Court Upholds Water Bill Credit for 664K City Homeowners

By Michael V. Cusenza Hundreds of thousands of borough homeowners received an early Christmas gift last week from the State Court of Appeals after it decided to uphold the City Water Board’s issuance of credits.

Due to this ruling, 664,000 NYC homeowners – including 277,495 in Queens – can receive a credit of $183 on an upcoming water bill.

“By upholding the Water Board’s broad authority to set water rates, the Court of Appeals has helped to ensure the long-term strength of New York City’s vital water systems,” said Ozone Park native and Department of Environmental Protection Commissioner Vincent Sapienza. “We also work very hard to keep water rates reasonable, and the $183 credit will go a long way to helping some of our customers with their bill.”

The City proposed the $183 credit in 2016 as part of the Water Board’s Fiscal Year 2017 budget. The board approved the credit, however later that year a legal challenge was filed and the New York County Supreme Court invalidated the the board’s resolution, including the $183 credit. The Water Board appealed the decision, which was subsequently upheld by the Appellate Division’s First Department.

According to the administration, the $183 credit represents a nearly 17-percent savings on the annual water and sewer bills for a typical single-family homeowner. For approximately 150,000 homeowners, many of whom are seniors, who use less than 95 gallons of water per day and pay the minimum charge, the

credit represents a nearly 40-percent savings on their annual water and sewer bills.

The court’s ruling will directly impact many residents of south Queens communities.

“Community Board 10 Queens’ housing stock is primarily comprised of 1- and 2-family owner-occupied homes,” said CB 10 Chairwoman Betty Braton. “Our district has one of the highest concentrations of single and 2-family homes in the city. We commend the court’s decision that will allow these homeowners to benefit from this much needed $183 credit to their water and sewer accounts.”

Ulrich-Theater Fund Partnership to Provide Vets No-Cost Admission to Broadway Shows

City Councilman Eric Ulrich (R-Ozone Park) on Sunday announced a new partnership with the Theatre Development Fund to start a pilot program that will provide military veterans admission to Broadway shows at no cost.

The TDF Veterans Theatregoing Program launched last weekend with 50 veterans attending a matinee performance of “Miss Saigon.” Ulrich and the council have secured the funding for TDF to offer a limited number of free tickets to Broadway shows, which will be distributed through partnering veterans groups. In addition, talks with veterans who are working on each production will be offered to help build a sense of community with former service members in attendance, Ulrich noted. And TDF will offer complimentary memberships to any participating veterans, so they can continue their theatergoing at reduced costs.

City Looking to Expand Bike-Share Program to Underserved Communities

By Michael V. Cusenza The City on Friday released a Request for Expressions of Interest aimed at bringing bike sharing to outer-borough neighborhoods that Citi Bike has not yet reached — including in the Bronx and on Staten Island…and Rockaway?

The peninsula seems to be in play for the popular program’s expansion.

“Residents in outer-borough communities are starving for transportation options and dockless bike share can help to fill the void,” said City Councilman Eric Ulrich (R-Ozone Park). “As a vocal advocate for the expansion of public bike sharing, I am thrilled DOT is look-

ing to bring affordable and eco-friendly bike sharing to geographically-isolated neighborhoods, like the Rockaways.”

According to Mayor Bill de Blasio and the City Department of Transportation, the RFEI seeks innovative companies and ideas around next-generation “dockless” public bike share systems. The request defines a dockless system as “a network of publicly available bicycles with technology that allows for all essential system and locking components to be installed in the bicycles themselves,” and thus eliminates the need for docking stations.

“Citi Bike has been an unparalleled success story in providing New Yorkers affordable, safe and green transportation, but as we are learn-

ing from around the U.S. and the world, the next generation of bike share in New York City may not even require that the bikes themselves be parked in docks,” said DOT Commissioner Polly Trottenberg. “With so many companies anxious to prove their skills in serving our City’s diverse, demanding and lucrative market, this RFEI allows us to create different pilots and evaluate what works best, allowing us to move far beyond the limited neighborhoods in Manhattan, Brooklyn and Queens that Citi Bike now so ably serves.”

In Queens, Citi Bike docks can only be found in the western part of the World’s Borough, in Astoria and Long Island City.

According to the officials, some priorities

of the new RFEI will include: • Seeing that dockless bike share operations are safe for both riders and pedestrians, and that vendors can ensure their bikes do not obstruct other street and sidewalk uses.

• Examining vendors’ plans and capabilities for keeping bicycles within a designated service area.

• Determining standards for “rebalancing” (making sure bikes are evenly distributed across a service area to meet community demand) ahead of any pilot launch.

• Exploring bike share models that are both sustainable and affordable for New Yorkers. (In other American cities with dockless systems, trips are often priced at $1 per 30-minute ride.)

MTA Announces Finalists for ‘Genius’ Transit Challenge

Cusenza The Metropolitan Transportation Authority on Thursday announced the names of 19 finalists in “The MTA Genius Transit Challenge,” an international competition launched this spring that seeks to identify innovative solutions to increase the capacity and improve the reliability of the city’s subway service.

According to the beleaguered agency, an 11-member panel of technology and transportation experts reviewed more than 400 submissions from a wide-ranging group of applicants that included engineers, technologists, and leading academics and business leaders. Sixtyfour applicants advanced to the second phase of the competition; 19 of those moved on to the finals.

The finalists are competing in three separate categories: 1) Improve signaling in the city subway

system; 2) Identify strategies to rapidly deploy better subway cars; and 3) Increase communications infrastructure in the system.

NYC among Cities Asking Congress to Increase Funding for Behavioral Health Programs

By Forum Staff The Cities Thrive Coalition on Thursday sent a letter signed by nearly 100 bipartisan mayors to congressional leadership outlining priorities for the Fiscal Year 2018 government funding package.

Cities Thrive, which is composed of nearly 200 mayors representing all 50 states, Washington, D.C and Puerto Rico, is the first national coalition of municipalities to advocate for a stronger, better funded, and more integrated behavioral health system for all Americans.

On Thursday, the coalition called on Congress to increase funding to combat the nation’s mental health and opioid crises, including $1.86 billion for the Substance Abuse Prevention and Treatment Block Grant, $562 million for the Community Mental Health Services Block Grant, and the remaining $500 million in emergency opioid funding Congress authorized in the 21st Century Cures Act. “Dedicated leaders across the country are coming to-

Subjects that shaped the borough and beyond over the past 52 weeks

By Michael V. Cusenza We need only turn to the opening dozen words of one of humanity’s greatest literary achievements for a succinct, yet profoundly accurate, description of the past 52 weeks in the southern swath of the World’s Borough.

“It was the best of times, it was the worst of times…”

However, this not “A Tale of Two Cities,” but rather the most memorable stories from 2017 in south Queens.

We began this past year on a high note: Karina’s alleged killer confessed his barbaric crime to cops.

Who can forget the look on Chanel Lewis’ face as he was escorted out of the 107th Precinct in early February, and that bulky bulletproof vest conspicuously hidden beneath his sweater? The 21-year-old East New York resident was arrested and charged with the murder of beloved Howard Beach native Karina Vetrano, 30, as she jogged alone on a Spring Creek Park trail near her home in August 2016. A borough grand jury in April returned a 13-count indictment charging Lewis with murder and sexual abuse in Vetrano’s strangulation death. He is in jail awaiting trial next year.

In July, the City Police Department this week launched its Neighborhood Policing Program in the 106th Precinct.

Neighborhood Policing divides precincts into four or five fully staffed sectors that correspond, as much as possible, to the boundaries of actual existing neighborhoods. Sector officers assigned to these sectors work the same neighborhoods on the same shifts, increasing their familiarity with the local residents and local problems.

Captain Brian Bohannon, commanding officer of the 106, told The Forum that his Neighborhood Policing plan features one Coordination Sergeant and 10 Neighborhood Coordination Officers.

“This is a great day for the NYPD and the community,” City Councilman Eric Ulrich (R-Ozone Park) said at a rollout celebration at Russo’s on the Bay. “We’re

constantly hearing about how the police need to respect the community. But around here the community respects the police.”

In October, Ulrich’s close friend Joann Ariola, longtime civic president and borough GOP district leader, was elected chairwoman of the Queens County Republican Party. Ariola told The Forum that she was both “honored and humbled to have been given the support of people I have worked with and admired over the last two decades.”

Speaking of elections, on Nov. 7, after an entertaining race, Ulrich cruised to victory over Democratic challenger Mike Scala to earn his third and final term representing the 32nd District on the City Council.

“What a great victory tonight,” Ulrich said at his Election Night party in Howard Beach. “A tremendous win—not just for myself, but for this district.”

owners of the small businesses that dot either side of both thoroughfares.

Joe Addabbo, Jr. (D-Howard Beach). “We need to continue urging the city to better address all of these vital issues.”

Trump Signs Tax Bill into Law as NY Dems Continue to Blast Measure

By Michael V. Cusenza The House of Representatives last Wednesday passed the tax reform bill, and President Donald Trump signed the $1.5 trillion measure into law on Friday as New York Democrats continued to rip it as legislation written solely for the benefit of corporations and the wealthy.

“It’s going to be a tremendous thing for the American people. It’s going to be fantastic for the economy. It’s going to keep companies from leaving our shores and opening up in other countries. They are very dis-incentivized to do that.

There’s not — a lot of not a sense to do that. You do that, and I don’t think you’re going to be running your company very well,” Trump said from the Oval Office on Friday. “And all of this — everything in here — is really tremendous things for businesses, for people, for the middle class, for workers.

And I consider this very much a bill for the middle class and a bill for jobs. And jobs are produced through companies and corporations, and you see that happening.

“We’re back on the House floor after this big dramatic celebration of this supposedly historic bill – a Republican tax bill that really is nothing more than a wolf in sheep’s clothing. It’s the classic bait and switch. It’s a Ponzi

scheme. The tax cuts aren’t going to be meaningful for working families and everyday Americans and the jobs will never materialize,” Jeffries said. “It’s a Republican tax bill that is simply designed to benefit millionaires and billionaires, the wealthy and the well off, special interests, corporations and big donors. It is a shameful abdication of responsibility.”

Mayor Bill de Blasio characterized Trump’s claim that the new measure will be a benefit for everyday people as “fiction.”

“But what’s more and more clear is it’s a big Christmas gift for the wealthy and the corporations,” Hizzoner added. “And I’ll tell you something, people all over the country understand this – it’s amazing when you look at the public response, no one is falling for it. They understand what motivated this tax bill – it’s of, and by, and for the millionaires and billionaires, and it’s going to be very clear to people in the coming years it’s one of the biggest giveaways to the wealthy in American history.”

Barring an eleventh-hour shakeup, Councilman Corey Johnson (D-Manhattan) will succeed Melissa Mark-Viverito as Council Speaker.

According to myriad published reports, Johnson has earned the coveted, critically important backing of Queens Democratic Chairman Joe Crowley and Bronx Democratic Chairman Marcos Crespo; and five of the seven remaining speaker candidates have conceded to support him, making the Jan. 3 vote of the city’s 51-member legislative body virtually perfunctory. (Brooklyn Councilmen Robert Cornegy and Jumaane Williams have not suspended their campaigns.)

Johnson, 35, has not publicly commented on the latest speaker race development, though he has been receiving a steady stream of congratulatory messages from council colleagues and other city leaders over the past few days.

Councilman Eric Ulrich (R-Ozone Park) said Johnson “will make a great @ NYCCouncil Speaker. I am looking forward to my last term in office under his leadership. It will be epic!”

Councilman Rafael Salamanca, Jr. (DBronx) also tweeted his congratulations, calling Johnson “a fearless leader whom I look forward to working alongside to move this City forward.”

Patrolmen’s Benevolent Association President Patrick Lynch wrote, “Congratulations to @CoreyinNYC on securing the speakership. NYC police officers need @ NYCCouncil’s support to build a stronger, safer NYC. Looking forward to working together toward that goal.”

And District 1 of the Communications Workers of America said it, too, is looking forward to working with Johnson, whom they characterized as “a strong advocate for workers’ rights and social justice.”

Johnson, who is openly gay and HIVpositive, is a progressive Democrat, which has endeared him to Mayor Bill de Blasio.

“I came to the conclusion in the last few days that Corey Johnson was the right candidate,” Hizzoner told the New York Daily News on Thursday. “I’m happy to support him.”

Johnson was reelected in November to his second term representing Council District 3, which includes the neighborhoods of Greenwich Village, Chelsea, Hell’s Kitchen, Flatiron, West SoHo, Hudson Square, the Meatpacking District, Columbus Circle, Times Square, the Theater District, the Garment District, Columbus Circle and part of the Upper West Side.

He has passed a total of 29 pieces of legislation, and serves on six committees, including as chairman of the Council Committee on Health. Johnson also is a member of the Council’s Lesbian, Gay, Bisexual, and Transgender Caucus and cochairman of the Manhattan Delegation.

Speaking of St. Nick, he dropped off gifts on Saturday for two little girls at the 118th Street stationhouse, two days after helping Community Affairs Officer Jose Severino and friends put smiles on children’s faces at Concerned Parents of Jamaica Early Learning Center on 101st Avenue.

Cops and Community Search for Missing Ozone Park Girl

City Police detectives recently reached out to the public for help in locating a missing Ozone Park girl.

According to police reports, Amy Sacko, 12, was last seen Monday, Dec. 18 at 8:30 a.m. inside of her residence on Rockaway Boulevard near 95th Avenue. She is described as a black girl, approximately 5-foot-9, weighing 180 pounds, full figured, with brown eyes and black braided hair. Amy was last seen wearing beige khaki pants, a white polo shirt, a pink hooded sweatshirt, a black jacket, black and pink Adidas sneakers, and carrying a black backpack with beige straps.

The Flu Shot: Your Pharmacist Can Help While most people probably would want to get a flu shot well before flu season gets started, it hasn't always been possible in recent years.

When there are flu shot delays or shortages, your child might not always be able to get a flu shot when you want. Take for instance when the H1N1 Swine Flu Vaccine wasn't available in 2009 at the start of flu season.

The early start to a flu season might catch you by surprise, so that you simply didn't have time to get your kids their flu vaccine. Some people thinking they don't need one, but then become very concerned when word that the flu strains are very severe breaks.

It is always better to get a flu shot early so that you are protected for the full flu season, but remember, it's never too late. Also be mindful that your protection against the flu does not start until about two weeks after you have received the shot.

If you're asking yourself whether its too late to get the shot here's what you need to know: The CDC recommends that flu "vaccine should continue to be offered to unvaccinated people throughout the flu season as long as vaccine is still available." So the bottom line is, it's really never too late.

With flu activity continuing to increase and being smack in the middle of a severe flu season, this would actually be a very good time to get your family a flu vaccine if you haven't yet.

You should be aware of the flu shots available which include: Three-strain (Trivalent) shots: made to protect against three different flu viruses Four-strain (Quadrivalent) vaccine: protects against 4 different strains of flu virus High-dose vaccine: developed for people over 65 years old; contains the same 3 virus strains as the trivalent vaccine but four times more potent than the traditional flu shot.

By Michael V. Cusenza Cops recently called on the public for help in identifying a man wanted for two robbery incidents earlier this month in Richmond Hill.

According to police reports, on Wednesday, Dec. 6, around 1:05 p.m., the suspect pushed the 59-year-old female victim to the ground in the vicinity of Atlantic Avenue and 133rd Street and attempted to grab her purse. He fled the scene empty handed along with an unknown individual in a silver SUV. The victim did sustain bruising to her hand, cops noted.

And just 15 minutes later, the same man pushed another woman, 55, to the ground at 105th Avenue and 134th Street, grabbed her purse, and fled in the silver SUV. The victim sustained bruises on her hands.

The suspect is described as: a black man with a dark complexion, 25 years old; he was last seen wearing a black hat, black coat, blue jeans and black and white sneakers. He fled both locations in a silver SUV with North Carolina license plates.

Schools Chancellor Fariña to Retire in Spring

By Michael V. Cusenza City Schools Chancellor Carmen Fariña announced on Thursday that she will retire – again – this spring after leading the nation’s largest public school system for the past four years.

“It has been the greatest honor to serve as your chancellor and I look forward to our shared work ahead,” Fariña wrote in a thank-you note sent to colleagues.

Fariña, 74, who already was retired when Mayor Bill de Blasio asked her in late 2013 to join his leadership team and become Schools Chancellor, originally intended to step down at the end of the school year in June.

“And so, with great excitement and enthusiasm, I said yes to Mayor de Blasio. I did so because of my faith in the promise of public education to level the playing field, transform lives, and give every child opportunities regardless of their ZIP code. I took the job with a firm belief in excellence for every student, in the dignity and joyfulness of the teaching profession, and in the importance of trusting relationships where collaboration is the driving force,” Fariña wrote. “These are the beliefs that I have built over five decades as a New York City educator, and they have been at the heart of the work we have done together for the past

The national search is on for Fariña’s replacement. City Councilman Eric Ulrich (R-Ozone Park) on Thursday made it clear who his choice would be.

“I hope @NYCMayorsOffice will consider NYS Regent Dr. Kathleen Cashin for @NYCSchools Chancellor,” he tweeted.

“She’s brilliant, diplomatic and ready to lead on day one. Our kids deserve nothing less."

Avonte Oquendo Autism Safety Law Passes U.S. Senate

By Forum Staff The U.S. Senate has passed legislation that will create and fund a program to provide voluntary tracking devices and expand support services for families who care for someone with autism, dementia, or other special needs, where “bolting,” “elopement,” or “wandering” from parents or caregivers can happen, Senate Minority Leader Charles Schumer (D-N.Y.) announced on Friday.

The bill is named in part after Avonte Oquendo, a non-verbal, 14-year-old boy with autism who bolted from his Long Island City school in October 2013. His remains washed up on a College Point shoreline three months later. Law-enforcement officials concluded that Avonte had fallen into the East River and drowned.

Schumer on Friday said that passage of the legislation, which he first introduced in 2014, will help Avonte’s “memory live on” while preventing future tragedies.

“Making voluntary tracking devices available to vulnerable children with autism who are at risk of wandering will help put countless families at ease,” Schumer added.

“This legislation, ‘Kevin & Avonte’s Law,’ will create and fund a program to provide voluntary tracking devices and expand services for children and families with [autism spectrum disorder] or other developmental disorders in which wandering is common. I hope that the House of Representatives will

rally together to finally pass this legislation, which is essential to the families of loved ones with ASD and other special needs, into law.”

According to New York’s senior senator, the legislation reauthorizes and expands an existing program designed to assist in locating Alzheimer’s disease and dementia patients, known as the Missing Alzheimer’s Disease Patient Alert Program, to include

children with developmental disabilities, such as autism, and renames it the Missing Americans Alert Program. In expanding this program, the bill ensures dedicated Department of Justice grant funds are available for local law enforcement and non-profit entities to provide wandering prevention training and to implement lifesaving technology programs to find individuals who have wandered. The initiatives supported by the

bill could be educational in nature, Schumer noted, or they could make non-invasive tracking technology available for those who wander. Additionally, the bill provides funding for community outreach in order to create awareness around how to identify and aid children or adults with developmental disabilities who have wandered.

Schumer last week also highlighted a report published earlier this year by the National Autism Foundation that revealed that between 2011 and 2016, nearly one-third of missing-person cases of those with autism resulted in death or required medical attention. According to AWAARE and the National Autism Association, of these children, 74 percent run or wander from their own home or from someone else’s home, 40 percent run or wander from stores and 29 percent run or wander from schools. Close calls with traffic injuries were reported for 65 percent of the missing children and close calls with drowning were reported for 24 percent of the missing children.

Schumer pointed out that running and wandering in children and teens with autism takes an enormous toll on families and caregivers. Fifty-six percent of parents reported running as one of the most stressful behaviors they have had to cope with as caregivers of a child with autism; and 50 percent of parents reported receiving little guidance on preventing or addressing this common behavior.

Although The Forum may be small in size, it is large in news, and that’s why they call us a newspaper.

Unlike some of the “advertising digests” that circulate throughout the community, publishing what they call “news”, The Forum focuses on what we know is essential to you as a community¬¬–– hard-hitting, wellresearched and sourced information that is important to our readers. We have never put annual income over the good of the community, and we never will.

We are not now, nor have we ever been concerned with pandering to advertisers and writing stories about them to land or to keep their business. We will never tell you to shop someplace in Howard Beach or anywhere else or make a business more than it truly is because we have an ad contract with them.

Our bottom line is focused on what we do best. Tell the truth. We don’t spit out stories without bothering to call the people involved in them and asking for their side of an issue. We accept and focus on our responsibility to present you with accuracy.

We have been at the heart of this community for

Hold a door open for the person behind you, and don’t let the fact they didn’t say thank you, stop you from doing it again. Say good morning to a stranger who passes you in the aisle of a supermarket. Let another driver get ahead of you from a merging traffic lane.

Extend yourself to a child you might not always have the patience for. Make dinner for someone you know who comes home to frozen meals or prepared food every night. Sit down with an elder and let them tell you the story that means so much to them––even though you’ve heard it a hundred times before. Resolve your differences with old friends you may have had issues with.

Stand up for people and things you believe in regardless of potential consequences, because the day you surrender your convictions will be the saddest day of your life.

And most of all, no matter by what name you call Him, do not be ashamed of your faith. Do not turn your back on God, because when all else fails He will be there as he has been every year, every month, every day, every minute, every second, blessing you, protecting you and seeing you through the darkest of times.

Of all the wisdom we’ve tried to pass on to you, be sure that this is the key to saving what has become a dark and dangerous world and making it a better world. Being afraid to say you believe in God is giving up on yourself and the rest of the world.
