Glendale Church Pastor Arrested on Federal Child Porn Charges

By Michael V. Cusenza A Glendale church pastor has been arrested by the Federal Bureau of Investigation on child pornography charges, federal prosecutors recently announced.

The Rev. Francis Hughes, 65, leader of St. Pancras R.C. Church, is charged with receiving images of child pornography via text from a 15-year-old minor in Westchester with whom Hughes was engaging in sexually explicit text communications.

According to the complaint filed last Wednesday in White Plains federal court, on Feb. 16, Hughes communicated by text messages via the Grindr app with a 15-year-old boy.

During the course of the text communications, among other things, Minor-1 sent Hughes three images of Minor-1’s penis. Upon receiving one of the images, Hughes responded, among other things, “Yummmmm I will suck you so much” and “Make you cum.” During the communications, Hughes told Minor-1 that he was a part-time college professor and a counselor.

In another exchange detailed in the seven-page complaint, Hughes allegedly wrote “How would you like to be spoiled by your grandpa?” and “That makes me your sugar daddy.” Hughes also allegedly added, “And you’re the sugar baby, lol.”

Hughes is charged with one count of receipt and distribution of child pornography, which carries a mandatory minimum sentence of

five years in prison and a maximum sentence of 20 years in prison.

Airport Workers, Elected Officials Celebrate Healthy Terminals Act

by Gov. Andrew Cuomo, would provide life-saving health care benefits to as many as 25,000 airport workers, including predominantly black and immigrant subcontracted airline workers.

The measure, which passed the State Senate and Assembly last month, ensures that airport workers are paid fair wages and have access to certain healthcare benefits.

The landmark act comes in the midst of the airline industry receiving a $30 billion taxpayer bailout from the CARES Act with billions more expected. The act will require employers at New York airports to compensate workers, including sub-contracted passenger services workers, at least a $4.54 benefits supplement that they will be able to use to acquire the quality health insurance they desperately need. Workers could use this supplement for health insurance or employees working under collectively bargained contracts could negotiate to use this supplement to provide affordable, quality health insurance directly.

The legislation has been sent to Gov. Cuomo for signature.

Hollis Man Charged in Deli Shooting

Thurston allegedly shot Capers in the abdomen.

By Forum Staff A Hollis man has been charged in the shooting of a former student athlete outside a deli in Laurelton last Monday afternoon, Queens District Attorney Melinda Katz announced Thursday.

Jeffrey Thurston, 27, has been charged with attempted murder in the second degree, assault in the first degree, and criminal possession of a weapon in the second degree. He was remanded into custody and ordered to return to court on Aug. 31.

According to the complaint, around 4:30 p.m. on Monday, July 27, Thurston was inside a deli

on the corner of Springfield Boulevard and 136th Avenue when Malachi Capers, 20, walked into the store and bumped into Thurston. The defendant pushed Capers and then allegedly threw a punch.

Capers, who played defensive end for SUNY Buffalo, chased Thurston out of the store and tackled him on the sidewalk.

Video surveillance from both inside the deli and outside on the sidewalk shows the fight that ensued. On the video the two men wrestled on the ground outside. When both were on their feet again, Thurston allegedly pulled out a handgun and fired a single shot into Capers abdomen.

The victim was rushed to a nearby hospital where he was listed in critical condition. Thurston fled the scene, but was apprehended last Wednesday by the Regional Fugitive Task Force of the City Police Department.

Thurston is also charged in a second complaint with burglary, robbery, and assault for allegedly striking an estranged girlfriend and taking her cell phone on April 4. In a third criminal complaint, Thurston is charged with attempted assault for allegedly firing at an occupied vehicle on July 8.

If convicted, Thurston faces up to 25 years in prison on the shooting complaint alone.

EDITORIAL 3 Ways To Prevent The Pandemic From Spoiling Your Retirement – Whenever It Is We’ve heard many concerns over the last few months from readers who are worried that the effects of Covid-19 will ruin their retirement.

This week we share with you the following op-ed from the founder of Kaizen Financial Group, Albert Lalonde The pandemic has brought the possibility that some older workers will have to retire sooner than they planned.

One factor is that people 65 and above are considered to be among the highest-risk groups for severe illness from COVID-19.

Thus, as the economy opens back up, baby boomers in particular are thinking twice about returning to office environments that could expose them to an increased risk of contracting the disease.

And while in some cases retirement decisions will be voluntary, retirement may be essentially decided for some older workers due to jobs being eliminated as struggling companies restructure.

Reports show retirements of people from 50 to 65 and over have surged because of the pandemic. Medicare eligibility starting at age 65 and full Social Security benefits soon thereafter become economic incentives. But as we know, it takes a lot more than government aid to get us through the retirement years. And for older workers who planned to work long enough to collect full Social Security benefits but instead retire earlier, that could have permanent financial consequences. Filing at the earliest age of 62 will get the retiree only 75% of their annual full benefit. Whereas every year you delay filing for Social Security past full retirement age brings an additional 8% until you turn 70.

People often keep working as long as they can so they can continue to add to their retirement savings while also benefiting from employer-subsidized health insurance. Many older workers from the 40s on up think they will need to work longer because

of the current economic crisis. But due to the pandemic, we seem to have less control over length-of-career considerations than ever before. And because of that, it ups the ante on taking care of your retirement funds in advance of retirement, and knowing ways to grow them and balance the risk to them.

When trying to figure out how to protect your retirement portfolio in the uncertain months ahead, remember that sometimes, trying to save yourself from future market volatility can result in major investing mistakes. Here are some examples to avoid during this recession: • Being too conservative. Finding a foothold for financial stability is on many people’s minds given these nervous times, but stability can be taken a bit too far. For example, focusing almost exclusively on fixed-income investments limits your growth potential.

They won’t match the growth of equities when the economy rebounds. One rule of thumb: the majority of those not yet retired

should put at least half of their portfolios in equities, and the younger one is, the higher the percentage of equities. You can reduce risk and achieve stability by improving the quality of your equities, such as those with well-regarded management and consistent customers, and those that have paid dividends over a long period.

• Ceasing to invest. While some companies have paused matching employee 401(k) programs due to the pandemic, it’s not out of the question that they’ll one day resume when a recovery ensues. But no saving plus no investing equals putting yourself much further behind for retirement. If you can afford to contribute to an IRA or 401(k) during the recession, do it. Suspending your investing because of concerns that your positions will lose value is a back-sliding strategy that can bite you. As the economy climbs back, share prices increase, but if you sat on cash while waiting for a recovery, you won’t benefit from the upswing. And later on you’ll pay higher prices for those shares, when you could have gotten them for less.

• Trying to time the market. Basing investment decisions on current market conditions is tricky. Some people are making those kinds of decisions, such as selling off or pausing contributions, to protect themselves from future market declines. But for example, when deciding to liquidate, you later may have to decide when to reinvest. Will that timing always be good? No. Even professional fund managers have difficulty timing the market. So it’s better to remember that you got into the stock market in the first place because, over long periods, history shows it often trends up. Don’t react to what’s happening today. Stick to a consistent schedule of investing. And remember: long-term growth helps fund your retirement.

Contracting Execs Charged with Defrauding Unions

By Forum Staff An 11-count indictment was unsealed Thursday in federal court in Brooklyn charging Donal O’Sullivan, his sister Helen O’Sullivan— both residents of Queens—and Padraig Naughton with wire fraud, mail fraud, embezzlement from employee benefit funds, submission of false remittance reports to union benefit funds and conspiracy to commit those crimes.

The indictment relates to the defendants’ conduct at Navillus Tile, Inc. d/b/a Navillus Contracting (“Navillus”), one of the largest construction firms in New York City. Donal O’Sullivan is the founder, owner and president of Navillus; Helen O’Sullivan is the treasurer of Navillus; and Padraig Naughton is the company’s financial controller. The defendants were arrested Thursday morning and arraigned Thursday afternoon; Donal O’Sullivan was released on a $500,000 bond; Helen O’Sullivan and Naughton were each released on $250,000 bonds.

According to the charges, Navillus is a signatory to multiple collective bargaining agreements with labor Organizations—including the Bricklayers and Allied Craft Workers Local No. 1, the New York City District Council of Carpenters, the Cement Masons Union, the Pointers, Cleaners and Caulkers, and the International Brotherhood of Teamsters Local 282—that required the company to employ union workers on its projects and to make contributions to various union benefits including pension, annuity and welfare funds on their behalf. To ensure that the benefits funds received the contributions that it had agreed to pay, Navillus was required to periodically file remittance reports with the benefits funds that detailed the number of hours worked by each worker.

As alleged in the indictment, the defendants engaged in a payroll scheme from approximately 2011 to 2017 to avoid making those contributions by using a consulting firm to pay certain Navillus workers for work done on Navillus construction jobs. However, neither Navillus nor the consulting firm made contributions to the benefits funds on behalf of those workers. To disguise the scheme, the defendants directed the consulting firm to issue fraudulent invoices to conceal the fact that funds paid by Navillus to the consulting firm were, in fact, for wages paid to Navillus workers. As a result, the defendants caused Navillus to avoid making over $1 million in required contributions to union benefits funds.

“As alleged, these senior construction company executives were the architects of a payroll scheme designed to evade obligatory contributions to union benefits funds that their workers depend upon,” said Acting Brooklyn U.S. Attorney Seth DuCharme.

Federal Bureau of Investigation-New York Assistant Director in Charge Bill Sweeney, Jr. added, “As alleged, the defendants deprived union workers of benefits to which they were entitled, falsifying records and creatively circumventing their fiscal responsibilities. This type of crime depletes the benefits union employees have a right to access. Today’s arrests highlight this illegal scheme and reassert our dedication to rooting out crimes of this nature.”

“The Port Authority Office of Inspector General initiated this investigation, and the message today’s indictment sends is crystal clear: the Port Authority has zero tolerance for fraud by its business partners, and we will work aggressively to ensure that individuals who engage in fraudulent conduct—including contractors’ senior executives, where appropriate—are held personally accountable under the criminal law,” said Port Authority Acting Inspector General Michael Farbiarz.

He is light and in Him there is no shadow. His goodness is not like the changing phases of the moon.

It does not fade into the West like the sun. He is like an eternal sun in a cloudless sky.

We live in a fallen world and much of what happens to us is not a direct gift from God. Some of it comes from the original sin. But one day we will understand that all things in combination were very much for our benefit because God has control over everything.

Comptroller Proposes ‘Save Main Street’ Initiative for Small Businesses Fighting for Survival

By Forum Staff City Comptroller Scott Stringer on Wednesday proposed “Save Main Street,” a crash-relief program to help the city’s struggling small businesses access millions in untapped federal aid, provide tax incentives and other financial relief measures to support reopenings and ongoing small business survival, streamline city approvals for reopening, and encourage reopenings and startups in highvacancy corridors that have been devastated by the pandemic.

Stringer said his plan would: Establish Door-to-Door Outreach Teams to help business owners tap into the remaining $150 billion in the Paycheck Protection Program: Given that only 12 percent of New York City businesses and sole-proprietors have received a PPP loan, it is clear that a huge number have not taken advantage of this program.

What they need is swift, hands-on support, and the City should provide it in conjunction with banks.

Offer City tax credits on business income taxes, to speed immediate relief to businesses, help them pay back rent, and cover the costs of reopening—from the utilization of sidewalk space, to interior remodeling that provides social distance and protective barriers, to outreach and advertising.

Make permanent the City’s temporary cap on third-party food delivery fees: In mid-May, the City Council voted to temporarily cap the

fees and commissions that restaurants paid to companies like Uber Eats and Seamless. To help these businesses both during the pandemic and beyond, delivery fees should now be capped permanently at 15 percent and nondelivery services at 5 percent.

Eliminate the City’s 25-percent tax on liquor licenses: Meanwhile, the State should expedite the issuance of new liquor licenses, continue to ease regulations on alcohol pick-up and delivery, and repeal the recent executive

orders that require food to be purchased along with alcohol and place the onus on businesses to enforce open container laws.

Allow businesses a “cure period” to address and fix violations, rather than fining them immediately: Moving forward, any business violation that does not pose an immediate hazard to the public should be granted a 30-Day “cure period” to address and rectify the issue. Rather than taking a punitive approach and issuing a fine, the City should grant all businesses the

opportunity to remediate problems.

Waive permitting and inspection fees for businesses that take over a vacant space in the next 10 months: This will incentivize businesses to act fast and begin to revive our commercial corridors.

Work with New York City’s technology community and local business schools to create a NYC Tech Corps that helps small businesses design websites, help purchase business software, and set up digital payroll, sales, and inventory tools.

Eliminate expeditors, the for-profit fixers that many small businesses are forced to hire to navigate the Department of Buildings, and replace them with in-house Business Advocates that create faster approvals for all applicants.

Help immigrant entrepreneurs scale up, extend into new markets, and open second businesses: Small Business Services should help immigrant entrepreneurs expand into new markets and open new stores. Marketing, promotion, and translation services should be offered to help reach new customers beyond their immediate neighborhood and the City should pilot a new program to help proven, successful entrepreneurs open second businesses throughout the city, expediting permitting and helping with the costs of modifying these new spaces.

Progress being made on Next Coronavirus Relief Bill— but Significant Divisions Remain: Schumer

By Forum Staff Progress has been made in negotiations on the next coronavirus relief bill, but significant divisions remain, Senate Minority Leader Chuck Schumer said Sunday.

Schumer announced he is telling the Trump administration that robust state and local funding, as well as dollars to help schools open safely is a must for democrats and also the right action for New York and the country.

Schumer also detailed New York data on unemployment, worry of renters, local fiscal needs and other points he’s communicated in his negotiations to ensure federal funding delivers the most help amid the pandemic’s blows. Just some of those blows include that the federal unemployment insurance benefit of $600 is expired, federal eviction protections are gone and local governments from the City of New York to Nassau and Suffolk County governments are looking at a combined tens-of-thousands of local government layoffs.

According to the State Department of Labor, since the beginning of the COVID-19 pandemic, 33 million Americans have filed for unemployment benefits, including more than 1.8 million New Yorkers. Schumer also said that approved payments to New York recipients for Unemployment Insurance totaled $32.1 bil-

lion from March 1 through July 17. Schumer says these figures prove how critical the issue of unemployment has been for New Yorkers and their families, and how essential the additional $600 was in terms of keeping families above water.

On state and local governments, the pandemic has caused expenses to soar and revenues to plummet. New York City has said more than 20,000 government jobs were at risk and Long Island counties that include Nassau and Suffolk also have serious concerns. Suffolk, alone, has a coronavirus-

induced budget hole in the tens-of-millions, according to their County Executive. Schumer also acknowledged, albeit an uphill fight given the opposition of U.S. Senate Leader McConnell, that this next relief bill marks the best chance we have had in a while to fix the unfairness of the SALT cap, restore the full deduction and put an average of about $20,000 across almost 700,000 households back into the Long Island economy. He explained how unfairly ‘capping’ the SALT deduction took direct aim at nearly half of Long Island’s taxpayers who, on average, had claimed $19,886 in full SALT deductions in previous years.

On the issue of schools, Schumer explained that the massive costs of personal protective exquipment, barriers, cleaning supplies, remote internet access, transportation and more for students and teachers are prohibitive to reopening plans. In order to meet this fiscal need, Schumer said the Coronavirus Child Care and Education Relief Act, crafted alongside U.S. Sen. Patty Murray (D-Wash.), includes $175 billion in muchneeded assistance for K-12 schools and must be part of the “Corona-4” package now being negotiated. Schumer said New York would receive a significant amount of those dollars.

“The bottom-line here is that there is finally real progress, but a ways to go on behalf of New York and the nation if we want to do this right,” Schumer added.

By Michael V. Cusenza Tropical Storm Isaias lashed Queens pretty much all day Tuesday, with heavy rains and driving winds wreaking havoc on the borough that has endured more than its fair share of Mother Nature’s wrath over the last decade.

Wind gusts in excess of 75 miles an hour ripped thick tree roots out from under sidewalks, tossing them like rag dolls onto parked cars. A man in Briarwood was killed when a tree landed on the vehicle he was driving.

The resulting destruction reminded many of what was left behind by the tornado and macroburst that touched down in Queens in 2012, erasing hundreds of borough trees.

Several trees in Howard Beach did not fare any better.

By Forum Staff A Brooklyn man has admitted to getting behind the wheel of a car and driving after consuming alcohol and smoking marijuana, causing an August 2018 crash that killed a man and his two dogs, and injured four people, Queens District Attorney Melinda Katz announced Friday.

Alex Elicier, 31, pleaded guilty Thursday to aggravated vehicular homicide, second-degree assault, and two counts of overdriving, torturing or injuring an animal. Sentencing has been set for Aug. 27. At that time Elicier faces a term of 5 to 15 years in prison, Katz noted.

Just before 5 a.m. on Aug. 18, 2018, Elicier was driving on the Van Wyck Expressway near Jewel Avenue. Behind the wheel of a Chevy, Elicier was weaving in and out of traffic and crossing multiple lanes, Katz said. Speeding in excess of 80 mph, Elicier slammed into the back of an Acura being driven by Jasmine Rodriguez. Inside the car with the 27-year-old woman were her friend, Jairo Castano, and his two pets.

According to the charges, the force of the crash pushed the Acura into the center guard-

rail and then it went airborne and landed upside-down in the southbound lanes of the Van Wyck. Then a motorist going south on the expressway struck the vehicle. Castano, 38, was crushed on impact and pronounced dead at the scene. The two dogs were ejected from the vehicle and died. Rodriguez survived the collision but sustained facial fractures, injuries to her torso, and a broken arm.

The DA added that, in all, seven vehicles were either hit by debris or crashed while trying to avoid being hit, including a U.S. Transportation Security Administration K-9 Unit heading to John F. Kennedy International Airport. A total of five people, including Elicier were injured in the crash.

Katz said that Elicier was treated at an area hospital for head injuries. At that time, a search warrant was executed for Elicier’s blood. Forty minutes after the crash, Elicier’s blood-alcohol level was .16. He also tested positive for the presence of THC in his blood stream. Surveillance video showed Elicier at a strip club earlier in the evening, drinking Hennessy and smoking marijuana, prior to him getting behind the wheel of the Chevy.

City Budget Analysis Shows Deficit Risk of $543M

“We must act swiftly to get the City’s revenues and spending back on track,” Comptroller Stringer said.

By Forum Staff An analysis of the City’s adopted Fiscal Year 2021 budget found an overreliance on one-time actions to close the $8.33 billion shortfall brought about by the economic crisis caused by the COVID-19 pandemic, City Comptroller Scott Stringer said Monday.

With significant budget gaps looming next year and beyond, and numerous risks and unknowns to contend with, Stringer urged the de Blasio administration to begin now to take steps to bring the City’s budget into sustainable balance.

Stringer’s report shows: • The FY 2021 Adopted Budget totals $88.19 billion, which is $9.57 billion less than the modified FY 2020 budget, a drop of almost 10 percent.

• Revenues are $7.1 billion less than forecasted in the Preliminary Budget released in January, which, along with State budget actions, City Council initiatives, and additional agency expenditures, opened an $8.33 billion shortfall in the FY 2021 budget.

• To bridge the shortfall, the City put forward $2.83 billion in savings proposals, less than half of which have recurring outyear value.

• Non-recurring initiatives for FY 2021 include savings from closed or cancelled programs due to COVID-19 restrictions; non-recurring savings such as the $328 million reduction in NYPD overtime; and one-time revenues such as a $137 million rental payment from the Water Board.

• The City is drawing down $2.75 billion of reserves to close the FY 2021 gap.

The City will draw down $1.6 billion from the Retiree Health Benefits Trust to partially pay for FY 2021 retiree health benefits, and reduced budgeted reserves by $1.15 billion—leaving just $100 million in budgeted reserves for the year, the statutory minimum.

• The City is also relying on yet-to-bedetermined labor savings of $1 billion annually starting this fiscal year, as well as assuming no increases in the first two years of the next round of labor contracts.

• The Comptroller’s Office’s analysis

of the Budget and Financial Plan shows a budget risk of $543 million in FY 2021 and larger gaps in FY 2022 through FY 2024.

“New York City is the epicenter of the unique economic, social and health crises we face in these challenging times. The COVID-19 pandemic is ravaging the City’s tax revenues, small businesses are sustaining massive losses, and skyrocketing unemployment is disproportionately harming young people and communities of color,” Stringer added. “We must act swiftly to get the City’s revenues and spending back on track.

Every City agency must examine its spending to determine what is working and what is not and target our resources toward people and communities most in need of our help. The federal government must step up and deliver real relief to the nation’s economic engine, and we should look to those with the most to contribute more for our economic recovery. As our country and our city look toward reopening, we need urgent action to bring our budget into balance to protect our social safety net and the programs that serve the most vulnerable New Yorkers.”

BE PREPARED EMERGENCY PREP NEEDED NOW MORE THAN EVER Emergency preparedness might not seem like a topic for a pharmacist to advise on, but in remembering Sandy and now dealing with the past, present and future of Covid-19, taking care of your meds and making provisions for decreased availability are now in the forefront of our safety.

We are in a season where storms can arise and after the rain and strong winds earlier this week, we are reminded that it doesn’t take much to down power lines and complicate an already difficult situation.

Emergency situations force us to abandon our routines and that is a dangerous step especially where medications are concerned. Often left out of people’s emergency plans, lost or damaged medication can be a life-threatening situation for storm related situations or those involving Covid-19.

We don’t know when disaster may strike, so it’s important to be prepared and to include your prescription medications in your plans. Here are some tips to be prepared: Make a medication list: Keep an updated list of all medications, dosages and phone numbers for your doctors and pharmacies in a waterproof bag or container.

Carry your prescription card: Keep your health insurance or prescriptiondrug benefit card with you at all times, it can help you obtain an emergency supply

of any lost or damaged medication.

Order early: Reorder as soon as you are able. Don’t let your prescriptions stockpile. Make sure you always have enough on hand, it could be many days before you are able to get it.

Keep your medications together: Keep medications in original containers with original labels and place prescription bottles in a waterproof bag or container.

Prepare for special needs: If your medication requires refrigeration or electronic equipment, have plans for temporary storage and administration.

Make a plan: Discuss your medication disaster plan with your doctor, especially if your medication has special shipping or electronic equipment requirements. Also discuss plans for your child’s medication with your child’s day care provider or school.

Maintain an emergency healthcare kit: Stock a supply kit with any nonprescription medications you may need such as pain relievers, cold medications and antacids.

Finally, if you experience an emergency situation, it’s important to check that your medication hasn’t changed--did it get wet? Does it smell different? If you’re unsure-ask your pharmacist! And never skip or make up doses without consulting your pharmacist or doctor.

Borough Man is City’s New Top Doc

By Michael V. Cusenza Jackson Heights resident David Chokshi, M.D., is the new commissioner of the City Department of Health and Mental Hygiene, Mayor Bill de Blasio announced Tuesday.

Hizzoner appointed Chokshi as the City’s latest top doc less than an hour after his predecessor, Dr. Oxiris Barbot, resigned her post after a stormy two-year tenure punctuated Tuesday by a resignation letter that took shots at de Blasio for his handling of the COVID-19 pandemic.

“I leave my post today with deep disappointment that during the most critical public health crisis in our lifetime, that the Health Department’s incomparable disease control expertise was not used to the degree it could have been,” Barbot wrote.

City Launches No-Penalty Sign Inspections, Restarts No-Penalty Deck, Porch, Retaining Wall Program

By Forum Staff The City has launched a new No-Penalty Business Accessory Sign Inspection Program, and restarted the annual No-Penalty Deck and Porch and Retaining Wall Inspection Program, Mayor Bill de Blasio announced Friday.

From July 31 until Sept. 15, 2020, the Department of Buildings will start accepting business accessory sign inspection requests from small business owners. For the first time, DOB is offering to inspect business signage at no cost and without penalty. During the inspection, DOB’s team will come out and verify that business accessory signs comply with City regulations and are safely installed. Small business owners can take advantage of these no-penalty inspections and avoid issues later by bringing their signs up to code if any deficiencies are found. Those interested in the No-Penalty Business Accessory Sign Inspection Program can contact 311 to set up an appointment.

As part of a moratorium from Feb. 9, 2019 until Feb. 9, 2021, the department will not issue violations for business signs that existed on or before Feb. 9, 2019, unless the sign is not eligible for the moratorium for reasons such as being an imminent threat to public health or safety. DOB will continue to respond to 311 complaints about signs to determine whether a business’ sign is compliant or eligible for this moratorium.

From July 31 until Sept. 15, 2020, homeowners and property owners can also contact 311 to request a free DOB inspection

of their decks, porches, or retaining walls as part of the annual No-Penalty Deck and Porch and Retaining Wall inspection initiatives. By law, homeowners must properly maintain any deck, porch, or retaining wall on their property, and ensure that these structures comply with City regulations.

Over time, weather and shifting soil can cause these household structures to deteriorate, and periodic maintenance of these structures is critical to preventing acci-

dents. During the scheduled inspection, a Buildings inspector will look for potential dangers, such as cracking, rotting, bulging, leaning, and conditions that could lead to structural failure.

The City Buildings Department first launched the No-Penalty Retaining Wall Inspection Program in 2005 and later added the No-Penalty Deck and Porch Inspection Program in 2010. New Yorkers concerned about the safety and stability of any of these structures in their neighborhood are also urged to contact 311 to report any unsafe conditions.

“I am hopeful that the Department of Building’s Accessory Sign Inspection Program will be a massive help for local business owners who are currently suffering from the coronavirus and may not be aware that their signs do not meet DOB regulations,” said State Sen. Joe Addabbo, Jr. (DHoward Beach). “By alerting small business owners of any deficiencies with their signs, this free inspection has the potential to save thousands in fines and fees. In light of the COVID-19 pandemic, it would be wrong to levy fines when businesses are struggling to stay open, or are forced to be closed. I encourage any business owners who have concerns or questions about their accessory signs to register for this free program before scheduled city penalties will be allowed to be issued next February.”
