By Forum Staff Governor Andrew Cuomo recently made the decision that schools can open across the state for in-person learning; however, State Sen. Joe Addabbo, Jr. (D-Howard Beach)on Monday announced that he wants to make sure that parents and teachers still have the choice to safely opt in to either a blended learning plan or an allhome learning situation at their discretion.

According to Addabbo, the plans provided by both the State and City includes strict guidelines for school activities such as transportation, pick up and dismissal times, in-person and remote learning, meals, personal protective Equipment requirements for students, faculty and staff,

and many more aspects that go into safely operating a school.

“The main issue here is safety. As an elected official, but also as a concerned parent of two children in the city’s system, I believe ensuring the safety of our students, teachers and staff is of critical importance,” said Addabbo, a member of the Senate Education Committee. “Proper COVID-19 safety protocols including temperature scans, face coverings, social distancing where appropriate, daily cleanings, and proper contact tracing will go a long way in making sure that our schools are safe for everyone. With clear and transparent communication, we must stay on top of every school to make sure they are following the guidelines put forth and according to

their individual reopening plans. I know many feel that the classroom learning experience is best for our students, but at this point, what is best is the health and safety of all.”

Addabbo noted that according to the City’s plan, students and staff will randomly be given temperature screenings each day before entering the school building. They will also be required to conduct at-home temperature checks. All school staff members will undergo COVID-19 testing on a rolling basis once school is in session.

If a person does have a case of COVID-19, all students and teachers in that class must quarantine for 14 days.

“I understand the questions and concerns students and parents, as well as teach-

This fluid situation can change very quickly if confirmed cases begin to rise. If everyone follows the strict guidelines issued by the city and the state, I believe we have a better chance of having a successful 2020-2021 academic year.”

Each school in NY State—including religious and independent schools—must submit their individual reopening plans to the State Education Department.

By Forum Staff City Councilman Eric Ulrich (R-Ozone Park) announced on Monday that he has secured $50,000 for the One Stop Richmond Hill Community Center so that the facility can expand its“Mommy & Me” services.

According to Ulrich, the One Stop Richmond Hill Community Center has been running their free “Mommy & Me” program for more than 15 years, serving Richmond Hill and surrounding communities. The program is sponsored through

both City and State grants, including funding from Ulrich’s office. The program typically consists of parents and/or caretakers for children 1 to 3 years of age. Prior to the pandemic, the One Stop Richmond Hill Community Center’s “Mommy & Me” program took place twice a week, offering two one-hour sessions per day, at its facility located at 110-08 Jamaica Ave. Each family received a one-hour session per week at nocost.

The online “Mommy & Me” sessions are still available to anyone in the community who may be interested in participating.

Viltus attacked the victim at the Hillside Hotel.

By Forum Staff A Cambria Heights man has been sentenced to 10 years in prison after pleading guilty to attempted murder in the April 2018 attack on his transgender girlfriend, Queens District Attorney Melinda Katz recently announced.

David Viltus, 31, has been ordered to serve 10 years in prison, to be followed by five years’ post-release supervision and issued an order of protection barring the defendant from having any contact with the victim.

On April 18, 2018, Viltus went to the Hillside Hotel in Jamaica where the victim, a 29-year-old transgender woman was staying.

The victim, who had been prostituting herself for the defendant, refused to continue engaging

in sex acts for cash. That’s when Viltus erupted in anger. He punched her in the face with a closed fist and used a scalpel to slash her in the face.

He smashed a plant on her head and threw her against a door, knocking the door off its hinges, Katz noted.

“The victim in this case was attempting to free herself from exploitation and sex trafficking when the defendant—who was taking the money she made—viciously attacked her. The defendant admitted his guilt and has now been ordered to prison for his criminal actions,” Katz added. “Anyone who feels trapped by circumstances similar to this victim’s should know this: You are not alone. We are here to continue to vigorously prosecute such cases and protect victims of trafficking and assault.”

By Michael V. Cusenza It’s official: City Councilman Donovan Richards has emerged victorious from the large field vying for the Democratic nomination for Queens borough president.

With more than 112,000 votes in and nearly 97 percent of scanners reporting on the morning of Wednesday, June 24, Richards jumped out to an early nine-point advantage over Crowley. Councilman Costa Constantinides (D-Astoria) came in third with 15.23 percent; retired NYPD Sgt. Anthony Miranda nipped at his heels with 14.75 percent of the vote.

The City Board of Elections only recently made Richards’ victory official.

The Southeast Queens firebrand and Council Public Safety Committee chairman will face Howard Beach civic leader and Queens County Republican Party Chairwoman Joann Ariola in the general election in November.

City Launches Tenant Resource Portal to Help Renters Avoid Eviction

By Forum Staff The city’s first-ever online resource to help residential renters access free resources from the City to help prevent evictions and keep tenants stably housed launched on Monday, Mayor Bill de Blasio announced.

The NYC Tenant Resource Portal launched through the Mayor’s Office to Protect Tenants, the Mayor’s Public Engagement Unit, and the Department of Information Technology and Telecommunications; it features an eviction-prevention tool to help renters navigate free public and private resources that can stabilize their housing situations.

According to the administration, the portal is free and accessible to all residential tenants. Tenants will respond to a series of questions about their unique circumstances and be directed to the most relevant resources, such as help navigating an illegal lockout or eviction. The portal also has up-to-date information on the general status of evictions in New York City Housing Court. Tenants who do not have access to the internet can call 311 and ask for the “Tenant Helpline,” which was launched in partnership with 311 and HRA’s Office of Civil Justice in April of this year, where they will be connected to a PEU Tenant

De Blasio also noted that through the portal, MOPT, PEU, and DoITT have brought together resources from multiple City agencies, Cityfunded nonprofit legal service organizations, and Community Based Organizations, improving and streamlining how tenants can learn about the options that may be available to them.

“The creation of this portal has been underway for many months, and when COVID-19 hit we knew we had to pivot our focus towards helping tenants navigate the uncertainty of housing court and eviction during an unprecedented time in our City,” said Rachel Flaherty, Project Leader for the Mayor’s Office to Protect Tenants. “We’re excited and grateful to have partnered with the Mayor’s Public Engagement Unit and the Department of Information Technology and Telecommunications to build this tool to provide New Yorkers with more clarity on housing court and eviction – two things that are never easy to navigate, but especially right now.”

Omar Khan, director of the Mayor’s Public Engagement Unit, added, “The new tenant portal will help New Yorkers receive the free assistance they need and deserve, especially during the current pandemic which has left so many people in our communities facing greater housing instability.

I encourage all tenants who need assistance to use the portal or contact PEU’s outreach specialists via the 311 Tenant Helpline. In addition to the portal and Helpline, PEU’s Tenant Support Unit will continue proactively connecting with vulnerable tenants to ensure all New Yorkers get the support they need during this unprecedented situation.”

De Blasio Touts Housing Affordability Numbers

By Forum Staff The City financed 30,023 affordable homes this past fiscal year, including a record 23,520 homes preserved and 6,503 new construction units, Mayor Bill de Blasio recently announced.

Fiscal Year 2020 also marked a record level of affordable homeownership investment, with 16,223 homeownership units.

De Blasio also noted that with more than 165,000 units financed since 2014, the City is more than halfway toward his goal of preserving and building 300,000 affordable homes for New Yorkers by 2026.

Despite funding challenges, the City is actively identifying the projects that meet the urgency of the post-COVID-19 era and exploring various financing options to continue delivering affordable housing.

According to the administration, the City is prioritizing projects that serve seniors, homeless households, and the lowest income individuals and families. HPD has a history of successful partnerships and on average has been able to leverage more than $4 for every $1 of city subsidy.

One of the notable affordable housing projects financed by the City in FY 2020 is the Bishop Valero Residence in Astoria. According to the City, this project will bring more than 100 deeply affordable homes for seniors including homes for homeless seniors to Astoria. Developed by Catholic

Charities Progress of Peoples Development Corporation on the underused parking lot of an existing HUD-funded affordable senior project, the site will feature a 200-seat capacity community senior center and offer supportive services to residents. Rents for all units in the residence will be subsidized through a federal voucher awarded to development. The tax credit allocation for the senior project was increased to ensure construction began on schedule.

“The pandemic has made us see even more clearly what housing means for communities, public health and the future of New York City. The city’s recovery depends on our ability to keep people in their homes and stretch our dollars further to build and preserve even more affordable housing in these challenging times. We are committed to that goal, and working hard to target new tools and resources to address the need for stable, deeply affordable housing for the City’s most vulnerable residents,” said Deputy Mayor Vicki Been.

“We have achieved record success generating affordable housing in recent years.

Borough Blasts Con Edison for ‘Disastrous’ Response to Tropical Storm Damage

By Saturday, August 8, nearly 100 hours after the storm, Con Edison finally broke the 80 percent threshold of restoration for Queens; 14,000 Queens customers, however, were still left in the dark, over half of the remaining 24,700 outages citywide. By then, Con Edison had already long restored over 95 percent of impacted customers in both Brooklyn and Staten Island, BP Lee noted.

Cusenza Dozens of borough elected officials and community board leaders representing some of the most heavily and extensively impacted areas of Queens on Tuesday collectively blasted Con Edison’s disastrous management of power restoration in the county that rendered more than 73,000 of its customers without power in the wake of Tropical Storm Isaias that smacked Queens last Tuesday.

According to Acting Borough President Sharon Lee, seven nights after the storm, over 3,000 Con Edison customers in Queens—as well as everyone else residing in those households—still remain powerless and in the dark amidst relentless heat and humidity.

Officials slammed Con Edison’s disproportionate pace and inequitable power restoration for Queens relative to the rest of New York City. Some noted the compounded effects of the ongoing COVID-19 pandemic in Queens, citing residents feeling “trapped” by downed and hazardous wires left in the sidewalks and roads or suspended midair blocking home entrances and driveways for days on end. Officials also noted Con Edison’s rate hikes in recent years including 13.5 percent increase in residential electricity rates over three years, approved in January 2020, as well as past precedent for direct remedy to the company’s customers.

“Con Edison failed Queens in the immediate and extended wake of Tropical Storm Isaias, depriving us—at length—the

necessary urgency, service and communications that we are owed as customers without a choice,” Lee said. “While 73,000 customers in Queens were rendered powerless, here in the Borough of Families, the real impact hit real people in multiples of that. Con Edison has the power now to choose to do right by its Queens customers for the prolonged trauma and danger imposed upon them. I urge Con Edison to offer immediate and full rebates to the 73,000 Queens customers on this month’s bill to remedy this disproportionate and inequitable restoration. It is the very least Con Edison can do.”

Lee also pointed out that there is precedent for Con Edison providing restitution to its Queens customers for a failed response to power outages. For nine days in July 2006, a Con Edison power outage left up to 174,000 people in western Queens without electricity. In January 2007, the New York State Public Service Commission determined that the blackout resulted from Con Edison’s “failure to ad-

dress a multitude of pre-existing problems and issues associated with the operations, maintenance, and oversight of ” its western Queens infrastructure. In 2008, facing legal action by Queens residents and business owners as well as an ongoing investigation by the Public Service Commission, Con Edison agreed to a settlement that provided a $46 million rate benefit for its customers, and a $17 million benefit fund for those directly affected in Western Queens, half of which was dedicated to significant bill credits.

“Unfortunately, this situation isn’t a new one. Many of my constituents have been victimized by major storms in the past and were prepared before, during and after this recent Isaias storm. I’d like to make sure Con Ed is just as prepared going forward,” State Sen. Joe Addabbo, Jr. (DHoward Beach) said. “For the current outages, I have been in touch with Con Ed to alert them to areas with prolonged outages.

There needs to be a long-term plan to this problem, and not just reactionary measures after service has been interrupted.”

Last Wednesday, Gov. Andrew Cuomo announced that he is directing the state Department of Public Service to launch an investigation into Verizon, PSEG Long Island, Con Edison, Central Hudson Gas & Electric, Orange and Rockland Utilities, and New York State Electric & Gas “to understand how such a failure could have taken place. New Yorkers deserve answers and they deserve better.

“The large volume of outages and the utilities’ failure to communicate with customers in real time proves they did not live up to their legal obligations,” Cuomo added. “The fact that many customers still do not know when their power will be restored makes it even more unacceptable.

The worst of this situation was avoidable, and it cannot happen again.”

By Forum Staff Acting Queens Borough President Sharon Lee and the Queens Botanical Garden on Thursday announced the launch of the “Queens Summer Seeds 2020” program, a cross-borough initiative to promote wellness and provide a healthy, stress-releasing activity for borough youth and adults alike through gardening.

Funded by Lee’s office and secured by the Botanical Garden, “Summer Seeds” features a total of 2,020 seed planter sets— symbolizing rebirth and recovery following the unprecedented challenges our borough has faced thus far in 2020, while providing Queens residents with an activity to enjoy in a summer where options for leisure are limited—that will be distributed to Queens community boards, as well as community-based organizations and New York City Housing Authority communities with either active community gardens or similar wellness initiatives throughout The World’s Borough.

According to Lee and the QBG, each planter set includes two pre-potted seeds that can be grown either in the provided pot or transferred to an outdoor garden.

Approximately half of the 2,020 sets feature a mix of common herbs—basil, parsley, thyme or chives—while the remaining sets feature a floral mix of impatiens and poppy seeds. The seedlings should sprout from the soil in approximately three weeks, bringing with them a sense of optimism and endurance ahead of an unprecedented school year and fall season.

Each participating organization will also receive personal protective equipment and hand sanitizer along with the seed planter sets, Lee noted.

By Forum Staff While COVID-19 relief package negotiations have hit an impasse, Sen. Kirsten Gillibrand (D-N.Y.) recently said she’s still pushing for vital support for American families.

“It’s unacceptable that Majority Leader McConnell has dragged his heels and let the clock run out on benefits that were keeping families and our economy afloat,” Gillibrand said. “New Yorkers, and families across the country, are suffering because of multiple crises—from food insecurity, to lost jobs, to child care shortages and the reduction of essential public services—and Congress must provide a lifeline. I will continue fighting for the inclusion of these crucial proposals in the next relief package in order to help American families face these unprecedented challenges.”

Gillibrand said she’s fighting for the following priorities for New Yorkers in the next phase of coronavirus relief legislation: $50 billion in federal funding to stabilize child care providers as they work to safely reopen. With nearly half of all child care providers closed due the pandemic, Gillibrand has stood with local leaders in Troy, Poughkeepsie, Ithaca, Buffalo, Rochester, and Syracuse to call for the inclusion of a $50 billion Child Care Stabilization Fund. The fund would provide grant funding to child care providers to stabilize the child care sector and support providers as they safely reopen and operate.

Extension of enhanced unemployment benefits. 49 states have experienced rising unemployment and unemployment num-

bers continue to rise with states scaling back plans to reopen businesses. Gillibrand is calling on Majority Leader Mitch McConnell to renew the $600 per week unemployment benefit, authorized under the CARES Act, through at least Jan. 31, 2021. $3.9 billion in federal funding for the MTA and $3 billion for the Port Authority of New York and New Jersey. Due to the sharp decrease in ridership and the economic shutdown, public transportation is in desperate need of relief to address devastating revenue losses. Gillibrand stood with local leaders in North White Plains to advocate for this funding and sent a letter to Senate leadership to push for its inclusion in the next relief package.

Expansion of the nationwide moratorium on evictions. More than 14 million people are behind on rent and moratoriums on evictions are expiring across the country.

Gillibrand is calling for the inclusion of the Protecting Renters from Evictions and Fees Act of 2020 to expand the nation-wide moratorium on evictions for housing through at least March 27, 2021, protect renters from immediate displacement, and prohibit evictions based on nonpayment of rent.

Expanded SNAP and P-EBT benefits.

Last week, more than 29 million American households didn’t get enough to eat. To address the alarming hunger crisis caused by the pandemic, Gillibrand is pushing the Senate to provide an increase in maximum SNAP benefits by 15 percent, extend the P-EBT program and expand eligibility, and expand the SNAP program so that more Americans have more options to put nutritious food on the table.

People always come into the pharmacy asking questions about giving animals over the counter (OTC) people meds.

No one wants to see their beloved pet suffer, but we need know that giving them NSAIDs or acetaminophen (Tylenol and other brands, which are not NSAIDs) out of our medicine cabinets may not be safe for dogs or cats, and doses vary widely.

Some OTC human pain relievers can be toxic–even deadly–in pets. Never give your animal something you take unless speaking with your vet first.

Similarly, pet owners shouldn’t assume that a medicine good for one animal is necessarily safe for another.

Rule number 1—Communicate with your vet.

Before giving your animal an NSAID: —Make sure you know what the medication is being prescribed for, how much to give and how long to give it.

—Discuss possible side effects and symptoms, especially those that require an immediate call to the vet.

—Tell your veterinarian if the pet has a history of gastrointestinal problems, such as stomach ulcers, or surgery on the stomach or intestines.

—Tell your veterinarian if your pet is on any other medications or supplements.

If your pet is on medication, make sure you ask your vet these questions: -Why is my pet on this medication and how long do I need to give it?

-How do I give the medication to my pet? Should it be given with food?

-How often should the medication be given and how much should I give each time? If it is a liquid, should I shake it first?

-How do I store the medication?

-What should I do if my pet vomits or spits out the medication?

-If I forget to give the medication, should I give it as soon as I remember?

-What if I accidently give too much?

-Should I finish all of the medication?

-Could this medication interact with others?

-What reactions should I watch for?

-When do we comeback?

- Will you be calling me to check on my pet’s progress, or should I call you?

If you follow these simple rules, you and you best friend should enjoy a long healthy life together.

Crime Alert: Commercial Burglaries

There has been a recent increase in burglaries of commercial establishments, Capt. John Costello, commanding officer of the 106th Precinct cautioned area residents on social media.

“Please make sure your alarms are turned on, roof hatches are secured properly, and all doors and windows are secure,” Costello wrote. “Security gates and locks are often the first line of defense to protect a business from unwanted breakins when closed. If your business doesn’t

have security gates, then your large plate glass store front windows can be layered with security glazing (a type of plastic film that covers the window on the inside).”

Cuomo Signs Legislation Extending Look-Back Window for Child Victims Act

By Forum Staff Governor Andrew Cuomo recently signed legislation extending the look-back window for victims to file claims under the Child Victims Act, regardless of when or how long ago the alleged abuse occurred.

Due to the COVID-19 public health emergency, on May 8, Cuomo issued an executive order extending the window until Jan. 14, 2021. The legislation signed last week extends the special filing period by a full year and claims can now be filed under the Child Victims Act until Aug. 14, 2021.

Cuomo signed the Child Victims Act last year. The law: • Increases the amount of time during which perpetrators of these crimes may be held criminally accountable; • Allows victims of these crimes to commence a civil lawsuit at any time before they reach 55 years of age; • Provides survivors seeking to file actions against public and private institutions for previously time-barred claims a new opportunity for their day in court by opening a one-year window, now extended to two years, for them to commence their civil action; • Eliminates the need to file a notice of claim for sexual offenses committed against a minor;

“As New York continues to reopen and recover from a public health crisis, extending the look-back window is the right thing to do and will help ensure that abusers and those who enabled them are held accountable,” Gov. Cuomo said.

• Requires judicial training with respect to crimes involving the sexual abuse of minors; • Authorizes the Office of Court Administration to promulgate rules and regulations for the timely adjudication of revived actions.

“The Child Victims Act brought a longneeded pathway to justice for people who were abused, and helps right wrongs that

went unacknowledged and unpunished for far too long and we cannot let this pandemic limit the ability for survivors to have their day in court,” Cuomo said. “As New York continues to reopen and recover from a public health crisis, extending the lookback window is the right thing to do and will help ensure that abusers and those who enabled them are held accountable.”

Most of all, credit goes to the fearless survivors of child sexual abuse, who courageously shared their personal stories in order that more New Yorkers would have the chance to hold their abusers and the institutions that harbored them accountable.”
