Ulrich Hosts Commemorative Ceremony in Rockaway 100 Years after First Transatlantic Flight

By Forum Staff City Councilman Eric Ulrich (R-Ozone Park) recently hosted a commemorative ceremony at the Rockaway Coast Guard Station, complete with a military flyover, to celebrate the 100th anniversary of the world’s first transatlantic flight.

Contrary to popular belief, national icon Charles Lindbergh was not the first man to fly across the Atlantic Ocean.

Five members of the U.S. Navy and the first U.S. Coast Guard pilot were the first to fly across the Atlantic—and their journey began right here in The World’s Borough. On May 8, 1919, three Navy seaplanes took off from Jamaica Bay, and, after a series of stops, one of those planes landed in Lisbon, Portugal.

“When I learned about the long forgotten story behind the world’s first transatlantic flight, I knew we had to bring the story out from behind history’s shadow,” Ulrich said last Wednesday.

Joined by members of the armed forces and relatives of the original flight crew, Ulrich unveiled a new street sign at Beach 169th Street at Rockaway Point Boulevard, which was co-named “US NAVY SEAPLANE DIVISION ONE WAY” in honor of the historic event.

“Thank you Councilman Ulrich for your tremendous leadership and for pulling this event together to truly commemorate what is not only a historic event for the Navy, for the Coast Guard [and for] New York City—but [also] for our nation and the world,” said U.S. Coast Guard Captain Jason Tama.

Additionally, in partnership with the Queens Historical Society and the Rockaway Artists Alliance, earlier this month, Ulrich announced a special month-long exhibit commemorating the flight. The exhibit, which was funded by Ulrich with a $7,000 grant, is free and open now through Sunday, June 2, at the T7 Gallery in Fort Tilden.

“Despite making national headlines, the world’s first transatlantic flight is an often forgotten piece of American history,” Ulrich added. “I encourage all of my constituents to check out the exhibit honoring a local legacy that has been lost for far too long.”

City has Spent Only 54 Percent of Nearly $15B in Federal Sandy Aid: Report

Cusenza As of March 31 of this year, the City had spent only 54 percent of a combined $14.7 billion in federal Superstorm Sandy funding, including money allocated to repair infrastructure, help homeowners recover, and implement large-scale resiliency projects, according to a searing new report released on Thursday by City Comptroller Scott Stringer.

In “Safeguarding our Shores: Protecting New York City’s Coastal Communities from Climate Change,” NYC’s fiscal watchdog details what he has characterized as the imminent threat posed by rising sea levels and the City’s slow pace of investment on essential resiliency projects. Of $10.3 million in Federal Emergency Management Agency funds designated towards repairing and improving components of the public infrastructure of the five boroughs, the City has spent only 44 percent of available funds, including just 20 percent of funds allocated to NYC Health + Hospitals. Additionally, just 41 percent of funds allocated to the New York City Housing Authority, and 57 percent of funds allocated to the School Construction Authority, have been spent.

By Michael V. Cusenza A Richmond Hill pharmacist and a pharmacy technician have been charged with knowingly filling forged prescriptions for opioid painkillers and illegally selling additional pills in exchange for cash, the City Special Narcotics Prosecutor announced Tuesday.

Pharmacist Victor LaPerla, 64, and technician Bianca Martinez, 33, who worked at Dale Pharmacy & Surgical, Inc. on Jamaica

Avenue, were nabbed Tuesday morning on charges contained in a 35-count indictment, including conspiracy, criminal sale of a controlled substance, criminal sale of a prescription for a controlled substance, and criminal possession of a forged instrument.

According to City Department of Correction records, LaPerla’s bail has been set at $100,000 or $250,000 bond. As of Wednesday afternoon, the Plainview, N.Y. resident remained in custody in

the Manhattan Detention Complex. Martinez’s bail has been set at $25,000 cash or $50,000 bond.

The Brooklyn resident remained in custody on Rikers Island.

According to SNP Bridget Brennan, between March 2013 and May 2018, LaPerla and Martinez allegedly filled more than 855 oxycodone 30 mg prescriptions purportedly issued by two physicians. These prescriptions were all paid for in cash, as were approximately 90 percent of all oxycodone 30 mg prescriptions filled by the pharmacy during that timeframe. The two doctors reported to the U.S. Drug Enforcement Administration that prescriptions in their names had been forged and the investigation revealed that their prescription pads had been stolen. The approximately 158,000 highly addictive oxycodone 30 mg pills dispensed as a result of the phony scripts would have carried a black market street value of between $2 million and $4 million.

Stringer said he’s calling on the federal government to cut red tape and streamline the flow of disaster aid dollars and is urging the City to accelerate the pace of spending on resiliency infrastructure and implement new strategies to protect all coastal communities. For example, just one program covered by FEMA-Public Assistance reimbursement—the City’s Rapid Repair program—required the City to produce 100 million pages of documentation to the federal government. The City also has been obligated to initiate as many as 12,841 environmental reviews to access Community Development Block Grant-Disaster Recovery funding, each of which take time and help slow down the pace of City spending of federal dollars, according to the comptroller.

“It’s not a question of whether New York will be hit by another superstorm like Sandy, but when. Yet six years after Sandy hit, we still haven’t fully recovered and many of the City’s homes, businesses, schools and hospitals remain dangerously exposed to the next storm. We have to do more, and we have to do it now,” Stringer added. “Safeguarding our shorefront is not a priority we can kick down the road – it’s an emergency.

Lives are at stake, homes and businesses are on the line, and futures hang in the balance.

We need to act with the urgency that our climate crisis demands because time is not on our side.”

Cusenza The East Rockaway Inlet maintenance dredging project, in which sand dredged from the East Rockaway Inlet Federal Navigation Channel was used to re-nourish and restore Rockaway Beach between Beach 92nd Street and Beach 105th Street, has been completed, allowing for the re-opening of this stretch of beach this summer, officials announced on Tuesday.

This section of the beach was closed to the public last year because of significant erosion after back-to-back nor’easters in March 2018.

The New York District of the U.S. Army Corps of Engineers awarded a contract for $10.7 million to Weeks Marine (Cranford, N.J.) to perform needed maintenance dredging of the inlet. The City contributed $2.7 million to pump the sand two and a half miles farther west along Rockaway Beach in order to restore the section of the beaches that were shuttered last year.

According to officials, the work, which began in March, also restores and ensures safe passage for both commercial and recreational vessel traffic through East Rockaway Inlet. USACE removed approximately 348,000 cubic-yards of sand from the inlet.

In addition, the New York District is now in the process of receiving the final approvals from USACE headquarters for the Rockaway & Jamaica Bay Reevaluation Report.

This report will authorize the construction, at 100 percent federal cost, of new erosion control features (such as jetties or groins), additional beach-fill and reinforced dunes, as well as flood risk-reduction features on

both the Atlantic and bayside shoreline of the Rockaway Peninsula.

The plan also calls for increased beach berm with 1.6 million cubic-yards of sand for initial placement, the extension of five groins already in place and the construction of 13 new groins—all designed to help reduce the risk from future coastal storms and provide additional resiliency for the residents of the community.

City beaches will open for swimming starting on Saturday, May 25 and remain open through Sunday, Sept. 8.

“Getting tons of sand onto Rockaway Beach in time for summer—and avoid a repeat disaster of prime time beach closures—required every level of government to dig in deep. And using the sand from the East Rockaway dredge was a win-win plan because it keeps open a vital channel and all of Rockaway Beach,” said U.S. Sen. Chuck Schumer (D-N.Y.). “I fought hard to secure the extra money Army Corps needed to dredge, and pushed the plan to use that sand to shore up the most eroded parts of the beach, which were closed last season. Kudos to Mayor [Bill] de Blasio and the Army Corps for working together to fix for this situation. No one wanted to have another partial beach shutdown again this summer—and now we won’t.”

City Councilman Eric Ulrich (R-Ozone Park) added, “This is great news—not only for the residents of the Rockaways, but also for the local business owners who suffered because of last year’s beach closure. I am looking forward to a wonderful beach season where people from all over the city can enjoy Rockaway’s beautiful beaches.”

Cuomo Hails Expansion of Speed Camera Program

“Speed cameras work. It is just undeniable,” Gov. Cuomo said on Sunday.

By Michael V. Cusenza Governor Andrew Cuomo on Sunday signed legislation to reinstate the speed camera program in the five boroughs and expand the number of authorized school speed zones from 140 to 750. The bill also broadens the hours of the program to weekdays between 6 a.m. and 10 p.m.

The measure reinstates and expands a bill signed by Cuomo in 2013 authorizing the City to develop the program using camera technology to record and enforce speeding violations in school zones. Upon the program’s expiration in July 2018, and after the Republican-controlled Senate failed to extend the authority before the end of the legislative session, Cuomo signed an executive order that August declaring a state of emergency in New York City and reinstating the speed camera program. The order temporarily suspended the sunset provisions in the program legislation, providing the City with the authority it needed to implement it ahead of the school year.

The executive order also directed the State Department of Motor Vehicles to help the City implement the program in time for the 2018 school year. The DMV granted the City Police Department access license records, a crucial component of the speed camera system.

“Speed cameras work. It is just undeniable. They work on the numbers,” the governor said. “A person who gets hit by a vehicle going 30 miles per hour is twice as likely to die as a person hit by a car going 25 miles per hour. That five miles per hour

between 25 and 30 doubles the likelihood that the person will be killed. Just think about it. Since the speed cameras have gone in, fatalities in school zones have decreased 55 percent. So it’s common sense. It works.

We know it works. Why don’t you do more of it?”

Cuomo also noted that the new law mandates that the City prioritize placement of the cameras by speed and crash data. The bill also indicates that motorists will be notified that they’re entering a speed zone.

“There is no greater message on Mother’s Day than doubling down on our commitment to ensuring the safety of our students getting to and from school,” said Lt. Gov. Kathy Hochul. “No parent should have to question whether or not they’ll see their child again at the end of the day.

This legislation allows for the expanded operation of speed cameras around schools in New York City. Speed cameras are vital to monitor traffic and keep our students free from harm, helping to save lives.”

Assemblywoman Deborah Glick (DManhattan) added, “This bill is the culmination of several years’ work to ensure that all children, their caregivers, and school staff are protected against the dangers of speeding motorists as they travel to and from school. Since passing a demonstration program in 2013, locations with cameras saw speeding violations drop more than 60 percent and traffic fatalities drop by 55 percent. This session we were able to put children’s safety above political posturing and secure this hard-fought victory for pedestrian and cyclist safety.”

EDITORIAL Exit Stage Left No place on Earth does political theater like New York City. Well, maybe D.C. But that’s largely a product of mind-blowing dysfunction.

This week, we honor Hizzoner for a career in political stagecraft and recent contributions to the bureaucratic arena thinly disguised as press events to trumpet services and plans to protect the five boroughs and their nearly 9 million inhabitants.

First, Mayor de Blasio trekked up to Lincoln Medical Center in the Bronx to unveil the NYC Care card. An estimated 300,000 New Yorkers are currently ineligible for health insurance, including people who can’t afford insurance and undocumented immigrants, and will be able to enroll in NYC Care. The $100 million program—one of two major components of the City’s plan to guarantee health care for every New Yorker—will be fully implemented across all five boroughs by the end of 2020.

According to de Blasio, when the NYC Care card becomes available in the Bronx on Aug. 1, residents will be able to use their NYC Care card to receive their own doctor, get preventative screenings and tests, and connect to a 24/7 service to help make appointments.

Yes, you read that correctly. The card will be available in the Bronx nearly three months

from now. And the full NYC Care plan is scheduled to be implemented across the city by the end of next year.

So, why the May 2019 press conference for items that won’t be available for some time?

As ludicrous as it may sound, our mayor is most likely prepping a 2020 run for the White House. And events such as the one at Lincoln provide free publicity for progressive programming that de Blasio can point to as a faux accomplishment should he make his presidential aspirations official later this month.

This brings us to Monday, when the mayor gathered “supporters” and the press inside the lobby at Trump Tower. (The event was sched-

uled for outdoors, but the weather would not cooperate.) What was de Blasio doing at the Donald’s monument to affluence and excess?

Well he was wagging his finger threateningly, warning the President, his family, and his organization—via several dozen television cameras and smartphones—about the millions of dollars their properties will owe under new climate change legislation that requires large buildings in New York City to dramatically cut their greenhouse gas emissions.

“President Trump—you’re on notice,” de Blasio bellowed. “Your polluting buildings are part of the problem. Cut your emissions or pay the price.”

However, the painfully obvious campaign launch pad quickly found itself under siege by Trump supporters riding the infamous escalator, chanting and holding signs featuring such lighthearted observations as “Worst Mayor Ever.”

At one point, de Blasio simply could not ignore the noise.

“Clearly, the Trump Organization is a little sensitive to the fact that we’re calling them out for what they are doing to the climate and the way this building is a part of the problem,” he said, nervously. “But we will not back down.

We don’t back down in New York City, do we?”

We also don’t take kindly to politicians using us and our fair metropolis to produce sham press conferences for political gain.

De Blasio’s delusions of presidential grandeur are so ridiculous that even the vaunted satirical news organization, The Onion, recently ran a “story” boasting the headline: “De Blasio PAC Spends $30 Million Urging Candidate Not To Embarrass Self by Running.”

The post quotes fictitious PAC President Greg Zimmer as saying “We’ve launched a massive billboard campaign with slogans like ‘Jesus, Please Don’t Do This,’ ‘Come To Your Senses, Bill,’ and ‘No One Wants This.’”

Bronx Man Sentenced to up to Seven Years in Prison for Using Stolen Identity to by Lexus

By Forum Staff A Bronx man will go to prison for as many as seven years for using the stolen identity of another man to buy a luxury automobile.

“The defendant wanted to drive in style— without paying the price tag,” Acting Queens District Attorney John Ryan said on Thursday.

“Thanks to the defendant’s greed, the victim’s credit score dropped and affected his life in devastating ways.”

Josue Aguilar, 28, stole the victim’s identity, falsely impersonated the South Carolina man, and acquired a bank loan of more than $70,000.

The defendant did not make payments toward the purchase of the vehicle after taking the car into his possession.

Aguilar pleaded guilty in March to seconddegree larceny and Justice Barry Kron last week

Flushing Mom Pleads Guilty in Death of 13-Month-Old Daughter, Assault of Twin Son

By Forum Staff A 30-year-old Flushing mother has pleaded guilty to manslaughter in the death of her 13-month-old daughter and on an assault charge for injuries to the victim’s twin brother, Acting Queens District Attorney John Ryan announced on Thursday.

Tina Torabi was arrested in October 2018 on assault charges pertaining to her 13-monthold twin son, and last week on Thursday she was arrested and charged with second-degree manslaughter for the death of her 13-monthold twin daughter. Torabi pleaded guilty on the same day to second-degree manslaughter and first-degree assault.

Sentencing is set for May 30. The judge has indicated that he will sentence Torabi to four to 12 years on the manslaughter charge, and eight and a half years on the assault charge. The sen-

The 13-month-old male twin and his three older sisters were immediately taken to Cohen Children’s Medical Center where the baby boy was treated for numerous physical injuries, including multiple acute rib fractures, contusions on his lungs, an acute fractured pelvis, a visible healing bite mark, an acute tibia fracture, and an adrenal hemorrhage.

“Babies are defenseless,” Ryan said. “They rely on their parents to be their everything—for food and water, for care and love. The mother in this horrible case failed miserably. The defendant in this case grossly neglected to perform these duties.”

The medical examiner ruled Elaina’s death a homicide as a result of fatal child abuse syndrome.

NYPD Detective Admits to Assisting in Running Prostitution Ring in Queens, Brooklyn, and L.I.

By Forum Staff An NYPD detective will be sentenced to two to six years in prison when he returns to court on June 25 after admitting to his role in assisting in running a prostitution ring in Queens, Brooklyn, and Nassau counties, Acting Queens District Attorney John Ryan announced on Monday.

Brooklyn Vice Det. Rene Samaniego, 44, pleaded guilty to two counts of attempted enterprise corruption last week in satisfaction of two indictments. Samaniego will go to prison for his part in the operation of a complex prostitution ring and gambling rooms set up in beauty salons and other businesses between August 2016 and September 2018.

According to authorities, an investigation began in April 2015 when an anonymous tip came in to NYPD Internal Affairs that some police officers—active duty and retired—were involved in the illegal operation. Investigators then used courtauthorized wiretaps, surveillance, and other investigative tools

Samaniego went as far as to identify undercover officers working on the case by what they were wearing and their exact locations, thereby compromising not only the identity of the officers, but their safety and their lives as well, officials noted.

The intelligence supplied by Samaniego enabled the brothels’ operators to set up protocols for new clients so that undercover officers could be identified. Up to eight brothels were operating in locations on Liberty, Jamaica, and Onderdonk avenues in Queens, and other spots in Brooklyn and on Long Island.

the total amount of revenue generated by the marijuana industry.

• Authorize $250 million over five years for targeted investments in highway safety research to ensure federal agencies have the resources they need to assess the pitfalls of driving under the influence of THC and develop technology to reliably measure impairment.

• Invest $500 million across five years for the secretary of Health and Human Services to work in close coordination with the director of National Institutes of Health and the commissioner of Food and Drug Administration in order to better understand the impact of marijuana, including the effects of THC on the human brain and the efficacy of cannabis as a treatment for specific ailments.

• Maintains the Department of Treasury’s authority to regulate marijuana advertising in the same way it does tobacco advertising to ensure cannabis businesses cannot target children in their advertisements. The bill also allows the agency to impose penalties in the case of violations.

• Provides $100 million over five years to the Department of Justice in grants to encourage state and local governments to administer, adopt, or enhance expungement or sealing programs for marijuana possession convictions.

“For far too long, the impact of America’s repressive, archaic marijuana laws has been felt most heavily by people of color,” said Jeffries, chairman of the House Democratic Caucus. “This critical effort works to correct that injustice by providing $100 million toward expungement programs and creating an investment fund for people of color and female entrepreneurs who wish to enter the lucrative legal cannabis industry. Senator Schumer should be commended for his stalwart leadership in this regard.”

Legislation that would remove cannabis from the list of scheduled substances under the Controlled Substances Act—effectively implementing decriminalization at the federal level—has been reintroduced in Congress, Senate Minority Leader Chuck Schumer (D-N.Y.) and new House lead sponsor, U.S. Rep. Hakeem Jeffries (D-Queens and Brooklyn) announced on Thursday.

“It’s time to decriminalize marijuana, and this bill is a critical first step,” said Schumer, who first introduced the measure last year. “The Marijuana Freedom and Opportunity Act would give states the right to make their own choices when it comes to regulation; better equip all Americans, particularly communities disproportionately impacted by marijuana’s criminalization, to participate in the growing marijuana economy; and, by incentivizing sealing and expungement programs, provide Americans with low-level marijuana convictions the opportunity to move forward.”

According to Schumer and Jeffries, the act would: • Remove marijuana from the list of scheduled substances under the U.S. Controlled Substances Act of 1970, effectively decriminalizing it at the federal level.

When the CSA was enacted, marijuana was listed as a Schedule I drug, deeming it as dangerous as heroin and more dangerous than cocaine.

• Maintain federal law enforcement’s authority to prevent trafficking from states that have legalized marijuana to those that have not.

Last week we began a discussion about migraines, and told you what simple steps you could take around the house to help with this complex condition. Anyone who suffers from migraines or cares for someone that does, knows that these are not simply headaches.

Migraines are a complex condition of the nervous system that can markedly interfere with the time we spend with family and friends, our work, education and everyday life. In fact, over a 3-month tine span those with chronic migraines cannot function for an average of 63 days.

Experts say 1 in 7 Americans suffer from this condition, but only 36% of those people are ever properly diagnosed. And though many people feel that either stress or hormones are the culprits bearing responsibility for the attacks, but that simply is not true.

Migraines are instead, often inherited from the family gene pool like blue eyes and brown hair. That’s right. They’re genetic.

One of the most surprising facts about migraines is that most sufferers do not know what the root cause of this debilitating condition really is. But let’s start you out with one of the most basic of those truths––migraines are not headaches. Headaches are symptoms of migraines. Along with symptoms there are triggers and understanding the difference be-

tween causes and triggers is one of the keys to helping with getting the right treatment.

It is estimated that more than 20% of migraine sufferers will experience what is called an “aura” before the actual headache arrives.

Auras are sensations that signal a migraine is on the way. They can produce sensations like tingling in the face and arms or face, tunnel vision and difficulty in speaking.

Tracking what you eat and considering other environmental factors like the weather is crucial. Knowing what sets off your migraines and defining your personal threshold is essential in managing your condition.

We’re hoping that providing you with a list of the 15 most common triggers will give you an idea of just how varied these factors are and help you to recognize what is happening with your condition. Perfume, alcohol, eye strain, food allergies, incorrect prescription glasses, menstruation, weather, stress, seasonal allergies, depression, sugar and sugar alternatives, cigarette smoke, dieting , bright lights, and finally disturbed sleep.

Get out a pen and paper and track what happens after one or more of these triggers induces an episode. Tracking is a great method for you to get started on healing your headaches .

Borough Hall Set to Host Town Hall on Gun Violence

By Forum Staff Borough Hall is set to host a town hall on gun violence in Queens on May 30 at 6 p.m., Borough President Melinda Katz and Public Advocate Jumaane Williams announced on Tuesday.

According to the elected officials, the summit will be a boroughwide open public forum for community groups, city agencies and law enforcement to discuss how to disarm violence in our communities, and to address gun violence as the public health crisis that it is—one that continues to impact youth, families and communities with devastating consequences.

According to City statistics, crime has dropped dramatically across Queens in recent decades, with both Patrol Borough Queens North and Patrol Borough Queens South having seen murders decline by more than 75 percent since 1990.

However, families are still losing loved ones to gun violence — either as the victim of a shooting or the perpetrator — every day. Through April, there were 43 reported shootings across Queens this year. Patrol Borough Queens North saw 18 of those shootings, up from seven through the first four months of 2018.

Despite the recent increase in shootings in some areas, the city has seen a precipitous decline in gun violence since the 1990s, which has been made possible

in part because of the dedicated work of community-based anti-violence and youth support organizations across the borough — groups that strive to deconstruct the normalization of gun violence across neighborhoods. The May 30 Town Hall will stress the importance of empowering and assisting gun violence prevention efforts proven to save lives and strengthen

communities on a daily basis, Katz and Williams noted.

“We cannot cure the epidemic of gun violence solely through policing and locking up those who run afoul of the law,” Katz added.

“If we’re serious about ridding our society of the scourge of gun violence everywhere, we must deconstruct the normalization of gun violence. It is imperative that as a city, we di-

rect our collective focus toward prevention through the promotion of peace and intervention, as well as increasing resources to investigate and prosecute those who traffic guns into our communities. At this borough-wide public forum, we will hear from leaders in government, law enforcement and dedicated community-based organizations throughout Queens on strategies that successfully steer our young people away from gun violence and toward paths of empowerment.”

Williams said, “We see the realities of horrific gun violence every day, on our screens and in our streets. Combating this pandemic means implementing strategies at all levels of government and in partnership with community groups doing the hard work of violence prevention and intervention on the ground.”

To that end, representatives from groups such as 696 Build Queensbridge, Fathers Alive in the Hood (F.A.I.T.H.), King of Kings Foundation, LIFE Camp, Inc., Rock Safe Streets – A Sheltering Arms Program and Transitional Services for New York, Inc. will discuss the successful initiatives that encourage people to be positive influences in their communities—strategies that, according to Katz and Williams, are helping to move forward a boroughwide priority on combating gun violence.

By Forum Staff A Brooklyn man has been charged with attempting to lure two young girls—in separate incidents—into his car as they walked the streets of Flushing and Corona, Acting Queens District Attorney John Ryan announced on Friday.

Eddie Rodriguez, 42, was arraigned on Friday on a criminal complaint charging him with endangering the welfare of a child, public lewdness, fourth-degree grand larceny, and three counts of second-degree harassment. Bail was set at $55,000. As of Wednesday, Rodriguez remained on Rikers Island.

According to the charges, at approximately 6:30 p.m. on Monday, May 6, Rodriguez— while driving a Gray Nissan—pulled up next to the 12-year-old victim walking along Van Cleef Street in Corona, and began asking her for directions to a nearby hospital. During the course of the conversation, Rodriguez allegedly said that his phone did not work and asked to borrow the girl’s phone.

Shortly after receiving the phone from the victim, Rodriguez allegedly ordered the girl to get into his car, to which she refused. As the victim retrieved her phone from him, Rodriguez

allegedly began manipulating his exposed penis in front of her.

On April 4, a month prior to the Corona incident, Rodriguez allegedly drove up to a 14-year-old girl walking in the vicinity of 156th Street and 43rd Avenue in Flushing shortly before 3 p.m. and asked to use her phone. As the teen attempted to help Rodriguez, he allegedly snatched the victim’s phone out of her hand.

When she approached Rodriguez’s vehicle in an effort to get it back, he allegedly stroked his exposed penis and refused, saying “when I finish.” Rodriguez allegedly continued and then returned the phone to the teenager.

Rodriguez was subsequently apprehended last Thursday after pictures of his vehicle were circulated to the media.

“Every single person—especially children—should feel safe and secure walking alone in our neighborhoods. But the defendant in this case is alleged to have pursued the girls in his car, asked for directions all while fondling his exposed genitals,” Ryan said. “This kind of lewd and abhorrent behavior is unacceptable and caused the youngsters real fear.”

If convicted, Rodriguez faces up to a year in jail.

By Forum Staff The former head of a Far Rockaway-based nonprofit that provided services to children and young adults, and meals to individuals in need, has been indicted for allegedly stealing organization funds to pay for personal expenses, federal prosecutors announced on Friday.

A nine-count indictment was unsealed charging Semeo Doe, 57, the former executive director of the Action Center for Education and Community Development, Inc. in Arverne,

with embezzling, and conspiring to embezzle, hundreds of thousands of dollars from that charity for his personal use.

Doe was also charged with aggravated identity theft, wire fraud and wire fraud conspiracy in connection with misrepresentations he made to the City Department of Youth and Community Development.

According to the indictment, between 2010 and May 2019, Doe allegedly embezzled hundreds of thousands of dollars of Action Center funds to pay for international vacations, jewelry, luxury cars and cosmetic surgery. As part of the scheme, he also caused Action Center to submit reimbursement requests for costs that were not incurred — including financial compensation for two employees for work allegedly performed after their deaths. Doe concealed his scheme in part by forging the signatures of Action Center employees on checks he had issued in the employees’ names, and then endorsed the checks and deposited them into his personal bank account.
