International Mail Facility at JFK Airport Undergoes Multi-million-dollar Renovation

The ceremony was preceded by a tour of the newly remodeled IMF, with live displays put together by CBP’s Canine, Agriculture, and Intellectual Property Rights teams. The live displays were followed by demonstrations and briefings provided by several of the law enforcement partners CBP works alongside of daily, including the Food and Drug Administration, United States Fish and Wildlife Service, Homeland Security Investigations, and Laboratories and Scientific Services.

The IMF at JFK processes more than half of all the incoming international mail into the United States, roughly one million international letters, packages, and parcels every day. CBP efforts to interdict opioids and other illicit drugs being sent through the U.S. Postal Service have been widely successful, according to officials; however there is always room for improvement. totaled more than 8,000 lbs. of drugs.

In 2020, the number of seizures by CBP nearly doubled to 15,000 seizures. Despite these efforts, illicit drugs were still entering the United States. After careful consideration, CBP determined that improving their technological detection systems was the next step forward.

According to the Centers for Disease

Control and Prevention, in 2018, more than 67,000 Americans were reported to have died due to an opioid overdose, fentanyl deaths rose almost 12 times since 2013. From 1999 to 2018, nearly 450,000 people died from an overdose due to opioid use; 36,000 of those used synthetic opioids such as fentanyl. Much of the opioids consumed in the U.S. are obtained illegally from places like the Dark Web and sent through the mail. Their size and shape make opioids suitable for unintrusive, lowweight, small packages.

In 2017, United States Congress passed the Synthetics Trafficking and Overdose Prevention Act, known as the STOP Act, with the intention of assisting the USPS and CBP in the prevention of illicit substances from entering the U.S. via international mail.

“This ceremony highlights how CBP remains committed to being innovative and forward-thinking in our pursuit to advance national security and facilitate lawful trade, all while fulfilling our agency’s mission.

We have faced an uphill battle in the fight against the importation of illegal narcotics yet from this day forward, we will change that trajectory,” said Marty Raybon, acting director, CBP New York Field Operations.

Pols Tout Launch of FEMA Funeral Assistance Program

By Michael V. Cusenza The Federal Emergency Management Administration hotline to help pay for the funeral and burial of COVID-hit families that cannot afford them launched on Monday, according to Senate Majority Leader Chuck Schumer and Rep. Alexandria Ocasio-Cortez (D-Queens and Bronx).

The FEMA COVID-19 Funeral Assistance Hotline is (844) 684-6333.

As The Forum reported in February, through the COVID relief deal, financial aid will be provided to those that have lost loved ones to COVID-19 to help cover funeral costs. Schumer and Ocasio-Cortez said the need for this special funeral assistance was beyond urgent as tens of thousands of New Yorkers have tragically passed away due to COVID-19 and many families are struggling to pay for funerals and burials, which on average cost $7,000.

Schumer and Ocasio-Cortez explained on Monday in Corona that they were able to increase the maximum financial assistance to $9,000 per funeral. Additionally, FEMA will only award COVID-19 Funeral Assistance for a deceased individual on a single application. If multiple individuals contributed toward funeral expenses, they should register under a single application as applicant and co-applicant.

considered as part of the reimbursement process, but the applicant(s) must be U.S. citizens, legal residents, asylees, refugees, or non-citizen nationals.

Schumer and Ocasio-Cortez explained that now is the time for families to decide who the applicant and any co-applicants will be and to gather the documents they need to be reimbursed for expenses.

Specifically, the applicant must provide the following documents: 1) a copy of the death certificate. The death certificate must indicate the death “may have been caused by” or “was likely a result of ” COVID-19 or COVID-19-like symptoms. Similar phrases that indicate a

high likelihood of COVID-19 are also considered sufficient.

2) proof of funeral expenses incurred. Documentation (receipts, funeral home contract, etc.) must include the applicant’s name as the responsible person for the expense, the deceased individual’s name, the amount of funeral expenses, and that funeral expenses were incurred after Jan. 20, 2020.

Eligible funeral expenses include but are not limited to: • Transportation for up to two individuals to identify the deceased individual • Transfer of remains • Casket or urn

• Burial plot or cremation niche • Marker or headstone • Clergy or officiant services • Arrangement of the funeral ceremony • Use of funeral home equipment or staff • Cremation or interment costs • Costs associated with producing and certifying multiple death certificates • Additional expenses mandated by any applicable local or state government laws or ordinances.

It is important to coordinate with friends, family members, and anyone else who incurred an expense on who will submit the claim. FEMA will only accept one claim per deceased individual so it is vitally important everyone who helped cover the funeral and cemetery expenses work together on one application and wait until all the expenses have been incurred.

If applicants already received reimbursement for certain funeral expenses through government agencies, voluntary agencies, non-profits, burial or funeral insurance, they cannot resubmit those same expenses for reimbursement through this FEMA-administered program. If you received any outside assistance, you must include documentation of this assistance in your application. If you received financial assistance through the deceased’s life insurance policy, you may still apply for reimbursement.

The hotline reportedly received more than one million calls on Monday alone.

“With another Super Bowl gone, New York continues to lag behind other states—even states that have just legalized sports betting—when we should be leading the way,” Sen. Addabbo said this week.

By Michael V. Cusenza After working on getting mobile sports wagering legalized in New York for the past two years, State Sen. Joe Addabbo, Jr. (DHoward Beach) noted on Tuesday that he was pleased to see that legalization was included in the final language of the State Budget.

However, Addabbo also said this week that he hopes to see mobile sports betting fully functional and up-and-running in New York by the next Super Bowl in 2022. The National Football League’s big game is the benchmark for mobile sports betting because millions of Americans place wagers in the popular sporting event.

According to the New Jersey Division of Gaming Enforcement, Garden State residents bet $117 million on last year’s Super Bowl, an increase of 116 percent from last year’s $54 million in bets on the big game.

This year’s total brought New Jersey over $11 million in revenue. While it is not currently known exactly how many of those bets were placed online, in December 2020 bettors wagered more than 93 percent of New Jersey’s betting handle through online sites.

Much like New Jersey, Iowa more than doubled its wagers from last year, taking in $16.3 million compared to $6.5 million.

Pennsylvania took in $53.6 million in bets, an increase from $30.6 million on year ago.

Oregon saw its bets spike to $3.46 million compared to $1.9 million last year. While first-time betting states like Illinois and Colorado saw residents wager $45.6 million and $31.2 million on the Super Bowl respectively.

“While we already have in-person legal sports betting here in New York, it is clear that the states that allow for mobile wagering are far more successful,” Addabbo added.

“With another Super Bowl gone, New York continues to lag behind other states—even states that have just legalized sports betting—when we should be leading the way.

I am hopeful that with the passage of legalized mobile sports betting, New York will soon begin to reap the benefits in terms of revenue, educational funding, addiction programs and jobs. For many, it is an exciting time to be a sports fan in New York.”

With New York State facing a major economic deficit caused by the COVID-19 pandemic and witnessing hundreds of millions of dollars in revenue and educational funding flowing to the New Jersey and illegal sports betting markets, by legalizing mobile sports betting, New York is expected to bring in around $99 million in Fiscal Year 20212022. That estimated figure then jumps to approximately $357 million in FY 20222023, eventually reaching over $500 million in FY 2025-2026, most of which will fund education in the state.

Mobile sports betting will allow people to place wagers on sporting events through their mobile phones or other internet-connected devices.

As the senator also pointed out Tuesday, New Yorkers are already placing mobile sports bets, but they are either going to the illegal market or quickly traveling to neighboring states where it is legal to do so.

A study found that in 2019, New York residents wagered $837 million in New Jersey on sports bets.

First Drug Dealer in Queens to be Charged with OD Deaths is Sentenced to 6 Years in Prison

Cusenza After pleading guilty in November to criminally negligent homicide and drug possession in separate incidents resulting in the deaths of his girlfriend and a male acquaintance, a Great Neck, LI, heroin dealer has been sentenced to up to six years in prison, Queens District Attorney Melinda Katz announced Thursday.

Justin Lum, 31, was officially sentenced on Thursday morning to an indeterminate term of three to six years in prison.

According to court records, on April 27, 2017, Lum provided heroin to his girlfriend, Brooklyn resident Patricia Collado, while the two of them watched a movie at a College Point theater. After leaving the moviehouse, they again used heroin supplied by Lum inside a parked car. The 28-year-old woman suddenly stopped speaking and lost consciousness.

Lum sought help and pulled Collado from the vehicle at 56th Avenue and Main Street, where first responders administered Naloxone to the woman and transported her to a nearby hospital.

11 p.m., when the couple went to Lum’s grandfather’s house in Flushing. There, the pair again snorted heroin supplied by Lum, and Collado abruptly went into cardiac arrest. This time, however, the defendant did not call for medical attention, nor did he attempt to provide her with medical care. For an hour, while Collado needed medical aid, Lum continued to use drugs and then fell asleep.

Sometime after 8 a.m. the next morning,

Lum woke up to find the victim beside him unconscious. Only then did he call 911 and administer CPR per the instructions of the medical dispatcher on the phone. Collado was dead when emergency medical technicians arrived. An autopsy showed she died from acute intoxication due to the combined effects of fentanyl, heroin and cocaine.

According to the charges, in March 2018, Lum sold heroin to Calvin Brown, who lived in Bayside. Brown was inside Lum’s resi-

dence on March 1, 2018, when he took the drugs Lum gave him and immediately had a medical emergency. The defendant called 911 and gave the 24-year-old man CPR until first responders got there. Brown was taken to an area hospital for treatment and survived.

Brown was discharged from the hospital on March 6, 2018. Three days later, on March 9, the victim returned to Lum’s home and bought more heroin from the defendant.

The next day, Brown was found dead, by his mother, in their Bayside home. An autopsy performed on Brown revealed the cause of death to be acute intoxication from the combined effects of heroin, alprazolam (Xanax), diazepam and phenobarbital.

“The defendant in this case is going to prison after pleading guilty in the overdose deaths of two people he supplied with heroin. One of those deadly doses of heroin was laced with fentanyl. The defendant provided drugs to these two victims despite knowing both had nearly died before of drug overdoses,” Katz added. “This is the first time in the borough of Queens an admitted drug dealer has been held criminally responsible for the deaths of people who died after taking the poison he supplied to them.”

“Offshore Wind Energy: The Promise of Good Jobs & Clean Energy” will be a virtual seminar in which experts from the offshore wind energy industry, government officials, and members of the labor movement and higher education talk about New York’s plans to build, install, and operate hundreds of wind turbines in the waters off New York City and Long Island.

The free seminar will take place online on Wednesday, April 28 from 6:30 p.m. to 8 p.m. and is open to all students, educators, and community members who are interested in learning more about New York’s growing offshore wind energy industry, the career opportunities that will come with it, and its environmental benefits for the community.

And if you think that the sneezing, watery eyes, and scratchy throat are just signs of the proverbial ‘summer cold,’ experts from the American College of Allergy, Asthma and Immunology (ACAAI ) say you might have to think again.

While many think allergies only strike in the spring and fall months, we’re here to remind those of you anxiously awaiting the onset of summer that allergies are very common in the summer and actually often last throughout the year.

The villains are grass pollens and mold spores -- the most common of the allergy triggers during the summer, with mold turning out to be more of a problem than pollen.

Mold spores are ubiquitous--simply put, they are EVERYWHERE! And if you’ve been fortunate enough to coast through life thus far without having been burdened with allergies, well that’s something else you might not want to take for granted.

Summer allergies can rear their ugly heads in adults who have never had an allergy. These are the cases where allergies are

most often misinterpreted as a summer cold.

Here are some tips to help you piece the truth together: --Symptoms which persist beyond a couple of weeks are definitely signals that you have allergies.

--When your symptoms become progressively worse however, it is more likely that you have a cold.

--Itchy eyes, throat and nose -- along with sneezing -- usually indicate allergies.

If you have asthma, you are more likely to have allergies--nearly three quarters of people with asthma have an allergy to accompany an already bad situation.

Most people tend to pass off both summer colds and allergies as conditions that are not serious, but if left unattended they can cause serious problems, the most common being sinus infections. Anyone who has ever had one of those surely wishes they hadn’t.

While there is no cure for seasonal allergies remember that your local pharmacist can offer advice on treatment, medication or allergy shots, to provide relief and prevent progression.

Mayor, Officials Laud ‘Summer Rising’ Plan

By Forum Staff Mayor Bill de Blasio, Schools Chancellor Meisha Porter and Department of Youth & Community Development Commissioner Bill Chong on Tuesday announced Summer Rising, the City’s free, summer plan for any child in grades K-12 who wants to participate. For the first time ever, the City will use the Community Schools strategy to integrate the New York City Department of Education’s academic supports and DYCD’s school-based enrichment programming to create a comprehensive comprehensive summer program during the most critical summer for New York City students.

Summer Rising will be student-centered, experiential, academically rigorous and culturally responsive and sustaining, de Blasio pledged.

“Our kids have been through so much, and they need our support as we build a recovery for all of us,” Hizzoner said. “This is a free program for all New York City students, combining academics and cultural enrichment for the best summer yet.”

Applications for in-person K-8 programs will open on Monday, April 26, and families can sign up through the discover DYCD website. Kindergarten and elementary school students will participate in a five-day a week program for seven weeks, providing critical childcare services for families as they return to the workplace.

Students with 12-month IEPs will participate in a five-day a week program for six weeks. Middle school students will participate in a four-day a week program for six weeks, and high school students will participate in a five week program with tailored scheduling to meet their needs. In addition, high school students will have the opportunity to engage in the Summer Youth Employment Program (SYEP) and participate in the Public Schools Athletic League.

Schools will begin outreach to families of high school students in the coming weeks to confirm participation. Students attending for promotion purposes will be in the same program as students participating for enrichment.

“This summer is pivotal for our school communities, and we have created a summer experience unlike anything we have ever done before to bring our students back stronger than ever. Summer Rising will be a holistic experience that combines the power of strong academic supports, social emotional learning and enrichment programming,” said Schools Chancellor Meisha Porter. “Through this innovative partnership with DYCD and our trusted community partners, and thanks to our heroic principals, teachers and staff, we’ll be able to serve any New York City student who wants to attend in-person so they can receive the comprehensive supports they need during this critical time.”

Summer Rising will address immediate academic and social emotional needs of children and youth across the City.

Planned and operated collaboratively by school principals and trusted communitybased organizations (CBOs), programs for students in grades K-8 will be available citywide including tailored support for those who need academic support and students with disabilities. These programs will provide a bridge to next school year and allow students to re-connect with one another and with their schools, to ensure continued learning, and provide avenues for recreation, exploration, and fun. High school students will have access to academic and social emotional supports designed locally to meet the unique needs of older students.

Summer locations will be available in every borough, with nearly half of all DOE school buildings serving students citywide.

All programs will follow rigorous health and safety protocols and have access to testing, nursing support and a telehealth call center. In addition, Situation Room policies and protocols will be followed.

All K-8 students participating in programs will have access to academic classes, enrichment programming including field trips, arts activities and outdoor recreation, and will engage in daily social emotional learning activities.

All programs will be free, in-person, and run in four time frames: Students in grades K-5 will participate in summer programming from July 6 to August 20. Students will engage five days a week, receiving academic support, engaging in social emotional learning activities, and participating in enrichment programming.

Students with 12-month IEP services will participate in summer programming from July 2 to August 13, five days a week.

They will receive instruction and related services based on their IEPs, as well as enrichment programming.

Students in grades 6-8 will participate in summer programming from July 6 to August 12. Students will engage four days a week, receiving academic support, engag-

Students in grades 9-12 who have a Course in Progress, or who need to retake a course they failed in a prior term, will participate in academic instruction from July 6 to August 13. High school students will also have the opportunity to accelerate learning, and access social emotional supports and arts programming. Similar to prior years, high school students will continue to have the opportunity to participate in the Summer Youth Employment Program.

There will be remote programming available for interested families whose children are mandated for summer learning or have a 12-month IEP. Program offerings for high school students will depend on school community need and may include a mix of in-person and remote options.

Consistent with years prior, schools will notify families by June if their student is required to participate in summer learning and will share additional details with families about how they can enroll. These students will participate together in the same Summer Rising programs as those students not mandated to attend.

In line with previous policy and practice, grade promotion decisions are based on a holistic review of a student’s progress toward meeting the standards for their grade level. Teachers will review multiple pieces of student work in English language arts and math to make these decisions. State test scores will not be a factor in whether a student is promoted. If a school requires a student to attend summer learning, their promotion to the next grade is contingent on demonstrating sufficient progress in their summer learning.

Our students deserve every opportunity available to thrive and learn, and I encourage Queens families to take advantage of this innovative program. Schumer: Mental Health Struggles are ‘Silent but Devastating’ Effect of COVID-19

By Forum Staff Senate Majority Leader Chuck Schumer announced on Sunday that he’s pushing the feds to quickly release $5 billion dollars included in the recently-passed American Rescue Plan so that the funds can give New Yorkers—and the mental health providers they rely upon—the help they’re asking for amid rising need.

Schumer said that, on average, three times more people than last year at this time report struggling with mental health symptoms like depression, anxiety, drug use and more. Schumer said that one of the biggest problems to beating these feelings and reclaiming mental health depends on timely access to care and overall access to care. He explained that with the ‘quick release’ of these fed funds, New York will see a surge in mental health support programs and increased access to a variety of care options.

“What many New Yorkers are saying right now is that the pandemic has taken such a mental toll that some of them need more help than others to overcome new challenges and struggles related to their mental health and happiness,” Schumer said.

Schumer stressed the importance of combating the mental health crisis exacerbated by the pandemic, citing a study from the Kaiser Family Foundation that said during the pandemic, about 4 in 10 adults have reported symptoms of anxiety or de-

Schumer helped to secure $3 billion for mental health and substance use block grants. These grants are used to fund treatment for a variety of New Yorkers, enhance mental health prevention efforts, and im-

plement local, community-based mental health interventions. Based on the services they offer, New York mental health organizations—and providers—will be able to apply for these funds via the Substance Abuse and Mental Health Services Administration.

Funds would also be in the form of Substance Abuse Prevention and Treatment Block Grants. These funds are sent directly to community organizations to provide mental health and substance abuse treatment and services, such as screening, day treatment programs, emergency services, outpatient treatment and more.

More than $1 billion for a new federal program to create mobile crisis intervention services, which are dispatched when a person is experiencing a mental health or substance use disorder crisis. These services can work closely with law enforcement and help protect both patients and police officers. $140 million for mental health needs of doctors, nurses and health care providers, who have struggled with PTSD and exhaustion during the pandemic: $80 million for health care professional mental health programs; $20 million for a national evidence-based education and awareness campaign targeting health care professionals and first responders; $40 million for grants for health care providers to promote mental and behavioral health among their health professional workforce. $140 million for youth mental health.

Meng noted that one in four fatal police encounters ends the life of an individual with

severe mental illness. For individuals with untreated mental illness, the risk of being killed is 16 times greater for them than for others who are approached or stopped by law enforcement.

The Mental Health Justice Act, which is sponsored by Rep. Katie Porter (D-Calif.), is pending before the House Judiciary Committee and the House Energy and Commerce Committee.

City Launches Aftercare Program for Residents Living with ‘Long COVID’

By Forum Staff The NYC Test & Trace Corps recently announced the launch of the AfterCare program to support New Yorkers living with the long-term effects of COVID-19.

The new initiative housed in the Take Care program leverages the City’s wide-ranging resources to help Test & Trace clients cope with the far-reaching impact of COVID-19 on all aspects of life.

Long COVID is a collection of symptoms that develop during or following a confirmed or suspected case of COVID-19, that continue for weeks or months afterward. It is estimated that Long COVID affects approximately 10 percent of those with COVID. “For New Yorkers with Long COVID, your city is here for you,” said Mayor Bill de Blasio. “We are building a fair recovery for all of us, which means giving New Yorkers citywide the support they need to come back stronger than ever.”

AfterCare is launching with outreach to former Test & Trace COVID-19 cases who reported symptoms at the end of isolation through SMS text notification. Clients will be directed to the AfterCare website, nyc. gov/aftercare, where they can select the resources most relevant to their needs, and

get connected. Resources and referrals will be updated on an ongoing basis.

Through its COVID Centers of Excellence, NYC Health + Hospitals provides resources to New Yorkers with long-term effects of COVID. NYC Health + Hospitals has opened two of three COVID-19 Centers of Excellence in Jackson Heights and Tremont in the Bronx. The Centers

of Excellence are designed to meet the unique needs of patients recovering from COVID-19, including specialized services like pulmonary and cardiology care, radiology and diagnostic services, and mental health services. Patients can be referred to the one of the centers after a hospital visit or through their primary care provider.

Positive COVID-19 test results, antibody or not, are not required. The third Center for Excellence in Bushwick, Brooklyn will open later this year.

“While we continue to help New Yorkers safely separate from COVID-19 every day, we know that for many patients, the effects of the virus can linger over the long term, and we are launching AfterCare to address that ongoing need,” said Dr. Amanda Johnson, director of the NYC Test & Trace Corps Take Care Program and Assistant Vice President for Ambulatory Care and Population Health at NYC Health + Hospitals. “AfterCare will connect New Yorkers living with Long COVID to the full range of our health and social resources, to help manage the impact of the virus on every dimension of life.”

Daily Subway Ridership Tops Two Million for the First Time Since Beginning of Pandemic: MTA

By Forum Staff More than two million trips were recorded on the subway on Thursday, the first time that ridership mark was hit since the onset of the COVID-19 pandemic in the five boroughs, the Metropolitan Transportation Authority announced Friday.

According to MTA officials, 2,009,025 trips were recorded on April 8.

Ridership on buses also reflect a resurgent New York City, the officials noted. Bus ridership has regularly gone over one million trips since July 2020, representing more than half of bus pre-pandemic ridership. Bus ridership on Wednesday, April 7 – 1,155,405 – represents a new record high since September 2020 when fare collection resumed on buses. Preliminary data shows that there were at least 1,118,319 trips taken on MTA and NYC Transit buses on April 8. The final bus ridership count for April 8 will be higher after additional data is tallied.

Staten Island Railway ridership on April 8 was 3,889, making the total combined number of subway, Railway and bus trips citywide at least 3,131,233 for the day.

Last week’s subway ridership milestone comes as the recently-passed American Rescue Plan includes an addition-

al $6.5 billion in emergency funding for the MTA. That will allow transit workers to continue providing quality service and safety measures as more customers return to mass transit in the weeks and months ahead.

“Seeing more and more riders return to

the subway system gives everyone in New York a sense of optimism, and hope—it’s a return to normalcy,” said Sarah Feinberg, interim president of New York City Transit.

According to the MTA, mask compliance in the system remains high, with more than 97 percent of customers wearing a mask when riding mass transit. These COVID-related measures will remain in effect for the foreseeable future. The MTA also rolled out special bus routes to help customers in Queens and Brooklyn get to vaccination sites more easily and unveiled updates to the subway map that allow riders to find the nearest vaccination site throughout the city.

Prior to the pandemic, average weekday ridership totals routinely exceeded 5.5 million in the subway system. That figure fell by more than 90 percent to a low of roughly 300,000 daily trips last April as the number of COVID-19 cases peaked in the New York City area. Daily bus trips at that time were down close to 75 percent from pre-pandemic figures and fell to approximately 600,000 bus riders per day. New York City Transit workers continued to provide service for the frontline healthcare professionals and other essential workers who needed to get to work during some of the most troubling days in New York City history.
