Students in 3-K and Pre-K programs, as well as those in grade k through grade 5 who have opted for in-person learning will return to school buildings on Monday, Dec. 7, and schools serving students with the most significant disabilities, known as District 75, will return on Dec. 10. Middle and High Schools will remain remote for the time being.

By the time students return to buildings on Dec. 7, a consent form for testing will be required for all students and staff, and every school will participate in weekly random testing for 20 percent of their in-person population. Parents can fill out the consent form online using a New York City Schools Account at mystudent.nyc or print and sign the form and bring it to school on their first day back to buildings.

Schools will also continue to work towards accommodating students in person five days per week. This includes the approximately 300,000 students who have shown up to inperson learning so far, and the 35,000 students who opted-in earlier this month. Superintendents will work with their schools to adjust schedules as needed with the goal of full-time in-person education in the coming weeks for the students who have selected that option.

Addabbo Calls for Detailed Reopening Plan if Area Businesses Need to Shut down Again

By Forum Staff With the future of local businesses in a state of uncertainty as the city faces the threat of another shutdown due to the COVID-19 pandemic, State Sen. Joe Addabbo, Jr. (D-Howard Beach) is seeking information regarding financial assistance for such businesses from the offices of Gov. Andrew Cuomo and Mayor Bill de Blasio.

Addabbo has worked closely with the Queens Chamber of Commerce to understand the challenges local businesses faced during the first shutdown, and what they will need in order to survive another one.

“While I understand the need to ensure the safety of our people first and foremost,” Addabbo said, “we cannot just force a business and its employees to shut down without having the proper resources in place to help them survive an extended closure. The two must go hand-in-hand.”

Another point Addabbo wants to make to Cuomo is that if there is going to be another shutdown of local businesses, it should be postponed as best possible for after the holidays.

“The holiday season brings the possibility of a number of businesses recouping some of their economic losses from earlier in the year.

Also, many businesses — especially those in the food industry — need time to prepare and order items specifically for the holidays,” Addabbo said. “If another shutdown is imposed, these businesses must be given significant notice in consideration of their holiday orders. We should not leave these businesses out in the cold.”

Addabbo will also urge the governor and mayor to provide a reopening plan, should a continued pandemic spike cause local stores to close again.

“These businesses need to know what is happening in regards to a shutdown and when they will be able to open up again.

There should be a detailed plan in place that has specific metrics we must meet in order to reopen,” Addabbo said. “The original plan back in the spring and summer with the phased reopenings was an ideal plan, but once we got to Phase 4 and our businesses weren’t allowed to reopen, there was minimal guidance going forward from there. We can’t let our business owners twist in the wind while decisions are made on which businesses can open and which cannot.”

By Forum Staff Amid a rapid increase in COVID-19 cases and hospitalizations, City officials on Tuesday advised older adults and at-risk New Yorkers to limit non-essential activities.

“A second wave is, and we need those most at-risk of serious illness to take additional precautions,” said Mayor Bill de Blasio. “As we continue to fight back the virus,we need New Yorkers citywide to step up and do what we know works: wear a face covering, practice social distancing, get tested, and take care of one another.”

“This notice warns at-risk New Yorkers about the growth in COVID and urges appropriate precautions such as stopping non-essential activities, staying in as much as possible, and avoiding social activities outside of your household,” said Health Commissioner Dr. Dave Chokshi. “But everyone should exercise caution. Whether or not you are a senior or have an underlying condition, COVID-19 can infect you, cause serious illness and long-term symptoms—and could spread from you to others who are at even greater risk.”

Older adults and people with underlying health conditions who are at an increased risk of severe COVID-related illness to limit activities outside the home, except leaving home to travel to work or school, or for essential purposes including medical care, grocery shopping or pharmacy necessities. This comes amid rapid increase in COVID-19 cases and hospitalizations.

The advisory also applies to household members and caregivers of these individuals.

Underlying health conditions that increase your risk for severe illness from CO-

VID-19 include cancer, heart conditions, such as heart failure, coronary artery disease or cardiomyopathies, chronic kidney disease, type 2 diabetes, pregnancy, sickle cell disease, obesity, immunocompromised state (weakened immune system) from solid organ transplant, smoking, and chronic obstructive pulmonary disease. A full list of conditions that may increase the risk of severe illness can be found on the CDC website.

Those covered by this advisory should also wear a face covering at all times indoors and outdoors—including when around members of their own household who have known exposure to COVID-19, are experiencing symptoms of the virus, or frequently interact with the public.

Additionally, to limit your interactions with other people as much as possible, individuals covered by the advisory are advised not to have guests in their homes except for necessary caregivers and to avoid travel within and outside of New York City.

Individuals covered by the advisory must continue to practice routine and necessary precautions with heightened vigilance: maintain at least 6 feet of distance from other individuals at all times outside of the home; stay home if you are sick except for essential medical care, including testing for COVID-19; follow good hand hygiene, including washing your hands often with soap and water for at least 20 seconds and avoiding touching your eyes, nose, and mouth with unwashed hands; and frequently clean high touch areas.

Those covered by the advisory should continue to maintain routine medical care for any chronic or other health conditions, and obtain any necessary vaccinations, under the consultation of your healthcare provider.

Workout Without Injury The desire to live a healthier, more active life has encouraged many people to include exercise in their daily routine.

Numerous studies have shown that regular workouts that include a combination of strength training and cardiovascular exercise can make bodies less susceptible to injury while reducing a person’s risk for conditions such as heart disease, stroke and diabetes.

Exercising is most effective when it’s part of a daily routine, but that routine can be derailed if men and women are not taking the appropriate measures to avoid injury while working out. While even professional athletes succumb to injury from time to time, there are steps everyone can take to avoid injury when working out.

• Confirm your technique is the right one. Exercise science is continuously evolving, and that means workouts and fitness machines are evolving as well. When using a piece of equipment for the first time or altering a workout routine, men and women should consult with a gym employee or personal trainer to learn the correct technique. Incorrect technique can lead to minor and serious injuries when muscles are used in ways they are not intended to be.

Research appropriate techniques, taking advantage of online video tutorials if you don’t exercise at a gym, to ensure the exercises you want to perform are done properly. When beginning a new routine, ask a friend or gym employee to observe your workout and let you know if you are doing anything incorrectly.

• Be patient. Lifting too much weight or pushing yourself too hard on the treadmill, exercise bike or elliptical machine will increase your risk of injury. Some low-intensity cardiovascular exercise on the stationary bike or treadmill can greatly reduce injury risk during the workout.

• Vary workouts and exercise regularly. Varying workouts is a good idea because doing so can prevent repetitiveuse injuries and prevent overuse of muscles. Repetitive-use injuries such as shin splints and tendinitis require extended rest to heal, and that can derail your routine and nullify your progress. Vary workouts so you are not always working the same muscles, and don’t mistake varying workouts for varying workout schedules. Working out five days one week and one day the next increases your risk of injury.

Injuries sometimes happen when exercising. But veteran and novice fitness enthusiasts can employ a handful of simple strategies to greatly reduce their risk of injury while working out.

City Launches Supports for Small Businesses

By Forum Staff Mayor Bill de Blasio and City Department of Small Business Services Commissioner Jonnel Doris recently announced three financial assistance programs available for small businesses in low-to-moderate income neighborhoods.

The NYC LMI Storefront Loan, Interest Rate Reduction Grant, and Strategic Impact COVID-19 Commercial District Support Grant will provide critical resources to small businesses to help them build back and grow beyond the pandemic, de Blasio noted.

NYC LMI Storefront Loan The SBS has partnered with the New York City Economic Development Corporation and Pursuit BDC on this $35 million loan vehicle.

Storefront businesses with at least two but fewer than 100 employees who are located in LMI neighborhoods will be eligible to apply for a zero-interest loan up to $100K. The loan can be used to help businesses restart or continue operations after experiencing challenges from COVID-19.

Businesses who would like to apply for the loan must: Be a storefront business located within an LMI zip code; have business operations since or before Jan. 1st, 2018; employ between two and 99 employees.

Businesses can learn more about the NYC LMI Storefront Loan and eligibility criteria at nyc.gov/storefrontloan.

Reducing Business Debt The Interest Rate Reduction Grant will help reduce the interest expense owed on an existing loan with select Community Development Financial Institutions. CDFIs focus on serving businesses that cannot easily access capital and creating opportunities that positively impact the communities they serve. SBS has partnered with 11 CDFIs who work primarily with Asian, Black, Latinx, and immigrant business owners.

Cuomo Announces Winter Plan to Combat COVID-19 Surge in NY

By Forum Staff Governor Andrew Cuomo on Monday announced New York’s plan for combating COVID-19 this winter. Over the past week, Governor Cuomo and the state’s COVID Task Force has worked in consultation with global public health experts, local governments and other stakeholders to ensure that the plan builds off the lessons learned during the past nine months to anticipate and prepare for an expected increase in COVID cases and hospitalizations over the Holiday season.

Specifically, the winter plan consists of five targeted strategies focused on mitigating the spread of the virus and bolstering New York State hospital preparedness including: • Continue and Strengthen New York’s Targeted Micro-Cluster Strategy while Managing Hospital Capacity to Enhance and Equalize Care; • Increase and Balance Testing Resources and Availability; • Keep Schools Open Safely; • Prevent Viral Spread from Small Gatherings; and • Operationalize an Equitable and Safe Vaccination Program “While the holiday season often brings joy to many, the increase in social activity and mobility will also bring an increase of viral transmission. We understand the cause and effect, and the effect is dramatic,” Cuomo said. “We must adapt to this reality and have a plan in place that specifically addresses the challenges that come with it.

We’ve been through the worst, and while we’re not done yet, we are moving forward with the lessons we learned in the spring to come through this together.”

Strategy 1 - Continue and Strengthen New York’s Targeted

Micro-Cluster Strategy while Managing Hospital Capacity to Enhance and Equalize Care Since Cuomo first launched New York’s micro-cluster strategy in mid-October, it has proved effective in identifying targeted areas with high infection rates and implementing additional restrictions to reduce viral spread in the micro-cluster area. This approach has allowed state and local health officials to target resources, has encouraged community members to take greater action to reduce viral spread, and helped prevent the need for larger, regional shutdowns which impact all aspects of life and the economy.

Under New York’s Winter COVID-19 Plan, this strategy will be strengthened through the utilization of additional, hospital-related metrics to provide a clearer picture of where a particular zone stands in the fight against COVID and how each neighborhood, municipality, and other geographic area contributes to daily hospital admissions due to COVID. Under this improved strategy, the New York State Department of Health will include factors such as regional hospital bed capacity, ICU capacity, staffing ratios, and daily hospital admissions as part of the analysis and metrics used to determine which geographic areas qualify as micro-cluster zones. In addition to the 3 existing micro-cluster zone levels (Yellow Precautionary, Orange Warning and Red), New York will also add a new ‘Emergency Stop’ level, which will effectively put that area under the NY Pause guidelines, if needed to preserve hospital capacity. Hospital metrics associated with these zones will be identified in the next week to 10 days, once data from the Thanksgiving holiday is received and analyzed.

Specifically, these measures include: • Hospital systems must begin to identify retired nurses and doctors to bolster staff ; • Hospital systems in Erie County must suspend elective surgeries to create new bed capacity for COVID patients; • Hospital systems must begin balancing patient loads across their individual hospital facilities; • Prepare plans to utilize emergency field hospitals; • Prepare plans to increase hospital bed capacity by 50 percent; • Prepare plans to implement statewide ‘Surge and Flex’ operations (similar to load balancing, but patient shifts would occur across all hospital systems, as opposed to within individual hospital systems) • Prepare plans to staff emergency field hospitals; and • Confirm availability of resources in existing stockpiles.

The State Department of Health will also be launching a new, statewide hospital metric tracking system.

Strategy 2 Increase and Balance Testing Resources and Availability Under the Winter Plan, New York state will take steps to increase the amount of testing available statewide, but do so in a way that ensures distribution is balanced with testing sufficient across different segments of the population, including: • Healthcare workers; • Nursing homes; • Schools; • Essential workers;

Strategy 3 Keep Schools Open Safely One of the most critical aspects of managing the COVID-19 pandemic for governments and parents alike has been answering the question of how and when schools should remain open. On that point, experts from around the globe have determined that as long as a school’s infection rate is under control and remains under the infection rate of the community at large, schools should remain open, particularly for students in K-8. Not only does school provide parents with support in terms of childcare, it provides a regularity to life which has been missing for so many children throughout this pandemic.

Under New York’s Winter Plan, efforts will be focused on keeping K-8 and Special Education schools are kept open as long as it can be done safely. The first step will be to establish sustainable, ongoing testing in schools so that they can continue operating in the long term. As part of this, schools located in Orange and Red microcluster zones will be required to conduct weekly testing. Schools in Orange Zones will be required to test 20% of in person students, faculty, and staff over the course of a month and schools in Red Zones will be required to test 30% of in person students, faculty, and staff over a month. Pool testing will be allowed as well.

These protocols represent the minimum standard required for schools to stay open and the state may adjust requirements for specific districts based on any special circumstances which may arise. While local districts are able to close at

Strategy 4 Prevent Viral Spread from Small Gatherings Small gatherings have now been identified as the number one spreader of COVID-19, with at least 65 percent of all cases coming from these settings. Now that we are in holiday season, behavioral shifts must be observed by New Yorkers to mitigate the spread. Sixteen states, including New York, have already instituted gatherings limits of less than 10 people, with Kentucky recently moving to gathering limits to 8 or less. While government’s ability to monitor small gatherings is limited, public education on the safety concerns of small gatherings is crucial. As New York State did with public campaigns urging mask compliance, New York State will be launching a public education campaign to highlight how small gatherings can lead to the spread of COVID-19 in the community.

Strategy 5 - Operationalize an Equitable and Safe Vaccination Program While a vaccine is expected to be released in the coming weeks, it will be months before a critical mass of available vaccinations for the general public will be available. As the state builds its plan to distribute vaccinations, it will be founded on three main pillars: • Fairness; • Equity; and • Safety.

These pillars, as well as outreach to the Black and Brown communities with poor health outcomes who have been hit hardest by the pandemic, are critical to ensuring a fair distribution of the vaccine.

By Forum Staff With a COVID-19 vaccination nearing the ready for distribution, Senate Minority Leader Chuck Schumer said on Sunday that a successful rollout will require about $30 billion in fed funds to ensure states like New York have the resources to distribute the vaccine (for free), educate the public, hire health workers, establish clinics and more. Schumer said New York will require hundreds of millions of dollars for its own vaccination campaign and program, and that many other states will have similar needs.

“With a COVID-19 vaccine waiting in the wings, federal dollars need to follow if we are going to get this right and overcome this pandemic,” Schumer said. “States like New York will need funding to make sure the resources required once the vaccine is made available are both in place and in progress. New York will require hundreds of millions of dollars to hire health workers, establish clinics, including possible mobile ones, and make sure that we have boots on the ground engaging with people in communities, particularly those that often struggle with access to healthcare—and that is going to cost money.”

Schumer added, the federal government will buy COVID-19 vaccines and then deliver batches of them to where states say they’re needed. Sites can range from massive hospital systems, like in New York City, all the way to mobile vaccine sites upstate, even pharmacies. States will need dollars to administer this work, hire the appropriate staff and prepare for information

tracking, outreach awareness, engagement with community leaders, minority groups and more.

Schumer said the solution to this funding need lies in the House-passed Heroes Act, which Schumer continues to push, but is still waiting for a vote in the Senate. Schumer said that the critical vaccine program demands the fed funds allocated in the legislation to maximize vaccines’ success. Schumer made the case to hone on this latest and critically important aspect of the Heroes Act by saying that when the American people voted for a new president they were sending a message to the highest levels of government to take this pandemic more seriously and that needless inaction in the Senate by Majority Leader Mitch McConnell must end.

Two weeks ago, Schumer spoke with President-Elect Joe Biden on a call with congressional leaders. The president-elect and Schumer spoke about the intensifying COVID-19 pandemic and the growing economic pain facing so many Americans across this country. They discussed the urgent need for the Congress to come together in the lame duck session on a bipartisan basis to pass a bill that provides resources to fight the COVID-19 pandemic, relief for working families and small businesses, support for state and local governments trying to keep frontline workers on the payroll, expanded unemployment insurance, affordable health care for millions of families, and more. Schumer says one of the mainstays of the urgent need here is rooted in a vaccination campaign and effort that succeeds.

GiveBloodNYC has a simple goal: to collect 25,000 blood, plasma, and platelet donations throughout the season of giving.

From Thanksgiving through New Year’s Eve, New Yorkers will be eligible for one of 50 prizes after they donate blood. Donors are encouraged to post photos of themselves to spread the word at donor centers and blood drive locations with the hashtag #GiveBloodNYC. “Giving blood makes a difference,” de Blasio said. “It’s an easy, meaningful way to give back to your community this holiday season, and I urge New Yorkers to join the fight this month to keep New York City healthy.”

“Throughout this pandemic, the people of this city have stepped up and done what was needed to keep each other healthy,” said Health Commissioner Dr. Dave Chokshi. “Donating blood is one more way to quite literally give life to our fellow New Yorkers. Schedule an appointment today.”

The COVID-19 pandemic has created a chronic deficit in blood donations needed for patients in the hospitals served by the New York Blood Center. Since March, nearly all high schools, colleges, offices and other community groups have had to cancel their blood drives, which has jeopardized 75 percent of the incoming blood supply. LaGuardia Airport Creep Sentenced

By Forum Staff A College Point man has been sentenced to six months in jail after pleading guilty to using his cell phone to secretly record “pretty girls” inside a public restroom at LaGuardia Airport where he worked in December 2018, Queens District Attorney Melinda Katz announced Tuesday.

Samuel Rodriguez, 39, pleaded guilty in September to unlawful surveillance in the second degree. He was sentenced on Tuesday to six months in jail to be followed by 10 years’ post-release supervision. Rodriguez will also be required to register as a sex offender.

According to the charges, shortly before 9 p.m. on Dec. 19, 2018, a woman entered a one-stall unisex restroom at LaGuardia Airport right after Rodriguez had stepped out. Moments later, the woman heard a beeping sound. She walked toward the sound and spotted a cell phone actively recording inside the paper towel dispenser.

When Rodriguez was approached by law enforcement, he responded by stating, “I know what this is about and I’m sorry,” and further detailed that he went to the bathroom and put his phone in there because, “I was trying to video pretty girls.

Hunger Report Finds Increase in Federal Food Aid Dwarfed Increase in Charitable Food Distribution

By Forum Staff Hunger Free America’s annual survey of hunger in New York City and state found that, in 2020, a historic surge in federal funding for Supplemental Nutrition Assistance Program benefits dwarfed the sharp hike in food distributed by charitable food pantries and soup kitchens.

The city’s food pantries and soup kitchens fed more than 65 percent more people in 2020 than in 2019. This is a huge jump compared to previous annual increases of ten percent in 2019, five percent in 2018, six percent in 2017, nine percent in 2016, and five percent in 2015.

“While charitable food pantries and soup kitchens citywide and statewide struggled heroically to meet the increased demand during the pandemic, they were only able to scratch the surface of the need, and the only thing that truly prevented mass starvation here was a historic surge in federal funding for SNAP benefits,” said Joel Berg, Hunger Free America’s CEO, at a virtual press conference last Wednesday afternoon to announce the findings of the report. “The City and State agencies that administer SNAP – and their rank-and-file employees – are our greatest hunger heroes in this crisis.”

At the same time, New York City’s SNAP caseload rose from 1,483,230 in March 2020 to 1,705,337 in September 2020 – an increase of 15 percent. The increase in caseload from March 2020 to April 2020 – an increase of 68,714 people – was the largest one-month increase in NYC’s history since 1980. Due to both the increased caseload as well as the state providing SNAP house-

holds with the maximum benefit allotment, the SNAP benefits received by City residents rose from nearly $218 million in March to $298.7 million in August – a 37 percent jump. If the current SNAP caseload and spending remains flat from September 2020, the SNAP program will provide $3.6 billion in federally-funded food dollars to low-income New York City residents over

the next 12 months.

Hunger Free America’s report affirms the success of our extraordinary response and overall efforts in combating the hunger crisis. Hunger Free America’s survey also found that in 2020, nearly 33 percent of city food pantries and soup kitchens were forced to turn people away, reduce their portion sizes, and/or limit their hours of operation due to a lack of resources.
