Cops Looking for Richmond Hill Pair who Fired Shots in Air

By Michael V. Cusenza Cops have released surveillance video and still images to the public for help in identifying a man and a woman wanted in connection with what authorities have described as a reckless endangerment incident that occurred in Richmond Hill about a month ago.

On Friday, Aug. 12, at approximately 4:15 a.m., in the vicinity of 130th Street and 90th Avenue, the two suspects fired multiple shots into the air; no injuries were reported, according to investigators.

The first individual is a black man, in his 30s; last seen wearing a white T-shirt, dark-colored pants and white sneakers.

The second suspect is a black woman, also in her 30s; last seen wearing a dark-colored shirt and carrying a black purse.

Addabbo Urges City to Spray Vulnerable Communities with Mosquito Pesticide

By Michael V. Cusenza A state senator recently reprised his request for mosquito pesticide to be sprayed in two vulnerable south Queens communities.

Sen. Joe Addabbo, Jr. (D-Howard Beach) last Thursday urged the City Department of Health and Mental Hygiene to spray Hamilton Beach and Howard Beach – neighborhoods that are surrounded by bays, canals and marshland where mosquitoes gather – with treatments to manage the bugs.

Addabbo said he has requested the pesticide multiple times over the last several months, and that he intends to continue his demand until the spraying occurs.

“The mosquito infestation in certain sections of Howard Beach and Hamilton Beach is so severe that residents sometimes cannot even leave their homes without being met by a swarm of bugs,” the senator said. “These insects could possibly be carriers of serious, even potentially deadly, viruses such as Zika and West Nile, yet despite the several requests I have made to have treatments sprayed in my district, these two communities are still waiting for the relief they desperately need.”

Jamaica Bay Oyster Project to Help Improve Water Quality: City

By Forum Staff Jamaica Bay will soon be implanted with 50,000 breeding oysters, the largest single installation in New York City, after Mayor Bill de Blasio and the Department of Environmental Protection (DEP), in partnership with the Billion Oyster Project, have announced the project is underway.

Once blanketed by oysters, the New York/New Jersey Harbor have become functionally extinct decades ago after over harvesting, dredging and pollution. Oysters are widely recognized as a key component of a healthy marine ecosystem as they filter pollutants from the water, help to protect wetlands and shoreline from erosion and storm surge, and provide habitat for communities of fish and other aquatic organisms. Once the oyster installation is complete, water quality in the vicinity of the beds will be monitored for anticipated improvements in dissolved oxygen, nitrogen removal and turbidity. In addition, the beds will be evaluated for the recruitment of new oysters. The project is being funded with a $1 million grant from the U.S. Department of Interior, which is administered by the National Fish and Wildlife Foundation (NFWF). DEP is contributing $375,000. The Billion Oyster Project and students from the Urban Assembly New York Harbor School will assist with the installation and monitoring of the oyster beds.

"The restoration of oysters back into the waters of Jamaica Bay is one of the key remaining goals to fully restore this great and unique ecosystem,” said Dan Mundy, Jamaica Bay Ecowatchers.

The installation will include a central donor bed composed of 50,000 adult and spat-on-shell oysters as well as four smaller receiving beds composed of clam/oyster shell and broken porcelain. The porcelain was harvested from nearly 5,000 inefficient toilets that were recycled from the citywide water conservation program.

Existing water quality monitoring at the site of the oyster beds will serve as a baseline for future comparison. Monitoring will continue for two years after the installation of the beds in order to establish water quality benefits provided by the oysters.

Beginning in 2010, DEP conducted two oyster reintroduction pilot studies within Jamaica Bay and monitored results show adequate environmental conditions for oyster growth and survival within Jamaica Bay, including water quality within normal tolerances for the eastern oyster.

The next step in restoring oysters in Jamaica Bay is to determine the effect of placing larger oyster beds in areas that could protect salt marshes from further erosion while improving water quality.

Wanted Man Nabbed at JFK, Faces Murder Charge in Fatal May Shooting

By Forum Staff A Queens Village man has been charged with murder in the fatal shooting death of a 24-year-old Brooklyn man this past May 19.

Following the shooting, the defendant allegedly purchased a ticket to the Caribbean and upon his return was apprehended at Kennedy Airport.

“The defendant was identified by a witness in the shooting … earlier this year. This was a senseless killing before darkness set on a residential street in Queens. This brutal gun violence must end to keep everyone in our community safe. The defendant in this case has been apprehended and is facing a lengthy prison sentence,” said District Attorney Richard brown.

According to the criminal charges, on May 19, 2016, near the intersection of 122 Avenue and Grayson Street in the St. Albans section of Queens, the defendant shot 24- year-old Lameak Williams at least two times. The victim was hit once in the torso and a second bullet pierced the man’s right leg. The victim was taken to a local hospital, but died the following day.

Jamaica Man Charged with Murder in Stabbing Death of Cop’s Aunt

By Michael V. Cusenza A Jamaica man has been charged with the Aug. 31 murder of a 60­year­old Bangladeshi immigrant whose nephew is a City cop.

Yonatan Galvez-Marin, 22, was arraigned on Sunday on a complaint charging him with two counts of second­degree murder, first­ degree attempted robbery, and fourth­degree criminal possession of a weapon. He was ordered held without bail and to return to court on Sept. 9.

If convicted, Galvez-Marin faces up to 25 years to life in prison.

Queens District Attorney Richard Brown said that, according to the charges, last Wednesday at approximately 9:15 p.m., the victim, Nazma Khanam, 60, of Jamaica Hills, was walking down Normal Road just steps ahead of her husband, MD Shamul Alam Khan, 67, when Galvez-Marin approached her and demanded money. After Khanam refused, Galvez-Marin allegedly stabbed her in her torso once and fled.

The murder comes less than three weeks after a Bangladeshi imam and his assistant were gunned down in broad daylight on Liberty Avenue in Ozone Park. An arrest has been made in that case as well.

“Sadly, the Bangladeshi community once again finds itself having to deal with the senseless murder of one of its own,” Brown said.

“The individual who attempted to rob and attack this defenseless wife and mother as she walked down the street has now been apprehended and will be vigorously prosecuted for this unprovoked and heinous attack.”

U.S. Rep. Grace Meng (D-Flushing) thanked the NYPD for the quick arrest, add-

ing, “The stabbing death of Nazma Khanam is horrifying, disgusting and all New Yorkers must condemn this heinous crime. HAPPY ANNIVERSARY A-TRAIN Dear Editor,

On September 10, 1932 service started on the A train which originally ran between 207th Street in upper Manhattan and Chambers Street in downtown Manhattan. This was the first city owned and built IND subway line. At the time, it was considered state of the art with rattan seats, metal straps and overhead fans providing speedy service. The subway cars were so well built, many ran over 40 years into the early 1970's. The basic design of these cars served as the foundation for future generations right up to the present day.

IND stations on the A line were built to accommodate up to 11 car lengths.

During the 1930s, NYC began building and financing construction of the new IND (Independent Subway - today's A,C,E,F and G lines). This new municipal system completely subsidized by taxpayers dollars would provide direct competition to both the privately owned IRT (Interboro Rapid Transit - todays's 1,2,3,4,5,6 and 7 lines) and BMT (Brooklyn Manhattan Transit today's B,D,J,L,M,N,R,Q and Z lines).

The original base fare of five cents was established in 1913. Municipal government forced both the BMT and IRT into economic ruin by denying them fare increases in future decdes that would have provided access to additional badly needed revenues. Big Brother, just like the Godfather, eventually made them an offer they couldn't refuse. The owners folded and sold out to City Hall in 1940..

The A train became famous in the 1940's when jazz musician Duke Ellington wrote "Take the A Train". The A line was extended in 1936 known as the "Fulton Street branch" running thru Brooklyn terminating at Lefferts Blvd in Queens. When the Long Island Rail Road abandoned the Rockaway Beach Branch in the 1950's, the A line was extended to provide new service to the Rockaways which began on June 28, 1956.

In 1953, the old NYC Board of Transportation passed on control of the municipal subway system, including all its assets to the newly created New York City Transit Authority. Under late Governor Nelson Rockefeller in the 60′s, the Metropolitan Transportation Authority was created. The Governor appointed four board members.

Likewise, the Mayor four more and the rest by suburban county Executives.

No one elected official controlled a majority of the votes. As a result, elected officials have historically taken credit when the MTA or any operating subsidiary such as New York City Transit would do a good job. When operational problems occurred or fare increases were needed — everyone

could put up their hands. Don’t blame me, I’m only a minority within the Board. Decade after decade, NYC Mayors, Comptrollers, Public Advocates, City Council Presidents, Borough Presidents and City Council members would all play the same sad song — if only we had majority control of the Board – things would be different. All have long forgotten that buried within the 1953 master agreement between the City of New York and NYC Transit is an escape clause. NYC has the legal right at any time to take back control of its assets which includes the subway and most of the bus system as well. Actions speak louder than words. If municipal elected officials feel they could do a better job running the nations largest subway and bus system, why not step up to the plate now and regain control of your destiny.

Many are too young to remember that up until the 1970's -- NYC Transit extended E line service which ran express in Brooklyn providing supplemental service to the A line during rush hours to the Rockaways. Riders up until the early 1970's had to pay an extra fare when traveling beyond Broad Channel to any other station in the Rockaways. For off peak and late night service, there was the old HH local shuttle from either Rockaway Park or Far Rockaway to Euclid Avenue Station which was the first stop in Brooklyn.

But when he first began his real estate career he was sued by the Justice Department for refusing to rent apartments to black and Latino tenants. Their applications would be marked with a C for colored and then rejected. This pattern continued for decades. Regulators fined Trump's ca-

Now Trump has hired Bill Stepien to be in charge of voter turnout. That's the same Bill Stepien that Chris Christie fired for his involvement in the Bridgegate scandal, stranding thousands of commuters. Let's hope no Democrats have to cross a bridge to vote. P.S. I think we SHOULD build that impenetrable wall on the Mexican border! And let's make it HUGE! Big enough to keep anyone.....never mind, it's too late.

I read with nothing short of glee the letter sent to Shop and Stop by the civic association. Again thanks to this group for having the b–––sto speak up and try to do somethng for this neighborhood. For years we senior citizens hav fallen the victims of this pig pen first dressed as Waldbaum's and now hding behind another label.

But in my father's house there was an expression that was always used to explain things that weren't right. "The fish stinks from the head down." Unfortunately, the owners of Stop and Shop didn't have a clue as to the stink of the fish they picked up. This store manager brought nothing but bad, disgusting habits with him from one place to the other and now he's added aggressive beggars to his repetorie.

Granted Stop and Shop is closer and sometimes cheaper, but I'd rather take the extra ten minutes to go down to Key Food where at least I know I don't need to cross my fingers to make sure I can get in and out of the store before i am practically assialed by any number of vagrants who want to charge me to put their filthy hands all over my packages. And you call this help. I call it dirty habits.

Forum reader Lisa Lovato called the office the other day to inform us of a Facebook post which is the inspiration for this very editorial. The post came from the page of the Howard Beach Citizens Safety Patrol, also known as Howard Beach Cop. It seems that Ms. Lovato took offense to a post on their page which included several photos of the car of group president, Joe Thompson. Apparently the vehicle was found near his Lindenwood apartment, without its rims and tires.

Now the reason Ms. Lovato said she became so upset was because of the comment by the group above the picture. Presumably it was written by Mr. Thompson because the writer refers to the tires and rims as being theirs.

But here goes: What a feeling waking up to all your tires and rims stolen!! It doesn’t matter what you do for this Howard Beach community it will never be enough!!This is the Patrol Presidents Car, less than a month old!!

When Ms. Lovato expressed her distaste over the remarks, Mr. Thompson did what anyone in control of their Facebook page can do—he took down the comment and blocked her from the page so that she no longer had any access to express her opinion. To me that is unsocial media, defined by its desire to control and manipulate, to exclude and to color situations with shades of untruth.

Having kept a close eye on this page and others published by HBCOP, it’s an undisputable truth that only those in favor are allowed to express themselves because anyone with an opinion differing from their position is automatically denied access. I myself landed under the handle of HBCOP's axe last year when I expressed my opinion. I’ve let a hundred such infractions go including a laughable cavalcade of Protest the Forum pages put out last year. But this time I am not letting it ride. This is MY

PAGE Mr. Thompson and Ms. Lovato and anyone else in this community can come here and say what they want without me hitting the delete button. Whether I agree with it or not, whether it speaks ill of me, it doesn’t matter because that’s the responsible thing to do when you want to represent yourself as a community presence.

Mr. Thompson, if you think that you’re going to spit in the face of Howard Beach while I stand by, well let's just say that's a very naive thought. Your comment is audacious, ridiculous and not demonstrative of the type of person we need patrolling our community.

You have the nerve to insinuate that someone in Howard Beach community stole your rims and tires after all you've done? What is it exactly that you think you've done? And what do you expect the community to take turns and stand next to your car and guard it while you sleep? You openly insult the Howard Beach community, the same Howard Beach community whose donations paid for your cars, uniforms and various gear you’ve put together. The same Howard Beach community you ask to trust you and hire you as a private security force.

Mr. Thompson, you’ve been called out on these pages before for spreading reckless and untrue information, and as if this whole insult the community incident was not enough, you’ve again used your social media presence to disseminate more damaging information and false reporting.

Ms. Lovato informed us she also made comments about the fact that you suggested that photos you took of a homeless man almost a year and a half ago might be the man in the sketch released by police looking for information in the Vetrano murder. The man in your photos looks NOTHING LIKE the man wanted for questioning, not if he lost weight gained it or had plastic surgery.

The fact that you would try to represent to the community that you may have something is another desperate attention seeking plan.

I don’t know what it’s going to take to make you do the right thing but if calling you out in public makes a dent then I have no problem continuing to try. And just so you know, I don’t care if you pull up on my driveway and shine your patrol light into my home and harass me again. I’m not afraid of you or your deputy’s.

You owe this community an apology or ten. Why don’t you focus on that?

Long-Sought 98th Street Speed Bumps Imminent

By Michael V. Cusenza Could these long-awaited bumps in a Woodhaven road be headed for a mountain of trouble?

The City Department of Transportation this week began to prepare 98th Street between Jamaica Avenue and Park Lane South for the installation of two raised speed reducers – speed bumps – and perhaps some wellearned peace of mind for the area residents that have been begging for the safety measures for nearly five years.

According to DOT, a raised speed reducer is a raised area of a roadway that deflects both the wheels and frame of a traversing vehicle with the purpose of reducing vehicle speeds.

But these southern borough bumps might not be ready for their close-up just yet.

Community Board 9 Member Alex Blenkinsopp on Tuesday noticed something strange about the designated positions of the speed bumps and made the City and Woodhaven residents aware through social media.

“Oddly, @NYC_DOT is placing 1 speed bump at very beginning of the block, & 1 at very end. A 1,000-foot straightaway separates them. Why?” Blenkinsopp asked.

DOT answered with a link that contained information on “speed reducer criteria & feasibility.”

“Doesn’t make sense to slow cars before they can pick up speed, & to hide a bump just beyond a curve after a long uninterrupted stretch,” Blenkinsopp said. “@NYC_DOT took YEARS to pick locations for these bumps & this was what they came up with? I don’t get it. Why not consult the residents?”

The agency has yet to respond to that last inquiry.

Blenkinsopp told The Forum on Wednesday that he’s already heard from multiple residents who are “scratching their heads” over the placement of the bumps.

“The first bump will be at the very beginning of the block, before cars can pick up any speed,” he noted. “After that, there’s a very long, uninterrupted straightaway – no speed bump planned for this area. Then the road curves, and hidden right around that curve is the second planned speed bump. Nearly 1,000 feet separate the two speed bumps.

“The long, uninterrupted stretch has been the primary concern of the block’s residents for years,” Blenkinsopp continued. “The anticipated locations of the speed bumps will do little to address that concern. 98th Street would continue to bear an uncanny resemblance to a racetrack.

“Through Community Board 9, these concerns have been communicated to DOT. I hope they respond soon, and ideally change the planned locations for the bumps.

“DOT already postponed installation of these bumps once, supposedly due to an issue with the locations. They’ve had years to figure this out, and this was the best they could come up with? I know that there are a bunch of technical requirements governing where speed bumps can go, but why doesn’t DOT ask residents – those with the deepest knowledge of what would work and what wouldn’t – for input and help?”

HEAD LICE AND WHAT TO DO While it may seem unbelievable, summer is over and kids are heading back to school.

And it's definitely the time when the warning flag about kids sharing more than lunch, namely head lice.

Tiny greyish brown insects, about the size of a sesame seed, head lice cling to hairs, close to the scalp where they feed.

They lay eggs which hatch in 7 to 10 days.

It then takes about 10 days for a newly hatched louse to grow to an adult and start laying eggs.

Nits are the empty white egg shells which are left when lice hatch. They look like dandruff, but stick to hair and cannot be easily brushed out.

Lice are spread from close hair-to-hair contact. Don’t believe any myth which says they do not jump or fly—they crawl–– period, and generally cannot survive longer than 24 hours off the host. Head lice soon die when away from hair, and don’t live in clothes and bedding, etc.

If your child comes home with lice, a quick trip to your local pharmacy can put an end to the plight caused by these tiny parasites.

A wide selection of preparations are available at your local pharmacy. Lice can cause a

reaction on the scalp and cause itching. If you catch them early however, the itching may not even take effect.

Eight out of every 10 cases of lice can be cured with the use of insecticide lotion. We suggest a water-based lotion, as the alcohol based preparations can be highly flammable.

Dimeticone is anothr prep which does not contain chemicals. Instead, it covers the lice and suffocates them. Reapplication is needed as it doesn’t kill eggs.

Lice are often resistant to Over-The-Counter treatments, so you may need to ask your pharmacist to recommend a brand with different active ingredients and advise you to repeat the process.

Although treatment kills the adult lice it will not get rid of nits (empty egg cases). For this you’ll need a special fine-toothed comb, which you will also find at the pharmacy.

A number of herbal treatments and shampoos are available, such as Tea tree oil, that may help to manage or preventhead lice.

Head lice can be very frustrating for all involved—so let your pharmacist help you rid yourself and your child of this problem.

Cops Catch Gang Member with Automatic Weapon Two Anti-Crime Unit cops recently apprehended an alleged gang member and were able to get another gun off 106th Precinct streets in the process.

“Kudos to 106 AC, Lt Zocchia & Sgt Fergus 4 arrest of gang member with Mac 11 firearm with 30 round clip #onelessgun,” the precinct posted to its Twitter feed last Friday, along with an image of the deadly weapon.

For the third summer in a row, Borough President Melinda Katz’s office collected donated backpacks and other school supplies in a drop-box placed in the lobby of Borough Hall. The items will be provided to some of the children who reside in city homeless shelters and will help the kids get the school year off to a good start, Katz said.

The supplies were dropped off in August by contributors donating to “Project: Back to School,” an annual initiative organized

by the Coalition for the Homeless. According to the Department of Education, 83,000 schoolchildren were homeless at some point in the last school year and about 23,000 kids reside in city shelters on an average night.

Addabbo Trumpets Environmental Advocates’ Report Card Score

The Environmental Advocates of New York, a group based in Albany whose mission it is to protect our air, land, water, wildlife and the health of all New Yorkers, has recognized state Sen. Joseph Addabbo (D–¬Howard Beach), as one of New York State’s leading legislators fighting to protect the environment from harmful waste and pollution.

The watchdog group monitors state government, evaluates proposed laws, and champions policies and practices that will ensure the responsible stewardship of our shared environment.

Addabbo, a member of the Senate Environmental Conservation Committee, was given a score of 81 out of 100 for his support of more than 20 pieces of legislation that the Senate voted on during the 2016 legislative session. Of the nearly two dozen bills, Addabbo co-sponsored key environmental efforts including the Child Safe Products Act (S.5995), which aims to increase transparency regarding toxic chemicals used to make toys or other products used by children, as well as a bill (S.884) that would require waste from oil and natural gas products to be treated as hazardous waste.

The Senator also supported legislation that would protect New York’s environment from harmful chemicals and cut back on waste that contributes to landfills, including bills to reduce food waste by donating leftover food from school lunch programs to charitable meal organizations (S.854),

“These bills, along with the many others we were able to pass this year to help protect our Earth, send a strong message that our state values conservation and is ready to lead the way toward a more environmentallyfriendly way of life,” said Addabbo. “From removing dangerous chemicals in drinking wa-

ter to providing incentives to consumers who are gravitating toward the use of renewable energy, the bills highlighted in this report are some of the most important pieces of legislation my colleagues and I worked on this year and I am proud to have sponsored many of them and voted to approve several others.”

Additionally, Addabbo sponsored bill (S.8043) that seeks to prevent sediment that has been contaminated with harmful waste from being used to fill pits in Jamaica Bay, a process known as dredging. The Senator also firmly opposed the Port Ambrose Liquefied Natural Gas project, a dangerous proposal to construct a pipeline off the coast of Rockaway that would have put the entire peninsula in danger of pollution and many other harmful effects, he has since continued his support for an offshore wind farm off the coast of the Rockaway Peninsula that seeks to supply renewable energy to New York City and Long Island while significantly reducing the amount of harmful emissions released into the atmosphere.

“New York state has cemented its position as a national leader in the fight to help preserve our planet and cut back on unnecessary pollution and waste, and I am proud to be at the center of that as a member of the Senate Environmental Conservation Committee,” said Addabbo. “I look forward to continuing New York’s work to protect and preserve the environment in any way possible.”

NY Senators Announce $14M+ in Fed Funds to Support Homeless Veteran Families

By Forum Staff At risk Veterans and their families can now breathe a sigh of “housing relief ” after an announcement by U.S. Senators Charles E. Schumer and Kirsten Gillibrand that $14,074,580 in federal funding has been allocated to seven organizations in New York City and Long Island to provide services for them.

“These federal funds will give at-risk veterans access to resources and support that can help them and their families find safe places to live and avoid homelessness,” said Senator Gillibrand, a member of the Senate Armed Services Committee.

The grants are being provided under the VA’s Support Services for Veterans Families (SSVF) program, which helps Veteran families around the nation who are permanently housed or transitioning to permanent housing. The SSVF grant program provides access to crucial services to prevent homelessness for Veterans and their families.

According to the VA, SSVF funding helps support outreach, case management and other assistance to prevent Veteran homelessness or rapidly re-house Veterans who become homeless. In FY2015, SSVF served

•Samaritan Daytop Village, serving Manhattan, the Bronx, Queens and Brooklyn, has been awarded $2,002,660.

•The Jericho Project, serving Staten Island, Manhattan, the Bronx, Queens and Brooklyn, has been awarded $2,569,321.

•Volunteers of America-Greater New York, serving Staten Island, Manhattan, the Bronx, Queens and Brooklyn, has been awarded $1,494,691.

Schneiderman’s ‘Working for Justice’ Report Touts Enforcement Actions of AG Labor Bureau

By Forum Staff State Attorney General Eric Schneiderman on Monday issued his third annual Labor Day report, “Working for Justice,” which covers the enforcement actions of the AG’s Labor Bureau and, as Schneiderman put it, the policies he has promoted on behalf of the labor force.

“As Attorney General, I remain steadfastly committed to ensuring that workers are paid for the work they do, that their pay lifts them out of poverty, and that undue obstacles aren’t placed in their path to job security and economic advancement,” Schneiderman said. “I celebrate the progress we made over the past year, and will continue fighting for the working men and women who contribute so much to our great state.”

Some of the more notable achievements on behalf of workers over the past 12 months include: • Recovering almost $5.7 million for more than 3,300 low-wage workers, including fast-food employees, home health aides, taxi drivers, restaurant employees, and construction workers, among others. Since taking office, Schneiderman said he and his staff have recovered nearly $27 million for more than 20,000 workers victimized by wage theft, and levied $2.5 million in penalties against unscrupulous employers.

Crew, to end the harmful practice of “on-call scheduling,” in which workers are required to call in to work a few hours in advance to find out if they are needed; such shifts require employees to obtain child care and forego other employment and educational opportunities without compensation.

• Ending unscrupulous non-compete agreements for workers at multiple companies, including Law360 and Jimmy John’s, after investigations by the AG’s Labor Bureau. According to Schneiderman, noncompete clauses are legal in New York only when a worker has highly specialized skills or access to trade secrets.

“While my office relies on existing law to protect workers and hold unscrupulous and exploitative employers accountable, we are also on the cutting edge to surmount new or seemingly intractable challenges in the workplace,” Schneiderman noted in the report’s introductory remarks . “We strive daily to ensure that workers rise above poverty wages, are paid for the work they do, are treated with dignity and respect, and can aspire to a life of financial security and greater opportunity.”

Schumer, Gillibrand Herald DOJ Funding for Domestic Abuse Support Programs in City

By Forum Staff Every year, the New York City Domestic Violence Fatality Review Committee releases an annual report which details the occurrence of domestic violence incidents reported in NYC. The 2015 report describes 914 domestic violence homicides, involving 881 perpetrators, that occurred in New York City from 2002 through 2014, with regards to demographic factors (e.g., age, gender, race, ethnicity, and neighborhood), victim and perpetrator contact with City agencies, and the community level socioeconomic circumstances that intersect with family-related violence.

In 2014, there were 63 family-related homicides, accounting for almost 1 out of every 5 homicides in New York City. Homicide reflects the most extreme outcome of family-related violence, and makes up only a small fraction of all crimes that are classified as family related.

A broader indicator of the impact of domestic violence in the City is the number of domestic violence incidents recorded by the police. Last year, the police responded to 282,648 domestic violence incidents.

To address the aftermath of the current siege of continuing domestic violence incidents, U.S. Senators Charles E. Schumer and Kirsten Gillibrand have announced $1.8 million in federal Department of Justice (DOJ) funding for domestic abuse support programs in New York City.

“Domestic and dating violence is never acceptable and we must do all we can to both prevent it in the first place, and to take care of those who are victimized by it,” said Sen. Schumer. “I will continue doing everything I can to ensure organizations like these have the resources they need to combat these horrible crimes.”

With this funding, Sanctuary for Families and its project partners will provide victim advocacy and comprehensive holistic legal services to victims of domestic violence, sexual assault, stalking and/or dating violence through direct representation in family law matters such as divorce, child custody and/or child support; immigration, administrative agency, campus proceedings and housing matters as well as other similar legal matters arising as a consequence of the abuse or violence.

The Violence Intervention Program -will receive $300,000 in federal funding to provide culturally specific resources and services that address the safety, economic, housing and workplace needs of victims and sexual assault,

domestic violence or stalking.

The Manhattan Legal Services -will receive $600,000 to provide quality representation to victims of domestic violence, sexual assault, dating violence and stalking in Manhattan. The organization will provide a Life Skills Program to assist 48-60 Latina immigrant survivors of domestic violence and sexual assault in navigating systems necessary to live independently in the U.S. each year over the two year contract.

With this funding, the organization and its project partners will provide victim advocacy and comprehensive holistic legal services to victims of domestic violence, sexual assault, stalking and/or dating violence through direct representation in family law matters such as divorce, child custody and/or child support, immigration, administrative agency, campus proceedings and housing matters as well as other similar legal matters arising as a consequence of the abuse or violence. The organization will implement and/or enhance project activities that protect victim safety, confidentiality and autonomy and increase offender ac-

countability. The funds will support two parttime victim advocates that will provide safety planning, referrals for emergency housing and other supportive services for victims of sexual and domestic violence. The organization will conduct legal workshops at local colleges and universities and rape crisis centers and support one supervising attorney and one staff attorney who will provide direct civil legal assistance to clients.

The Korean American Family Service Center –the Queens center will receive $300,000 in federal funding to provide free and comprehensive services that empower low-income Korean-American and Korean immigrant victims of domestic violence or sexual assault. The focus of the Chin-Jung Community Project will be the extensive, vulnerable Korean population that resides in Queens and Manhattan.

“By increasing accessibility to services for survivors we can help provide the support and resources they need to be protected and put their lives back together,” Senator Gillibrand said.

The goal of the grant programs through the Office on Violence Against Women is to create sustainable change within and between organizations that results in accessible, safe and effective services for individuals who are victims of sexual assault, domestic violence, dating violence, and stalking and accountability for perpetrators of such crimes. The Legal Assistance for Victims Grant Program is designed to strengthen civil and criminal legal assistance programs for adult and youth victims of domestic violence, dating violence, sexual assault, and stalking who are seeking relief in legal matters arising as a consequence of that abuse or violence.

Housing Inspector Charged after Probe Reveals Illegal Conversions of Borough Buildings he Owns

By Forum Staff A Queens tenanat’s complaint phoned into the 311 system has landed a New York City Housing Preservation and Development (“HPD”) inspector in hot water after he was charged with endangering the lives of tenants living in two unlawfully converted Queens dwellings he owns following the inspection triggered by the 311 complaint.

Residents were ordered vacated from the allegedly illegally occupied premises as a result of the dangerous situation that had been created in the cellar – including but not limited to a lack of adequate exits and inadequate natural light.

“According to the charges, as a code enforcement inspector himself, the defendant should have known better than to allegedly try and profit through the unlawful conversion of his properties into multi-dwellings,” said District Attorney Brown. “Such illegal housing puts a strain on local city services such as parking, transportation, waste disposal and schools. But most important, such conversions jeopardize the lives of not only the buildings’ residents but firefighters and other personnel who in responding to an emergency are confronted by a maze of rooms with no way out. Working with city agencies, including the Department of Investigation, I will continue to utilize the prosecutorial and investigative resources of my office to vigorously prosecute those who profit from such illegal housing.”

Allen, who is a code enforcement housing inspector in Brooklyn and owns a second residence at 112-44 196th Street in St. Albans, was arraigned in Queens Criminal Court on a complaint charging him with second-degree reckless endangerment and two violations of the City’s Administrative Code (unlawful acts and criminal fines and imprisonment). If convicted, he faces up to one year in jail.

Building Department records indicate that Allen’s 255th Street address is registered as a private two-family dwelling. This registration allows for two families to reside on the main and second floors and the cellar to be used for storage. On August 18, 2016,

HPD received a complaint from one of the basement tenants who notified 311 that she had various maintenance conditions in her apartment at the 255th Street address.

In response, according to the criminal complaint, an HPD inspector conducted an inspection on August 26, 2016, and observed that the cellar had been illegally divided by drywall into four separate single room occupancies (“SRO”) with a kitchen and bathroom. The inspector also allegedly observed that an operable gas stove was connected but pulled away from the wall, a hole in the ground where a toilet fixture had been, and that the SROs did not have two means of egress. The inspector issued violations for the SROs for occupancy of the

cellar in violation of the Certificate of Occupancy, inadequate means of egress, work without a permit and illegal gas and water lines. The inspector also affixed a vacate order to the cellar doors which gave notice to the cellar occupants that it was unsafe to live there, that they must leave the premises and that re-entry was illegal.

It is further alleged that in executing a search warrant on September 1, 2016, at Allen’s 196 residence – which he owns but does not reside in – a DOI investigator and City Buildings inspector observed the location’s cellar to be a two-bedroom apartment with only one means of egress, a gas stove which was hooked up and operable, and contained two bathrooms, each with a shower. The Buildings inspector issued violations for unlawful occupancy of the cellar in violation of the Certificate of Occupancy, illegal occupancy, work without a permit and illegal gas and water lines.
