Mayor Touts Savings, Program Investments in Unveiling of $92.5B FY 2020 Executive Budget

“This budget, you will see, is for a new era that we’re entering into where we will focus on fiscal caution, that we will make sure that savings is even more a part of what we do going forward,” Mayor de Blasio said.

By Michael V. Cusenza Mayor Bill de Blasio hailed the $916 million in savings achieved in the Fiscal Year 2020 Executive Budget, even though the City spending plan increased by more than $3 billion over FY 2019.

“It’s a big number, but I think it’s worth it,” Hizzoner said Thursday of the $92.5 billion agenda. “We’re New Yorkers. We are people who demand a lot. This is literally the culture of this place and who we are, right? We’re a place that is intense and active all of the time and people want a lot—they want the best police force on earth, they want the best fire department, they want the best public health department. It’s a 24/7 city. There’s so much that we spend on that people here demand.

And we’re a union town and we believe in the labor movement and we believe in giving people fair wages and benefits, and all of that adds up. I think it works, I really do. I mean, we look at the formula of New York City, it may have taken a while for us to, you know, pull it all together and get out of some of the lean years, but, right now, what’s going on in New York City is working. And it’s a heavy investment model, but it yields a lot of great results for every-day people.”

According to the mayor, the FY2020 budget: achieves $916 million in savings over FY19 and FY20, exceeding the City’s original target of $750 million in order to meet over $150 million in additional critical needs identified since February. Of the

$916 million in savings, $629 million were achieved through the administration’s first ever Program to Eliminate the Gap, a mandatory savings program that includes agency budget cuts, programmatic cuts, and a hiring freeze.

“This budget, you will see, is for a new era that we’re entering into where we will focus on fiscal caution, that we will make sure that savings is even more a part of what we do going forward,” de Blasio said.

“And there will be some investments, but they will be limited.”

The plan maintains funding for more than $300 million in cuts and unfunded mandates from the State’s Executive Budget related to vital services and recently enacted State legislation, de Blasio noted, while it covers additional critical needs to keep the City “in a strong fiscal standing” and makes strategic investments in programs that “build upon continued efforts to make New York City the fairest big city in America.”

The strategic investments include: • Retrofitting City buildings to make them more energy efficient ($60 million).

• Ramping up for the 2020 Census to ensure a fair count of New York City residents, which will secure fair representation in Congress and the city’s fair share of federal funding ($22 million).

• Improving EMS response times by expanding the “Fly Car” program in the Bronx ($15 million).

• Baselining funding for Bridging the Gap to provide support for students in

shelters ($12 million).

• Emergency repairs at NYCHA community centers to refurbish pipes, air conditioning and heating infrastructure ($6 million).

The City Council was not thrilled with the mayor’s executive spending plan.

“NYC spends too much and saves too little. @NYCMayorsOffice unveiled a $92.5B budget today. @BilldeBlasio spends taxpayer money like a drunken sailor. @NYCCouncil really needs to be the adult in the room and offer some fiscal sanity before it’s too late!”

Councilman Eric Ulrich (R-Ozone Park) tweeted.

In a joint statement, the council indicated that it “is disappointed that Mayor de Blasio has failed to fund many significant citywide council priorities in the Fiscal 2020 Executive Budget, including many social service programs as well as $250 million in reserves. The reserves are necessary to protect the City in the event of an economic downturn and should not have been excluded in the Executive Budget. This is the fiscally responsible path for our city, and the council is once again demanding we prioritize reserves. And by not funding vital services, the de Blasio administration is engaging in the same ‘budget dance’ that it had once pledged to end. This is completely unfair to the nonprofits who run these programs and who are now unable to plan their future. This is unacceptable, and they deserve to be treated better than this.”

By Michael V. Cusenza An alarming Facebook post circulated by supporters of the man recently convicted of killing Karina Vetrano had the Howard Beach community on edge this week.

The post features a flier promoting a “Community Dialogue” event in Brooklyn.

“Topic: Chanel Lewis Plan of Action,” the digital handbill reads before noting that the confab is set for Tuesday, April 30, at 6:30 p.m. at the Crisis Action Center on Rockaway Avenue.

However, the words that punctuated the flier seemed to spark anxiety levels in the South Queens neighborhood.

“Tuesday April 30th @ 6:30pm as we get ready to take our fight to the streets of Howard beach in queens because Howard Beach is and has always been known for their racism and for killing black people and chasing us out of their community BUT GET READY CAUSE WE’RE COMING #Justiceforchanel,” Chaplain-chief Zaquan Jones wrote above the flier.

Before long, the e-rumor mill feasted on the reckless speculation of a hostile demonstration or rally that would begin in East New York and make its way to Cross Bay Boulevard.

Deputy Inspector Brian Bohannon, commanding officer of the 106th Precinct, quelled the angst Tuesday evening at the Howard Beach Lindenwood Civic meeting.

“It’s not happening, nothing’s happening, nothing’s going on,” he said, eliciting applause from area residents. Bohannon noted that he reached out to borough commanders for extra manpower just in case.

Homeowners in Vulnerable Communities Demand Flood Protection Answers from Army Engineers

By Michael V. Cusenza The refrain from beleaguered South Queens homeowners was familiar: berms, barriers, levees.

Now. Dozens of residents of historically vulnerable neighborhoods gathered at Our Lady of Grace Catholic Academy in Howard Beach on Saturday for the New Hamilton Beach Civic Association’s second Protect Our Community meeting, signing letters that demand answers on coastal flood protection measures for their beloved communities from elected officials and, perhaps most importantly, the U.S. Army Corps of Engineers.

NHBCA President Roger Gendron has said that the massive damage caused by Superstorm Sandy in the area “could have been avoided” if the corps had not “dropped the ball” regarding enhanced measures.

“As everyone remembers all too well, during Sandy the water from Shellbank Basin crested the bulkhead along Crossbay and sent a wave of water across the boulevard, down the avenues, down the side streets and unfortunately into many homes,” Gendron wrote earlier this year on his exhaustive “Coastal Flood Protection for Hamilton Beach and Howard Beach” petition on change.org.

“[F]looding has damaged our homes and our vehicles but more importantly affected our peace of mind!” Gendron wrote earlier this year.

“The businesses on Crossbay Blvd suffered major losses with some so great that some businesses were not able to recover.”

The petition has garnered more than 1,000 digital signatures.

“Hamilton Beach and Howard Beach are currently at risk of frequent tidal flooding. The persistent tidal flooding that our community has been experiencing over the last 20 years has only increased as tidal flooding, which in the past occurred once or twice a year, now happens sometime once, twice or MORE each month. The flooding has damaged our homes and our vehicles but more importantly affected our

peace of mind!” he wrote. “In the mid 1960s, a major study was completed for Jamaica Bay. This came in the aftermath of extensive damage caused by Hurricane Donna in 1960 and a major nor’easter in March 1962. The plans included a recommendation for hurricane protection along the perimeter of the Howard Beach area using berms, levees, storm barriers and interior drainage in and around Hawtree and Shellbank basins.

The Flood Act of 1965 passed the Senate and House and was signed

by President [Lyndon] Johnson and became Public Law 89-298, however nothing ever came of it.

Now we jump ahead over 50 years

and the only thing that has been done is study after study. The current study which includes a massive barrier from Sandy Hook NJ to Breezy Point NY will do nothing to protect the most vulnerable communities around Jamaica Bay, including my own.”

Gendron has requested that the USACE “reevaluate the plan that was made into public law in 1965 and build the berms and flood gates along the northern side of Jamaica Bay which would Protect Our Community!”

Additionally, Gendron, on the petition, cautions area residents regarding the Spring Creek South Storm Resilience and Ecosystem Restoration Project, which “is supposed to reduce the risk of storm damage and flooding to the Howard Beach neighborhood but not all of Howard Beach.

“While the Spring Creek project will protect the most south western portion of New Howard Beach, the rest of our community still remains vulnerable,” Gendron concluded. “Old Howard Beach & Hamilton Beach will NOT be protected. It just doesn’t make sense. It’s almost like locking your backdoor but leaving the front door wide open.”

Police on Thursday reached out to the public via social media for information regarding the whereabouts of a man who was last seen last Tuesday in Ozone Park.

According to the 106th Precinct Detective Squad, the missing man is Erickson Hernandez, a Hispanic/white man, fivefoot-11, 185 pounds, brown eyes, brown hair, with a tattoo on his left shoulder. He was last seen on April 23 around 9 a.m. at 98-02 103rd Ave. wearing black jogging pants, a black Nike sweatshirt, gold chain, and black sneakers.

Vetranos Thank Howard Beach Residents for Support

By Michael V. Cusenza The parents of slain jogger Karina Vetrano on Tuesday thanked Howard Beach residents for their backing and loyalty over the last three years.

“Your love, support, and prayers and generosity has held us up throughout this nightmare that never ends,” Karina’s mom, Cathie Vetrano, said to a packed St. Helen Catholic Academy cafeteria during the Howard Beach Lindenwood Civic meeting.

Cathie Vetrano choked back tears as she also showed appreciation for the actions and encouraging words of Deputy Inspector Brian Bohannon and the 106th Precinct since August 2016.

“I’ve seen a lot of evil—but I’ve seen a lot more love than evil throughout all of this,” she said.

The community leaders and residents in attendance gave Cathie and Karina’s father, Phil, a standing ovation as they made their way back to their seats following their expression of gratitude.

Bohannon also delivered remarks Tuesday evening as he detailed the community crime figures.

Overall crime is down 7 percent year to date. However, the last four weeks have seen an uptick felony assaults, burglaries, and grand larcenies.

“I hate to say it, but we’re kind of fighting our own success,” the precinct commander posited.

Tires and rims are once again a hot commodity—especially in Lindenwood and Howard Beach. And fraud is still a big problem in the 106, Bohannon noted.

“Always monitor your accounts,” he warned.

Addabbo Calls Hearing on Sports Betting

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) has convened a public hearing in Albany next week to gather testimony on the expansion of legal sports wagering in New York, including the possibility of mobile betting.

According to Addabbo, the hearing is scheduled for Wednesday, May 8, at 11 a.m. in Hearing Room A of the Legislative Office Building. Lawmakers will hear from a variety of stakeholders interested in the future of legal sports wagering in New York. And

witnesses will address questions of constitutionality associated with online gambling; the experiences of other states, including New Jersey, that have implemented mobile sports betting; potential revenue and job creation from legalized sports wagering; services needed to address problem gambling, and other pertinent issues, the senator said, adding that much of the witness testimony will specifically address Senate Bill 17/Assembly Bill 6113, sponsored by Addabbo and Assemblyman Gary Pretlow (D-Mt. Vernon), chairman of the Assembly Committee on Racing, Gaming and Wagering. The legislation establishes a regulatory framework for legalized sports betting, including a mobile component, at four approved upstate casinos in New York State.

“I had hoped the newly-enacted New York State Budget would have included authorization for mobile sports betting, but agreement could not be reached by the April 1 deadline,” said Addabbo, chairman of the Senate Committee on Racing, Gaming and Wagering. “I continue to believe online wagering will create new jobs for state residents and provide a significant source of state revenue to fund education and other vital programs.”

NY AG Launches Facebook Investigation

“It is time Facebook is held accountable for how it handles consumers’ personal information,” Attorney General James said.

By Forum Staff Authorities are looking into Facebook’s recent unauthorized collection of 1.5 million Facebook users’ email contact databases, NY Attorney General Tish James announced on Thursday.

While Facebook claims that 1.5 million contact databases were directly harvested by its email password verification process for new users, the total number of people whose information was improperly obtained may be hundreds of millions, James said.

According to the AG’s Office, email verification is a standard practice for online services such as Facebook. Typically, when a consumer signs up to a new service, they are asked to provide an email address, where they then receive an email with a link to verify that the email account belongs to them. Facebook’s procedure requested certain users to hand over their password to their personal email account. Additionally, reports indicate that Facebook proceeded to access those user’s contacts and upload all of those contacts to Facebook to be used for targeted advertising. While Facebook has admitted that 1.5 million people’s contact books were directly harvested, the total number of people whose contact information was improperly obtained by Facebook may be significantly higher, as people can have hundreds of contacts stored on their contact databases.

“It is time Facebook is held accountable for how it handles consumers’ personal information,” James added. “Facebook has repeatedly demonstrated a lack of respect for consumers’ information while at the same time profiting from mining that data. Facebook’s announcement that it harvested 1.5 million users’ email address books, potentially gaining access to contact information for hundreds of millions of individual consumers without their knowledge, is the latest demonstration that Facebook does not take seriously its role in protecting our personal information.”

Life Sentence for Centerville Slay

By Forum Staff A Brooklyn man has been sentenced to up to life in prison for the strangulation death of his estranged girlfriend, who had an active order of protection against him, Chief Assistant District Attorney John Ryan, on behalf of Queens DA Richard Brown, announced on Tuesday.

Jerome Rivers, 54, was convicted last month of second-degree murder and criminal contempt. He was sentenced to an indeterminate term of 25 years to life in prison.

According to trial testimony, Gia Pender, 50, had a turbulent relationship with Rivers, including multiple allegations of domestic abuse. On July 29, 2017, Pender had Rivers arrested in Brooklyn, on allegations of attempting to rape her, punching her, choking her and threatening to kill her. For that case, she was granted an order of protection that specified that Rivers was to stay away from her and from her residence.

According to trial testimony, on Sept. 28, 2017, Rivers was released from Rikers Island with the order of protection still in effect. Immediately after departing Rikers Island, Rivers contacted the victim and indicated that he had no place to go and asked to come to her residence in Ozone Park, to stay the night.

Before Rivers’ arrival, Pender told a neighbor “Jerome is coming over” and she handed the neighbor her wallet containing credit cards, PIN numbers and her identification. She told the neighbor, “If anything happens to me, give this to my mother.”

According to trial records, the following morning, on Sept. 29, 2017, at approximately 6 a.m., Rivers called 911 and stated that he awoke to the sound of a “thump” and that he found the victim on the kitchen floor. First responders and police arrived at the Centerville Street apartment and made every effort to save Pender’s life, but she was declared dead at the scene. Rivers told police that he woke up to a “thump” and found her on the floor.

He claimed alternatively that “she choked on her own saliva” or that she “choked on food.”

According to trial records, an autopsy performed on the victim determined the cause of death was by manual strangulation. The victim had contusions and abrasions to her neck and chin and extensive hemorrhaging in the internal neck muscles, the rear of her tongue and her esophagus. The medical examiner testified that the injuries were consistent with manual strangulation, and not consistent with a fall, a medical issue or accidentally choking on saliva or food.

“Unfortunately, after being locked away for assaulting this victim and being barred from contacting her, the defendant was still not deterred. He committed the absolute worst outcome of domestic violence. He brutally killed his estranged girlfriend,” Ryan said. “For this horrific crime, the defendant will remain locked behind bars for the rest of his days.”

Prior to this arrest, Rivers had 66 misdemeanor convictions and was previously adjudicated a level 3 registered sex offender, the highest level. This was his fourth felony conviction.

EDITORIAL Stoop Dogs As we’ve noted before, there are times when our elected officials deserve kudos and congratulations in this space. And there are times when they deserve the polar opposite of kudos and congrats.

This week is one of those unique instances where the same elected officials deserve both.

Congratulations to Gov. Andrew Cuomo for signing legislation on Monday to ban offshore drilling in New York waters.

According to the governor, the legislation will bar the state from granting permits for drilling, or oil or gas exploration in offshore areas controlled by the State. The ban will protect New York’s waters and coasts by making it more difficult for oil and gas drilling to occur close to coastal New York, even in waters controlled by the federal government. In addition, the legislation prohibits the leasing of State-owned underwater coastal land that would authorize or facilitate the exploration, development, or production of oil or natural gas.

Cuomo said he signed the bill in direct response to the Trump administration proposal to open U.S. coastal areas to drilling. (Remember this sentence. It might be handy later.)

And kudos to State Attorney General

Tish James and her phalanx of attorneys who recently traveled to the U.S. Supreme Court for oral arguments before the nine justices regarding the multi-state lawsuit challenging the Trump administration’s decision to add a citizenship question to the 2020 census questionnaire.

However, we must also reprimand these experienced politicians. Here’s why: President Donald Trump on Monday decided to

add James and Cuomo to his lengthy list of Twitter targets; this time regarding the National Rifle Association.

“The NRA is under siege by Cuomo and the New York State A.G., who are illegally using the State’s legal apparatus to take down and destroy this very important organization, & others. It must get its act together quickly, stop the internal fighting, & get back to GREATNESS – FAST!”

Instead of ignoring this nonsense, Cuomo and James decided to bask in the national spotlight by releasing separate statements on the matter.

“President Trump: Since December 2012 there have been 2,029 mass shootings in the United States. 74,600 Americans have died from gun violence since you were elected. You have done nothing but tweet about it,” Cuomo said. “The scourge of gun violence is a national crisis plaguing our country and killing our children. It demands action. And action, Mr. President, requires true leadership. The only thing illegal is the gun lobby’s insurance scheme.

Unlike you, President Trump, New York is not afraid to stand up to the NRA. I will continue to fight for the children of this state. As for the NRA, we’ll remember them in our thoughts and prayers.”

James said she “is focused on enforcing the rule of law. In any case we pursue, we will follow the facts wherever they may lead. We wish the President would share our respect for the law.”

However tantalizing, Cuomo and James should have taken the high road and let Trump’s Twitter post land with a thud. Instead they stooped down to his level, where kudos and congratulations are foreign phrases.

Reputed Latin Kings Convicted in 2016 Attack on Rival in Jackson Heights

By Forum Staff Three reputed members of the Latin Kings gang have been convicted in the October 2016 brutal beatdown of member of a rival crew outside of a bar in Jackson Heights, Chief Assistant District Attorney John Ryan, on behalf of Queens DA Richard Brown, announced on Thursday.

Following a two-week trial, a jury last Wednesday convicted Michael Aragundi, 21, of Jamaica, Luis Mayancela, 23, of Astoria, and Luis Minchala, 28, of Jackson Heights of firstdegree gang assault, two counts of first-degree robbery, second-degree robbery and first-and second-degree assault.

Two other co-defendants—Jonathan Duy and Wilson Matute—previously pleaded guilty to second-degree attempted murder and are awaiting sentencing.

According to trial testimony, shortly after 1 a.m. on Oct. 29, 2016, Aragundi, Mayancela and several other Latin Kings members approached and attacked the then 24-year-old

watched to make sure the rival was beaten.

According to trial testimony, after fulfilling Minchala’s orders, the defendants fled the scene, leaving the victim bleeding in front of the bar. The wounded man—who had been stabbed a total of 11 times—was rushed to a nearby hospital and treated for injuries sus-

tained to his head, neck and other extremities.

Several of the lacerations also penetrated the victim’s arm, causing the man to suffer extensive pain and permanent nerve damage.

Ryan noted that on the eve of closing arguments in the trial, Minchala fled the jurisdiction and is currently being sought as a fugitive by the City Police Department’s Warrant Squad.

“The defendants cornered and attacked the victim in front of a bar. The victim sustained a series of severe stab wounds during the assault and continues to suffer from nerve damage as a result of the beating he endured.

After weighing the evidence presented at trial, a jury found the defendants guilty of gang assault and other crimes,” Ryan added. “This verdict reaffirms that gang violence is unacceptable and individuals who participate in gang attacks and other intolerable acts, will go to prison.”

Sentencing has been set for May 16, at which time Aragundi, Mayancela, and Minchala each face up to 25 years in prison.

Far Rockaway Woman Indicted on Animal Cruelty Charges

By Forum Staff A Far Rockaway woman has been indicted on animal cruelty charges for tossing a dog down the trash compactor of her seventh floor apartment building in January, Chief Assistant District Attorney John Ryan, on behalf of Queens DA Richard Brown, announced on Thursday.

Dominiqua Parrish, 29, was arraigned last Wednesday on a three-count indictment charging her with attempted aggravated cruelty to animals, second-degree criminal mischief and overdriving, torturing or injuring an animal. She was released on her own recognizance and ordered to return to court on June 26.

According to the charges, on Tuesday, Jan. 29, at approximately 2:50 a.m. inside of the defendant’s Beach 59th Street apartment building, Parrish was observed on video surveillance throwing a small, golden-haired dog into the hallway from her front door. She was further observed al-

Man Extradited from Guyana and Charged with 2011 South Richmond Hill Murder

By Forum Staff A former Jamaica resident has been extradited from Guyana to Queens to face charges in a December 2011 South Richmond Hill homicide, Chief Assistant District Attorney John Ryan, on behalf of Queens DA Richard Brown, announced on Thursday.

Troy Thomas, 33, who was indicted in 2012 for the slaying, was returned to the city from Guyana Thursday morning. Thomas was arraigned on an indictment charging him with second-degree murder. Thomas was remanded and ordered to return to court on June 13.

Thomas fled the five boroughs, but was tracked down and found living in Guyana, where he fought extradition, according to authorities.

Ryan said that Thomas “has been on the run for seven years, but today he is in our custody and will answer for the senseless killing of a 20-year-old man in South Richmond Hill, Queens, just before Christmas in 2011. The family of the victim deserves justice for their deceased loved one.

The defendant now faces a lengthy term of incarceration for his alleged actions.”

If convicted, Thomas faces up to 25 years to life in prison.

By Michael V. Cusenza With the signing of a long-term lease with JFK Air Cargo LLC to develop a stateof-the-art handling facility at John F. Kennedy International Airport, the State has launched the second phase of a multi-tiered cargo modernization plan at the travel hub, Gov. Andrew Cuomo announced Thursday.

According to the administration, the Port Authority Board of Commissioners authorized the 31-year lease agreement Thursday afternoon, a deal expected to bring $152 million in rentals and a $70 million investment by JFK Air Cargo. The Port Authority is contributing up to $13 million toward site preparation work and roadway improvements needed to complete construction, including a new truck “turn-around” that would allow additional traffic to enter and exit the North Cargo Area more easily. Located on 16.2 acres of property in the North Cargo Area, the new facility is expected to be completed in approximately two years.

Cuomo noted that cargo is essential to the economic health and vitality of the airport and the region, and a key component of his JFK Vision Plan. The airport handled about 1.4 million tons of cargo in 2018, making it one of the top seven airports in the United States in terms of cargo volume.

Across the region, the overall cargo business at the airport currently supports a total of nearly 78,000 jobs, $13.1 billion in sales and an estimated $6 billion in wages.

The new facility is expected to yield an estimated 200,000 tons of additional cargo, 5,400 regional jobs, more than $1.8 billion in sales and an estimated $660 million in wages.

Phase One of the cargo modernization effort was authorized by the Port Authority

board in 2017, with a long-term lease with Aero JFK II LLC for a 346,000-square-foot handling facility. The Aero JFK facility and the reconstruction of Taxiways CA and CB authorized by the 2017 vote are already in progress, Cuomo noted.

“New York’s nation-leading infrastructure investments are fundamentally transforming our economy, and the new JFK Airport will continue this unprecedented growth,” the governor added. “This new facility will generate significant economic output for the region, support thousands of good paying jobs and cement JFK Airport’s place as a national leader in air cargo operations.”

Last October, Cuomo unveiled an historic $13 billion plan promises to JFK and transform it into a modern 21st century hub, with best-in-class passenger amenities, centralized ground transportation options, and improved roadways. The record investment, which includes $12 billion in private funding, builds on the JFK Vision Plan that Cuomo unveiled in 2017. It calls for the overhaul of the patchwork eight disparate terminal sites in favor of two new terminal complexes on the north and south sides of the property. It also pledges to utilize vacant space and modernize on-airport infrastructure, the governor noted.

“We are transforming our state with record investments in infrastructure, and modernizing airports across New York,” said Lt. Gov. Kathy Hochul. “This new cargo facility will spur additional private investments and position JFK Airport as a major cargo handler. The upgrades to JFK Airport build on our efforts to improve the transportation network of this world-class facility, enhancing the traveler experience, increasing tourism, and growing the economy.”

NY in Better Fiscal Position than Projected: DiNapoli

By Forum Staff As the new fiscal year kicks off, the State finds itself in a good place, but it looks like the clear financial skies will soon give way to a gloomy economic outlook, Comptroller Tom DiNapoli noted in his recently released analysis of the State Fiscal Year 2019-2020 Enacted Budget.

“New York is beginning the new fiscal year in a better position than projected,” said DiNapoli. “However, continuing concerns regarding revenue volatility, the forecast for a slowing economy and detrimental federal fiscal policies leave open questions going forward. The recent addition to the Rainy Day Fund is a good first step toward building more robust reserves before the next economic downturn.”

The $175.5 billion FY 2019-2020 Enacted Budget includes actions to manage spending and generate nearly $1 billion in additional revenue this year, while providing increased funding for education, health care and mass transit, according to DiNapoli’s report. At the end of March, the Division of the Budget made the first deposit into the state’s rainy day reserves since 2015.

Enacted revenue actions are estimated to increase All Funds revenues by more than $5.4 billion by Fiscal Year 2022-2023, excluding off-budget actions related to the Metropolitan Transportation Authority DiNapoli noted. On-budget revenue actions include extension for five years of

Major public policy changes enacted with the budget include the establishment of a congestion pricing program in Manhattan’s Central Business District, no earlier than Dec. 31, 2020, sufficient to fund $15 billion for the MTA’s 2020-2024 capital

program. DiNapoli pointed out that many key decisions regarding this initiative, including toll levels, have yet to be determined.

Other highlights of the Enacted Budget, according to DiNapoli, include: • State aid for public schools for the 2019-20 school year is $27.9 billion, an increase of $1 billion, or 3.8 percent, over

the previous year and $44 million over the Executive Budget.

• The budget provides increases of $28.6 million for SUNY and $14.5 million for CUNY, compared to the Executive Budget.

Those changes include additional funding for educational opportunity programs and a 3.5 percent increase in per-student base operating aid for community colleges.

• Single-use plastic carry-out bags will be banned, with certain exceptions, for most retail stores effective March 1, 2020.

Cities and counties are authorized to adopt a 5-cent charge for paper bags used by such stores, with any resulting funds going to the state and localities that impose the charge to pay for programs encouraging use of reusable bags.

• The budget eliminates $59 million from the state’s primary general purpose municipal assistance program, Aid and Incentives for Municipalities, affecting some 1,300 towns and villages. County sales tax revenues where such municipalities are located are to be used to replace these lost payments.

Funding of $500,000 for the creation of an online database of economic development projects is provided. While this is a positive step toward enhancing muchneeded transparency for economic development spending, the budget does not require such a database or specify details as to how it should be structured or what type of information it should include.

Stringer Report Tracks ‘Severe Shortage’ of Playgrounds in the Five Boroughs

By Forum Staff There is a severe shortage of playgrounds in New York City, particularly in neighborhoods that have seen the fastest population growth, according to a report released on Saturday by City Comptroller Scott Stringer.

Access to playgrounds varies significantly across community districts, “State of Play: A New Model for NYC Playgrounds” notes, with some containing more than triple the number of playgrounds as others on a per child basis, and neighborhoods with the largest population of children — e.g. Richmond Hill, Corona, Bensonhurst, Borough Park, and Flatbush — having fewer than four NYC Parks playgrounds for every 10,000 children. And New York ranks 48th in playgrounds per capita among the 100 largest American cities; which, according to Stringer, is evidence that the City has not sufficiently invested in recreational facilities and failed to anticipate, prepare, and respond to shifting demographics.

Additionally, conditions at hundreds of NYC Parks playgrounds were found to be substandard during their latest inspections. In 2018, inspectors found that 521 NYC Parks playgrounds had at least one hazardous feature that required “immedi-

ate attention.” These included 807 “Priority 2 Hazards” that “present the chance of slight to moderate injury” and 29 “Priority 1 Hazards” that “present the chance of lifethreatening or debilitating injury.”

Stringer called on NYC Parks to prioritize playground maintenance to ensure hazardous conditions are addressed through increased funding for maintenance and operations. These budget increases should be consistent with proposals outlined by

the Play Fair Coalition — a consortium of more than 100 community-based organizations as well as NYC Parks employees.

The comptroller also outlined recommendations for reform in “State of Play,” including calling on the City to build 200 new playgrounds in the next five years. Many of these new facilities would be built through Stringer’s newly envisioned “Pavement to Playgrounds” program — a proposed partnership between NYC Parks, the City De-

partment of Transportation, local nonprofits, and community boards — to construct playgrounds and plazas on lightly used residential blocks. Other recommendations from the report include dramatically expanding the successful “Schoolyards to Playgrounds” program; increasing resources for NYC Parks maintenance; developing stronger protections for “Jointly Operated Playgrounds” on City Department of Education property; and ensuring that playgrounds are designed to serve a wide range of ages to better promote learning, playing, and socializing.

“Playgrounds are essential public spaces, offering children a place to socialize, learn, be active, and exercise their imaginations. They are also spaces for children and families to meet their neighbors and develop strong bonds. But our findings reveal stark disparities in access to these critical public spaces in New York City,” Stringer added. “That’s why our City needs to overhaul the planning, construction, and maintenance of our playground system. We can make a major impact on the lives and health of New York City children by substantially expanding the number of playgrounds in neighborhoods that are in dire need of these spaces, while also ensuring they are well-maintained and safe for every child.”

By Michael V. Cusenza Anti-Semitic assaults doubled in 2018, while attacks against Jews and Jewish institutions across the country remained at near-historic levels, the Anti-Defamation League announced this week.

The ADL’s annual Audit of Anti-Semitic incidents, released on Tuesday, tracked a total of 1,879 attacks in 2018, the thirdhighest year on record since the international Jewish non-governmental organization started tracking such data in the 1970s.

According to the report, there were 39 anti-Semitic assaults last year, marking an increase of 105 percent from the 19 incidents reported in 2017. Those incidents affected 59 victims, up from 21 in 2017, and include the 11 fatalities and two injured congregants in the attack at the Tree of Life synagogue in October in Pittsburgh.

Additionally, 1,066 incidents of antiSemitic harassment were reported to ADL last year, a 5-percent increase from 1,015 in 2017, and a 48-percent increase from 721 in 2016; and 774 incidents of anti-Semitic vandalism were recorded in 2018, down 19 percent from 952 in 2017, but up 52 percent from 510 in 2016.

The ADL pointed to “a dramatic surge in white supremacist propaganda activity nationwide” as the major reason for the staggering upward trend over the last three years.

“We’ve worked hard to push back against anti-Semitism, and succeeded in improving hate crime laws, and yet we continue to experience an alarmingly high number of anti-Semitic acts,” ADL CEO and National Director Jonathan Greenblatt said. “We unfortunately saw this trend continue into 2019 with the tragic shooting at the Chabad synagogue in Poway. It’s clear we must remain vigilant in working to counter the threat of violent anti-Semitism

and denounce it in all forms, wherever the source and regardless of the political affiliation of its proponents.”

The League also noted that anti-Semitic incidents took place in nearly every state across the country but, consistent with prior reports, the states with the highest number of incidents tend to be those with the largest Jewish populations. These include California (341); New York (340); New Jersey (200) and Massachusetts (144).

Combined, these states accounted for more than half of the total incidents in the United States.

In response to the historic rise in incidents, the ADL made these policy recommendations this week: • Congress should hold additional hearings on the increase in hate crimes, the rise of extremist groups and proliferation of their propaganda, and support legislation, including the Domestic Terrorism Prevention Act, which calls on the federal government to improve coordinated responses and collect data on domestic terrorism.

• Policymakers must support efforts to provide law enforcement officials with the tools and training they need to prevent and effectively respond to hate crimes. Federal, state and local law enforcement agencies should also improve their procedures for responding to and reporting hate crimes.

• School districts should promote antibias and bullying prevention programs in elementary and secondary schools. University leadership should respond firmly and forcefully to anti-Semitic acts on college campuses, including incidents that target Jewish students because of their actual or perceived support of the state of Israel.

Congress, the U.S. Department of Education, state legislators and mayors should increase funding to promote an inclusive school climate and for anti-bias education and hate-crime prevention.
