New Laws Set to Address Food Waste, Hunger

A new law set to go into effect in March seeks to encourage school districts, universities and other educational institutions to begin programs where they are able to donate excess, unused and edible food to volunteer organizations engaged in feeding needy New York residents, State Sen. Joe Addabbo, Jr. (D-Howard Beach), a cosponsor of the measure, noted on Friday.

The legislation requires the State Education Department and Department of Agriculture and Markets to develop voluntary guidelines to move the donation program forward.

“The United States Environmental Protection Agency estimates that food waste makes up approximately 14 percent of solid municipal waste in the nation each year, which translates into about 34 million tons annually,” said Addabbo, a member of the Senate Environmental Conservation Committee. “This new law holds great potential for reducing food waste in educational institutions while lending an important helping hand to individuals, seniors, families and children who face challenges in getting

Under the State and Local Government Food Waste Prevention and Diversion Act, excess food, food scraps and organic waste would be used first – as ap-

propriate – to supply organizations feeding the hungry, and then to provide animal food. Also, organic waste and food scraps would be processed to create products such as bio-diesels, soaps, and agricultural soil amendments including compost.

The senator also cited a 2016 New York City and State Hunger Report prepared

by Hunger Free America that found that almost half of all working-age city and state residents who can’t afford sufficient food live in households that are employed. In the five boroughs alone, from 2013 through 2015, 424,307 residents who are food insecure lived in households with at least one person working. During this same time period, about one in five NYC children – or about 429,000 – were experiencing hunger.

“I look forward to tracking the progress and success of the new law encouraging school food donations when it goes into effect in the spring,” Addabbo added. “When the new legislative session begins in January, I will also work to expand opportunities for more innovative methods of reducing food waste, protecting our environment, and addressing the very serious problem of hunger in our communities.”

By Forum Staff The City Police Department recently established a donation drop-off point inside the Resorts World Casino New York City parking lot to collect much-needed supplies for families in Puerto Rico.

Volunteers gathered in South Ozone Park to prepare and sort donated items for shipment to the island that was battered by

Hurricane Maria last month. According to the NYPD, to date, more than 14,000 cases of essential items have been shipped to Puerto Rico, including baby food, diapers, firstaid kits, batteries, canned goods, and water.

A group of NYPD volunteers will be traveling to Puerto Rico to aid with ongoing relief efforts and ensure that the supplies reach those who need it most, department officials said.

Ulrich Denounces Scala for ‘Racist and Sexist Rap Lyrics’

Council District 32 candidates set to spar on Halloween at Civic Meet

Cusenza Incumbent City Councilman Eric Ulrich (R-Ozone Park) this week unloaded a sonic October surprise that has reverberated around communities of the 32nd Council District and catapulted the race for the seat between Ulrich and Democratic challenger Mike Scala into the stratosphere of a must-see political prizefight.

Ulrich’s camp on Monday and Wednesday released links to songs featuring Mike “Pizon” Scala and his rap group The Fam. Ulrich ripped Scala for what he characterized as “racist and sexist” rhymes.

Here are a few examples that sparked Ulrich’s outrage: The track “Change Your Mind,” written and performed by Scala and released in 2011, boasts such lyrics as: “Me and rap go together like Spanish chicks and baby strollers.” And, “I’ve gained the favor of the sniffing coke chicks.”

On “Homegirls Remix” by The Fam, Scala’s verse contains the following lines: “She told me she loved me when we got back to the car. At the back of the car, told that bitch ‘peace’ and hopped back in the car. But nobody told her stay at the back of the car.

Fucked around – hit the bitch in the back with the car.”

“Damn, I think I broke her back with the car. Oh shit. Now I got a dead bitch in the back with the car. So I took a body bag, put the body in the bag, the bag back in the car.”

In another lyric attributed to Scala, he spits, “Every time these cops talk, I wanna break their jawbone.” The Forum reached out to Capt.

Brian Bohannon, commanding officer of the 106th Precinct, for reaction to those words, but he declined to comment on the issue.

“We don’t get involved in political debates between candidates,” he added.

The Forum also contacted several elected officials who have endorsed Scala in recent weeks to get their take on the lyrics. City Councilwoman Elizabeth Crowley (D-Glendale) declined comment, as did Assemblywoman Stacey Pheffer Amato (D-Howard Beach).

U.S. Rep. Joe Crowley, head of the Queens Democratic Party, did not return a request for

comment; neither did City Councilman Rory Lancman (D-Hillcrest).

“This type of sick thinking has no place in our community or in City Hall,” said Eric Ulrich 2017 Campaign Manager Liam McCabe.

When reached by The Forum on Tuesday, Scala called Ulrich’s move “a failed attempt to distract voters from the facts he has supported the Constitutional Convention and has been distributing campaign literature falsely stating he is endorsed by the [Patrolmen’s Benevolent Association] and [Transport Workers Union], the latter of which endorsed us yesterday.”

Scala, a Howard Beach attorney and activist, also directed us to his official statement on the matter which was posted to his Facebook page.

“I’ve been blessed to have lived the American Dream. Many of my early years were spent with my single mother in south Queens. I used music and entertainment as an escape and an outlet, eventually being signed to a record label as a young man. While sometimes vulgar (and it’s easy to cherry-pick specific lyrics and disregard positive messages, or attribute some lyrics to me that were written and performed by someone else, as they did), the characters portrayed tended to receive their comeuppance by the end of the song or album,” Scala wrote.

“It goes without saying that the man writing this today, the Democratic nominee for New York City Council, has come a long way since youth,” he continued. “The opposition acknowledges that, trying to make the argument that my having naturally matured as an individual is no different from the councilman evolving on issues. There is a major difference.

While our campaign is talking about the issues – including positions this petty councilman changed while holding public office, as recently as last week – they are looking for dirt from many years ago, before I was a public official and grew into the candidate I am now.

“I’m proud to be supported by many men and women in our district, of all backgrounds and walks of life, who believe I can make a positive difference,” Scala later added.

Ulrich’s campaign on Wednesday noted that the songs and lyrics the councilman spotlighted were written and performed by Scala when he was 27 and 29 years old.

The political pugilism promises to continue as the two candidates are set to spar on Tuesday, Halloween night, at the Howard BeachLindenwood Civic Candidates Forum.

City Plans to Slam Brakes on Improper Use of Electric Bikes

By Michael V. Cusenza The City will take heightened enforcement action against electric bicycles, with a particular focus on the hazardous operation of e-bikes and businesses that use them or permit employees to ride them, Mayor Bill de Blasio and the City Police Department announced on Thursday.

“E-bikes are too often a danger on the City’s streets and sidewalks,” said Police Commissioner Jim O’Neill. “They’re illegal to operate here, but it seems like you can spot them everywhere – and that’s where our increased enforcement comes in. Officers are confiscating e-bikes from riders and issuing summonses that carry a stiff fine, and enforcement is up dramatically this year. Soon businesses will be held accountable too, because most ebike riders are acting on their employer’s behalf. The NYPD is committed to keeping city streets safe for everyone and e-bike enforcement is an important part of the plan.”

E-bikes are illegal to operate on streets in the five boroughs. According to the City

Administrative Code, an e-bike constitutes a “motorized scooter” and “no person shall operate a motorized scooter in the City of New York.” So far this year, the NYPD has seized 923 e-bikes, compared to the 341 it confiscated this time last year – an increase of more

De Blasio Ripped for Response to Subway Homeless Issue

Cusenza A photo recently published by the New York Post showing a homeless man sound asleep underneath a row of seats in a 3-train car, and Mayor Bill de Blasio’s initial response to said image, sparked a furor that saw critics blast Hizzoner for deflecting blame for the growing problem.

“It’s not acceptable for people to sleep on a subway train like that,” de Blasio said on Sunday, the Post wrote, adding that “there are particular rules related to the MTA that give additional enforcement ability to the NYPD.” On Monday, Metropolitan Transportation Authority Chairman Joe Lhota called out de Blasio.

“The mayor was asked about the homeless sleeping on the subways and one of his first words in response was ‘MTA.’ New Yorkers get the mayor is making every attempt to distance himself from the Transit Authority, but they aren’t fools,” Lhota said. “The fact is that since 1995 the NYPD has been the police force charged with enforcement in the subway sys-

The City Police Department quickly responded to Lhota’s statement.

“The New York City subway system is among the safest places in the safest city in America. The chance of being a victim of a major crime is roughly one in a million.

Any other characterization denigrates the hard work of the men and women of the NYPD,” said NYPD spokesman Stephen Davis.

“Quality-of-life enforcement in transit remains a priority for the department, with more than 3,500 arrests and 12,300 summonses issued for quality-of-life offenses this year.

The most recent HOPE survey recorded 1,812 homeless people in transit. Homelessness is not a crime and homeless people who are not violating subway rules cannot be ejected from the system.

The NYPD and its social service partners have made more than 10,000 contacts in 2017 with homeless people to offer services and shelter. More than 90 percent of those people have refused services.”

On Tuesday afternoon, de Blasio said the situation of homeless people in the subway system is “our responsibility to address.”

Transit Advocacy Group Blasts Cuomo for ‘Holding Riders Hostage’ in MTA Funding Dispute with Mayor

By Michael V. Cusenza The Metropolitan Transportation Authority this week announced it would reduce the size of its Subway Action Plan if the City does not contribute the funds that Gov. Andrew Cuomo has requested, and a leading straphanger advocacy group promptly ripped Cuomo for the threat.

The governor has said that the State can cover half of the plan’s $836 million bill. Mayor Bill de Blasio has refused to budge from his stance that since the MTA is essentially an Albany-operated entity, the State should pick up the check.

“Governor Cuomo’s threat to scale back on necessary subway improvements is a transparent attempt to shift blame and accountability for our transit woes onto the mayor, even though the governor himself controls the MTA,” Riders Alliance Executive Director John Raskin said on Monday.

Queens Village Man Sentenced to 20 Years in Prison for Firebombing Borough Buildings

By Forum Staff A Queens Village man will face 20 years in prison for firebombing five occupied buildings – including two houses of worship – on the night of January 1, 2012.

Suraj Poonai Ray Lazier Lengend, 45, of 215 Street plead guilty last month to firstdegree attempted arson as a hate crime before Acting Queens Supreme Court Justice Barry Kron. The prison term will be followed by five years’ post release supervision.

According to DA Richard Brown, in pleading guilty, Lengend admitted that he threw a flaming gasoline-filled bottle at a Hindu place of worship, which is also a private residence, located on 170 Street that caused a fire on the front lawn. Soon afterwards, he threw gasoline filled bottles into another private home on 43 Avenue, where people were inside.

Undercover Probe Leads to Arrests of 13 South Queens Residents on Drug-Related Charges

By Forum Staff An undercover investigation spanning nearly one year, has led to the arrest of 13 Queens’ residents on drug related charges.

Authorities confirm that police officers conducted various drug buys involving some the defendants between December 2016 and September 2017.

Law enforcement officials armed with court authorized search warrants performed a sweeping arrest of 11 defendants on October 13, identified as Trevor Henry, Shailendra Mangaroo and his father Roopchan Mangaroo, Mariss Masih, Eric Ranglall, Patrick Diaz, Jason Noriega, Amanda Singer, Donna Costello and brothers Daianand Ramroop and Ravindha Ramroop. They were arraigned in Queens Criminal Court on eight separate criminal complaints.

Two additional defendants were arrested separately and have been identified as Jeffrey Rosa and Alex Padilla, who were arraigned on two separate criminal complaints.

Investigators allegedly seized a money counter, a scale, thousands in cash, and a firearm, among other items as a result of the probe.

Team utilizing undercover NYPD detectives, after they made multiple successful narcotics purchases on at least 34 separate occasions between December 2016 and September 2017.

Undercover detectives engaged in numerous narcotics-related conversations with

defendants Henry, Masih, Ranglall, Padilla, Daianand Ramroop and Ravindha Ramroop in which meetings were arranged. During the meetings, cash was allegedly exchanged for cocaine, marijuana and heroin - some containing Fentanyl.

According to the criminal complaints, police executed seven court-authorized search warrants on residences and vehicles in the Jamaica, Queens Village, Hollis and South Richmond Hill neighborhoods of Queens.

During their searches police seized a money counter, a scale with heroin residue, a Bloods street gang book, an electric stun gun, a ledger and nearly $3,000 in cash. Police also found a loaded .40 caliber Smith & Wesson firearm that was reported stolen in January 2016 from a DeKalb County law enforcement officer in defendant Henry’s car.

Among the narcotics and weapons found in the raid were heroin, marijuana, cocaine, crack cocaine, alprazolam pills, zolpidem pills, two air pistols, the .40 caliber Smith & Wesson gun, MDMA as well as cash and drug paraphernalia.

District Attorney Brown said, “A morning wake-up call by the police armed with court authorized search warrants on Friday the 13 resulted in the arrest of 11 Queens County residents. My office will continue to aggressively track down those who make it their business to traffic in drugs in Queens County.”

Ozone Park Girl, 8, Found Dead on her Bed

By Michael V. Cusenza An 8-year-old Ozone Park girl early Sunday morning was discovered dead on her bed inside her Liberty Avenue apartment, according to City officials and published reports.

Kayla Sanchez’s lifeless body was found by her grandmother around 6:15 a.m., according to a report in the New York Daily News.

The three men, who remain at-large, descended on Garden Valley Distribution on 101st Avenue on Monday morning and immediately asked for cash. Kasem was shot as his son struggled with the thugs. Surveillance video shows Kasem’s son chasing after the trio while violently swinging nunchucks and attempting to kick them.

The suspects jumped into a black Nissan and fled, but not before leaving a hat and a 9mm clip at the scene.

Investigators with the 106th Precinct Detective Squad on Monday reached out to the public for help in identifying a man wanted in connection with a violent, broad-daylight robbery that occurred earlier this month in South Ozone Park.

According to police reports, on Thursday, Oct. 12, around 10:30 a.m., the suspect approached a 53-year-old man on Rockaway Boulevard near 106th Street, ripped the chain off his neck, and punched the victim in the face when he tried to take back the jewelry. The suspect then fled on foot eastbound down the boulevard. The victim was treated at the scene for minor injuries, cops said.

The suspect is described as a black man with a goatee; last seen wearing a light-colored hooded sweater and jeans.

NY AG Announces Felony Conviction, $13M Settlement in Tax Fraud Probe of JFK Food Companies

By Forum Staff A John F. Kennedy International Airport food services company has pleaded guilty to felony charges stemming from an extensive scheme to avoid paying New York taxes between 2011 and 2015, State Attorney General Eric Schneiderman announced on Thursday.

Yankee Clipper Food Services I Corporation has copped to one count of first-degree grand larceny, one count of second-degree grand larceny, and one count of Scheme to Defraud in the first degree.

According to Schneiderman, following an investigation conducted by the AG’s Office, the company, along with several individuals and affiliated airport food service companies doing business under the trade name “Express Hospitality Group,” agreed to pay $13 million to settle separately filed civil claims initially raised by a whistleblower under the State’s False Claims Act. Schneiderman noted that the plea and civil settlement are the first resolution in his ongoing probe – dubbed “Operation Greased Runway” – of the contracting and procurement process at JFK Airport.

According to Schneiderman, the investigation revealed that Express Hospitality Group engaged in schemes by which certain of its businesses intentionally underpaid

at JFK Airport. In return for these monthly cash payments, the airport executive allegedly facilitated deals that granted certain Express Hospitality businesses favorable treatment, offered new business opportunities to the company, and provided security passes to certain employees of Express Hospitality outside the normal process for obtaining airport security passes.

“For years, Express Hospitality Group disregarded state law and New York taxpayers,” Schneiderman said. “Today’s felony conviction and settlement should send a clear message to those attempting to avoid paying their fair share: tax evasion is illegal, disgraceful — and it will not be tolerated.”

Approximately 87 percent of the 8,300 one-to-four family homes damaged by Superstorm Sandy have completed the Build It Back program, according to the City.

Cusenza Build It Back has served 99 percent of all active homeowners by starting construction, reimbursement of repairs, or acquisition of their homes, and 87 percent of the 8,300 one-to-four family homes damaged by Superstorm Sandy have completed the program, Mayor Bill de Blasio announced on Monday, six days prior to the fifth anniversary of the catastrophe, as the City released its latest BIB report.

That means roughly 7,200 homes, which house 10,300 families in the city’s waterfront communities, have finished the program, according to the 12-page analysis.

“As we near the end of the Build It Back program, we are continuing to make steady progress. We have succeeded in getting more than 10,000 families back in safe and resilient homes and stronger communities,” de Blasio said. “We have more work to do, and this program will not be done until every family is home.”

Up until this year’s historic hurricane season, Sandy, at more than $65 billion, was the second costliest weather disaster in U.S.

history behind Hurricane Katrina ($100 billion). In New York alone, it cost the State more than $40 billion, and claimed 48 lives.

The storm ravaged south Queens, tearing apart neighborhoods like Howard Beach, Hamilton Beach, and Broad Channel, and sparking an inferno that completed decimated 100 homes in Breezy Point.

“Forever, we will look at flooding, surges, steady heavy rain and high tides differently because of Sandy. While we have a number of ongoing projects like NY Rising and Spring Creek to help with the mitigation of future flooding, we truly cannot put Sandy behind us until every resident has fully recovered from its devastation,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) said on Tuesday. “On this five-year anniversary, we take a moment to appreciate the improvements and progress made since the storm, but we also acknowledge the significant work that still needs to be done.”

Some people like to use a wrist rest to keep their wrists straight and at the same level as the keys.

Keep your mouse close Position and use the mouse as close to you as possible. A mouse mat with a wrist pad may help to keep your wrist straight and avoid awkward bending.

Make objects accessible Position frequently used objects, such as your telephone or stapler, within easy reach.

Avoid repeatedly stretching or twisting to reach things.

Avoid phone strain If you spend a lot of time on the phone, try exchanging your handset for a headset.

Repeatedly cradling the phone between your ear and shoulder can strain the muscles in your neck.

However, for all its reported success,

the Build It Back program has seen its share of controversy, most recently following an analysis released last month by City Comptroller Scott Stringer that noted that nearly 6,000 borough residents – including more than 900 from Howard Beach – have either dropped out of BIB or were tossed by the City. The administration disputed the findings of the analysis.

Stringer Proposal Would Allow Residents to Add Rent Data to Credit Histories

By Forum Staff City Comptroller Scott Stringer this week proposed ways to help city tenants have their monthly rent payments count toward their credit scores, just like mortgage payments do for homeowners.

A new report and analysis by Stringer’s office shows “deep disparities” in credit scores across the five boroughs. “Giving Credit to Renters: How Reporting Rent Payments Can Lift NYC Credit Scores” used proprietary data to illustrate how “an alarming number” of residents have limited or no access to credit. Stringer said that is a challenge that can limit participation in the broader economy and put a ceiling on individuals’ financial success. According to the analysis, if rent were incorporated into credit histories, hundreds of thousands of Gotham residents who opted in would see their scores increase – and secure better, consumer-friendly rates for loans, car leases, and more.

“When millions of New Yorkers pay their rent on time, they should get credit for it, just like when homeowners pay their mortgage. Al-

lowing New Yorkers’ rent history to boost their credit scores is a simple solution to a real, long-standing problem afflicting New Yorkers, and it’s another way to whittle away at our affordability crisis,” Stringer said. “If you’re low-income and don’t have credit, this is a commonsense solution that would help.

With New York City becoming increasingly unaffordable, we have

a chance to mitigate that massive challenge and make it easier for residents to get by. This is a smart approach that can help millions of New Yorkers raise their credit scores and as a result, pay less on their loans, car payments, and more.

That’s why we’re planning to launch a working group with stakeholders from across New York to develop and implement strategies to give

tenants a leg up.”

For the report, Stringer’s staff studied a representative sample of city tenants paying rents under $2,000 and found that reporting rent history would: Raise credit scores for 76 percent of renters in the five boroughs who currently hold a credit score.

Specifically: more than half (57 percent) would see their score rise be-

tween 1 and 10 points; nearly one in five (19 percent) would have their score boosted by 11 points or more; 18 percent would see no change at all; 6 percent would see a decline in their scores.

Provide nearly 30 percent of renters with a credit score for the first time. The average new score for these mostly low-income renters – now categorized as “invisible” or “unscorable” because of the relative dearth of financial information in their credit files – would be a prime score of 700.

Additionally, the report includes a breakdown of those communities with the lowest and highest median credit scores in the Big Apple. In general, Stringer said, those communities with higher home ownership and car ownership rates – two key drivers of credit scores – boast higher average credit scores, among them Bayside/Little Neck in Queens, and the Upper East and Upper West Sides of Manhattan.

Stringer’s analysis also found “a real connection” in the city between low credit scores and factors like race, income level and home ownership rates.

EDITORIAL RHYMES AND MISDEMEANORS

This is not an endorsement of incumbent City Councilman Eric Ulrich (R-Ozone Park).

Rather, it is an indictment of a pervasive cultural ill that has become a very real threat to decent human beings the world over: the systemic, gradual erosion of accountability.

However, the developments this week in the race between Ulrich and Democratic challenger Mike Scala for the 32nd Council District seat did inspire this treatise on responsibility.

For those who might have dozed under a rock – or, say, below a row of seats on a 3-train car – for a few days, here’s the latest: The Ulrich campaign on Monday released a video denouncing Scala for his “racist and sexist rap lyrics,” including such gems as “Me and rap go together like Spanish chicks and strollers” and “Every time these cops talk, I wanna break their jawbone.”

Naturally, Ulrich’s camp issue the perfunctory “This type of sick thinking has no place in our community or in City Hall,” and demanded that Scala say he’s sorry for said lyrics, and apologize “to our brave police officers.”

But wait, there’s more.

On Wednesday, Ulrich doubled down, releasing links to songs and videos featuring lines like: “These girls basically my favorite animals,” and “Fuckin’ nitwits, I Twit’ pic’d a pic of my big d--k to six chicks and they all licked it.”

And that’s just a sampling. For more examples, read our story on Page 3.

In response, Scala posted a lengthy statement on

his Facebook account attempting to explain the content of his relatively recent record. In it, he calls the tracks in question “old rap songs” (they were produced five and seven years ago) and noted how he “used music and entertainment as an escape and an outlet, eventually being signed to a record label as a young man. While sometimes vulgar (and it's easy to cherry-pick specific lyrics and disregard positive messages, or attribute some lyrics to me that were written and performed by someone else, as they did), the characters portrayed tended to receive their comeuppance by the end of the song or album.”

Later in the message, Scala feels that “It goes without saying that the man writing this to-

day, the Democratic nominee for New York City Council, has come a long way since youth.”

In the last paragraph of the post, the Dem candidate posits that his opponent “would rather talk about rap music than the fact he supported the Constitutional Convention to achieve ‘pension entitlement reform,’ but we won’t fall for the distraction. I’m proud to be supported by many men and women in our district, of all backgrounds and walks of life, who believe I can make a positive difference.”

This is not a question of distraction or shifting blame or throwing dirt on a name, or any other trick from the Gotham political playbook. We’d rather talk about accountability and responsibility.

Scala should have owned this from the beginning by immediately apologizing for the offensive language, taken the necessary steps toward making amends with groups that might not have appreciated the slights in the songs – mainly women and police officers. Not once in that note or any other comment from the challenger have we seen the words “I’m sorry.”

And what of the elected officials who provided full-throated endorsements of Mr. Scala prior to this week’s events? We tried to get reactions from each of them, but were met with “no comment” or ignored e-mails and voice messages.

Words and the power they pack took center stage this week. Too bad accountability and responsibility weren’t among them.
