See Story on Page 2 City Police Officer Anastasios Tsakos, 43, was killed early Tuesday morning on the Long Island Expressway in Fresh Meadows when a woman, driving with a suspended license and allegedly legally drunk, slammed into the 14-year veteran of the NYPD as he directed traffic away from a previous fatal car crash.

Tsakos was assigned to Highway Unit 3 and often patrolled the Belt Parkway and Van Wyck Expressway in South Queens.

NYPD Highway Cop Killed by Alleged Drunk Driver

By Michael V. Cusenza A 14-year veteran City cop was killed early Tuesday on the Long Island Expressway in Fresh Meadows by an allegedly unlicensed, intoxicated driver, according to City officials.

Jessica Beauvais, 32, has been charged for allegedly driving while intoxicated and striking Police Officer Anastasios Tsakos, 43, a married father of two young children.

According to Queens District Attorney Melinda Katz, Beauvais, 32, of Hempstead, Long Island, is being held pending arraignment on a 13-count complaint charging her with manslaughter in the second degree, aggravated manslaughter in the second degree, vehicular manslaughter in the second degree, leaving the scene of an incident without reporting/death, unlawful fleeing a police officer in a motor vehicle in the second and third degree, operating a motor vehicle while under influence of alcohol or drugs, as a felony, aggravated unlicensed operation of a motor vehicle in the first degree, operating a motor vehicle while under the influence of alcohol or drugs, operating motor vehicle while under influence of alcohol, reckless driving, operating vehicle approaching parked, stopped, standing au-

Katz said that that at approximately 12:30 a.m. on April 27, 2021, police responded to the scene of a car crash on the Long Island Expressway ramp to the Clearview Expressway. A driver, who was going eastbound on the LIE, lost control of the vehicle and slammed into a concrete wall while attempting to exit the expressway.

The automobile burst into flames. The driver and two passengers were removed from the vehicle and rushed to a nearby hospital.

A third passenger died at the scene.

Beauvais, who was driving a 2013 Volkswagen Passat, was going eastbound on the LIE at that time. Beauvais was allegedly driving at a high rate of speed as she approached Tsakos.

According to the charges, the defendant allegedly struck Tsakos, who was thrown in the air and landed in a nearby patch of grass. Beauvais did not stop or slow down and travelled several exits before exiting onto the Horace Harding Expressway where her car jumped the curb and mount-

ed the sidewalk in front of 221-22 Horace Harding Expwy., where police surrounded her in the vehicle. Beauvais then allegedly attempted to flee the scene by placing her car in reverse and ramming the police vehicle behind her twice before coming to a full stop. She was immediately apprehended by members of the NYPD. According to the charges, DA Katz said, Beauvais was removed to the 112th Police Precinct where she submitted to an intoxilyzer test, which was administered over two hours after the fatal crash. The results of the test showed the defendant allegedly had a blood alcohol content of .15 – which is above the legal limit of .08 in New York City.

Tsakos was rushed to New York-Presbyterian Queens Hospital but died as a result of the injuries.

“The loss of life of a police officer who was out there on that highway and whose mission, in the purest sense, was keeping people safe is a profound tragedy. The fact that that life was taken by a driver whose license had been suspended, and who was intoxicated, is nothing short of criminal and should be treated that way,” said City Police Commissioner Dermot Shea.

If convicted, Beauvais faces up to 15 years in prison.

Addabbo Raises Concern over New Marijuana Laws at Civic Meeting

By Michael V. Cusenza State Sen. Joe Addabbo, Jr. (D-Howard Beach) voiced his disdain for the new, very relaxed marijuana laws that are going into effect across New York while addressing area residents during Tuesday evening’s Howard Beach Lindenwood Civic meeting.

“After reading the bill, there were just some things in it that I could not approve,” Addabbo said, noting that he was one of just three Democratic senators to vote no on the legalization legislation.

One of those concerns is that technology has not caught up with the law, so it still is extremely difficult for cops to charge someone with driving under the influence of cannabis when there is no marijuana breathalyzer to gage consumption.

“It’s impossible to know the actual intoxication level of the driver beyond the smell test,” the senator added.

lation for three ounces of flower or 24 grams of concentrated cannabis and escalate to a Class D felony for more than 10 pounds of flower or four pounds of concentrated cannabis.

The penalties for sale start as a violation for unlawful sale of any weight of cannabis and escalate to a Class C felony for unlawful sale of over 100 pounds of flower or concentrated cannabis.

The MRTA incorporates impairment by cannabis into the infraction of Driving While Ability Impaired, the lowest degree of Driving While Intoxicated, but otherwise does

not change existing law for Driving While Intoxicated.

The MRTA allows the odor of cannabis to be used as reason to suspect that a driver is intoxicated, but prohibits using odor as a justification for searching a car for contraband.

Additionally during the meeting, civic board members and concerned area residents brought quality of life concerns to Neighborhood Coordination cops, including: the prevalence of dirt bikes and drag racing; children selling food at several intersections along Cross Bay Boulevard, and illegal dumping.

Singh was behind the wheel of a 2018 Honda Accord going eastbound on Atlantic Avenue when he allegedly ran a red light and struck a Ford pick-up truck at 111th Street.

By Forum Staff A Richmond Hill man has been charged for allegedly driving while intoxicated, running a red light and crashing into two vehicles—killing a passenger in his car last Wednesday, Queens District Attorney Melinda Katz announced Friday.

Harpreet Singh, 20, was arraigned late Wednesday night on a five-count complaint charging him with vehicular manslaughter in the second degree, leaving the scene of an incident without reporting injury or death, criminally negligent homicide, operating a motor vehicle while under influence of alcohol and driving by unlicensed operator.

Katz said that on April 21, at approximately 1 a.m., police responded to the scene of two car crashes. Singh was behind the wheel of a 2018 Honda Accord going eastbound on Atlantic Avenue when he allegedly ran a red light and struck a Ford pick-up truck at 111th Street. Singh continued driving and allegedly then hit a Mercedes Benz GLA250 on Atlantic Avenue.

The DA said police found Suraj Kumar, 23, unresponsive with extensive head and body injuries in the front passenger seat of the Honda Accord.

When police interviewed Singh at the scene, he allegedly gave them a fake name and stated he had been in the back seat of the Honda. Moments later, he allegedly left the scene to go to the hospital without admitting to being the driver and in fact gave police the name of a fictitious individual as the one behind the wheel.

A witness reported to police that it was Singh who had been the actual driver of the Honda.

“As alleged, the defendant’s actions created mayhem on our streets with tragic consequences. Without a license and allegedly intoxicated, the defendant had no business getting behind the wheel of a vehicle,” Katz said. “As a result of that selfish decision, a young man’s life has been cut short and two other motorists are lucky to be alive.”

If convicted, Singh faces up to seven years in prison.

Council Set to Vote on Package of Bills Targeting Deliveries in NYC

By Forum Staff The City Council will vote this Thursday, April 29, on a legislative package for smart, safe, and sustainable deliveries in the five boroughs.

The package includes: • Sustainable Micro-Distribution Centers: This bill would require DOT to pilot a dozen 800 square-foot micro-distribution centers for the purpose of transferring goods from commercial vehicles to sustainable modes of transportation such as electric vehicles, cargo bikes, and hand trucks for the end of its journey. The micro-distribution centers will create dedicated space for delivery companies to stage deliveries and optimize last-mile routes, while simultaneously getting them off of the streets and sidewalks, incentivizing sustainable modes of transportation, and improving street safety. One year after the implementation of the pilot, DOT would be required to make recommendations for the program’s expansion.

• Commercial Loading Zone Reform: This bill will require all commercial loading zones to be metered to ensure commercial vehicles are paying their fair share for their use of the curb, extend the number of hours that commercial vehicles can park in loading zones from 3 to 8 hours to reduce the practice of unnecessary idling, hovering, and double-parking to avoid fines while driv-

ers make deliveries, prohibit placard parking in commercial loading zones below 60th street in Manhattan, and require the maintenance of temporary commercial loading zones where construction staging occupies or otherwise prevents the use of existing commercial loading zone.

• Expand commercial loading zones citywide: This bill would require DOT to ensure that no less than 25% of available curb space is dedicated to loading zones in both densely populated neighborhoods and neighborhoods with commercial and manufacturing uses. This standard would ensure that DOT assesses the need for additional

commercial vehicle loading zones and creates sufficient space for deliveries and servicing trips in the City’s densest neighborhoods.

• Require large commercial buildings to submit and implement “Delivery and Servicing Plans”: This bill would require owners of large commercial buildings to submit and implement Delivery and Servicing Plans to the Department of Buildings on an annual basis. At a minimum, the building owners would be required to provide access to on-site loading and unloading locations and storage rooms, and implement either a delivery reservation system or off-

hour deliveries for the building’s suppliers and vendors. In addition, the building owners would be required to survey tenants to identify and implement other truck traffic mitigation measures, including but not limited to the consolidation of vendors, cooperative procurement and the use of off-site consolidation centers. The bill would also require DOB to create an Office of Sustainable Delivery Systems to provide technical assistance to building owners, including a step-by-step guide, with respect to developing, amending, implementing and evaluating the plans.

• Require the construction of secure package rooms in new and significantly renovated residential buildings: This bill would require developers of new residential buildings to create a secure package storage area on the ground floor of the building. This requirement would also apply to residential buildings undergoing significant reconstruction or renovations.

• Require DOT to redesign NYC’s truck routes: This bill would require DOT to redesign the City’s truck routes in partnership with key stakeholders and opportunities for public comment to improve safety, increase visibility, reduce traffic congestion and emissions, increase efficiency, reduce vehicle miles traveled, and reduce negative health and safety impacts on residents and workers.

By Forum Staff On Friday, Mayor Bill de Blasio, the Office of Management and Budget, and NYC Department of Small Business Services Commissioner Jonnel Doris announced that more than $155 million will be allocated for small business recovery and job training in emerging markets in the City’s Executive Budget for Fiscal Year 2022.

“As the city continues on its journey to recovery, it is critical that we make small businesses the central focus of our relief efforts,” Dorris said. “SBS will continue to strive for an inclusive recovery, ensuring all small businesses have the resources they need to get back on their feet.”

NYC Small Business Loan Fund The NYC Small Business Recovery Loan program is a $100 million fund, partly funded with private capital, dedicated to helping small businesses retain staff and keep their doors open. Using census tract data to target communities hardest hit by COVID-19, New York City will provide low-interest loans of up to $100,000 to approximately 2,000 small businesses.

Small Business Grant Program The $100 million Small Business Grant Program will provide direct support to small businesses to boost our recovery and put New Yorkers back to work. It will include $50 million in rental assistance for small businesses in the arts, entertainment, recreation, food services, and accommodation sectors, and an additional $50 million focused on small businesses in low- to moderate income communities, using census tract data, to hire staff or meet unpaid expenses incurred since March 2020.

Accelerate Small Business Reopening/Opening The City will allocate $5 million to establish a small business recovery “one-stop shop” service to help businesses meet requirements for opening/reopening inspections, licensing and permitting as the COVID-19 pandemic subsides.

Career Pathways The Career Pathways Initiative will receive $2.5 million to support training in the technology, healthcare, industrial, and food service sectors, with a special focus on connecting underrepresented groups to careers such as web development, data analysis, commercial driving, cable installation, nursing and medical assistant.

Apprentice NYC Apprentice NYC will receive $1.5 million.

This initiative recasts a traditional workforce development approach to address 21st century skills, allowing workers to learn while they earn in careers in healthcare, tech, manufacturing, and food service.

Green Jobs & Manufacturing HireNYC Construction Careers will receive $1.5 million that connects NYCHA residents and low-income New Yorkers to the construction trades through pre-apprenticeship training.

This strategy leverages the City’s investments in capital construction projects to help maximize the number low income New Yorkers and NYCHA residents that enter the trades. This funding will also assist manufacturing businesses in developing blueprints to manufacture more products locally and reduce operating costs.

She went out of her way to make sure that there was some stability for the girls. Louisa has also been an integral part of the PS 207 PTA for several years. City Announces Return of Curbside Composting

By Forum Staff The City will resume its Curbside Composting Program, which had been put on hold due to the budgetary impact of the COVID-19 pandemic, Mayor Bill de Blasio announced Thursday.

This new iteration of the program will be available to the 3.5 million New Yorkers who previously had curbside collection service, with buildings and residents able to voluntarily opt-in to receive free weekly curbside composting service. Enrollment will launch in August, with collection services set to begin in October and expand as more buildings opt in. Significant expansions of community composting, reuse, and hazardous waste disposal programs are included in the announcement as well.

To allow the City to continue to devote resources to essential safety, health, shelter and food security needs, the City made a number of tough budget cuts in the spring of 2020, including those that affected the curbside composting program. Thursday’s announcement means curbside composting and seasonal leaf collections are being restored nearly a year ahead of schedule.

In addition to the re-launch of voluntary curbside composting, the popular Food Scrap Drop-Off program will be significantly expanded, from over 100 community-based sites at present to more than 200 this fall.

From September 2020 through February 2021, many food scrap drop-offs have broken participation records and have collected and diverted 1,300,000 pounds of material. Residents can find their closest site at nyc.gov/

Growth of this program will be achieved via a restoration of GrowNYC’s Greenmarket Composting program funding and an expansion of NYC Compost Project funding to support community-based drop-offs, compost-

ing and education. In addition, it will include a first-of-its-kind pilot of “smart bins,” in which New Yorkers use an app to access public food scrap drop-off bins, thus preventing crosscontamination and misuse.

As part of Thursday’s announcement,

School Curbside Composting service will also return in the 2021-2022 school year, and nearly 1,000 schools that had service prior to COVID-19 will resume curbside composting.

Beyond composting, Thursday’s announcement includes expansions or restorations of several other sustainability programs.

SAFE Disposal Events, which collect Solvents, Automotive, Flammables, and Electronics products as well as other regulated waste, will expand from two per borough each year – a total of 10 – to nearly 60 per year, one for each community district. This six-fold expansion means fewer dangerous chemicals and products on our streets, in our waterways, or in landfills.

Special Waste Drop-off locations, sites around the city where residents can drop off harmful materials that do not belong in household trash, will also be re-opening starting this July. These sites have been closed since March 2020.

The City Department of Sanitation will begin offering Reuse Swap Events across the five boroughs to keep usable items out of landfills and help them find good homes.

“With climate change already taking a toll on our city in terms of severe storms like Sandy, it is imperative that we leave no stone unturned in our fight to make New York City the greenest city in America—ensuring the long-term sustainability of our communities in the process,” said Queens Borough President Donovan Richards, Jr. “The restoration and expansion of these programs are part of a greater puzzle we must solve to secure the safety of our families, and Queens is grateful to all involved for their commitment.”

Schumer Touts $28B Restaurant Relief Program

By Forum Staff The $28.6 billion federal restaurant relief program is about to launch, Senate Majority Leader Chuck Schumer announced Sunday.

Schumer urged New York restaurants to be the first in line to apply and, along with the New York Hospitality Alliance, pushed to get the word out. Schumer also said he is pushing the Small Business Administration to dish these funds out ASAP. Schumer said that with New York City and Long Island poised to see a sizable share of the $28.6 billion dollar federal pot, local restaurants we know and love can stay open for business and opportunities for workers to return to old or new restaurant jobs can emerge. Schumer also said the countless jobs New York restaurants still provide will be less uncertain now that this direct relief is on the way. He also explained how our local restaurants can apply.

As Schumer noted, across New York City 250,000 jobs in the hospitality industry—including the food industry—were lost in 2020 due to the regional industry’s struggles throughout the pandemic. Pols Applaud as COVID-19 Hate Crimes Act Passes Senate

By Michael V. Cusenza New York elected officials on Thursday hailed the Senate’s passage of the COVID-19 Hate Crimes Act, which seeks to help combat the rise in anti-Asian hate related to the coronavirus.

The legislation, which U.S. Rep. Grace Meng (D-Flushing) reintroduced last month with Sen. Mazie Hirono (D-HI), was approved Thursday afternoon with bipartisan support. The vote was 94 to 1, according to Meng.

“For more than a year, Asian Americans all across our nation have been screaming out for help, and in passing the legislation sponsored by Senator Hirono and I, the Senate showed that they heard our pleas,” Meng said. “I thank and applaud each and every senator who voted to pass our bill which was a bold step in taking action to combat the ongoing hate and violence against Asian Americans. I also want to especially thank my hometown Senator, Majority Leader Chuck Schumer, for shepherding the measure through the Senate and securing its overwhelming bipartisan support. We’ve all heard the sickening stories and seen the horrifying videos of Asian Americans being beaten, slashed and spat on. Today, the Senate said enough

is enough, and underscored loud and clear that there is no place for hate anywhere in our society. The legislation would, among other

things, create a position at the Department of Justice to facilitate the expedited review of COVID-19 hate crimes, encourage more reporting of incidents in multiple languages, and help make different communities feel more empowered to come forward and report these incidents. It would also direct federal agencies to work with community-based organizations to raise awareness of hate crimes during the pandemic.

“I have heard from so many Asian Americans who tell me that they are scared to walk outside,” Meng said. “Families won’t let their kids go to the park or play outdoors. People are urging their parents and grandparents to stay inside, telling them that they’ll run their errands and deliver groceries to them. Being forced to endure this terror and fear is unconscionable and unacceptable. Everybody in our country deserves to feel safe, and that includes the Asian American community.

Again, I commend the Senate for moving our COVID-19 Hate Crimes Act closer to the finish line, and I now look forward to the House swiftly following suit.”

U.S. Sen. Kirsten Gillibrand added, “We have a shared responsibility to keep Asian community members safe, particularly seniors and women most impacted by the scourge of anti-Asian hatred. It’s on all of us to stand up and speak out against all forms of hatred and violence. I am proud to have co-sponsored the Senatepassed COVID-19 Hate Crimes Act, an important step towards confronting this emergency, and to preventing future harm against Asian-Americans.”

The House is expected to takeup Meng’s legislation in May, during Asian Pacific American Heritage Month.

Jamaica Man Indicted after Shelter Brawl Ends with One Dead

The fight started just outside Garden Inn & Suites in Jamaica.

By Forum Staff A borough grand jury has indicted a Jamaica man for allegedly stabbing to death a resident of the Garden Inn & Suites in Jamaica in March, Queens District Attorney Melinda Katz announced Thursday.

Jose Reyes, 28, has been arraigned on an indictment charging him with murder in the second degree, assault in the second degree and criminal possession of a weapon in the fourth degree. Reyes was ordered held without bail and to return to court on June 30.

Katz said that shortly after 10 p.m. on Wednesday, March 17, Reyes and the victim, Ishmael Harvey, became embroiled in a physical altercation in front of the Garden Inn and Suites, where both men lived. A third man, who worked at the Baisley Boulevard hotel being used as a homeless shelter, attempted to break up the fight when Reyes allegedly pulled out a shiny, sharp object from his pants’ waistband and began swinging it, striking the employee on the leg. Two of this victim’s co-workers saw he was bleeding and dragged him back inside the establishment.

“A dispute should never rise to the level of bloodshed,” DA Katz said.

According to the charges, the altercation between Reyes and the 33-year-old victim continued in the park across the street from the hotel/shelter. Reyes was then observed by an eyewitness leaving the park and walking back to the front of the hotel, his clothes allegedly covered in blood. That same eyewitness also saw Harvey rolling on the ground inside the park.

He, too, was soaked in blood.

Both the hotel worker and Harvey were rushed to Jamaica Hospital Medical Center.

Harvey, who sustained four stab wounds to his back and one puncture wound to

his neck, was pronounced dead. The hotel employee was treated for a slash to his left thigh and released.

Reyes was immediately apprehended by police officers in front of the hotel. At the time of the arrest, cops recovered a knife, allegedly from Reyes’s left jacket pocket.

A box cutter also was recovered from the park.

“A dispute should never rise to the level of bloodshed,” Katz added.

If convicted, Reyes faces up to 25 yearsto-life in prison.
