Andrew Cuomo announced on Thursday.

The record investment, which includes $12 billion in private funding, builds on the JFK Vision Plan that Cuomo unveiled in 2017. It calls for the overhaul of the patchwork eight disparate terminal sites in favor of two new terminal complexes on the north and south sides of the property.

It also pledges to utilize vacant space and modernize on-airport infrastructure, the governor noted.

Elected Officials Call for Changes to Property Tax System

By Michael V. Cusenza Several elected officials representing borough communities called for changes to the city’s byzantine property tax system last Wednesday at a public hearing at York College before the NYC Advisory Commission on Property Tax Reform.

City Councilman Eric Ulrich (R-Ozone Park) characterized the system as inherently unfair.

“It sometimes rewards the bad guys and punishes the good guys,” he said.

Ulrich noted that his staff recently pulled the tax bill of a home in Belle Harbor that was sold last year for $915,000. The property had a tax bill of $10,384; an effective tax rate of 1.13 percent. Ulrich said he then searched several properties in Park Slope, Brooklyn (Mayor Bill de Blasio maintains a residence in the neighborhood) that were sold in 2017 and found that they, too, had tax bills in the $10K range.

“Except those sale prices, according to the Department of Finance records, ranged between $2.7 million and a high of $4.3 million,” the councilman noted.

“A fair tax system, I believe, is one that is based on market value where homes with the same value

pay the same taxes,” Ulrich added.

“Currently we tax less-valuable properties at a higher rate. This disproportionately hurts communities of color and non-white districts throughout the city.”

Assemblyman David Weprin’s (D-Richmond Hill) testimony echoed that of Ulrich.

While Weprin acknowledged the need to change the system, he

also emphasized the importance of protecting property taxes “to ensure our continued prosperity.”

“Property taxes are the largest single source and most stable source of revenue for New York City,” he said.

The nine-member commission was established in May by de Blasio and Council Speaker Corey Johnson to evaluate all aspects of the current property tax

system in the Big Apple and recommend reforms to make it fairer, simpler, and more transparent, while ensuring that there is no reduction in revenue used to fund City services. Its review includes: evaluations of the tax classification system; the methods of determining property market values and assessments; the treatment of property value increases; relief for low-income and senior homeowners; and method of calculating tax rates. The commission will solicit public input by holding at least 10 hearings and has pledged to review comparable property tax systems from other cities. Its recommendations may include changes that could be made at the City level, as well as those that would require State legislation.

“We’d like to hear about your experiences, both in terms of the fairness of the taxes, your ability to understand what’s going on with your tax bill, the appeals process, the problem with properties appreciating and yet your incomes not necessarily keeping up with that and ways to deal with those issues,” said Vicki Been, cochair of the commission. “We really look forward to hearing from you on this wide range of issues.”

Addabbo, Miller Tout Forest Park Recycling Results

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) and Assemblyman Mike Miller (DWoodhaven) recently trumpeted the results of their recent fall recycling event at the Forest Park Bandshell parking lot, where they collected several tons of discarded items.

In all, 3,145 pounds of clothing and 3,968 pounds of non-furniture household items (toys, books, dishes, etc.)were donated at the Sept. 23 event. Additionally, 3.45 tons of paper was securely destroyed on site.

Therapists Nabbed in Scheme to Defraud Program for Disabled Kids out of More than $600,000

Cusenza Eight therapists, including one from Howard Beach and another from Forest Hills, have been charged with stealing more than $600,000 in funds from Medicaid and the City Department of Health and Mental Hygiene through fraudulent billing practices in connection with the State Early Intervention Program, federal prosecutors announced on Thursday.

The State EIP is a program that provides remedial services to developmentally delayed children from birth to age 3.

According to the 19-page complaint, Danielle Scopinich, 35, of Howard Beach, and Patricia Hakim, 54, of Forest Hills, are among the eight therapists that allegedly submitted thousands of fraudulent session notes and accompanying invoices for non-existent EIP therapy sessions between approximately 2012 and 2018. defendants received hundreds of thousands of dollars in reimbursements from Medicaid and DOHMH. On many occasions, the defendants were not present at the place where the therapy sessions supposedly occurred, including instances in which they

were outside of the state or even outside of the United States.

According to the complaint, between approximately January 2015 and July 2017, Scopinich submitted fraudulent session notes and invoices and received payment

for more than 500 non-existent EIP sessions, resulting in improper disbursement of more than $15,000 in Medicaid funds and more than $15,000 in DOHMH funds.

For example, federal agents compared the historical location data of Scopinich’s cell phone to the EIP session notes submitted

by Scopinich and determined that on more than 350 occasions she wasn’t present in the vicinity of the EIP therapy session location at the purported time of the session.

And, according to the charging documents, federal officers determined that, between approximately March 2015 and October 2017, Hakim submitted fraudulent session notes and invoices and received payment for more than 300 non-existent EIP sessions, resulting in improper disbursement of more than $3,000 in Medicaid funds and more than $18,000 in DOHMH funds.

If convicted, the defendants face a statutory maximum of 10 years’ imprisonment.

Homeless Man Charged with Beating and Robbing Woman in Front of 4-Year-Old Son

By Michael V. Cusenza The homeless man who allegedly beat a woman unconscious before snatching her purse—all in front of her toddler son last week on a Woodhaven street—has been charged with robbery and assault, according to Queens District Attorney Richard Brown.

Derrick Chirse, 57, was arraigned last Wednesday afternoon on a criminal complaint charging him with one count of second-degree robbery, one count each of second- and thirddegree assault, fifth-degree criminal possession of a weapon, and endangering the welfare of a child. Chirse was ordered held on $100,000 bail. His next court date is Oct. 19.

According to charging documents, the victim, Taslima Mazumder, 35, of Ozone Park, and her 4-year-old son were walking down 84th Street near Atlantic Avenue last Monday around 2 p.m. when Chirse approached them and allegedly asked Mazumder for her purse. When she refused, Chirse allegedly punched her multiple times in the head and chest area. Afterwards, Chirse Derrick Chirse snatched her purse and fled the location on foot.

Chirse was arrested the following day at the Kingsboro Star Men’s Shelter after being identified on video surveillance, allegedly admitted to committing the crime, telling detectives “I wish I never did it. If she would’ve given me the 10 bucks I wouldn’t have punched her.”

Mazumder sustained bruising and swelling to the left side of her face and tenderness to her chest and torso.

If convicted, Chirse faces up to 15 years in prison.

The incident was one of two attacks by homeless men in South Queens in a seven-day period. On Monday, Oct. 8, around 11:30 p.m., another woman was punched on 101st Avenue in Ozone Park before her husband stepped in to ward off the undomiciled assailant.

The assaults have touched an already frayed nerve in the area.

Since June, the Ozone Park Residents Block Association has organized several protests in front of the 85-15 101st Ave., the proposed site of a City shelter that is set to house 113 single men with mental illness. The civic group has scheduled another rally at the site for this Friday, Oct. 12, at 3 p.m.

By Michael V. Cusenza Five members of the New York delegation to Congress recently penned a joint letter to their colleagues on the Hill, urging them to permanently reauthorize and fully finance the seemingly dwindling Sept. 11 Victim Compensation Fund.

The repository that was created to provide compensation for anyone (or a personal representative of a deceased individual) who suffered physical harm or was killed as a result of the terrorist-related aircraft crashes of Sept. 11, 2001, or the debris removal efforts that took place in the immediate aftermath of those crashes may run out of money prior to its end date of Dec. 18, 2020, its steward recently noted.

“An updated projections analysis, run using data as of Aug. 31, suggests the possibility that, following current policies and procedures, the VCF may exceed its available funding prior to the currently designated program end on Dec. 18, 2020, although I have not made any formal determination that funding may be insufficient,” VCF Special Master Rupa Bhattacharyya said last week.

On the heels of Bhattacharyya’s message, U.S. Sens. Charles Schumer and Kirsten Gillibrand (both D-N.Y.) and Reps.

Carolyn Maloney (D-Queens, Brooklyn, Manhattan), Peter King (R-Long Island),

and Jerrold Nadler (D-Brooklyn and Manhattan) released a statement and the “Dear Colleague” missive asking their fellow elected officials to co-sponsor legislation to permanently reauthorize and fund the VCF. “Twice, Congress has come together to pass the James Zadroga 9/11 Health and Compensation Act, most recently in 2015 to make the healthcare program for 9/11 first responders permanent. As we near the expiration of the 9/11 Victim Compensation Fund in 2020, our job is not done,” the bipartisan quintet said. “As today’s notice shows, allowing this program to expire and not fully funding the VCF would be devastating for those with new claims and the undoubtedly high number of 9/11 first responders and survivors who have yet to be diagnosed with a Ground Zero-related illness. It would send a cruel message that Congress is indifferent to our heroes’ suffering. Congress needs to fix this now before waiting until the last minute and putting our heroes through more suffering and anxiety over whether their federal government will stand with them in their time of need.”

According to the special master, the VCF has expended more than $2.5 billion since its 2015 reauthorization; it has more than $3 billion in funding remaining with just under two-and-a-half years left to go.

Flushing Mom Charged in Assault of 13-Month-Old Son

By Forum Staff A Flushing mother has been charged in the assault of her 13-month-old son who was found with bruising and broken bones throughout his body.The boy is currently in the Pediatric Intensive Care Unit at Cohen Children’s Medical Center in critical condition.

Tina Torabi, 30, of Ashby Avenue in the Aurburndale section of Flushing faced arraignment in Queens Criminal Court on charges of first-degree assault, first-degree reckless endangerment and endangering the welfare of a child.

According to the charges, at approximately 10:00 p.m. on October 3, 2018, the defendant called 911 requesting assistance for her 13-month-old daughter, Elaina, who was unresponsive. EMS workers responded to the call and took the baby girl and the defendant to the Flushing Hospital

Ozone Park Man Indicted for Murder in Death of Bicyclist

By Forum Staff A grand jury has indicted a 24-year-old Queens man for murder, manslaughter and other crimes in the death of a bicyclist killed following a deadly strike on August 28, 2018.

Martin is charged in an eight-count indictment with second-degreemurder,firstdegree assault, first- and-second degree manslaughter, first-degree attempted assault, firstdegree reckless endangerment,third-degree criminal possession of a weapon and leaving the scenewithout reporting. If convicted, the defendant faces up to 25 years to life in prison.

According to the indictment, at approximately 1 a.m. on August 28, 2018, Martin is seen on video surveillance approaching the victim from behind at the intersection of Seneca Avenue and Woodbine Street. The defendant intentionally performed a “kick out” move from his ATV, which was operating illegally on a city street. This caused the rear tires of the ATV to kick outward and the back end of the ATV bumped into the bicycle of the victim. At impact, Mr. Xelo fell from his bicycle and hit his head on the pavement. He died at a hospital days later.

The defendant did not offer assistance to the fallen man. Instead, he rode away and allegedly sought out another bike rider to strike.

Minutes later the defendant is allegedly captured on surveillance footage approaching a bike rider at Summerfield Street and Cypress Avenue. The defendant is alleged to have again caused the rear tires of the ATV to “kick out” toward the bicyclist. The individual on the bike managed to swerve just in time to avoid the

The pair became engaged in a verbal altercation. The defendant is allegedly observed on video surveillance chasing the victim down the block. Once the defendant caught up with Mr. Becerra-Perez, he grabbed the victim, pulled him to the ground and stabbed him with a knife, which the defendant grabbed from the food cart. As a result of the altercation, Mr. BecerraPerez was stabbed once in the right arm and once in the chest. The victim died as result of these injuries.

A homeless man has been charged with murder in the stabbing death of a 25-year-old Long Island man last week in Jackson Heights.

“The defendant used a knife to settle a fight and now because of this senseless act of violence, a 25-year-old young man is dead. The defendant faces a very long term of incarceration for his alleged actions,” said DA Brown.

The American Softball League is an organization dedicated to assisting developmentally challenged and handicapped adults through softball. The league meets weekly over the summer. It’s that time of year again- our little Trickor-Treaters are on the prowl for candy and treats commonly associated with Halloween.

We don’t want to put a ceiling on fun but we should take extra precautions to make sure our little ones are safe.

If your child has any food allergy, as do six to eight percent of children in the US, Halloween activities, could be dangerous.

Now that doesn’t mean you your children can't enjoy the holiday—it just means that you have to take extra special care.

First of all, remember, even mild food allergies that result in watery eyes or a rash can become more severe and can trigger a dangerous reaction known as anaphylaxis, which progresses quickly and can cause airway swelling and low blood pressure.

Halloween candy often contains common allergens, such as peanuts, tree nuts, milk and eggs. Kids with food allergies should not trick-or-treat alone, and they should carry selfinjectable epinephrine.

There are several other things we can do to make Halloween enjoyable as well as safe: First of all SAY SOMETHING if your child has a food allergy. Be sure to inform the host of any Halloween party and provide party hosts with a list of foods that may trigger an allergic reaction.

Clean up. Be sure to clean all cooking utensils, pans or other dishes if they have been in contact with a food allergen.

Check labels. It's important to read labels to learn if particular foods contain allergens or have been made on the same machine as other products that contain an allergen.

Just make sure your child knows what he or she can eat and remember the old adage-when in doubt, throw it out!

Finally here are some tips on how to safely handle the candy that comes home with your kids:

Get rid of home baked items or fruit.

They could be spoiled, poisoned, laced with illegal drugs or contain pins or razors.

Don’t recognize it? Not in the orginal wrapper? Package has hole? Look funny or old? THROW IT OUT!

Young children should not have hard candy or things with nuts because they represent choking hazards.

If it tastes funny, spit it out and rinse out your mouth immediately.

Cut soft candy or candy bars in quarters before eating it to expose and pins.

Postal Workers Rip Trump Proposal to Privatize USPS

By Forum Staff Borough postal workers joined U.S. Rep. Grace Meng (D-Flushing) Monday outside her Flushing office to protest President Donald Trump’s proposal to privatize the U.S. Postal Service.

Meng noted that in April, Trump issued an executive order that established a task force to look into the Postal Service’s operations and finances. Before thepanel came to any conclusions, Trump’s administration put forward a proposal to eventually privatize the agency. The idea was part of “Delivering Government Solutions in the 21st Century,” a government reorganization plan that was released in June.

“Selling the U.S. Postal Service to private corporations would be disastrous for our country, and we are here to tell the President loud and clear, and in the strongest possible terms, that the U.S. mail is not for sale!” Meng said to the members and leaders of the nation’s postal unions, including the National Association of Letter Carriers, American Postal Workers Union, and National Postal

“The American people and small businesses rely heavily on the Postal Service and if the agency is privatized, we all stand to be socked with higher delivery costs and a reduction of service,” Rep. Meng said.

“Privatizing the Postal Service, a national treasure since 1775, would be absolutely disastrous,” said Tony Paolillo, president of the National Association of Letter Carriers Flushing Branch 294,

which represents postal workers throughout Queens. “Service would be solely based on private gain, and would put millions of American jobs in jeopardy. The U.S. mail is not for sale!”

Meng is a cosponsor of a resolution in the House that calls for the Postal Service to not be privatized. Introduced in July, the bipartisan measure calls for Congress to “take all appropriate measures to ensure that the U.S. Postal Service remains an independent establishment of the federal government and is not subject to privatization.”

The resolution, which has 223 cosponsors, is pending before the House Oversight and Government Reform Committee. A similar bipartisan measure in the Senatewas introduced in September.

It has 42 cosponsors and has been referred to the Senate’s Homeland Security and Governmental Affairs Committee, Meng reported.

“The U.S. Postal Service… was never meant to be a moneymaking business,” added George Mangold, president of the New York State Association of Letter Carriers. “Privatization would destroy that service.”

Cops Hunt Forest Hills Robbery Suspect

According to police reports, on Wednesday, Oct. 3, around 5:35 a.m., the suspect approached a 59-year-old man in front of a residence on 70th Avenue near 108th Street, pulled out a handgun, and demanded his property. The victim complied, cops said, handing over his cell phone and wallet, which contained $200 and four credit cards.

By Forum Staff A former City Department of Correction officer pleaded guilty on Friday to his role in smuggling narcotics and other contraband for inmates at a Manhattan jail, according to federal prosecutors.

Carl Noel, 32, copped to conspiring to bribe correction officers at the Manhattan Detention Complex, colloquially known as “the Tombs.” Noel was arrested on Feb. 8, 2018; he was dismissed from the DOC on Feb. 21.

Previously, federal officials noted, codefendants Christian Mizell, 49, Warren Green, 41, Patrick Johnson, 27, Robert Martino, 37, Malik Holloway, 23, and Asha Patterson, 44, pleaded guilty to the same charge for their roles in the conspiracy.

With Noel’s guilty plea on Friday, all defendants charged in the conspiracy have entered guilty pleas.

Central Park Columbus Monument Listed on State Register of Historic Places

The State Board for Historic Preservation has listed the Central Park monument to Christopher Columbus on the State Register of Historic Places and recommended the statue for listing in the National Register of Historic Places, Gov. Andrew Cuomo announced on Monday, Columbus Day. According to the administration, the 76-foot rostral column was officially listed on the State Register on Sept. 20after a unanimous vote of the State BHP. A listing on the State Register of Historic Places is an honorific designation. Any State-funded activity or permit affecting the statue would have to be reviewed by the State Historic Preservation Office and negative impacts would have to be corrected or mitigated.

Cuomo characterized the monument that was erected in 1892 as “a powerful symbol of the Italian-American community and a testament to New York’s role in assimilating immigrants from all over the world in our state. This designation sends a strong message of the statue’s importance to our state’s history and how worthy it is of preservation so that future generations cans see it, appreciate it and learn from it.”

Seeking inclusion in mainstream American society, Italian American community leaders turned to the image of Columbus to create an Italian-American ethnic identity that they believed would overcome prejudice and promote assimilation. Funds for the statue were raised by Carlo Barsotti, founder of Il Progresso, the first Italian-language daily newspaper in America, and the Columbus monument is one of five statues dedicated to great Italians erected in the city during the first three decades that Il Progresso was published. It was designed

by Italian artist Gaetano Russo, well-known as a sculptor of allegorical figures and commemorative monuments in Italy.

Additionally, the State Parks Department forwarded a nomination of the Columbus statue to the National Park Service for listing on the National Register of Historic Places. National Register listing is an honored recognition of historic significance and offers protections for the statue under State and federal historic preservation laws. National Register listing would also make the statue eligible for State and federal grant programs, Cuomo noted.

Other statues and buildings on the State Register of Historic Places include the Statue of Liberty, Radio City Music Hall, the Empire State Building, and the home of the Columbus monument, Central Park.
