Addabbo Set to Grill for Vets

By Forum Staff State Sen. Joe Addabbo, Jr. (D-Howard Beach) will host his annual free Veterans BBQ in Howard Beach at the end of the month.

On Saturday, Sept. 29, from noon to 2 p.m., vets and a guest are invited to the Howard Beach Motor Club (59 Russel St.) to enjoy food, music, and drinks donated by several local businesses and organizations. Seating is limited and reservations are required, the senator noted.

“As I like to say, every day is Veterans’ Day, and one of the best ways to honor our veterans is by throwing them their very own party,” said Addabbo, the ranking member of the Senate Committee on Veterans, Homeland Security and Military Affairs. “The men and women who have served in our armed forces and put their lives on the line to protect the freedoms that we enjoy deserve to feel appreciated all of the time. It is my honor to host this free event for veterans each year, so they know that their service to our country is respected and appreciated by all.”

Animal Cruelty Sleuths Tout Mobile Command Post

By Forum Staff The City Police Department and the American Society for the Prevention of Cruelty to Animals recently unveiled a new mobile command post that will be used by the department’s Animal Cruelty Investigation Squad in their mission to stop abuse and protect New York’s most vulnerable animals.

The vehicle will allow the NYPD to act quickly and effectively in cases where large numbers of animals are facing the greatest risk, officials said.

According to police, when animal cruelty is reported anywhere in the five boroughs, the NYPD takes the lead in responding while the ASPCA provides support in the form of forensic evaluations, medical treatment, animal behavior assessments and more. The alliance allows for a faster, more widespread and more thorough response to animal abuse complaints when and where they happen, according to investigators.

“Our partnership with the ASPCA is critical to our work to fight animal cruelty and combat abuse and neglect,” said Police Commissioner Jim O’Neill. “By working together with the ASPCA, we are a force multiplier in that effort, and we thank them for making this

new mobile command post a reality.”

Both the NYPD and ASPCA noted that their partnership relies on the public’s participation in order to have the greatest lifesaving potential. The public should call 311 if they suspect an animal is being abused or mistreated. For crimes in progress, call 911.

“There’s no question that New York City has become a safer and more compassionate city for animals in need, thanks in large part to the ASPCA-NYPD partnership,” added Howard Lawrence, vice president of ASPCA Human Law Enforcement.

Coke Crook Nabbed at JFK

By Forum Staff Customs cops at John F. Kennedy International Airport recently caught a passenger attempting to smuggle a large amount of cocaine into the city, according to U.S. Customs and Border Protection officials.

On Tuesday, Aug. 21, CBP officers intercepted Jazmin Alexus Jones, a U.S. citizen, arriving from Port of Spain, Trinidad. During her examination, investigators detected that the bottom of Jones’s suitcase felt unusually thick. CBP authorities escorted Jones to a private search room where a false bottom was discovered in the suitcase; it contained a powder that tested positive for cocaine.

The white stuff weighed approximately 5 pounds, with an estimated street value of $75,000. Jones was arrested for the importation of a controlled substance and turned over

“It’s an overall win-win for the community,” said Ulrich, who allocated $20,000 for the Farmers Market project. “It will fill a crucial void in Richmond Hill and the surrounding neighborhoods, where residents previously had to travel great distances to buy fresh produce. This new market will give residents direct access to fresh fruit and vegetables from locally sourced farmers—right in their backyard.”

In partnership with the Richmond Hill Block Association and GrowNYC, the largest and most established environmental organization in the Big Apple, the market will also employ local students from John Adams High School’s (Ozone Park) Junior Reserve Officers’ Training Corps, Ulrich noted.

Rockaway Veteran Eyes State Senate Seat

By Michael V. Cusenza Like so many proud sons of the Peninsula, Tim Sullivan grew up surrounded by stories of service.

He and his six brothers were raised on Clinton Walk, a narrow Irish enclave that seemed to be a Bob Beamon leap from Rockaway Point Boulevard, and a pebble’s skip from the Breezy Point Lighthouse or historic Kennedy’s Restaurant.

Tim’s dad served in the Vietnam War; two of his brothers graduated from the United States Military Academy at West Point. Mister Mastroda, a U.S. Army veteran, lived “directly across the street,” Sullivan recalled on Tuesday in a chat with The Forum.

World War II Army vet Mr. Magalli, who survived the Battle of the Bulge, resided next door; Mr. Fulham, who participated in the Normandy Campaign, D-Day +2.

And then there was Mr. Schek, the treasured World War I vet of Clinton Walk.

“When I was 5, 6, 7 years old we used to gather in Mr Schek’s yard each Memorial Day and raise the Stars and Stripes,” Sullivan said, an audible smile slipping into his speech. “As I grew up learning more and more about my neighbors, I became more interested

While this year’s State Senate District 15 Republican Primary is his first official foray into politics, Sullivan said that he has been approached to run for office “several times” over the course of the last 16 years.

“My political philosophy has always been: If you’re going to represent the people, you’ve got to walk in their shoes,” he posited.

Sullivan has been endorsed by the Republican and Conservative parties.

He laments the current state of politics—local or otherwise.

“It’s unacceptable the way we treat each other,” he noted. “Nothing gets done and the people pay for it. I think I can bring a level-head to the game— get people working in a positive direction toward a team goal.”

Forty years later and you can still hear Clinton Walk in Tim Sullivan’s cadence. That’s where he learned about life. That’s where he became enthralled with service.

“I hope I can bring some level of honesty and dignity back to public office,”Sullivan said.

Forest Hills Broker Busted in Fraud Scheme

By Forum Staff A Forest Hills man has been charged with falsely claiming to be a stockbroker who successfully traded foreign currencies through his companyin order to lure an investor to give him over $250,000, State Attorney General Barbara Underwood recently announced.

Jason Ari Amada, 41, allegedly executed a contract committing to no loss greater than one percent and that he wouldn’t take any commission unless he generated a profit, but still proceeded to engage in an aggressive daytrading strategy that generated more than $150,000 in fees and commissions for himself and his company, Amada Capital Management LLC—while resulting in the loss of more than 99 percent of the investor’s money, Underwood noted.

According to the indictment and statements made by the prosecutor at arraignment, in the summer of 2015, Amada allegedly fraudulently solicited a client and promised to save her the exchange fees that she would have otherwise been charged when convert-

Amada allegedly misrepresented his professional experience and his company’s historical profits and then convinced his client to open an online retail foreign exchange trading account and transfer control of approximately €250,000 to Amada. He also allegedly failed to disclose that his broker’s license had expired three

years prior, in May 2012.

In order to further induce his client to invest, Amada allegedly executed a written contract promising the client that she would not lose more than one percent of the money invested, and that he would only take a commission if the account earned a profit.

Contrary to his representations, once he had control of the money, Amada allegedly engaged in an

aggressive and speculative daytrading strategy involving foreign currency orders, which generated commissions for Amada regardless of whether the trades resulted in a profit or loss for his client.

Within just 45 days, this strategy generated more than$150,000 in fees and commissions for Amada – but resulted in the loss of over 99 percent of his client’s initial investment of €250,000.

Additionally, in an attempt to conceal the massive losses sustained in his client’s account, Amada allegedly transferred some of his commissions back into the trading account – only to lose the money due to his aggressive and speculative trading strategy, according to the indictment. Amada also allegedly diverted more than $20,000 to his own personal account, which he used for various personal expenses such as dining and gambling on FanDuel.

When confronted by his client about the low balance in her trading account, Amada allegedly created a fake account statement that falsely stated that her account balance was more than $150,000, when in fact it was less than $3,000.

The indictment charges Amada with one count of second-degree grand larceny and one count of violating the Martin Act. “My office won’t hesitate to prosecute those who scam New Yorkers out of their hard-earned money,” Underwood added.

If convicted of the top count, Amada faces up to 15 years in prison.

State AG Barbara Underwood said that Wong stiffed five employees out of a total of more than $29,000 in wages.

By Michael V. Cusenza A Queens contractor has been arrested for allegedly failing to pay five construction workers for hourly work, State Attorney General Barbara Underwood announced on Thursday.

Shing Tung Wong, 63, and WWJ Construction, Inc.were charged with collectively stealing more than $29,000 from their employees by repeatedly lying to the workers about eventually receiving full compensation.

According to court records, Wong was arraigned on Thursday on a six-count felony complaint that charges him and WWJ with three counts of third-degree grand larceny, two counts of fourth-degree grand larceny,and one count of scheme to defraud in the first degree. He was released on his own recognizance and ordered to return to court on Oct. 23.

According to the complaint, between Jan. 1, 2014 and June 22, 2017, Wong allegedly personally hired five workers and promised a specific rate of pay ranging from $130 to $160 per day for five to six days of work each week. Wong ran the day-to-day operations of his company and arranged for most employees to meet at a predetermined location in Queens, where he or other workers would drive them all to various

construction projects in the New York region – including Brooklyn, Bronx, Queens, Long Island, and Westchester. Workers performed carpentry, demolition, renovations, and electrical work, primarily for residential homes.

After the first few weeks of a worker’s employment, Wong allegedly stopped making weekly wage payments to them. When workers asked about their earned wages, Wong repeatedly promised that payment was imminent and asked them to continue to work based on this promise. Workers waited for full compensation week after week, but Wong only allegedly paid them sporadically or not at all. Workers continually asked Wong for their wages, and Wong would allegedly promise them that payment was coming when he received payment from the client. Eventually, workers quit after not receiving their earned and legally owed wages.

Even after workers quit, they still attempted to contact Wong to demand owed wages— but Wong allegedly ignored their requests for payment.

According to Underwood, since 2011, the AG’s office has recovered more than $30 million in stolen wages for 21,000 workers across the Empire State.

Charter Commission Approves Three Proposals

By Michael V. Cusenza The City Charter Revision Commission on Tuesday voted to approve three ballot questions—covering campaign finance, community boards, and civic engagement—for the electorate to consider in November.

Features of the proposals include: • Campaign Finance: Reduce contribution limits for all candidates for city elected offices, and increase public matching funds for candidates who participate in the public financing program. Contribution limits for participating candidates would be cut by more than 60 percent, while the matching rate on the “small dollar” portion of contributions to such candidates would increase from 6:1 to 8:1.

• Civic Engagement: Establish a Civic Engagement Commission whose mission includes expanding language access at polling sites, developing a citywide participatory budgeting program and supporting and part-

nering with community organizations in their civic-engagement efforts.

• Community Boards:The commission proposes term limits for community board members, who currently serve for two-year terms without limit, to create opportunities for new voices and leaders on all community boards. Members appointed or reappointed on or after April 1, 2019, would be limited to serving four consecutive two-year terms. However, members appointed or reappointed for a term commencing on April 1, 2020, could be reappointed for up to five consecutive two-year terms, in order to prevent a heavy turnover of community board membership in 2027 and 2028. Boards would also receive additional resources, particularly in urban planning.

“The proposals approved by the commission today will provide the voters with an opportunity to weigh in on changes that would impact several important aspects of civic life,” Charter Revision Commission Chairman Cesar Perales said.

Unfortunately, here in Queens we’re a little too used to less-than-ethical local politics infused with scandal, and littered with corruption: Shirley Huntley, Brian McLaughlin, Hiram Monserrate, Anthony Seminerio, Ada Smith, Malcolm Smith—the list goes on, but we’re sure you get the point.

And in case you haven’t guessed, for the most part, the root of their crimes was the almighty dollar. Whether soliciting bribes for political favor or stealing State grants, perpetrating fraud or misappropriating campaign funds, this group of vultures circled around the cash and got snagged for their dirty deeds.

While we could never adjust the moral compass to condone these actions, they can be somewhat understood through the motivation of greed.

But there are some other actions emanating from the current political arena that could never be understood, nor should the good people of Queens tolerate them.

On Sept. 13, the Republican Primary for the State Senate District 15 seat will be held. The victor in that primary will go on to challenge incumbent State Sen. Joe Addabbo, Jr. (D-Howard Beach) in November.

Running in that contest is Tom Sullivan, a decorated war hero with multiple tours to Iraq, Afghanistan, and Kuwait. Sullivan, a small businessman, is a life-long Queens resident who has raised his family here and has admirable goals to serve the would-be constituency.

His opponent, Slawomir Platta is an alleged attorney who has lived in Queens for less than a year. Now even if we chose not to hold either of those things against him, there are a whole lot of other reasons that Platta needs to be stamped out before he goes much further.

In order to get on the ballot for the upcoming primary, Platta circulated a petition for a third party line called the No Homeless Shelter Party at a homeless shelter rally. The problem is that Platta told unsuspecting rally attendees that they were signing a petition to speak out about stopping Mayor de Blasio from creating any more homeless shelters.

When one such signer, Scott Jordan, realized he had been duped, he decided to become an objector to the petition at the NYC Board of Elections because the signatures were obtained through fraud and misrepresentation. BEATING THE BACK TO SCHOOL BLUES

By Forum Staff Hopefully, the recent journey back to school was effortless. However, for many children, the start of the new school year means the end of fun and free time. If most kids had it their way, summer would last forever. We know that’s never going to happen, so it's our job to help them see that there’s a way to return to school buses, backpacks and books with a genuine smile—not a grimace—on their faces. Before the blues set in, here are some tips to head them off at the pass.

Give them the 4-1-1.

When kids start at a new school— whether moving to kindergarten from day care or middle school from elementary— they may feel anxious about all the newness. It’s important to give them as much information as possible. Visit the school yourself and learn the layout, then when you're dropping off or picking up ask to have a walkthrough so you can both learn the lay of the land. In this case, familiarity breeds comfort.

1. Get your kid’s class schedule and go over it with them. You can decrease a lot of uncertainty and help them get familiar with all of the new components they’re facing and greatly reduce apprehension they're most certainly feeling.

2. Kids panic when they can't get their lockers open so practice their combinations with them.

3. Meet the teacher. If your child is new to the school or the neighborhood, make sure the teacher knows it. If you can't make it up to the school, writing a letter to the teacher with basic tips and easy requests is a big help.

Talk through anxieties.

Kids might feel ambivalent or anxious about returning to school for a number reasons. Whatever is going on, talk about it.

And more important than talking is listening. Kids tend to globalize things: I never have fun. School is always boring. That ‘all or nothing’ thinking can lead children to feel depressed. Get them refocused, and challenge that negativity. Remind them about the fun that awaits them at school and on the weekends too. Normalize it as much as you can.

Create a plan of action.

If your child has a legitimate issue that’s leaving them unenthusiastic about returning to school—maybe they struggled with a subject or were bullied—create a plan of action and explain it to your child. If your kid had trouble in math last year, tell him/ her that you are going to start the process of getting them more support, and then follow through. Or in a bullying situation, let your child know that you will speak to the school and involve the necessary parties to ensure that it’s being looked into and handled.

Get reacquainted with old friends.

Sometimes your kids don’t see their school friends until that first day back. Reconnect with old to get reacquainted. Play dates are great ways to do this. Encourage “homework pooling” among your child’s friends. Arrange it with the other parents. This can help with everyone’s schedule and make the task of homework manageable and palatable. Rotate houses so the burden isn't in one place Make a special purchase.

Cops Search for Stick-Up Villains

By Michael V. Cusenza South Queens cops on Tuesday reached out to the public for help in identifying two men wanted in connection with a pair of armed robberies last month in South Richmond Hill.

According to police reports, on Sunday, Aug. 19, around 10:25 p.m., the two suspects

approached a 49-year-old man near the corner of 120th Street and 103rd Avenue when one of them pulled out a gun and demanded his property. The men removed his wallet and cell phone and fled the location on foot in an unknown direction. No injuries were reported, cops said.

Approximately 25 minutes later, the same two suspects approached two teen boys who were standing in front of a home on 122nd Street near 107th Avenue, displayed a firearm and demanded the victim’s property. The males removed each of their cell phones and fled the location on foot in an unknown direction. No injuries were reported.

The perpetrators are described as: Suspect 1: a black man in his 20s, slim build, last seen wearing a black shirt and orange pants.

Suspect 2: a black man in his 20s, last seen wearinga burgundy sweatshirt and jean shorts.

New Marijuana Enforcement Policy now in Effect

By Michael V. Cusenza Last Saturday marked the start of a new month, and perhaps the beginning of the end of the criminalization of marijuana in the Big Apple.

The City’s new marijuana enforcement policy went into effect on Sept. 1. Developed to reduce unnecessary arrests, the modern method calls for the majority of New Yorkers found smoking marijuana in public to face criminal summonses instead of handcuffs and holding cells.

“The NYPD sees zero value in arresting people for marijuana offenses when those arrests have no direct impact on public safety,” Police Commissioner Jim O’Neill wrote in a New York Daily News op-ed. “And we know that making criminals out of those with no prior arrest history severely hampers our efforts to build trust and strengthen relationships with the people we serve.”

“Make no mistake: Marijuana is illegal in New York,” O’Neill wrote in the News’ Aug. 31 edition. “And even if it is legalized, it will still be a crime to walk along a sidewalk, drive a car or hang out in a park while smoking it — just like in other states that have already legalized the possession and limited use of the drug. Public consumption is prohibited from coast to coast.”

According to NYPD projections, the change will likely reduce overall marijuana arrests in the five boroughs by about 10,000 per year, based on 2017 arrest records and patterns.

Officials Laud Return of School Zone Speed Camera Program

The hands of New York Democrats have certainly been sore this week from patting each other on the back following their recent victory in renewing and expanding the school zone speed camera program.

Mayor Bill de Blasio made it official this week when he signed Intro. 1089, which preserves and expands the use of speed cameras near schools where speeding is a consistent issue. The law will immediately be enforced at 140 schools where speed cameras previously existed. The City will be expanding the use of speed cameras to an additional 150 schools, bringing the total number of protected schools to 290.

“We refuse to let politics endanger our children, so the City is stepping up to provide these life-saving tools just in time for when 1.1 million children return to school,” de Blasio said.

All summer long, elected officials and street safety advocates have been pleading with State Senate leadership to reconvene a special session and vote to reauthorize the 2013 pilot program that placed 140 cameras around city schools across the five boroughs. Senate Republicans wouldn’t budge.

signed an executive order declaring a state of emergency in New York City and reinstating the speed camera program. The order temporarily suspended the sunset provisions in the program legislation, providing the City with the authority it needed to implement it ahead of the school year.

The executive order also directed the State Department of Motor Vehicles to help the City implement the program in time for the 2018 school year. The DMV

granted the City Police Department access license records, a crucial component of the speed camera system.

And last Wednesday, the City Council voted, 41-3, to create a local speed camera program that would allow the City to impose liability on vehicle owners for failure to comply with maximum speed limits in school speed zones. The program would not have a cap on the number of cameras that could be operated and would allow the

City flexibility in hours of operation to address safety concerns near schools. Vehicle owners would be liable for an operator of that vehicle exceeding the speed limit by more than 10 miles per hour in a school speed zone. Such vehicle owners would be liable for a $50 penalty.

According to the administration, speed cameras installed in city school zones have reduced traffic injuries to pedestrians, motorists, and cyclists by 17 percent, while reducing speeding by 63 percent on average; 81 percent of cars that received one speed camera violation do not receive a second, officials noted.

“We know that speed cameras save lives, and yet the Senate Republicans let this critical program expire and put our children in jeopardy. We will not stand idly by as the Senate Republicans play politics with the lives of our children. With the school year upon us, I took emergency measures to reinstate the speed camera program, and I thank Mayor de Blasio and [Council] Speaker [Corey] Johnson for working together with the State to keep our children safe,” Cuomo said on Tuesday. “This is an extraordinary action for an extraordinary situation, and it is not a substitute for the State Senate acting responsibly and passing the life-saving speed camera legislation.”

The idea of a modern-day Gotham trolley system was introduced by Hizzoner during his State of the City address in February 2016.

“The BQX will be a game changer,” de Blasio wrote in the mayoral letter in the recently released Conceptual Design Report.

“For the price of a MetroCard fare, the BQX will save many straphangers an average of up to 20 minutes a day on their commute. It will uplift our economy by bringing New Yorkers together in a new way and help us to become the fairest big city in America.”
