This outpouring of love floored Johnny Boy’s nurses. They flashed the lights in his room to indicate that their prized patient heard everything, that he appreciated all, and that he’s still standing in the ring.

The next goal, the next opponent, is finally shaking the ventilator. He may not need it in a few days.

Fingers crossed.

But until then, and every day that follows, Johnny Boy’s Howard Beach community will be there for him, just as he has been there for the South Queens enclave for the past 34 years.

“Whatever doubts we may have had about our neighborhood have disappeared,” Deanna said. “Their support, the power of their prayers and positive thinking has made us all believers.

This neighborhood came together and it’s such a beautiful thing.”

Governor Highlights Guidelines for Phased Plan to Re-open State

By Forum Staff Governor Andrew Cuomo this week outlined guidelines for the phased plan to re-open New York on a regional basis.

Cuomo said that each region of the state—Capital Region, Central New York, Finger Lakes, Mid-Hudson Valley, Mohawk Valley, New York City, North Country, Long Island, Southern Tier and Western New York—must follow these guidelines as part of the re-opening plan: CDC Guidelines: Based on Centers for Disease Control and Prevention recommendations, once a region experiences a 14-day decline in the hospitalization rate they may begin a phased re-opening.

Industries: Businesses in each region will re-open in phases. Phase one will include opening construction and manufacturing functions with low risk. Phase two will open certain industries based on priority and risk level. Businesses considered “more essential” with inherent low risks of infection in the workplace and to customers will be prioritized, followed by other businesses considered “less essential” or those that present a higher risk of infection spread. Regions must not open attractions or businesses that would draw a large number of visitors from outside the local area.

employees and consumers, make the physical work space safer, and implement processes that lower risk of infection in the business.

Building Health Care Capacity: To maintain the phased re-opening plan, each region must have at least 30 percent of hospital beds and Intensive Care Unit beds available after elective surgeries resume.

Testing Regimen: Regions must implement a testing regimen that prioritizes symptomatic persons and individuals who

came into contact with a known COVIDpositive person, and conducts frequent tests of frontline and essential workers.

Regions must maintain an appropriate number of testing sites to accommodate its population and must fully advertise where and how people can get tested. The region must also use the collected data to track and trace the spread of the virus.

Tracing System: There must be at least 30 contact-tracers for every 100,000 people. The region must also monitor the

regional infection rate throughout the reopening plan.

Isolation Facilities: Regions must present plans to have rooms available for people who test positive for COVID-19 and who cannot self-isolate.

Regional Coordination: Regions must coordinate the re-opening of schools, transportation systems, testing and tracing with surrounding regions.

Re-imagining Tele-Medicine Re-imagining Tele-Education Regional Control Rooms: Each region must appoint an oversight institution as its control room to monitor regional indicators during the phased re-opening, including hospital capacity, rate of infection, personal protective equipment burn rate and businesses.

Protect and Respect Essential Workers: Regions must continue to ensure protections are in place for essential workers.

Cuomo also announced on Tuesday the creation of the New York Forward Re-Opening Advisory Board to help guide the State’s re-opening strategy. The advisory board will be chaired by former Secretaries to the Governor Steve Cohen and Bill Mulrow and include more than 100 business, community, and civic leaders from industries across NY. “We have to be smart about this—emotions can’t drive our re-opening process,” the governor added.

Governor Cuomo has canceled the special election for Queens borough president.

By Michael V. Cusenza Governor Andrew Cuomo on Friday signed an executive order canceling the special election for Queens borough president.

The non-partisan race to determine who will succeed former BP Melinda Katz, sworn in earlier this year as the borough’s district attorney, was originally scheduled for March 24. But the COVID-19 pandemic forced Mayor Bill de Blasio to cancel it via executive order. The election was then rescheduled for June 23.

“The special election to be held for the office of Queens Borough President is hereby canceled, and such office shall be filled at the general election,” Cuomo’s executive order reads.

The general election is scheduled for Nov. 3.

Prior to Cuomo’s April 24 order, the candidates vying to lead The World’s Borough included: City Councilmen Donovan Richards (D-Laurelton), Jimmy Van Bramer (D-

Sunnyside), and Costa Constantinides (DAstoria); former Councilwoman Elizabeth Crowley; former Queens Assistant District Attorney James Quinn; Danniel Sun Maio; and retired NYPD Sgt. Anthony Miranda.

Queens County GOP Chairwoman Joann Ariola announced Monday that she has been tabbed to enter the fray on the Republican and Conservative lines.

“Unfortunately, this order effectively ended Jim Quinn’s campaign,” said Ariola, who had been running the former prosecutor’s bid. “We all worked hard to qualify Jim for the ballot and had committed to supporting him through the special election.

We will now focus our efforts towards the November election for borough president.

As the Republican- and Conservativeendorsed candidate, I know we have some ground to cover, but I’m fully confident that our Republican ticket will be well-represented in November.”

Sharon Lee will continue to serve as acting borough president for the rest of the calendar year.

EDITORIAL Fighting for What’s Right Last week this editorial blasted the inconsideration and disrespect for human life we see so many examples of every day that this pandemic goes on. People refusing to heed regulatory social distancing, protesting to reopen business where it is impossible to keep at safe distances, bringing unprotected children into contact with other revelers on the streets on days when the sun is shining.

On and on we could go but amazingly, this week we’re doing a complete 180 because of something that took place in Howard Beach on Saturday night.

We have all seen the commercials and the news reports repeated countless times on TV and through social media channels, of people gathering at 7 PM every night. People outside their homes, on their balconies and at their windows, in their cars, all applauding, cheering and banging pots as a means to acknowledge and thank healthcare workers and first responders for their Herculean efforts to combat this virus.

But all that applause, all that cheering was but a distant echo here in Howard Beach on Saturday night when more than 150 tow trucks, followed by a liege of cars and SUV’s caravanned through the neighborhood blasting their horns and flashing their lights to support Howard Beach’s John “Johnny Boy” DiLorenzo Jr. in his battle with Covid-19.

#johnyougotthis John has been fighting on his own front line in a hospital room for over a month. On a ventilator and struggling, arguably against the most formidable enemy any of us could ever face. But he’s not doing it alone. He’s doing it with the support of a family, friends and a community, who on Saturday night displayed what it is to be human beings who do what they’re supposed to do when crisis strikes. They turn out, they support, they love, they pray and they help.

The caravan traveled from Howard Beach to Manhasset to line up outside John’s hospital room at North Shore University Hospital where those in the line looked up to see the

flickering of the light from inside his room — an acknowledgement by John’s nurses that he knew everything that was going on down below him.

Although lately we have heard many politicians and celebrities say that “We are in this together”, that phrase was much more than just a cliché in Howard Beach on Saturday night. It was a demonstration of love, caring and support that has, at least for me, reestablished that which I feared had all but been lost — caring for other people, putting them before yourself and putting yourself out there just to show you care.

If you’re wondering why the outpouring for John is so great, you must be one of the people who don’t know him. And for those who don’t, just know that he has given you a gift by inspiring one of the most profound and uplifting demonstrations of human care and kindness you will ever witness. John may be laying in a hospital bed right now, but his determination to fight this disease, his love of life and his good nature has done what sometimes seems hopelessly impossible — bringing people together, especially in the worst of times.

People like Justine Cammarata that drive to his family home every night to blast his favorite song, Billy Joel’s “We Didn’t Start the Fire,” or friends like Gina FerroneMartire who organized donations to provide food and much needed supplies for the healthcare workers at the hospital where John is recovering. People in a prayer network who refuse to let their intentions fall silent.

John has proven for us that, in life, if you allow yourself to be good, you will be good, you will do good and you’ll lead the way for others to do good.

What a marvelous consequence of this disease it would be if we could be pushed into a place where we realize exactly what is important. Loyalty, compassion, sharing and being there for each other.

State Secures $25M for Food Banks

The State is providing $25 million from its special public health emergency fund for food banks and providers most impacted by the COVID-19 pandemic.

Cusenza Responding to an overwhelming surge in demand at food banks across New York—including a 100-percent increase in NYC—the State is providing $25 million from its special public health emergency fund for providers most impacted by the COVID-19 pandemic, Gov. Andrew Cuomo announced Monday.

Cuomo also announced during Monday’s press briefing that the State has launched the Nourish New York Initiative to purchase food and products from Upstate farms and direct it to food banks across NY. Additionally, the State will be partnering with New York’s dairy producers—Chobani, Dairy Farmers of America, Upstate Niagara, Cabot Cheese and others—to process excess milk into products like yogurt, cheese, sour cream, and cream cheese, that will be distributed to food banks and those in need.

“We’re seeing a tremendous demand in food banks, which is predictable in some ways. But, the numbers are very, very high, and we need to address it; 200 percent increase in Westchester, 100 percent increase New York City, 40 percent on Long Island, 40 to 60 percent across Upstate New York.

So we’re going to commit $25 million for emergency funding for those food banks,” the governor said. “We also have an issue across upstate where, because the markets are so roiled, some farm cooperatives are actually dumping milk because the market can’t consume it. This is just total waste to me. We have people downstate who need food. We have farmers upstate who can’t

sell their product. We have to put those two things together. It’s just common sense.

But we have to make that marriage between product upstate and need downstate.”

In a letter to State Department of Agriculture and Markets Commissioner Richard Ball, State Sen. Joe Addabbo, Jr. (D-Howard Beach) last week called on the Cuomo administration to address the urgent issue of food wasting during the COVID-19 crisis.

“We need to find the means necessary that will provide our state’s farmers with resources and contacts to get their food and dairy surplus to the people that need it the most,” the senator said.

On Monday, Addabbo said he was “elated” to see the governor tackle the issue of food availability in the Empire State.

“It is so important to help provide for food-insecure New Yorkers, especially during a crisis. Also, I am fully behind the announced Nourish New York Initiative, which will buy food from the state’s farmers and get it into the food banks…this initiative will be a big win,” Addabbo added.“It is imperative that we work together towards getting the food and food-related funding to those specifically in need. I would like to thank Gov. Cuomo and all those involved for aggressively addressing the vitally important issue. We need to keep fighting for the most vulnerable New Yorkers during this pandemic, and continue to innovate new ways to do just that.”

Jamaica Resident Charged in Murder of Man who Tried to Break up Fight

By Michael V. Cusenza A Jamaica resident has been charged in the stabbing death of a man who intervened earlier this month when the accused became embroiled in a physical altercation with a property owner, Queens District Attorney Melinda Katz announced Thursday.

Muhammad Habib, 24, was arrested in Indiana on April 14 and arraigned in Queens Thursday on a complaint charging him with second-degree murder, thirddegree criminal possession a weapon, third-degree tampering with a witness, and assault in the third degree. Habib was ordered held without bail and to return to court on May 20.

According to the charges, on Monday, April 13, between 10 a.m. and 11:08 a.m., Habib was seen by witnesses and on video surveillance allegedly engaged in a fight with another man inside of a residence on Guy R. Brewer Boulevard near Tuskegee Airmen Way in Jamaica. Wycliffe Gentles, 43, of South Jamaica, attempted to separate the two men, and while doing so began to trade blows with Habib. As punches were being thrown, Habib allegedly pulled out what appeared to be a knife. Gentles grabbed a nearby object and struck Habib

in the head with it.

According to the complaint, Habib then chased Gentles down a flight of stairs, at which point Gentles retrieved a 2x4 wooden beam and raised it in the direction of the defendant. The fight spilled outside the building, but at one point, Gentles suddenly dropped the wooden plank and fell to the ground. Habib allegedly pounced on the opportunity, stabbing Gentles seven times in the neck and torso, penetrating his

left chest, lung and pulmonary artery. He eventually succumbed to these injuries.

Habib fled the area and ultimately the state.

According to the charges, at approximately 6:41 p.m. on the same day of the murder, Habibtexted the property owner he had originally fought with, stating “snitches get treated the same.”

According to the Greenfield Daily Reporter, Habib and a female companion, Khusbu Patel, 22, also of Queens, were

cuffed on Tuesday, April 14, at approximately 12:10 p.m. in Hancock County, Ind. by the state’s Pro-Active Criminal Enforcement team, a multi-jurisdictional enforcement criminal interdiction task force.

While patrolling Interstate 70 near the Hancock County/Henry County line, PACE Team Sgt. James Goodwin of the Henry County Sheriff ’s Department spotted the suspect’s white Honda Civic “committing multiple lane violations.” After learning that an NYPD felony alert had been placed on the vehicle and its occupants on April 13, Goodwin and fellow officers moved to apprehend the duo. Habib and Patel were arrested following a vehicle pursuit through two counties.

The couple appeared to be headed to Missouri, Goodwin said. According to the Reporter, a search of the Civic turned up two pounds of marijuana, an undisclosed amount of crack-cocaine, and multiple packages of illicit pills and heroin.

“Following the violence, the defendant is alleged to have fled the state to evade arrest,” Katz said. “He was apprehended in Indiana and returned to New York to face charges.”

If convicted, Habib faces up to 25 years to life in prison.

structing governmental administration in the second degree. Bail was set at $25,000 bond/$10,000 cash; according to the City Department of Correction, Alvarez posted bail and was released Friday. He has been ordered to return to court on May 27.

According to the charges, Alvarez was allegedly behind the wheel of a 2018 BMW X5 that had been reported stolen from Nassau County on Sunday, April 19. The vehicle was spotted just before midnight last Tuesday at a BP gas station on Horace Harding Expressway near 99th Street in

The detective who was struck by the SUV suffered multiple injuries including a broken leg and was rushed to an area hospital for treatment.

“Our police face danger every single day on the job,” Katz said. “The defendant was attempting to evade arrest. But after fleeing the scene, he was quickly apprehended and now faces very serious charges.”

If convicted, Alvarez faces up to 25 years in prison.

State Nixes Plans for Temporary Hospital at Aqueduct Racetrack

Plans to install a temporary 1,000-plus patient overflow hospital on the grounds of Aqueduct Racetrack have been scrapped.

According to de Blasio, the City will form a series of Sector Advisory Councils that will guide the administration’s efforts to reopen the economy and city life. The councils will serve as critical links to disseminate information about re-opening and provide guidance to shape the City’s response to the pandemic. These councils will start in the first week of May and meet weekly thereafter. Sector Advisory Councils will include: large businesses; small businesses; public health and health care; arts, culture, and tourism; labor; nonprofits and social services; faith-based; education and vocational training.

Navy Blue Angels and Air Force Thunderbirds teams on Tuesday conducted a flyover New York City to honor medical workers.

The Task Force on Racial Inclusion and Equity will be comprised of officials from across the administration to engage hardest-hit communities, monitor response and recovery efforts in those neighborhoods, identify unique needs associated with Minority and Women-Owned Business Enterprises and community health care providers, and work with City officials and agencies to narrow long-standing racial and economic disparities, de Blasio said.

This task force will focus both on the immediate needs of these communities and shape a longer-term strategy to close the gaps that have been exacerbated during this crisis. The task force will be led by First Lady Chirlane McCray and Deputy Mayor J. Phillip Thompson, the mayor noted.

Late last month, Gov. Andrew Cuomo noted that he had received approval from the federal governmentto construct a medical center at the South Ozone Park site to bolster existing hospital capacity.

However, it appears that the facility is no longer needed as critical COVID-19 stats consistently trend downward.

In other outbreak news, Mayor Bill de Blasio on Sunday announced steps the City is taking to re-start the economy and “rebuild a fairer New York.” The goal, according to Hizzoner, is not to go back to the status quo, but to spur a recovery that confronts deep inequities, reaches into every neighborhood, and leaves New York stronger than ever.

“This crisis is not only about a virus; it’s about the fallout from hundreds of thousands of our neighbors losing their jobs and struggling to provide for their families. It’s about the outsized devastation communities of color are facing across the country.

I am not only calling on New Yorkers from all walks of life to help us get our city back on its feet—I am calling on them to join me in the fight ahead for a fair recovery, ” de Blasio added.

The City’s decisions in the coming weeks will be determined by the health indicators tracked every day. Administration officials said the City will evaluate gradual changes to restrictions as daily health metrics indicate that the virus has reached the low-level transmission phase. Last week, the Mayor announced the City’s plan to expand testing, tracing and isolation to continue to beat back COVID-19. According to the administration, admissions for suspected COVID-19 cases at hospitals citywide continue to decline. On April 22, there were only 227 admissions citywide. Comparatively, on March 31, there were 850 admissions for suspected COVID-19 cases citywide.

The daily number of people in ICUs across NYC Health + Hospitals with suspected cases of COVID-19 continues to decline. On April 14, Health + Hospitals was at double its ICU capacity systemwide, with approximately 887 individuals being treated in ICUs. That number is now 796, de Blasio said. To alleviate the burden on NYC Health + Hospitals, the City has added ICU beds at facilities citywide, and surged military and volunteer personnel across the system.

As the City continues to expand its testing capacity, the number of individuals testing positive for the virus at the City’s public health lab increased to 57 percent.

The number of individuals being tested citywide in private labs decreased, however, to 33 percent.

“We can’t let the natural desire to go back to normal life interfere with our efforts to defeat the virus,” de Blasio said. “This is not a battle we can fight alone; the choices ordinary New Yorkers are making at every hour of each day hold the key to fighting COVID-19.”

The Paycheck Protection Program and Health Care Enhancement Act provides another $310 billion for the PPP. Designed to provide a direct incentive for small businesses to keep their workers on the payroll, the initiative encourages small business owners to apply for forgivable federal loans to help cover payroll, rent, mortgage payments, and utility costs during the fallout from the COVID-19 pandemic.

“Small Main Street businesses, which make up the fabric of our communities, need all the help they can get—and they need it fast. By providing another $310 billion for PPP, this bill will allow the program to reopen and more businesses to apply for loans and secure capital they need to keep their doors open and employees on payroll,” U.S. Rep. Nydia Velazquez (D-Queens, Brooklyn, Manhattan). “However, it is not enough to pour funding into a program if loans are not reaching the intended businesses. All of us have been outraged by reports of big banks prioritizing large businesses for this assistance. It underscores the need for oversight. My colleagues and I have been pressing the [Small Business Administration] and Treasury [Department] to make more data available.

We will continue doing so.”

In remarks delivered on Thursday, Velazquez trumpeted one mechanism in the new bill “for reaching more real small businesses is involving additional lenders with a strong track record of helping traditionally underserved businesses. That’s why my col-

leagues and I fought in this package to secure $60 billion in PPP funds set aside specifically for mission-based, community-oriented lenders. Community Development Financial Institutions, Minority Development Institutions, SBA microloan lenders, community development corporations, along with small community banks and credit unions will be able to use this $60 billion to aid small businesses in their local communities,” the congresswoman continued. “These institutions specialize in helping underserved populations—like minority communities and our women- and veteran-owned businesses, who may not have a prior banking relationship with a financial giant like JP Morgan or Wells Fargo. With this set-aside, more underserved businesses will get loans.”

Additionally this week, U.S. Reps.

Grace Meng (D-Flushing) and Tom Suozzi (D-Queens and L.I.) led members of the New York congressional delegation in calling for co-ops and condos to be eligible for loans under the PPP. In a letter to Treasury Secretary Steve Mnuchinand SBA Administrator Jovita Carranza, the lawmakers called for immediate reconsideration of the decision to exclude co-ops and condos from PPP loans.

“Co-ops and condos are a critical part of Queens and New York City, serving as homes for so many residents throughout our borough and city,”Meng said. “They are integral parts of our communities, and like many other entities are being impacted by the COVID-19 pandemic. They deserve relief and we urge the Treasury secretary and SBA administrator to make it happen so that co-ops and condos are not forced to endure further financial burdens as a result of this crisis.”

Cusenza Essential provisions for New York’s water resources are included in the 2020 Water Resources Development Act recently released by the U.S. Senate Environment and Public Works Committee, Senate Majority Leader Chuck Schumer and Sen. Kirsten Gillibrand (both D-N.Y.) announced on Friday.

The legislation, called “America’s Water Infrastructure Act of 2020,” contains language that would authorize five provisions, including the Army Corps East Rockaway Inlet to Rockaway Inlet and Jamaica Bay Hurricane Sandy Reformulation Project.

The authorization, according to Schumer and Gillibrand, gives the Army Corps of Engineers the green light to complete initial construction of the East Rockaway Inlet to Rockaway Inlet and Jamaica Bay Hurricane Sandy Reformulation Project at full federal expense. It will also authorize maintenance of the project once construction is complete. The senators’ request will ensure that if money runs out before construction is complete the corps can finish construction without having to seek a cost share from a local sponsor.

“America’s Water Infrastructure Act of 2020” also includes language to expedite completion of Army Corps studies that will lead to several new projects key to New York’s water restoration, risk management, and navigation, the senators noted.

“The inclusion of these vital water infrastructure and flood mitigation projects is good news for everyone in New York,” Schumer said. “Communities in recent years have been battered by severe storms and flooding and shorelines have been gouged by erosion, threatening homes and safety. These projects will give ocean, river and lakefront communities protection and

improve the quality of life in New York.”

The Water Resources Development Acthas recently been passed every two years and authorizes water resources studies and projects and sets policies for navigation, flood control, hydropower, recreation, water supply, and emergency management for the Army Corps. The legislation will be formally introduced and marked-up by the Senate EPW Committee after the Senate fully reconvenes in the coming weeks “I am very pleased that these vitally important projects were included in the Senate’s draft WRDA bill this year,” said Gillibrand, a member of the Senate Environment and Public Works Committee. “These projects will help to better protect communities from the future risks of high water levels on Lake Ontario, from storm surge and extreme weather along our Atlantic coast. I’m proud to have fought for key provisions for our state in this bill and I will continue working hard to keep our shorelines protected and our waterways safe and clean as the legislation progresses.”

The legislation also includes: The report on Emergency Flood Protection for Lakes, which will require a report on the extent to which the Army Corps’ emergency fund for responding to natural disasters, typically river flooding, applies to lakes flooding. The report will make recommendations on any statutory changes needed to ensure that lakes are eligible for the program.

Language to expedite studies currently being conducted by the Army Corps, including: Hudson-Raritan Estuary Ecosystem Restoration Project, New York Harbor Anchorages Navigation Project, Westchester County Streams Flood Risk Management Project, Fire Island to Montauk Point Reformulation Project, Hudson River Habitat Restoration Project, and Lake Montauk Harbor Navigation Project.

CDC SHARES IMPROTANT COVID INFORMATION Let me start this week by saying how truly wonderful it is to be back with all of you. Although it was only a couple of weeks, it seems to me that it was a long recovery time for me to get back to where I belong.

I will say that in getting myself back into shape to return to the pharmacies, I took many walks around my neighborhood and was inspired to see all of the signs thanking first responders, healthcare workers and everyone risking themselves everyday for all of us.

I honestly believe that acts of recognition like that are so simple in the amount of effort they take to perform and so huge in the difference they make not only in the workers they are dedicated to, but to the families of those people. Sometimes the smallest of gestures has the biggest affect on people when they most need it.

I know how much it meant to me to get all the well wishes and prayers while I was out and how much it means to every member of my staff when our customers drop off gifts and cards, call, text or email and just say thank you for their efforts. We are blessed to be surrounded by people like that and we are all very thankful to all of you!

As the pandemic continues, you are likely noticing that the focus of concern by healthcare experts is greatly centered on testing. Clearly the importance of testing both for Covid-19 and antibodies is the path that will be most successful in bringing the pandemic under control. Just a few days ago, the CDC have added several new symptoms associated with

Covid-19 and we would like to share this information from the CDC with you.

The CDC has said from the beginning that fever, cough and shortness of breath are indications that someone might have the disease caused by the novel coronavirus. It has now added six more conditions that may come with the disease: chills, repeated shaking with chills, muscle pain, headache, sore throat and new loss of taste or smell.

The expanded symptoms list could prove important because with a limited number of test kits available, typically those seeking a test must first show symptoms.

Patients with the disease caused by the coronavirus have reported a loss of taste and or smell, muscle pain, chills and headache.

The symptoms usually appear within two to 14 days after exposure to the virus, the CDC says. It stresses the "emergency warning signs" for COVID-19 are trouble breathing, persistent pain or pressure in the chest, confusion or inability to arouse, and bluish lips or face. People with any of these symptoms should seek immediate medical attention.

The coronavirus has proved highly contagious and potentially deadly, but the vast majority of people who become infected will show either no symptoms or only mild ones. The U.S., which has the highest number of confirmed cases in the world just crossed the 1 million , with the number of deaths from the disease surpassing the annual death toll for pneumonia and flu, according to the CDC. City Surges Staff, Support to Nursing Homes

By Michael V. Cusenza The City has surged supplies and staff to nursing homes across the five boroughs, Mayor Bill de Blasio announced Thursday.

This week, the administration noted that it increased its weekly shipment by at least 50 percent, adding to the more than 40,000 N95 masks; 800,000 surgical face masks; 40,000 face shields; 1.5 million gloves; and at least 105,000 gowns or coveralls that went to all 169 nursing homes across the city earlier this month.

To meet urgent staffing needs in nursing homes across the city, the City has sent 210 clinical staff volunteers to 40 nursing homes.

The City has pledged to double this amount, bringing the total number of personnel to more than 420.

In addition to providing personal protective equipment and clinical staff, City officials said the administration has provided nursing homes with up-to-date guidance on isolation and testing procedures. The Department of Health and Mental Hygiene has continued to work with providers to implement this guidance and troubleshoot as necessary.

Nursing homes and adult care facilities “get paid to take care of a resident and they have to do it in accordance with State rules; and if they don’t we will take appropriate action,” Gov. Cuomo said.

To ensure the needs of nursing homes are continually met for the duration of the crisis, the City has set up a task force to work with approximately half of all nursing homes to collect data on staffing, PPE, decedent management, and any other needs, de Blasio noted.

The COVID-19 pandemic has ravaged New York nursing homes and adult care facilities, killing at least 3,650 residents. According to the State Department of Health, Queens leads all 62 New York counties with 790 COVID-19 deaths at borough nursing homes.

Additionally, Gov. Andrew Cuomo announced on Thursday that DOH is partnering with State Attorney General Tish James to investigate nursing homes that violate executive orders requiring these facilities to communicate COVID-19 test results and deaths to residents’ families.

Cuomo also announced a new directive requiring nursing homes to immediately report to DOH the actions they have taken to comply with all DOH and Centers for Disease Control and Prevention laws, regulations, directives and guidance. DOH will inspect facilities that have not complied with these directives, including separation and isolation policies, staffing policies and inadequate personal protective equipment, and if DOH determines that the facilities failed to comply with the directives and guidance, the agency will immediately require the facility to submit an action plan. Facilities could be fined $10,000 per violation or potentially lose their operating license.

“We’re going to undertake an investigation of nursing homes now to make sure they’re following the rules,” Cuomo said. “They get paid to take care of a resident and they have to do it in accordance with State rules; and if they don’t we will take appropriate action. The State Department of Health and the attorney general are going to be commencing an investigation to make sure all of those policies are in place and being followed. If they’re not being followed, they can be subjected to a fine or they can lose their license. It’s that simple.”
