The Balloonatic Brings Smiles to a Beset Borough in Need

Those simple, heartfelt words shine through all of Nick “the Balloonatic” Rotondo’s myriad latex creations over the past 30 years. However, it’s his most-recent ingenious innovations that have Howard Beach—and the world—singing his praises.

Last week, Rotondo crafted a large set of balloon rosary beads and displayed them for all to see on his lawn.

“I said: This is for my neighborhood, to come by and say a quick prayer,” the Balloonatic told The Forum on Wednesday.

That gesture has turned into a worldwide phenomenon. Rotondo estimates that the rosary picture has been tagged and shared hundreds of times across all social media platforms.

A woman drove all the way from the Bronx to Howard Beach to pick up a set of rosaries that Rotondo had made for her. She tried to pay him, but as Rotondo told The Forum, “I don’t want to take anything these days.”

Last week, the Balloonatic crafted a large set of balloon rosary beads and displayed them for all to see on his Howard Beach lawn.

Well, the grateful customer gently placed her beloved latext rosary beads in the backseat of her Escalade, and two minutes later, returned to Rotondo’s front door.

“With toilet paper and hand sanitizer!”

Nick recounted with an infectious laugh.

Rotondo has actually been fashioning crazy hats, animals, and America’s favorite characters out of balloons with lightning speed since he was a little kid in Queens.

He recalled one day when he was 7 years old and living in Long Island City. His pet

gerbil had just died, so Rotondo’s dad took a bummed-out Nick’s hand and ventured into Manhattan. Ringling Bros. and Barnum & Bailey Circus just happened to be in town, playing at Madison Square Garden.

A clown had parked himself out in front of the World’s Most Famous Arena, quickly twisting up balloon animals and handing them out, free of charge, to all the children that had gathered around him.

“The rest is history,” Rotondo said with that signature smile.

So it came as no surprise that the talented trio—Rachel, Joanna, and Shannon—with virtuosic voices would be there in a Howard Beach heartbeat for their beloved community in its time of need. Last Saturday, the siblings volunteered vocals in a livestream event on Facebook for Our Lady of Grace Church that has garnered thousands of dollars in donations and been

shared all over the world. “The Connolly Sisters in Quarantine” has been viewed by former OLG parishioners now living in Ireland, London, Florida, California, Arizona, and Hawaii, to name a few of the far flung locales that tuned in to hear Rachel, Joanna, and Shannon sing.

Asked how the idea came together, the girls pointed to their parents, Gerard, who has been working 12-hour shifts as a hospital administrator at Brookdale Hospital Medical Center in Brooklyn since the COVID-19 outbreak, and Joanne, a pair that have been the sisters’ musical inspirations for years.

“We’ve always had music in our lives— we were singing before we could talk,” Joanna said. “Once my dad, who’s a very talented musician, heard the suggestion, he was like, ‘You’ve gotta do this!’”

“Singing has always our form of expression,” Rachel added. “We’re not doctors or nurses, so we thought, ‘What’s another way to give back?’”

Shannon noted that even though Howard Beach is in Queens, part of the center of the world, for all intents and purposes, it is still a small-town community—to which they have always envisioned giving back.

“[The concert] was basically borne out of our desire to help,” she said.

Asked if they’d do it again, the sisters said the reaction to Saturday night’s show has left them open to the idea of another virtual performance.

“Honestly, I was surprised,” Joanna said.

“I didn’t realize: 1. How much the community needed it. And 2. How much I needed it. I woke up the next morning feeling rejuvenated. It was actually a gift for me—and here I was thinking it was a gift for the community.”

Two Queens councilmen recently called on Mayor de Blasio to fire City Health Commissioner Oxiris Barbot, M.D.

By Michael V. Cusenza Two borough legislators recently challenged Mayor Bill de Blasio to fire City Health Commissioner Oxiris Barbot, M.D., for failing “to keep New York City ahead of the [COVID-19] curve,” according to a New York Post report.

“Despite numerous warning signs from around the globe, Commissioner Barbot failed to keep New York City ahead of the curve. Significant research on pandemics and the spread of viruses should have been conducted early, and our city should have led the nation by taking drastic measures before any other city,” Councilmen Eric Ulrich (R-Ozone Park) and Bob Holden (D-Middle Village) fumed in a letter to Hizzoner.

The lawmakers pointed to a troubling timeline of Barbot tweets and comments in

February and March as evidence of a public health official “who got it terribly wrong.”

For example, on Feb. 2, Barbot on Twitter promoted Lunar New Year events across the five boroughs.

“As we gear up to celebrate the #LunarNewYear in NYC, I want to assure New Yorkers that there is no reason for anyone to change their holiday plans, avoid the subway, or certain parts of the city because of #coronavirus,” NYC’s doctor wrote.

And on March 4, as coronavirus cases began popping up in the metro area, Barbot said, “There’s no indication that being in a car, being in the subways with someone who’s potentially sick is a risk factor,” according to the councilmen’s missive.

City Hall spokeswoman Freddi Goldstein characterized the letter as “despicable and reeks of opportunism.”

By Forum Staff Small business owners across the five boroughs can now apply for forgivable federal loans to help cover payroll, rent, mortgage payments, and utility costs during the fallout from the COVID-19 pandemic, City Councilman Eric Ulrich (R-Ozone Park) noted Friday.

The U.S. Small Business Administration Paycheck Protection Program loans, designed to provide a direct incentive for

small businesses to keep their workers on the payroll,will be given on a first come, first serve basis. The administration will forgive loans if all employees are kept on the payroll for eight weeks and the money is used for payroll, rent, mortgage interest, or utilities.

According to SBA, the following entities affected by COVID-19 may be eligible:Any small business concern that meets SBA’s size standards (either the industry based sized standard or the alternative size standard); any business, 501(c)(3) non-profit organization, 501(c)(19) veterans organization, or Tribal business concern (sec. 31(b)(2)(C) of the Small Business Act) with the greater of 500 employees, or that meets the SBA industry size standard if more than 500; any business with a North American Industry Classification System Code that begins with 72 (Accommodations and Food Services) that has more than one physical location and employs less than 500 per location; sole proprietors, independent contractors, and self-employed persons.

EDITORIAL BN Do Your Part In response to the social media backlash and outrage over The Food Emporium in Howard Beach, especially on Howard Beach moms, The Forum has spoken with the managing company for the property as well as the owners of the store.

With regard to the conditions of the parking lot and the disposal of gloves and masks throughout the lot we can tell you that we have seen video footage and photographs of the parking lot. Howard Plaza Realty, who owns and manages the property has hired a sanitizing and cleaning crew that has been cleaning the lot every day and night. They have sent emails and photographic evidence of a pristine lot every day. Can we really expect the storeowners to go out into the lot and pick up the gloves and masks that are discarded indiscriminently by shoppers.

The answer to that is an obvious NO. Shoppers need to take off their masks and gloves inside their vehicles and dispose of them in a bag in their own vehicles or when they get home. We have seen irrefutable proof from the management that they are doing their part.

The Food Emporium will be restricting the amount of shoppers allowed in the store according to the number of aisles at the property. We ask you to think about the

efforts of the people you are so carelessly slandering for no reason. There are barely enough workers to keep the store stocked and sanitized without having to take on the responsibility of making sure that shoppers exercise consideration to others in the store.

Food Emporium has placed taped spacers in the store to give people the boundaries of where they should be in relation to each other. Are we not intelligent and considerate enough to respect them? Apparently the answer to that is also NO.

Lest we forget that the workers who are in this store each and every day are absolutely risking their lives to make sure that our families can continue to get fresh meat, produce, baked goods, deli items and all of the groceries that we need.

Every night at 7 p.m. people in NYC are applauding our healthcare workers who are battling this outbreak on the front lines. We feel there is no doubt that recognition and thanks should be paid to the grocery store workforce as well. They may not be manning ventilators, but they are performing a duty

of equal magnitude for those of us still fortunate enough to be able to go out and get desperately needed provisions.

In this climate, the commonplace activity of going to the store has become more of a risky behavior, but we have it in our power to minimize the risks by acting responsibly and with consideration and respect for our neighbors and for the people working in the store.

The Almonte family, which runs the store, has been a valued addition to this community and at every turn they give back with no hesitation, but rather with a true community spirit.

Let’s stop pointing fingers at people we should be thanking. It’s very simple to make sure we are all safe when shopping. Wear a mask and gloves, keep the prescribed 6-foot distance from each other in the store and when you’re checking out, try saying thank you to the cashiers––they surely deserve it.

Most of all, be thankful that you are walking around and pushing a cart while so many other people are not even allowed to be present when their loved ones are dying alone in a hospital. That may seem like a dramatic statement, but the real drama comes from the fact that every word of it is true.

Feds Look to Keep Cop Locked Up

Former 106th Precinct cop Valerie Cincinelli (c.) has been charged with scheming to employ a hitman to murder her estranged husband and the 14-year-old daughter of her current paramour.

By Michael V. Cusenza Federal prosecutors on Friday requested that a judge continue to deny bail to a former City cop who has been charged with scheming to employ a hitman to murder her estranged husband and the minor daughter of her current boyfriend.

“The government respectfully submits this letter in opposition to the defendant Valerie Cincinelli’s motion for reconsideration of the Court’s prior denial of bail,” Eastern District attorneys wrote to the Hon. Sandra Feuerstein. “Because the defendant has failed to identify any qualifying change in circumstances; has failed to demonstrate a specific vulnerability to illness related to COVID-19; and has failed to show that current Bureau of Prisons restrictions rise to the level of a constitutional violation, the motion should be denied in its entirety.”

Cincinelli, a domestic violence officer assigned to the 106th Precinct, was arrested on May 17, 2019, on an indictment charging her with two counts of murder for hire and one count of obstruction of justice. According to the indictment, an FBI investigation revealed that earlier in 2019, Cincinelli, 36, demanded that her boyfriend, Howard Beach resident John DiRubba, hire a hitman to murder Cincinelli’s estranged husband, Isaiah Carvalho, Jr., and DiRubba’s 14-year-old daughter, who resides in New Jersey.

DiRubba, 55, turned to the feds for help. Between February 2019 and the present, according to authorities, Cincinelli and DiRubba discussed the murder-forhire plot both in person, as well as in communications over cell phones; some of said conversations were consensually recorded

at the direction of FBI agents. During those conversations, Cincinelli allegedly made it known in no uncertain terms that she wanted Carvalho and the kid dead.

Prosecutors pointed out in Friday’s 10-page filing that last September Judge Feuerstein “agreed with the government, the Pretrial Services Department and [the arraignment judge] that the danger posed by the defendant was too great to justify pretrial release, thus rejecting the proposition that the defendant’s self-serving view of the evidence could suffice to secure her own release from custody. In reaching this conclusion, the Court noted that a dangerousness finding was ‘strongly’ supported by the fact that two of the offenses involved crimes of violence under the Bail Reform Act and one also involved a minor victim.”

Indeed, in a six-page decision, Feuerstein wrote that she found that Cincinelli, “poses a danger to the safety of the allegedly intended victims and the community, particularly in light of the serious risk that [Cincinelli] would attempt to obstruct justice, as evidenced by her alleged conduct in destroying and/or attempting to destroy evidence prior to her arrest and her disobedience of court directives while in custody. Upon consideration of the factors…particularly the nature and seriousness of the crimes charged; the lengthy term of incarceration the defendant faces if convicted; the strength of the government’s evidence; and the defendant’s personal characteristics and history, particularly her lack of impulse control and remorse and her defensiveness, the Court finds that there is no condition or combination of conditions of release that will reasonably assure the safety of the allegedly intended victims and the community.”

Cuomo Signs $177B 2021 Enacted Budget

By Michael V. Cusenza Governor Andrew Cuomo on Friday signed the $177 billion Fiscal Year 2021 Enacted Budget.

“I understand we’re all consumed with the coronavirus situation but we have to be able to walk and chew gum,” Cuomo said.“We have to move forward at the same time and that's why passing the budget and these pieces of legislation were important.”

The governor called this spending plan “extraordinary,” and praised his partners in the State Legislature for passing it under strenuous circumstances.

“The budget was difficult because the State has no money, and how do you do a budget when you can’t really forecast revenues?We came up with a somewhat novel budget that actually is calibrated to future revenues or losses. So we really start with an assumption and then what we’re saying is when we see how much revenue the state makes, how fast the economy comes back, what the expenses are, we’ll calibrate accordingly,” Cuomo explained.

“This is a moment in history unlike any other, and government needs to function and deliver re-

sults for the people of this state now more than ever—and that’s exactly what we did with this budget. That the Legislature and the Executive got this budget done with all of these policy initiatives is an extraordinary feat, and I praise [Assembly] Speaker [Carl] Heastie, [Senate Majority] Leader [Andrea] Stewart-Cousins and every member of the Legislature.

It would have been very easy to say, ‘Oh, this is an extraordinary year; let’s just do the bare minimum and go home.’ We did the opposite. We said there is a lot of need and there are a lot of issues that need to be addressed, and we stepped up to the plate and we got it done. That it was done this year is really extraordinary.”

Highlights of the FY 2021 Enacted Budget include: Paid Sick Leave: Businesses with five to 99 employees will provide their employees at least five days of job-protected paid sick leave per year and businesses with 100 employees or more will provide at least seven days of paid sick leave per year. Smaller businesses, with four or fewer employees, will guarantee five days of job-protected unpaid sick leave to their employees every year. Small

Closing the Out-of-State Gun Loophole: The budget includes legislation to prohibit individuals from obtaining a gun license who commit serious offenses out-ofstate that would disqualify them from obtaining a gun license if committed in New York. This will provide greater consistency in New York’s licensing scheme and ensure individuals who are prohibited from purchasing a firearm are not able to do so, Cuomo noted. The Enacted Budget also includes a measure to require all state and local law enforcement agencies in the state to opt in to the Alcohol, Tobacco, Firearms and Explosives crime gun trace data-sharing program and submit crime guns recovered through the ATF’s eTrace system. Additionally, the Enacted Budget includes legislation to amend the Mental Hygiene Law to allow New York to share reports of individuals who are a danger to themselves or others with other states.

Prescription Drugs: The budget includes a three-part plan to lower prescription drug costs for

all New Yorkers. The spending plan caps insulin co-payments at $100 per month for insured patients to help address the rising cost of insulin that has resulted in diabetes patients rationing, skipping doses and not filling prescriptions. The budget also establishes a commission of experts to study the feasibility and benefits of a Canadian drug-importation program and submit a plan to the U.S. Department of Health and Human Services for review.

Middle Class Tax Cuts: This year’s Enacted Budget continues to lower Personal Income Tax rates for middle-class New Yorkers. In 2020, the third year of the multi-year tax cuts enacted in 2016, income tax rates have been lowered to 6.09 percent from 6.85 percentfor taxpayers in the $43,000-$161,550 income bracket, and to 6.41 percent in the $161,550-$323,200 income bracket. These cuts are expected to save 4.7 million New Yorkers over $1.8 billion this year. Furthermore, income tax rates will continue to drop to 5.5 percent for taxpayers in the $27,900$161,550 tax bracket and 6 percent in the $161,550-$323,200 bracket. When the cuts are fully phased in, middle class taxpayers will have received an income tax rate cut up to 20 percent, amounting to a projected $4.2 billion in annual savings for six million filers by 2025. As the new rates phase in, they will be the State’s lowest middle-class tax rates in more

than 70 years, Cuomo boasted.

Adjustments to 2019 Criminal Justice Reform Law: The budget clarifies the 2019 Criminal Justice Reform Law to make sure judges know all the options available to them with respect to non-monetary conditions for release; enhances the options upon which a judge can condition release, including mental health referrals and requirements to attend counseling; and it adds several offenses that can be bail eligible, including sex trafficking offenses, money laundering in support of terrorism in the 3rd and 4th degree, child pornography offenses, repeat offenders, and those who commit crimes resulting in death.

“This state budget faced us with extraordinary fiscal challenges, even before the coronavirus outbreak. To date, the COVID-19 pandemic has caused our State to lose roughly $10 billion in revenue, in addition to its previous $7 billion deficit, and we are not even close to realizing the actual total loss in its negative economic impact,” said State Sen. Joe Addabbo, Jr. (D-Howard Beach).

“Tough budget decisions had to be made to minimize the funding cuts to healthcare, education and other services our people deserve, knowing that we can restore items when the State resumes its positive financial course.These are unprecedented times for our State and only by working together will we make it through the uncharted territory we are all in.”

Mayor de Blasio tours Fort Totten Thursday to greet EMTs and paramedics dispatched by FEMA to assist with the City’s COVID-19 response.

Cusenza Even as Mayor Bill de Blasio on Thursday welcomed emergency medical technicians and paramedics dispatched by the Federal Emergency Management Agency to Fort Totten in Bayside, and a grateful City cheered for its beleaguered healthcare workforce this week, COVID-19 continued its deadly stranglehold on New York.

On Wednesday, the total number of deaths in the Empire State shot up to 6,268; due to 779 people having died in NY in the previous 24 hours, the highest single-day death toll since such data were being monitored.

The city—and Queens, specifically— remained the epicenter of the pandemic.

On Wednesday, the de Blasio administration announced that the number of COVID-19 cases in the five boroughs soared by more than 5,600 with 400 new deaths in just 24 hours. NYC had more than 78,000 confirmed cases and more than 3,600 fatalities, as of Wednesday morning. Queens’ number of confirmed cases blasted past the 20,000 mark this week. Brooklyn is the only borough that even comes close, with roughly 18,000 confirmed virus cases.

“New York City is facing a crisis that rivals only the Spanish Influenza and the Great Depression,” de Blasio said Sunday.

“We need bold action—and fast. We need to mobilize doctors, nurses, and supplies to our front lines. And it needs to happen now—before it’s too late.”

Hizzoner on Sunday said the City has, to date, delivered 2,865 full service ventilators and 1,780 breathing assistance machines.

Currently, 135 full-service ventilators re-

main in the City’s reserves. To adequately treat the number of new patients who are being intubated daily—approximately 200300 citywide —the City must secure a total of 1,000-1,500 more ventilators by Sunday, April 12, de Blasio warned.

To address the immediate need, the City is requesting ventilators from the federal stockpile, which has a total of 10,000 ventilators. The City is also working with the State to obtain ventilators from the State stockpile, which is estimated to have a total of 2,800 full-service ventilators.

While the City has a sufficient amount of Personal Protective Equipment like surgical masks, eyewear, and gloves, an additional delivery of N95s and surgical gowns is needed to last through the week.

Additionally this week, U.S. Rep. Grace Meng (D-Flushing) led members of the New York Congressional Delegation in sending a letter to President Donald Trump urging him to fully invoke the Defense Production Act to ensure that frontline healthcare workers in New York have the medical technology and protection that they need to save lives during the pandemic.

The missive urges Trump to:fully invoke DPA in order to incentivize manufacturers across the country to make their production lines reflect the needs of hospitals; increase Department of Defense personnel and materials—such as creating field hospitals or distributing emergency personal protective equipment—to state and local governments; and provide unrationed COVID-19 test kits with rapid results to healthcare workers to help keep them safe and on the frontlines.

On Friday, Rep. Grace Meng helped introduce legislation that would provide COVID-19economic impact payments to millions of immigrants and immigrant families that are currently ineligible to receive the funds because they do not file their taxes with a Social Security number.

Cusenza Distribution of economic impact payments will begin in the next two weeks and will be allocated automatically, with no action required for most people; however, some taxpayers who typically do not file returns will need to submit a simple tax return to receive the COVID-19 stimulus check, the Internal Revenue Service recently announced.

The IRS is expected to make approximately 60 million payments to Americans through direct deposit in mid-April, according to the U.S. House of Representatives Ways and Means Committee.

Tax filers with adjusted gross income up to $75,000 for individuals and up to $150,000 for married couples filing joint returns will receive the full payment, according to the IRS. For filers with income above those amounts, the payment amount is reduced by $5 for each $100 above the $75,000/$150,000 thresholds. Single filers with income exceeding $99,000 and $198,000 for joint filers with no children are not eligible. Social Security recipients and railroad retirees who are otherwise not required to file a tax return are also eligible and will not be required to file a return.

Eligible taxpayers who filed tax returns for either 2019 or 2018 will automatically receive an economic impact payment of up to $1,200 for individuals or $2,400 for married couples and up to $500 for each qualifying child.

As mentioned, the IRS has noted that the vast majority of people do not need to take any action. The agency will calculate and automatically send the economic im-

pact payment to those eligible.

For people who have already filed their 2019 tax returns, the IRS will use this information to calculate the payment amount.

For those who have not yet filed their return for 2019, the IRS will use information from their 2018 tax filing to calculate the payment. The stimulus check will be deposited directly into the same banking account reflected on the return filed.

Under the Leave No Taxpayer Behind Act, filers with Individual Tax Identification Numbers would be eligible to receive the stimulus payments.

“Although the House Democrats’ Take Responsibility for Workers and Families Act would have allowed payments to those with ITIN numbers, it was unfortunately not included in the Senate’s Coronavirus Aid, Relief, and Economic Security (CARES) Act, which was the version that was ultimately passed and enacted into law,” Meng said.“Just like millions of American citizens, working immigrants, and mixedstatus families, are falling on hard times due to the COVID-19 pandemic. They too have bills to pay and loved ones to support. And many immigrants fortunate to still have a job are among the essential employees who are risking their health and safety by working on the frontlines during this outbreak.

We must immediately right this wrong and help our hard-working immigrant communities receive this needed assistance.”

Research led by a team of Australian scientists at Monash University in Melbourne recently discovered that Ivermectin, an FDA-approved anti-parasitic drug could kill the SARS-CoV-2 virus when applied to an infected cell culture within 48 hours and could stop it from developing in cell cultures.

Ivermectin is an anti-parasite drug used to treat infections in the body that are caused by parasites.

The researchers first tested the antiviral activity of the drug against SARS-CoV-2 by infecting cells with the virus and administering the Ivermectin.

One of the lead researchers, Dr. Kylie Wagstaff of the Monash Biomedicine Discovery Institute, said that when they used the drug on coronavirusinfected cells on a dish in the laboratory, a single dose was able to stop the virus from replicating within 48 hours. There was also a significant reduction in the replication of the coronavirus within the first 24 hours, according to Wagstaff. It was around a 5,000-fold decrease in the coronavirus RNA, which indicates that the Ivermectin treatment led to the loss of substantially all viral material. Scientists also did not identify any toxicity of the drug at the time points tested in their samples as well as in drug alone samples they parallelly tested.

It is still unclear how Ivermectin works on the virus, but Wagstaff believes that the drug most likely stops the virus by dampening down the ability of the host cells to clear it. Ivermectin is an inhibitor of the COVID-19 causative virus as reported in the study, and its action towards SARS-CoV-2 is similar to its effect on other viruses, including HIV, dengue, Zika virus, and Influenza in vitro.

Wagstaff stressed that the drug is safe for humans because of how it is widely used all around the globe to treat parasitic indications such as worms and lice. However, the next step is to figure out if the dosages identified as safe for humans can be used effectively on infected people as the study has only been conducted in vitro.

The team of researchers perceives that the confirmation of the drug’s mechanism against SARSCoV-2 and the identification of the specific SARSCoV-2 or host components impacted will be a focus future work in the team’s laboratory. The researchers reported that once an effective antiviral for SARSCoV-2 is developed, giving patients an antiviral in the early stages of their infection could significantly help limit the viral load. Early treatment of the virus could also prevent the severe progression of the disease and limit its transmission among people.

The study also proposed that benchmarking testing of Ivermectin as soon as it is feasible against other potential antiviral medications for SARSCoV-2 with different mechanisms of action is crucial. It is also critical that further evaluation and examination of multiple addition dosing regimens that replicates current approved usage of the drug in humans be conducted for possible benefit in COVID-19 patients. With the team’s report on Ivermectin’s effect and safety profile, they have concluded that the drug is worthy of further consideration and funding for pre-clinical and clinical trials.

Violent Car Crash Claims One, Injures Two

One man died and two other drivers were rushed to the hospital Thursday morning after an intense three-car accident in Richmond Hill, according to police and published reports.

The impact of the crash sent one of the vehicles, a minivan, into a storefront on Jamaica Avenue near 134th Street.

A man, 45, driving a Lexus allegedly blew the red light at the intersection of the Van Wyck Expressway service road and Jamaica Avenue, subsequently blasting a Toyota Camry and then the Honda van, thrusting the van into the roll-down gate covering a check-cashing establishment.

The Lexus driver was pronounced dead at nearby Jamaica Hospital Medical Center. The drivers of the other two vehicles were rushed to JMHC in stable condition.

HUD Issues New Mortgage Payment Relief for FHA Single-Family Homeowners

By Forum Staff A tailored set of mortgage payment relief options are now available for singlefamily homeowners with Federal Housing Administration-insured mortgages who are experiencing financial hardship as a result of the COVID-19 pandemic, the U.S. Department of Housing and Urban Development recently announced.

Effective immediately for borrowers with a financial hardship that makes them unable to pay their mortgage due to the coronavirus national emergency, mortgage servicers must extend deferred or reduced mortgage payment options—called forbearance—for up to six months, and must provide an additional six months of forbearance if requested by the borrower. This mandate implements provisions contained in the landmark Coronavirus Aid, Relief, and Economic Security Act (CARES Act) which President Donald Trump signed into law on last month, HUD Secretary Ben Carson noted.

Additionally, the FHA recently implemented the COVID-19 National Emergency Partial Claim, an option to be used by servicers when the COVID-19 forbearance period ends. This partial claim will help eligible homeowners who have been granted special COVID-19 National Emergency forbearance to reinstate their loans

by authorizing servicers to advance funds on behalf of homeowners. The partial claim will defer the repayment of those advances through an interest-free subordinate mortgage that the borrower does not have to pay off until their first mortgage is paid off.

“These measures will help Americans focus their efforts on keeping themselves and their families healthy, instead of worrying about losing the place where they feel safe,” said Lynne Patton, HUD Regional

Administrator for New York and New Jersey.

FHA has also instructed mortgage servicers to: delay submitting Due and Payable requests for Home Equity Conversion Mortgages by six months, with an additional six-month delay available with HUD approval; and extend any flexibility they may have under the Fair Credit Reporting Act relative to negative credit reporting actions.

According to HUD, borrowers who are not currently impacted and able to make their monthly mortgage payments should continue doing so. However, those who are experiencing financial hardship as a result of the COVID-19 National Emergency should immediately contact their mortgage servicer – the entity to which they make their monthly mortgage payments – to discuss forbearance or other options that may be available to them.

“For American families impacted by the COVID-19 virus and unable to pay their FHA-insured mortgage, imminently losing their homes is now one less fear they should have. Today’s actions will ease the immediate pressures faced by many Americans who, through no fault of their own, are struggling with financial uncertainty,” said Assistant Secretary for Housing and Federal Housing Commissioner Brian Montgomery.
