Ulrich, FDNY to Host Ozone Park Street Renaming Ceremony Honoring Sept. 11 Hero

Cusenza City Councilman Eric Ulrich (R-Ozone Park) and City Fire Department Commissioner Dan Nigro are set to host a street renaming ceremony this Friday, June 14, honoring FDNY Chief of Fire Prevention Ronald Spadafora—an Ozone Park native and Sept. 11 hero who notably led rescue and recovery efforts at Ground Zero following the terrorist attacks in Downtown Manhattan.

Last year, Ulrich sponsored the legislation to rename the intersection of 90th Street and Rockaway Boulevard “Chief Ronald Spadafora Way” after the 40-year FDNY veteran.

According to Ulrich, Friday’s program will include a number of keynote speakers, including Commissioner Nigro, elected officials and members of Spadafora’s family. The ceremony will also include participation from the FDNY Ceremonial Unit and John Adams High School’s Reserve Officer Training Corps.

“Chief Spadafora was a true American hero who touched the lives of all who knew him. As an FDNY chief, it was up to Spadafora to keep people safe—and 9/11 was no different,” Ulrich said. “He will always be remembered for his selflessness, his dedication and his courage. It is my hope that renaming this intersection in his honor will serve as a small reminder of his brave sacrifice and that his legacy will live on forever.”

Ulrich noted that Spadafora supervised safety and recovery at Ground Zero for the entire recovery operation following the Sept. 11 attacks. In October 2012, he served as chief FDNY Chief Ronald Spadafora

of Logistics for the preparation of Superstorm Sandy and worked on recovery efforts during the days after the historic storm. Spadafora died on June 23, 2018, of Sept. 11-related illnesses at the age of 63. According to official records, he is the 178th member of the FDNY to have died of Sept. 11-related illnesses.

“Ron Spadafora was a champion of firefighting and fire prevention,” Nigro added. “In the final years of his extraordinary career he continued to teach and educate his fellow FDNY members as he bravely battled cancer caused by countless hours spent at the World Trade Center site on, and well after, Sept. 11. We will never forget him.”

In addition to being chief of Fire Prevention, Spadafora served in numerous operational leadership capacities over the span of his career. In 2003, he oversaw the Logistics Section for the FDNY during the New York City Blackout. In 2005, he was the Deputy Incident Commander with the FDNY Incident Management Team in New Orleans, tasked with assisting the New Orleans Fire Department in the aftermath of Hurricane Katrina.

“His loss is a tremendous one for all of us, but we know his legacy of learning, safety, education, and training will live on and will impact generations of the department yet to come,” Nigro said during the funeral service for Spadafora at St. Thomas Church in Manhattan.

The commemorative ceremony will be held on Friday, June 14, at 10 a.m., at 90th Street and Rockaway Boulevard in Ozone Park.

DOE Set to Adopt School Diversity Advisory Group Recommendations

By Forum Staff The City will adopt the “vast majority” of the preliminary recommendations made by the School Diversity Advisory Group, a group of students, educators, parents, advocates and researchers appointed in 2017 to advise the administration on policies to advance school diversity and integration, Mayor Bill de Blasio and Schools Chancellor Richard Carranza announced on Monday.

The City Department of Education plans to adopt 62 of the 67 recommendations as written or with minor changes to ensure effective implementation.

According to the administration, the SDAG was established in June 2017 as part of the DOE’s first citywide diversity plan, “Equity and Excellence for All: Diversity in New York City Public Schools,” and is comprised of more than 40 members, including local and national experts on school diversity, parents, teachers, advocates, students and other community leaders. Beginning in late 2017, the SDAG and its subcommittees held nearly 40 meetings to facilitate research and discussion of a number of key policy areas related to diversity. The SDAG hosted eight public town halls across the five boroughs and two specifically for youth, in order to collect quantitative and qualitative data from communities on the issues important to them, DOE noted.

final report in the coming weeks. The preliminary report laid out the history, data and key issues surrounding school diversity and integration in New York City, as well as an initial set of 67 recommendations on school enrollment, budget priorities, restorative justice practices, staff diversity, culturally responsive curriculum and diversity metrics and goals, among other topics. De Blasio and Carranza met with the SDAG on May 13 to discuss the initial

report.

Of the 62 recommendations the DOE will adopt, 40 will be adopted outright from the report. The DOE made changes to the other 22 adopted recommendations to ensure effective implementation; for example, the DOE is tweaking the recommendation “invest in growing and strengthening highperforming schools outside Manhattan” to “invest in growing and strengthening highperforming schools in communities with

historic underinvestment.” The DOE will continue to identify the resources necessary to implement these recommendations over the coming months, Carranza said.

According to the administration, key adopted recommendations include: • Add metrics to the School Quality Report related to diversity and integration; • Create a General Assembly with representatives from every high school to develop a citywide student agenda and vote on key issues; • Require all schools to monitor student discipline practices and develop a plan to reduce any disparities in how students are disciplined; • Create new diversity targets for Diversity in Admissions pilots based on the specific circumstances of each school community; • Expand Community Schools initiative and other models that connect schools to community-based organizations; • Adopt a common definition of Culturally Relevant Education that will inform and shape work across the DOE; • Create partnerships with institutions of higher education to ensure CRE is an essential component of all pre-service teacher training efforts; • Strongly support and encourage the nine districts with sufficient demographic diversity of population to develop diversity and integration plans (Districts 1, 2, 3, 13, 15, 22, 27, 28, 31).

Woodhaven Man Convicted of Possessing, Promoting Child Sex Abuse Videos on the Internet

A Woodhaven man has been convicted of sharing dozens of videos of children as young as 6 engaging in sexually explicit acts via an online file-sharing network, Acting Queens District Attorney John Ryan announced on Monday. The explicit videos— and additional images of children as young as 2 participating in vulgar sex acts—were retrieved from a computer and other electronic devices recovered from the defendant’s 87th Avenue residence.

Following a two-week trial, a jury found Diego Guerra, 41, guilty of 68 counts of promoting a sexual performance by a child.

Sentencing has been scheduled for July 30, at which time Guerra faces up to seven years in prison, Ryan noted.

According to the charges, while utilizing an internet software tool on Jan. 5, 2017, law enforcement officials linked Guerra’s Internet Protocol address to a series of files containing images of child pornography uploaded to ARES, a peer-to-peer file sharing network. Detectives assigned to the City Police Department’s Special Investigations Division determined that Guerra shared multiple videos of children between the ages of 6 and 12 engaging in explicit sexual acts with

other underage children and several adult men. Some of the videos depicted children as young as 6 being vaginally penetrated by adult men, while others showcased teenage boys between 10 and 12 engaging in lewd sexual acts.

On Jan. 19, 2017, authorities retrieved an additional video from Guerra’s account. The video—which was 24 minutes

in length—showcased a teenage boy performing a sexual act on a girl whom authorities believed was between the ages of 6 and 8 years old. The video then depicts a man giving instructions to the boy as he continued to vaginally penetrate the young girl.

Shortly after obtaining this file, authorities subpoenaed records pertaining to the IP address associated with the account. It was

subsequently determined that Guerra was sharing the videos.

Detectives executed a search warrant at Guerra’s home on July 27, 2017. Once inside the residence, authorities encountered the defendant who admitted to owning a laptop and several other electronic devices retrieved from the house. A forensic exam performed on the laptop recovered 60 additional images of children between the ages of 2 and 12 with their genitals exposed and engaging in lewd sexual acts.

“This defendant partook in the vile act of sharing lewd videos of children on the internet. These horrifying crimes should serve as reminder to all that the internet must be policed in order to prevent further instances of children being violated and degraded in the worst imaginable ways,” Ryan fumed. “The defendant deserves to be adequately sentenced for his role in this despicable crime.”

According to the National Center for Missing & Exploited Children, a non-profit corporation whose mission is to help find missing children, reduce child sexual exploitation, and prevent child victimization, as of November 2018, its CyberTipline has received more than 43 million reports of child sexual abuse imagery; its Child Victim Identification Program has reviewed more than 267 million photos/videos; and more than 15,800 victims have been identified by law enforcement.

Senator Addabbo (c.) has said that he believes that legalizing sports betting, and enabling people to place wagers from their phones and other devices, has tremendous potential to create jobs and raise significant funding for education and other vital public programs.

By Michael V. Cusenza While sports wagering has reportedly gotten the legal green light at four upstate New York casinos, placing bets via mobile platforms seems to still be stuck in neutral.

So, with just about a week left in the 2019 legislative session, State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Assemblyman Gary Pretlow (D-Mt. Vernon) recently decided to amend their initial measure to address concerns expressed about it in order to make sports betting across the Empire State, including smartphones and tablets, a more palatable proposition this year for Gov. Andrew Cuomo and members of the Assembly that are against the idea.

According to Addabbo, the amendments enable OTBs and New York Racing Association facilities to begin mobile sports betting via kiosk at the same time as the four upstate

casinos already authorized to offer legal wagering. Video lottery terminals, racinos, and arenas would be phased in afterwards. In addition, the amendments strengthen protections to address problem gambling, particularly among individuals under the age of 30.

“I continue to believe that legalizing sports betting, and enabling people to place wagers from their phones and other devices, has tremendous potential to create jobs and raise significant funding for education and other vital public programs. This amended bill expands on where and how an individual can place a sports wager,” Addabbo said. “Together with Assemblymember Pretlow, I intend to work with all interested parties in bringing legal sports betting to New York. We can’t just sit back and watch New York’s illegal sports betting business flourish while money flows out of our state and into New Jersey.”

By Forum Staff A Jackson Heights man who allegedly wanted to attack Times Square has been arrested for buying guns with obliterated serial numbers, federal prosecutors announced on Friday.

Ashiqul Alam, 22, was arraigned on Friday afternoon on a criminal complaint charging him with knowingly receiving two firearms with obliterated serial numbers.

The judge issued an order of detention for Alam, indicating that he poses a danger to the community and a risk of flight. Alam’s next hearing date has been scheduled for June 21.

As alleged in the complaint, between August 2018 and the present, Alam repeatedly expressed a desire to purchase firearms and explosives for use in a terrorist attack.

Alam identified two targets: either Times Square or Washington, D.C., in order to kill a senior government official. In January, Alam conducted several “recon” trips to Times Square, using his cellular telephone to make a video recording of the area as he searched for potential targets. Alam considered multiple ways to conduct such an attack, including by using a “suicide vest” and by obtaining AR-15 assault rifles to kill law enforcement officers.

Alam conducted research about firearms on the internet and discussed purchasing firearms with an undercover law enforcement officer. In March 2019, Alam told the officer that he would be interested in buying a Glock 9mm pistol. The undercover agent introduced Alam to an “associate,” who offered to help Alam obtain two illegal Glock G19 handguns. In April, Alam underwent Lasik eye surgery, a procedure

whose value he explained: “Let’s say we are in an attack, right, say that my glasses fall off. What if I accidentally shoot you? You know what I mean. Imagine what the news channel would call me the ‘Looney Tunes Terrorist’ or the ‘Blind Terrorist.’”

In May, Alam was told that the firearms he wanted to buy would have obliterated serial numbers, and he replied “Oh, that’s good man.” Alam then had repeated conversations and meetings with individuals he believed were going to sell him firearms, including one meeting in which he was shown hand grenades for purchase. Alam subsequently discussed buying grenades because a grenade could “take out at least eight people.” Alam also asked to order ammunition as well as weapons because, he said, “What is the point of getting a gun without ammo?”

On Thursday, Alam met the man he believed was going to sell him firearms and was shown two Glock 19 semiautomatic pistols with obliterated serial numbers.

Alam provided $400 towards the purchase of the two pistols and asked whether he could also buy a silencer. Alam was arrested shortly thereafter.

“There is more to this case than just talk and the desire to carry out a terrorist attack.

Individuals who believe in the distorted and deadly propaganda of terrorist organizations and work toward acting on those deadly impulses are incredibly dangerous and unpredictable,” said FBI-New York Assistant Director-in-Charge Bill Sweeney, Jr. “Mr. Alam allegedly then took the steps to follow through on his deadly impulse, purchasing weapons to kill New Yorkers, target an elected official and attack police officers.”

City Sees Uptick in Hate Crimes

By Michael V. Cusenza The city is experiencing an alarming uptick in hate crimes, according to the latest available Police Department statistics.

The NYPD has recorded 184 total hate crimes year to date, compared to 112 this time last year—an increase of 73 reported incidents, or 64 percent. Investigators have made 75 hate crime-related arrests so far this year, compared to 63 this time in 2018, a 19-percent jump.

“There is no place for hate in New York City and the detectives of the Hate Crime Task Force are working diligently to eliminate these crimes and to bring perpetrators of hate to justice,” the department said last week.

Mayor Bill de Blasio recently announced that the Office for the Prevention of Hate Crimes will open this summer and be embedded in the Mayor’s Office of Criminal Justice—five months ahead of the effective date established by the City Council law that originally created the office. According to the administration, the new office will coordinate responses to hate crimes across City agencies, including the NYPD, City Commission on Human Rights, Department of Education, Department of Probation, Mayor’s Office of Immigrant Affairs and district attorney’s offices.

“The Office for the Prevention of Hate Crimes will work to root out hate and make our streets safer, which is why we’re moving up the timeline and opening the office months ahead of schedule,” de Blasio said.

“We will never stand idly by while our fellow New Yorkers are targeted because of their race, religion, sexual orientation or any other quality that makes them who they are.”

According to the City, the OPHC will be strategic in using non-law enforcement deterrence, including investing in public education campaigns, outreach and community safety models and preventative best practices. It will also develop responses for when hate crimes occur, including developing diversion programs and other strategies so that the NYPD, DA’s offices, defenders and judges have options beyond arrest and prosecution to deal with hate crime perpetrators.

The new OPHC will also support NYPD training and other responses that address the concerns of LGBTQ, immigrant and other groups to help improve the reporting of hate crimes; develop support programs for victims and reconciliation programs; enhance data collection and sharing with the NYPD, DA’s offices’ hate crimes units, and other partners; and strengthen relationships among victims and law enforcement to enhance criminal justice outcomes and processes for victims.

“The New York City Commission on Human Rights is proud to enforce one of the strongest human rights laws in the nation which prohibits discrimination and harassment in nearly all areas of city living,” said Carmelyn Malalis, commissioner and Chair of the NYC Commission on Human Rights. “The Commission’s bias response team is on the ground across the city working to combat discrimination, respond to bias incidents, and provide support, resources, and education to impacted communities. The creation of the Office for the Prevention of Hate Crimes will allow the Commission to coordinate closely with our agency partners, share information efficiently, and confront bias incidents, discrimination, and hate crimes as one city united.”

City Police Commissioner Jim O’Neill spoke about Deputy Chief Steven Silks last week in a reverential tone. Those reassuring words should have been said at a much later date.

Instead, O’Neill, himself a career cop, was forced to eulogize the decorated 38-year veteran on Thursday, a day after Silks took his own life on Burns St. near 69th Avenue in Forest Hills—a pebble’s skip from the 112th Precinct stationhouse he called home as the executive officer of Patrol Borough Queens North.

Silks shot himself inside his NYPD-issued vehicle a month before his 63rd birthday—the age at which cops are obligated to retire from the department.

According to his family, Steve Silks was born on July 10, 1956 in the Bronx to John and Harriet Silks. He attended PS 26, JHS 80 and Columbus High School. He then went on to Stony Brook University where he was a member of the Row team. In his early years, Steve was a member of Little League and a Boy Scout who always dreamed of making a difference in the world. He was also an entrepreneur from an early age and when he was only 13 years old, he started his own window washing business. He was also an avid fan of the Yankees but later on became a supporter of the Mets during his tenure working in Queens. Steve was a caring, thoughtful, fastidious, benevolent, and courageous person who always thought of others first. In September 1980, Steve fulfilled his dream of making a difference and began his illustrious 39-year career with the New York City Police Department. He began work-

ing in the 52nd Precinct before being promoted to sergeant in February 1987; lieutenant in June 1989; captain in October 1992; deputy inspector in December 1996; inspector in November 2001 and deputy chief in December 2006. Throughout his career he served in the 41st, 43rd, 44th, 47th, 48th, 49th, and 52nd Precincts as well as Bronx Task Force, Bronx Narcotics, The Police Academy, Firearms and Tactics Section,

Office of the Chief of Patrol, Patrol Boroughs Brooklyn North, Queens South and Queens North. He was also responsible for implementing heavy weapons training in the wake of the Sept.

11 terrorist attacks.

Most importantly, Steve will be remembered as a true cop’s cop who always cared for those who had worked with him.

Steve’s passions and hobbies are too numerous to list and he experienced more in his lifetime than most people could ever imagine. He was an avid biker, gun collector, hunter, car enthusiast, marathoner, rower, mountain climber, member of The Rockaway Polar Bear Club and a true aficionado of fine cuisine. Steve possessed an incredible knowledge on a plethora of topics which he was able to recall without fail. He was also the life of the party and knew just about every celebrity you could think of. Steve had a seemingly endless list of friends and could always find someone the help they needed by making a simple phone call. Steve climbed nearly every bridge in New York City, rode a bicycle from Coast to Coast, climbed Mt. Everest, worked on a NASCAR pit crew, was awarded the Ellis Island Medal of Freedom and the NYPD Holy Name Society Man of the Year Awards, won the 1981 Maccabiah games in pairs and even was a stand in guest at the Academy Awards.

Steve really was The Most Interesting Man in The World.

In lieu of flowers, the family has asked that a donation be made to St. Mary’s Children’s Hospital in Bayside in Silks’s Honor.

“It’s imperative that cops — NYPD & every PD — discuss mental health. We can’t sit idly by & just pray suicides don’t happen again. To save lives, we must take action now,” O’Neill added. “Seeking help is never a sign of weakness. In fact, it’s a sign of great strength.”

One very promising thing on the horizon is the science of pharmacogenics: the study of how genes affect a person’s response to drugs.

Like all new scientific adventures, there is much to be learned but the field but the potential here points in a direction we never could have imagined before.

We all know genetic testing has life saving capacity. Now, by using it, personalized health care is becoming available in retail pharmacy settings. Patients who subscribe to the testing can have specific treatments linked to their genes, to improve overall health outcomes.

It is within the foreseeable future for patients to work with their pharmacists to choose the best drugs for their condition all based on their DNA profile.

Medications will be tailored to individual genetic profiles to offer maximum benefit.

Dosing will become more exact.

Many drugs are “one size fits all” and don’t work the same on everyone. One of medicine’s great challenges is knowing how a patient will respond to a drug, if at all, and whether they will experience adverse side effects, which cause many hospitalizations and deaths in the US. With the knowledge gained from the Human Genome Project, researchers are learning how inherited differences in genes affect the body’s response to medications.

The field is still in its infancy, but hopefully soon it will provide for the development of individualized drugs to treat many conditions including cardiovascular disease, Alzheimer disease, cancer, HIV/AIDS, and asthma.

by Connecticut AG William Tong in a motion to unseal their complaint against 20 of the nation’s largest generic drug manufacturers.

Filed on May 10 in U.S. District Court for the District of Connecticut, the complaint alleges that Teva, Sandoz, Mylan, Pfizer, and 16 other generic drug manufacturers engaged in a “broad, coordinated and systematic conspiracy” to fix prices, allocate markets, and rig bids for more than 100 different generic drugs. The drugs span all types, including tablets, capsules, suspensions, creams, gels, and ointments; and classes, including statins, ace inhibitors, beta blockers, antibiotics, anti-depressants, contraceptives, non-steroidal anti-inflammatory drugs. They treat a range of diseases and conditions from basic infections to diabetes, cancer, epilepsy, multiple sclerosis, HIV, attention-deficit/hyperactivity disorder, and more.

In some instances, the complaint notes, the coordinated price increases were more than 1,000 percent.

The complaint also lays out an interconnected web of industry executives where these competitors who met with each other during industry dinners, lunches, cocktail parties, golf outings and communicated via frequent telephone calls, emails, and text messages sowing the seeds for their illegal agreements. Throughout the complaint, defendants are described as using terms such as “fair share,” “playing nice in the sandbox,” and “responsible competitor” to describe how they unlawfully discouraged competition, raised prices, and enforced an ingrained culture of collusion.

“The evidence outlined in this lawsuit shows an ongoing scheme to cheat consumers by padding the pockets of pharma-

ceutical companies—and the American public deserves to see that evidence,” James said. “These companies intentionally fixed prices on a range of drugs, taking gross advantage of millions of individuals who depend on these medications to stay in good health. We will continue to advocate for the release of this information and to hold these companies accountable for this deceptive and dangerous behavior.”

According to James, the complaint is the second to be filed in an ongoing, expanding investigation of the generic drug industry. The first complaint was similarly filed under seal initially, and later released in full in October 2017 with permission from the Court.

Then-Connecticut Attorney General George Jepsen led 45 other attorneys general in a wide-ranging multistate antitrust investigation of the generic drug industry.

According to Jepsen, the alleged anticompetitive conduct—including efforts to fix and maintain prices, allocate markets and otherwise thwart competition—resulted in artificially increased prices for generic drugs reimbursed by federal and state healthcare programs, such as Medicaid, and raised the coverage costs for employersponsored health plans and out-of-pocket costs for consumers.

“Generic drugs are a multibillion-dollar industry,” Jepsen said, “but it’s an industry based on products that people need and rely upon every single day for their health and well-being. The allegations of our complaint are shocking, and the depth and breadth of the conspiracies alleged are mind-blowing. The harm caused to America’s economy and households is real—additional financial burdens for patients paying for needed medications, higher premiums as health insurers pass higher drug costs onto consumers and greater costs to cashstrapped states paying for care through public health insurance programs.”

Mayor Forms Advisory Group for Better Buses Action Plan

By Michael V. Cusenza Mayor Bill de Blasio on Monday announced the formation of an advisory group for his Better Buses Action Plan.

Launched in April, Hizzoner’s big bus project aims to increase bus speeds by 25 percent across the five boroughs by the end of 2020. According to de Blasio, City agencies, the Metropolitan Transportation Authority, elected officials, transit advocates, and others represented in the Better Buses Advisory Group will share thoughts about how to improve service along critical corridors around NYC. Of the 15 elected officials appointed to the BBAG, five represent borough communities, including: City Councilmen I. Daneek Miller (D-St. Albans) and Donovan Richards (D-Laurelton); State Sens. Leroy Comrie (D-St. Albans) and James Sanders, Jr. (D-South Ozone Park); and Assemblywoman Nily Rozic (D-Flushing).

As part of the Better Buses Bus Action Plan, the City Department of Transportation has identified 20 projects to improve travel times, including parts of Southeast Queens, and along traffic-choked Fresh Pond Road in Ridgewood and Rockaway Beach Boulevard between Beach 116th and Beach 73rd streets.

Miller characterized the BBAP as “a

According to GPS data, transportation deserts such as Southeast Queens have seen some of the most significant declines in bus travel speeds since 2015, and our reality on the ground supports this analysis. Bus riders in Southeast Queens are only able to connect to other buses and subways through the commercial hub of

Downtown Jamaica. Those lucky enough to commute directly to their destinations by bus must endure nonsensical, antiquated route designs over old trolley lines. In either case, full buses end up snarled in traffic and delayed at curbs, with private vehicles, cabs and commuter vans prioritized on our streets. We look forward to working with the DOT, MTA and our colleagues on the Advisory Group to formulate and advance an intelligent approach that will improve public transportation in our city.”

Thus far, DOT has built 111 miles of bus lanes across the road network, with Better Buses serving as a guide to expand on that progress, de Blasio said. In addition to the addition of 300 Transit Signal Priority intersections and the increase in both automated camera enforcement and NYPD tow truck teams, the BBAP lays out a plan to: improve five miles of existing bus lanes per year; install 10-15 miles of new bus lanes per year; pilot up to two miles of physically separated bus lanes in 2019.

By Forum Staff Two borough elected officials, with support from Amnesty International, have introduced legislation aimed at ensuring that immigrants detained in county jails in New York are in accordance with legal detention standards, and limiting the expansion of immigration detention facilities in the Empire State—unless approval can be gained from the Legislature.

According to State Sen. John Liu (DBayside) and Assemblyman David Weprin (D-Richmond Hill), the Immigration and Customs Enforcement Oversight Act prohibits municipalities from using funds or resources for the construction of any new detention facility or the expansion of any existing detention facility without approval by the Legislature.

“ICE continuously flouts the law, with little or no regard for basic human rights,” Liu said. “The State of New York can and must legislate with all its power to reduce efforts of this reckless agency to use public funds for construction or expansion of facilities, existing municipal buildings or other resources for their purposes of federal detention.”

The ICE Oversight Act also would establish a committee on immigration detention supervision, which will consist of six members appointed by the governor, attorney general, comptroller, secretary of State, president pro-tempore of the Senate, and the speaker of the Assembly that will be tasked with ensuring detainees are safeguarded while in New York.

The idea for such a committee was spurred by reports of substandard conditions at immigration detention facilities nationwide as well as by visits by members of the Legislature, including by Assembly 12 JUNE 13, 2019 • Number 24 VOL. 19 •

“As residents of the nation’s gateway, New Yorkers know the value of immigration and understand that the vast majority of those immigrating to our country are doing so for a better life and to contribute to our great country,” Weprin said. “We cannot continue to blindly comply with the Immigration and Customs Enforcement Agency if it continues to violate the human rights of those seeking refuge in the United States. This bill will send a clear message that New York will not be complicit with the atrocities of the federal government and I look forward to its passage in our State’s Legislature.”

This legislation is a vital step toward helping to meet our nation’s obligations under international law, and we fully support it.”
