De Blasio Decides to Shutter City Schools

By Michael V. Cusenza City schools will remain closed for the rest of the school year, Mayor Bill de Blasio announced Saturday.

Hizzoner had been wrestling with the move for days, but ultimately decided to shutter public education institutions because “it will help us save lives,” de Blasio said.

“We’ve got to think about what our children are going through.

This has been such a tough time for them; such a disorienting time.

Our kids, we all know, are resilient and we all know that our children can feel our love even if we can’t be in the same room with them or even in the same city with them.

They can feel our love. But for so many children right now, this is a really difficult, challenging time,” the mayor added. “And think about what we’ve asked of our children.

It’s a lot, nowadays just in normal times, to deal with all the challenges of modern society. I can say as a parent, our children deal with challenges today that I never dealt with

when I was growing up and they grow up kind of faster nowadays and there’s too much information available, too many real difficult things put before our children, even in normal times. Now think about what these last weeks have been like for our children. Think about the disruption. Think about the confusion and in so many cases the trauma.”

De Blasio said he made “that very tough decision” to keep schools closed for the rest of the school year after several daily conversations on the subject with Schools Chancellor Richard Carranza.

“Lord knows having to tell you that we cannot bring our schools back for the remainder of this school year is painful. But I can also tell you it’s the right thing to

do. It clearly will help us save lives because it will help us to guarantee that the strategies that have been working, the shelter in place, the social distancing, all the focused strategies that are finally beginning to bear fruit, they need the time to continue to be effective,” the mayor said Saturday. “The worst mistake we could make is to take our foot off the gas and end up in

a situation where this disease had a resurgence and threatened us even more. We’re not going to allow the coronavirus to start to attack us even more and to make sure it doesn’t, we have to be cautious. We have to be smart about the moves we make and we can never get in a situation where we end up jumping too soon and regretting it later.”

State Sen. Joe Addabbo, Jr. (DHoward Beach) agreed with de Blasio’s decision—and cautioned leaders across New York to avoid making any moves to re-open schools until the pandemic is under control.

“We cannot risk sending students, teachers and staff back to schools prematurely. If we do, we may witness a spike in coronavirus cases once again,” the senator said Wednesday.“I understand this is a confusing and trying time for us all, but we must work together, with all levels of government and citizens, in order to protect the health of our residents, and more specifically when discussing the schools, our children and school personnel.”

City Allocates $25M in Emergency Funding for Food Providers

By Michael V. Cusenza The City will provide $25 million in funding to emergency food providers across the five boroughs, Mayor Bill de Blasio and City Council Speaker Corey Johnson announced Friday.

According to the pols, the funding is being allocated as part of a new, ongoing partnership between the de Blasio administration and the council to help providers deal with the challenges of COVID-19 pandemic.

The City’s Food Czar team, overseen by Sanitation Commissioner Kathryn Garcia, has been doing direct outreach to pantries to understand their needs, and this funding will cover critical immediate operating expenses such as increased food costs, additional staffing, new safety supplies, and the ability to deliver food items directly to seniors who are now homebound. More than 800 organizations citywide, including pantries, mobile pantries, soup kitchens and non-profit organizations, may be eligible to receive emergency funding for these critical operating expenses. “We must continue to do everything we can to prevent a hunger crisis in New York City. No one should be food insecure in the richest city in the United States,” Council Speaker Johnson said.

The additional funding for emergency food providers will ensure that these organizations have the funding they need to stay open as long as the pandemic persists.

Addabbo, Jr. (D-Howard Beach) on Monday urged Gov. Andrew Cuomo to immediately release the funding for food pantries serving the neediest individuals, including the $5 million in the 2020 budget’s Special Public Health Emergency Appropriation Account earmarked for the Metropolitan New York Coordinating Council on Jewish Poverty.

According to Addabbo, the Met Council continues to service their 225,000 existing clients and 40 regular food pantries while mobilizing emergency food to thousands of additional families facing new financial hardship during this pandemic. The Met Council has also worked out a pilot program partnership with the ride-share service Uber to deliver Kosher food directly to the homes of 500 homebound Holocaust survivors.

“We are facing extraordinary circumstances right now, and we need to make sure that organizations like Met Council are able to provide for their clients when they need it the most,” the senator said.“I am working to get the governor to release the funds that will allow Met Council to continue to serve their clients throughout this pandemic.”

While the COVID-19 pandemic remains the priority for City and State leaders, one area elected official this week emphasized the importance of addressing local quality of life issues that still persist during this trying time.

“I have heard from some of my constituents that there has been an increase in garbage piling up at Charles Park in Howard Beach, and I have been in touch with the National Parks Service to get that situation remedied,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) said on Monday. “I also contacted the [City Sanitation Department] regarding a burnt, abandoned car that needs removal within the [15th Senatorial] District. I appreciate the efforts of all our government workers, as they perform their duties and maintain a work standard with a much depleted staff. While we are all responsibly quarantining, we cannot forget about the quality of life for our constituents.

I will continue to work with our dedicated government agencies to ensure that our quality of life remains while we fight the coronavirus and protect New Yorkers.”

EDITORIAL On ‘Drive-by Easter’ & Silver Linings Several weeks ago, Key Food of Howard Beach used their weekly ad space on the back cover of The Forum to deliver a message. It was a message of hope directing the reader toward one irrefutable component of virtually every tragedy––the proverbial silver lining.

Despite the pain and hardship that accompanies tragedy, the human spirit rises like a phoenix from the ashes. It is filled with mercy, compassion, caring, sacrifice and the determination to help.

We saw it in our local communities on Sept. 11, 2001, and for months after the terrorist attacks. We held each other together, using prayer, conversation, gatherings, and whatever else we needed to hold on to the life of a nation that was stripped away in one fateful morning. We were there for each other and for those directly impacted by horrible personal loss of their loved ones.

Then when Superstorm Sandy came to town in October 2012, we saw that spirit soar again. Most of those who still had their homes were without electric, heat and water. People were left without clothing, food or shelter. But everywhere we looked, there were other people rushing to their rescue giving whatever they could, whenever they could.

So it turns out that there really is “a silver lining.”

Admittedly, the present situation is far different than the aforementioned tragedies. We were not limited or restricted in terms of moving about freely, and we were permitted within 6 feet of each other.

We could hug and comfort our grandchildren—which if the truth be told here is by far the worst penalty of COVID-19 for me—and we could be together with those we most need to share hard times with. Not so where COVID-19 is concerned. It has

put us in isolation hell and this past weekend threatened to take away one of the holidays most beloved by children—Easter.

This time the silver lining arrived in a furry white suit with pink ears and a noticeable overbite. Yes, the Easter Bunny took to the bed of a pickup truck and drove by every street in Howard Beach, Lindenwood and Hamilton Beach thrilling young and old alike.

“Drive-by Easter” was yet another manifestation of the human spirit at its best. This time it was led by a very familiar and be-

loved Howard Beach personality, Nick “the Balloonatic” Rotondo. Nick has been featured in this paper over the last few weeks because it seems that he is forever devising ways to keep the spirit of the neighborhood alive and kicking.

The immeasurable gratitude of the community was unmistakably imprinted on hundreds of faces who gathered in the streets outside their homes to wave and shout a Happy Easter to the Easter Bunny and who in turn got a huge wave and a few dance steps. Despite the fact that I witnessed this first hand tethered to the back of another pickup truck, it was undoubtedly one of the best experiences of my life, all thanks to Nick.

It was a reminder that a little kindness and thoughtfulness is what really goes the distance in troubled times. So when we are back on the street and have long-abandoned Pea Pod and Amazon deliveries for actual store visits, when we can hug and kiss our friends and family, when we can worship together, eat and drink together, see a show together, go to a game together, or just sit in our living rooms together, maybe just maybe we will remember never to take even the simplest things for granted.

I know I will.

Coalition Extends, Expands Food Initiative

By Forum Staff “Fuel the Frontlines,” the joint initiative started by a coalition of the Queens Borough President’s Office, the Queens Economic Development Corporation, and the Queens Night Market to provide thousands of ready-to-go, individually-packaged “home-cooked” meals to hospital and now EMS workers on the frontlines of battling the COVID-19 pandemic, has been extended two more weeks, acting Borough President Sharon Lee announced Thursday.

The initiative was launched on March 29. According to Lee, donations to the initiative will allow it to run an additional two weeks through Friday, April 17; and expands the meal deliveries to seven EMS stations across Queens to feed the borough’s first responders. EMS workers have been overburdened in recent weeks by significant staffing shortages and a record high volume of 911 calls—reportedly more than 6,000 per day at times over the course of the public health crisis.

In the initiative’s first week (March 29 through April 3), 2,000 meals were cooked and packaged by 12 local food-service companies and delivered to frontline workers across Queens’ nine hospitals. The meals are packaged in individual containers, to be kept refrigerated to be heated and eaten at the workers’ convenience.

Lee noted that in the days since the March 29 launch, “Fuel the Frontlines” has raised more than $20,000, with donations ranging from $5 to $4,000.

“Every minute counts, and in this race against time, Queens thanks the partners who helped make this two-week extension of ‘Fuel the Frontlines’ possible here

in the epicenter of the COVID-19 pandemic,” Lee said. “Our hearts are with the brave healthcare workers who are moving mountains around the clock with every single tool and resource available to save lives, as well as the workers and small business entrepreneurs struggling but who fuel Queens. We continue to welcome support for these efforts to stem the tide and bend the curves of this unprecedented public health and economic crisis.”

During the extension to April 17, packaged meals will continue to be prepared by small businesses either enrolled in QEDC’s innovative Entrepreneur Space commercial kitchen incubator in Long Island City or vendors that participate in the seasonal Queens Night Market in Flushing Meadows Corona Park—some of which will continue to prepare meals at Kommissary, a commercial kitchen in LIC. The Port Authority of New York and New Jersey will continue to transport many of the meals to the hospitals and EMS stations. And both QEDC and the Queens Night Market will continue to waive any administrative costs associated with “Fuel the Frontlines” for participating small businesses.

“Our vendors have really answered the call to action, and we’ve had vendors representing Ethiopia, Poland, Jamaica, Malaysia, Antigua, Mexico and Korea — just to name a few — with many more to come with this very welcome expansion of the initiative,” said Queens Night Market founder John Wang. “We’re eager to help feed the essential workers risking their lives for all our safety, while also providing a modest but important source of income for numerous small businesses during this crisis.”

City Prosecutes Pandemic-Related Product Price Gougers

By Forum Staff The City has filed three additional cases against repeat price gougers for knowingly increasing prices in violation of the Department of Consumer and Worker Protection’s regulations under the City’s Consumer Protection Law, Mayor Bill de Blasio and DCWP Commissioner Lorelei Salas recently announced.

DCWP issued a total of 203 violations to three businesses— including one in Forest Hills—for selling face masks, hand sanitizer, cough medicine and other products “at drastically increased prices.” In one particularly egregious example, one business was charging a consumer $20 for one N95 face mask. The cases will be heard at the City’s Office of Administrative Trials and Hearings where DCWP is seeking a total of up to $101,500 in fines.

The City is filing cases against: • Burns Pharmacy (68-04 Burns St., Forest Hills) for 24 violations of price gouging hand sanitizer and face masks. DCWP is seeking up to $12,000 in fines.

• Thomas Drugs (171 Columbus Avenue, Manhattan) for 40 violations of price gouging face masks, gloves and cough medicine. DCWP is seeking up to $20,000 in fines.

Businesses found to be overcharging consumers by 10 percent or more for any personal or

household good or service that is needed to prevent or limit the spread of or treat COVID-19 will be issued a violation, de Blasio and Salas noted. Examples of covered products include disinfectants, soap, cleaning products, diagnostic products and services, and medicines.

On March 5, Salas declared face masks in short supply and that declaration was extended with the

addition of hand sanitizer and disinfectant wipes on March 10. The declarations were made under the Rules of the City of New York, which allows the commissioner to declare certain items temporarily in short supply for 30 days during extraordinary circumstances.

On March 16, the agency promulgated an emergency rule under the City’s Consumer Protection Law that makes price gouging ille-

gal for any personal or household good or service that is needed to prevent or limit the spread of or treat COVID-19. The rule makes it illegal to increase prices by 10 percent or more for a 60-day period. The rule can be extended once for an additional 60 days. The rule covers any personal or household good or service—such as disinfectants, soap, and cleaning products, diagnostic products and services, medicines, and tissues— that is needed to prevent or limit the spread of or treat COVID-19.

The fine for price gouging is up to $500 per item or service. If businesses are paying more to obtain these items themselves, they must provide proof to DCWP and any increase must be comparable. If a business paid $2 more per item, they cannot charge customers $50 more.

The department is encouraging consumers who are overcharged to file a complaint at nyc. gov/dcwp or by contacting 311 and saying “overcharge.” Consumers who believe they were victimized by price gouging should keep their receipts and any information about the store where the transaction occurred, and file a complaint with DCWP.

Meng Warns Queens Constituents about Economic Impact Payment Scams

By Forum Staff A Queens congresswoman recently warned borough residents to be aware of scammers who are seeking to take advantage of consumers during the COVID-19 pandemic.

According to U.S. Rep. Grace Meng (D-Flushing), the scams include everything from bogus vaccination and home test kits to robocalls offering insurance and work-athome schemes. Among the most noted scams to be on the lookout for are those in which criminals attempt to steal people’s COVID-19 relief payments, the funds consisting of up to $1,200 per adult and $500 per child that the Internal Revenue Service is in the process of sending out to taxpayers.

“It is unconscionable that in the middle of a public health crisis, there are those who prey on unsuspecting individuals, and attempt to steal the money they need during this pandemic,” Meng said. “If you receive a call regarding your economic impact payment, hang up. If you receive an email or text, do not reply, and do not click on attachments and links. Report it to law enforcement and the IRS. The IRS will never contact you asking for any kind of personal information. All New Yorkers, particularly seniors, immigrant communities and vulnerable populations, must be on the alert. I urge everybody to do all they can to prevent themselves from becoming victims of these scams, and being cheated out the relief payments they need and deserve.”

By Michael V. Cusenza Sunday was a unique Easter for myriad reasons. However, The Forum, Nick “the Balloonatic” Rotondo, and the Easter Bunny still sought to mark the Christian holy day by touring Howard Beach, delivering much-needed smiles on the doorsteps of its residences along the way—all while observing social-distancing guidelines, of course.

“I want to be there for the neighborhood,” Rotondo told The Forum. “I love it. I feel amazing. I just try to inspire and have fun.”

But the Ballonatic yearns for the day when he can get back on the road and spread that positive outlook across the country.

“I can’t wait for this coronavirus to be over,” he added. “I can’t wait to be on stage and making people laugh.”

Rite Aid Coughs up $4.75M for Cold Meds

By Forum Staff The retail drugstore chain Rite Aid will pay federal authorities a $4.75 million penalty to resolve allegations that its employees recorded false or incomplete information about customers who purchased tens of thousands of products containing pseudoephedrine, an ingredient found in many cough and cold medicines that is used by some to illegally manufacture crystal meth, prosecutors recently announced.

In order to prevent the illicit use of pseudoephedrine, the Controlled Sub-

stances Act requires Rite Aid and other retail sellers to create and maintain a logbook that contains, among other things, the name and address of each the customer who makes a purchase of a pseudoephedrine product. In the settlement agreement, Rite Aid admitted that, between August 2009 and January 2014, certain employees entered into Rite Aid’s logbook inaccurate or incomplete name and address information for customers. Investigators alleged that this misconduct occurred in connection with tens of thousands of sales during that time period. Shortly after prosecutors brought these violations to Rite Aid’s attention, the company voluntarily devised and implemented a number of enhancements to its process for sales of pseudoephedrine products to better ensure Rite Aid’s compliance with federal law.

“Companies that do not comply with the Controlled Substances Act are violating the law,” said Drug Enforcement Administration NY Special Agent-in-Charge Ray Donovan.

“Regulatory laws are put in place for a reason—to ensure public health and safety.

By Forum Staff The Metropolitan Transportation Authority has deployed a “Temperature Brigade” consisting of medically trained personnel to check the temperatures of employees at 22 strategic locations prior to starting their shifts, as the organization continues to battle the COVID-19 pan-

demic that has ravaged its ranks.

The brigade is drawn from across the MTA, including NYC Transit safety and security personnel, Long Island Rail Road fire marshals and Metro-North fire brigade, as well as 60 contract workers, all medically trained, deployed 24/7 to locations covering all MTA agencies. It has been deployed to 22 critical locations, including Queens posts: New York City Transit Queens Village Depot, NYCT Grand Avenue Depot, NYCT College Point Depot, NYCT JFK Depot, and the LIRR Jamaica Command Center.

According to the agency, Temperature Brigade members check all employees entering a work location using thermal scan thermometers on foreheads. Anyone with a temperature of 100.4 degrees or higher is sent home and instructed to seek medical guidance and report back to the MTA. The Brigade started at seven sites last month and has ramped up with more than 2,000 employees a day now being tested. The fever rate being found by the brigade is extremely low— approximately one out of every 1,000 employees checked.

“Our ‘temperature brigade’ helps reduce risk for everyone, and they are among the thousands of behind-the-scenes heroes at the MTA working hard to fight this formidable pandemic,” said MTA Chief Safety Officer Patrick Warren.“Our frontline employees are incredible, and we thank them for their courage and commitment to public service.”

Senate Minority Leader Chuck Schumer was among the 10 Senate Democrats who signed the letter addressed to U.S. Small Business Administration Administrator Jovita Carranza and Treasury Secretary Steve Mnuchin.

By Forum Staff Senate Democratic leaders recently sent a letter to U.S. Small Business Administration Administrator Jovita Carranza and Treasury Secretary Steve Mnuchin urging them to take steps to ensure that the most vulnerable small businesses have access to the important financial resources authorized by the Coronavirus Aid, Relief, and Economic Security Act. The senators called on the Trump administration officials to reserve a portion of the $349 billion appropriated to the Paycheck Protection Program—a provision included in the CARES Act to provide small businesses and other entities with forgivable, low-interest, zero-fee, and fully guaranteed loans of up to $10 million—for small businesses that do not have relationships with the traditional lenders, especially those in underserved and rural markets, including businesses owned by veterans, minorities, women and businesses that have been in operation for less than two years.

According to published reports, on Friday, April 3, the first day small business owners could apply for PPP loans, large traditional banks were prioritizing existing clients that have a loan, checking account, or credit card with the institution.

Financial institutions that issue PPP loans earn a processing fee of 5 percent for loans $350,000 or less; 3 percent for loans between $350,000 and $2 million; and 1 percent for loans above $2 million. Democrats fought to include the fee structure in the CARES Act to ensure that small businesses in underserved communities, including women, minorities and veterans, as well as rural markets, are prioritized in the processing and disbursement of PPP loans.

“It is critical that underserved borrow-

ers do not fall between the cracks in the implementation of this program. That is why Congress insisted on a tiered processing fee structure that incentivizes banks to make loans of $350,000 or less and inserted language encouraging SBA to release guidance to lenders to ensure that the processing and disbursement of PPP loans prioritizes small business concerns and entities in underserved and rural markets,” the senators wrote.

They also urged the Trump administration to authorize more lenders that have demonstrated stronger ties with underserved borrowers.

“We believe that more can be done to reach out to and authorize those lenders, such as Community Development Financial Institutions, Minority Depository Institutions, and mission-based nonprofit lenders, which are best positioned to bridge the trust gap between many underserved communities and the traditional financial sector,” the pols said in the missive to Carranza and Mnuchin. “For example, a survey conducted by the Association for Enterprise Opportunity found that more than half (51 percent) of black respondents indicated they felt unfairly treated by financial institutions, compared to only 26 percent of white respondents.”

SIGHS OF RELIEF AND WELL WISHES For the first time ever, this column is not being written by Frank Pantina, but rather about him. From the onset of the pandemic, Frank and his staff have been working tirelessly to deliver services to the surrounding communities seven days a week, virtually non-stop. Not only did they provide much-needed medical and PPE products but Frank has gone all out in trying to keep the customers and the community at large armed with the most up to date information. He is surely to be recognized as one of the selfless front line individuals in the essential workforce.

Unfortunately, last week Frank was rushed to the hospital to undergo emergency appendectomy surgery. A very delicate and complicated laparoscopic procedure, he experienced major complications as well.

Obviously being in the hospital under any circumstance put him at a tremendous risk.

We are happy to report that by Easter Sunday, Frank recuperating with his wife and twin boys, in the comfort of their home. Judging from the well wishes on Facebook we’re not the only ones who like Frank. Perhaps it’s best illustrated by reading the post Frank’s wife, Kasia put on Facebook this past Sunday: To our family, friends, co-workers, neighbors and strangers who reached out to me, asking about my husband, sending love and get well wishes! To all who texted,

called, FB messaged me, Facetimed me, knocked on my door, asking if my kids need anything, If I needed help, groceries etc..

Today, I am sending you a boundless amount of thanks....

The immeasurable level of support, the outpouring love and care I received this past week is never going to be forgotten!

Thank you, thank you, thank you also much thanks to Frank’s doctors and the whole medical crew.

Now most importantly, he is back! After few long days in hospital my husband is finally home, where he is recovering from his emergency surgery and complications.

On Easter Sunday Frank is surrounded by his loved ones, in his own bed, slowly getting better.

Perp Pilfers Store Safe Area investigators this week reached out to the public via social media for help in identifying this man (pictured) who is wanted for allegedly burglarizing a South Richmond Hill produce store.

According to the 106th Precinct Detective Squad, the suspect entered Singh Farm on Liberty Avenue and 124th Street at 11 a.m. on Monday, April 6, and swiped nearly $9,300 from the store’s safe.

Struggling NY Airports Set to Get $411M in Federal Funding

By Forum Staff New York airports that have been nearly grounded by the ongoing COVID-19 pandemic will soon receive a $411 million lifeline from the Federal Aviation Administration, Senate Minority Leader Chuck Schumer and Sen. Kirsten Gillibrand (DN.Y.) announced Tuesday.

The CARES Act provides funds to increase the federal share to 100 percent for the Airport Improvement Program and other grants already planned for fiscal year 2020. Schumer and Gillibrand explained that the additional funding and elimination of the local share will allow for critical safety and capacity projects to continue as planned, despite the current financial impact of COVID-19 on airports.
