Reputed MS-13 Members Indicted on Long List of Serious Felonies

A joint investigation team including the Queens DA, New York City Police Commissioner James P. O’Neill and Homeland Security Investigations New York released the news on Wednesday that a Queens County grand jury has indicted 12 alleged members of the La Mara Salvatrucha street gang – more commonly referred to as MS-13 – on various charges including attempted murder and conspiracy, in addition to drug and weapons charges. The main defendants are accused of plotting to kill rival gang members and planning the execution of a man who left the MS-13 gang.

District Attorney Brown said, “This was a long-term investigation that not only thwarted a plot to kill an individual – a man trying to remove himself from this vicious street gang – but also resulted in taking would-be killers off our neighborhood streets. Gang violence, intimidation and out-right ruthless brutality will not be tolerated in this county. These indictments are another example of how law enforcement and prosecutors can and will work together to stop the senseless killings in our communities.”

The 12 defendants – who range in age from 20 to 35 – are alleged to have conspired to kill multiple people - rival members of the Latin Kings and a former member of MS-13. Defendants Josue “Colocho” Levia, 21, Angel “Chamuco” Romero, 20, and Ramiro “Caramalo” Gutierrez, 26, are charged in an indictment with plotting a home invasion in the Kew Gardens Hills

neighborhood of Queens.

The long-term investigation utilized court-authorized wiretaps, video and physical surveillance to uncover plots by gang members to kill multiple individuals and burglarize a private residence thought to have a large amount of cash on hand.

The first indictment addressed a plot to avenge the shooting of two MS-13 members. The shooting was attributed to the Latin Kings, and plans for a retaliation plot were launched by MS-13 defendant Andrade and six others. The indictment also provided details about the stabbing of a Latin Kings member in august of this year. The MS-13 attackers in this incident were charged with attempted murder in October.

The second indictment addressed plans by Andrade and other MS-13 members to kill one of their members after learning that he blacked out his distinctive MS-13 tattoo and disassociating himself with the gang. Before striking, the gang members conducted extensive surveillance on the former member and reported back to higher-ups in the gang. Investigators learned through wiretaps of plans to retrieve weapons for the hit and when the time and location were revealed, law enforcement raced to the scene to stop the murder. Police recovered a loaded .357 revolver and a .32 caliber firearm as well as cocaine and marijuana.

Furthermore, three defendants including Josue “Colocho”Levia, of Richmond Hill, conspired to burglarize a home in the Kew Gardens Hills but again police overheard the discussions and thwarted the home invasion.

Defendants in the case face between four and 50 years of incarceration when convicted.

Ozone Park Civic Decries Unkempt Areas Rife with Evidence of Illegal Dumping

By Michael V. Cusenza A recently established Ozone Park civic organization reached out to dozens of elected officials, City commissioners, and journalists on Monday decrying the shoddy conditions of several swaths of land along North Conduit Avenue.

The Ozone Park Residents Block Association indicated via email that it is “filing this complaint on behalf of all the residents in the vicinity and areas of North Conduit Avenue between and including Centreville, Tahoe, and Raleigh streets.” The group fired off seven emails containing nearly two-dozen photographs and maps detailing the eyesores that have been in substandard condition for years.

Ulrich Takes Aim at Hizzoner in Announcing Bid for Public Advocate

Ulrich, 33, made it official with a 70-second YouTube video filmed in his native Ozone Park.

“Now, more than ever, New Yorkers are looking for someone who’s willing to stand up to Mayor de Blasio and his so-called progressive agenda,” Ulrich said.

For years, the councilman, who has represented South Queens on the council since 2009, has been quite vocal about his disdain for de Blasio and his politics, often relishing his role as the wily fly in Hizzoner’s liberal liniment.

Ulrich enters an already crowded fray. On Wednesday, Gotham Gazette estimated that there are “roughly twodozen candidates who have officially declared or indicated they are exploring a run in the expected February special election for New York City Public Advocate.”

Miller Presents Constituent with Personalized Down Syndrome License Plate

By Michael V. Cusenza Assemblyman Mike Miller (D-Woodhaven) recently presented constituents, the Como family, a personalized Down syndrome license plate.

Earlier this year, Gov. Andrew Cuomo signed into law a bill sponsored by Miller that will raise awareness of Down syndrome through the special plates and the establishment of the Down Syndrome Research Fund.

According to Miller, the new law allows residents to purchase distinctive plates bearing the words “Down Syndrome Awareness” for an annual $25 service fee. The charge is in addition to regular registration fees, which will be deposited to the credit of the newly created DSRF. This special account will be a joint fund managed by the commissioner

of the State Department of Taxation and Finance and the State Comptroller, Miller noted.

“This law came about because a constituent of mine named Anthony Como, whose son Joseph has Down syndrome, asked me to bring public awareness to Down syndrome,” Miller said. “I look forward to seeing the distinctive license plate on the road in the near future.”

Community Advisory Committee to Guide Amazon LIC Project

By Michael V. Cusenza Following several weeks’ of blistering attacks from Western Queens elected officials, union reps, and civic leaders regarding the insulated handling of the Amazon deal, Gov. Andrew Cuomo and Mayor Bill de Blasio announced on Tuesday the formation of a Community Advisory Committee to share information and solicit ongoing community input about the e-commerce giant’s planned headquarters project in Long Island City.

According to Cuomo and de Blasio, the 45 members of the CAC—community and citywide stakeholders recommended by local elected officials—will work through three subcommittees to develop plans for the headquarters and onsite public amenities; investments in neighborhood infrastructure to benefit the surrounding communities; and training and hiring programs to ensure that homegrown talent fills the 25,000 to 40,000 new jobs at the headquarters.

The full CAC will meet quarterly starting in January, and its three subcommittees will meet approximately monthly during the course of the planning process.

on technology training and recruitment specific to NYC and targeted toward underrepresented segments of the workforce. Programs supported by this initiative may include community-based accelerated technology training programs, internships, and work-based learning opportunities for high school students.

The project is subject to the State’s Minority and Women Owned Business Enterprises laws and utilization goals. New York has set the nation’s highest goal—30 percent—for utilization of M/WBEs, Cuomo noted.

The CAC will be led by a Steering Committee comprising the co-chairs of each subcommittee and will be staffed jointly by ESD and NYCEDC. All elected officials representing LIC have been invited to join as ex-officio members. Recognizing the citywide workforce opportunities associated with this project, all five borough presidents will serve on the workforce development subcommittee in an ex-officio role, according to the governor and mayor.

Last month, Amazon, de Blasio, and Cuomo announced that Amazon had chosen The World’s Borough for its next base of operations.

To bring HQ2 to LIC, the State offered Amazon a package of incentives totaling $1.705 billion. The mammoth pact seems to have generated as much opposition as it has excitement.

Man Gets 18+ Years in Prison for Hate Crimes

By Forum Staff A Queens Village man has been sentenced to 18 years and 10 months in prison, to be followed by three years’ supervised release, for firebombing five borough buildings in 2012, including a Shiite mosque, the Imam Al-Khoei Foundation in Jamaica, and a private residence that housed a Hindu temple, federal prosecutors announced on Thursday.

Ray Lazier Lengend, 46, pleaded guilty in December 2017 to two counts of hate crimes through the use of fire and explosives.

According to authorities, Lengend went on his hate-fueled spree on Jan. 1, 2012, bombing the houses of worship with Molotov cocktails.

Lengend was arrested the next day, at which time he told law enforcement officers that he hated Arabs, Muslims and Middle Eastern-

ers. With respect to the mosque bombing, Lengend stated that he had intended to “take out as many Arabs as possible.” No one was injured in the attacks.

Lengend was prosecuted in a parallel proceeding in State Supreme Court in Queens, and pleaded guilty to attempted arson as a hate crime and was sentenced to 20 years’ imprisonment in October 2017. Thursday’s sentence will run concurrent with the state sentence, federal officials noted.

“In 2012, Lengend, motivated by hate, fire-bombed five buildings in Queens with the intent to kill or maim innocent people simply because of their religion or national origins,”said Federal Bureau of Investigation NY Assistant Director-in-Charge Bill Sweeney. “Today, he learned the consequences of his despicable actions.”

EDITORIAL WHEN WILL IT END? I began to write the following through a veil of tears.

They were not tears of sadness or even joy. The tears that caused me to quickly realize that I was no match to fend them off were fueled by high-octane rage.

That’s because once again I feel duty-bound to tell you about a suicide. This time it was McKenzie Adams of Linden, Ala. McKenzie Adams hanged herself.

McKenzie Adams’s grandmother discovered her limp body on Monday, Dec. 3.

McKenzie Adams was 9 YEARS OLD. It seems that we can now add little McKenzie to the frightening body count of school-aged kids who saw taking their own lives as the best option to escape the hell on earth curated by their ruthless contemporaries.

They are more commonly known as bullies.

According to the New York Post, since the start of the school year, McKenzie had been the target of relentless taunts by her fellow 4th-graders at U.S. Jones Elementary School—simply because she enjoyed a friendship with a white male classmate.

“She was being bullied the entire school year, with words such as ‘kill yourself,’ ‘you think you’re white because you ride with that white boy,’ ‘you ugly,’ ‘black bitch,’ ‘just die,’” her aunt said.

On Wednesday, U.S. Jones Elementary was actually cleared of any negligence or wrongdoing because an internal investigation revealed “no findings of any re- bullied at her old elementary school in Linden, and that ports of bullying by either the student or family.”

When will it end? Children—kids!—are literally taking their own lives rather than face the specter of another second in their own private hell.

McKenzie’s case reminded me of Mallory Grossman. Mallory, a ripe old 12 at the time, killed herself following many months of unrelenting bullying at the hands of her 6th-grade classmates in her New Jersey school.

Mallory’s alleged bullies would take pictures of Mallory on schools grounds, caption them with heinous comments such as “U have no friends,” “poor Mal,” before giddily sharing them with pals.

In the weeks leading up to her death, Mallory was forced to eat lunch alone in a guidance counselor’s office because the alleged bullies had frozen her out of a table and relentlessly picked on her.

One of her most persistent tormenters allegedly asked Mallory “When are you going to kill yourself ?” in front of fellow students inside the school.

Dianne Grossman, Mallory’s mom, has said that she had tried time and time and time again to get school administrators and faculty to do something about the abuse. In one instance, the school principal had Mallory hug her bullies, the girls responsible for her misery.

There is a special circle of hell for those who tormented McKenzie and Mallory and the myriad others who are petrified of going to school every day.

I wrote an editorial in June about Mallory’s demise.

Here’s the prescient last sentence.

“Mallory’s won’t be the final funeral we attend.”

Jamaica Men Sentenced to 25 Years to Life in Prison for Fatal 2015 Shooting

The defendants in this case were convicted of murder and have been sentenced to a lengthy term of incarceration for this deadly shooting.” The defendants are identified as Neon Osouna, 38, of GuyR. By Forum Staff A Jamaica man has been sentenced to up to life in prison for a murder during the course of a robbery in 2016, Queens District Attorney Richard Brown announced on Tuesday.

Yonatan Galvez-Marin, 25, was convicted in October of second-degree murder, attempted robbery and criminal possession of a weapon. Galvez-Marin was sentenced Tuesday morning to 25 years to life in prison.

According to trial testimony, at approximately 9:15 p.m. on Wednesday, Aug. 31, 2016, the victim, Nazma Khanam, 60, of Jamaica Hills, was walking down Normal Road, just steps ahead of her 67-year-old husband, MD Shamul Alam Khan, when Galvez-Marin approached her and demanded money.

New Marijuana Revenues Should go to Communities Most Impacted by Enforcement: Stringer

By Forum Staff If the State were to “legalize it,” new marijuana revenues need to go to the communities most impacted by cannabis enforcement, a new report released on Thursday by City Comptroller Scott Stringer suggests.

“Addressing the Harms of Prohibition: What NYC can do to Support an Equitable Cannabis Industry,” revealed disparities in marijuana enforcement across not only racial and ethnic but also socioeconomic lines; city neighborhoods with the highest marijuana-related arrest rates have lower incomes, higher unemployment, lower credit scores, and lower rates of home ownership, according to Stringer’s analysis.

With the Empire State moving closer to a legal marijuana market, Stringer is calling for City and State leaders to develop a robust cannabis equity program, directing capital and technical assistance to impacted communities interested in participating in the adult-use industry. An analysis done by the Stringer’s office in May estimated the cannabis market could result in $336 million in annual tax revenue for NYC, on top of $436 million for the State.

The comptroller made several recommendations to the State should it consider developing an adult-use cannabis program: • Invest tax revenue in impacted communities: A portion of the tax revenue generated by legalization should be awarded on a competitive basis to localities and community-based organizations working in neighborhoods with the highest proportion of marijuana-related arrests and that meet other criteria, such as high rates of unemployment and a demonstrated need for mental health or substance use treatment.

• Adopt inclusive licensee eligibility requirements: Any legislation that seeks to create an adult-use marijuana program should include explicit equity provisions so that the adult-use market reflects the communities most impacted by prohibition.

• Establish a NYC cannabis equity program: The City should create a citywide equity program that would function as an incubator hub for local entrepreneurs interested in participating in the new adult-use marijuana industry.

“This report shows that the City has long targeted communities that are among the most economically insecure, resulting in damaged credit, loss of employment, housing, and more,” Stringer added. “As we move towards creating a legal market that will generate billions of dollars, we have to ensure that we correct historic injustices and backwards policies of the past.”

By Patricia Adams For twenty years, attorney Joe Mure has been using his home in Rockaway Beach, New York to bring smiles to children of all ages by "tripping the Christmas light fantastic" every year with the Little North Pole display.

But what started out as decking the halls, has turned into Mure using the annual Christmas decoration masterpiece as a fund-raising event for the charity that is really on of the staples of his life.

Himself a diabetic, Mure's world was rocked almost 15 years ago when his son was diagnosed with Type 1, also known as juvenile diabetes, as well.

From that moment, Mure threw himself into efforts to bring about the cure for this disease which affects more than 200,000 children in the United States. The life-threatening disease can come on suddenly and never goes away.

Studies show that less than one-third of the 1.25 million people living with this disease in the U.S. today, consistently achieve target glucose levels. ”What better way to bring Christmas to a place and to people where it’s most needed,” says Mure about combining his passions for Christmas and the cure.

To that end, he was agreeable to entering his home into the ABC’s Great Christmas Light Fight competition, with a $50,000 grand prize.

So Mure and fiancé Jodi Tucci, along with their crew, composed of Joe’s big Italian family-as he calls them-, comprised of friends, neighbors and community members, set their sights on the prize money and their

hearts on the chance to make the donation to the Juvenile Diabetes Research Foundation (JDRF).

As we learned on the Monday night airing of the show last week, the mighty and selfless team of volunteers that creates The Little North Pole, includes all of "Mure’s guys", –– Tony the Fixer, Al the Ice Man and Johnny Lights, and is a huge project that requires hours and hours of preparation and scores of volunteers to assemble.

A static display of tens of thousands of lights that are always on, the massive collection includes ballroom dancers, moving trains, a nativity, Nutcrackers and way larger than life toy soldier statues, guarding the entrance to the house.

And when Judge Tanya Nyack from the hit ABC TV series stepped out of her SUV into what she called "the largest crowd the show had ever seen," it was obvious that she was taken by the magnanimity of both the project and the cause.

After touring the property, Nyack was reminded by Mure –after bringing up the fact that he was a lawyer– "that a good lawyer knows the law, but a great lawyer knows the judge." And while the comment brought comic relief to a touching situation, anyone who has seen The Little North Pole in all of its splendor, knows there was no sign of nepotism in declaring the display this years winner.

And as for the $50,000 prize money, every penny of it, as well as all other monies raised

by the project, go directly to JDRF. This week, The Forum was invited down to witness yet another event sponsored by Mure at the house. The day was devoted to bringing Christmas to hundreds of special needs children from schools and programs in our area, and filled with Santa, presents, hot chocolate, music and the Christmas spirit of Joe Mure, which arguably goes unequalled.

When asked what the win meant to him, the sometimes tough talking esquire fought to hide the tears welling in his eyes. "Just the thought that we could be a part of bringing the end of this disease one step closer– well I'd say, that's Christmas."

Richmond Hill Nominated for Registers of Historic Places

By Michael V. Cusenza The State Historic Preservation Board has recommended Richmond Hill to the State and National Registers of Historic Places, the Richmond Hill Historical Society announced on Friday.

The RHHS pointed out that the registers are the official lists of buildings, structures, districts, landscapes, objects, and sites significant in the history, architecture, archeology and culture of the Empire State and the nation. There are more than 120,000 historic buildings, structures and sites throughout the state listed on the National Register of Historic Places, individually or as components of historic districts. Property owners, municipalities, and community organizations sponsored the nominations.

“We are delighted and proud to announce that the State Historic Preservation Review Board…voted unanimously to recommend the Richmond Hill Historic District for nomination to the State and National Registers of Historic Places!” the RHHS said in a statement.

According to the historical society, Richmond Hill is one of the first garden communities and planned suburbs in Queens.

The recommended historic district consists primarily of large, Victorian-styled and architecturally distinguished houses built between 1890 and 1915 for railroad commuters working in Brooklyn and Manhattan, as well as smaller houses built between the arrival of the subway in 1917 and the Great Depression in 1930. The Richmond Hill Historic District is located in eastern Queens, encompassing a small, early portion of the current residential neighborhood of Richmond Hill. The historic district comprises a significant, and the most intact, portion of the original Richmond Hill subdivision

as mapped out in 1868 by business partners Albon Platt Man and Edward Richmond.

Its boundary was drawn to take in the largest concentration of intact historic houses in the neighborhood, including nearly all of the earliest surviving examples (1880s and early 1890s).The district is bounded on the north by the natural boundary of Forest Park and the historic boundary of 84th Avenue (originally known as Division Avenue since it demarcated the border with Kew Gardens); to the east, south, and west the district stops short of Lefferts Boulevard and Myrtle Avenue, the RHHS noted.

According to RHHS Board Member Joanne Tanzi, the exhaustive, 92-page National Register of Historic Places application package was compiled by a consultant hired by the Historic Districts Council through funding allocated by City Councilman Eric Ulrich (R-Ozone Park); the RHHS contributed resources and other information.

“We are grateful for the support of our Council Member Eric Ulrich, who provided funding for the survey of Richmond Hill and for the application process to the State Historic Preservation Office, which has made this all possible. We are also thankful for the support of the Historic Districts Council, Executive Director Simeon Bankoff and his staff, who have provided guidance and support to preserve Historic Richmond Hill and countless buildings and communities in New York City,” the society said.

Once the recommendations are approved by the State Historic Preservation Officer, the properties are listed on the State Register of Historic Places and then nominated to the National Register of Historic Places, where they are reviewed and, once approved, entered on the National Register, according to the historical society. The process will take approximately two or three months.

• Balance your activities. Leave days open to relax and do things you want to do, make sure you take a spin around the neighborhood and look at the Christmas lights.

Try delegating some tasks to others.

• Keep up an exercise routine. Early morning is a good time to exercise because you may have to free up other time later in the day for shopping or parties. Exercise also can improve energy levels and relieve stress.

• Don’t focus on food. Focus more on enjoyable activities. Save indulgences for holiday treats and eat sensibly otherwise.

• Talk to someone. If the holidays have you feeling blue, talk to a friend or family member.

Five Shot outside Infamous Borough Club

By Michael V. Cusenza Five people were wounded early Saturday morning after a gunman opened fire on a crowd outside an infamous Richmond Hill night spot, according to police and published accounts.

All victims—four women and one man— were rushed to borough hospitals after being shot in front of Rose Lounge on 130th Street.

Each was expected to make a full recovery.

“Our preliminary investigation reveals that this shooting may be the result of an altercation between two to three males in front of the club. Right now detectives are processing the crime scene. They are interviewing witnesses, they are interviewing victims and

recovering and collecting evidence,” noted Assistant Chief Dave Barrere, commanding officer of Queens South, in a New York Daily News report.

As of Tuesday night, no arrests have been made, cops added.

Rose Lounge seems to have been a magnet of unrest since opening its doors earlier this year. In an emergency judgment on April 20, the State Liquor Authority suspended its critically important liquor license indefinitely after two men were shot near the night spot after a dispute emanating from an altercation inside the establishment.

The owner “has already demonstrated he is unwilling or incapable of running a lawful establishment,” the SLA said.

Columbus Monument Listed on National Register of Historic Places

By Michael V. Cusenza The Central Park monument to Christopher Columbus has been listed on the National Register of Historic Places, Gov. Andrew Cuomo announced on Thursday.

The 76-foot rostral column erected in 1892 was listed on the State Register on Sept. 20 after a unanimous vote of the State Board for Historic Preservation. The State Historic Preservation Office immediately recommended that the National Park Service add the monument to the National Register of Historic Places. The NPS accepted the nomination and listed the monument on Nov. 20, Cuomo noted.

“The Columbus monument is revered by the ItalianAmerican community in New York and stands as a tribute to the ways our state has welcomed immigrants from around the globe,” the governor added. “I am proud that we were able to secure this designation, which will help ensure the history of all cultures that make up our uniquely diverse state is always recognized.”

According to the State, the Columbus monument is historically significant as an outstanding example of public art as well as a representation of ethnic and social history.

Italian immigrants faced strong prejudice and hostility as they arrived in increasing numbers in the late 19th century.

Seeking inclusion in mainstream American society, Italian American community leaders turned to the image of Columbus to create an Italian-American ethnic identity that they believed would overcome prejudice and promote assimilation. newspaper in America, and the Columbus monument is one of five statues dedicated to great Italians erected in the city during the first three decades that Il Progresso was published. It was designed by Italian artist Gaetano Russo, well-

known as a sculptor of allegorical figures and commemorative monuments in Italy.

Last year, it seemed that the fate of the Columbus monument was at least in question. Mayor Bill de Blasio appointed a commission to review all city monuments and insisted that tributes to the controversial pioneer would not be spared scrutiny.

This announcement stoked the ire of many ItalianAmerican advocacy groups.

“Every year we are asked the question, ‘Why is the celebration of Columbus important to the Italian- American community?’ The legacy of Columbus was essential in truly legitimizing our transition from Italians to Americans. Our Italian-American ancestors, facing bigotry and discrimination, identified Columbus as an Italian celebrated greatly across America for establishing a lasting bridge between the Old and New World,” Columbus Citizens Foundation President Angelo Vivolo said in August 2017. “Columbus was an explorer, a renowned sailor, and later governor who certainly partook in actions over the course of his career that were deemed unjust. The foundation believes that these actions and their long-term consequences deserve serious reflection and acknowledgement, but we cannot and will not deny the role this seafarer from Genoa had in the eventual shaping of the United States of America.”

On Thursday, Vivolo celebrated the good news.

“The Italian-American community takes great pride in the Columbus monument and the positive history it represents,” he said. “We are grateful to Gov. Cuomo and New York State for being a partner in its preservation.”

MTA Begins to Increase Speed Limits of Certain Subway Lines

By Forum Staff The Metropolitan Transportation Authority seems to feel the need for speed.

As part of the agency’s “Save Safe Seconds” campaign to improve subway performance, New York City Transit has begun correcting antiquated speed limits and fixing faulty speed-regulating signals, known as “grade time signals,” throughout the subway system. Last weekend, NYCT increased five speed limits between 36th Street and 59th Street on the NR line in Brooklyn, with 15 mph zones being increased to 20 or 30 mph. Twenty-nine more increases throughout the system have also been approved by a safety committee and will be rolled out in coming weeks, with NYCT officials estimating speed limits to be safely increased at more than 100 locations throughout the system by the springtime. The speed limit changes already approved increase speeds generally in the 10 to 20 mph range to speeds that reach the 40s, according to agency officials.

speed limits is also testing and fixing speed regulating signals called “timer signals,” with 95-percent of some 2,000 such signals tested since the initiative began in late August. Approximately 267 faulty timer signals have been discovered and roughly 30 of them have been fixed so far in what amounts to very labor-intensive work to in-

spect, diagnose, and repair or replace numerous possible pieces of equipment during times of exclusive track access for workers such as weekends or nights.

The MTA noted that as operators are trained to proceed with safety as the primary factor, train speeds through any given area are impacted by many factors in addi-

tion to speed limits, such as congestion, unplanned diversions, equipment issues or track work.

The positive effects of speed-limit changes may be felt immediately under optimal conditions and after a period of operator acclimation to the new limits. The positive effects of timer signal repair work will be felt more long-term,

as long segments of timer signal repairs must be completed before bulletins are issued and train operators are acclimated.

In 2018, Byford took a look at the entire system with an eye towards improving service safely and an emphasis on listening to customers and front-line employees about their experiences. Timer signals were a frequent topic, and Byford instructed his team to investigate the issue and assemble a methodology by which timer signals could be completely surveyed, tested, inspected, and repaired.

“Safety is always our top priority, and we’re working hard to maximize our subway’s potential within the boundaries of stringent safety standards,” said NYC Transit President Andy Byford. “Subway cars have come a long way in safety and performance since the system’s speed limits were first put in place up to a century ago, and some speed-regulating signals have become miscalibrated over time, forcing trains to go slower than they need to. We’re taking a fresh look, with no compromise to safety, at how to reduce delays and get people to their destinations sooner.”

Maspeth Man Charged by Feds as Part of Heroin-Dealing Crew

By Forum Staff A criminal complaint was recently unsealed in Brooklyn federal court charging seven individuals, including a borough resident, with participating in a heroin-distribution ring operating in Williamsburg, the Bronx, and even Hawaii, according to prosecutors.

Robert Martinez, 34, of Maspeth, was arrested last Wednesday. If convicted, he faces anywhere from 10 years to up to life in prison.

As detailed in charging documents, since fall 2017, Federal Bureau of Investigation agents and City Police Department detectives have been investigating the defendants’ drug trafficking ring. The investigation included physical surveillance, pen registers and communications intercepted pursuant to judicially authorized wiretaps. The pattern of the intercepted communications and the pen register data established that the seven suspects were in frequent contact nearly 2,000 times during one six-month period, and that the contacts were primarily narcotics-related text and/or phone conversation. During this time, the suspects regularly transported, repackaged and distributed heroin in the five boroughs. The ring was also responsible for shipping at least $7,000 worth of heroin to be sold in Hawaii

over the course of several months. In total, the seven defendants sold more than a kilogram of heroin and bragged about its potency, referring to it as “fever” and “fire” in the communications with each other.

at five of the suspects’ residences and, in total, recovered approximately 150 grams of heroin including at least 350 glassines packaged for sale on the streets; more than five pounds of marijuana; more than $20,000 in cash, more than 150 pairs of luxury sneakers valued at tens of thousands of dollars; and drug paraphernalia, including a kilogram press, multiple scales, hundreds of empty glassines, and stamps used to mark the glassines for sale. Agents and detectives also recovered a stolen, loaded .40-caliber Glock handgun and more than 80 rounds of additional ammunition from Martinez.

“As alleged, the defendants distributed opioids day after day in our community, feeding addiction without regard for the potentially lethal consequences of their actions,” said U.S. Attorney Richard Donoghue.

FBI New York Assistant Director-in-Charge Bill Sweeney added that the crew allegedly “enabled the cycle of addiction with their narcotics distribution enterprise spanning the country.”

“The epidemic of opioid abuse is a public health crisis,” Sweeney continued. “Those who choose to profit from trafficking in these potent narcotics show a flagrant disregard not just for the law, but for the safety of their communities.”
