Civic leaders called this year’s Trunk or Treat a “huge success.”

Borough President Katz Cruises to Victory in Historic District Attorney Race

By Michael V. Cusenza As expected, Melinda Katz crushed her GOP opponent Joe Murray on Tuesday on her way to succeeding Richard Brown as district attorney of Queens County—the first woman to hold the office.

On an Election Day once again marred by meager turnout, Katz, who currently serves as borough president, garnered approximately 75 percent of the vote, a far cry from the protracted primary battle with upstart public defender Tiffany Cabán.

Following a recount, the City Board of Elections in July declared that Katz had defeated Cabán by a mere 60 votes. Cabán shocked most pundits by seemingly striking an upset win way back on primary night on June 25. As of Wednesday, June 26, the Richmond Hill native led Katz by nearly 1,100 tallies.

After approximately 4,000 absentee ballots were counted in the week after the primary, Katz took a razor-thin 16 vote advantage.

And according to the BOE, a recount of all ballots is required when the margin of victory is less than one half of one percent of all votes.

Katz votes Tuesday morning in Forest Hills.

Under the watchful eyes of attorneys on both sides, BOE staffers manually recounted all ballots at the agency’s Queens voting machine facility inside of Metro Mall in Middle Village.

In the end, Katz bested Cabán 34,920 to 34,860.

“We need to stand together,” Katz said in her victory speech Tuesday night at Queens Democratic Party headquarters in Forest Hills. “It was a tough primary. There’s no doubt about that and I’d be remiss if I didn’t mention that because now is the time where

we all stand together, now is the time where we work together every single day.

Katz has said that preventing crime and stopping people from becoming victims in the first place will always be the better solution. To that end, she has promised arrest, bail and sentencing reforms; ending marijuana prosecution and arrests; and to establish a Conviction Integrity Unit to examine cases and make recommendations for exoneration.

In other off-year election news, Jumaane Williams soundly defeated Councilman Joe

Borelli (R-Staten Island) to maintain the office of public advocate. This marked the second time that Williams has won the race for PA in the past nine months. He emerged victorious in the February special election, earning 33 percent of all tallies to fellow Councilman Eric Ulrich’s (R-Ozone Park) 19 percent.

The public advocate seat was vacated when Tish James became State attorney general.

All five City Charter revision proposals were approved Tuesday by voters, including the most significant change: ranked-choice voting. According to City and State New York, beginning in 2021, races for mayor, public advocate, city comptroller, City Council and borough president, voters will no longer pick just one candidate, but rank up to five by preference. If no candidate receives an outright majority of first-choice votes, the bottom candidate gets eliminated and the second choices on his or her ballots get redistributed. This continues happening until a winner emerges with the majority.

“Ranked voting gives people more choices, and I support more choices,” Ulrich said.

GallopNYC Elects Chairman of Board

By Michael V. Cusenza City Police officials recently announced changes to the department, including a new commanding officer of the 106th Precinct.

Captain John Costello, formerly the commanding officer of Assistant Chief David Barrere’s specialized units in Patrol Borough Queens South, succeeds Deputy Inspector Brian Bohannon, Jr., whose latest assignment has him staying in The World’s Borough as the new top cop of the 113th Precinct. He once served as the 113th’s executive officer.

“Captain Costello is looking forward to meeting all of you and working together to improve our community,” said Barrere, commanding officer of Queens South, in a message to area leaders. “As always, thank you for your support.

Bohannon has been CO of the 106 for the past three years, stewarding the South Queens command through some difficult (an unnerved Howard Beach community following the heinous murder of jogger Karina Vetrano) and revolutionary (implementing the Neighborhood Policing program) times.

“It was a pleasure to have worked there,” Bohannon told The Forum Tuesday in an email.

The 106 serves Ozone Park, South Ozone Park, Lindenwood, Howard Beach, and Hamilton Beach.

The 113th Precinct serves the southeastern area of Jamaica, along with St. Albans, Hollis, Springfield Gardens, South Ozone Park, South Jamaica, Addisleigh Park, and Locust Manor.

Sol Reischer was recently elected to the position of Chairman of the Board of GallopNYC, effective Oct. 28, according to GallopNYC officials.

GallopNYC offers therapeutic horseback-riding lessons and community lessons daily at its two sites: Sunrise Stables on Linden Boulevard in Lindenwood and GallopNYC Forest Hills on 70th Road.

Prior to accepting the position of chairman, Reischer served for two years as GallopNYC’s vice chairman. He joined the board in 2014, and according to officials, Reischer was instrumental in GallopNYC’s expansion and the success of Forest Hills and Sunrise Stables. He is a retired option specialist on the American Stock Exchange.

Reischer also served as chairman of the

Specialist Association from 1995–2002.

The parent of a daughter with cerebral palsy who began therapeutic horseback riding at 3 1/2 years old, Reischer has a father’s understanding of the benefits of therapeutic horsemanship.

“GallopNYC uses therapeutic horsemanship to help riders with disabilities walk, talk and learn, inspiring them to live their lives fully, independently and as productively as possible. I know this firsthand, as my daughter Lauren participated in GallopNYC’s program at an early age and she now is riding competitively with the Brown University Equestrian Team. By Forum Staff U.S. Senator Kirsten Gillibrand (DN.Y.) on Tuesday announced bipartisan legislation that would support family caregivers by helping to alleviate some of the financial challenges they may face.

According to Gillibrand, the Credit for Caring Act would give eligible family caregivers—family members who take care of a loved one that has a medical or behavioral condition or disability—a tax credit of up to $3,000 to assist with out-of-pocket expenses related to caregiving. The tax credit would help families cover the myriad expenses associated with caregiving, such as transportation, home modifications to accommodate a family member, and training or education for the caregiver. The legislation would also help allow older adults and

people with disabilities continue to live independently in their homes and stay in their communities with their families, Gillibrand noted.

“Family caregivers deserve to be supported for the extra responsibilities they take on in their role,” the senator said.

Gillibrand said her new push for the measure comes after hosting roundtables and meetings across New York with older adults and disability rights advocates and hearing directly from them about their specific needs. According to the most recently available data, there are 2.6 million unpaid caregivers throughout the Empire State.

Addabbo Lauds Problem Gambling PSA

The State Gaming Commission’s new ny.gov/NYResponsibleGaming web page provides users with confidential selfassessment tools and identifies additional resources that can help gamblers recognize the signs of gambling addiction.

Joe Addabbo, Jr. (D-Howard Beach) this week continued his campaign to bring mobile sports wagering to New York by publically praising the State Gaming Commission for the special recognition it recently received from the North American Association of State and Provincial Lotteries for its 30-second “Falls Into Place” Public Service Announcement on problem gambling.

The radio PSA was recognized for providing individuals who have lost control of their gambling with a hopeful message of how a changed mindset can lead to changed habits, according to the Gaming Commission.

“The competition across jurisdictions to produce groundbreaking responsible gaming messaging is fierce,” Commission Executive Director Robert Williams said. “We are honored to be named among the best in the industry.”

Addabbo said the panel “did a wonderful job on their radio PSA about problemgaming, offering hope to those who have lost control of their gaming to where it is negatively affecting their lives. Aside from just providing a hopeful message, the PSA goes further and gives listeners two follow-up options in a website to obtain help with problem gaming, and a phone number to call in order to address any issues they may be having with gaming.”

The first option is the Commission’s new ny.gov/NYResponsibleGaming web page, which provides users with confidential selfassessment tools and identifies additional resources that can help gamblers recognize the signs of gambling addiction. And, for those in need of immediate help, the PSA encour-

ages listeners to access the (877) 8-HOPENY addictions referral helpline administered by the State office of Alcohol and Substance Abuse Services.

Addabbo has been leading the charge to pass legislation that would allow mobile sports betting in the Empire State, which would reap the benefits of tens of millions of dollars in revenue for educational funding.

However, as the Queens lawmaker indicated this week, promoting gaming and pushing for mobile sports betting goes hand-in-hand with raising awareness about problem-gambling and funding problem-gambling programs.

“We all know gaming and betting on sports can be a fun pastime and can even lead to some financial gains, but when it becomes an obsession and begins affecting players’ lives, it becomes a problem,” said Addabbo, chairman of the Senate Committee on Racing, Gaming and Wagering. “I will make sure that if we bring mobile sports wagering to New York, we will bring problemgambling programs with it to assist those who already have problem gaming issues, help identify the signs of problem gaming, and ways to prevent problem gambling from hurting people.”

Part of Addabbo’s Senate bill to legalize mobile wagering looks to amend section 1367 of the Racing, Pari-Mutuel Wagering and Breeding Law, by requiring the State Gaming Commission to promulgate rules mandating that operators implement responsible gaming programs, including programs to address potential problem-gambling for individuals under the age of 30.

The measure also provides a new funding source to administer problematic-gaming programs.

Recently, I returned to the Strawbridge farm. The sight of collapsing barns, weed-covered fields, and the vacant Smith farm house filled me with an eerie sadness. I grieved to think that probably no one driving by ever knew that the Smiths had lived there, but then I rejoiced to remember that their influence lives on in me.

I conducted the funeral of Dennis Smith in 2006 at the request of his children. Shortly before he went to heaven, he confessed to me that he regretted the bad temper that he battled back in those days. I was actually encouraged. It underscored the truth that God works through imperfect people. Maybe He will use my own flawed life to change the destiny of a few others.

EDITORIAL Bully Pulpit Overall, U.S. Rep. Alexandria OcasioCortez (D-Queens and Bronx) has been good for politics, both local and on the D.C. stage. In defeating Joe Crowley, a fully entrenched member of the Old Guard of Queens, she underscored the impact of oldschool, door-to-door campaigning while notching a victory for the aggrieved working class of The World’s Borough and the Bronx over the Establishment.

She has reinvigorated political discourse, incessantly stumping for Socialist Democrats while constantly taking fire from the far Right.

We might not agree with everything that she has to say, or her views on policy, but at the very least she has breathed new life into crusty, tired discussions.

However, as we have noted a few times in this space, if you, in your capacity as a duly elected official, say or do something that causes us to question your ability to properly represent your constituents, we’re gonna call you out.

On Saturday, AOC tweeted her support for anti-police demonstrations taking place in Brooklyn where participants jumped turnstiles en masse and defaced City Police vehicles.

“Ending mass incarceration means challenging a system that jails the poor to free the

rich,” she wrote. “Arresting people who can’t afford a $2.75 fare makes no one safer and destabilizes our community. New Yorkers know that, they’re not having it, and they’re stand-

Additionally—if we follow AOC’s logic—should we find ourselves in a position of being broke and our only transit option is the subway system, we’re gonna go right ahead and hop over or walk under those turnstiles.

Hey, if we can’t afford a legitimate fare, then the municipality has no right to sanction us for using it without paying.

“A United States representative says if you cannot afford something you should steal and police should not arrest you if it is not expensive,” a Twitter user wrote in response to AOC’s laughable post.

Another social-media surfer wrote directly to AOC, “New York City is livable precisely because they started enforcing quality of life crimes. Make that was, you criminalexcusing ingrate.”

Brooklyn Borough President Eric Adams added, “I’ve protested against aggressive policing for decades. What I saw last night went beyond an acceptable protest. Spitting on cops, defacing vehicles with graffiti, and chanting ‘fuck the police’ does not make this city we love any safer or more just.

Police Commissioner Resigns after Three Years as City’s Top Cop

By Michael V. Cusenza Police Commissioner Jim O’Neill announced Monday that he will be resigning his post as Gotham’s top cop later this month for an opportunity in the private sector.

O’Neill, 62, who has been in law enforcement since joining the Transit Police in 1983, was appointed the 43rd police commissioner of the city by Mayor Bill de Blasio in September 2016, succeeding former Commissioner Bill Bratton.

“Jimmy has done so many extraordinary things—I literally do not have enough time to list them all,” de Blasio said on Monday at a press conference at City Hall to announce the developments in the department.

As a lieutenant in the NYPD, O’Neill worked at the Police Academy and the warrant squad before being promoted to captain and executive officer in the 52nd Precinct in the northern Bronx.

He served as the commanding officer of three successive precincts: Central Park, the 25th Precinct in eastern Harlem, and the 44th Precinct in the western Bronx.

It was as CO of the 44th Precinct, one of the busier commands in the city, that O’Neill began to think seriously about reforming the NYPD patrol model started to develop what would become Neighborhood Policing: a crimefighting plan that anchors officers in sectors and provides them with off-radio time to connect with community members and work at local problem-solving.

“Fighting crime is what we get paid to do,” O’Neill said of Neigh-

borhood Policing. “But we can’t do that unless we achieve full partnership with the community.

Unless we have that connectivity, it’s not going to work.”

As a result, O’Neill has presided over the lowest crime rate in the five boroughs since the NYPD started tracking major crime, as well as the fewest number of homicides recorded since the 1950s.

O’Neill grew up in East Flatbush, Brooklyn, and was one of seven children. He recently

moved to Queens. O’Neill has two sons, Daniel and Christopher.

“On behalf of all New Yorkers, I want to express deep gratitude to Jimmy O’Neill for dedicating his entire career to keeping our city safe,” de Blasio said. “Jimmy transformed the relationship between New Yorkers and police, and helped to make the department the most sophisticated and advanced in the country.”

Shea, 50, who grew up in Sunnyside, began his service as a police officer in 1991 and rose through the ranks to become chief of Crime Control Strategies and deputy commissioner for Operations under Bratton, where he oversaw and honed the department’s legendary CompStat system.

The mayor characterized Shea as “a proven change agent, using precision policing to fight crime and build trust between police and communities.”

“Dermot is uniquely qualified to serve as our next police commissioner and drive down crime rates even further,” de Blasio added.

Shea said that he is “committed to building on the incredible success of Neighborhood Policing and precision policing, while continuing my life’s work to eradicate gangs and guns from our streets.

Every New Yorker deserves to be safe and feel safe, and that has been my mission since I took the oath and became a police officer 28 years ago. As police commissioner, this will be what drives me.”

City Council Green-lights Safe Streets Master Plan

By Michael V. Cusenza The City Council last week voted in favor of Council Speaker Corey Johnson’s historic “Safe Streets Master Plan” legislation.

The massive, $1.7 billion measure will require the City Department of Transportation to issue and implement a transportation master plan every five years. According to the council, the plan’s goals would be to prioritize the safety of all street users, the use of mass transit, the reduction of vehicle emissions, and access for individuals with disabilities.

The first transportation master plan would be due December 2021 and would include: 150 miles of physically or camera-protected bus lanes over five years Transit signal priority at 750 intersections during the first year and 1,000 intersections during each subsequent year 250 miles of protected bike lanes over five years, with at least 30 miles in the first year and 50 miles in each subsequent year Bus stop upgrades like benches, shelters, and real-time passenger information (RTPI) at 500 bus stops each year Redesigning at least 2,000 signalized intersections over five years, with at least 400

redesigns each year Accessible pedestrian signals at no fewer than 2,500 intersections, with at least 500 installations each year Assessing and amending commercial loading zones and truck routes.

Developing parking policies to promote the master plan’s goals of safety, mass transit use, reduced vehicle emissions, and access for individuals with disabilities; and

Within the first two years, create and maintain one million square-feet of pedestrian space “The piecemeal way we plan our streets has made no sense for far too long, and New Yorkers have paid the price every day stuck on slow buses or as pedestrians or cyclists on dangerous streets. We need faster buses, safe streets infrastructure for pedestrians and cyclists, and more pedestrian

space. We need to do everything we can to encourage sustainable modes of transportation, especially with the realities of climate change growing more dire every day,” Johnson said. “This plan will make New York City a much more livable and enjoyable place to call home.”

According to Johnson, the following master plan, due in 2026, would include the completion of a connected bike lane network, installation of physically or camera-protected bus lanes on all routes where they can be installed, installation of accessible pedestrian signals at no fewer than 2,500 intersections over five years, installation of bus stop upgrades at all bus stops, redesign at least 2,000 intersections over five years, and installation of pedestrian ramps at no fewer than 3,000 intersections.

Mayor Bill de Blasio lauded the passage of the legislation, “which will continue the City’s progress on Vision Zero, helping to make New York City’s streets even safer in the years and decades to come. Since the start of my administration, the City has built four times as many miles of on-street protected bike lanes as under every other mayor combined, and together with the council we will continue to build infrastructure that will carry on the work that has brought down fatalities for the last five years.”

Mayor Touts Return of Vision Zero Campaign

By Forum Staff The de Blasio administration recently launched the City’s fourth annual Dusk and Darkness campaign with a citywide “Day of Awareness” to draw attention to the increased risks to pedestrians and cyclists during the fall and winter.

Part of the Vision Zero initiative, Dusk and Darkness includes the following elements: “Day of Awareness”: NYPD and City Department of Transportation street teams last Tuesday educated drivers and other New Yorkers at different Vision Zero priority areas from 3:30-6:30 p.m. in all five boroughs, including: Parsons Blvd and Archer Avenue, and Northern Blvd and Broadway in Queens; The Whitehall Ferry Terminal, Penn Station, Grand Central Station, and Canal Street and 6th Avenue in Manhattan; Barclays Center, Bushwick Avenue and Flushing Avenue, and Bay Parkway and 86th Street in Brooklyn; West 225th Street and Broadway in the Bronx.

Increased Evening/Nighttime Enforcement: As it has the last three years, NYPD last week began focusing enforcement resources on the most hazardous violations (speeding and failure-to-yield to pedestrians), with precincts increasing their on-street presence around sunset hours when data show serious pedestrian crashes increase. NYPD will also focus resources on drunk-driving efforts, as the incidents of DWI have historically increased during evening and nighttime hours in the fall and winter.

Daylight Saving Awareness: DOT statistics from 2010-2014 show that se-

rious collisions increase by approximately 40 percent in darker early evenings. This year, Daylight Savings Time will end at 2:00 a.m. on Sunday, November 3, when clocks “fall back.” As with previous years, DOT will run radio ads during the evening commute, alerting drivers to the dangers of lower visibility and encouraging them to follow the 25 MPH citywide speed limit and to yield to pedestrians and cyclists. Ads are running through December 15 on fourteen stations.

Dusk and Darkness 4.0: At last Tuesday’s event, officials cited the encouraging fatality statistics from Dusk and Darkness campaigns over the previous two years. In the five years before the campaign began, the City averaged 63.4 traffic fatalities in the period between Nov. 1 and March 15—many of them in the evening hours. In the first year of Dusk and Darkness, the overall fatality number declined to 51 from 67; in the second year, fatalities declined further to 44.

However, during the past year, pedestrian fatalities during the same period rose to 59. More than 20 percent of this year’s cyclist fatalities have occurred after sundown.

“Fall and winter continue to be the most dangerous times of year for pedestrians and cyclists, but darker days don’t have to be darker times on our streets,” Mayor Bill de Blasio said. “For the past few years, we’ve seen that the Dusk and Darkness campaign works, and bringing back a proven, effective tool will help us step up our Vison Zero initiative and ensure that New York City streets become even safer.”

BEING SURE MAKES ALL THE DIFFERENCE Food allergies or food intolerances affect nearly everyone at some point. Unpleasant reactions to food inspires wonder as to whether it had to do with what we ate.

One out of three people believe they have a food allergy because a family member does.

In reality, only about 5% of children have clinically proven food allergies. In teens and adults, it’s about 4 %.

The difference between a clinically proven food allergy and what people believe the problem is arises mainly because of reactions brought on by what is commonly known as a food intolerance.

We’ve all heard the term lactose intolerance and seen the rise of products that address the condition. But it’s very important to know the difference between intolerance and a true allergic reaction.

A food allergy, or a hypersensitivity, is an abnormal response to a food triggered by the immune system, which is not responsible for the symptoms of a food intolerance, despite the resemblance of symptoms.

Being allergic to milk is vastly different from being unable to digest it properly because of lactose intolerance.

For the small percentage of people with genuine food allergies, identifying them could

mean the difference between life and death.

People with true food allergies must identify them to prevent allergic reactions which can cause devastating illness and, in some cases, death.

An allergic reaction to food can affect the skin, the gastrointestinal tract, the respiratory tract, and, in the most serious cases, the cardiovascular system.

Reactions can range from mild to the most severe–potentially life-threatening anaphylaxis.

Food allergy symptoms send someone to the emergency room every three minutes in the US. Mild symptoms may include: hives, Eczema, redness of the skin or around the eyes, itchiness of mouth or ear canal, nausea or vomiting, diarrhea, stomach pain, nasal congestion, a runny nose, sneezing, slight , dry cough, an odd taste in mouth and uterine contractions.

If you experience any of these symptoms, discuss them with your pharmacist or physician right away.

Being prepared for an allergic reaction can mean the difference between an unpleasant experience and a life threatening situation.

Council Votes in Favor of Commercial Waste Legislation

By Forum Staff The City Council recently voted to approve a package of sanitation and commercial waste legislation that will establish commercial waste zones throughout the five boroughs and regulate the trade waste industry.

According to Introduction No. 1574-A, the City Department of Sanitation would designate commercial waste zones and enter into agreements with up to three private carters to operate in each zone. There would also be up to five carters authorized to operate citywide to pick up large containers of waste that are brought directly to a waste transfer station. Certain micro-haulers, including those who collect organic waste by bicycle, would be able to continue to operate under a particular tonnage.

The bill would encourage private carters to submit proposals to ensure the goals of the program—improved safety for workers and the public; reduction of waste hauling vehicle miles travelled and associated pollutants, including greenhouse gas emissions; and improved customer service. DSNY would be authorized to set minimum rates that carters must charge businesses, if necessary.

The bill would also require worker retention in the case of a merger or acquisition, and the department would make available a displaced employee list to companies.

Introduction No. 1573-A would add enforcement of environmental, safety, and health standards to the powers and duties of the Business Integrity Commission. Some private carters have a history of operating unsafely in the city, but continue to remain licensed by BIC, according to the council.

This statement of the BIC’s authority to act on unsafe practices in the industry would allow the agency to consider a business’ practices more broadly upon license renewal.

Additionally, it would add violation of law relating to the safety of the general public to the reasons a trade waste license could be suspended.

“Companies in the private carting industry are currently engaged in a race to the bottom in which workers are denied training, and old diesel trucks are used to travel impossibly long routes that zig-zag inefficiently across our city,” said Councilman Antonio Reynoso (D-Brooklyn), who sponsored the

bill at the request of Mayor Bill de Blasio.

“Today, we are putting an end to the private carting industry’s horrific practices and the devastating impacts they have had on workers, community members, and our environment.”

Introduction No. 1082-A would require global positioning systems on waste-hauling vehicles that are used to collect waste in commercial waste zones. GPS on private carting trucks can provide information to the Department of Sanitation and the Business Integrity Commission to allow them to properly monitor waste-hauling vehicles operating in the five boroughs.

And Introduction No. 1083-A would require a minimum fine of $1,000 and a maximum fine of $10,000 for carting companies that receive a violation for an unreported employee. A minimum fine of $1,000 reflects the severity of the violation.

“Codifying strict enforcement measures against carters who rely on off-the-books employees sends a strong message that New York City will not tolerate these unsafe practices. Similarly, requiring GPS software in private garbage trucks holds companies accountable for reckless driving that has led to numerous fatalities across the five boroughs,” said Councilman Rafael Salamanca, Jr. (D-Bronx), sponsor of both Intros. 1082 and 1083.

However, if you receive a phone call from someone claiming to be from the IRS but you suspect they are not an IRS employee: View your tax account information online or review their payment options at IRS.gov to see the actual amount owed If the caller is an IRS employee with a legitimate need to contact you, please call them back using the appropriate online resources If the individual is not an IRS employee and does not have a legitimate need to contact you and regardless of whether you were a victim of the scam or not, report the incident to the appropriate law enforcement agencies: If IRS-related, report to the Treasury Inspector General for Tax Administration via their online complaint form.

If Treasury-related, please report to the Office of the Treasury Inspector General via OIGCounsel@oig.treas. gov The agency has asked taxpayers to report IRS or Treasury-related fraudulent calls to phishing@irs.gov (Subject: IRS Phone Scam).

For ANY suspected fraudulent call, after listening to the message, do not provide any information and hang up.

When you report the scam call, the agency instructed potential targets to include: the telephone number of the caller (e.g., Caller ID); the telephone number you were instructed to call back; a brief description of the communication. If possible, include: the employee name; the employee badge number; the exact date and time that you received the call(s); the geographic location and time zone where you received the call if possible.

The Internal Revenue Service recently ramped up efforts to encourage taxpayers to report any and all phishing scams with which they might have come in contact.

Phishing, according to the IRS, is a scam typically carried out through unsolicited email and/or websites that pose as legitimate sites and lure unsuspecting victims to provide personal and financial information.

The agency noted that it does not initiate contact with taxpayers by email, text messages, or social media channels to request personal or financial information. This includes requests for PIN numbers, passwords, or similar access information for credit cards, banks, or other financial accounts.

If you receive an email claiming to be from the IRS that contains a request for personal information, taxes associated with a large investment, inheritance or lottery: Don’t reply.

Don’t open any attachments. They can contain malicious code that may infect your computer or mobile phone.

Don’t click on any links. Visit the IRS identity protection page if you clicked on links in a suspicious email or website and entered confidential information.

Forward—preferably with the full email headers—the email as-is to the IRS at phishing@irs.gov. Don’t forward scanned images because this removes valuable information, according to the agency.

Delete the original email.
