By Forum Staff Bills to fund veterans’ service organizations and allow former military members to pursue service-related academic credit at State University of New York and City University of New York institutions have been approved by the State Senate Committee for Veterans, Homeland Security and Military Affairs, the bills’ sponsor, Sen. Joe Addabbo, Jr. (DHoward Beach), announced on Monday.

The first bill would establish a veterans’ service organization fund, which would be supported through the generosity of New York residents who decide they want to contribute to such groups when they file their state personal income tax returns. Under the legislation, New York residents would be able to choose a new income tax “check off ” box on their returns to support organizations that provide services to veterans. The contributions would be held in a fund maintained by the State comptroller and the State Division of Taxation and Finance, and monies would be provided

to veterans’ service organizations to enable them to better assist former military members in accessing necessary benefits and programs.

The contributions would be gifts and not reduce the amount of tax owed by check-off program participants, Addabbo noted.

“Veterans are often in need of a variety of services when they return home, but do not always know where to turn to find out about an array of programs that

exist to help them,” the senator said. “Veterans’ service organizations serve as a key liaison between veterans and appropriate government agencies, and their efforts are vital to ensuring that our returning servicemen and women gain access to the health, employment, education and other services available to them.”

Under the second piece of legislation, which would ensure that veterans are able to receive

academic credit for their military training and service at SUNY and CUNY institutions, the college courses in which they are enrolled would need to meet the standards of the American Council on Education or otherwise adhere to equivalent standards for awarding credit to students for life experience. While the ACE is already engaged in efforts to award credit to veterans for their service and training, Addabbo’s bill

would make it clear that SUNY and CUNY could accept military transcripts as a source of transfer credit, according to the senator’s Office. Veterans would need to be enrolled full-time in college as undergraduates and have been honorably discharged. Additionally, there would be no cap on the number of credits and qualifying veteran students would not be charged tuition fees for the credits.

“We owe our veterans our deepest respect and gratitude, and helping them to succeed here at home when they leave military service is an important part of our responsibility to them,” said Addabbo, the ranking member of the Senate Committee on Veterans, Homeland Security and Military Affairs. “Providing new avenues for veteran’s organizations to raise funds, and helping our veterans to achieve their higher education goals more quickly, are two specific proposals I am hoping to advance for our former servicemen and women.”

Having been approved by committee, the bills now advance to the Senate floor for votes.

Richmond Hill Historical Society Pushes Petition for City and National Historic District Designations

By Michael V. Cusenza The Richmond Hill Historical Society on Friday released an email promoting its proposal for a Richmond Hill Historic District via an online petition.

“In an effort to protect and preserve Richmond Hill’s Victorian character, the Richmond Hill Historical Society will be applying for both a New York City Historic District and a National Register District,” the RHHS wrote on change. org, petitioning the City Landmarks Preservation Commission and the State Historic Preservation Office for the designations.

A New York City Historic District is overseen by the LPC and protects the character of the district through Landmarks Law. A National Register District is administered through the NYS Historic Preservation Office.

According to the RHHS, the “boundaries we have proposed and the properties selected have been carefully considered for their contribution to creating a sense of time and place reminiscent of Queens at the turn-of-the-century. Richly

The Society also characterized historic designation as “a winwin for Richmond Hill. By promoting a Historic District we

strengthen community awareness of Richmond Hill’s place in history in the development of New York City. More importantly, establishment of such a district would celebrate and protect Richmond Hill so that future generations can marvel at its charm as we do today. In addition to the preservation benefits,

there are many economic benefits as well, such as a likely increase in property values, the attraction of new businesses to the community, and an improved quality of life for all of our residents.”

Dominick Pistone, a Richmond Hill resident who supports the historic district designations, wrote that, if the community’s architecture “is not preserved, it will be destroyed and replaced with mediocre boxes or lookalike McMansions.

I only regret that we can’t get the same thing going in Kew Gardens.”

The RHHS set up the petition at change.org last month. As of Wednesday afternoon, it had garnered 466 signatures.

Additionally, the Society has organized “Living in a Historic District: What Would it Mean for You?” – a presentation and forum “to learn what living in a historic district is all about. What are the rules? Are there costs? What are the benefits?

And why might it offer protection to your home and neighborhood?”

The event is scheduled for May 1, 7 p.m. – 8:30 p.m., at Msgr. Murray Auditorium, 111-02 86th Ave., Richmond Hill.

Senate Votes to Roll Back Labor Rule Allowing Cities to Expand Access to Retirement Savings Accounts

Cusenza The U.S. Senate recently voted to overturn the Department of Labor’s rule that cleared a legal path for large cities and municipalities – such as New York City – to provide private-sector employees with a workplace retirement savings option if their employer does not already offer a pension or 401(k) plan.

“Republicans in the Senate just voted to make it harder for Americans to save for retirement,” said City Comptroller Scott Stringer. “This vote was an active, willful attempt to undermine the economic security of Americans, made possible by the elected officials who are supposed to represent their interests.”

The DOL regulation ensured that cities can create retirement savings programs without liability or burdensome requirements.

“Every New Yorker and every American should be able to save for a lifetime. But instead of lifting them up, Republicans in the Senate have sold out hardworking families who want to have secure retirements,” the comptroller added. “This vote hurts the 1.5 million New Yorkers — over 58 percent of private-sector workers — who don’t have access to retirement accounts at work. If the

Last October, Stringer released “The New York City Nest Egg: A Plan for Addressing Retirement Security in NYC,” that, he said, takes an innovative, market-driven approach to providing private–sector employees access to a retirement plan at their workplace.

The “Nest Egg” proposal, according to Stringer, “offers the best chance to protect

hundreds of thousands of New Yorkers who would otherwise face retirement struggling to pay rent, cover medical bills, or put food on the table, especially now that retirement could last 20 or 30 years. Today, 58 percent of private sector workers in New York City have no access to a retirement plan at work – and for those at companies with fewer than 10 employees, that number jumps to 89 percent. Unless we act now, what should be the golden years in America’s largest city may well become the darkest years for too many people and a burden for future taxpay-

ers who would be called upon to support a growing population of low-income seniors.”

Additionally, in February 2016, the City proposed a plan that would enable any New Yorker working at a business with 10 or more employees to automatically enroll in an employee-funded retirement program: The plan would create an automatic-enrollment individual retirement account for employees at businesses of 10 employees or more that do not already have a program.

Businesses that have a program could not drop their current plan to enroll in this one.

Contributions would be exclusively from employees (rather than from employers or the City) and made through payroll. Contributions would be based on a default rate; employees would have the ability to change their rate or opt out of the program.

Employees would be able to transfer the savings account from job to job.

The City would create a board to establish and oversee the management of the program, which will be phased in over the next few years. The City will also undertake an outreach and education effort on the program.

However, last week’s Senate vote places any and all private-sector retirement program proposals in jeopardy.

Stringer Blasts Trump Tax Plan as One ‘Created for the Mar-a-Lago Elites’

By Forum Staff After the Affordable Healthcare Act repeal-and-replace debacle, President Donald Trump has highlighted tax reform as next on the Oval Office agenda.

City Comptroller Scott Stringer recently released a new analysis that shows that the Trump administration’s tax plan, as proposed during his campaign, would provide significant tax cuts to nearly all millionaires in NYC — like Trump himself — while actually raising taxes on many single parents, moderate- and middle-income New Yorkers, and working families.

According to “Proposed Changes to Federal Income Tax Law Under the Trump Plan and the Effect on New York City Taxpayers,” more than 95 percent of City taxpayers with incomes between $500,000 and $1 million, as well as more than 90 percent of those with incomes above $1 million, would pay the same or less in taxes than they do today. Yet, nearly 40 percent of single parents in the five boroughs would face higher tax liability. The tax plan proposed during Trump’s presidential run is also projected to cost $2 trillion or more in lost federal revenue over the next decade, Stringer noted.

“What Trump promised during the campaign looks like a tax plan created for the Mar-a-Lago elites. It’s written by millionaires, for millionaires. President Trump wants to give his friends — and himself — a big tax cut, and force working New Yorkers to pay for it. It’s a plan that exacerbates wealth gaps at the expense of low-income, single parents,” Stringer added. “If President Trump moves forward with the tax plan he proposed during the campaign, I believe it will take New York backwards. Embracing ‘trickle-down’ has never helped working families move up the economic ladder — it’s a sleight-of-hand that helps America’s wealthiest.”

ilies would see tax increases – while the highest earners in the City would benefit the most.

The wealthier the New Yorker, the higher the benefit.

Generally, the plan provides high income filers (with federal adjusted gross income in excess of $500,000) with significant tax reductions through lower marginal tax rate cuts on ordinary and capital gains income and the elimination of the alternative minimum tax.

Among moderate-income families, single parents specifically would face significant tax increases, if the “Head of Household” filing status is eliminated.

Nearly half of single filers with incomes between $100,000 and $500,000 also stand to lose under the proposed plan.

More than one-third of filers with income between $50,000 and $250,000 would be worse off under the proposed plan.

The overall agenda would provide tax cuts to NYC residents in excess of $5 billion annually, but almost two-thirds of the cuts would go to filers making more than $500,000.

While the majority of residents would see a very modest decrease in liability, the potential funding cuts to the five boroughs in order to pay for the overall tax plan could be significant.

The estimated cost over a 10-year period to the federal government of the Trump income tax proposal ranges from $2.2 trillion to $3.3 trillion. In order to pay for it – as well as significantly higher military spending, a potential border wall, and other projects –Trump will likely propose cuts in federal aid to state and local governments.

As such, whatever modest tax benefit middle-income New Yorkers might receive would likely be offset by declining quality of life due to cuts to social services and other programs, Stringer noted.

Jail Break: Mayor, Council Speaker Announce 10-Year Plan to Close Rikers Island

By Michael V. Cusenza Mayor Bill de Blasio and City Council Speaker Melissa MarkViverito on Friday announced a 10-year timeline to close the Rikers Island jail system.

“I want to make clear, this is the first time in 85 years since Rikers Island opened in 1932 that the official policy of the City of New York will be to end our efforts on Rikers Island and close the jails there,” de Blasio said. “So, it is a historic occasion that for the first time in 85 years, we have an agreement to move off Rikers Island.”

However, as de Blasio cautioned, the shuttering “will not happen overnight” and the process cannot be viewed as a quick fix to a decades-old issue.

“There is no doubt that the road to Rikers Island’s closure will be long and arduous,” the mayor added. “It will require that local officials and stakeholders stand up and support facilities that meet our moral obligation to thousands of New Yorkers whose lives we will never turn our backs on. It will require that our state government, and each component of our

criminal justice system, contribute to the reform efforts critical to reducing our jail population and improving re-entry services and educational programming. The length of this process will also require continued investment in the facilities and conditions on Rikers Island that remain key to rehabilitation efforts for thousands of

Additionally, on Sunday, the Independent Commission on New York City Criminal Justice and Incarceration Reform released “A More Just New York City,” a highly anticipated 150-page report in which the primary recommendation of the 27-member panel is printed in bold: Rikers Island

“Rikers Island is a stain on our great City,” said Commission Chairman Jonathan Lippman.

“It leaves its mark on everyone it touches: the Correction officers working back-to-back shifts under dangerous conditions, the inmates waiting for their day in court in an inhumane and violent environ-

ment, the family members forced to miss work and travel long distances to see their loved ones, the attorneys who cannot easily visit their clients to prepare a defense, and the taxpayers who devote billions of dollars each year to keep the whole dysfunctional apparatus running year after year. Put simply, Rikers Island is a 19th Century solution to a 21st Century problem.”

De Blasio noted that each day there are approximately 9,500 people in custody in the City’s jail system. In order for the City to shutter Rikers Island, that population number needs to dip down to 5,000, the mayor said.

“We believe that can be achieved in the next 10 years. That is the goal that the Speaker and I have agreed to – a 10-year timeline,” de Blasio continued. “Again, it will take a lot of work and a lot of things have to go right in that 10year timeline to reduce the overall jail population to 5,000 – and that allows us to get to a point of complete departure of all inmates from Rikers Island.”

Undercover Operation Leads to Arrests of Two Men for Gun Smuggling, Sales of Firearms in Queens

By Forum Staff Two out-of-state men were arrested last week for running guns through the so-called Iron-Pipeline, the stretch of Interstate I 95 that connects New York City with southern states that have weak gun laws.

The illegal firearms were trafficked from Georgia and other states and subsequently sold in the parking lot of the South Ozone Park Home Depot.

Anthony Black, 33, of Savannah, Georgia, and Rasheem Greene, 24, of Lake Park, Florida are charged with selling a total of 13 weapons and attempting to sell five additional weapons to an undercover police officer on multiple occasions between February 2016 and March 2017.

The buys took place in the parking lot of the popular box store’s where the guns were bundled in groups of two to six weapons at a time with price tags ranging from $1,400 to $5,000.

District Attorney Brown said that the stretch of roadway is a convenient corridor where “greedy unlicensed gun sellers…unlawfully bring their deadly wares to New York, putting the lives of honest citizens at risk just to turn an enormous profit.”

of a firearm, unlawful possession of marijuana and a violation of the city’s administrative code, firearms; unlawful possession of pistol or revolver ammunition. They have been ordered to return to court on April 17.

A “sting” operation was conducted in which face-to-face street transactions involving both Black and Greene on several occasions over a one year period beginning in February of 2016.

An undercover police officer had communications with Black via texting and telephone calls. Black agreed to bring the firearms to Queens County for sale to the officer at a set location for a pre-arranged price.

On each occasion they met, Black arrived in different rental vehicles, and would bring the guns from his car to the officer’s vehicle.

Cops Catch up to Richmond Hill Burglar

There was an exchange of money for the guns and then black would return to his car and leave the Rockaway Blvd. location.

The illicit transactions included one on February 29, 2016, when Black met with the undercover officer around 2:30 in the afternoon and sold two .38 caliber Hi-Point firearms and .38 caliber rounds of ammunition for $1,500. A little over a month later he met the officer around 4 in the afternoon this time selling tow pieces–a .40 caliber Glock and a .25 caliber Titan firearm – and fourteen .40 caliber rounds of ammunition for $1,400.

On June 30, Black the two met again, this time Black provided the undercover officer with three firearms – a 9mm Hi-Point firearm, a 9mm Smith and Wesson firearm and a .45 caliber Taurus firearm – and a plastic bag contain-

ing 30 rounds of ammunition for $2,550. Nearly three months later at the end of September, Black met with the undercover officer around 5 in the afternoon, while Greene sat in the car as a lookout, and sold six firearms – a 9mm Kahr Arms firearm, a .38 caliber Cobray firearm, a .22 caliber Browning firearm, a .40 caliber Glock firearm, a 9mm Sig Arms firearm and a .45 caliber Ruger firearm – and assorted rounds of ammunition and magazines for $5,000.

Then before March 29, 2017 Black communicated via text messages and telephone calls with the undercover officer, telling him that he had five firearms available. The undercover arranged to meet with Black on March 29 at Home Depot.

The officer heard from Black around noon to say that he was in the parking lot. Black and Greene were seen in the front seat of a white Kia Optima with Florida plates. As NYPD officers secured the vehicle, they allegedly detected a strong odor of marijuana coming from the car.

When police executed a court-authorized search warrant on the Kia they recovered five firearms – two .40 caliber Smith and Wesson firearms, a .38 caliber Walther firearm, a .45 caliber Hi-Point firearm and a .22 caliber Walther firearm – and 25 round of .40 caliber ammunition from a knotted white sack in the vehicle’s trunk. A pouch of marijuana was also recovered from the front passenger seat.

If convicted, Black faces up to 25 years in prison and Greene faces up to 15 years in prison.

Cops Search for Car Involved in BB Gun Attack

City Police Department investigators last week announced that a Richmond Hill man has been arrested and charged in connection with the recent burglary of a Jamaica Avenue deli and six additional burglary incidents.

According to police reports, on Wednesday, March 22, around 6:05 a.m., Jesus Cabrera threw a rock through the glass front door of Slim Deli on Jamaica Avenue near 115th Street. Once inside, Cabrera, 47, removed a cash register. As Cabrera fled the location, he was seen by two witnesses who gave chase. Cabrera, cops said, dropped the register as he ran southbound on 115th Street and then eastbound on 89th Avenue.

According to authorities, Cabrera, whose last known address is on 121st Street, has been charged with seven counts of burglary.

According to police reports, on Tuesday, March 28, at approximately 1:10 a.m., a 55-year-old woman was walking in the vicinity of Eliot Avenue and 69th street when a vehicle pulled up alongside her and discharged a projectile striking her in the face.

The vehicle fled the scene to parts unknown, cops said; the victim sustained a small lacer-

ation to her face and was treated and released at her residence.

The suspects and car are described as an unknown amount of white men in a latemodel white sedan last seen traveling westbound on Eliot Avenue.

Staten Island Man Pleads Guilty to Burglarizing Six Borough Businesses

By Forum Staff A Staten Island man pleaded guilty to two counts of burglary for breaking into commercial businesses in Queens County and stealing approximately $40,000 in cash, lottery tickets and cigarettes between October 2015 and September 2016.

“The defendant has now admitted his guilt. He brazenly burglarized various businesses in Queens - literally breaking into the buildings by creating holes in rooftops and/or in walls to gain entry. The commercial locations – grocery stores and bodegas in various neighborhoods throughout Queens County - had cash and merchandise taken by this defendant. He will be punished for his crimes with a lengthy term behind bars,” said District Attorney Brown.

He was observed on video surveillance in each of the break-ins wearing a hoodie sweatshirt and sneakers and carrying both a crowbar and flashlight In all but one break-in, he entered the location and took cash and, sometimes lottery tickets and/or cartons of cigarettes.

He pleaded guilty to two counts of thirddegree burglary before Acting Queens Supreme Court Justice Barry Kron, who indicated that Rodriguez will get 2 1/5 to 5 years in prison, on each count to be served consecutively when his sentencing takes place on April 11.

JFK Customs Officers Catch Colombian Citizens Trying to Smuggle 9 Pounds of Heroin

By Forum Staff Federal officers recently caught two Colombian citizens attempting to smuggle heroin via a stereo speaker and a gift box of whisky at John F. Kennedy International Airport, according to U.S. Customs and Border Protection officials.

On Sunday, March 26, Andres Uribe Rebolledo and his girlfriend, Yuly Valencia Sanchez, arrived at JFK on a flight from Punta Cana, Dominican Republic. According to federal authorities, during their examination, CBP officers discovered one Marshall brand speaker and one Glenmorangie brand whisky gift box that “felt unusually heavy.” Rebolledo and Sanchez were then es-

corted to a private search room where CBP officers further probed the speaker and gift box: Both produced a tan substance that tested positive for heroin.

Approximately nine pounds of heroin with an estimated street value of more than $250,000 were seized.

“Heroin is a dangerous narcotic, and CBP does its part in keeping these drugs off the streets,” said Leon Hayward, acting director of CBP’s New York Field Operations. “Our officers are determined to protect the American people from these illicit substances.”

According to federal officials, the two passengers attempted to smuggle the illicit substance via an audio speaker and whiskey bottle.

Customs Officers Seize Cocaine from Passenger Posing as Airline Crew Member

Federal officers last week seized approximately 5 pounds of cocaine from a passenger who was attempting to pose as an airline crew member.

On March 27, according to U.S. Customs and Border Protection officials, CBP officers intercepted passenger Mario Hudson, a citizen of Jamaica, who had just arrived from Kingston. Hudson allegedly was dressed in what appeared to be a pilot’s uniform and claimed he was a “dead-heading crewmember.” During the baggage inspection, agents discovered that Hudson allegedly had what appeared to be two fraudulent Delta Airlines ID badges.

During closer examination of Hudson’s luggage, CBP officers said that they noticed that the sides and bottom appeared to be

unusually thick and heavy. Hudson was escorted to a private search room where his suitcase was probed revealing a white powder that tested positive for cocaine, according to officials.

Hudson was arrested for the import of a controlled substance and was turned over to Homeland Security Investigations. The estimated street value of the 5 pounds of cocaine is $85,000.

The Trump administration and former campaign manager Paul Manafort have repeatedly stated that he never worked for Russian interests. But now it's been revealed that Manafort signed a $10 million annual contract with Russian aluminum magnet Oleg Deripaska to secretly advance the interests of Putin. Sean Spicer try to put some distance between the administration and Manafort by saying that Manafort actually had a very little limited role(Presidential Campaign Manager) for a very limited time(UNTIL HE WAS FIRED)! And now former Russian lawmaker and Putin critic Denis Voronenkov was killed in an act of Russian state terrorism. He once testified into a probe of the former Ukrainian president who's campaign was run by Paul Manafort. Ukraine's chief prosecutor, Yuriy Lutsenko said Voronenkov was scheduled to give testimony later that day at the Ukraine's Military Prosecutors Office. About what? They won't say. The dots are easy to connect.

Perhaps Trump called Putin and asked him to help Manafort? It wouldn't be that big of a deal. Many Putin critics seem to trip and fall on multiple bullets or mistake radioactive liquids for orange juice. Former U.S. attorney from Miami, Alexander Acosta once cut a deal with billionaire money manager Jeffrey Epstein to serve only 13 months in prison after pleading guilty to one

count of soliciting an underage girl for prostitution. Federal prosecutors alleged that Epstein sexually abused at least 40 girls, some as young as 13.

Speaking of pathetic Tuesday(over the appeals of the Fish and Wildlife Service)the GOP Congress approved a bill that repeals an Obama rule on hunting on 16 national wildlife refuges in Alaska. This bill will allow hunters to shoot grizzlies from helicopters. How sporting, how manly, how disgraceful. And it's been revealed that Ivanka Trump is not only getting an office in the West Wing but she will now have access to classified information. What qualifies her for this security clearance?

She makes purses, dresses and shoes.

Next- It's not even April and Trump has already played golf 10 times but Sean Spicer says it's different for Trump because he "uses the game" differently from the way Obama did. Spicer says Trump uses the game to "help U.S. interests". When asked to disclose who Trump is playing with Spicer said "the president is entitled to a bit of privacy".

Why? Are we not allowed to know what Putin's golf handicap is? Perhaps info of David Duke using a 9 iron out of a sand trap is a National Security risk.

So many people are angry with Trump.

But one person is absolutely ecstatic with our current president. And that person is George W. Bush. And the reason is simple, people have forgotten what a horrendous President Bush was, due to Trump's absolutely disgraceful presidency. DUHbya is overjoyed because Trump has already cemented his place as the worst president in his-

tory. His administration is in shambles.

The stink of treason permeates the halls of the Whitehouse. Impeachment is looming on the horizon. Any republican who can STILL turn a blind eye to this disaster of a presidency is delusional and simply won't accept facts. A simple comparison is someone doing what they thought was "research" on a car, then purchasing that car and finding out it's a complete lemon. Then someone asks that person "what do you think about your car"? And instead of saying this car is the worst car ever manufactured(and admitting they made a foolish purchase), they say the windows are glass, the tires are rubber, it emits carbon dioxide efficiently and they enjoy the fact that the car only goes in reverse. P.S. The amount of floating ice in the Arctic has hit a new low. Before the "spring melt" has even begun over 35,000 square miles of ice is missing. That's an area the size of Maine!

When will Trump force China to stop this global warming "hoax"? And lastly, (unfortunately for grave diggers) thank goodness "Trumpdoesn'tcare" was denied. Trump says people voted for him because he promised to repeal Obamacare. Well after numerous Townhall meetings where Republican politicians faced angry mobs demanding that they leave Obamacare untouched, GOP senators and congressmen refused to follow Trump. Was it because they felt guilty about millions of Americans losing healthcare? No, it was because they were afraid of not being reelected.

Trump wasn't elected because people wanted him to repeal Obamacare. Hillary Clinton received 3 million more votes than Trump because America

didn't want a disgrace becoming our 45th president. The outdated electoral college along with the illegal republican redistricting of counties are to blame.

Over six years and millions of dollars wasted on over 60 attempts to repeal Obamacare. Never once attempting to improve it during those six years. And Trump puts forth a plan where 25 million Americans will lose health care while the wealthy receive tax cuts of over $200,000? A plan where all sorts of programs designed to assist the poor, veterans, children, and the elderly are discarded only to filter money to the rich. Oh, I almost forgot. ExxonMobil admitted in Manhattan Supreme Court that it lost a years worth of emails pertaining to scientific research on climate change impact from the alias account used by Secretary of State Rex Tillerson when he was the company's CEO. Sure they did. Computer issues, they said.

Their computer issue was- they pressed the delete button. But let's not forget, Hillary used a private email server.

Grand Jury Returns Indictment Charging Chenel Lewis with Karina Vetrano Murder

By Forum Staff A Queens grand jury has returned a 13-count indictment charging Chanel Lewis with murder and sexual abuse in the strangulation death of Karina Vetrano as she jogged alone on a park trail near her Howard Beach home last August, according to Queens District Attorney Richard Brown.

The indictment charges Lewis, 20, a resident of East New York, with four counts of first-degree murder, five counts of second-degree murder, two counts of first-degree aggravated sexual abuse and two counts of first-degree sexual abuse.

Brown noted that Lewis, who was ordered held

without bail following his arraignment on murder charges on Sunday, Feb. 5, will be arraigned on the indictment at a later date in the Supreme Court at Kew Gardens.

According to the charges, Vetrano, 30, was jogging alone in Spring Creek Park in Howard Beach at approximately 6 p.m. on Aug. 2, when she was attacked by Lewis who sexually abused and strangled her. Vetrano’s body was discovered by her father and the police later that day lying in a marshy area, approximately 15 feet from a trail near 161st Avenue and 78th Street in the park.

“This is truly a very sad case in which a beautiful and talented young woman senselessly lost her

life,” Brown said when Lewis was arraigned two months ago. “Thanks, however, to the persistence of the hard-working detectives of the NYPD, assisted by members of my staff, the person allegedly responsible for her brutal murder finally has been brought to justice. I extend my deepest condolences to the Vetrano family, particularly Karina’s parents, Phil and Kathy, and thank them for their vigilance throughout this lengthy investigation and assure them that the law enforcement community will work tirelessly to ensure that justice is done in this case.”

If convicted, Lewis faces up to life in prison without the possibility of parole.

Jail Broke So the big news of the past seven days, since we last spoke, is the unified announcement – from Mayor Bill de Blasio and City Council Speaker Melissa MarkViverito – that the City plans to slowly shutter the Rikers Island jail system over the next 10 years.

“This problem was created over many decades and it will take time to solve, but we fundamentally believe it can be solved,” de Blasio said on Friday. “And, for New York City, this is both about continuing the work of ensuring that more and more people in this city can live their lives the right way and stay out with any encounter with law enforcement, stay out of jail have a better life, but it's also New York's way of contributing to the larger national effort to end the scourge of mass incarceration once and for all.”

On its face, this seems like a prudent decision, to finally close what former State Chief Judge Jonathan Lippman called “a stain on our great city,” with a fair timeline attached to it.

But the how, in this case, is so much more important than the why.

And this is where the move to close

Rikers Island gets murky.

“In order to best serve New York City residents, Mayor de Blasio should concentrate more on ways to improve the situation at Rikers, instead of creating new problems with siting facilities across the boroughs, generating multiple security and public safety issues throughout the city,” said State Sen. Joe Addabbo, Jr. (DHoward Beach). “It seems that once again, this administration is looking to merely discard an entire program, much like it has done with cluster

sites for homeless individuals, instead of looking for ways to fix it.”

Addabbo’s analysis is on-point. We can see it now: “temporary” detention facilities start popping up all over the World’s Borough – because, as we all know, “just dump it in Queens” seems to be an unofficial mantra of most mayoral administrations – sans a proper community-review process.

If not for informed activists and civic leaders, and timely demonstrations and protests, the voices of Queens residents would not have

been heard at all regarding homeless shelter sitings—what makes anyone think that the byproducts of the closure of Rikers Island will be any different?

“We must replace our current model of mass incarceration with something that is more effective and more humane — state-of-the-art facilities located closer to where the courts are operated in civic centers in each borough,” said Lippman, chairman of the Independent Commission on New York City Criminal Justice and Incarceration Reform, which has recommended that Rikers be shuttered for good.

More effective and more humane. Of course we agree with Judge Lippman. But how we arrive at a more effective and more humane incarceration system matters.

It can’t come down to littering the boroughs with sub-standard, temporary jails, without consulting the communities they will directly impact, just for the sake of getting closer to the ultimate goal of ridding the city of an 85-year-old stain.

You want to permanently depart from Rikers Island? We applaud the decision. Just don’t punish us with the process.

Blood Pressure Control— The Pharmacists role

Pharmacists play a very important role in counseling patients on high blood pressure (HBP).

Here at Cross Bay Chemist, we offer electronic blood pressure monitoring in the store and always include it when we participate in community health fairs. About one in three adults and nearly one in three women in the United States has high blood pressure. The condition itself usually has no signs or symptoms. Someone can have HBP for years without knowing it. A secret killer, it can damage the heart, blood vessels, kidneys, and other organs.

He good news is lifestyle changes can greatly assist in the management of HBP. Proper diet, exercise, the elimination or reduction of salt intake and stopping smoking can all play a major role in helping bring HBP under control.

Blood pressure, like so many other conditions that are easily managed, is always aided when patients take a little time to do proper “bookkeeping”. The following tips are a general guide to keeping track and keeping informed about your condition. Remember your pharmacist is in a great position to help you set up and maintain your blood pressure records and all your othermedications as well.

1. Step one in managing HBP is making sure you take everything your physician has prescribed.

2. Make sure you know the name of each of your meds, the dosage prescribed for you and the directions on how to take the medicine— at night, with food, etc. If you have questions about your meds, talk to your pharmacist or physician.

3. Take care of your refills before you run out HBM needs to be taken without skipping a dosage-you can’t skip a day or cut it in half to last longer—that’s not the way it works.

4. If you are not feeling right and think you are having adverse effects from your meds, talk to your pharmacist and/or physician at once. Your dosage may very well have to be adjusted. This is a common occurrence with HBM. DO NOT STOP YOUR MEDICATION ON YOUR OWN! 5. HBP meds may have interactions with OTC preparations. Many have warnings about not taking them with HBP meds. Consult your pharmacist on what is safe for you to take.

Mayor, NYPD Tout City’s Safest First Quarter in Modern CompStat Era

By Forum Staff The city’s sustained reduction in violence and overall crime continued through March 2017, making this the safest first quarter in the modern CompStat-era, Mayor Bill de Blasio and Police Commissioner Jim O’Neill announced on Monday.

According to the administration, compared with the same time period as last year, the first quarter of 2017 had: seven fewer murders; 42 fewer shootings; and 1,219 fewer index crimes.

“New York City continues to experience historic reductions in crime, as seen in the first quarter of 2017,” O’Neill said. “I am proud of the men and women of this Department, who remain focused on further reducing violence while working to strengthen relationships through neighborhood policing by solving problems and fighting crime.”

According to the mayor and the City Police Department, for the month of March 2017, there were 7,253 overall index crimes reported, compared with 7,948 in

March 2016 – a reduction of 695 crimes, or -8.7 percent. There were 18 murders reported in March 2017, compared with 28 in March 2016 – a reduction of 10 crimes, or -35.7 percent. There were 104 rapes reported in March 2017, compared with 101 in March of last year – an increase of three crimes, or +3 percent. There were

949 robberies reported in March 2017, compared with 1,168 in March 2016 – a reduction of 219 crimes, or -18.8 percent. There were 1,528 felonious assaults reported in March 2017, compared with 1,611 during the same time period last year – a reduction of 83 crimes, or -5.2 percent. There were 907 burglaries reported in March

2017, compared with 1,036 in March 2016 – a reduction of 127 crimes, or -12.5 percent. There were 3,329 grand larcenies reported in March 2017, compared with 3,588 in March 2016 – a reduction of 259 crimes, or -7.2 percent.

There were 418 automobile thefts reported in March 2017, compared with 416 in March 2016 – an

increase of two crimes. And there were 48 shooting incidents reported in March 2017, compared with 67 in March 2016 – a reduction of 19 shooting incidents, or -28.3 percent.

“The continued reduction of violent crime across the five boroughs is nothing short of remarkable, with this past quarter being the safest in the Comp-Stat era,” de Blasio said. “The City is on pace for a record year in lows for shootings and homicides. These trends are due in large part to the NYPD’s effective precision and neighborhood policing models that aim to root out violent crime in the small pockets where it still exists and work with the public stop crime before it starts and solve it when it occurs. A big congratulation is due to Police Commissioner O’Neill and the men and women who wear the uniform.”

However, not all of this week’s NYPD statistical news was positive. There were 225 crimes reported in the Transit Bureau in March 2017, compared with 178 in March 2016. This is an increase of 47 crimes, or +26.4 percent.

Administration Celebrates City’s First-Ever SAT School Day at Borough High School

By Forum Staff Mayor Bill de Blasio and Chancellor Carmen Fariña on Monday visited Queens Vocational and Technical High School in Long Island City to rally juniors who would participate in the first-ever citywide SAT School Day on Wednesday.

According to the administration, all high school juniors will be able to take the SAT during the school day free of charge this school year.

The SAT School Day is part of College Access for All, an initiative in the administration’s Equity and Excellence for All agenda, which aims to ensure that by 2026, 80 percent of students graduate high school on time and two-thirds of graduates are college ready.

“By making the SAT available as part of the course of the normal school day, we are eliminating barriers that too often stand in the way of opportunity,” de Blasio said. “This is making a very real difference for our high school students who should never be held back because of the cost of the SAT or because they can’t make it to the exam on a Saturday.”

According to City Hall, citywide SAT School Day removes a number of barriers to SAT participation for students: individually registering for the test; requesting a fee waiver; traveling to an unfa-

Incorporating the SAT as a school activity also promotes a strong college and career culture – students envisioning and thinking about college and career planning throughout their high school career, administration officials said.

of strong college and career culture, and the mayor called them critical to the success of the College Access for All initiative and Equity and Excellence goals. Research has also demonstrated that SAT School Day broadens opportunities for all students and particularly for Hispanic and AfricanAmerican students, City officials noted.

“SAT School Day helps eliminate ob-

stacles many public school students face when pursuing higher education,” said City Councilman Daniel Dromm (D-Jackson Heights), chairman of the Council Education Committee. “For many NYC children, the path to college is fraught with difficulties. Too often, financial hardship, language and other barriers are insurmountable challenges. I commend Mayor de Blasio and Chancellor Fariña for spearheading this effort which will make college more accessible to all. I look forward to working with the administration to expand this important initiative.”

Through College Access for All, the administration noted on Monday, by 201819, every middle school student will have the opportunity to visit a college campus and every high school student will graduate with an individual college and career plan. The initiative has also eliminated the CUNY college application fee for lowincome students. College Access for All is also supporting new training and funding for 100 high schools to build a school-wide college and career culture. Queens Vocational and Technical High School is among these schools, the City pointed out; and the juniors that de Blasio and Fariña met on Monday just returned from an overnight trip to four colleges in Pennsylvania and Delaware funded through College Access for All.

De Blasio Announces Re-Entry Services for Everyone in City Jails by the End of this Year

Cusenza By the end of this year, every person in the Department of Correction’s custody will receive re-entry services to help connect them with jobs and opportunities outside of jail, as well as five hours of programming per day during their stay to address vocational, educational, and therapeutic needs, Mayor Bill de Blasio recently announced.

The administration’s new system will begin with expanded risk and need assessment on the first day that someone enters jail, offer five hours every day of programming that addresses an individual’s unique needs, and continue with support – including new employment and educational programs – after someone leaves jail and returns to the community. De Blasio cited a 2013 RAND Corporation study that showed that participation in prison education, including both academic and vocational programming, was associated with an over 40-percent reduction in recidivism—saving $4 to $5 for each dollar spent.

“We share a common goal of preventing crime in New York City and programs aimed at breaking the cycle of recidivism will help reduce crime and make our communities safer for all,” said Queens District Attorney Richard Brown.

The mayor’s re-entry services announcement came one day after City Comptroller Scott Stringer released an audit that found that City departments of Correction and Education are unable to prove they gave many young adult inmates held on Rikers Island the opportunity to attend the City’s Rikers-based high school, even though they are legally entitled to educational services.

“Offering young inmates the chance to attend high school is not only smart policy, it’s required by law,” Stringer said. “But the Department of Correction doesn’t adhere to its own rules to make sure that the law is followed. Schumer Urges Trump to Veto Privacy Rules Protection Measure

By Forum Staff Senate Minority Leader Charles Schumer this week called on President Donald Trump to veto a resolution, which passed both the Senate and House of Representatives last week, that rolls back broadband privacy regulations that were put in place late last year by the Federal Communication Commission to prevent internet service providers from collecting and selling personal sensitive information, like health care, finances, social security numbers and more.

According to Schumer, if Trump approves the resolution, the contents of an individual’s emails or web browsing history could be sold to third parties by broadband providers like Comcast, Verizon, and AT&T without that person’s explicit consent. Schumer explained that because the bill was sent to Trump last Friday, and according to rules, he now has just nine days make a decision, “and tell us whose side he’s really on,” New York’s senior senator added.

“If President Trump clicks his pen and signs this resolution, consumers will be stripped of critical privacy protections in a New York Minute,” Schumer said. “Signing this rollback into law would mean private data from our laptops, iPads, and

Schumer noted that by overturning the broadband privacy rules, companies will be able to learn more about an individual’s identity and track personal habits. For instance, Schumer said that ISPs may sell personal data on a person who might be pregnant and googling baby products; or

ISPs may sell personal data on a person who might have cancer and is googling cancer treatment options; or a person who might have an addiction problem who is googling rehabilitation centers. Schumer said that these examples show how serious this issue is and how important consumer privacy is to people nationwide. Under the Senate bill, private browsing information and appusage history is compromised.

Last week, Schumer and 45 other Senate Democrats signed a letter urging the president to veto the resolution.

“The rules that this legislation would undo were enacted by the FCC in order to prohibit internet service providers from selling or sharing the sensitive personal data of their customers without first obtaining consent,” the senators wrote in the missive. “The data protected under the rule includes information such as one’s social security number, email contents, web browsing history, precise geo-location, application usage, data about consumer’s health and finances, and even data about their children. In deeming this sort of information as sensitive, and requiring explicit opt-in consent before it can be shared, the FCC sent a clear message that the choice should be in the hands of consumers—not the broadband providers.”

Southeast Queens Civic Leaders, Elected Officials Hail Passage of Sewer Infrastructure Tracking Bill

By Forum Staff Community leaders and elected officials on Monday praised the passage of the southeast Queens sewer infrastructure tracking bill, which mandates that the City Department of Environmental Protection make publicly available online a plan for mitigating flooding in borough community districts 12 and 13.

According to City Council records, the plan must include, but not be limited to, a description of funding for expenditures allocated in Fiscal Year 2016 to mitigate long-standing flooding problems in southeast Queens, a timeline for implementation, annual performance milestones, and a description of funds anticipated to be expended by or on behalf of the City in connection with such flood mitigation.

In 2015, City Councilman Donovan Richards (D-Laurelton) noted, a historic 10-year plan by Mayor Bill de Blasio committed $1.7 billion to build out a sewer system that never caught up with the population growth in the area.

“Homeowners have been forced to swallow flooded lawns, streets and basements because proper drainage was never built out for southeast Queens communities,” Richards said. “Administration after
