Data Show OD Deaths in NYC Remain at Epidemic Levels, yet City ‘Optimistic’ that Prevention Efforts ‘are moving us in the Right Direction’

The City Health Department on Monday released a report that confirmed 1,487 drug overdose deaths in 2017, 62 more deaths than the prior year. In contrast, in 2016 there were 437 more deaths than in 2015—a rate of increase that has officials encouraged. Drug Overdose Deaths in City Remain at Epidemic Levels, but Rate of Increase has Significantly Slowed Down: Analysis

Cusenza Drug overdose deaths in the five boroughs remained at epidemic levels in 2017, but the rate of increase slowed down significantly last year—with a 2-percent overall increase, compared to the 51-percent uptick recorded for 2016, according to an analysis published on Monday by the City Department of Health and Mental Hygiene.

The City’s Epi Data Brief confirmed 1,487 drug overdose deaths in 2017; that’s 62 more deaths than the prior year. In contrast, in 2016 there were 437 more deaths than 2015.

And for the first time, fentanyl was the most common substance involved in city drug overdose deaths, according to the report.

The lethally potent synthetic opioid was detected in more than half (57 percent) of all overdose deaths, up from 44 percent in 2016.

The 2017 Epi Data Brief also noted another first: For the first time in 11 years, black New Yorkers had the highest rate of drug overdose death, compared to whites and Latinos. Of the black New York-

ers who died from drug overdose in 2017, the largest number lived in the Bronx. Among black New Yorkers, residents of the Bronx and Manhattan had the highest rates of overdose, according to the analysis.

“New York City’s drug overdose epidemic continues, but the story of who is affected is changing,” said Acting City Health Commissioner Oxiris Barbot, M.D. “For the first time in over a decade, the risk of fatal overdose is higher in African Americans than

in Whites. Still, the rate of increase has slowed, and we are optimistic that the many efforts of HealingNYC are moving us in the right direction. These include connecting more New Yorkers to medications for addiction treatment and lifesaving naloxone. We are committed to using our data to target our approaches to the communities most at risk of overdose.”

Other Epi Data Brief highlights: • In 2017, every six hours someone in the five boroughs died of an

overdose, versus every seven hours in 2016.

• In 2017, residents of the Bronx had the highest rate and number of overdose deaths (363 deaths), compared to residents of the other four boroughs.

• Residents of the highest-poverty neighborhoods experienced a 25-percent increase in the rate of overdose death from 2016 to 2017.

The rate of overdose death in the highest-poverty neighborhoods was more than double the rates in

medium and low-poverty neighborhoods.

• In NYC, Black New Yorkers had the largest increase in the rate of opioid-involved overdose deaths for the second year in a row, a 93-percent increase in 2016 and a 28-percent increase in 2017.

• The rate of overdose death among Latino New Yorkers increased by 3 percent from 2016 to 2017.

• Opioid painkillers, excluding fentanyl, were involved in 214 overdose deaths (14 percent) in 2017; 65 fewer deaths involved an opioid analgesic in 2017 compared to 2016.

• Nearly three quarters (73 percent) of all overdose deaths involved heroin and/or fentanyl in 2017, consistent with 2016.

Addabbo reaches out to North Carolina Senator, Starts Supply Drive for Hurricane Victims

By Michael V. Cusenza State Sen. Joe Addabbo, Jr. (D-Howard Beach) will be holding a supply drive over the next two weeks for victims of Hurricane Florence in North Carolina, the lawmaker announced on Monday.

Addabbo said that he reached out to NC State Sen. Bill Rabon (R-Southport) to see how a fellow legislator could help. Rabon’s 8th Senatorial District—Brunswick, Bladen, New Hanover, and Pender counties—in particular was pummeled. His own home and veterinary office were completely destroyed, Addabbo added.

“After [Superstorm] Sandy came and left parts of my district in despair, we quickly went to work trying to get things back to normal. However, we didn’t do it alone,” the senatornoted.

“We were supported by communities and people from outside of New York. I wanted to repay the assistance my district received after Sandy by helping others get through their tough situation in the aftermath of Hurricane Florence.”

Addabbo said that Rabon and his staff personally responded to his call and was grateful for the offer.

“This simple supply drive will go a long way in helping the victims of Florence begin to get their lives back together,” Addabbo said.

“I remember that after Sandy, donated items and gift cards, which allowed families to buy specific items needed, were extremely helpful.

You don’t realize how important little things, like soap and toothbrushes, are until you don’t have them. This is a great way to help your fellow human beings in a time of great need.”

In October 2012, Superstorm Sandy tore through New York, punishing Queens and Staten Island, in particular, including a large southern swath of Addabbo’s 15th Senatorial District. In NYC, the catastrophic event killed 43 people and inflicted nearly $19 billion in damage. And left a city scarred for life.

“The visions during the aftermath of Sandy are still etched in our memory, probably forever,” Addabbo observed on the third anniversary of the storm in 2015.

The Gateway Stripers Club pulled in their lines over the weekend and toiled along the garbage-strewn shoreline and surrounding areas in Charles Park on Saturday.

By Patricia Adams Waiting for a bite from the everallusive striped bass along the shore at Frank M. Charles Memorial Park can sometimes leave a persistent fisherman with little else to do but stand and wait.

That’s why Gateway Stripers Club member John Shanks says he has plenty of time to look around and just listen.

“We come to this place for love of the sport and because it’s so close to home,” he added.

But Shanks said that looking around and seeing all the litter and debris is frustrating and dishearten-

ing. Equally distasteful is the commentary the fishermen are close enough to hear from passersby along the beach or just on a stroll through the park.

“It’s the same old story, day after day,” Shanks observed. “People are sick and tired of seeing such a beautiful park cluttered with garbage.

They talk about seniors having to step over things and worry about what their pets might pick up.”

That’s when Shanks decided to “take the fish by the fins” and do something about it. He shared what he’d been hearing with his fellow anglers, and the Gateway Stripers Club members decided unani-

“I remember the way this park used to be before it started getting abused by groups who come in here from outside this community and destroy our beautiful park,” he said.

Acosta added he had to take one of his dogs to the vet last year and the pup narrowly missed having to undergo surgery after she picked up part of a coconut shell that tore into her intestines.

“These guys are great to do this.

At the end of the day, the fine fishermen were treated to a lunch supplied by Dr. Campisi’s brother, Vincent, who owns Cross Bay Bait and Tackle on the boulevard.

“It’s a great feeling to know that something so simple can make such a difference,” organizer Shanks noted.

He’s hoping to overhear residents talking about how good the park looks now.

“That would really be great,” Shanks said, and with a big smile added, “of course it would sound a lot better if it happens while reeling in a nice, fat striper.”

When Primary Day was set for Sept. 13, many thought it odd to schedule an election on a Thursday. Some of the results turned out to be surprising as well.

Breezy Point’s Tom Sullivan crushed Slawomir Platta—68 percent to 32 percent—to nab the GOP nomination for the general election for 15th State Senatorial District seat.

“It was a tremendous victory for us and the Republican Party,” Sullivan said. “I want to thank all of my supporters, volunteers, friends, and family for standing by me on this journey. Let’s build on this momentum going into November.”

Platta told his backers, “It has been a great honor and privilege to have had the chance to run for the position of State Senator for our community. Unfortunately, we fell short in our effort, but I am not deterred. I am so thankful to so many for showing support and placing their trust in me.”

Several long-established elected State officials were sent packing on Thursday, including two bold-faced borough names.

Ozone Park Pols, Community Leaders Set to Meet with City Officials about Shelter

Cusenza Ozone Park elected officials and community leaders will soon meet with de Blasio administration representatives regarding the planned site of a City homeless shelter on 101st Avenue and 86th Street, according to the activist who has led the large-scale civic opposition to the facility over the past three months.

“We have a meeting in 10 days with a City official,” Ozone Park Block Association President Sam Esposito said during a rain-soaked rally at the site last Wednesday night.

Since June, when area pols and residents first learned of the administration’s plan to house 113 single adult men with mental illness in the 101st Avenue edifice, Esposito has organized similar protests, a town hall meeting with City Department of Homeless Services officials, and even a twoweek-long hunger strike that landed the former Community Board 9 member in the hospital.

“We’re trying to change the narrative,” Esposito said on Wednesday to the crowd gathered across the street from the target building. “We’re not asking to shut the shelter down because obviously we have to have a shelter in our community like everybody does, we have to share the burden. “When we were here months ago, school wasn’t open; so you saw basically empty sidewalks and the building going up,” State Sen. Joe Addabbo, Jr. (D-Howard Beach) noted during the protest. “Now that the schools are open, you see the reality of what this shelter would mean for this community. We have seen children in strollers, the reality of parents going to PS 64, we have seen the reality of children on our streets—and to think about 113 mentally ill men mixed with these children and these parents with strollers is a reality we don’t want to face. It’s a wrong reality.”

Addabbo spoke to Mayor Bill de Blasio in August and earlier this month and the senator said that Hizzoner has assured him that “nothing is set in stone” regarding the shelter.

“He said that he understands our concerns, and that everything is under consideration,” Addabbo added. “But we can’t let up. We need to still tell him the credible arguments on why this is a wrong idea, why this is a wrong proposal.”

Esposito pledged that the community will not relent.

“We will win. We may not win on our terms today, but we’re going to win this battle,” he said. “Whether it’s now, or three years from now when the new administration comes, we’re going to win this.”

Ulrich Touts Broad Channel Planter Project

By Forum Staff A dozen planters boasting several fancy plant species will be installed this fall on the medians along Cross Bay Boulevard near the Broad Channel entrance at 20th Road, City Councilman Eric Ulrich (R-Ozone Park) announced on Friday.

Ulrich secured the funding for the $30,000 beautification initiative that will be led by the Queens Botanical Garden. The project is scheduled to be completed next month.

“We’ve seen a remarkable insurgence of rebuilding and resiliency, and now we’re getting into beautification. This is the first installment in our series of initiatives to beautify Cross Bay Boulevard and we wanted to bring it to Broad Channel first,” Ulrich said. “It’s a community that will appreciate this and really needs this.

City Correction Officer Killed in South Richmond Hill

By Michael V. Cusenza A St. Albans man has been charged with murder in the shooting death of an off-duty City Department of Correction officer who was on his way to work, Queens District Attorney Richard Brown said on Sunday.

Gifford Hunter, 30, was arraigned on Monday on a criminal complaint charging him with seconddegree murder and two counts of second-degree criminal possession of a weapon. He was remanded to DOC custody.

“This was a cold-hearted and senseless act of violence that will not be tolerated in Queens County,” Brown said. “My office will continue to work tirelessly to combat the proliferation of illegal guns in our community and will vigorously prosecute those who disobey our laws.”

Gifford’s next court date is scheduled for Oct. 10.

If convicted, he faces up to 25 years to life in prison.

By Forum Staff A Pennsylvania man has been convicted on charges stemming from the sale of a large amount of heroin to undercover officer in the parking lot of a hotel near John F. Kennedy International Airport last year, federal prosecutors said on Thursday.

Clyde “Quan” Miller, 41, was found guilty of conspiring to distribute and possess with intent to distribute heroin, possessing a firearm during a drug-trafficking crime, and being a felon in possession of a firearm.

According to evidence presented at the three-day trial, including undercover recordings and physical surveillance, on April 17, 2017, Miller and friends drove to the Hilton Hotel on 135th Avenue in South Ozone Park to complete the sale of three kilograms of heroin for more than $170,000. Unbeknownst to Miller, the purchaser of the product was an undercover cop.

Shortly after Miller and company arrived in the hotel parking lot in a 2013 white Dodge Durango around 3 p.m., a co-conspirator approached the undercover officer and handed him a black bag which contained a brick of heroin. United States Drug Enforcement Administration agents observing the transaction then moved in and arrested Miller and friends.

A loaded, .380-caliber semi-automatic handgun was found tucked in the back of Miller’s waistband. Miller had previously been convicted of a felony.

“It is estimated that 70,000 people died as a result of drug abuse last year in the United States,” said DEA-NY Special Agent-in-Charge Jim Hunt. “This conviction sends a message to traffickers that law enforcement is committed to bringing opioid traffickers to justice.”

Miller faces a mandatory minimum sentence of 15 years’ imprisonment and maximum sentence of life imprisonment, according to Department of Justice officials.

Perhaps the most invigorating aspect of writing for this space is the opportunity to speak truth to power: Shout it from the rooftops whenever administrations get things wrong, and provide a very public pat on the back during those times when they seem to get it right.

Seven Active-Duty NYPD Cops Indicted for Alleged Roles in Prostitution Ring

And that old adage took on a whole new meaning last week after a retired vice detective and seven active duty NYPD police officers were indicted by a grand jury last week for their involvement with a prostitution ring spanning from Queens, to Brooklyn and Nassau.

Former NYPD Vice Detective Ludwig Paz, 51, of Queens has been charged with operating a complex prostitution ring and a gambling enterprise with his wife that also involved seven current members of service and nearly three dozen civilians.

Brothels operated in Queens, Brooklyn and Nassau counties and numerous gambling rooms were set up in beauty salons and other businesses.

Speaking about the case, District Attorney Brown said, “The vast majority of NYPD police officers are honest and dedicated to enforcing and upholding the law… today’s indictments… dishonor the badge. These operations stop today. I want to commend the hard work of the NYPD’s Internal Affairs Bureau and members of my Rackets and Organized Crime and Integrity Bureaus for their hard work in breaking up these illegal industries.”

Brooklyn South Vice Detective Rene Samaniego, 43, is accused of aiding Paz with both the prostitution ring and the gambling organizations and has been identified as the main defendant.

Sergeant Carlos Cruz, 41, and Detective Giovanny Rojas Acosta, 40, allegedly aided Paz by providing information on law enforce-

ment activities related to prostitution.

Paz, Samaniego, Cruz and Rojas Acosta are all charged with enterprise corruption.

In addition, Sergeants Cliff Nieves, 37, and his brother Steven Nieves, 32, were charged with promoting prostitution and other charges, for allegedly operating a brothel for the sole purpose of hosting a bachelor party.

According to the charges, an investigation began in April 2015, with a tip to the NYPD’s Internal Affairs Bureau from a fellow police officer that active duty police officers and a retired detective were engaged in illegal operations.

Investigators utilized courtauthorized wiretaps, surveillance and other investigative techniques to identify the structure and individuals involved in the enterprises.

The head of these enterprises was Paz, who worked with his wife, Arelis Peralta, running the prostitution and gambling ring.

Paz is believed to have operated

or was partnered with and assisted with the day to day business at seven out of eight brothels.

Paz used his knowledge of NYPD Vice procedures to set up protocols for new prostitution clients. Knowing that detectives could not expose their genitals during their interactions with prostitutes, Paz required the new clients to undress and allow themselves to be fondled to pass the brothel’s security screening. He also used his contacts within the NYPD to thwart raids by paying for confidential police information.

The prostitution ring is alleged to have taken in more than $2 million between August 2016 and September 2017.

Online ads to attract customers and after passing the screenings, clients would be allowed to choose a prostitute and paid anywhere from $40 for 15 minutes of sexual activity up to $160 for a full hour.

Additionally, Paz and his wife Peralta are alleged to have profited from several illegal lottery businesses set up at a deli on Springfield Boulevard and within a beauty salon on 243rd Street, both in Queens, as well as at a beauty salon on Flatbush Avenue in Brooklyn, and other undisclosed locations.

The operations included managers, runners and agents with working offices to place illegal bets on legal lotteries.

Cat Killer Gets Jail Time for Obliterating Feline, Intimidating Witness

Giovanni Olivo, 31, formerly of Beach 26th Street in Far Rockaway, has admitted to violently killing a cat in September 2016, as well as to trying to intimidate a witness not to testify against him in court.

Sizing up Olivio’s involvement, District Attorney Brown said, “In pleading guilty, the defendant admitted to stabbing the cat, throwing her from a balcony and then stomping her to death”. District Attorney also noted that Olivio then tried to concoct an elaborate scheme to intimidate and dissuade a witness from testifying about his actions.

“The defendant is going to jail as punishment for the vicious killing of a cat and for trying to sway a witness to lie in court,” DA Brown said.

DEALING WITH MOLD: Catch symptoms quickly The first thing we'd like to do this week is send our thought and prayers to al those who suffered the devastation from last week's hurricane.

Our community is all too familiar with the consequences of such a storm and one of the deadly and lingering offshoots. Mold.

Although we were lucky enough to escape direct effects of Florence, many homes in Howard Beach regularly take on water after heavy rains. This is a situation in which mold thrives.

Sometimes mold spores that are breathed into a person's lungs begin to grow inside them. Mold infections like this can also grow in the sinuses, skin or digestive system.

Although mold don't generally affect healthy people, the elderly and anyone with a compromised or surpressed immune system can easily fall prey to mold,causing serious infections and even lead to death.

The first thing you should do if you think you fall into one of those categories is get tested for mold allergies by your doctor. There are a variety of test which can be preformed to identify a mold allergy.

Of course the best treatment is avoiding exposure to mold spores. Vacuum and clean regularly to eliminate mold and don't hesitate to call in a professional if you are unable to manage the clean-up on your own.

Howard Beach Pilot Offered Illegal Lessons: Feds

Cusenza A Howard Beach resident, who surrendered his Certified Flight Instructor license after he was involved in a “forced aircraft sea landing” on Feb. 20, 2016 that resulted in the death of a student pilot, has been charged with providing flight instructions to student pilots last year at Republic Airport on Long Island without the required certification authorizing him to do so, federal prosecutors recently an-

nounced.

Nelson Gomez, 39, “was barred from conducting student instructions thereafter since [his] certification expired on June 30, 2016,” the complaint charges. However, two student pilots that were interviewed by U.S. Department of Transportation investigators noted that Gomez “had provided in-flight instructions that commenced and ended” at the Farmingdale airport a combined 30 times.

Additionally, according to the complaint,

by Federal Aviation Administration Aviation Safety Inspectors and admitted that “he had made endorsements in Student Pilot’s 1 and 2’s logbooks and further admitted that he was aware he was not authorized to provide the students in-flight instructions when had.”

Gomez was arrested by federal agents last Wednesday morning and eventually released on $200,000 bond.

On Saturday, Feb. 20, 2016, a small plane

carrying Gomez and three student pilots made an emergency landing in Long Island Sound.

According to a New York Post account of the incident, a student pilot was at the controls when the plane began experiencing engine trouble. Gomez took over, “but was forced to land the plane in Setauket Harbor around 11:05 p.m.”

Lindenwood Residents Struggle with Parking Until Forum, Civic, NCO's Get Results

Nor have they gotten any cooperation from anyone they reached out to for help.

“We’ve called everyone you can think of: the Department of Sanitation, our elected officials, the police, it just didn’t matter—until we called The Forum,” said Frank, who asked that his last name be omitted. “In less than two weeks since we called, the majority of the cars have been removed.”

After an inspection of the scene, The Forum reached out to Howard Beach Lindenwood Civic Association President Joann Ariola to apprise her of the situation. She immediately contacted the Neighborhood Coordination Officers at the 106th Precinct to ask what could be done about the situation.

That’s when NCO’s Pete Paese and Michael Petrizzo sprung into action, seeing to it that the abandoned cars were tagged for removal the very next day.

Subway Signal Problems Caused Morning Rush Delays Every Day in August—Except One: Analysis

By Michael V. Cusenza Of the 23 morning rush hours in the month of August, only Thursday, Aug. 23, was free of signal problems that are the cause of the overwhelming majority of the prolific subway delays, according to an analysis released on Sunday by a leading straphanger-advocacy organization.

Last month, according to the Riders Alliance’s count of Metropolitan Transportation Authority delay alerts issued between the hours of 6 a.m. and 10 a.m. each weekday morning, every day except Aug. 23 and every line except the L train suffered from signal and/or mechanical problems during one or more of the 23 morning rush hours over the course of August. The L train is the only subway line on which the MTA has completed signal upgrades, the group noted.

The D and R lines tied for the most delays—16 each in a month with 23 working days, according to the Alliance’s analysis. Each was delayed by signals 11 times and mechanicals five times. The N train had the third-most delays, with eight owing to signals and seven to mechanicals.

In a functional transit system, that would be a rare event that merits an apology,” RA Executive Director John Raskin said. “In 2018 New York, it has become routine.”

The remedy? According to the Alliance, congestion pricing + MTA’s Fast Forward plan = a modern public transit system

worthy of the capital of the world.

“The days of stop-gap measures have to be over,” Raskin added.

The group has said that it believes that congestion pricing would raise the billions of dollars needed to overhaul the system by levying a charge on cars and trucks entering Manhattan’s Central Business District south of 60th Street.

“It’s time for Gov. [Andrew] Cuomo and members of the State Legislature to pass congestion pricing and fund the MTA’s Fast Forward plan,” Raskin said, “so we can rebuild the transit system and end the pain for millions of New Yorkers who rely on it every day.”

According to MTA New York City Transit President Andy Byford, Fast Forward would completely modernize city transit by focusing on four major priorities: transforming the subway, reimagining the city’s public bus network, improving accessibility for all modes, and engaging and empowering NYC Transit’s workforce to deliver the best service possible.

“This is no mere tweak— Fast Forward is designed to turn around transit in this city,” Byford noted last month. “But it won’t be cheap and it won’t be easy.”

Administration Releases Fiscal Year 2018 Mayor’s Management Report

By Forum Staff The de Blasio administration on Monday released the Mayor’s Management Report for Fiscal Year 2018, a comprehensive analysis of 45 City agencies’ performance from July 1, 2017 to June 30, 2018.

The MMR is mandated by Section 12 of the New York City Charter.

According to the administration, highlights of this year’s report include: Major felony crime decreased 3.2 percent, according to the Police Department; robbery decreased 8 percent; felonious assault decreased 2.5 percent; burglary decreased 4.8 percent; grand larceny decreased 1.6 percent; grand larceny auto decreased 5.6 percent; and end-to-end average response time to critical crimes in progress decreased by 5 seconds.

“Based on FBI total index crime statistics for cities reporting the most recent data for the first six months of Calendar 2017, New York City remains the safest large city with the lowest rate of crime per capita among the 10 largest U.S. cities,” the NYPD wrote as part of its report.

Subway Thieves Call Teen Vic a ‘Trump Supporter’ wanted in connection with an August robbery at a Forest Hills subway station in which the thieves spewed racist remarks and called their 16-year-old victim a “Trump supporter.”

According to police reports and several published accounts, on Wednesday, Aug. 29, around 10:15 p.m., the two suspects approached the boy inside a southbound F train at the Forest Hills-71st Avenue subway station, made “anti-white statements,” and labeled him a “Trump supporter” while demanding his property. The teen complied, handing over his cell phone and $24 in cash before the pair walked out of the car and fled the station in an unknown direction.

Study Results Move Meng to Call for Elimination of LaGuardia ‘TNNIS Climb’ Flight Pattern

Grace Meng’s (D-Flushing) recent letter to U.S. Department of Transportation Secretary Elaine Chao calling on her to eliminate the controversial LaGuardia Airport flight pattern over Queens that, according to a new study, negatively impacts the health of borough residents.

The route was originally instituted in 2012 to divert planes from flying directly over Flushing Meadows Corona Park and the U.S. Tennis Center for the duration of the US Open each year. However, according to the new Columbia University and Queens Quiet Skies study, “The Trade-Off between Optimizing Flight Patterns and Human Health: A Case Study of Aircraft Noise in Queens, NY, USA,” which was featured in The Forum earlier this month, the year-round use of TNNIS at LaGuardia was a result of flight automation in New York City. For the TNNIS analysis, researchers compared the costs and quality-adjusted life years gained associated with reverting to pre2012 flight patterns seen prior to the year-round use of TNNIS. The TNNIS climb increased airplane noise to above 60dB over some of the most densely populated areas of the city. The serious health threats produced by the increase in noise could result in the loss of up to one year of an affected person’s lifespan.

“This study further illustrates the need to get rid of the TNNIS Climb,” Meng said. ”The route has unfairly burdened our borough with blistering aircraft noise ever since it was implemented by the FAA in 2012, and this study confirms our suspicions about the adverse health impacts it has on Queens residents. I have met with Secretary Chao and explained to her the importance of combating the excessive airplane noise over Queens. Now, in light of this new study, she must take action.
