Katz Hails Work of Hurricane Task Force By Michael V. Cusenza Roughly 16 months after Superstorm Sandy tore through the borough on Oct. 29, 2012, leaving an indelible mark on the homes and minds of South Queens residents, Borough President Melinda Katz organized the Hurricane Relief Task Force—a panel of civic leaders, elected officials, and government agencies to help solve the problems that were causing pileups on the road to recovery. Nearly six years later, Katz, who starts her new job next week as Queens district attorney, touted the work of the group and the lessons learned for future restoration and resiliency. “The community-driven task force model should be used as a guide for how we respond to future major disasters, especially in this time of climate change,” Katz said. “A natural disaster of Sandy’s unprecedented scope requires a coordinated response that minimizes bureaucratic red tape and empowers impacted communities to work directly with government to launch and complete the herculean task of recovery. cane Relief Task Force who did such a great job of delivering much needed help to those impacted by Superstorm Sandy.” According to the borough president’s office, since its first meeting on Feb. 24, 2014, some task force highlights include: Streamlined issuance of necessary permits: In June 2014, at the urging of the task force, the State Department of Environmental Conservation issued a “blanket” permit to speed up Sandy-related construction in areas adjacent to wetlands. Also, in

the fall of 2016, the panel prompted the City to facilitate zoning relief for Sandy-damaged properties. Cleared roadblocks regarding Small Business Administration disaster loan applications: The task force worked with the federal SBA to fix a bureaucratic problem with its disaster loan program that had led to some loan applicants to be improperly excluded from the City’s Build It Back home rebuilding program. Spearheaded outreach to Build It Back

applicants: In June 2015, at the request of the task force, staffers from the Mayor’s Office of Housing Recovery Operations joined elected officials in reaching out to those who had become disaffected with Build It Back to try to convince them to stay with the program. Helped to reduce delays in elevating homes: In April 2016, the task force worked to shorten the time between when a BIB home was elevated and when it was returned to its foundation. The group also coordinated with utilities to expedite the return of utility services to elevated homes. Pushed for resolution of construction delays: In December 2016, the task force successfully sought the creation of a “redtagging” process for BIB construction jobs where work had stopped for more than 48 hours. Under this process, HRO aggressively investigates why such work has stopped and quickly moves to have it resume. Persuaded the City to start “war room”: In December 2016, the task force convinced HRO to create a “war room” with dedicated staff to handle intergovernmental coordination and assist with sign-offs, inspections and other issues.

DEP Blames Busted Pipe for Flood By Michael V. Cusenza The collapse of an old pipe installed 32 years ago 40 feet underground along 150th Street near South Conduit Avenue caused an extensive flood of raw sewage that damaged dozens of South Queens homes last month, the City recently admitted. In a report filed last week with the City comptroller and obtained by the New York Post, the Department of Environmental Protection indicated that it “accepts responsibility” for the calamity that led to the fetid flooding of at least 74 residences. The cleanup continued this week. Comptroller Scott Stringer urged impacted homeowners to file a notice of claim with his office within 90 days of the incident and to contact their insurance companies immediately. The fiasco occurred a couple of days after Thanksgiving. According to the Post, the City “initially pinned the mess on a grease clog in the pipe and even suggested that residents may have caused the problem by dumping grease from Thanksgiving meals down drains.” “It’s horrible. My heart goes out to them as a homeowner myself and for their families,” Mayor Bill de Blasio told WCBS-AM 880 two days after the flood. “We’re going to work with each and every one of those homeowners to make sure they get back on their feet. But my heart goes out to them. What a horrible end to what is usually a joyous weekend.”

Feds Seize Fentanyl Destined for Queens By Forum Staff A Canadian woman has been indicted for her role in allegedly organizing a large shipment of fentanyl to Queens from Texas, federal prosecutors announced Thursday. Aurora Betancourt, 35, has been charged with conspiring to distribute, and distribution of, fentanyl. She was arrested in Colombia on Dec. 28, 2018, and extradited to the United States last week. According to the indictment, at a meeting in Rego Park, in July 2017, Betancourt conspired with others to transport narcotics from Houston, Texas, for distribution in the New York metropolitan area. Officials estimated the street value of the fentanyl in New York at approximately $800,000. “Narcotics such as fentanyl and heroin are destroying lives and terrorizing communities across the United States, as well as here in New York. As alleged, the defendant showed a flagrant disregard for human life and public safety, by arranging with her associates to have a significant amount of fentanyl transported to New York,” said FBI New York Assistant Director-in-Charge Bill Sweeney. If convicted of either count of the indictment, Betancourt faces a mandatory minimum of 10 years’ imprisonment and a maximum of life imprisonment.


Queens Vietnam Veterans Memorial Finally Opens in Elmhurst Park

Borough vets and area officials on Friday cut the ribbon on the Queens Vietnam Veterans Memorial in Elmhurst Park.

By Michael V. Cusenza A project at least 10 years in the making finally came to fruition on Friday as borough vets and area officials cut the ribbon on the Queens Vietnam Veterans Memorial. The monument features the names of 371 service members who called Queens home and died during the Vietnam War, or served and are classified as “missing in action.” It also recognizes borough veterans who have since lost their lives as a result of their service during the conflict. Construction of the memorial has been long sought by many of the nearly 59,000 Armed Services veterans living in The

World’s Borough—led by late former Vietnam Veterans of America Chapter 32 President Pat Toro. The memorial’s design and construction was fully funded by Borough President Melinda Katz, who allocated $2.3 million in capital funding between Fiscal Years 20172018, on top of the $550,000 first secured in FY08 by then-City Councilwoman Katz. “To our veterans of the Vietnam War, we know the sacrifices you made, the sacrifices your families made. The Queens Vietnam Veterans Memorial will help ensure generations never forget, and remind our borough, city and nation to remain ever grateful,” Katz said. EDITORIAL To the Editor: Last month, the MTA released the long-awaited Rockaway Beach Branch reactivation study and the conclusions confirmed what we have known all along; it will benefit overall ridership and all Queens families. To put it plainly, restoring service on this right-of-way would cut commutes substantially between South Queens and Manhattan, improve mobility within our borough, and promote economic growth for the borough and the entire city. The results of the study demonstrate that this project is not only possible, but completely necessary. Earlier this week we were informed that the Queens Chamber of Commerce strangely supports a proposal that would create a public park on the deactivated right-ofway and ignore the transit needs of the entire borough. While we appreciate the benefits of public space, we are completely opposed to a park proposal that ignores the needs of Queens residents and are outraged that the Queens Chamber of Commerce would choose to sup-

port the creation of a park- with no transit options- over economic development. The few local residents and outside interest groups that are advocating for a park already enjoy significant access to public parkland not to mention expansive transit options and commutes of 30 minutes or less to midtown Manhattan. There is absolutely no reason why the residents of southern Queens and Rockaway shouldn’t be afforded that same opportunity. The utilization of this abandoned rightof-way would open opportunity for

thousands of local businesses and would promote access to jobs for all of Queens—all of which the chamber should be promoting and facilitating; not publicly denouncing. Even more ironic, there was once a time when the Queens Chamber of Commerce was on the right side of this issue. In a 1971 New York Times article, the incoming Queens Chamber president actually proposed an extension of transit service into Rockaway, he further went on to advocate for transportation in the borough say-

ment in Downtown Far Rockaway and Edgemere Commons which will create over 5,000 units of housing. The renaissance of the Rockaway Peninsula has created a worldclass destination for everyone to enjoy, and the overall growing population demonstrates that the restoration of this rail line is needed now more than ever. We both believe that southern Queens, Rockaway and the entire borough of Queens would be better served if this forgotten track once again fulfilled its original purpose as a much-needed transit option. We urge the Queens Chamber of Commerce to reconsider their misguided stance on the project. The time to improve transportation in our community is now and we will continue to move forward—all aboard! City Unveils New Ways to Reach Residents with Untreated Mental Illness that May Pose a Danger By Forum Staff City agencies will work together to refer more New Yorkers that suffer from untreated serious mental illness and pose a risk for violent behavior to treatment, and keep them engaged in the right level of care—ensuring that no person in need falls through the cracks, de Blasio administration officials promised Monday. This renewed commitment is the product of recommendations stemming from a 30-day review of current programs and resources led by the City Department of Health and Mental Hygiene and the Police Department, Mayor Bill de Blasio noted. “We have an obligation to address our broken mental health system and do all we can to connect people who are struggling to treatment,” Hizzoner added. Through a $21 million investment, the City will fund $9.4 million for the Health Department to expand its mobile treatment teams with the goal of connecting more New Yorkers to intensive mental health services and resources. The increased funding will permit the hiring of additional social workers, housing specialists, and legal assistance services to ensure those that are currently undergoing intensive mental health treatment receive comprehensive support. The administration has also pledged to invest $11 million in Health + Hospitals to create hospital-based outreach teams to coordinate care for people that

frequent emergency rooms and other acute care settings. Through this effort, it is estimated that emergency room visits made by this population would decrease by 10 percent, officials said. As a result of the 30-day review by DOHMH and NYPD, the City will make the following reforms to reach the narrow population of New Yorkers with untreated mental illness that may pose a danger to themselves or others: Improve communication between agencies and the process of referring New Yorkers to treatment: Train more City agency staff that come into contact with people who have serious mental illness—such as the Department

of Homeless Services and Health + Hospitals—to refer these individuals for intensive mobile treatment. Deploy NYPD resources to increase referrals to the Triage Desk, which sends both Co-Response Teams and Health Engagement and Assessment Teams to assist those in need of mental health interventions. The City has pledged to share data related to high-risk individuals to enhance the Psychiatric Services and Clinical Knowledge Enhancement System, a web-based application widely used by hospitals and outpatient providers. The City and the State Office of Mental Health will also collaborate on the development of new PSYCKES features for providers

to support identification and care coordination for vulnerable, highrisk individuals. Connect more New Yorkers to the right level of treatment: Create an interagency coordination team between DHS and H+H to ensure smooth transfer between agencies for people that are experiencing homelessness. Immediately hire additional staff at DOHMH to process the expected 20-percent increase in mental health referrals as a result of the strategies announced Monday and make assignments to appropriate level of care. This will result in approximately 900 additional people each year receiving the treatment they need, City officials estimate. Make it easier for intensive

treatment teams to visit clients in correctional facilities. Actively engage New Yorkers who drop out of treatment to keep them in care: Provide cops with notice of individuals with Assisted Outpatient Treatment orders who have dropped out of court-mandated treatment so that when an officer encounters them, they will be brought to a hospital. Additionally, NYPD will develop a protocol to transport people with AOT warrants to hospitals, as required by law, so they can be assessed and reconnected to treatment. Convene care conferences to ensure individuals in homeless shelters stay connected to treatment. DOHMH will review information with DHS, NYPD, H+H, and the Department of Correction to determine whether anyone who has been missing from treatment has had contact with any of those agencies to help reconnect them to care. Revise the Rikers Island release process to increase successful connections to a treatment team at time of release. “Through close partnerships, innovative approaches, and new proactive interventions, we will continually enhance our efforts to support New Yorkers in need, from addressing housing crises to resolving mental health challenges through a holistic range of services,” City Social Services Commissioner Steven Banks added.

‘I’d Rather See you Dead than with Someone Else’: Corona Man Convicted of Raping GF By Forum Staff A Corona man has been convicted of the violent February 2018 rape of his girlfriend, Acting Queens District Attorney John Ryan announced Thursday. Following a two-week trial, Olger Macas, 31, was found guilty of first-and third-degree rape, second-degree sexual abuse, and second-degree criminal contempt. Sentencing has been set for Jan. 9. Macas faces up to 25 years in prison. According to the charges, between approximately 4:30 a.m. and 6 a.m. on Feb. 11, 2018, while inside Macas’s 108th Street residence, Macas, who was angry over the victim dancing with a male friend at a concert earlier that evening, grabbed her and pinned her down and refused to allow her to leave the apartment. While attempting to flee, he grabbed her again, removed her clothing, bit her on the leg and then, after a struggle, raped her.

“I’d rather see you dead than with someone else,” Macas said to the victim. According to the charges, while Macas was asleep, the victim was able to locate her cell phone and call 911. Unable to find her clothing, the victim wrapped herself in a towel and escaped from the apartment to wait outside for the police. An order of protection was issued to Macas; yet two weeks after receiving it he violated the order when he called the woman begging her to forget what happened and urging her to get back together with him. Ryan said that Macas “brutally beat and raped his girlfriend, who he professed to care deeply for. He raged at her that if he couldn’t have her, no one would. A jury weighed the evidence presented at trial and found the defendant guilty of this heinous attack. He is now awaiting sentencing and faces a lengthy prison term for his actions.” File Photo

City ‘Mismanaging’ Rain Gardens: Audit

Cusenza The City’s rain garden initiative is marred by “a dysfunctional maintenance program that wastes taxpayer dollars and puts critical infrastructure at risk,” according to recently released audit by City Comptroller Scott Stringer. Rain gardens contain plants and engineered soil that are specially designed to absorb and infiltrate large amounts of stormwater and reduce the volume of runoff that enters the City’s combined sewer system where it mixes with wastewater from homes and businesses. Properly maintained rain gardens help control stormwater to minimize sewer overflows from heavy storms that could otherwise pollute the City’s waterbodies, such as Jamaica Bay and tributaries, Alley Creek, the Bronx River, Coney Island Creek, Flushing Bay, Flushing Creek, Gowanus Canal, Hutchinson River, Newtown Creek, Westchester Creek, and the East River and open waters. According to the City Department of Environmental Protection, the agency responsible for managing the 2,511 rain gardens that the City had built as of April 2018 at an estimated construction cost of just over $100 million, well-maintained rain gardens also improve streetscapes and street drainage, help purify the air, and reduce temperatures during hot weather. According to Stringer’s report, which examined DEP’s maintenance of 102 of the 805 rain gardens that the agency was supposed to fully maintain as of April 2018, there were “visible maintenance deficiencies” at 95 of the 102 rain gardens that auditors visited in Queens, Brooklyn, and the Bronx. The audit also found: 67 (66 percent) of 102 sampled rain gardens exhibited two or

more conditions that DEP’s own Rain Garden Maintenance Manual states can impede their proper functioning, including: sediment buildup in the rain gardens’ gravel strips, planting areas, and curb cuts; compacted and depleted soil that needed to be raked and replenished; weeds and overgrown plants that needed pruning; and missing plants and trees. 53 (52 percent) of the sampled rain gardens were marred by two or more unsightly conditions, such as trash, weeds, overgrown grass, and missing plants. 29 percent had four or more deficient conditions. Just seven of the 102 sampled rain gardens had no visible deficiencies. “The City built thousands of rain gardens to help control stormwater and protect our waterways, streets, homes, and small businesses, but our audit uncovered a dysfunctional maintenance program that wastes taxpayer dollars and puts critical infrastructure at risk,” Stringer said. “DEP must step up to the plate and properly maintain these vital resources. We cannot win the battle to protect New Yorkers against the next superstorm and keep our waterways clean if we allow these vital resources to fall into disrepair due to neglect.” In its response to the audit findings and Stringer’s 18 recommendations to DEP to improve maintenance of the agency’s rain gardens, the agency stated that it “agrees with, and has largely implemented most of the recommendations contained in the report” but also stated that it disagrees with three of them. “We have reviewed the report and have significant concerns with the report’s findings and recommendations,” DEP officials added.

GETTING WARMED UP IS HARDER FOR SOME... Grumbling about the cold won’t make it go away, and for some people, those dealing with thyroid conditions, the winter can be especially taxing. We’ve put together some tips for those of you with thyroid conditions and how to survive the winter in a little more comfort. The thyroid gland is like a thermostat for our bodies. People with a sluggish thyroid are prone to having low body temperature and are prone to cold intolerance. If your thyroid function is low, you need to take some precautions to protect your health. Strategies for warming up and giving your thyroid a break: Get plenty of rest. Keep your home temperature warm. If you happen to have a landlord that is stingy with the heat, getting a note from your doctor may provide some prodding. If you do need to go out into the cold, dress in layers. Hot baths are a nice way to get yourself warm without making your thyroid do all the work! If you can’t make it to your local pharmacy to buy a heating pad, try filling an old sturdy sock with rice. Make sure you tie the end securely and then heat it in the microwave for two minutes—just be careful that it’s not too hot when applying it to your body!

Soaking your feet in hot water for 5-10 minutes will warm up the rest of your body. Cuddling and holding hands with your significant other or your pets can help you get through the cold. Spouses and pets are will share their heat with you for back and belly rubs. Did you know that the saying “Three Dog Night” is thought to originate from Eskimos who would keep dogs in their igloos to help them warm up on particularly cold nights! Balancing your blood sugar will help you stay warm. Be sure to eat high quality fats and proteins every few hours and limit sugary and starchy foods. Foods known as thermogenic can increase the metabolism, and can actually create heat when converting food to energy. Some common spices in this category are: chili, mustard, red pepper, black pepper and red-hot chili peppers. Don’t leave friends and family “out in the cold,” let them know you need a little more heat than the average bear. Remember, people with thyroid conditions are more likely to experience the “Winter Blues”. Last but not least, winter puts us at risk for Vitamin D deficiency. De Blasio declares his Latest Action Plan will End Long-Term Street Homelessness in NYC By Forum Staff A new strategy built on increasing housing, mental health and medical services for unsheltered individuals, and enhancing outreach resources to deliver more urgent and rapid responses to such people in need will end long-term street homelessness in the five boroughs over the next five years, Mayor Bill de Blasio recently proclaimed. According to Hizzoner, his 6-Point Action Plan will: Increase Safe Haven capacity by opening 1,000 new Safe Haven beds. Create 1,000 new low-barrier permanent apartments by working with partners across the housing and social services sectors. Deliver new health resources to people where they are, providing treatment through street medical care and behavioral health care, and build the trust needed for clients to come inside. To strengthen the provision of medical and behavioral health care directly to unsheltered New Yorkers where they are, the City will expand the Street Medicine approach developed by HOME-STAT outreach providers to all five boroughs, delivering rapid response care on the streets and in the subways with services such as: risk assessments, wound care, referrals to medical and mental health

providers, medication assistance, administration of antibiotics and blood pressure and diabetes screening. Currently, the Street Medicine program operates in Manhattan and parts of Queens and Brooklyn. Provide coordinated rapid outreach response through the Street Homelessness Joint Command Center. To address the most challenging cases of unsheltered homelessness involving high-needs clients—who often face the most significant, overlapping needs, including mental

health and substance misuse—the Joint Command Center, which is operational 24/7/365 courtesy of the Department of Homeless Services and the City Police Department, develops tailored interventions on a case-by-case basis to work towards a breakthrough to encourage these people to finally accept services and transition off the streets and out of the subways. Individual plans are created in close collaboration with partners including the Department of Health and Mental Hygiene, Health + Hos-

pitals, FDNY Emergency Medical Services, and contracted outreach providers. Leverage state-of-the-art outreach technology to better connect clients to the services they need to transition into housing. Expand Diversion and Outreach in our subway system. The Subway Diversion Project is a citywide initiative reforming police officers’ approach to engaging and offering services to unsheltered New Yorkers underground, with a focus on diverting individuals from the criminal justice system towards outreach services and supportive programs. Participants that opt into the program complete an assessment with an outreach team, receive a referral to shelter and/or other services, and have their summonses cleared, ultimately diverting them towards shelter away from unnecessary formal court processes and helping more people come inside and out of the subways. According to de Blasio, the City is expanding the program across Queens, Manhattan, Brooklyn, and the Bronx. “Homeless New Yorkers are just like us—they deserve our love and compassion and a commitment to go as far as we can to help,” de Blasio added. “So here’s our promise: We will help every last person experiencing long-term homelessness off our streets and we will do more than we ever thought possible to bring them home.”

Earlier this month, Alyssa LeMay, 8, heard sounds emanating from the bedroom she shares with her two sisters inside their family’s Mississippi home. So she walked into the bedroom to investigate. The unnerving events that followed were captured on the Ring camera that Alyssa’s parents installed in the room as an extra security measure. “Hello,” a man’s disembodied voice cheerfully exclaimed. Alyssa was stumped. Who was this person? Where were they? “I’m your best friend,” the voice later declared. “You can do whatever you want right now. You could mess up your room, you could break your TV—you can do whatever you want.” “Who is that?!?” a visibly upset Alyssa exclaimed. “I’m your best friend,” was the creepy reply. “I’m Santa Claus.” According to The Washington Post, the LeMays said “the man was able to interact with their daughter after hacking” the Ring camera. “Over the course of several minutes, the man repeatedly directed a racial slur at Alyssa and tried to persuade her to misbehave,” the Post wrote. According to Vice News, the LeMays’ dilemma wasn’t the only instance of a compromised Ring product this month. “Last week a wave of local media reports found hackers harassed people through Ring devices,” according to a Dec. 17 story on Vice’s tech site Motherboard. Ring, which was acquired by Amazon in February 2018 for $1 billion, insisted that

its services have not been jeopardized. “You may have recently seen reports that Ring services have been compromised, and we want to inform you that we have investigated this incident and have no evidence of an unauthorized intrusion or compromise of Ring’s systems or network,” the company posted to its blog. Later in the post, Ring also provided security best practices to ensure your Ring account stays secure: Enable Two-Factor Authentication: This creates an extra layer of security. You’ll receive a unique code via text message to your phone whenever you or someone else attempts to log into your Ring account and is asked for your Ring password. Add Shared Users: Don’t provide your login information to others. If you want to share access to your Ring devices with other people, simply add them as a shared user. Use Different Passwords for Each Account: By using different usernames and passwords on your various accounts, you reduce the risk that a malicious actor could reuse credentials compromised from another account to access your Ring account. A password manager allows you to conveniently store all of your passwords in a centralized vault on your computer and, if you wish, in the cloud. This means you only need to remember one password to unlock all of your passwords. All major browsers have built-in password managers, and there are also a variety of commercial providers that will permit you to synchronize your vaults between devices. Create Strong Passwords: Create strong passwords with a mix of numbers, letters (both uppercase and lowercase), and symbols, and embrace long, non-dictionary based words or phrases. Default Terms: In event of non-payment in full of all unauthorized-use fees by User within ten (10) days of date Invoice is sent, User shall be deemed in default and: (a) all of User’s property and property pledge as collateral by User, as set forth in above in paragraph “(2),” immediately becomes, i.e. is, property of Secured Party; (b) Secured Party is appointed User’s Authorized Representative as set forth above in paragraph “(8)”; and (c) User consents and agrees that Secured Party may take possession of, as well as otherwise dispose of in any manner that Secured Party, in Secured Party’s sole discretion, deems appropriate, including, but not limited by, sale at auction, at any time following User’s default, and without further notice, any and all of User’s property and interest, described above in paragraph “(2),” formerly pledged as collateral by User, now property of Secured Party, in respect of this “Selfexecuting Contract/Security Agreement in Event of Unauthorized Use,” that Secured Party, again in Secured Party’s sole discretion, deems appropriate. Terms of Curing Default: Upon event of default, as set forth above under “Default Terms,” irrespective of any and all of User’s former property and interest in property, described above in paragraph “(2),” in the possession of, as well as disposed of by, Secured Party, as authorized above under “Default Terms,” User may cure User’s default only re the remainder of User’s said former property and interest property, formerly pledged as collateral that is neither in the possession of, nor otherwise disposed of by, Secured Party within twenty (20) days of date of User’s default only by payment in full. Terms of Strict Foreclosure: User’s non-payment in full of all unauthorized-use fees itemized in Invoice within said twenty- (20) day period for curing default as set forth above under “Terms for Curing Default” authorizes Secured Party’s immediate non-judicial strict foreclosure on any and all remaining former property and interest in property, formerly pledged as collateral by User, now property of Secured Party, which is not in the possession of, nor otherwise disposed of by, Secured Party upon expiration of said twenty-(20) day default-curing period.
