A Community Commemorates: Memorial Day in Howard Beach By Michael V. Cusenza Howard Beach residents of all ages gathered at Coleman Square Monday, Memorial Day, to pay homage to the members of the U.S. Armed Forces that

have made the supreme sacrifice in service to their country. Following the parade through Old Howard Beach, Veterans of Foreign Wars Post 2565 Commander Pat Connolly hosted the annual solemn ceremony at

the Coleman Square Memorial in which community leaders and residents saluted the 41 soldiers from Howard Beach that gave their all during various conflicts— from the Great Wars across Europe to Operation Enduring Freedom in Afghan-

istan—to protect the American way of life. “These young men gave up all of their tomorrows so that we could have today,” the Marine Corps veteran Connolly said, choking back tears. “We can never forget.”

DOT Presents Bike Lane Proposals to Skeptical Howard Beach Community

DOT Queens Deputy Borough Commissioner Jason Banrey

By Michael V. Cusenza The City Department of Transportation on Tuesday presented its proposals for new bike lanes in Howard Beach to and unconvinced, yet engaged, audience at the Howard Beach Lindenwood Civic Association meeting at St. Helen Catholic Academy. According to DOT Queens Deputy Borough Commissioner Jason Banrey, to provide traffic calming in Howard Beach and increase access and connectivity to the Jamaica Bay Greenway and the Joseph P. Addabbo Memorial Bridge, the agency is proposing to install a parking-protected bicycle path along 165th Avenue from 84th Street to Cross Bay Boulevard; and standard bike lanes on 84th Street from 157th

Avenue to 165th Avenue. “165th Avenue is really dangerous,” Banrey said; heads nodded in agreement when he raised the years-long concern of drag racing along the avenue. “[The parking-protected path] would make it safer on 165th. There’s an opportunity to solve the speeding issue.” According to DOT, parking-protected bike lanes reduce conflicts and increase safety by: separating bikes from moving vehicles; the design calms traffic with standard width travel lanes; increases predictability of cyclist location for drivers and pedestrians. It also creates a new neighborhood amenity; extends the greenway experience; provides comfortable space for cyclists of varied ages and experience levels; and encourages physical activity, such recreational

bike rides, walking, jogging. Several residents at Tuesday’s meeting were concerned about the loss of parking spots to bike lanes. According to the DOT plan, there will be no changes to parking conditions along the north side of 165th Avenue; however, 10 parking spaces on the south side of the strip would be “repurposed” under the parking-protected bicycle path plan. According to officials, the 84th Street standard bike lane proposal boasts: wayfinding to guide cyclists to Jamaica Bay Greenway and proposed protected path along 165 th Avenue; organized roadway, calm traffic; provide dedicated space for cyclists; and no parking removal or travel lane removal. Still, many in attendance at Tuesday eve-

ning’s meeting voiced concerns about traffic and kamikaze bicyclists who they feel will undoubtedly flout all traffic laws if the paths are installed in Howard Beach. Banrey sought to assuage those worries. “Any time we implement a project like this, we work very closely with local precincts,” he noted. “Enforcement increases.” Also featured on the civic’s jam-packed agenda was Melinda Katz who addressed area residents on Tuesday as a candidate for Queens district attorney, not their borough president. “I believe I’m the right person with the level-head [needed] for this job,” she said. “There is not one area of this great borough that I don’t know. And I have taken on the powerful interests in every area of government.”

Startlingly High Levels of Lead in Water at Borough Park Drinking Fountains

A drinking fountain at Dry Harbor Playground in Forest Park had lead levels of 296 parts per billion.

By Michael V. Cusenza Twenty of the roughly 450 NYC Parks Department drinking fountains that have been tested so far are pumping out water with staggeringly high levels of lead—and 19 of them are in Queens green spaces, according to a recently published report and data provided by the City. Earlier this month, as part of Mayor Bill de Blasio’s LeadFreeNYC plan, a Parks Department consultant began testing the 3,500+ outdoor drinking fountains for lead. If the fountain shows elevated lead levels above the federal threshold of 15 parts per billion, the administration pledged to close the fountain until it has

been remediated. If early returns are any indication of future action, the City should prepare to shutter a lot of drinking fountains in Queens parks. A Gothamist/WNYC analysis of the City’s data found that, out of the 448 fountains checked thus far, 20 fountains (4.5 percent) tested above the federal standard. The worst of the ignominious inventory is Orchard Beach Pavilion in Pelham Bay Park in The Bronx, with 760 ppb—which, as Gothamist/WNYC noted, is 50 times as much lead in it as permitted by federal regulations. However, the rest of the names on the Tainted 20 are recreational areas that call

Queens home. And four of the 19 are located in Forest Park: Dry Harbor Playground (296 ppb); Oakridge (149); Victory Field (71.70); and Seuffert Bandshell (33.30). The Parks Department noted that as the consultant prepares their test, you may see plastic bags on your local fountain and stickers indicating their status. According to the agency, “Our goal is to return our fountains to full service as soon as possible.” Testing will be completed by midJune and remediation will continue through the summer. The City has declared NYC’s drinking water safe.

“Our Department of Environmental Protection conducts more than 600,000 tests of our city’s water each year to ensure that it meets or exceeds all State and federal health standards for lead in drinking water,” officials wrote on the Parks Department’s website. “Our pools and spray showers are safe to use. Our water fountains are safe to drink from, according to the New York City Department of Health and Mental Hygiene. They are not a known source of childhood lead exposure. It is good practice to let the water run for 30 seconds before drinking.” For more information and to track the progress of the drinking fountain testing, visit nycgovparks.org/about/health-and-safety-guide/lead.

Volunteers were responsible for constructing the new, single-family home from the ground up, including establishing the initial framing of interior and exterior walls, and trussing of the roof.

By Forum Staff More than a dozen active duty members of the U.S. Marine Corps, Navy, and Coast Guard, in town for Fleet Week NYC 2019, helped Habitat for Humanity New York City on Thursday build a home for ownership for a low-income family in South Richmond Hill. According to Habitat for Humanity, the Sea Service members worked on the site of a recently demolished and former dilapidated home on 132nd Street just off the Van Wyck Expressway. They were responsible for constructing the new, single-family home from the ground up, including establishing the initial framing of interior and exterior walls, and trussing of the roof. The work detail included heavy lifting, cutting and measuring, and power tools; by the end of the day, the Sea Service members

turned an empty lot into the initial framework of a new, affordable home. The South Queens residence is one of Habitat NYC’s portfolio of 23 vacant and dilapidated single-family homes in The World’s Borough and Brooklyn, all of which were purchased from the New York City Housing Authority. Many of these properties have fallen into severe disrepair and have a negative impact on the surrounding community. Habitat NYC is working to rehabilitate them into affordable, energy efficient homes for low-income families who are first-time homebuyers. According to the non-profit housing developer, homeownership “is an important part of the housing continuum because it provides working families, and their communities, an avenue for stability and equity, while also serving as a bulwark against gentrification.” In the five boroughs, where the homeownership rate is half of the national average, there has been a steep drop in the number of homeowners, resulting in more than 124,000 New Yorkers, most of whom are from minority communities, into remaining in the increasingly unaffordable rental market. Habitat homebuyers are of low to moderate income, with a stable employment record and decent credit history. Participants are chosen based on their need, ability to pay, and willingness to fulfill the “sweat equity” component: helping to build their future home or those of their Habitat neighbors. The NYC chapter, which was founded in 1984 as an independent affiliate of Habitat for Humanity International, has served more than 700 families across the five boroughs through home construction and preservation. Habitat NYC noted that it also improves public spaces, parks, and community centers. This is the seventh year that Habitat NYC has partnered with members of the Sea Services to build affordable homes during Fleet Week.

Coalition Rallies for Bus Lane Enforcement

File Photo

According to the coalition, the last remaining hurdle to be resolved this year is in the hands of Albany lawmakers: amending New York’s traffic laws to allow the MTA to install bus-mounted cameras to catch violators illegally parking or driving in bus lanes.

By Michael V. Cusenza A coalition composed of bus riders, borough elected officials, and transit advocates rallied on Thursday in Flushing to call on State legislators to authorize the Metropolitan Transportation Authority and the City Department of Transportation to automate the enforcement of bus lanes citywide, keeping dedicated arteries clear so mass transit commuters can get where they’re going on congested NYC streets. The MTA and DOT have already committed to making major bus improvements. However, according to the coalition, the last remaining hurdle to be resolved this year is in the hands of Albany lawmakers: amending New York’s traffic laws to allow the MTA to install bus-mounted cameras to catch violators illegally parking or driving in bus lanes. The State legislative session ends next month. “When bus lanes are enforced, buses travel as much as 17-percent faster, meaning hundreds of thousands of bus riders will get where they’re going—whether work, school, or important appointments—on time,” said Tri-State Transportation Campaign Executive Director Nick Sifuentes. “The Legislature should permit camera enforcement of bus lanes as a fair, effective way to discourage illegal parking and driving in bus lanes and encourage more reliable bus service for everyone.” In March, MTA New York City Transit plans to install an automated mobile camera system on buses to capture real-time bus lane violations as the agency and DOT step up combined enforcement efforts to increase bus speeds and keep traffic moving on clogged roads in the five boroughs.

According to NYC Transit, the Automated Bus Lane Enforcement system captures the license plate information, photos and videos, as well as location and timestamp information, of vehicles obstructing bus lanes to document clear cases of bus lane violation. The system collects multiple pieces of evidence to ensure that vehicles making permitted turns from bus lanes are not ticketed. This information is transmitted to DOT for review and processing. The automated bus lane enforcement program will be administered in partnership with DOT and the City Department of Finance. Transit officials also noted in March that NYCT will install an ABLE system on 123 new buses that will be delivered from 2019 to early 2020 and serve some Select Bus Service routes in Manhattan and Brooklyn. The system will be used for a pilot program to evaluate the efficacy of automated enforcement of bus lanes and its effect on bus speeds and travel times. According to the agency, the pilot is a result of a successful NYC Transit proof-of-concept test that determined an ABLE system could capture sufficient evidence to enforce bus lane traffic violations. The pilot results will inform NYC Transit’s plans to expand the ABLE program. And in his State of the City address in January, Mayor Bill de Blasio announced that to speed up buses citywide seven new Police Department teams will be towing cars parked in bus lanes as part of NYC’s “Better Buses for All” initiative. “Bus speeds in NYC rank the slowest, so it is critical that we push for service enhancements that will have a significant impact on the way transit riders experience public transit,” Assemblywoman Nily Rozic (D-Flushing) said on Thursday.

Over the past two years, Jimmy became progressively weaker and underwent several medical tests and procedures. Still, he never complained even though he realized that his condition was terminal. On April 7, his liver gave up and bled out. That he survived for 43 years after his injuries is a testament to his family, particularly his mother, Florence, who dedicated her life to improve his. Stringer Decries Pace of Progress in Homeless Crisis

Photo Courtesy of Comptroller Stringer’s Office

“The slow pace of progress to tackle our homelessness crisis is unacceptable,” Comptroller Stringer (l.) said last week.

By Forum Staff Homelessness crisis spending ballooned to more than $3.2 billion in Fiscal Year 2019—without significant improvements in results to show for it, City Comptroller Scott Stringer recently noted in agency watch list reports issued by his office. First announced in 2018, the list that spotlights City agencies that raise the most budgetary concerns due to rapidly increased spending and lackluster production. According to Stringer, the six homeless services provider agencies—the Department of Homeless Services, the Department of Social Services, the Department of Youth and Community Development, the Department of Health and Mental Hygiene, the Department of Housing Preservation and Development, and the Department of Veterans Services—have landed on his ledger for the second consecutive year. Despite “extraordinary increases in spending” for homelessness prevention and permanent housing, the homeless population in shelter has remained high, resulting in rising costs, the comptroller noted. Stringer’s homelessness services watch list report shows: between FY 2014 and FY 2019, citywide spending on homelessness has more than doubled, to $3.2 billion; shelter costs have more than doubled over the same period, to $1.9 billion in FY 2019; spending on programs to prevent homelessness or provide successful permanent exits from shelter has also risen from $436 million in FY 2014 to $1.0 billion in FY 2019; despite this, as of April 24, 2019, the official New York City shelter census has increased by 11.5 percent overall since April 24, 2014—driven primarily by increases in the number of single adults in shelter, which has risen by 57.6 percent, and the adult family population, which has

risen by 34.6 percent; the number of families with children has increased by 9.4 percent during this same time period, and the total number of children in shelter has decreased by 7.6 percent; the overall shelter census hit an all-time high of 61,415 individuals on Jan. 12, 2019; and the number of requests for emergency rent assistance rose 34 percent between FY 2014 and FY 2018, and remains high. There have been over 1,400 more requests for emergency rent assistance in the first four months of FY 2019 compared to the same period in FY 2018. “The slow pace of progress to tackle our homelessness crisis is unacceptable,” the comptroller fumed. Additionally, last week, Stringer released a watch list report on the City Department of Buildings. According to the comptroller, the agency’s mandate expanded under the “Building for One City” plan and its budget and full-time headcount have grown by 62 percent and 51 percent, respectively, between FY 2014 and FY 2018. Increased resources and staff have enabled DOB to reduce service times for plan reviews, inspection requests, and complaint responses, Stringer noted. However, safety performance has deteriorated, he added. According to Stringer’s DOB report, the number of total building constructionrelated accidents increased by 252 percent from FY 2014 to FY 2018, including a 167-percent increase in fatalities. The number of construction-related incidents to which DOB responded increased by 129 percent over the same period, as accidents and injuries more than tripled. The comptroller pointed out that DOB “has a wide mandate to protect tenants, construction workers, and New Yorkers across the city. That’s why the alarming rise in construction injuries and fatalities is so concerning.”

The Pharmacist’s Corner Presented by Frank Pantina, R.Ph PEDIATRIC MIGRAINES: Helping your kids

In this final part of our series on migraines, we will talk about a very special sector of the migraine population. It is estimated by medical experts that 10% of pediatric patients suffer from these headaches. Two studies released earlier this year focused on treatment as well as preventative strategies for children suffering with the condition. Both ibuprofen and acetaminophen are the first-line for acute treatment in pediatric patients, and of the two ibuprofen has proven to be more effective. As in adults with chronic migraines, pediatricians recommend keeping headache diaries for your children so that you can identify triggers which can include stress, various foods and the constriction of blood vessels in the head and neck. Experts say that parents have to look for the following manifestations in their children, which vary according to age groups: Infants may present with only episodic “head banging” Preschool children often have episodes involving an ill appearance, abdominal pain, vomiting, and the need to go to sleep; they may exhibit pain by irritability, crying, rocking, or seeking a dark room in which to sleep Children aged 5-10 years typically have bifrontal, bitemporal, or retro-orbital headache; nausea; abdominal cramping; vomiting; photophobia; phonophobia; a need to sleep; tearing, swollen nasal passages; thirst; edema; excessive sweating; increased urination; or diarrhea Older children may experience increasing headache intensity and duration; a pulsating or

throbbing character to the headache; and a shift to a unilateral, temporal location If your child presents with any of these, a thorough general physical exam in addition to a neurological exam should be performed immediately. Of course the main goal of parents is to find ways to relieve children of any and all symptomology and we have comprised the following outline of suggestions to help your child deal with the situation. Measures that may be helpful for managing acute attacks include the following: Have your child to lie down in a cool, dark, quiet room during the attack and go to sleep Initially you may administer age appropriate dosages of simple analgesics (eg, acetaminophen or ibuprofen); if they do not work you must consult with your child’s physician as to whether they need what are known as pharmacologic abortive therapies for acute attacks (ie, triptans) Applying ice or pressure to the affected artery Help your child with other modes of treatment like self-relaxation, biofeedback, and selfhypnosis Again we hope this series has shed some important light on migraines and the serious life altering effect they have not only on patients who suffer with them, but on their loved ones, coworkers and everyone involved in their day to day lives. And remember, your local pharmacist is the most reliable and available part of your health care team at the initial stage of uncovering important facts about whatever ails you so ask us. That’s what we’re here for. Until next week!

Borough Lawyer Convicted of Scheme to Bribe Witness in Double-Homicide Trial By Michael V. Cusenza A Kew Gardens defense attorney admitted to practice law in New York since 1982, has been convicted by a federal jury in Brooklyn of scheming to bribe a witness in a double-homicide trial in State Supreme Court in Suffolk County, prosecutors announced on Thursday. Following a four-day trial, John Scarpa, Jr., 66, who lives in Hauppauge, L.I., but maintains a firm on Queens Boulevard, was found guilty of both counts of use of interstate facilities in aid of racketeering and conspiracy to do the same. Federal officials said that the evidence at trial established that in early 2015, Scarpa plotted with co-conspirator Charles Gallman to bribe a convicted murderer to testify in support of Scarpa’s client, Reginald Ross, who was charged with the execution-style killings of two men. Court-authorized intercepted communications, obtained during an investigation conducted by the Queens District Attorney’s Office, revealed that Scarpa and borough resident Gallman planned to bribe Luis Cherry to testify falsely at trial that he alone had committed the second of the two murders, and that Ross was innocent. Gallman, also known as “T.A.,” promised to help Cherry with the appeal of his own murder conviction, and to spread word in the prison system that Cherry had not informed against Ross. After meeting with Cherry at Downstate Correctional Facility, Gallman reported to Scarpa, “Anything we need, he’s willing.” Scarpa asked, “So this guy is willing to do whatever?” Gallman replied, “Whatever you need, John.

John Scarpa, Jr.

Whatever you need…I got a bunch of stuff I wrote down that he wants.” Scarpa called Cherry as a witness at Ross’s trial, and Cherry testified falsely. Notwithstanding that false testimony, the judge returned guilty verdicts on both murders. “I will say again that integrity is the foundation of our criminal justice system,” the late Queens DA Richard Brown said last September when Scarpa and Gallman were indicted. “These allegations go to the core of that foundation and are prejudicial to the administration of justice. The charges today send a strong message to those who would undermine that integrity that they will be held accountable.” Gallman pleaded guilty in November 2018 to conspiring to violate the Travel Act by bribing a witness to testify falsely, and conspiring to make false statements to the Bureau of Prisons in a separate scheme. He was sentenced on March 7 to three years’ imprisonment. “The jury saw through Scarpa’s corrupt scheme to help his client avoid responsibility for murder by bribing a witness to give false testimony,” said Brooklyn U.S. Attorney Richard Donoghue. “With today’s verdict, the defendant will now face prison and disbarment for attempting to undermine the criminal justice system and violating the law he was sworn to uphold as an attorney.” When sentenced, Scarpa faces up to 10 years’ imprisonment. “Everyone accused deserves the best defense,” said FBI-NY Assistant Director-in-Charge Bill Sweeney, Jr., “but attorneys cannot use illegal methods to win in court.”

State Senate Approves Opioid Bills

By Forum Staff The State Senate recently approved several pieces of legislation crafted to combat the opioid crisis and ensure greater intervention services for New Yorkers struggling with addiction to drugs or alcohol, according to Sen. Joe Addabbo, Jr. (DHoward Beach), who co-sponsored two of the measures. The first bill, which is co-sponsored by Addabbo, would require that death certificates issued in New York provide the name of the specific drug that was used when an opioid overdose is listed as the cause of death, and the person signing the document is certain of the substance involved. Addabbo said that “this will provide important data regarding fatalities that are tied to specific substances, such as fentanyl, and allow for more informed public policy responses to the opioid epidemic.” The second proposed law, also co-sponsored by Addabbo, would increase resources and arrange for additional training for health-

care providers to expand the Screening, Brief Intervention, and Referral to Treatment program. Under this program, which has been used in New York emergency rooms, the senator said that healthcare professionals are taught to assess and provide treatment to patients for possible life-threatening substance use and abuse disorders. “Under this legislation, the use of SBIRT would be expanded to primary care settings, including hospitals, outpatient clinics, and private physician offices,” Addabbo explained. A third piece of legislation would enable family members and others who are already authorized to receive medical information about a patient to be notified when a patient treated in a chemical-dependence program or facility demonstrates symptoms of a relapse, such as missing appointments or failing drug tests. “Known as ‘Stephen’s Law,’ this proposal is named after a young man who was struggling with substance abuse and subsequently died after failing a urine test,” said Addabbo. “Had [Stephen Canastraro’s] family been notified about this incident, or Stephen’s missed appointments with his drug treatment provider, they might have been able to intervene and save his life.” Having passed the Upper Chamber, the death certificate legislation is now under review by the Assembly Committee on Health. The other two bills are being considered by the Assembly Committee on Alcoholism and Drug Abuse, Addabbo noted. File Photo

Man Murdered Wife in Jamaica Home: DA

The incident occurred inside the couple’s apartment on Atari Lane near 93rd Avenue.

By Forum Staff A man has been charged with fatally stabbing and beating his wife inside of their Jamaica home during the afternoon hours of Monday, May 20, Acting Queens District Attorney John M. Ryan announced last Wednesday. Isidro Pacheco, 56, was arraigned last Tuesday night on a complaint charging him with second-degree murder and two counts of fourth-degree criminal possession of a weapon. Pacheco was remanded and ordered to return to court on June 4. According to the charges, last Monday, Pacheco approached his wife, Mabel Isabel Galeano, 44, as she cooked inside of the couple’s

apartment on Atari Lane near 93rd Avenue. Shortly thereafter, Pacheco allegedly reached for a knife and repeatedly stabbed Galeano multiple times in the torso before bludgeoning her with a nearby wooden cutting board. The victim managed to escape her home only to collapse at a neighbor’s residence. She was rushed to Jamaica Hospital Medical Center where she died as a result of her injuries. After fleeing the scene, Pacheco turned himself in to authorities at the 103rd Precinct allegedly in blood-stained clothing. Ryan called the killing “a tragic case of the most extreme outcome of domestic violence.” If convicted, Pacheco faces up to 25 years to life in prison.
