosives led to the identification and arrest of Raja. “We are extremely grateful that no one was injured during this incident and for the collaboration between all the law enforcement agencies involved in bringing this individual to justice,� Nigro said. “This arrest demonstrates the strategic value of this Joint Task Force and their ability to hold those that purposely set fires in this city accountable.�

City Launches Efforts to Help Young Adults Overcome Pandemic Challenges

By Forum Staff Mayor Bill de Blasio recently announced a series of steps his administration is taking to support New York City youth and young adults – both current students and those who are out of school and unemployed – as they weather the effects of the ongoing coronavirus pandemic. Measures include a campaign with CUNY to engage 5,000 young adults to enroll in college this spring, as well as an initiative to connect more than 2,000 high school students with paid internships and opportunities to earn college credit.

Accompanying these announcements is a new report by the citywide Disconnected Youth Task Force, entitled “Connecting Our Future,” which focuses attention on New York City’s population of out-of-school/ out-of-work 16- to 24-year-olds. Originally convened in 2019, the Task Force updated its original analysis to account for an expected spike in OSOW as a result of job losses and educational disruptions in the wake of the coronavirus pandemic. This report will serve as the City’s strategic plan to serve this population.

school nor working: CUNY has launched a new Winter Bridge program to enroll 5,000 students from the NYC DOE Class of 2020 who had accepted an offer to CUNY but had yet to matriculate as of the Fall semester. Current CUNY students will work as College Coaches, sharing their own experiences as college students, and providing support to help new students complete CUNY enrollment and financial aid processes. Students

in the Winter Bridge Program can enroll for spring 2021 in CUNY Start/Math Start and Accelerated Studies in Associate Programs.

In partnership with the Mayor’s Fund to Advance NYC and the NYC Center for Youth Employment, CUNY will launch a Welcome Back campaign to re-engage at least 600 students, including 100 former CUNY ASAP students majoring in STEM (Science, Technology, Engineering and

Mathematics) fields whose enrollments lapsed in 2020, as well as 500 prospective students who were recently admitted into CUNY community college programs but never enrolled. Participants will receive intensive supports through admissions and re-enrollment processes, including financial aid, ongoing academic and career advisement, and STEM intensive programming with peers.

The Young Men’s Initiative will launch License to Careers, a new pre-apprenticeship initiative to train and place 50 recent high school graduates into career track positions within the transportation sector.

This is a new model that will be studied for potential scaling and replication in other sectors of the New York City economy.

In partnership with DYCD, the Mayor’s Office will launch a new fellowship for OSOW young adults from Advance & Earn, a new training, education, and employment program launched in 2020 for youth between the ages of 16-24. The fellowship will recruit 15 fellows for a fourmonth work experience where they will hone policy, research, and advocacy skills.

Fellows will survey and interview young adults in their communities to learn about the issues they are facing in their everyday lives.

Gillibrand Pushes for Emergency Funding for Community Health Centers

By Forum Staff U.S. Sen. Kirsten Gillibrand (D-N.Y.) on Thursday urged Congress to establish a Community Health Center Preparedness Program. The Emergency Fund would dedicate $13.5 billion in federal funding to help CHCs prepare for and respond to public health crises.

Gillibrand said she is also calling for an additional $12.4 billion for urgent workforce and infrastructure investments. CHCs are on the frontline of health care in the United States, particularly in rural and underserved areas, and provide a critical health care safety net during times of crisis, according to Gillibrand. Throughout the pandemic, these health centers have provided their communities with testing, tracing, vaccine preparedness, and other health services. Delivering critical needs to their communities has wiped out many community health centers’ financial resources and, without a dedicated source of federal funding related to emergency preparedness, many have been forced to temporarily close. Gillibrand said she is fighting to send essential resources into underserved communities to protect public health in the next coronavirus relief package.

CHCs provide affordable primary and preventative health care to the most vulnerable and underserved communities, Gillibrand emphasized Thursday. Over 30 million patients, including almost 400,000

veterans and almost 9 million children, receive quality medical, dental, vision, and behavioral health care services from a CHC. CHCs employ over 250,000 fulltime employees nationally, produce nearly $63.5 billion in economic activity, and save our health care system more than $24 billion per year (facts and figures prior to the pandemic). CHCs also help people access healthy food, safe housing, and affordable transportation. In the midst of the addiction epidemic, CHCs are well-positioned providers of substance use disorder and mental health treatment in communities.

Services provided by CHCs help patients avoid unnecessary trips to the emergency room and reduce health disparities in communities, Gillibrand added.

To support CHCs throughout the COVID-19 crisis, Gillibrand indicated that she is specifically calling for a $13.5 billion emergency fund that could be used for: • COVID-19 emergency funding required to adequately respond to this public health crisis • COVID-19 emergency funding to reach underserved and prioritized populations with vaccine • Tele-health reimbursement expansion of coverage and rates that are insufficient to cover costs as well as inadequate for all of tele-health’s potential uses • Equal access to emergency funding for health center Look-Alikes

Below is a portion of those remarks: “A few hours ago, on the West Front of this citadel of democracy, Joe Biden and Kamala Harris were administered the oaths of office to the Presidency and Vice Presidency of the United States. We have turned the page to a new chapter in the history of our democracy. And I am full of hope.

I would challenge anyone not to feel hopeful today after listening to Amanda Gorman, the amazing 22-year-old poet, wise far beyond her years, who told us that ‘Somehow we’ve weathered and witnessed; a nation that isn’t broken but simply unfinished.’

The hope she spoke about, a strong and happy hope —the hope we feel today—is a hope, of course, that’s tempered by reality.
