Man Sentenced to Two Years in Prison for Abusing Girls at South Ozone Park Daycare Center

Ramon Rodriguez, 77, pleaded guilty in January to sexual abuse in the first degree and course of sexual conduct against a child in the second degree. He was sentenced

Thursday to two concurrent terms of two years in prison, to be followed by three years’ post-release supervision. Rodriguez will also be required to register as a sex offender, Katz noted.

According to the charges, between June 17, 2019 and July 14, 2019, the victim, who was 5 years old, attended Your Treasures Daycare, which is owned and operated by Rodriguez’s daughter, Melissa Rodriguez-Thomas. During that four-day period, Rodriguez, on at least one occa-

The victim also told police that Rodriguez, on numerous occasions, apologized to the teenager, saying, “I know you hate me for what I have done to you. I am sorry.”

Senators Send Letter to Con Edison Demanding Answers about Response to Tropical Storm Damage

“While the impact from the storm resulted in substantial and widespread property damage, dangerous road conditions and closures, downed trees, and power outages across the Northeast, it is unacceptable that thousands of New Yorkers are still without electricity one week after the weather event, and will potentially remain without power for even longer,” Schumer and Gillibrand wrote.

age maps listed erroneous information (e.g., some houses without power were listed as resolved or not listed at all); criticism from on-the-ground Con Edison line personnel to customers stated that the lack of progress in an affected area was due to needed action by municipalities; and daily dry ice locations were only posted on Con Edison’s website and in press releases but not communicated directly to customers, resulting in many showing up at wrong locations. What accounted for these continued communication issues?

• With regard to vegetation management, there have been reports that some people had been trapped inside of their homes with live downed wires for days, with only a wire guard at their location but no crews. Please explain why those locations with live downed wires were not prioritized?

• Pursuant to the Storm Hardening Plan submitted to the Department of Public Service in Septembe 2019 as recommended by the PSC, Con Edison detailed critical future storm hardening measures to repair and replace aging electrical infrastructure that was deemed to see historically higher instances of outages. What is the status of this work? Is there a correlation between the identified sites and the hardest-hit outage locations?

Additionally this week, Assemblywoman Stacey Pheffer Amato (D-Howard Beach) sent a letter to PSEG Long Island urging the utility to announce a plan or provide a protocol for immediate reimbursement for her constituents—residents and businesses—who were left without power following thetropical storm. Pheffer Amato stated in her letter that many residents and businesses lost hundreds if not thousands of dollars in perishable food and medication due to PSEG’s failures of informing them when the power would return.

Front Bus Boarding, Fare Collection Resume Aug. 31

Front-door boarding and fare collection on all MTA buses will resume on Aug. 31.

By Michael V. Cusenza Front-door boarding and fare collection on all local and Select Bus Service buses will resume Monday, Aug. 31, Metropolitan Transportation Authority officials announced Tuesday.

According to the MTA, front-door boarding will add up to 40 percent more space on buses, enhancing a rider’s ability to socially distance. Barriers of chains and vinyl curtains will be taken down from the middle area of the bus to increase socialdistancing opportunities as well.

As front-door boarding resumes, the MTA said it is implementing other changes to increase separation between bus operators and riders in order to continue enhancing safety. The changes include blocking off the seat directly behind the bus operator, and moving the white line on the bus floor, which passengers are expected to stand behind, further away from the bus operator.

Polycarbonate sliders designed and assembled inside the MTA, and vinyl curtains to fully protect bus operators, continue to be installed on 4,800 local buses and are expected to be completed in the fall. Simultaneously, full-length vinyl curtains are being installed on 1,000 express buses and are expected to be complete this month.

The agency indicated that it continues to block off the front two rows on express buses to allow distance between riders and the bus operator.

According to agency officials, the MTA’s bus revenue and bus ridership projections indicated a loss of approximately $431 million throughout the pandemic, based on regular pre-pandemic ridership.

Based on the number of riders who actually boarded over the last several months, if the MTA had collected bus fares, those fares would have amounted to $159 million.

“Front-door boarding is a crucial step as we continue to support the reopening of New York City by making sure our buses have more space to socially distance and our bus operators are fully protected,” said Sarah Feinberg, interim president of New York City Transit. “Safety will always be our top priority. I’m grateful to our bus team for working closely with our labor partners to find a safe solution that protects operators and employees.”

The MTA also noted that Bridge and Tunnel Officers and NYC Transit agents (EAGLE teams) will be deployed throughout the bus system to remind customers of the need to pay the fare while entering through the front door starting Aug. 31 and of the requirement to wear a mask while on board.

“As bus fare collection resumes, Gov. [Andrew] Cuomo and MTA leaders must also implement all-door boarding on every local bus by year’s end as promised. PostCOVID, all-door boarding is more important to riders than ever. All-door boarding both helps riders maintain social distance and speeds up buses with the latest farepayment technology,” Riders Alliance Organizing Manager Stephanie Burgos-Veras said. “With fare collection returning, Gov. Cuomo shouldn’t waste riders’ money on more MTA policing. Instead, the governor should make our transit system both fairer and safer by adding more frequent bus service to routinely overcrowded routes through New York's most heavily transitdependent neighborhoods.”

EDITORIAL HELP SUPPORT OUR FURRY GOOD FRIENDS There are many casualties of Covid-19 that have remained in the background in terms of priority during the pandemic, but now some are surfacing as situations of major consequence.

One that draws our attention is in reaction to staggering statistics recently released by the ASPCA (The American Society for the Prevention of Cruelty to Animals).

Over the next six months alone, the Society anticipates more than 4.2 million dogs, cats and other animals will enter poverty.

With the expectation that the national unemployment rate to remain around 10 percent the ASPCA has estimated that the number of pets living in poverty with their owners could exceed 24.4 million—a 21 percent increase in the number of animals living in poverty compared to pre-COVID estimates (February 2020).

ASPCA President & CEO Matt Bershadker explained the seriousness of the situation, “We need to help families care for and keep their animals at home when appropriate by improving access to critical medical services, pet food, and supplies in communities that need them most. Because of the deep bond between pets and people, and the severe impacts of poverty on both, the future of animal welfare lies in providing these services and working collaboratively to ensure financial conditions never put pets in jeopardy or prevent pet owners from experienc-

ing the joy and companionship that comes from having animals in their lives.”

Lack of affordable veterinary care and limited access to spay/neuter services are important potential contributors to pet relinquishment and that many of these challenges can be effectively alleviated with improved access to resources.

Responding to these insights, the ASPCA has launched programs and partnerships in New York City and other major cities to make veterinary care more accessible and affordable and improve the health and welfare of dogs and cats.

Through its Community Veterinary Center

in the South Bronx, the ASPCA provides partially and fully subsidized care to dogs and cats, including preventive services like vaccinations, treatment for infections and other minor issues, urgent care for sick animals and spay/neuter surgeries. In addition, the ASPCA Animal Hospital in New York City offers advanced care services for pets in low-income households. With this continued work, the ASPCA strives to serve as a foundation for the development of new, more affordable medical protocols that can be shared with the veterinary community to elevate welfare efforts across the country.

Additionally, the ASPCA works with lawmakers to expand pet-friendly housing policies by removing housing barriers for low-income and homeless pet owners and recently called on policy makers to limit eviction proceedings during the pandemic to ensure that people and pets have a safe and secure place to call home as the COVID-19 crisis unfolds.

In March, the ASPCA launched its $5 million COVID-19 Relief & Recovery Initiative to bring lifesaving services to pet owners and animals most in need and provide $2 million in grant funding to more than 50 animal welfare organizations across 30 states. As part of its response effort, the ASPCA launched regional pet food distribution centers in several cities to provide more than 1,800 tons of emergency food for dogs, cats, and horses to struggling owners. By providing access to free pet food, supplies, veterinary care, emergency boarding and information, the ASPCA is comprehensively addressing the most urgent needs of pet owners and animal shelters across the country, helping to keep animals safe and healthy. Since launching its COVID-19 Relief & Recovery Initiative, the ASPCA has helped more than 268,000 dogs, cats and horses across the country.

By Forum Staff Two elected officials this week sent a joint letter to City Sanitation Commissioner Kathryn Garcia and new City Health Commissioner David Chokshi, MD, calling on the City to take immediate steps to address the overflowing litter baskets and increased rat sightings along the city’s commercial corridors.

“Over the last few weeks, our offices have received dozens of complaints from business owners across the city regarding overflowing litter baskets along commercial corridors. The mounds of garbage are both unsightly and unsanitary, driving away customers at a time when small businesses are struggling to survive, and attracting rats and vermin which spread disease while our city is in the midst of a deadly pandemic,” wrote City Comptroller Scott Stringer and U.S. Rep. Adriano Espaillat (D-Manhattan).

The officials’ missive also noted that, according to the Business Improvement Districts Association, “DSNY has cut waste basket pick-up from seven days a week to three days a week. However, DSNY still must meet its obligation to ‘keep New York City healthy, safe and clean.’”

The pols asked that Garcia and Chokshi answer the following questions by Sept. 1: • Some business owners would like to put trash bins in front of their stores, but they are afraid of getting fined by DSNY. Will DSNY commit to work with BIDs and business owners to provide flexibility to businesses that want to add street bins at their own expense?

• In early March, the DSNY launched the “Clean Curbs” pilot program allowing private entities, such as BIDs, “to apply for the opportunity to have sealed, on-street containers for their trash and recycling storage, which will reduce their need to set out bags of recyclables and garbage for collection on City sidewalks.” Please provide us with any updates on the pilot program, including the name and location of all private associations that have applied. Is there an opportunity for the Clean Curbs pilot to be broadened so that BIDs can distribute overflowing litter baskets into sealed, onstreets containers?

• The New York City Parks Department recently unveiled four new smart garbage cans to deal with problems of overflowing trash cans in Gantry Park. As you know, these “Big Belly” cans can hold five times as much trash as a standard litter basket, have built-in sensors that notify personnel when they are full, and can be opened by foot.

Has DSNY examined the possibility of deploying more of these innovative smart receptacles to commercial corridors?

• Since the advent of outdoor dining, City data shows that rat sightings have increased dramatically from less than 1,000 in April 2020 to 1,658 in June, despite committed efforts by the City’s dedicated pest control workforce. Given the extension of outdoor dining through October and the reduced collection services in rat mitigation zones, how does DSNY and the New York City Department of Health and Mental Hygiene intend to address the uptick in rats and better support pest control workers in this goal?

Global Health Institute Partners with City on COVID-19 Research Unit at Elmhurst Hospital

By Forum Staff The Arnhold Institute for Global Health at the Icahn School of Medicine at Mount Sinai and NYC Health + Hospitals have launched the COVID-19 Unit for Research at Elmhurst (CURE-19), Mount Sinai officials recently announced.

The new initiative will translate data, experiences, and lessons from clinicians at NYC Health + Hospitals/Elmhurst and NYC Health + Hospitals/Queens into research that will address both the pandemic and root causes of health disparities in the five boroughs.

According to officials, CURE-19 is housed within NYC Health + Hospitals/ Elmhurst’s Global Health Institute and operated in partnership with the Arnhold Institute for Global Health. Mount Sinai and NYC Health + Hospitals/Elmhurst have an academic affiliation agreement and joint residency programs, and previously collaborated on training, patient care and research. To date, NYC Health + Hospitals/ Elmhurst has discharged more than 1,600 COVID-19 patients.

According to research officials, CURE19 has identified three areas of urgent need in Queens to address in collaboration with leaders and experts in the borough’s communities:

Reproductive and child healthcare: COVID-19 has added considerable stressors for pregnant women, from the fear of contracting the virus to managing birth and the first weeks of care for newborns with limited social support. CURE-19 is studying a cohort of affected women and their newborns and engaging community-based organizations to collaborate in improving the care of mothers and children.

People living with HIV: People living with HIV experience both immune suppression and other social and economic

vulnerabilities that put them at high risk for COVID-19. Drawing on extensive clinical and research expertise in shaping HIVrelated care in settings including Kenya, Ethiopia, and Russia, CURE-19 is launching phone-based assessments, outreach, and clinical support for people with HIV in Kenya and New York City to evaluate the impact of the pandemic on adolescent and adult physical, mental and social health.

Social and environmental determinants: Social and environmental factors drive the risk of COVID-19-related illness, as well

as the rise in other diseases and conditions from health care disruption during the pandemic. CURE-19 is conducting a large retrospective analysis to assess the impact of air pollution, overcrowding, excessive policing, race/ethnicity, household income, and the environment on the severity of COVID-19.

The unit will follow up with long-term studies to mitigate these risks, improving greater resiliency and preparedness.

“The devastating impact of a pandemic can be significantly exacerbated by longstanding social, economic, and health inequities, an outcome we are seeing in communities across New York and the world,” said Dennis Charney, MD, dean of the Icahn School of Medicine at Mount Sinai and president for Academic Affairs of the Mount Sinai Health System. “Through CURE-19, we are bringing together extensive resources, expertise, and reach of both the Mount Sinai Health System and Elmhurst Hospital in serving populations that are socioeconomically, demographically, and culturally diverse. The unit will explore how we can not only achieve greater success in combating COVID-19 in these communities, but also strengthen our efforts to address existing health disparities, leading to improved patient outcomes and enhanced pandemic preparedness and response initiatives.”

Bipartisan Group Pushes RESTART Act

By Forum Staff A group of more than 30 senators have cosponsored the bipartisan Reviving the Economy Sustainably Towards a Recovery in Twenty-Twenty (RESTART) Act to support small- and mid-sized businesses that have been hit the hardest by the coronavirus crises, Sen. Kirsten Gillibrand (D-N.Y.) recently announced.

According to the senators, while the Paycheck Protection Program was intended to support small- and mid-sized businesses weather the economic crisis caused

by COVID-19, many have slipped through the cracks and are struggling to maintain operations and pay their employees. Theaters and live events, restaurants and hospitality make up a significant part of New York’s economy and have faced unprecedented revenue losses since March. Across the country, independent venues are forecasted to lose almost $9 billion in revenue if the rest of 2020 remains dark and the majority expect to permanently close if shutdowns persist and no federal funding becomes available. The RESTART Act would provide a lifeline for these small businesses, which have been unable to access PPP by creating a new loan program to fund six months’ of payroll, benefits, and fixed operating expenses for businesses that have lost substantial revenue due to the pandemic.

Specifically, the RESTART Act would:

employees would receive even more favorable terms on loan forgiveness; • Offer more favorable loan terms to nonprofits, including a longer duration and a lower interest rate; • Defer interest payments for the first year of the loan, and defers principal payments for the first two years, with additional deferral available to economically distressed firms; • Build an origination fee structure designed to provide an incentive for banks and other financial institutions to assist the smallest businesses; • Allow businesses to choose when to rehire their workers and when to deploy the capital; • Provide a 100 percent loan guarantee from the federal government.

“Small businesses—including theaters, venues, and restaurants—make New York a world renowned destination and we must help them survive this economic crisis,” Gillibrand said. “Unfortunately the PPP program didn’t go far enough to support small businesses across the country, but the RESTART Act would help fill the gaps and ensure they receive the support they deserve.

According to a recent CNN report, Treasury Secretary Steve Mnuchin recently voiced support for the legislation.

Two Hollis Men Charged with Cold-Case Murder of Jason ‘Jam Master Jay’ Mizell

By Michael V. Cusenza After nearly 18 years, it seems justice has begun to take the painfully slow steps toward finally being served.

A 10-count indictment was unsealed Monday in Brooklyn charging Ronald Washington and Karl Jordan, Jr., with the Oct. 30, 2002 murder of Jason Mizell, also known as “Jam Master Jay,” a member of the famed hip-hop group Run-DMC. Each defendant is charged with murder while engaged in narcotics trafficking and firearm-related murder for the fatal shooting of Mizell inside the victim’s recording studio in Jamaica. Jordan is charged with several additional narcotics distribution counts.

Jordan was arrested Sunday and arraigned Monday afternoon. He pleaded not guilty and was ordered held pending trial.

Washington is in federal custody and will be arraigned at a later date.

As alleged in court filings, on Oct. 30, 2002, Mizell was present at his recording studio, 24/7 Studio, located on Merrick Boulevard in Jamaica. At approximately 7:30 p.m., Washington and Jordan, armed with firearms, entered the studio. Washington pointed his firearm at an individual located inside the studio and demanded that the person lie on the floor. Jordan approached Mizell, pointed his firearm at him, and fired two shots at close range, striking the victim once in the head, killing him. The second shot struck another individual in the leg.

The investigation revealed that the motive for the killing resulted from Mizell’s previous acquisition of approximately

10 kilograms of cocaine from a narcotics supplier in the Midwest. The cocaine was allegedly intended to be distributed in Maryland by Washington, Jordan and other co-conspirators. Mizell had recently informed Washington that the defendant would not be involved in distributing the narcotics in Maryland, which precipitated the murder conspiracy.

In addition to the murder, Jordan is also charged with one count of conspiracy to distribute cocaine and seven counts of cocaine distribution.

“The gunshots that rang out in a recording studio in Queens nearly 18 years ago, taking this pioneering rap artist’s life, have been answered. Today’s indictment shows that no amount of time passed can erase the commitment of our NYPD detectives, federal law enforcement partners and prosecutors in the US Attorney’s Office for the Eastern District, to the pursuit of justice,” said NYPD Commissioner Dermot Shea.

If convicted, Washington and Jordan face a minimum of 20 years’ imprisonment and a maximum term of life imprisonment, or the death penalty.

“The defendants allegedly carried out the cold-blooded murder of Jason Mizell, a brazen act that has finally caught up with them thanks to the dedicated detectives, agents and prosecutors who never gave up on this case,” said Acting Brooklyn U.S. Attorney Seth DuCharme. “The charges announced today begin to provide a measure of justice to the family and friends of the victim, and make clear that the rule of law will be upheld, whether that takes days, months or decades.”

It is quite difficult to fathom that this month marks the seventh January since the icon known to the music world as Jam Master Jay was icily snuffed out in a recording studio on Merrick Boulevard in Jamaica.

It’s yet another somber twenty-first day of the year; a day when family, friends and grateful fans commemorate a pioneer and his craft, and wonder if the assassin who pumped a .45-caliber bullet into Jay’s head will ever see justice.

As the backbone of seminal trio RunDMC, Jay revolutionized the role of the hip hop DJ. He took a somewhat static position and turned it into a dynamic force of music. Jay was at once composer, choreographer, producer and band leader. Perhaps what resonated most with me was Jay’s reverence for the medium.

He approached the turntable in the spirit of a musical instrument; his deft cuts on countless records were the perfect compliment to the unexampled rhyme styles of DJ Run and DMC. They were records that changed everything.

I can vividly recall my older brother’s legs dangling from the top bunk, his hands cradling a brown Fisher-Price single cassette player, constantly rewinding “Mary, Mary” just to listen to the wonderfully chaotic chorus driven by a frenetic guitar sample and Jay’s melodic scratches.

Or the day my cousin handed me the landmark “Peter Piper/My Adidas” 12inch still wrapped in cellophane with the Nobody Beats the Wiz price tag affixed.

I first played “Peter Piper” on a home stereo turntable and quickly became obsessed with Jay’s manipulation of Bob James’“Take Me to the Mardi Gras.”

It was new and exciting. The compositions took a backseat to memorizing the most fleeting of cuts. The goal was to emulate Jay, to the extent that I lost sight of the gift he provided.

Sadly, it took a hit man’s bullet on Oct. 30, 2002, to remind so many of us of the gift we had in Jay—a rare musician who consistently gave his talent and time to the culture.

On days such as this, we cling to memories and the belief that he lives on through the music. We hold on tightly to the image of a beaming DJ dressed in all black, with a fedora crown and pristine shell-toes.

We find comfort in his smile and irrepressible energy. And even if it’s for a brief moment, we cease dwelling on the void and celebrate the presence.

By Forum Staff Acting Borough President Sharon Lee’s “Free Wednesday Movie Nights at the 2020 Queens Drive-In”—a series of seven free, drive-in film screenings on the grounds of the New York Hall of Science in Flushing Meadows Corona Park—kicked off this past Wednesday Aug. 19, with a screening of “John Lewis: Good Trouble,” a documentary chronicling the life of the recently deceased civil rights icon.

According to Lee, the slate of “Free Wednesday Movie Nights at the 2020 Queens Drive-In” includes an eclectic mix of smash hits, new releases, popular children’s movies and fantastical favorites for all Queens families to enjoy. A series of short films, some produced by local filmmakers, will also be shown prior to each main feature.

According to Lee, food and beverages will be available for contactless purchase through featured vendors that participate in the seasonal Queens Night Market, held annually at the NYSCI parking lot in Flushing Meadows Corona Park but currently postponed due to the ongoing COVID-19 pandemic. Food and beverages can be purchased via contactless ordering during preshow programming or via stadium-style vendors walking the premises before the main feature.

“It certainly has been an unusual New York summer without concerts and other large-scale events at our beloved city parks, like the ‘Only in Queens Summer Festival’ in prior years,” Lee said. “Together with key partners, we’re delighted to bring this series of free movie nights at the 2020 Queens Drive-In as a fun throwback for the Borough of Families, while prioritizing safety in the midst of the ongoing pandemic.”

The free movie nights in Queens are presented in partnership with NYC Parks, the New York City Comptroller, Rooftop Films, the New York Hall of Science, Museum of the Moving Image, and the Queens Night Market. Providing $70,000 in financial support for the “Free Wednesday Movie Nights at the 2020 Queens Drive-In” is the non-profit Flushing Meadows Corona Park Improvement Fund, which is jointly overseen by Lee, Parks Commissioner Mitchell Silver, and City Comptroller Scott Stringer.

“New Yorkers have worked hard to flatten the curve, and now it's important to create opportunities for families and friends to enjoy these summer months together from a safe distance,” Stringer added.

Man Charged in ID Theft Scheme

By Forum Staff A Flushing man has been charged withusing fake identification to buy and lease several luxury autos in other people’s names—including that of his terminally ill uncle, Queens District Attorney Melinda Katz announced Friday.

Guang Jin, 33, was arraigned Thursday night on two separate complaints charging him with grand larceny in the second and third degrees; attempted grand larceny in the second degree; criminal possession of stolen property in the second, third, and fifth degrees; identity theft in the first degree; and criminal possession of a forged instrument in the third degree. Jin was released on his own recognizance with a temporary order of protection issued by the court; he was ordered to return on Sept. 28.

In a third complaint, Katz noted, Jin, along with his live-in companion Hua Shen, 34, are charged with criminal possession of a controlled substance in the third and seventh degrees; criminal possession of a forged instrument in the second degree; and unlawful possession of personal identification in the second degree.

According to the charges, on March 9, Jin and an unidentified individual shopped at a luxury car dealership in Westbury, Long Island. Using his uncle’s identification, Jin allegedly purchased a 2019 Alfa Romeo Giulia and leased a 2019 Alfa Romeo Stelvio. Jin and his accomplice drove off the lot in the cars, valued at more than $46,000 each.

Katz said that the victim’s son-in-law told investigators that Jin visited his uncle at home several times in January, after the elderly man had been diagnosed with a terminal illness. After Jin’s visits, the son-in-law stated that the dying man began to receive bills from various merchants, credit card companies, as well as letters denying credit. The son-in-law, who held power of attorney for the victim, stated he never authorized these purchases or applied for credit in the victim’s name.

According to the charges, Jin’s uncle returned to his homeland in China and died in August 2019.

Katz said in July 2019 Jin visited a car dealership on Northern Boulevard in Woodside. He allegedly showed a driver’s license bearing the name of another man and purchased a 2019 Ford Mustang with a price tag of $52,000.

According to the charges, Jin repeated this scheme again in May 2020, when he used a driver’s license, Social Security card and a credit

card—all bearing the name of another victim— and attempted to purchase a Mercedes Benz GLC300, butthe sales person did not complete the necessary paperwork. On June 2, Jin allegedly leased a 2020 Lexus NX300 using the same forged ID, Social Security number and credit card.

Katz said Thursday a court-authorized search warrant was executed at the 38th Avenue home of Jin and Shen. Police allegedly recovered more than 250 pieces of personal identification, 187 credit cards and more than 27 photo IDs and other items detailing the personal information of various victims. Cops also seized more than 40 grams of methamphetamine and a quantity of heroin.

If convicted, Jin faces up to 12 years in prison.

If convicted, Shen could be incarcerated for up to nine years.

Place your screen at eye level Your screen should be directly in front of you.

A good guide is to place the monitor about an arm’s length away, with the top of the screen roughly at eye level. You may need a stand .

Using the keyboard Place your keyboard in front of you when typing. Leave a gap of about four to six inches at the front of the desk to rest your wrists between bouts of typing. Your wrists should be straight when using a keyboard. Keep your elbows vertical under your shoulder and right by your side.

Some people like to use a wrist rest to keep their wrists straight and at the same level as the keys.

Keep your mouse close Position and use the mouse as close to you as possible. A mouse mat with a wrist pad may help to keep your wrist straight and avoid awkward bending.

Make objects accessible Position frequently used objects, such as your telephone or stapler, within easy reach. Avoid repeatedly stretching or twisting to reach things.

Avoid phone strain If you spend a lot of time on the phone, try exchanging your handset for a headset. Repeatedly cradling the phone between your ear and shoulder can strain the muscles in your neck.

Borough Mourns Death of Claire Shulman

By Michael V. Cusenza Pioneering borough politician Claire Shulman died on Sunday following a long battle with lung and pancreatic cancer.

She was 94.

Shulman was the first woman to be elected president of The World’s Borough. She held the position for 16 years (1986-2002) until she was term-limited out of office.

Reactions to her passing poured into The Forum this week.

“Claire Shulman was largerthan-life,” said Acting Queens Borough President Sharon Lee. “She did not waste time, and lived every single minute fully and with purpose. In a borough known for its trailblazers, few have led a life of dedicated public service as robust and as effective as Claire Shulman. You just couldn’t say Claire Shulman

Comptroller Audit Reveals DOT’s ‘Persistently Inadequate’ Maintenance of Street Name Signs

By Forum Staff The City Department of Transportation’s oversight of the installation and maintenance of street name signs has been “persistently inadequate,” according to a follow-up audit of DOT released on Friday

by City Comptroller Scott Stringer.

According to Stringer’s audit, DOT failed to implement several recommendations from Comptroller Stringer’s prior audit, issued in 2017—including that it develop a complete inventory of street name signs throughout the five boroughs and a comprehensive plan for identifying those that need repair and replacement, and that it ensure that complaints filed through the City’s 311 service are investigated and addressed in a reasonable time frame.

The audit also revealed that DOT still lacks a concrete plan to implement those needed reforms. Auditors found, for example, that DOT failed to address 46 of 50 sampled 311 complaints it received in July 2017 and January 2018 timely. DOT’s continuing failure to address 311 complaints promptly means that New Yorkers may never know whether the problems they report resulted in action. This issue is of even greater concern because DOT primarily relies on complaints to identify issues involving street name signs.

“The DOT is dragging its feet on making necessary upgrades to its system for installing and maintaining street name signs,” Comptroller Stringer said.

received between July 2017 and February 2019, the overwhelming majority—5,187 complaints—came through the 311 service.

Stringer’s 2017 audit found significant deficiencies in DOT’s maintenance efforts and tracking system and made six recommendations to address the weaknesses found. Of the six prior audit recommendations, DOT implemented one recommendation—that it ensure that work orders

are approved before being sent to the contractor. DOT also partially implemented a recommendation that it continue its efforts to develop a methodology for tracking and documenting intersections where street name sign surveys have been conducted.

However, DOT did not implement the four remaining recommendations: Take steps to identify and document its full inventory of standard street name signs

throughout the city; develop a comprehensive plan for conducting surveys to identify street name signs that need to be repaired and replaced throughout the city; establish protocols to ensure that 311 complaints are investigated and addressed in a reasonable time frame; establish time standards for addressing street name sign repairs/replacements once the need has been identified and regularly monitor how well it is meeting those standards.

According to Stringer, as a result of DOT’s failure to implement his office’s recommendations, delays continue to affect its installation and maintenance of street name signs.

For example, in a sample of 309 work orders, the comptroller’s auditors found that: On average 125 business days (ranging from 70 to 765 business days) elapsed between the date a DOT inspector prepared a work order and the date a DOT director approved it for assignment to a DOT contractor to repair or replace a street name sign; it took DOT an average of 213 days (ranging from 116 days to more than 3 years) to complete a work order—from the date a DOT survey found that a sign needed repair or replacement to the date DOT verified that its contractor completed the job.

“The DOT is dragging its feet on making necessary upgrades to its system for installing and maintaining street name signs,” Stringer added.
