Bipartisan Opioid Crisis Legislation Would Limit Initial Painkiller Prescriptions to Seven Days

By Forum Staff A bipartisan bill recently introduced in the Senate would confine the supply of initial opioid prescriptions for acute pain to seven days, U.S. Sens. Kirsten Gillibrand (D-N.Y.) and Cory Gardner (R-Colo.) announced on Friday.

The John S. McCain Opioid Addiction and Prevention Act, named after the late Arizona senator who was the Republican lead of the measure last Congress, would create a seven-day prescription limit for opioids so that no more than a seven-day supply may be prescribed to a patient at one time for acute pain, such as a wisdom tooth removal or a broken bone. This would help restrict the excess supply of opioids and help minimize the risk of abuse, according to Gillibrand and Gardner, who also pointed out that the proposed law’s prescription limit would not apply to the treatment of chronic pain; pain being treated as part of cancer care, hospice care, or other end-of-life care; or pain treated as part of palliative care.

Additionally, the bill would help reduce the amount of excess opioids by requiring medical professionals, as a part of their Drug Enforcement Agency registration, to certify that they will not prescribe an opioid as an initial treatment for acute pain in an amount that exceeds a seven-day supply. Medical professionals would also have to certify that they would not provide a refill. Under current federal

law, a medical professional must register with the DEA in order to be allowed to prescribe a controlled substance in the United States. This registration must be renewed every three years.

By Michael V. Cusenza With March comes Madness—and Problem Gambling Awareness Month, State Sen. Joe Addabbo, Jr. (D-Howard Beach), noted on Thursday.

The chairman of the Senate Committee on Racing, Gaming and Wagering also detailed on Thursday the three pieces of legislation related to problem gambling that he has introduced in Albany’s Upper Chamber: S.1978, which passed the Senate last month, would establish a legislative task force on responsible gaming; S.1977, which has been referred to the Senate Committee on Alcoholism and Substance Abuse, would require the State Office of Alcoholism and Substance Abuse Services to develop a problem gambling education program that all individuals must complete before their removal from any self-inclusion list; and S.1979 would prohibit individuals under the age of 21 from gambling. The organization Youth Gambling International found that young adults from 18 to 21 are three-times more likely to have problems associated with gambling. This measure is currently in the Senate Committee on Racing, Wagering and Gaming.

“Problem Gambling Awareness Month serves as a reminder that gambling addiction is real and requires effective resources to educate, support and treat individuals,” Addabbo added. “With March Madness upon us, we want to inform the public about problem gambling. Every year during March Madness there is a spike in both gambling and gambling addiction helpline calls. I continue my steadfast commitment to manage gaming responsibly in New York.”

Additionally, a coalition of NY’s Gaming Commission, State agencies, retailers, and commercial casino operators recently announced the launch of March initiatives to generate awareness and remove the gambling addiction stigma throughout New York. Another valuable resource, according to Addabbo, is New York’s (877) 8HOPE-NY addictions support and referral service; text option: HOPENY (467369).

“The expansion of gaming in NYS, including Resorts World Casino in my district, demonstrates the importance of local jobs, educational funding, economic growth and also the need for educational programs that can help better inform our citizens of gambling addiction,” the senator said.

“It is vitally important that we continue to provide a safe racing, gaming and wagering environment in New York.”

Gaming in the Empire State is on the precipice of expanding exponentially. In May 2018, the Supreme Court lifted the federal ban on sports betting. Meanwhile, Gov. Andrew Cuomo recently announced that the State is facing an unexpected $2.3 billion shortfall, in addition to the $3 billion deficit NY was already facing going into next year.

“Now more than ever it makes sense to legalize sports betting to help fund essential programs by bringing in additional revenue,” Addabbo said last month. “We should act now to create new wagering opportunities, including mobile and online betting, to help close the gap.”

Oftentimes, the first over-prescription spurs the devastating path of addiction,” Gardner said. “Over-prescriptions for pain management have allowed the opioid crisis to hit every corner of our communities, and this common-sense legislation establishes the appropriate protections to help prevent addiction in the first place.”

According to the U.S. Centers for Disease Control and Prevention, there are nearly two million Americans misusing prescription opioids; and each day, 41 people die from an overdose related to these painkillers. The CDC also found that in 2017, 68 percent of drug overdose deaths involved an opioid.

Cusenza An annual day of revelry and levity quickly pivoted to a sobering scene complete with explosive ordnance technicians and City Police Department brass after an abandoned bag with the message “Bomb is inside here mother f*****” scrawled on it was discovered on Sunday, St. Patrick’s Day, on Cross Bay Boulevard near 157th Avenue in Howard Beach, according to NYPD officials.

“The gray suitcase had writing on it…with black wires protruding out of it,” Capt. Michael Edmonds, executive officer of the 106th Precinct, told The Forum. “We had to shut traffic down and evacuated a two block radius. My Bomb Squad came and the suitcase was empty. We have a picture of the guy dropping the suitcase and my squad is investigating.”

While the mysterious bag, its ominous warning, and law enforcement’s response certainly sent anxiety levels skyrocketing, no injuries were reported. The investigation is ongoing.

Ulrich Calls for Banks to Quit at Rally outside DHS Commissioner’s Brooklyn Home

Cusenza City Councilman Eric Ulrich (R-Ozone Park) led a rally Monday night in front of Department of Homeless Services Commissioner Steven Banks’ Brooklyn residence, calling for the de Blasio administration official to resign his post because the Big Apple’s homelessness crisis has only mushroomed and metastasized on Banks’ three-year watch.

“Steven Banks is the worst DHS commissioner in New York City history. Tonight, more than 60,000 men, women and children will be sleeping in a City shelter— and thousands more on the streets and subways,” Ulrich said. “Creating new shelters has done nothing to address the homeless epidemic.

We need real permanent housing programs for the people who need it most.”

The judge presiding over the case against Lewis, 22,

surprisingly declared a mistrial in November due to a hung jury after the panel completed just its first full day of deliberations but ultimately could not produce a finding.

“After deliberating for the entire day we are split. It doesn’t seem like we can make progress. We feel that we have exhausted all of our options,” the jury wrote in a note to Judge Michael Aloise.

Defense attorneys for Lewis subsequently asked that a mistrial be granted.

“I’m inclined to agree, even though it’s only been a day-and-a-half,” Aloise responded. “There were extensive deliberations. They covered issues central to the debate.”

Karina Vetrano’s mom, Catherine, who did not take the witness stand in the first trial, testified on Tuesday.

According to the New York Post, sparks flew during cross examination. One of Lewis’ lawyers referred to the victim as “Katrina.”

“Excuse me, her name is Karina,” Catherine Vetrano corrected defense counsel.

Karina Vetrano, 30, was jogging alone in Spring Creek Park at approximately 5 p.m. on Tuesday, Aug. 2, 2016, when she was allegedly confronted by Lewis, who beat, sexually assaulted, and strangled her, according to the charges. Vetrano’s body was discovered by her father later that night lying in a marshy area, approximately 15 feet from a trail near 161st Avenue and 78th Street in the federal green space.

They are a bunch of poverty pimps in this city, and the mayor is perfectly fine with that.”

On Monday night, de Blasio appeared on “Inside City Hall” on Spectrum News NY1. Host Errol Louis asked the mayor about Ulrich and his use of “poverty pimps.”

“He should be ashamed of himself for saying that,” the mayor said of Ulrich. “It is a very nasty, divisive phrase that denigrates the work of organizations that are trying to help people. I mean, one of the leading providers of shelter is Catholic Charities. Is he accusing them with that phrase?... [T]he organizations that do that work are doing something really wonderful…So, no, we’ve got to be respectful of them and respectful of the people trying to help them.”

Etienne scammed $20,000 from his 90-year-old victim.

By Forum Staff A Brooklyn con artist has been convicted at trial of swindling $20,000 from a then-90-year-old California man, Chief Assistant District Attorney John Ryan announced on Friday on behalf of Queens DA Richard Brown.

Following a nearly two-week-long trial, a jury convicted George Etienne, 27, on Thursday of third-degree criminal possession of stolen property and second-degree criminal possession of a forged instrument.

Etienne claims to be a member of the Sovereign Nation and not subject to the laws of New York State; however, Acting Queens Supreme Court Justice John Zoll, who presided over the trial, set sentencing for March 28. At that time, Etienne faces up to seven years in prison.

According to trial testimony, in November 2017, victim, who resides in California, was contacted by phone by someone pretending to be his grandson. The caller stated that he had struck a woman with his car and was being held in jail. Switching to a disguised voice, or a second individual got on the phone with the then-90-yearold victim and identified himself as the grandson’s lawyer. This voice instructed the victim to put $20,000 in cash within the pages of a magazine and mail the money via FedEx to a fictitious name and provided an address in Glendale. The elderly man was also told not to require a signature for receipt of the package.

address he was given. Per the caller’s additional instructions, the victim did not tell any family members about the car incident or that his grandson was in jail. The victim testified in court via closed-circuit TV that he would have done anything to help his grandson. The man, who is now 91, was not able to travel to Queens for the trial, as he is in poor health and has a heart condition.

The man’s wife also suffers from Alzheimer’s disease and he could not leave her.

Etienne waited outside the Glendale address the following day, according to trial testimony, and approached the FedEx driver when he arrived in the neighborhood.

Etienne requested the package and showed the deliveryman a Pennsylvania driver’s license featuring a fictitious name along with a Pennsylvania address. The FedEx worker refused to turn over the package and placed it through a slot at the house to which the mail was addressed.

Etienne then waited for the driver to leave and subsequently knocked on the door of the home. Etienne told the person at the home that a package for him was delivered to the address by mistake and the resident gave him the package.

According to trial records, police officers from the 104th Precinct were in the area and happened to observe Etienne retrieve the package from the residence.

Etienne was stopped by the officers and he presented the phony ID; the cops recognized that it was a fake and took him into custody, along with the package.

“The defendant is going to prison now for this loathsome con game,” Ryan said.

DOE Gets Failing Grade on Bullying

Delays in reporting complaints could leave a student subject to more bullying, Comptroller DiNapoli noted.

By Forum Staff The City Department of Education was not doing enough to report incidents of bullying, harassment, and discrimination as required by the State’s Dignity for All Students Act, according to an audit recently released by State Comptroller Tom DiNapoli.

Complaints of student-to-student bullying, discrimination, and harassment in city schools are supposed to be entered into the DOE’s online database within 24 hours. Any incidents that DOE determines are material DASA-related incidents of bullying, discrimination, or harassment based on differences of gender, race, ethnicity, sexual orientation, gender identity or other qualities, are to be reported annually to the State Department of Education, the comptroller noted. While officials at the schools visited by DiNapoli’s auditors said the reporting system itself can be challenging, the audit found many errors in identifying such incidents and evidence of significant underreporting that could be corrected through better training.

During visits to 25 schools, DiNapoli’s auditors found that incidents were not always recorded in DOE’s database because staff differed on when something had to be reported. For example, staff at some schools told auditors that incidents were only reported if there was a physical fight, that behavior had to occur three times to qualify as bullying, that an incident might be minimized to protect a college-bound student and that only certain incidents were reported because recording all the incidents between students was too onerous.

The audit also found DOE maintains conflicting guidelines on what constitutes bullying. The agency’s Discipline Code says bullying is “a pattern of behavior,” while the Commissioner’s Regulations state bullying

may be “a single verified incident or a series of related verified incidents.” This has resulted in an inconsistent understanding among staff, which influenced incident reporting, DiNapoli noted.

Additionally, incidents recorded in DOE’s online database were often recorded late, according to the audit. About one-fifth of the 752 recorded complaints at the 25 schools examined in the analysis were not entered on time. Some were entered as much as 56 days after the incident occurred. Delays in reporting complaints could leave a student subject to more bullying, DiNapoli posited.

For school year 2015-2016, DOE did not report any material incidents to SED for 670 of 1,600 schools; and in 2016-2017, it did not report any material incidents for 570 schools.

Moreover, in both years, DOE did not report any material incidents at 387 of those schools. Among the schools with no reported incidents for three years running are some of the City’s largest, according to the audit.

DOE’s annual survey of parents, teachers and students in grades 6 through 12 seems to contradict the absence of incidents, auditors noted. At some schools with no reported incidents, a significant number of students responded to the survey that harassment, bullying and intimidation occurred “Most of the time” or “Some of the time.”

DiNapoli’s audit offered several recommendations, including that the DOE: proactively identify schools at risk of underreporting incidents or incorrectly categorizing incidents as “other” and take corrective actions; make the Discipline Code’s definition of bullying consistent with the definition in the Commissioner’s Regulations; and require more frequent training of staff to recognize and understand incidents of bullying, harassment and discrimination and how to properly record them.

EDITORIAL In the Arena If you’ve followed this space at all you’d know that we’re fans of President Theodore Roosevelt’s “Citizenship in a Republic” speech—it would come to be known as “The Man in the Arena.”

According to Erin McCarthy, in addition to touching on topics such as “his own family history, war, human and property rights, the responsibilities of citizenship, and France’s falling birthrate, Roosevelt railed against cynics who looked down at men who were trying to make the world a better place. ‘The poorest way to face life is to face it with a sneer,’ he said. ‘A cynical habit of thought and speech, a readiness to criticize work which the critic himself never tries to perform, an intellectual aloofness which will not accept contact with life’s realities—all these are marks, not ... of superiority but of weakness.’

Incredibly, the portion of the address that drew the loudest and longest applause was yet to come. It is from this famous paragraph that the entire speech derived its unofficial title: “It is not the critic who counts; not the man who points out how the strong man stumbles, or where the doer of deeds could have done them better. The credit belongs to the man who is actually in the arena,

whose face is marred by dust and sweat and blood; who strives valiantly; who errs, who comes short again and again, because there is no effort without error and shortcoming; but who does actually strive to do the deeds; who knows great enthusiasms, the great devotions; who spends himself in a worthy cause; who at the best knows in the end the triumph of high achievement, and who at the worst, if he fails, at least he fails while daring greatly, so that his place shall

never be with those cold and timid souls who neither know victory nor defeat.”

So, what do those stirring, invigorating, inspirational words have to do with us, here, in this hallowed space?

Earlier this month, City Council Speaker Corey Johnson, in his first State of the City address (delivered in Queens, natch), made the case for municipal command of buses and subways in the five boroughs.

His impressive speech was based on “Let’s

Go: A Case for Municipal Control and a Comprehensive Transportation Vision for the Five Boroughs,” Johnson’s 104-page report that outlines his idea for revolutionizing mass transit in NYC. He even created a new name for this new New York transit system: Big Apple Transit. BAT. “It’s time for the City to take back control of the subway and buses so that we can establish and implement our own transportation priorities,” Johnson demanded. “This report closely examines the problems associated with the current MTA governance structure and proposes a detailed plan, including proposed operating and capital budgets and new revenue streams, for a City-controlled entity to run our mass transit system. Recognizing that failures of government come from failures of accountability and responsibility, the report proposes three key elements for the new system: accountability, transparency, and oversight.”

Some have decried the idea. Others poked fun at it—and him.

We say, Good for you, Mr. Speaker. At least you’re trying to fix what’s wrong with the city we love. At least you’re making the effort. At least you’re willing to be the man “who is actually in the arena…”

By Forum Staff A Jamaica man has been convicted at trial of murder in the October 2016 stabbing death of his ex-girlfriend, whose bloodied body was discovered inside of her car days after she had been reported missing, Chief Assistant District Attorney John Ryan recently announced on behalf of Queens DA Richard Brown.

Following a nearly three-week-long trial, a jury last Wednesday convicted Qwantrell Gilliam, 43, of second-degree murder, tampering with physical evidence and fourthdegree criminal possession of a weapon.

Sentencing has been set for April 3, at which time Gilliam faces up to 25 years to life in prison on the murder conviction, plus additional time for tampering with physical evidence, Ryan noted.

According to trial testimony, at approximately 2:20 p.m. on Oct. 31, 2016, detectives from the 113th Precinct—acting on a missing person report—discovered the body of 43-year-old Dayo Corley inside of her parked car in the vicinity of 122nd Avenue and Lakeview Lane.

In Corley’s last moments she was brutally attacked, suffering multiple stab wounds and compression injuries to her neck and head.

There was blood splattered on the floor of the vehicle as well as on the driver’s seat, where Corley’s body was discovered. The victim’s cause of death was homicidal violence, including stab wounds to the neck, according to the Office of the Chief Medical Examiner.

According to trial records, Corley was last seen shortly before 1:45 a.m. on Oct. 29,

2016, leaving a hair salon on Merrick Boulevard. Phone activity then shows her traveling to the vicinity of Lakeview Lane and 122nd Avenue after speaking to Gilliam. Surveillance cameras captured Gilliam walking near 122nd Avenue, where the victim’s car was recovered. Gilliam is seen walking towards Lakeview Lane, shortly after 1:50 a.m. At approximately 2:30 a.m., Gilliam is seen again on surveillance video holding a knife, opening a bottle and pouring liquid over his hands and walking towards a nearby metal trash can, disposing of the murder weapon.

Furthermore, said Chief ADA Ryan, according to several witnesses who testified in court, Gilliam had been harassing Corley after their June 2016 break up via cell phone, and he had destroyed property belonging to her in the weeks prior to the murder.

“This was a tragic end for a woman who was victimized by someone who supposedly professed to love her,” Ryan added.

Earlier this month, Brown designated Chief ADA Ryan to exercise the powers and duties of the office of district attorney while he addresses his health issues.

By Forum Staff A Jamaica man has entered two separate guilty pleas—one for assaulting a police officer during a traffic stop and the other for stealing the identity of an autistic man, Chief Assistant District Attorney John Ryan announced on Tuesday on behalf of Queens DA Richard Brown.

The attack stems from a car stop in July 2017, at which time a City cop was injured.

When Joel Burnett was arrested in the assault case, it was discovered that he had assumed the identity of an autistic man for nearly two decades, Ryan noted.

Burnett, 40, pleaded guilty on Thursday to first-degree assault for the incident that injured the officer. Burnett pleaded guilty on Monday to second-degree identity theft. Sentencing is scheduled for April 2, at which time Burnett will be sentenced to 13.5 years in prison to be followed by five years post-release supervision for the assault on the cop; and 1.5 to three years in prison for identity theft. Ryan pointed out that both sentences are to be served concurrently.

According to the charges, on the afternoon of Wednesday, July 26, 2017, officers from the 103rd Precinct observed Burnett run a stop sign; the cops then attempted to stop the driver of the black Nissan Maxima in the vicinity of 110th Avenue in Jamaica.

Burnett produced a U.S. Virgin Islands driver’s license in the name of the autistic man.

When police asked Burnett to step out of the vehicle, he refused and stepped on the

gas. One of the officers was dragged along with the moving vehicle. When Burnett’s car collided with another vehicle, Burnett jumped out, but the injured officer was able to free himself from the vehicle and apprehend Burnett. As a result of being dragged for two city blocks, the resilient cop was treated for injuries, including bruising and a fractured knee.

According to the charges in the identity theft case, the defendant’s given name at birth is Joel Burnett. The defendant filed for and obtained a Visa to emigrate from his native Jamaica to the United States on July 19, 2000. Upon gaining entry to the U.S., Burnett assumed the identity of a severely autistic man who lives in a group home.

For the last 19 years, Burnett used the assumed identity as well as the birth date of the victim.

“In pleading guilty, the defendant admitted to intentionally using his vehicle as a weapon against a police officer who was doing his job when he and his partner observed the defendant run a stop sign. The defendant refused—when ordered—to exit his vehicle and instead stepped on the gas. One of the police officers was dragged and sustained serious injuries as a result of the defendant’s actions,” Ryan said. “The second case, in which the defendant has also admitted his guilt, he stole the identity of an autistic man living in a group home.

The defendant lived with this stolen identity for nearly two decades. As a result of his illegal actions, the defendant will be incarcerated.”

Addabbo, who is a member of the Senate Veterans, Homeland Security and Military Affairs Committee, donated the flag, which will be raised high above the Medisys Health Network – Senior Health Center building’s clock tower on Atlantic Avenue near 92nd Street.

“I believe a flag raising ceremony is a respectful way to celebrate our great veterans who have traveled around the globe to protect the freedoms that we as Americans hold dear,” the senator said. “Although many troops were not looked on favorably when they first returned home from the horrors of war in Vietnam, it is never too late to thank a veteran for their service, and I hope this small token of our gratitude will brighten these veterans’ days during a time when the country should be honoring them.”

Coalition Calls for a Chief Diversity Officer in City Hall and Every Agency

By Forum Staff A broad coalition of small business owners, and civic and faith leaders joined City Comptroller Scott Stringer on Thursday on the steps of City Hall to urge the City Charter Revision Commission to install a Chief Diversity Officer in City Hall and every City agency through revisions to the City Charter.

According to Stringer, the CDO would play a critical role by expanding opportunities for minority- and women-owned business enterprises who seek to do business with the City, helping the City attract and retain diverse talent, and bringing attention to disparities that impact women and people of color in local government and the NYC economy.

The comptroller’s proposal would establish a CDO position inside City Hall, reporting directly to the mayor, and within each City agency to function as the City’s executive level diversity and inclusion strategist. A CDO for New York City would drive the inclusion of people of color and women across government, track and oversee the City’s M/WBE programs, and determine whether the agencies’ daily practices are equitable.

In 2018, the City received a “D+” grade in the comptroller’s annual Making the Grade report which evaluates City agencies on their spending with M/WBEs—for the third year in a row. According to Stringer, this thwarts the City’s ability to fully invest in its businesses, build wealth in local communities, and foster competitive procurements that ensure taxpayer dollars are spent efficiently.

“New York City is one of the most diverse cities in the world, but our own government is stuck in the status quo of exclusion. We’re not giving minority- and women-owned businesses a fair shot at doing business with the City, and it’s creating an unbelievable disparity. That’s why we’re calling on the Charter Revision Commission to write equity into our City’s constitution and create a Chief Diversity Officer in City Hall and every City agency,” Stringer said. “To build a truly five borough economy where every community is growing, we need someone at the top to deliver real results. We cannot perpetuate a system that fails to build wealth in communities that have historically been left behind. We need this change from the Charter Commission, now.”

Borough Pimps Plead Guilty to Sex Trafficking Charges

By Forum Staff A Springfield Gardens man and his female partner have been indicted twice for pimping out young women as far back as February 2013, Chief Assistant District Attorney John Ryan announced on Friday on behalf of Queens DA Richard Brown.

The victims were threatened, physically abused, and coerced into trading sex for cash, Ryan said.

Terrance (a.k.a. “Staxx”) Jackman, 37, pleaded guilty on Thursday to two counts of sex trafficking in satisfaction of both indictments. Zulay (a.k.a. “Mocca”) Guerrero, 36, of St. Albans, also pleaded guilty on Thursday to fourth-degree conspiracy and third-degree promoting prostitution.

Sentencing is scheduled for April 8; Jackman faces to up to 12 years in prison and Guerrero faces up to four years’ incarceration.

According to court records, the two female victims – then ages 15 and 23 – were forced to trade sex for cash in Queens and elsewhere by both Jackman and Guerrero at various times between Feb. 1, 2013, and March 1, 2017, and to turn over all of the money they made to Jackman. On one occasion, while parked in a vehicle sometime between May 1, 2016, and October 1, 2016, Jackman stabbed the then-21-year-old victim in the knee with a knife. Continuing, according to the charges, in the second case, Jackman met the 20-year-old victim at a nightclub on June 25, 2017, and offered to give her a ride home. Instead of driving her to her residence, however, Jackman took her to an address in Queens and informed her that she was going to work for him as a prostitute. Jackson and Guerrero both took pictures of the victim and posted them on the now-defunct backpage. com to advertise the woman as a prostitute.

On June 30, 2017, the victim was driven to a location to have sex with a stranger for money; while there, she informed the prospective customer that she had been kidnapped. The man let her escape. The victim immediately called 911 and stated that she had been kidnapped by a pimp.

“In pleading guilty, the two defendants have now admitted to trafficking young women and forcing them into a degrading and demeaning sex industry. The victims were coerced into having sex with strangers on multiple occasions and were required to turn over all the money they made. Both victims were threatened by Jackman and one young lady was actually stabbed in the knee and without any medical treatment forced to still prostitute herself that night,” Ryan added. “This kind of brutality will not be tolerated in Queens County. Now that the victims are free from this terror, hopefully the young ladies can put this experience behind them and can go forward with their lives. As punishment for their crimes, the defendants will go to prison.”

Rego Park Man Indicted for Stabbing Death of Pregnant Ex-Girlfriend

By Forum Staff A borough grand jury has indicted a Rego Park man for murder, criminal possession of a weapon and other charges for viciously stabbing to death his estranged girlfriend, Chief Assistant District Attorney John Ryan, announced on Friday on behalf of Queens District Attorney Richard Brown.

Both the woman and her unborn child were killed in the February attack, Ryan noted.

Anthony Hobson, 48, was arraigned on Friday on an indictment charging him with second-degree murder, tampering with physical evidence and fourth-degree criminal possession of a weapon. He was remanded and ordered to return to court on May 22.

the victim, 35-year-old Jennifer Irigoyen, out of her thirdfloor apartment and into the stairway of her Ridgewood building. Hobson is alleged to have repeatedly plunged a knife into the victim’s torso, neck and abdomen. Irigoyen and her unborn child both died as a result of the injuries.

Hobson, who eluded police after the slaying, turned himself into authorities five days later.

“This is the absolute worst outcome of domestic violence. The defendant in this case is accused of brutally attacking his estranged girlfriend, who was 14-weeks pregnant. The victim was stabbed repeatedly in her abdomen, neck and torso, subsequently killing her and the unborn child,” Ryan said. “The defendant now faces the possibility of spending the rest of his life in prison as a result of this heinous crime.”

If convicted, Hobson faces up to 25 years to life in prison.

Teimel Morris, 25, was found guilty on all counts following a two-week-long trial.

He was convicted of second-degree murder and two counts of second-degree criminal possession of a weapon.

According to trial testimony, on May 6, 2016, Morris and the victim, Edward Harris, 28, were seen on video surveillance having a heated conversation outside a deli

Morris wore a black sweatshirt with white sleeves that evening. Morris admitted that he was with the victim and identified himself on the video surveillance.
