Cusenza Following a monumental mistake by more than two-dozen potential GOP candidates, Queens County Republican Party Chairwoman Joann Ariola now stands alone on the Grand Old Party ballot, set to take on the Democrats in the general election in November in her quest to represent the interests of the residents and businesses of the 32nd Council District.

Steve Sirgiovanni, Margaret Wagner, and Phil McManus were vying to get on the GOP ballot to participate in the Republican primaries in June. However, The Forum has learned that some 29 GOP hopefuls have been ruled

off the ballot by the Law Department of the City Board of Elections. The BOE Office of General Counsel noted in the decision that “an unexplained series of numbers” on the petitions “could confuse the signers, voters or Board of Elections”—a so-called fatal defect.

Indeed, all 10 BOE commissioners unanimously voted to remove Sirgiovanni, Wagner, McManus and more than two-dozen others from the GOP ballots.

As a result of this digit debacle, Ariola, long-time president of the Howard BeachLindenwood Civic, will not have to face a primary in June.

cannon, of the offshoot Queens County Republican Patriots, blasted borough and State GOP officials, accusing the party of votersuppression activities at the Board of Elections.

“130,000 registered Republican voters in Queens are being disenfranchised by an organized voter suppression program led by the Deputy Chief Clerk of the Queens Board of Elections and the political director of the New York State Republican Party,” Concannon said.

Ariola unleashed a scathing rebuke.

“Once again, a band of insurgent activists, none of which are members of the Republican State Committee nor hold any title within

the Republican Party, led an ill-fated attempt to place candidates on the ballot for the sole purpose of feeding Joe Concannon’s ego trip to become the County Chair,” Ariola said.

“Their accusations of voter suppression are baseless. The Board of Elections held a fair and open hearing to determine the validity of the petitions submitted. Their findings were not frivolous. They were based on the law governing the petition process. The public will not be further misled by Joe Concannon and his fake organization’s claims which are based in lies, deceit and tremendous fraud.”

At press time, this matter was before a Queens Supreme Court judge who will rule on the Board’s findings.

Bus Countdown Clocks Coming to South Queens

By Forum Staff City Councilman Eric Ulrich (R-Ozone Park) last week welcomed a new, fullyoperational bus countdown clock for the Q55 route on Myrtle Avenue and 114th Street. The clock in Richmond Hill is the first of eight locations slated for the Council District 32. In Fiscal Year 2017, Ulrich allocated $180,000 in capital funds to the City Department of Transportation as part of an

initiative to better assist commuters.

“I am thrilled to see the first of several bus countdown clocks in our district is up and running. This new countdown clock along Myrtle Avenue—along with the seven additional locations currently in progress— will greatly improve commutes for residents and visitors alike. This is especially true for many of our senior citizens, who may not have access to the Bus Time app,” Ulrich said. “I would like to thank the Department

Disgraced former City Police Officer Valerie Cincinelli (c.) pleaded guilty this week to a single count of obstruction of justice.

By Michael V. Cusenza Disgraced former City Police Officer Valerie Cincinelli has pleaded guilty to a single count of obstruction of justice in a wild federal case that saw her charged with scheming to employ a hitman to murder her estranged husband and the minor daughter of her boyfriend.

Cincinelli, who worked out of the 106th Precinct, was arraigned in May 2019 on an indictment charging her with two counts of murder for hire and one count of obstruction of justice.

According to the indictment, an FBI investigation revealed that in 2019, Cincinelli demanded that her boyfriend, Howard Beach resident John DiRubba, hire a hitman to murder Cincinelli’s estranged husband, Isaiah Carvalho, Jr., and DiRubba’s 14-year-old daughter, who resides in New Jersey.

DiRubba, 54, turned to the feds for help. Between February 2019 and the present, according to authorities, Cincinelli and DiRubba discussed the murder-forhire plot both in person, as well as in communications over cell phones; some of said conversations were consensually recorded at the direction of FBI agents. During those conversations, Cincinelli allegedly made it known in no uncertain terms that she wanted Carvalho and the kid dead.

DiRubba told Cincinelli that he knew someone who would kill both of them for $7,000. According to prosecutors, on or about Feb. 18, Cincinelli made a cash withdrawal of $7,000 from a TD Bank branch in Wantagh, L.I., to pay “the hitman.” Bank records confirm the cash withdrawal. Then,

Cincinelli gave $7,000 in cash DiRubba to give to the hitman in payment for the murders.

According to federal officials, at the direction of FBI agents, Cincinelli was notified in person at her home that Carvalho had been murdered. DiRubba was with Cincinelli at the time of the notification, outfitted with a recording device at the direction of law enforcement. Almost immediately after the Suffolk County detective left Oceanside, Cincinelli began to discussed her alibi—specifically, what she would tell the police if she were to be questioned about Carvalho’s death.

Then, around 35 minutes later, an FBI agent, posing as the hitman, sent a text message to DiRubba, which included a photograph of Carvalho appearing dead in his car, and a demand for an additional $3,000 to kill DiRubba’s daughter. In response, Cincinelli instructed her boyfriend to delete the text messages and photographs, citing her fear that law enforcement could subpoena the phone.

“The audio and video recordings of [Cincinelli] discussing the murders are extremely strong evidence of her intent to have them killed,” federal prosecutors said of the ex-officer.

Cincinelli was a Domestic Violence officer at the 106 and had been on modified duty, with her firearms removed, since December 2017 after violating several department rules and regulations.

According to a spokesman for the Brooklyn U.S. Attorney’s Office, the maximum prison sentence for obstruction of justice is 20 years. Cincinelli will likely serve five years behind bars.

Addabbo, Rockaway Medics to Provide Free COVID Antibody Testing

By Forum Staff Next month, an area elected official will team-up with a Rockaway Beach medical facility to bring free rapid COVID-19 antibody testing to South Queens.

On Saturday, May 8, medical technicians from Valhalla Medics will be onsite at the All American Bagel & Barista II, located at 20-10 Cross Bay Blvd. in Broad Channel, from 12 p.m. to 2 p.m. to provide free rapid COVID-19 antibody testing to residents who register for the event.

Samantha and Philip D’Agostino of Valhalla Medics are residents of Broad Channel and reached out to Addabbo to work on bringing the free event to their home community.

The test that will be given is a rapid IgG/IgM antibody test, which is done using a nearly painless finger prick to draw a small bead of blood that is transferred for processing. After about a 10-minute wait, patients are given a form with a write up of their results that is signed by the technician that performed the test. These IgG/IgM tests can detect and differentiate between the presence of the short term (IgM) and the long-term (IgG) antibodies.

It’s important to get an antibody test—even after being vaccinated.

The free event is scheduled to take place at the All American Bagel & Barista II in Broad Channel.

Addabbo noted that it’s important to get an antibody test, even after being vaccinated, because: • It can show antibodies from the COVID-19 vaccine; • It can show antibodies to determine if you had the virus in the past; • It can show a current infection of COVID-19; • Data has shown that even if you are vaccinated, there is a small chance that you

can still contract COVID-19 and spread it to others.

No insurance is necessary to take part in the testing event. Anyone who wishes to take part in the event and get their free rapid antibody test must register by calling Addabbo’s office and securing a spot.

By Forum Staff U.S. Sen. Chuck Schumer (D-N.Y.) joined Rep. Grace Meng (D-Flushing) on Monday to push for the passage of the COVID-19 Hate Crimes Act in the Senate this week.

The bill, called the COVID-19 Hate Crimes Act, would address the rise of hate crimes and violence targeted at Asian Americans by designating a specific point person at the Department of Justice to expedite the review of COVID-19-related hate crimes, providing more support for state and local law enforcement to respond to such crimes, and improving overall communication related to this unacceptable uptick in violence and worry.

“The ongoing anti-Asian hate has been horrific, especially incidents committed against our elderly Asian Americans. I am honored to have introduced the COVID-19 Hate Crimes Act with Sen. [Mazie] Hirono to address this disgusting pattern of bigotry and violence,” said Meng, who introduced the measure in the House. “Since the beginning of the coronavirus pandemic, there have been some 3,800 reported attacks against Asian Americans and the number is likely higher since many incidents go unreported. Even in my own district

describing the COVID–19 pandemic, in coordination with the Secretary of Health and Human Services, the COVID–19 Health Equity Task Force and community-based organizations.

Schumer explained that having someone at DOJ who can lead on this issue will help expedite local cases that demand immediate review.

He said legislation like this would also give locals more help, should they need federal support in weighing a hate crime charge. He also said online reporting of crimes like this should

not all fall solely on locals, and that the federal government should be a partner in that process.

“A plan like this would also allow us to look at communities where these attacks are reoccurring, and possibly deliver even more federal resources in the form of coordination, federal funds, or even outreach campaigns. These are costs that might otherwise be incurred solely by the city, but in actuality should be supported by the federal government,” he added.

“To overcome this scourge, we all have to work together.”

Swastika Scrawler Nabbed

By Forum Staff A Forest Hills man has been charged with defacing the Rego Park Jewish Center with a swastika and for writing graffiti at multiple other locations in the area in February, Queens District Attorney Melinda Katz announced Friday.

Ramtin Rabenou, 41, was arraigned Friday on a complaint charging him with criminal mischief in the fourth degree as a hate crime, aggravated harassment in the first degree, criminal mischief in the fourth degree, and making graffiti. Rabenou was ordered to return to court on April 30.

According to the charges, around 11 a.m. on Feb. 17, Rabenou allegedly used a black marker to draw a swastika on a sign on the front of the Rego Park Jewish Center

on Queens Boulevard. Later that day, the center’s rabbi, Romiel Daniel, discovered the defaced sign.

Graffiti was also discovered on street lamps, emergency response boxes, and traffic devices on and near 67th Road and 68th Avenue. Surveillance video and photographs obtained from these areas, as well as the Rego Park Jewish Center, depicted an individual tagging these locations. Rabenou was questioned by police and shown the video images; he allegedly identified himself in the footage.

Elected Officials React to Floyd Verdict

Reactions to the historic decision poured into The Forum.

“In the aftermath of the killing of George Floyd, people of goodwill throughout America spoke up, stood up and showed up to demand justice. The jury has spoken and delivered a just verdict by convicting Derek Chauvin of murder,” U.S. Rep. Hakeem Jeffries (D-Queens and Brooklyn).

“It’s now time for America to come together, elevate the principle of equal protection under the law and continue this country’s march toward a more perfect union.”

Jeffries expounded on his statement in a Wednesday appearance on MSNBC’s “Morning Joe.” “We have to change the mindset of policing in this country from a warrior mentality that ex-

U.S. Sen. Kirsten Gillibrand (D-N.Y.) said, “Today’s verdict delivers a small measure of justice to the family of George Floyd, but nothing can ever erase the pain of losing a loved one.

Our nation remains in a moment of moral reckoning and we must take bold and decisive action.

Congress must pass the George Floyd Justice in Policing Act to

address the systemic and institutional racism that plagues our criminal justice system and continues to lead to the deaths of countless Black Americans.”

Queens Borough President Donovan Richards, Jr. also weighed in on the verdict.

“Although today’s decision is just and welcomed, there is no cause for celebration today.

No verdict will reunite George Floyd’s children with their father or his siblings with their brother.

There is no ruling that will soothe the anguish George’s family feels every day, knowing his final 9 minutes and 29 seconds were spent gasping for air beneath the knee of a police officer for the entire world to see,” Richards said. “On its own, today’s ruling should not be momentous— we’ve all watched Derek Chauvin brutally murder another human being on camera. But while this trial has ended, with justice finally been served for an unarmed Black man killed by law enforcement, let this day be just the start of our shared fight to rid our criminal justice complex of the systemic racism that has infected it for centuries.”

Man who Allegedly Attacked Black Lives Matter Demonstrators Charged with Attempted Murder

was one of the many drivers that passed by the demonstrators. He began to yell at the protesters and suddenly pulled over and got out of his SUV. Cavalluzzi then allegedly yelled to the demonstrators “You are in the wrong neighborhood” and “I will kill you.”

Cavalluzzi allegedly was wearing a device attached to his wrist featuring four blades with serrated edges protruding from a glove when he allegedly started to chase after a young man in a threatening manner and shouted at the victim in anger. He then re-entered

his vehicle, made a quick U-turn and allegedly drove his SUV onto the sidewalk where the protesters were still standing. Cavalluzzi then drove down the length of the sidewalk as the protesters ran into the street and climbed fences in order to avoid being hit by his vehicle. Cavalluzzi allegedly revved the engine and even maneuvered between a fence and a street light pole trying to get the victims who were fleeing in fear.

As alleged, the defendant donned a glove made of knives— something resembling a horror movie prop—and chased the peaceful protesters on foot. Then with people running for their lives, he allegedly stepped up the attack by getting back in his SUV and tried to run the victims over with the nearly two-ton vehicle.”

If convicted, Cavalluzzi faces up to 25 years in prison for each victim.

Huge Budget Hole Threatens MTA Capital Program: State Comptroller

By Forum Staff State Comptroller Tom DiNapoli’s annual report on the Metropolitan Transportation Authority’s debt levels, which was released on Monday, found the MTA does not have the resources to fully fund its $54.8 billion 2020-2024 capital program, which is vital to improving riders’ experience and bringing them back to the transit system.

The report finds that delays to capital projects, severe revenue declines, and increased borrowing, caused by the COVID-19 pandemic, are making the MTA capital program to repair, modernize and expand the transit system appear increasingly unrealistic.

The MTA’s outstanding long-term debt has tripled in the last two decades and the percentage of revenue it must put toward those debts has also grown dramatically.

During the past decade, the MTA generally spent about 16 percent of its operating revenue on debt payments, but by 2024 debt service will devour 23 percent of revenues.

Debt service is projected to reach $3.8 billion by 2028, which is $1.1 billion or 42 percent more than in 2020.

has only balanced short-term budgets with $14.5 billion in federal aid and $2.9 billion in borrowing for operating purposes.

• The MTA’s outstanding long-term debt reached $38 billion in 2020 and will approach $47 billion by 2023. This may be higher if the MTA includes the issuance of $6.9 billion in anticipated debt for its 2020-

2024 program.

• The MTA has a history of not meeting its capital commitment goals. For example, its stated goal was to put an annual average of $7.1 billion toward capital projects from 2016 through 2019, but it only committed $5.8 billion annually.

• The $54.8 billion 2020-2024 capital

program is the MTA’s largest ever, and with that program just beginning it had a goal of committing $13.5 billion on projects in 2020 across all programs. With the pandemic pausing projects that were not federally funded or using in-house labor, only $5.4 billion was committed that year. For the 2020-2024 program, only 100 of 517 projects were completed or even started.

The MTA’s total capital commitment goal for 2021 is $6.2 billion.

• State legislation commits New York state and New York City to provide $3 billion to the 2020-2024 program. The state has appropriated its full commitment and expects to issue $10 billion of its own bonds to fund this and prior commitments.

However, there is a risk that the state might decide not to bond the full amount, as its own capacity under the state’s debt-reform limit becomes strained. NYC only appropriated $200 million so far and faces its own fiscal challenges.

• The MTA expects to get $10.7 billion in federal support for the 2020-2024 capital program, including $2.9 billion for the Second Avenue Subway, but this is not certain.

• Congestion pricing is projected to bring $15 billion to the 2020-2024 capital program. Final approval is expected later this year, but revenue won’t begin to appear until 2023.

Stringer Urges Feds to Invest in City Transportation Infrastructure to Jumpstart Economic Recovery

By Forum Staff City Comptroller Scott Stringer on Thursday sent a letter to U.S. Transportation Secretary Pete Buttigieg urging immediate investments in the city’s transportation infrastructure that will jumpstart local and economic national recovery.

Stringer underscored that investments in transit, pedestrian, and bicycle infrastructure are critical for a more sustainable, healthy, and equitable future. Stringer highlighted that these various transit modes are not only central to New Yorkers’ daily life and the vitality of our city, but that a joint effort to make necessary investments in public transit and sustainable infrastructure would cause significant, positive ripple effects.

The comptroller called on the U.S. DOT to immediately: Scale back highways, rebuilding neighborhoods that have been divided by highway infrastructure, and convene a joint taskforce with the State and the City to develop a comprehensive plan for the five boroughs.

Stringer has proposed scaling down a section of the Brooklyn-Queens Expressway (Interstate-278), limiting it exclusively to truck access and building a two-mile linear park. Federal funding is needed for this type of planning citywide, particularly in neighborhoods where highway infrastructure is linked to poor air quality, high asthma rates,

Invest in annual operating grants to transit agencies. Implement federal DOT’s Draft Strategic Plan on Accessible Transportation as soon as possible. Creating a simple, streamlined grant program for subway station ADA retrofits would be transformative in New York City, where three-quarters of stations are inaccessible to those with long-term disabilities and injuries, as well as parents with young children.

Dedicate a federal DOT funding stream for integrating commuter lines into urban transportation networks, with unified fares across rail, subway, and bus systems and regular all-day service. Integrating and modernizing commuter rail is one of the quickest and most cost-effective methods for radically improving urban transit in the United States, the comptroller noted.

“To date, the plans and pronouncements you have announced have been ambitious and encouraging, recognizing that investments in transit, pedestrian, and bicycle infrastructure are critical for a more sustainable, healthy, and equitable future. In New York City, these various transit modes are central to our daily life and the vitality of our city. We trust that your arrival at the U.S. Department of Transportation will bode well for the five boroughs,” Stringer wrote to Buttigieg.

City Announces Five-Year Plan to Expand Aging Support Services

By Forum Staff Mayor Bill de Blasio recently announced the City will invest $58 million in the first year of his five-year Community Care Plan for older New Yorkers. The plan addresses the importance of creating a network of services that support the independence, self-reliance and wellbeing older New Yorkers need to age in their homes.

With the five-year Community Care Plan, the City Department for the Aging will add 25 additional Older Adults Centers or Naturally Occurring Retirement Communities in communities with large aging populations that are currently underserved. In addition, investment in the Community Care Plan will provide additional program staff, transportation services, and robust outreach to expand services to older New Yorkers.

“As they age, our seniors deserve to remain in their homes and the neighborhoods they know and love,” de Blasio said.

“The Community Care Plan not only offers services, but also a sense of security.”

The plan will also increase existing services that allow older adults to remain in their homes with dignity and support and avoid institutionalization. It also builds upon the success and lessons learned dur-

It will seek proposals that foster collaboration across community-based programs that are aligned with the Community Care five-year plan, ensure congregate and home-based services for older adults throughout the city, and expand services in currently underserved neighborhoods.

“Older adults deserve the resources, services, and support to age in place, where they can be near loved ones and in the comfort of their homes,” said City Councilwoman Adrienne Adams (D-Jamaica).
